    Washington State's geothermal potential is wide spread. Hot springs and five strato volcanoes existing throughout the Cascade Range, limited hot spring activity on the Olympic Peninsula, and broad reaching, low temperature geothermal resources found in the Columbia Basin comprise the extent of Washington's known geothermal resources. Determination of resource ownership is the first step in proceeding with geothermal exploration and development activities. The federal and state processes are examined from pre-lease activity through leasing and post-lease development concerns. Plans, permits, licenses, and other requirements are addressed for the federal, state, and local level. Lease, permit, and other forms for a number of geothermal exploration and development activities are included. A map of public lands and another displaying the measured geothermal resources throughout the state are provided.

    On October 9, 2008, federal, state and local policy makers, emergency managers, and medical and public health officials convened in Seattle, Washington, for a workshop on Addressing the Federal-State-Local Interface Issues During a Catastrophic Event Such as an Anthrax Attack. The day-long symposium was aimed at generating a dialogue about recovery and restoration through a discussion of the associated challenges that impact entire communities, including people, infrastructure, and critical systems. The Principal Federal Official (PFO) provided an overview of the role of the PFO in a catastrophic event. A high-level summary of an anthrax scenario was presented. The remainder of the day was focused on interactive discussions among federal, state and local emergency management experts in the areas of: • Decision-making, prioritization, and command and control • Public health/medical services • Community resiliency and continuity of government. Key topics and issues that resulted from discussions included: • Local representation in the Joint Field Office (JFO) • JFO transition to the Long-Term Recovery Office • Process for prioritization of needs • Process for regional coordination • Prioritization - process and federal/military intervention • Allocation of limited resources • Re-entry decision and consistency • Importance of maintaining a healthy hospital system • Need for a process to establish a consensus on when it is safe to re-enter. This needs to be across all jurisdictions including the military. • Insurance coverage for both private businesses and individuals • Interaction between the government and industry. The symposium was sponsored by the Interagency Biological Restoration Demonstration, a collaborative regional program jointly funded by the U.S. Department of Homeland Security and the U.S. Department of Defense.     This paper discusses command and control issues relating to the operation of Incident Command Posts (ICPs) and Emergency Operations Centers (EOCs) in the surrounding area jurisdictions following the detonation of an Improvised Nuclear Device (IND). Although many aspects of command and control will be similar to what is considered to be normal operations using the Incident Command System (ICS) and the National Incident Management System (NIMS), the IND response will require many new procedures and associations in order to design and implement a successful response. The scope of this white paper is to address the following questions: Would the current command and control framework change in the face of an IND incident? What would the management of operations look like as the event unfolded? How do neighboring and/or affected jurisdictions coordinate with the state? If the target areas command and control infrastructure is destroyed or disabled, how could neighboring jurisdictions assist with command and control of the targeted jurisdiction? How would public health and medical services fit into the command and control structure? How can pre-planning and common policies improve coordination and response effectiveness? Where can public health officials get federal guidance on radiation, contamination and other health and safety issues for IND response planning and operations?

    The Atomic Energy Act of 1954 established, and later Congressional amendments have confirmed, that except in areas which have been explicitly granted to the states, the federal government possesses preemptive authority to regulate radiation hazards associated with the development and use of atomic energy. Since the passage of the original Act, numerous decisions by the courts have reaffirmed the legitimacy of federal preemption, and have defined and redefined its scope. In this study, the aim is to explore the underlying issues involved in federal preemption of radiation-hazard regulation, and to recommend actions that the Department of Energy and other agencies and groups should consider undertaking in the near term to protect the preemption principle. Appropriate roles of the states are discussed, as well as recent state-level activities and their rationale, and several current arenas in which state-federal conflicts about regulation of hazards are being played out. The emphasis here is on four particular arenas that are now important arenas of conflict, but the issues discussed are far broader in scope. These four arenas are: state-level moratorium activity; emergency planning for reactors; conflicts arising from state financial regulation; and inroads in federal preemption through litigation under state law.

    High up-front costs and a lack of financing options have historically been the primary barriers to the adoption of photovoltaics (PV) in the residential sector. State clean energy funds, which emerged in a number of states from the restructuring of the electricity industry in the mid-to-late 1990s, have for many years attempted to overcome these barriers through PV rebate and, in some cases, loan programs. While these programs (rebate programs in particular) have been popular, the residential PV market in the United States only started to achieve significant scale in the last five years – driven in large part by an initial wave of financial innovation that led to the rise of third-party ownership.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    The findings and conclusions of the analysis of the various issues involved in the federal preemption of state regulations for the DOE no standard rule on covered appliances are summarized. The covered products are: refrigerators, refrigerator-freezers, freezers, clothes dryers, kitchen ranges and ovens, water heaters (excluding heat pump water heaters), room air conditioners, central air conditioners (excluding heat pumps), and furnaces. A detailed discussion of the rationale for the positions of groups offering comment for the record is presneted. The pertinent categories of state and local regulations and programs are explained, then detailed analysis is conducted on the covered products and regulations. Issues relating to the timing of preemption of state regulations are discussed, as well as issues relating to burden of proof, contents of petitions for exemptions from preemption, criteria for evaluating petitions, and procedural and other issues.     A review is presented of the development and evolution of state and local energy programs during the 1970's. The origins of the federal government's relationship with state and local governments are traced and the implication of the new federal agenda for that relationship is explored. A major focus is on the disagreement between state and local officials over their respective roles and the effect of that disagreement on federal policy. The responsibilities of both state and local governments, if both choose to have an energy presence, are examined. Four energy functions are assessed: planning and implementation; transferring information; subsidized financial assistance; and regulation and standard-setting. The relative strengths and weaknesses of assigning responsibility for each to one level of government versus another are determined. Certain services are best handled by one government or the other. For certain functions, the potential societal benefits of increased cooperation and collaboration may be significant. Some of the existing models for such cooperation and collaboration are reviewed. Attempts to extract from these models those attributes which may be relevant to the design of future state and local programs are also reviewed. (MCW)

    The federal Surface Mining Control and Reclamation Act of 1977 not only established national performance standards and permitting procedures for the coal industry, but also provided for state primacy. The principle of state primacy is both simple and intuitively appealing. Because states do not have adequate resources to develop effective regulatory programs, the federal government would set up comprehensive procedures and criteria to guide the states in preparing their own plans. The obvious advantage of state primacy is that it provides for flexibility in implementation. Ultimately, state primacy is an experiment in cooperative federalism, a sharing of authority and responsibility between the states and the federal government to insure both the general welfare and sensitivity to local conditions. The history of surface mining regulation is instructive because it points out the pitfalls and promise of cooperative federalism as well as the critical role of the courts in making state primacy work.

    The advantages of ocean thermal energy conversion (OTEC) for Hawaii, its institutional support, projected contributions of OTEC in the future, and environmental concerns are discussed. Three experimental OTEC facilities in Hawaii are described, and the many regulations that must be observed and permits needed are described. Applicability of existing federal laws in regulating commercial-scale OTEC plants is examined, and applicable Coast Guard regulations and maritime laws are discussed briefly. Questions of state-federal relations, particularly regarding Hawaii's archipelagic claims and coastal zone, are addressed. (LEW)

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    The United States is home to over 80,000 dams, of which approximately 3% are equipped with hydroelectric generating capabilities. When a dam serves as a hydropower facility, it provides a variety of energy services that range from clean, reliable power generation to load balancing that supports grid stability. In most cases, the benefits of dams and their associated reservoirs go far beyond supporting the nation s energy demand. As evidenced by the substantial presence of non-powered dams with the ability to store water in large capacities, the primary purpose of a dam may not be hydropower, but rather one of many other purposes. A dam and reservoir may support navigation, recreation, flood control, irrigation, and water supply, with each multipurpose benefit providing significant social and economic impacts on a local, regional, and national level. When hydropower is one of the services provided by a multipurpose reservoir, it is then part of an integrated system of competing uses. Operating rules, management practices, consumer demands, and environmental constraints must all be balanced to meet the multipurpose project s objectives. When federal dams are built, they are authorized by Congress to serve one or more functions. Legislation such as the Water Resources Development Act regulates the operation of the facility in order to coordinate the authorized uses and ensure the dam s intended objectives are being met. While multipurpose reservoirs account for billions of dollars in contributions to National Economic Development (NED) every year, no attempt has been made to evaluate their benefits on a national scale. This study is an on-going work conducted by Oak Ridge National Laboratory in an effort to estimate the economic benefits of multipurpose hydropower reservoirs in the United States.     There are many instances in which time series measurements are used to derive an empirical model of a dynamical system. State space reconstruction from time series measurement has applications in many scientific and engineering disciplines including structural engineering, biology, chemistry, climatology, control theory, and physics. Prediction of future time series values from empirical models was attempted as early as 1927 by Yule, who applied linear prediction methods to the sunspot values. More recently, efforts in this area have centered on two related aspects of time series analysis, namely prediction and modeling. In prediction future time series values are estimated from past values, in modeling, fundamental characteristics of the state model underlying the measurements are estimated, such as dimension and eigenvalues. In either approach a measured time series, [{bold y}(t{sub i})], i= 1,... N is assumed to derive from the action of a smooth dynamical system, s(t+{bold {tau}})=a(s(t)), where the bold notation indicates the (potentially ) multivariate nature of the time series. The time series is assumed to derive from the state evolution via a measurement function c. {bold y}(t)=c(s(t)) In general the states s(t), the state evolution function a and the measurement function c are In unknown, and must be inferred from the time series measurements. We approach this problem from the standpoint of time series analysis. We review the principles of state space reconstruction. The specific model formulation used in the local canonical variate analysis algorithm and a detailed description of the state space reconstruction algorithm are included. The application of the algorithm to a single-degree-of- freedom Duffing-like Oscillator and the difficulties involved in reconstruction of an unmeasured degree of freedom in a four degree of freedom nonlinear oscillator are presented. The advantages and current limitations of state space reconstruction are summarized.

    The electronic structure of nanowires in contact withmetallic electrodes of experimentally relevant sizes is calculated byincorporating the electrostatic polarization potential into the atomisticsingle particle Schrodinger equation. We show that the presence of anelectrode produces localized electron/hole states near the electrode, aphenomenon only exhibited in nanostructures and overlooked in the past.This phenomenon will have profound implications on electron transport insuch nanosystems. We calculate several electrode/nanowire geometries,with varying contact depths and nanowire radii. We demonstrate the changein the band gap of up to 0.5 eV in 3 nm diameter CdSe nanowires andcalculate the magnitude of the applied electric field necessary toovercome the localization.

    State legislatures and state utility commissions trying to attract renewable energy projects are considering feed-in tariffs, which obligate retail utilities to purchase electricity from renewable producers under standard arrangements specifying prices, terms, and conditions. The use of feed-in tariffs simplifies the purchase process, provides revenue certainty to generators, and reduces the cost of financing generating projects. However, some argue that federal law--including the Public Utility Regulatory Policies Act of 1978 (PURPA) and the Federal Power Act of 1935 (FPA)--constrain state-level feed-in tariffs. This report seeks to reduce the legal uncertainties for states contemplating feed-in tariffs by explaining the constraints imposed by federal statutes. It describes the federal constraints, identifies transaction categories that are free of those constraints, and offers ways for state and federal policymakers to interpret or modify existing law to remove or reduce these constraints. This report proposes ways to revise these federal statutes. It creates a broad working definition of a state-level feed-in tariff. Given this definition, this report concludes there are paths to non-preempted, state-level feed-in tariffs under current federal law.

    The supply, demand, and net imports of seven fuel types of four final consuming sectors for Bureau of Economic Analysis Areas (BEAs), states, census regions, and the nation in 1975 are presented. The data are formatted to present regional energy availability from primary extraction as well as from regional transformation processes. Extensive tables depict energy balances between availability and use for each specific fuel. In keeping with the Metric Conversion Act of 1975, this volume is reported in joules rather than in Btu's. The objective of this series is to provide a consistent base of historic and projected energy information within a standard format. Such a framework should aid regional policymakers in their consideration of regional-growth issues that may be influenced by the regional energy system. For analysis of specific regions, however, this basic data should be supplemented by additional information which only the local policy analyst can bring to bear in his assessment of the energy conditions that characterize his region.

Available plug-in electric vehicles (PEVs) provide an attractive option in the selection of alternative fuel vehicles. PEVs, which consist of both battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), have significant advantages over internal combustion engine (ICE) vehicles in terms of energy efficiency, reduced petroleum consumption, and reduced production of greenhouse gas (GHG) emissions, and they provide performance benefits with quieter, smoother operation. This study intended to evaluate the extent to which the United States Coast Guard Headquarters (USCG HQ) could convert part or all of their fleet of vehicles from petroleum-fueled vehicles to PEVs.

    The Army Corps of Engineers, Pacific Ocean Division, participated in the interagency case study of sea level rise for Yap State in the Federated States of Micronesia. The study, on behalf of the National Oceanic and Atmospheric Administration, was in support of the Intergovernmental Panel on Climate Change. Engineering and environmental analyses indicate that resources within Yap State at risk from a 1.0 meter rise in sea level by the year 2100 are substantial, including coral reefs, sea grass beds, wetlands, native mangrove forests, groundwater, archaeological and cultural resources, and shoreline infrastructure. Severe constraints associated with land ownership patterns have helped prevent the potential for greater impact. Yet these same constraints will likely hinder future decisions regarding retreat, accommodation, or protection strategies. As a result, there are special institutional and cultural challenges that face Yap in developing and implementing appropriate responses to accelerated sea level rise. These are made more difficult with the many uncertainties associated with current predictions regarding the greenhouse effect.

    Self-organization and pattern formation in network-organized systems emerges from the collective activation and interaction of many interconnected units. A striking feature of these non-equilibrium structures is that they are often localized and robust: only a small subset of the nodes, or cell assembly, is activated. Understanding the role of cell assemblies as basic functional units in neural networks and socio-technical systems emerges as a fundamental challenge in network theory. A key open question is how these elementary building blocks emerge, and how they operate, linking structure and function in complex networks. Here we show that a network analogue of themore » Swift-Hohenberg continuum model—a minimal-ingredients model of nodal activation and interaction within a complex network—is able to produce a complex suite of localized patterns. Thus, the spontaneous formation of robust operational cell assemblies in complex networks can be explained as the result of self-organization, even in the absence of synaptic reinforcements.« less

  11. Localized states and their stability in an anharmonic medium with a nonlinear defect

    A comprehensive analysis of soliton states localized near a plane defect (a defect layer) possessing nonlinear properties is carried out within a quasiclassical approach for different signs of nonlinearity of the medium and different characters of interaction of elementary excitations of the medium with the defect. A quantum interpretation is given to these nonlinear localized modes as a bound state of a large number of elementary excitations. The domains of existence of such states are determined, and their properties are analyzed as a function of the character of interaction of elementary excitations between each other and with the defect. A full analysis of the stability of all the localized states with respect to small perturbations of amplitude and phase is carried out analytically, and the frequency of small oscillations of the state localized on the defect is determined.

    DOE Partnerships with States, Tribes and Other Federal Programs Help Responders Prepare for Challenges Involving Transport of Radioactive Materials Implementing adequate institutional programs and validating preparedness for emergency response to radiological transportation incidents along or near U.S. Department of Energy (DOE) shipping corridors poses unique challenges to transportation operations management. Delayed or insufficient attention to State and Tribal preparedness needs may significantly impact the transportation operations schedule and budget. The DOE Transportation Emergency Preparedness Program (TEPP) has successfully used a cooperative planning process to develop strong partnerships with States, Tribes, Federal agencies and other national programs to support responder preparedness across the United States. DOE TEPP has found that building solid partnerships with key emergency response agencies ensures responders have access to the planning, training, technical expertise and assistance necessary to safely, efficiently and effectively respond to a radiological transportation accident. Through the efforts of TEPP over the past fifteen years, partnerships have resulted in States and Tribal Nations either using significant portions of the TEPP planning resources in their programs and/or adopting the Modular Emergency Response Radiological Transportation Training (MERRTT) program into their hazardous material training curriculums to prepare their fire departments, law enforcement, hazardous materials response teams, emergency management officials, public information officers and emergency medical technicians for responding to transportation incidents involving radioactive materials.     We discuss the possibility of exponential quantum localization in systems of ultracold bosonic atoms with repulsive interactions in open optical lattices without disorder. We show that exponential localization occurs in the maximally excited state of the lowest energy band. We establish the conditions under which the presence of the upper energy bands can be neglected, determine the successive stages and the quantum phase boundaries at which localization occurs, and discuss schemes to detect it experimentally by visibility measurements. The discussed mechanism is a particular type of quantum localization that is intuitively understood in terms of the interplay between nonlinearity and a bounded energy spectrum.

To date, however, little analysis of these data have been performed on the characteristics and distributions of waste types generated and energy forms consumed. Yet, these databases provide a wealth of information that can be used to draw useful conclusions on manufacturing efficiency. Although the data collected have weaknesses, the Toxics Release Inventory (TRI) and Consumption of Energy Report can be used to investigate possible relationships between industrial waste generation and energy consumption.

  10. Localized states in a semiconductor quantum ring with a tangent wire

    We extend a special kind of localized state trapped at the intersection due to the geometric confinement, first proposed in a three-terminal-opening T-shaped structure [L. A. Openov, Europhys. Lett. 55, 539 (2001)], into a ring geometry with a tangent connection to the wire. In this ring geometry, there exists one localized state trapped at the intersection with energy lying inside the lowest subband. We systematically study this localized state and the resulting Fano-type interference due to the coupling between this localized state and the continuum ones. It is found that the increase of inner radius of the ring weakens the coupling to the continuum ones and the asymmetric Fano dip fades away. A wide energy gap in transmission appears due to the interplay of two types of antiresonances: the Fano-type antiresonance and the structure antiresonance. The size of this antiresonance gap can be modulated by adjusting the magnetic flux. Moreover, a large transmission amplitude can be obtained in the same gap area. The strong robustness of the antiresonance gap is demonstrated and shows the feasibility of the proposed geometry for a real application.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

  13. Localized states of a semi-infinite zigzag graphene sheet with impurity lines

    The localized states of a semi-infinite zigzag graphene sheet are studied using a tight-binding model that allows for the inclusion of either one or two lines of impurities. These impurity lines of atoms are placed in rows labeled as n (n=1, 2, 3, ), where n=1 is the free edge. The localized defect modes associated with these impurities are studied analytically and numerically within a tridiagonal matrix formalism. For one impurity line, the modes are analyzed according to the position of that line on the sheet, whereas the modes for two impurities are studied also according to their separation and their positions relative to the edge. When an impurity line is located at the edge (n=1), it is found that the edge states are modified. When the impurities are positioned away from an edge (n>1), additional localized modes are found to occur that may be relatively flat in their dispersion.

  14. A STUDY OF THE DISCREPANCY BETWEEN FEDERAL AND STATE MEASUREMENTS OF ON-HIGHWAY FUEL CONSUMPTION

    Annual highway fuel taxes are collected by the Treasury Department and placed in the Highway Trust Fund (HTF). There is, however, no direct connection between the taxes collected by the Treasury Department and the gallons of on-highway fuel use, which can lead to a discrepancy between these totals. This study was conducted to determine how much of a discrepancy exists between the total fuel usages estimated based on highway revenue funds as reported by the Treasury Department and the total fuel usages used in the apportionment of the HTF to the States. The analysis was conducted using data from Highway Statistics Tables MF-27 and FE-9 for the years 1991-2001. It was found that the overall discrepancy is relatively small, mostly within 5% difference. The amount of the discrepancy varies from year to year and varies among the three fuel types (gasoline, gasohol, special fuels). Several potential explanations for these discrepancies were identified, including issues on data, tax measurement, gallon measurement, HTF receipts, and timing. Data anomalies caused by outside forces, such as deferment of tax payments from one fiscal year to the next, can skew fuel tax data. Fuel tax evasion can lead to differences between actual fuel use and fuel taxes collected. Furthermore, differences in data collection and reporting among States can impact fuel use data. Refunds, credits, and transfers from the HTF can impact the total fuel tax receipt data. Timing issues, such as calendar year vs. fiscal year, can also cause some discrepancy between the two data sources.

  16. Localized states induced by an oxygen vacancy in rutile TiO{sub 2}

    Using density functional theory and model Hamiltonian analysis, we investigate the localized states induced by an oxygen vacancy in rutile TiO{sub 2}. We identify two classes of localized states—the hybrid and the polaron. The hybrid state is caused by the orbital overlap between three Ti atoms next to a vacancy and is mainly derived from the Ti e{sub g} orbitals. The polaron state is caused by the local lattice distortion and is mainly composed of one particular t{sub 2g} orbital from a single Ti atom. The first principles calculation shows that the polaron state is energetically favored, and the tight-binding analysis reveals the underlying connection between the bulk band structure and the orbital character of the polaron. The magnetic coupling between two nearby polaron states is found to be ferromagnetic. Using this picture, we analyze the results of recent theoretical calculations and experiments and discuss the connection to vacancies in SrTiO{sub 3}.

This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

    Lawrence Berkeley National Laboratory (LBNL) has prepared this report to facilitate compliance with the requirements of Section 123 of the Energy Policy Act of 1992 (EPACT). Section 123 requires the Department of Energy to issue recommendations for establishing state and local incentive programs to encourage acceleration of voluntary consumer replacement of existing water closets, urinals, showerheads and faucets with water-saving products meeting EPACT standards. The authors recommend that state and local authorities working together and also with utilities: (A) investigate the cost-effectiveness of voluntary replacement of plumbing fixtures and fittings as an effective component of a water efficiency incentive program; (B) allow utilities to distribute the costs of water saving products by billing at pre-installation rates until devices have been paid for; (C) encourage decreased water usage by establishing rate structures such as increasing block rates or seasonal pricing; (D) add additional incentive to rebate programs by making the rebates untaxable income. (E) require municipalities or utilities to exhaust every reasonable method of water conservation before applying for permits to construct water supply or water treatment systems; (F) require high-efficiency toilets, urinals, showerheads, and faucets in new construction and changing plumbing codes to incorporate different pipe sizing needs; and (G) and mandate installation of meters to correctly measure water consumption. Following the introduction, a general overview of these recommendations is presented. Each recommendation is discussed briefly. After determining the cost-effectiveness of a plumbing replacement program (or plumbing replacement aspect of a larger program) states can encourage replacement of toilets, urinals, showerheads, and faucets in a number of ways. This report lists both legislative and economic measures that can be implemented on the state level that impact local programs.

    We present electrical transport and low frequency (1/f) noise measurements on mechanically exfoliated single, bi and trilayer MoS{sub 2}-based FET devices on Si/SiO{sub 2} substrate. We find that the electronic states in MoS{sub 2} are localized at low temperatures (T) and conduction happens through variable range hopping (VRH). A steep increase of 1/f noise with decreasing T, typical for localized regime was observed in all of our devices. From gate voltage dependence of noise, we find that the noise power is inversely proportional to square of the number density (? 1/n{sup 2}) for a wide range of T, indicating number density fluctuations to be the dominant source of 1/f noise in these MoS{sub 2} FETs.

    Light emitting silicon quantum dots by colloidal synthesis were uniformly spin-coated into a 20 nm-thick film and deposited atop a hyperbolic metamaterial of alternating TiN and SiO{sub 2} sub-wavelength layers. Using steady-state and time-resolved photoluminescence spectroscopy as a function of the emission wavelength in partnership with rigorous electromagnetic modeling of dipolar emission, we demonstrate enhanced Local Density of States and coupling to high-k modes in a broad spectral range. These findings provide an alternative approach for the engineering of novel Si-compatible broadband sources that leverage the control of radiative transitions in hyperbolic metamaterials and the flexibility of the widespread Si platform.

    A model is presented that addresses the energy stability of localized electron states in insulating polymers with respect to delocalized free electron-like states at variable charge densities. The model was derived using an effective Hamiltonian for the total energy of electrons trapped in large polarons and spin-paired bipolarons, which includes the electrostatic interaction between charges that occurs when the charge density exceeds the infinite dilution limit. The phase diagram of the various electronic states with respect to the charge density is derived using parameters determined from experimental data for polyethylene, and it is found that a phase transition from excess charge in the form of stable polarons to a stable state of bipolarons with charge = 2 and spin number S = 0 is predicted for a charge density between 0.2 C/m{sup 3} and ∼2 C/m{sup 3}. This transition is consistent with a change from low mobility charge transport to charge transport in the form of pulses with a mobility orders of magnitude higher that has been observed in several insulating polymers.

On October 4, 1993, the Supreme Court granted a Writ of Certiorari to resolve a conflict among the state courts of last resort. This case involves two fundamental and competing national interests: the nation's thirst for cheap, dependable power versus its equally strong desire to improve the quality of its water resources. It also involves two underlying regulatory regimes that overlap and conflict with each other in some ways. This case illustrates how those two national interests and their underlying regulatory regimes cannot always be reconciled. It also demonstrates how Congress, with its muddled ways of passing legislation, can create conflicts between federal and state regulatory agencies.

    The US-Russian Federation initiative to provide safeguards, transparency, and irreversibility (STI) of nuclear arms reductions has been emphasized by several Presidential Joint Summit Statements as well as various agreements between the two parties. Beginning with the US and Russian Federation agreement in March, 1994, to host reciprocal inspections to confirm the stockpiles of plutonium removed from nuclear weapons, the US and Russia have been negotiating an STI regime to increase the transparency and irreversibility of nuclear arms reduction. In December, 1994, the US presented a paper to the Russian Federation proposing a regime of specific transparency measures to provide broader transparency and irreversibility of nuclear arms reductions. Presently the US considers STI to consist of the following measures: (1) agreement for cooperation (AFC); (2) stockpile data exchange agreement (SDEA); (3) mutual reciprocal inspections (MRI); (4) spot checks to confirm data exchanges (SC); and (5) limited Chain of Custody of Warheads Being Dismantled (LCC). The US and Russian have begun negotiations, which are in various stages of progress, on the first three of these measures. This paper will present a brief historical background of STI and discuss the transparency measures including the status of negotiation for each of the measures.

    A superconducting tunnel junction device having superconductive electrodes has a non-homogeneous barrier layer of amorphous semiconductive material, wherein when the central region is deposited in the presence of a gaseous atmosphere containing hydrogen there obtains a reduced density of localized states in the central region of the barrier so as to minimize leakage currents, resulting in improved current-voltage characteristics approximating an ideal tunnel junction device. The low leakage currents improve margins of Josephson logic circuits over tunneling barriers using uniformly deposited hydrogenated silicon with niobium electrodes, and increase the sensitivity of S-I-S microwave and millimeter wave length detectors and mixers. In a preferred embodiment, superconductive electrodes of niobium are conjoined with a tri-layer barrier using pure silicon adjoining the electrodes and a core of hydrogenated amorphous silicon. V /SUB m/ parameters of merit (product of subgap resistance and critical current) as high as 28 mV at 4.2K were obtained with this embodiment, compared with 10 mV for the prior art.

    the National Historic Preservation Act (NHPA). Under Section 368, Congress divided the United States into two groups of states: the 11 contiguous western states and the remaining states. Direction for energy transportation corridor analysis and selection in the 11 western states was addressed in Section 368(a) of EPAct, while direction for energy transportation corridor analysis and selection in all other states was addressed under Section 368(b) of EPAct. It was clearly the priority of Congress to conduct corridor location studies and designation first on federal lands in the western states. Under Section 368(a), the Agencies produced a programmatic environmental impact statement (EIS), Designation of Energy Corridors on Federal Land in the 11 Western States (DOE and DOI 2008), that was used in part as the basis for designating more than 6,000 mi (9,656 km) of energy transportation corridors on federal land in 11 western states. Under Section 368(a) of EPAct, Congress clearly stated the Agencies needed to (1) designate energy transportation corridors on federal land, (2) conduct the necessary environmental review of the designated corridors, and (3) incorporate the designated corridors into the appropriate land use plans. Congressional direction under Section 368(b) of EPAct differs from that provided under Section 368(a). Specifically, Section 368(b) requires the secretaries of the Agencies, in consultation with the Federal Energy Regulatory Commission (FERC), affected utility industries, and other interested persons, to jointly: (1) Identify corridors for oil, gas, and hydrogen pipelines and electricity transmission and distribution facilities on federal land in states other than the 11 western states identified under Section 368(a) of EPAct, and (2) Schedule prompt action to identify, designate, and incorporate the corridors into the applicable land use plans.     This report provides an overview of the regulatory frameworks governing natural gas supply chain infrastructure siting, construction, operation, and maintenance. Information was drawn from a number of sources, including published analyses, government reports, in addition to relevant statutes, court decisions and regulatory language, as needed. The scope includes all onshore facilities that contribute to methane emissions from the natural gas sector, focusing on three areas of state and federal regulations: (1) natural gas pipeline infrastructure siting and transportation service (including gathering, transmission, and distribution pipelines), (2) natural gas pipeline safety, and (3) air emissions associated with the natural gas supply chain. In addition, the report identifies the incentives under current regulatory frameworks to invest in measures to reduce leakage, as well as the barriers facing investment in infrastructure improvement to reduce leakage. Policy recommendations regarding how federal or state authorities could regulate methane emissions are not provided; rather, existing frameworks are identified and some of the options for modifying existing regulations or adopting new regulations to reduce methane leakage are discussed.

    The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River (SRS) near Aiken, South Carolina. Nuclear weapons material production began in the early 1950s, utilizing five production reactors. In the early 1990s all SRS production reactor operations were terminated. The first reactor closure end state declaration was recently institutionalized in a Comprehensive Environmental Response and Compensation and Liability Act (CERCLA) Early Action Record of Decision. The decision for the final closure of the 318,000 square foot 105-P Reactor was determined to be in situ decommissioning (ISD). ISD is an acceptable and cost effective alternative to off-site disposal for the reactor building, which will allow for consolidation of remedial action wastes generated from other cleanup activities within the P Area. ISD is considered protective by the regulators, U. S. Environmental Protection Agency (US EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC), public and stakeholders as waste materials are stabilized/immobilized, and radioactivity is allowed to naturally decay, thus preventing future exposure to the environment. Stakeholder buy-in was critical in the upfront planning in order to achieve this monumental final decision. Numerous public meetings and workshops were held in two different states (covering a 200 mile radius) with stakeholder and SRS Citizens Advisory Board participation. These meetings were conducted over an eight month period as the end state decision making progressed. Information provided to the public evolved from workshop to workshop as data became available and public input from the public meetings were gathered. ISD is being considered for the balance of the four SRS reactors and other hardened facilities such as the chemical processing canyons.

    Microstructurally-induced changes in the local stress state (triaxial constraint) and their effect on fracture-toughness behavior are examined at ambient and cryogenic temperatures in an Al-Li-Cu-Zr alloy, processed in the form of 12.7 mm-thick naturally laminated'' plate containing aligned-weak interfaces and 1.6 mm-thin unlaminated sheet. It is shown that marked improvements in long-transverse (L-T) toughness can be achieved in the plate material at cryogenic temperatures by promoting through-thickness delamination along these interfaces, which relaxes local constraint and promotes a fracture-mode transition from global plane strain to local plane stress. Conversely, in thin sheet material, the absence of such interface delamination leads to a reduction in toughness with decrease in temperature, consistent with the greater degree of crack-tip constraint. 17 refs., 4 figs., 1 tab.

    We have investigated the description of excited state relaxation in naked and hydrated TiO2 nanoparticles using Time-Dependent Density Functional Theory (TD-DFT) with three common hybrid exchange-correlation (XC) potentials; B3LYP, CAM-B3LYP and BHLYP. Use of TD-CAM-B3LYP and TD-BHLYP yields qualitatively similar results for all structures, which are also consistent with predictions of coupled cluster theory for small particles. TD-B3LYP, in contrast, is found to make rather different predictions; including apparent conical intersections for certain particles that are not observed with TD-CAM-B3LYP nor with TD-BHLYP. In line with our previous observations for vertical excitations, the issue with TD-B3LYP appears to be themore » inherent tendency of TD-B3LYP, and other XC potentials with no or a low percentage of Hartree-Fock Like Exchange, to spuriously stabilize the energy of charge-transfer (CT) states. Even in the case of hydrated particles, for which vertical excitations are generally well described with all XC potentials, the use of TD-B3LYP appears to result in CT-problems for certain particles. We hypothesize that the spurious stabilization of CT-states by TD-B3LYP even may drive the excited state optimizations to different excited state geometries than those obtained using TD-CAM-B3LYP or TD-BHLYP. In conclusion, focusing on the TD-CAM-B3LYP and TD-BHLYP results, excited state relaxation in naked and hydrated TiO2 nanoparticles is predicted to be associated with a large Stokes’ shift.« less

    Highlights: •We newly developed the whole-mount imaging method of the tympanic membrane. •Lymphatic vessel loops were localized around the malleus handle and annulus tympanicus. •In regeneration, abundant lymphatic vessels were observed in the pars tensa. •Site-specific lymphatic vessels may play an important role in the tympanic membrane. -- Abstract: We clarified the localization of lymphatic vessels in the tympanic membrane and proliferation of lymphatic vessels during regeneration after perforation of the tympanic membrane by using whole-mount imaging of the tympanic membrane of Prox1 GFP mice. In the pars tensa, lymphatic vessel loops surrounded the malleus handle and annulus tympanicus. Apart from these locations, lymphatic vessel loops were not observed in the pars tensa in the normal tympanic membrane. Lymphatic vessel loops surrounding the malleus handle were connected to the lymphatic vessel loops in the pars flaccida and around the tensor tympani muscle. Many lymphatic vessel loops were detected in the pars flaccida. After perforation of the tympanic membrane, abundant lymphatic regeneration was observed in the pars tensa, and these regenerated lymphatic vessels extended from the lymphatic vessels surrounding the malleus at day 7. These results suggest that site-specific lymphatic vessels play an important role in the tympanic membrane.

  8. Electricity Transmission, Pipelines, and National Trails. An Analysis of Current and Potential Intersections on Federal Lands in the Eastern United States, Alaska, and Hawaii

    As has been noted in many reports and publications, acquiring new or expanded rights-of-way for transmission is a challenging process, because numerous land use and land ownership constraints must be overcome to develop pathways suitable for energy transmission infrastructure. In the eastern U.S., more than twenty federally protected national trails (some of which are thousands of miles long, and cross many states) pose a potential obstacle to the development of new or expanded electricity transmission capacity. However, the scope of this potential problem is not well-documented, and there is no baseline information available that could allow all stakeholders to study routing scenarios that could mitigate impacts on national trails. This report, Electricity Transmission, Pipelines, and National Trails: An Analysis of Current and Potential Intersections on Federal Lands in the Eastern United States, was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). Argonne was tasked by DOE to analyze the “footprint” of the current network of National Historic and Scenic Trails and the electricity transmission system in the 37 eastern contiguous states, Alaska, and Hawaii; assess the extent to which national trails are affected by electrical transmission; and investigate the extent to which national trails and other sensitive land use types may be affected in the near future by planned transmission lines. Pipelines are secondary to transmission lines for analysis, but are also within the analysis scope in connection with the overall directives of Section 368 of the Energy Policy Act of 2005, and because of the potential for electrical transmission lines being collocated with pipelines. Based on Platts electrical transmission line data, a total of 101 existing intersections with national trails on federal land were found, and 20 proposed intersections.
