This final rule rectifies this error by once again adding the removed material.

  4. Operator coil monitoring acceptance test procedure

    The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the Programmable Logic Controller (PLC) abort coils from the Master and RSS stations will be systematically tested during performance of this procedure. It should be noted that these are not physical abort coils but software coils controlled by the software`s ladder logic. The readiness of the DACS to properly interface with the ENRAF wire level gauge installed in the SY101 storage tank will also be tested. During this test, a verification of all abort coil indications will be conducted at the DACS Development Facility in the 306E Building by injecting an input signal for each DACS sensor that has an associated abort coil until the abort coil actuates, and then ensuring that the status of the abort coil indicated at the Master and RSS stations correct. Each abort coil will also be tested to ensure that the ``ENABLE`` and ``DISABLE`` controls from the Master and RSS stations function correctly, and only with the use of proper passwords.

    The 100 and 300 areas of the Hanford Site are included on the US Environmental Protection Agencies (EPA) National Priorities List under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Soil washing is a treatment process that is being considered for the remediation of the soil in these areas. Contaminated soil washing fines can be mixed or blended with cementations materials to produce stable waste forms that can be used for beneficial purposes in mixed or low-level waste landfills, burial trenches, environmental restoration sites, and other applications. This process has been termed co-disposal. The Co-Disposal Treatability Study Test Plan is designed to identify a range of cement-based formulations that could be used in disposal efforts in Hanford in co-disposal applications. The purpose of this document is to provide explicit procedural information for the testing of co-disposal formulations. This plan also provides a discussion of laboratory safety and quality assurance necessary to ensure safe, reproducible testing in the laboratory.

    This document presents the results of a survey of nondestructive testing (NDT) and related sensor technology research and development (R and D) at selected federal laboratories. Objective was to identify and characterize NDT activities that could be applied to improving energy efficiency and overall productivity in US manufacturing. Numerous federally supported R and D programs were identified in areas such as acoustic emissions, eddy current, radiography, computer tomography and ultrasonics. A Preliminary Findings Report was sent to industry representatives, which generated considerable interest.

    By means of a simulation study, we investigated the appropriateness of Page's and power-one sequential tests on sequences of inventory differences obtained from an example materials control unit, a sub-area of a hypothetical UF/sub 6/-to-U/sub 3/O/sub 8/ conversion process.     This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    The condition of a nuclear material control and accountability system (MC&A) and its individual components, as with any system combining technical elements and documentation, may be characterized through an aggregate of values for the various parameters that determine the system's ability to perform. The MC&A system's status may be functioning effectively, marginally or not functioning based on a summary of the values of the individual parameters. This work included a review of the following subsystems, MC&A and Detecting Material Losses, and their respective elements for the material control and accountability system: (a) Elements of the MC&A Subsystem - Information subsystem (Accountancy/Inventory), Measurement subsystem, Nuclear Material Access subsystem, including tamper-indicating device (TID) program, and Automated Information-gathering subsystem; (b) Elements for Detecting Nuclear Material Loses Subsystem - Inventory Differences, Shipper/receiver Differences, Confirmatory Measurements and differences with accounting data, and TID or Seal Violations. In order to detect the absence or loss of nuclear material there must be appropriate interactions among the elements and their respective subsystems from the list above. Additionally this work includes a review of regulatory requirements for the MC&A system component characteristics and criteria that support the evaluation of the performance of the listed components. The listed components had performance testing algorithms and procedures developed that took into consideration the regulatory criteria. The developed MC&A performance-testing procedures were the basis for a Guide for MC&A Performance Testing at the material balance areas (MBAs) of State Scientific Center of the Russian Federation - Institute for Physics and Power Engineering (SSC RF-IPPE).

    UA9 is an experimental setup operated in the CERN-SPS in view of investigating the feasibility of halo collimation assisted by bent crystals. The test collimation system is composed of one crystal acting as primary halo deflector in the horizontal plane and an absorber. Different crystals are tested in turn using two-arm goniometers with an angular reproducibility of better than 10 microrad. The performance of the system is assessed through the study of the secondary and tertiary halo in critical areas, by using standard machine instrumentation and few customized equipments. The alignment of the crystal is verified by measuring the loss rate close to the crystal position. The collimation efficiency is computed by intercepting the deflected halo with a massive collimator or with an imaging device installed into a Roman Pot.     The purpose of this test is to verify the Westinghouse configuration of the MICON A/S Distributed Control System for project B610. The following will be verified: proper assignment and operation of all field inputs to and outputs from the MICON Termination panels; proper operation of all display data on the operator`s console; proper operation of all required alarms; and proper operation of all required interlocks. The MICON A/S control system is configured to replace all the control, indication, and alarm panels now located in the Power Control Room. Nine systems are covered by this control configuration, 2736-ZB HVAC, 234-5Z HVAC, Process Vacuum, Dry Air, 291-Z Closed Loop Cooling, Building Accelerometer, Evacuation Siren, Stack CAMs, and Fire. The 2736-ZB HVAC system consists of the ventilation controls for 2736-ZB and 2736-Z as well as alarms for the emergency generators and 232-Z. The 234-5Z HVAC system is the ventilation controls for 235-5Z and 236-Z buildings. Process Vacuum covers the controls for the 26 inch vacuum system. Dry Air covers the controls for the steam and electric air dryers. The 291-Z Closed Loop Cooling system consists of the status indications and alarms for the 291-Z compressor and vacuum pump closed loop cooling system. The rest of closed loop cooling was tested earlier. The Building Accelerometer system consists of the status indications for the two seismic system accelerometers. The Evacuation Siren system includes the controls for the evacuation and take cover sirens. Stack CAMs cover the alarms for the various building ventilation stack continuous air monitors. Finally, the Fire system covers the various fire alarms now located in Room 321-A.

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    The lagoon seepage testing procedures are documented herein as required by the Wastewater Rules (IDAPA 58.01.16.493). The Wastewater Rules and Wastewater Reuse Permit LA-000141-03 require that the procedure used for performing a seepage test be approved by IDEQ prior to conducting the seepage test.     Bidirectional power electronics can add vehicle-to-grid (V2G) capability in a plug-in vehicle, which then allows the vehicle to operate as a distributed resource (DR). The uniqueness of the battery-based V2G power electronics requires a test procedure that will not only maintain IEEE interconnection standards, but can also evaluate the electrical performance of the vehicle working as a DR. The objective of this paper is to discuss a recently published NREL technical report that provides interim test procedures for V2G vehicles for their integration into the electrical distribution systems and for their performance in terms of continuous output power, efficiency, and losses. Additionally, some other test procedures are discussed that are applicable to a V2G vehicle that desires to provide power reserve functions. A few sample test results are provided based on testing of prototype V2G vehicles at NREL.

    In 1986, 21 m{sup 3} of transuranic (TRU) waste was inadvertently buried in a shallow land burial trench at the Area 5 Radioactive Waste Management Site on the Nevada Test Site (NTS). The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office is considered five options for management of the buried TRU waste. One option is to leave the waste in-place if the disposal can meet the requirements of Title 40 Code of Federal Regulations (CFR) Part 191, 'Environmental Radiation Protection Standard for Management and Disposal of Spent Nuclear Fuel, High-Level, and Transuranic Radioactive Wastes'. This paper describes analyses that assess the likelihood that TRU waste in shallow land burial can meet the 40 CFR 191 standards for a geologic repository. The simulated probability of the cumulative release exceeding 1 and 10 times the 40 CFR 191.13 containment requirements is estimated to be 0.009 and less than 0.0001, respectively. The cumulative release is most sensitive to the number of groundwater withdrawal wells drilled through the disposal trench. The mean total effective dose equivalent for a member of the public is estimated to reach a maximum of 0.014 milliSievert (mSv) at 10,000 years, or approximately 10 percent of the 0.15 mSv 40 CFR 191.15 individual protection requirement. The dose is predominantly from inhalation of short-lived Rn-222 progeny in air produced by low-level waste disposed in the same trench. The transuranic radionuclide released in greatest amounts, Pu-239, contributes only 0.4 percent of the dose. The member of public dose is most sensitive to the U-234 inventory and the radon emanation coefficient. Reasonable assurance of compliance with the Subpart C groundwater protection standard is provided by site characterization data and hydrologic processes modeling which support a conclusion of no groundwater pathway within 10,000 years.     Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric vehicles, usually because of range limitations. Twelve fleets reported experiencing at least one charge depletion while driving, whereas nine fleets reported not having this problem. Twenty-four of the 25 fleets responded that the electric vehicles were easy to use and 22 fleets indicated that the payload was adequate. Thirteen fleets reported charging problems; eleven fleets reported no charging problems. Nine fleets reported the vehicles broke down while driving; 14 fleets reported no onroad breakdowns. Some of the breakdowns while driving, however, appear to include normal flat tires and idiot lights coming on. In spite of operation and charging problems, 59% of the fleets responded that they were satisfied, very satisfied, or extremely satisfied with the performance of the electric vehicles. As of September 2003, 74 of the electric vehicles were still being used and 107 had been returned to the manufacturers because the leases had concluded.

    The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.

    The spiral notch torsion test (SNTT) has been utilized to investigate the crack growth behavior of X52 steel base and welded materials used for hydrogen infrastructures. The X52 steel materials are received from a welded pipe using friction stir welding techniques. Finite element models were established to study the crack growth behavior of steel SNTT steel samples, which were assumed to be isotropic material. A series SNTT models were set up to cover various crack penetration cases, of which the ratios between crack depth to diameter (a/D ratio) ranging from 0.10 to 0.45. The evolution of compliance and energy release rates in the SNTT method have been investigated with different cases, including different geometries and materials. Indices of characteristic compliance and energy release rates have been proposed. Good agreement has been achieved between predictions from different cases in the same trend. These work shed lights on a successful protocol for SNTT application in wide range of structural materials. The further effort needed for compliance function development is to extend the current developed compliance function to the deep crack penetration arena, in the range of 0.55 to 0.85 to effectively determine fracture toughness for extremely tough materials.

    A conceptual framework is developed that categorizes measurement protocols for forced-air thermal distribution systems in small buildings. This framework is based on the distinction between two generic approaches. The {open_quote}system-comparison{close_quote} approach seeks to determine, via a pair of whole-house energy-use measurements, the difference in energy use between the house with the as-found duct system and the same house with no energy losses attributable to the thermal distribution system. The {open_quote}component loss-factor{close_quote} approach identifies and measures the individual causes of duct losses, and then builds up a value for the net overall duct efficiency, usually with the help of computer simulation. Examples of each approach are analyzed and related to a proposed Figure of Merit for thermal distribution systems. This Figure of Merit would serve as the basis for a Standard Method of Test analogous to those already in place for furnaces, boilers, air conditioners, and heat pumps.

  20. Microwave power coupler for a superconducting multiple-cell cavity for accelerator application and its testing procedures

    Superconducting cavity resonators offer the advantage of high field intensity for a given input power, making them an attractive contender for particle accelerator applications. Power coupling into a superconducting cavity employed in a particle accelerator requires unique provisions to maintain high vacuum and cryogenic temperature on the cavity side, while operating with ambient conditions on the source side. Components introduced to fulfill mechanical requirements must show negligible obstruction of the propagation of the microwave with absence of critical locations that may give rise to electron multipaction, leading to a multiple section design, instead of an aperture, a probe, or a loop structure as found in conventional cavities. A coaxial power coupler for a superconducting multiple-cell cavity at 3.9 GHz has been developed. The cavity is intended to be employed as an accelerator to provide enhanced electron beam quality in a free-electron laser in Hamburg (FLASH) user facility. The design of the coupler called for two windows to sustain high vacuum in the cavity and two bellows to accommodate mechanical dimensional changes resulting from cryogenics. Suppression of multipacting was accomplished by the choice of conductor dimensions and materials with low second yield coefficients. Prior to integration with the cavity, the coupler was tested for intrinsic properties in a back-to-back configuration and conditioned for high-power operation with increasing power input. Maximum incident power was measured to be 61 kW. When integrated with the superconducting cavity, a loaded quality factor of 9 x 10{sup 5} was measured by transient method. Coupler return loss and insertion loss were estimated to be around -21 dB and -0.2 dB, respectively.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    This report summarizes the broad range of activities supported by Federal Energy Management Program (FEMP) and other federal agencies focused on meeting the President`s Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the FERM Coordinating Committee, and as such include activities undertaken from October 1, 1991, through March 31, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for the federal energy manager to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems modernization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities.

    Two procedures for sampling the surface layer (0 to 15 centimeters) of radium-contaminated soil are recommended for use in remedial action projects. Both procedures adhere to the philosophy that soil samples should have constant geometry and constant volume in order to ensure uniformity. In the first procedure, a ''cookie cutter'' fashioned from pipe or steel plate, is driven to the desired depth by means of a slide hammer, and the sample extracted as a core or plug. The second procedure requires use of a template to outline the sampling area, from which the sample is obtained using a trowel or spoon. Sampling to the desired depth must then be performed incrementally. Selection of one procedure over the other is governed primarily by soil conditions, the cookie cutter being effective in nongravelly soils, and the template procedure appropriate for use in both gravelly and nongravelly soils. In any event, a minimum sample volume of 1000 cubic centimeters is recommended. The step-by-step procedures are accompanied by a description of the minimum requirements for sample documentation. Transport of the soil samples from the field is then addressed in a discussion of the federal regulations for shipping radioactive materials. Interpretation of those regulations, particularly in light of their application to remedial action soil-sampling programs, is provided in the form of guidance and suggested procedures. Due to the complex nature of the regulations, however, there is no guarantee that our interpretations of them are complete or entirely accurate. Preparation of soil samples for radium-226 analysis by means of gamma-ray spectroscopy is described.

    The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

    A procedure and tools for quantifying surface cleanliness are described. Cleanliness of a target surface is quantified by wiping a prescribed area of the surface with a flexible, bright white cloth swatch, preferably mounted on a special tool. The cloth picks up a substantial amount of any particulate surface contamination. The amount of contamination is determined by measuring the reflectivity loss of the cloth before and after wiping on the contaminated system and comparing that loss to a previous calibration with similar contamination. In the alternative, a visual comparison of the contaminated cloth to a contamination key provides an indication of the surface cleanliness.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

  19. Advanced Vehicle Testing and Evaluation

    The objective of the United States (U.S.) Department of Energy?s (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations. Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing. Testing and evaluations were conducted in the following phases: ? Development of test procedures, which established testing procedures; ? Baseline performance testing, which established a performance baseline; ? Accelerated reliability testing, which determined vehicle reliability; ? Fleet testing, used to evaluate vehicle economics in fleet operation, and ? End of test performance evaluation. Test results are reported by two means and posted by Idaho National Laboratory (INL) to their website: quarterly progress reports, used to document work in progress; and final test reports. This final report documents work conducted for the entirety of the contract by the Clarity Group, Inc., doing business as ECOtality North America (ECOtality). The contract was performed from 1 October 2005 through 31 March 2013. There were 113 light-duty on-road (95), off-road (3) and low speed (15) vehicles tested.

    System reliability is essential for the economic success of any subsea oil and gas development. Testing programs can be developed to prove system reliability while still adhering to cost and schedule constraints. This paper describes a three-tiered equipment testing program that was employed for the Pompano Phase 2 subsea system. Program objectives, test descriptions, procedure development and test execution are discussed in detail. Lessons learned throughout the tests are also presented.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    Ford Motor Company converted four stock 1986 Ford Crown Victoria sedans to methanol flexible fuel vehicles (FFVs). During 143,108 operational miles from 1987 to 1990, the FFVs underwent more than 300 dynamometer driving tests to measure exhaust emissions, catalytic activity, fuel economy, acceleration, and driveability with gasoline and methanol blend fuels. Dynamometer driving tests included the Federal Test Procedure (FTP), the Highway Fuel Economy Test, and the New York City Cycle. Exhaust emission measurements included carbon dioxide, carbon monoxide (CO), nitrogen oxides (NO{sub x}), non- oxygenated hydrocarbons, organic material hydrocarbon equivalent (OMHCE), formaldehyde, and methanol. Catalytic activity was based on exhaust emissions data from active and inactive catalysts. OMHCE, CO, and NO{sub x} were usually lower with M85 (85% methanol, 15% gasoline) than with gasoline for both active and inactive catalysts when initial engine and catalyst temperatures were at or near normal operating temperatures. CO was higher with M85 than with gasoline when initial engine and catalyst temperatures were at or near ambient temperature. Formaldehyde and methanol were higher with M85. Active catalyst FTP OMHCE, CO, and NO{sub x} increased as vehicle mileage increased, but increased less with M85 than with gasoline. Energy based fuel economy remained almost constant with changes in fuel composition and vehicle mileage.

    In the nuclear industry design specifications for certain quality characteristics require that the final product be inspected by a sampling plan which can demonstrate product conformance to stated assurance levels. The Specified Assurance Level (SAL) Sampling Procedure has been developed to permit the direct selection of attribute sampling plans which can meet commonly used assurance levels. The SAL procedure contains sampling plans which yield the minimum sample size at stated assurance levels.     The Murmansk Initiative-RF (MI) was conceived to provide the Russian Federation (RF) with the capacity to manage low-level liquid radioactive waste (LLRW) and comply with the requirements of the London Convention that prohibit ocean dumping. The trilateral project among Norway, the RF, and the United States of America (U.S.) began in 1994 and was the first to utilize exclusively Russian subcontractors to upgrade and expand an existing LLRW treatment plant on the premises of RTP Atomflot in Murmansk, Russia. The project moved quickly through the design phase. Progress during the construction phase was somewhat slower because of difficulties with acquisition of hardware, inexperience with automated instrumentation and control equipment, and unexpected design changes in the cementation unit. The project advanced into the test-operation phase, which is currently underway, in June 2001. Initial runs with liquid waste have revealed that procedures for unloading spent ion-exchange sorbents could be improved and that sludges formed during removal of alkaline-earth metals should be compacted in order for the facility to operate at its full potential. Resolution of these issues is expected within the next few months.

  4. Factors fragmenting the Russian Federation

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The findings and conclusions of the analysis of the various issues involved in the federal preemption of state regulations for the DOE no standard rule on covered appliances are summarized. The covered products are: refrigerators, refrigerator-freezers, freezers, clothes dryers, kitchen ranges and ovens, water heaters (excluding heat pump water heaters), room air conditioners, central air conditioners (excluding heat pumps), and furnaces. A detailed discussion of the rationale for the positions of groups offering comment for the record is presneted. The pertinent categories of state and local regulations and programs are explained, then detailed analysis is conducted on the covered products and regulations. Issues relating to the timing of preemption of state regulations are discussed, as well as issues relating to burden of proof, contents of petitions for exemptions from preemption, criteria for evaluating petitions, and procedural and other issues.     The inner vessel heads including bypass and beam tubes had just been welded into place and dye penetrant checked. The vacuum heads were not on at this time but the vacuum shell was on covering the piping penetrating into the inner vessel. Signal boxes with all feed through boards, the instrumentation box, and high voltage boxes were all installed with their pump outs capped. All 1/4-inch instrumentation lines were terminated at their respective shutoff valves. All vacuum piping used for pumping down the inner vessel was isolated using o-ring sealed blind flanges. PV215A (VAT Series 12), the 4-inch VRC gate valve isolating the cyropump, and the rupture disk had to be removed and replaced with blind flanges before pressurizing due to their pressure limitations. Stresses in plates used as blind flanges were checked using Code calcualtions. Before the CC test, vacuum style blanks and clamps were hydrostatically pressure tested to 150% of the maximum test pressure, 60 psig. The Code inspector and Research Division Safety had all given their approval to the test pressure and procedure prior to filling the vessel with argon. The test was a major success. Based on the lack of any distinguishable pressure drop indicated on the pressure gages, the vessel appeared to be structurally sound throughout the duration of the test (approx. 3 hrs.). A major leak in the instrumentation tubing was discovered at half of the maximum test pressure and was quickly isolated by crimping and capping with a compression fitting. There were some slight deviations in the actual procedure used. The 44 psig relief valve located just outside the cleanroom had to be capped until the pressure in the vessel indicated 38 psi. This was to allow higher supply pressures and hence, higher flows through the pressurizing line. Also, in order to get pressure readings at the cryostat without exposing any personnel to the potentially dangerous stored energy near the maximum test pressure, a camera was installed at the top of the vessel to view the indicator mounted there. The monitor was viewed at the ante room adjacent to the cleanroom. The holding pressure of 32 psig (4/5 of the maximum test pressure) was only maintained for about 20 minutes instead of the half hour recommendation in the procedure. We felt that this was sufficient time to Snoop test and perform the pressure drop test. After the test was completed, the inspector for CBI Na-Con and the Research Divison Safety Officer signed all of required documentation.

    The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

The Lawrence Berkeley Laboratory (LBL) completed five years of operation, Argonne National Laboratory (ANL) completed its fourth year in the project, and Oak Ridge National Laboratory (ORNL) completed its third. Twenty of the thirty-nine vehicles in the fleet were powered by fuel methanol (typically M85, 85 % methanol, 15 % unleaded gasoline, although the LBL fleet used M88), and the remaining control vehicles were comparable gasoline vehicles. Over 2.2 million km (1.4 million miles) were accumulated on the fleet vehicles in routine government service. Data collected over the years have included vehicle mileage and fuel economy, engine oil analysis, emissions, vehicle maintenance, and driver acceptance. Fuel economies (on an energy basis) of the methanol and gasoline vehicles of the same type were comparable throughout the fleet testing. Engine oil analysis has revealed higher accumulation rates of iron and other metals in the oil of the methanol vehicles, although no significant engine damage has been attributed to the higher metal content. Vehicles of both fuel types have experienced degradation in their emission control systems, however, the methanol vehicles seem to have degraded their catalytic converters at a higher rate. The methanol vehicles have required more maintenance than their gasoline counterparts, in most cases, although the higher levels of maintenance cannot be attributed to ``fuel-related`` repairs. According to the daily driver logs and results from several surveys, drivers of the fleet vehicles at all three sites were generally satisfied with the methanol vehicles.

    This report presents the results of a relay test program conducted by Brookhaven National Laboratory (BNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC). The program is a continuation of an earlier test program the results of which were published in NUREG/CR-4867. The current program was carried out in two phases: electrical testing and vibration testing. The objective was primarily to focus on the electrical discontinuity or continuity of relays and circuit breaker tripping mechanisms subjected to electrical pulses and vibration loads. The electrical testing was conducted by KEMA-Powertest Company and the vibration testing was performed at Wyle Laboratories, Huntsville, Alabama. This report discusses the test procedures, presents the test data, includes an analysis of the data and provides recommendations regarding reliable relay testing.

    Suits in the last 4-5 years jeopardize the title of thousands of mining claims and mineral leases. The cases presenting the most striking examples are National Wildlife Federation v. Burford, Connor v. Burford, Sierra Club V. Watt, and Bob Marshall Alliance v. Watt. From the claimants' and lessees' point of view, these decisions granted environmental groups sweeping, though somewhat ill-defined, relief. The challenges by environmental groups are based on statutes designed to bring environmental considerations before federal decision makers. The claimants and lessees are caught in the middle of the exchange between environmentalists and federal agencies. Lawsuits that indirectly challenge leases and claims are unlike environmental challenges to fixed projects such as highways or dams. Those affected often times do not know exactly what is at stake. When the challenge is indirect, unexplored, or partially explored, proper ties have only speculative value and the claimants and lessees are often unwilling or unable to engage in a fight with well-heeled environmental public interest law firms. While the federal government has defended the suits, their interests and those of the claimants and lessees may diverge. In the context of the four cases mentioned above, this paper addresses the rights and remedies of claimants and lessees before, during, and after environmental procedural suits that indirectly challenge federal mining claims and mineral leases.
