    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    A range of projects supported by NETl under the Innovations for Existing Plant Program are investigating modifications to power plant cooling systems for reducing water loss, and recovering water from the flue gas and the cooling tower. This paper discusses two technologies showing particular promise condense water that is typically lost to evaporation, SPX technologies' Air2Air{sup trademark} condenses water from a cooling tower, while Lehigh University's process condenses water and acid in flue gas. 3 figs.

    Need of pure water in areas of limited supply has driven the development of technologies to permit recycling of available water and to generate new water supplies by purifying saline resources. These technologies include sedimentation, filtration, softening, ion exchange, electrodialysis, reverse osmosis and distillation. Some of these developments serve needs of the power industry, others evolved due to the synergistic relationship between generating water and power. Large plant seawater desalination depend on this synergism for best economy, especially in Southern California and the Middle East. Applying new processes promise to drive down the cost of desalinated water, based on recently improved thermal efficiencies and on capital cost reductions. Cogeneration with these processes provides new mutual benefits for power and water technologies.

    Energy is a luxury that no one can afford to waste, and many Federal Government agencies are becoming increasingly aware of the importance of using energy wisely. Thoughtful use of energy resources is important, not only to meet agency goals, but because energy efficiency helps improve air quality. Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. In these fiscally-modest times, pursuing sound energy management programs can present additional challenges for energy and facility managers. The correct path to take is not always the easiest. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1998 Federal Energy and Water Management Award. The 1998 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $222 million and 10.5 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. Through their dedication, hard work, ingenuity, and success, the award winners have also inspired others to increase their own efforts to save energy and water and to more aggressively pursue the use of renewable energy sources. The Federal Energy and Water Management Awards recognize the winners` contributions and ability to inspire others to take action.

The generated hydrogen is converted in a fuel cell to provide electricity. The water reactive hydrogen fueled power system includes a fuel cell, a water feed tray, and a fuel cartridge to generate power for portable power electronics. The removable fuel cartridge is encompassed by the water feed tray and fuel cell. The water feed tray is refillable with water by a user. The water is then transferred from the water feed tray into a fuel cartridge to generate hydrogen for the fuel cell which then produces power for the user.

    Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

    The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

    This updated market assessment for capturing water conservation opportunities in the Federal sector is based on a new analytical approach that utilizes newly available data and technologies. The new approach fine-tunes the original assessment by using actual Federal water use, which is now tracked by DOE (as compared to using estimated water use). Federal building inventory data is also used to disseminate water use by end-use technology in the Federal sector. Conventional hydropower facilities include run-of-the-river, storage, and pumped storage. Most conventional hydropower plants use a diversion structure, such as a dam, to capture water's potential energy via a turbine for electricity generation. Marine and hydrokinetic technologies obtain energy from waves, tides, ocean currents, free-flowing rivers, streams and ocean thermal gradients to generate electricity. The United States has abundant water power resources, enough to meet a large portion of the nation's electricity demand. Conventional hydropower generated 257 million megawatt-hours (MWh) of electricity in 2010 and provides 6-7% of all electricity in the United States. According to preliminary estimates from the Electric Power Resource Institute (EPRI), the United States has additional water power resource potential of more than 85,000 megawatts (MW). This resource potential includes making efficiency upgrades to existing hydroelectric facilities, developing new low-impact facilities, and using abundant marine and hydrokinetic energy resources. EPRI research suggests that ocean wave and in-stream tidal energy production potential is equal to about 10% of present U.S. electricity consumption (about 400 terrawatt-hours per year). The greatest of these resources is wave energy, with the most potential in Hawaii, Alaska, and the Pacific Northwest.     Departing from previous policy, in August 1993 the USEPA`s Water Office recommended that the agency regulate a proposed electric power plant`s cooling pond as a water of the US. At issue was a proposal by Florida Power corp. to build a new electric power plant in Polk County, Florida. A 2,600 acre cooling pond to collect heated and discharged water was included in the proposal. Region 4 USEPA staff asked USEPA Headquarters in Washington, DC to decide whether the pond was exempt from the CWA or a water of the US. The pond could be a habitat for migratory birds according to a memo prepared by Region 4 staff. The USEPA Water Office used the presence of migratory birds to claim a nexus to interstate commerce and therefore concluded that the pond should be regulated under the CWA. Electric power industry proponents have argued that an overly expansive definition of waters of the US may result in any new power plant being required to construct cooling towers. Cooling towers are said to be a more expensive and wasteful method to cool heated water. Region 4 ultimately recanted its earlier position after considerable discussions with various other Environmental Protection Agency offices and, no doubt industry pressure. Florida Power Corp. was not required to obtain an NPDES permit for the cooling pond. The lesson of Florida Power Corp. is that the regulatory environment for utilities can be uncertain under the Clean Water Act even in the face of a relatively straightforward exemption from regulation.

    Privatizing the power marketing administrations makes sense. Unless these federal administrations are sold, taxpayers will continue to subsidize power to the rich, and the PMAs will distort and hinder competition in the electric energy market. Employ this plan today and it will be possible to achieve benefits for all stakeholders. If there were a book entitled Privatization in The United States, it would be very thin indeed. It would be so partly because America did not participate as extensively as most countries in this century`s destructive experiment where governments produced goods that would be more efficiently produced by the private sector. Unfortunately, the book also would be thin because Americans have been less aggressive and imaginative than countries from Great Britain to Bolivia in withdrawing their national government from activities better suited to the private sector. One obvious target for immediate privatization is the federal electric power resources.     Overkill or not enough: Two decades ago, Congress realized that a system of civil remedies alone, devoid of any lasting punitive consequences, was inadequate to insure compliance with environmental protection statutes. Other than the Rivers and Harbors Act of 1899, which was designed to protect navigation, Federal criminal sanctions were not applicable to water pollution offenses. The Federal Water Pollution Control Act, more commonly known as the Clean Water Act (CWA), was twenty-four years old before Federal criminal enforcement of its provisions was allowed. But since the early 1970's, the criminal provisions of the CWA have been strengthened, the United States Department of Justice has beefed up its environmental enforcement efforts, and environmental polluters have been prosecuted. This Federal effort is now approaching overkill.

    The Department of Energy's Federal Energy Management Program (FEMP) is considering the development of a technology-specific Super-Energy Saving Performance Contract (ESPC) for water conservation. Prior to the development however, FEMP requires the completion of a market assessment to better understand the water conservation opportunities and the strategies available for capturing them. Thus, this market assessment has been undertaken to evaluate the water conservation opportunities and answer the key questions necessary for FEMP to make recommendations on whether or not to proceed with strategies for water conservation primarily through the development of a water conservation technology-specific performance contract.

This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

    of plant (nuclear vs. fossil fuel). This is accomplished in Chapter 3. In Chapter 4, the nature of any compacts or agreements that give priority to users (i.e., which users must stop withdrawing water first) is examined. This is examined on a regional or watershed basis, specifically for western water rights, and also as a function of federal and state water management programs. Chapter 5 presents the findings and conclusions of this study. In addition to the above, a related intent of this study is to conduct preliminary modeling of how lowered surface water levels could affect generating capacity and other factors at different regional power plants. If utility managers are forced to take some units out of service or reduce plant outputs, the fuel mix at the remaining plants and the resulting carbon dioxide emissions may change. Electricity costs and other factors may also be impacted. Argonne has conducted some modeling based on the information presented in the database described in Chapter 2 of this report. A separate report of the modeling effort has been prepared (Poch et al. 2009). In addition to the U.S. steam electric power plant fleet, this modeling also includes an evaluation of power production of hydroelectric facilities. The focus of this modeling is on those power plants located in the western United States.

Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of Energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1997 Federal Energy and Water Management Award. The 1997 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $100 million and 9.8 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. The contributions of these individuals, small groups, and organizations are presented in this report.

    The results of an economic feasibility study for the Oregon Institute of Technology regarding a geothermal heating system for the Federal Prison Camp, Safford, Arizona are presented. The following aspects were examined: heat load calculations of the buildings involved; mechanical equipment retrofits necessary to accept geothermal water for the purpose of space heating; cost estimates for the equipment retrofit; and evaluation of the equipment retrofit to determine economic feasibility.

    Water power technologies harness energy from rivers and oceans to generate electricity for the nation's homes and businesses, and can help the United States meet its pressing energy, environmental, and economic challenges. Water power technologies; fall into two broad categories: conventional hydropower and marine and hydrokinetic technologies.     The potential to treat non-traditional water sources using power plant waste heat in conjunction with membrane distillation is assessed. Researchers and power plant designers continue to search for ways to use that waste heat from Rankine cycle power plants to recover water thereby reducing water net water consumption. Unfortunately, waste heat from a power plant is of poor quality. Membrane distillation (MD) systems may be a technology that can use the low temperature waste heat (<100 F) to treat water. By their nature, they operate at low temperature and usually low pressure. This study investigates the use of MD to recover water from typical power plants. It looks at recovery from three heat producing locations (boiler blow down, steam diverted from bleed streams, and the cooling water system) within a power plant, providing process sketches, heat and material balances and equipment sizing for recovery schemes using MD for each of these locations. It also provides insight into life cycle cost tradeoffs between power production and incremental capital costs.

    In 2004, nearly 90 percent of the country's electricity was generated at power plants using steam-based systems (EIA 2005). Electricity generation at steam electric plants requires a cooling system to condense the steam. With the exception of a few plants using air-cooled condensers, most U.S. steam electric power plants use water for cooling. Water usage occurs through once-through cooling or as make-up water in a closed-cycle system (generally involving one or more cooling towers). According to a U.S. Geological Survey report, the steam electric power industry withdrew about 136 billion gallons per day of fresh water in 2000 (USGS 2005). This is almost the identical volume withdrawn for irrigation purposes. In addition to fresh water withdrawals, the steam electric power industry withdrew about 60 billion gallons per day of saline water. Many parts of the United States are facing fresh water shortages. Even areas that traditionally have had adequate water supplies are reaching capacity limits. New or expanded steam electric power plants frequently need to turn to non-traditional alternate sources of water for cooling. This report examines one type of alternate water source-groundwater collected in underground pools associated with coal mines (referred to as mine pool water in this report). In 2003, the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) funded Argonne National Laboratory (Argonne) to evaluate the feasibility of using mine pool water in Pennsylvania and West Virginia. That report (Veil et al. 2003) identified six small power plants in northeastern Pennsylvania (the Anthracite region) that had been using mine pool water for over a decade. It also reported on a pilot study underway at Exelon's Limerick Generating Station in southeastern Pennsylvania that involved release of water from a mine located about 70 miles upstream from the plant.     Freshwater demands are steadily increasing throughout the United States. As its population increases, more water is needed for domestic use (drinking, cooking, cleaning, etc.) and to supply power and food. In arid parts of the country, existing freshwater supplies are not able to meet the increasing demands for water. New water users are often forced to look to alternative sources of water to meet their needs. Over the past few years, utilities in many locations, including parts of the country not traditionally water-poor (e.g., Georgia, Maryland, Massachusetts, New York, and North Carolina) have needed to reevaluate the availability of water to meet their cooling needs. This trend will only become more extreme with time. Other trends are likely to increase pressure on freshwater supplies, too. For example, as populations increase, they will require more food. This in turn will likely increase demands for water by the agricultural sector. Another example is the recent increased interest in producing biofuels. Additional water will be required to grow more crops to serve as the raw materials for biofuels and to process the raw materials into biofuels. This report provides information about an opportunity to reuse an abundant water source -- treated municipal wastewater, also known as 'reclaimed water' -- for cooling and process water in electric generating facilities. The report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Innovations for Existing Plants research program (Feeley 2005). This program initiated an energy-water research effort in 2003 that includes the availability and use of 'nontraditional sources' of water for use at power plants. This report represents a unique reference for information on the use of reclaimed water for power plant cooling.     Water and energy production issues intersect in numerous ways. Water is produced along with oil and gas, water runs off of or accumulates in coal mines, and water is needed to operate steam electric power plants and hydropower generating facilities. However, water and energy are often not in the proper balance. For example, even if water is available in sufficient quantities, it may not have the physical and chemical characteristics suitable for energy or other uses. This report provides preliminary information about an opportunity to reuse an overabundant water source--ground water accumulated in underground coal mines--for cooling and process water in electric generating facilities. The report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL), which has implemented a water/energy research program (Feeley and Ramezan 2003). Among the topics studied under that program is the availability and use of ''non-traditional sources'' of water for use at power plants. This report supports NETL's water/energy research program.

    This paper presents an overview of radiolysis concerns with regard to water shields for fission surface power. A review of the radiolysis process is presented and key parameters and trends are identified. From this understanding of the radiolytic decomposition of water, shield pressurization and corrosion are identified as the primary concerns. Existing experimental and modeling data addressing concerns are summarized. It was found that radiolysis of pure water in a closed volume results in minimal, if any net decomposition, and therefore reduces the potential for shield pressurization and corrosion.

  12. Water Extraction from Coal-Fired Power Plant Flue Gas

    The overall objective of this program was to develop a liquid disiccant-based flue gas dehydration process technology to reduce water consumption in coal-fired power plants. The specific objective of the program was to generate sufficient subscale test data and conceptual commercial power plant evaluations to assess process feasibility and merits for commercialization. Currently, coal-fired power plants require access to water sources outside the power plant for several aspects of their operation in addition to steam cycle condensation and process cooling needs. At the present time, there is no practiced method of extracting the usually abundant water found in the power plant stack gas. This project demonstrated the feasibility and merits of a liquid desiccant-based process that can efficiently and economically remove water vapor from the flue gas of fossil fuel-fired power plants to be recycled for in-plant use or exported for clean water conservation. After an extensive literature review, a survey of the available physical and chemical property information on desiccants in conjunction with a weighting scheme developed for this application, three desiccants were selected and tested in a bench-scale system at the Energy and Environmental Research Center (EERC). System performance at the bench scale aided in determining which desiccant was best suited for further evaluation. The results of the bench-scale tests along with further review of the available property data for each of the desiccants resulted in the selection of calcium chloride as the desiccant for testing at the pilot-scale level. Two weeks of testing utilizing natural gas in Test Series I and coal in Test Series II for production of flue gas was conducted with the liquid desiccant dehumidification system (LDDS) designed and built for this study. In general, it was found that the LDDS operated well and could be placed in an automode in which the process would operate with no operator intervention or

    This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the Existing Plants Research Program's overall research effort by evaluating water issues that could impact power plants. Water consumption by all users in the United States over the 2005-2030 time period is projected to increase by about 7% (from about 108 billion gallons per day [bgd] to about 115 bgd) (Elcock 2010). By contrast, water consumption by coal-fired power plants over this period is projected to increase by about 21% (from about 2.4 to about 2.9 bgd) (NETL 2009b). The high projected demand for water by power plants, which is expected to increase even further as carbon-capture equipment is installed, combined with decreasing freshwater supplies in many areas, suggests that certain coal-fired plants may be particularly vulnerable to potential water demand-supply conflicts. If not addressed, these conflicts could limit power generation and lead to power disruptions or increased consumer costs. The identification of existing coal-fired plants that are vulnerable to water demand and supply concerns, along with an analysis of information about their cooling systems and related characteristics, provides information to help focus future research and development (R&D) efforts to help ensure that coal-fired generation demands are met in a cost-effective manner that supports sustainable water use. This study identified coal-fired power plants that are considered vulnerable to water demand and supply issues by using a geographical information system (GIS) that facilitated the analysis of plant-specific data for more than 500 plants in the NETL's Coal Power Plant Database (CPPDB) (NETL 2007a) simultaneously with 18 indicators of water demand and supply.     Three membrane technlogies (reverse osmosis, ultrafiltration, and electrodialysis) for wastewater treatment and reuse at electric generating power plants were examined. Recirculating condenser water, ash sluice water, coal pile drainage, boiler blowdown and makeup treatment wastes, chemical cleaning wastes, wet SO/sub 2/ scrubber wastes, and miscellaneous wastes were studied. In addition, membrane separation of toxic substances in wastewater was also addressed. Waste characteristics, applicable regulations, feasible membrane processes, and cost information were analyzed for each waste stream. A users' guide to reverse osmosis was developed and is provided in an appendix.

    This thesis discusses a recent United States Supreme Court case that will have a profound influence on the licensure of hydroelectric projects and the related ability of States to protect the quality of their waters. On October 4, 1993, the Supreme Court granted a Writ of Certiorari to resolve a conflict among the state courts of last resort. This case involves two fundamental and competing national interests: the nation's thirst for cheap, dependable power versus its equally strong desire to improve the quality of its water resources. It also involves two underlying regulatory regimes that overlap and conflict with each other in some ways. This case illustrates how those two national interests and their underlying regulatory regimes cannot always be reconciled. It also demonstrates how Congress, with its muddled ways of passing legislation, can create conflicts between federal and state regulatory agencies.

    The Knowledge and Abilities Catalog for Nuclear Power Plant Operators: Boiling-Water Reactors (BWR) (NUREG-1123) provides the basis for the development of content-valid licensing examinations for reactor operators (ROs) and senior reactor operators (SROs). The examinations developed using the BWR Catalog and Examiners' Handbook for Developing Operator Licensing Examinations (NUREG-1121) will cover those topics listed under Title 10, Code of Federal Regulations, Part 55. The BWR Catalog contains approximately 7000 knowledge and ability (K/A) statements for ROs and SROs at boiling water reactors. Each K/A statement has been rated for its importance to the safe operation of the plant in a manner ensuring personnel and public health and safety. The BWR K/A Catalog is organized into five major sections: Plant-wide Generic Knowledge and Ability Statements, Plant Systems grouped by Safety Function, Emergency and Abnormal Plant Evolutions, Components, and Theory. The BWR Catalog represents a modification of the form and content of the K/A Catalog for Nuclear Power Plant Operators: Pressurized Water Reactors (NUREG-1122). First, categories of knowledge and ability statements have been redefined. Second, the scope of the definition of emergency and abnormal plant evolutions has been revised in line with a symptom-based approach. Third, K/As related to the operational applications of theory have been incorporated into the delineations for both plant systems and emergency and abnormal plant evolutions, while K/As pertaining to theory fundamental to plant operation have been delineated in a separate theory section. Finally, the components section has been revised.

  1. Energy and Economic Impacts of U.S. Federal Energy and Water Conservation Standards Adopted From 1987 Through 2013

    This paper presents estimates of the key impacts of Federal energy and water conservation standards adopted from 1987 through 2013. The standards for consumer products and commercial and industrial equipment include those set by legislation as well as standards adopted by DOE through rulemaking. In 2013, the standards saved an estimated 4.05 quads of primary energy, which is equivalent to 4% of total U.S. energy consumption. The savings in operating costs for households and businesses totaled $56 billion. The average household saved $361 in operating costs as a result of residential and plumbing product standards. The estimated reduction in CO{sub 2} emissions associated with the standards in 2013 was 218 million metric tons, which is equivalent to 4% of total U.S. CO{sub 2} emissions. The estimated cumulative energy savings over the period 1990-2090 amount to 181 quads. Accounting for the increased upfront costs of more-efficient products and the operating cost (energy and water) savings over the products’ lifetime, the standards have a past and projected cumulative net present value (NPV) of consumer benefit of between $1,271 billion and $1,487 billion, using 7 percent and 3 percent discount rates, respectively. The water conservation standards, together with energy conservation standards that also save water, reduced water use by 1.9 trillion gallons in 2013, and will achieve cumulative water savings by 2090 of 55 trillion gallons. The estimated consumer savings in 2013 from reduced water use amounted to $16 billon.

    Scoping studies for a power conversion system based on a direct-cycle supercritical water reactor have been conducted. The electric power range of interest is 5-30 MWe with a design point of 20 MWe. The overall design objective is to develop a system that has minimized physical size and performs satisfactorily over a broad range of operating conditions. The design constraints are as follows: Net cycle thermal efficiency {ge}20%; Steam turbine outlet quality {ge}90%; and Pumping power {le}2500 kW (at nominal conditions). Three basic cycle configurations were analyzed. Listed in order of increased plant complexity, they are: (1) Simple supercritical Rankine cycle; (2) All-supercritical Brayton cycle; and (3) Supercritical Rankine cycle with feedwater preheating. The sensitivity of these three configurations to various parameters, such as reactor exit temperature, reactor pressure, condenser pressure, etc., was assessed. The Thermoflex software package was used for this task. The results are as follows: (a) The simple supercritical Rankine cycle offers the greatest hardware simplification, but its high reactor temperature rise and reactor outlet temperature may pose serious problems from the viewpoint of thermal stresses, stability and materials in the core. (b) The all-supercritical Brayton cycle is not a contender, due to its poor thermal efficiency. (c) The supercritical Rankine cycle with feedwater preheating affords acceptable thermal efficiency with lower reactor temperature rise and outlet temperature. (d) The use of a moisture separator improves the performance of the supercritical Rankine cycle with feedwater preheating and allows for a further reduction of the reactor outlet temperature, thus it was selected for the next step. Preliminary engineering design of the supercritical Rankine cycle with feedwater preheating and moisture separation was performed.
