    The deep hydrogeologic system underlying the Oak Ridge Reservation contains some areas contaminated with radionuclides, heavy metals, nitrates, and organic compounds. The groundwater at that depth is saline and has previously been considered stagnant. On the basis of existing and newly collected data, the nature of flow of the saline groundwater and its potential discharge into shallow, freshwater systems was assessed. Data used for this purpose included (1) spatial and temporal pressures and hydraulic heads measured in the deep system, (2) hydraulic parameters of the formations in question, (3) spatial temperature variations, and (4) spatial and temporal chemical and isotopic composition of the saline groundwater. In addition, chemical analyses of brine in adjacent areas in Tennessee, Kentucky, Ohio, Pennsylvania, and West Virginia were compared with the deep water underlying the reservation to help assess the origin of the brine. Preliminary conclusions suggest that the saline water contained at depth is old but not isolated (in terms of recharge and discharge) from the overlying active and freshwater-bearing units. The confined water (along with dissolved solutes) moves along open fractures (or man-made shortcuts) at relatively high velocity into adjacent, more permeable units. Groundwater volumes involved in this flow probably are small.

    Rolls-Royce Corporation has completed a cooperative agreement under Department of Energy (DOE) contract DE-FC21-96MC33066 in support of the Advanced Turbine Systems (ATS) program to stimulate industrial power generation markets. This DOE contract was performed during the period of October 1995 to December 2002. This final technical report, which is a program deliverable, describes all associated results obtained during Phases 3A and 3B of the contract. Rolls-Royce Corporation (formerly Allison Engine Company) initially focused on the design and development of a 10-megawatt (MW) high-efficiency industrial gas turbine engine/package concept (termed the 701-K) to meet the specific goals of the ATS program, which included single digit NOx emissions, increased plant efficiency, fuel flexibility, and reduced cost of power (i.e., $/kW). While a detailed design effort and associated component development were successfully accomplished for the 701-K engine, capable of achieving the stated ATS program goals, in 1999 Rolls-Royce changed its focus to developing advanced component technologies for product insertion that would modernize the current fleet of 501-K and 601-K industrial gas turbines. This effort would also help to establish commercial venues for suppliers and designers and assist in involving future advanced technologies in the field of gas turbine engine development. This strategy change was partly driven by the market requirements that suggested a low demand for a 10-MW aeroderivative industrial gas turbine, a change in corporate strategy for aeroderivative gas turbine engine development initiatives, and a consensus that a better return on investment (ROI) could be achieved under the ATS contract by focusing on product improvements and technology insertion for the existing Rolls-Royce small engine industrial gas turbine fleet.

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     This report documents the 1996 evaluation by Pacific Gas and Electric Company of an advanced reserve-power system capable of supporting 2 MW of load for 10 seconds. The system, developed under a DOE Cooperative Agreement with AC Battery Corporation of East Troy, Wisconsin, contains battery storage that enables industrial facilities to ''ride through'' momentary outages. The evaluation consisted of tests of system performance using a wide variety of load types and operating conditions. The tests, which included simulated utility outages and voltage sags, demonstrated that the system could provide continuous power during utility outages and other disturbances and that it was compatible with a variety of load types found at industrial customer sites.

    One of the fundamental regulations of the Russian State System for Nuclear Material Accounting and Control (SSAC), ''Basic Nuclear Material Control and Accounting Rules,'' directed that a uniform report system be developed to support the operation of the SSAC. According to the ''Regulation on State Nuclear Material Control and Accounting,'' adopted by the Russian Federation Government, Minatom of Russia is response for the development and adoption of report forms, as well as the reporting procedure and schedule. The report forms are being developed in tandem with the creation of an automated national nuclear material control and accounting system, the Federal Information System (FIS). The forms are in different stages of development and implementation. The first report forms (the Summarized Inventory Listing (SIL), Summarized Inventory Change Report (SICR) and federal and agency registers of nuclear material) have already been created and implemented. The second set of reports (nuclear material movement reports and the special anomaly report) is currently in development. A third set of reports (reports on import/export operations, and foreign nuclear material temporarily located in the Russian Federation) is still in the conceptual stage. To facilitate the development of a unified document system, the FIS must establish a uniform philosophy for the reporting system and determine the requirements for each reporting level, adhering to the following principles: completeness--the unified report system provides the entire range of information that the FIS requires to perform SSAC tasks; requisite level of detail; hierarchical structure--each report is based on the information provided in a lower-level report and is the source of information for reports at the next highest level; consistency checking--reports can be checked against other reports.     The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate.     The Federal Emergency Management Information Systems (FEMIS) is an emergency management planning and response tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the US Army Chemical Biological Defense Command. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are connected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication, data distribution, and notification functionality necessary to operate FEMIS in a networked, client/server environment. The UNIX server provides an Oracle relational database management system (RDBMS) services, ARC/INFO GIS (optional) capabilities, and basic file management services. PNNL developed utilities that reside on the server include the Notification Service, the Command Service that executes the evacuation model, and AutoRecovery. To operate FEMIS, the Application Software must have access to a site specific FEMIS emergency management database. Data that pertains to an individual EOC`s jurisdiction is stored on the EOC`s local server. Information that needs to be accessible to all EOCs is automatically distributed by the FEMIS

    This paper reports that a redetermination of reserves in an Indonesian production sharing contract (PSC) will boost liquefied natural gas sales for an Indonesian joint venture (IJV) of Lasmo plc, Union Texas (South East Asia) Inc., Chinese Petroleum Corp. (CPC), and Japex Rantau Ltd. The Indonesian reserves increase involves the Sanga PSC operated by Virginia Indonesia Co., a 50-50 joint venture of Lasmo and Union Texas.   16. A Proposed Implementation of Tarjan's Algorithm for Scheduling the Solution Sequence of Systems of Federated Models

    Tarjan's algorithm schedules the solution of systems of equations by noting the coupling and grouping between the equations. Simulating complex systems, e.g., advanced power plants, aerodynamic systems, or the multi-scale design of components, requires the linkage of large groups of coupled models. Currently, this is handled manually in systems modeling packages. That is, the analyst explicitly defines both the method and solution sequence necessary to couple the models. In small systems of models and equations this works well. However, as additional detail is needed across systems and across scales, the number of models grows rapidly. This precludes the manual assembly of large systems of federated models, particularly in systems composed of high fidelity models. This paper examines extending Tarjan's algorithm from sets of equations to sets of models. The proposed implementation of the algorithm is demonstrated using a small one-dimensional system of federated models representing the heat transfer and thermal stress in a gas turbine blade with thermal barrier coating. Enabling the rapid assembly and substitution of different models permits the rapid turnaround needed to support the what-if kinds of questions that arise in engineering design.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

Responses to the review comments by the Jet Propulsion Laboratory, preparer of the Congressional report, are also included in this supplement. The Congressional report, mandated in the Solar Photovoltaic Energy Research, Development, and Demonstration Act of 1978 (P.L. 95-590), discusses various issues related to promoting the deployment of photovoltaic systems through the Federal Photovoltaic Program. The ESGF software is developed collaboratively across institutional boundaries and made available to the community as open source.     Operating reserve requirements are a key component of modern power systems, and they contribute to maintaining reliable operations with minimum economic impact. No universal method exists for determining reserve requirements, thus there is a need for a thorough study and performance comparison of the different existing methodologies. Increasing penetrations of variable generation (VG) on electric power systems are posed to increase system uncertainty and variability, thus the need for additional reserve also increases. This paper presents background information on operating reserve and its relationship to VG. A consistent comparison of three methodologies to calculate regulating and flexibility reserve in systems with VG is performed.

  6. Federal oversight of alternative bond systems under SMCRA (Surface Mining Control and Reclamation Act)

    The 1977 Surface Mining Control and Reclamation Act (SMCRA) requires mine operators to post reclamation bonds before mining begins. The Federal Office of Surface Mining Reclamation and Enforcement (OSMRE) has approved alternative bond systems in seven states. These systems, rather than requiring bond amounts at the full cost of reclamation, require operators to submit only a flat rate, acreage specific bond. Additional reclamation costs should be covered by a supplemental fund composed generally of permit fees, taxes, or penalties. In many cases, alternative bond systems fail to ensure that funds will be available to reclaim coal mined land in the event of operator default, as required by SMCRA. OSMRE needs to take a more active role in oversight of existing state alternative bond systems to ensure that reclamation occurs.

    The climate and weather data science community met December 9–11, 2014, in Livermore, California, for the fourth annual Earth System Grid Federation (ESGF) and Ultrascale Visualization Climate Data Analysis Tools (UV-CDAT) Face-to-Face (F2F) Conference, hosted by the Department of Energy, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, the European Infrastructure for the European Network of Earth System Modelling, and the Australian Department of Education. Both ESGF and UVCDATremain global collaborations committed to developing a new generation of open-source software infrastructure that provides distributed access and analysis to simulated and observed data from the climate and weather communities. The tools and infrastructure created under these international multi-agency collaborations are critical to understanding extreme weather conditions and long-term climate change. In addition, the F2F conference fosters a stronger climate and weather data science community and facilitates a stronger federated software infrastructure. The 2014 F2F conference detailed the progress of ESGF, UV-CDAT, and other community efforts over the year and sets new priorities and requirements for existing and impending national and international community projects, such as the Coupled Model Intercomparison Project Phase Six. Specifically discussed at the conference were project capabilities and enhancements needs for data distribution, analysis, visualization, hardware and network infrastructure, standards, and resources.

    The Oak Ridge National Laboratory (ORNL), at the request of the California Energy Commission and the U.S. Department of Energy, is investigating opportunities for electrical load to provide the ancillary service of spinning reserve to the electric grid. The load would provide this service by stopping for a short time when there is a contingency on the grid such as a transmission line or generator outage. There is a possibility that a significant portion of the California Independent System Operator's (CAISO's) spinning reserve requirement could be supplied from the California Department of Water Resources (CDWR) pumping load. Spinning reserve has never been supplied from load before, and rule changes would be needed to allow it. In this report, we are presenting technical findings on the possibility of supplying spinning reserve from pumping system load. In parallel, we are pursuing the needed rule changes with the North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), the Western Electricity Coordinating Council (WECC), and the CAISO. NERC and FERC have agreed that they have no prohibition against supplying spinning reserve from load. The WECC Minimum Operability Reliability Criteria working group has agreed that the concept should be considered, and they are presently discussing the needed tariff and rule changes. Presently, spinning reserve is provided by generation that is actually spinning but is operating at low power levels and can be ramped up quickly to provide reserve power. In a sense, this is an inefficient and environmentally unfriendly way of providing reserves because it requires the generator to operate at a low power level that may be inefficient and may discharge more pollutants per kW than operating at rated power. It would be better if this generation capacity were in a position to bid into the energy market. Providing an additional supply of spinning reserve would tend to reduce prices for both

    The capacity reservation open access transmission tariff proposed by the FERC is entirely compatible with a competitive bulk power market. Using a point-to-point reservation approach that does not depend on tracking actual flows, capacity rights trading could be coordinated through the system operator. The capacity reservations would be fully tradeable and would fully support the competitive market. Open access to the transmission grid is a necessary support of a competitive market in electricity generation and supply. A key ingredient of open access is a system of capacity allocations for use of the transmission grid. A unique characteristic of electricity transmission is seen in the difficulty of defining transmission rights and matching these rights in a meaningful way to the actual use of the system. The old procedures from the era of vertically integrated utilities will not suffice for the new world of unbundling and competition. Strong network interactions coupled with user flexibility and choice require a new system of transmission capacity definition, reservation and use. The Federal Energy Regulatory Commission has described a system of point-to-point transmission capacity reservations under the Capacity Reservation Open Access Transmission Tariffs (CRT) proposal. The issues addressed under the proposed CRT are important. In the long run, the CRT could be more important than Order 888, and it offers the key ingredients for the future of a competitive electricity market. However, the FERC faces a significant challenge in developing and explaining the CRT ideas. The CRT proposal has been widely read as a narrow, literal prescription requiring seemingly impossible explicit, decentralized trading of physical transmission rights whose ownership and configuration would have to be rearranged constantly to match the dynamic use of the electric system. Viewed from this narrow perspective, the CRT would present, a host of practical difficulties.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

    The climate and weather data science community gathered December 3–5, 2013, at Lawrence Livermore National Laboratory, in Livermore, California, for the third annual Earth System Grid Federation (ESGF) and Ultra-scale Visualization Climate Data Analysis Tools (UV-CDAT) Face-to-Face (F2F) Meeting, which was hosted by the Department of Energy, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, the European Infrastructure for the European Network of Earth System Modelling, and the Australian Department of Education. Both ESGF and UV-CDAT are global collaborations designed to develop a new generation of open-source software infrastructure that provides distributed access and analysis to observed and simulated data from the climate and weather communities. The tools and infrastructure developed under these international multi-agency collaborations are critical to understanding extreme weather conditions and long-term climate change, while the F2F meetings help to build a stronger climate and weather data science community and stronger federated software infrastructure.     The deep hydrogeologic system underlying the Oak Ridge Reservation (ORR) contains contaminants such as radionuclides, heavy metals, nitrates, and organic compounds. The groundwater in the deep system is saline and has been considered to be stagnant in previous studies. This study was designed to address the following questions: is groundwater in the deep system stagnant; is contaminant migration controlled by diffusion only or is advection a viable mechanism; where are the potential outlet points? On the basis of existing and newly collected data, the nature of saline groundwater flow and potential discharge into shallow, freshwater systems was assessed. Data used for this purpose included (1) spatial and temporal pressures and hydraulic heads measured in the deep system, (2) hydraulic parameters of the formations in question, (3) spatial and temporal temperature variations at depth, and (4) spatial and temporal chemical and isotopic composition of the saline groundwater. The observations suggest that the saline water contained at depth is old but not isolated (in terms of recharge and discharge) from the overlying active, freshwater-bearing units. Influx of recent water does occur. Groundwater volumes involved in this flow are likely to be small. The origin of the saline groundwater was assessed by using existing and newly acquired chemical and isotopic data. The proposed model that best fits the data is modification of residual brine from which halite has been precipitated. Other models, such as ultrafiltration and halite dissolution, were also evaluated.

    This report is one of a series of eight prepared by E.R. Johnson Associates, Inc. (JAI) under ORNL's contract with DOE's OCRWM Systems Integration Program and in support of the Annual Capacity Report (ACR) Issue Resolution Process. The report topics relate specifically to the list of high priority technical waste acceptance issues developed jointly by DOE and a utility-working group. JAI performed various analyses and studies on each topic to serve as starting points for further discussion and analysis leading eventually to finalizing the process by which DOE will accept spent fuel and waste into its waste management system. The eight reports are concerned with the conditions under which spent fuel and high level waste will be accepted in the following categories: (1) failed fuel; (2) consolidated fuel and associated structural parts; (3) non-fuel-assembly hardware; (4) fuel in metal storage casks; (5) fuel in multi-element sealed canisters; (6) inspection and testing requirements for wastes; (7) canister criteria; (8) spent fuel selection for delivery; and (9) defense and commercial high-level waste packages. 14 refs., 27 figs.

    Operating reserves are the front lines in the defense of bulk-power systems against major generation and transmission outages. Operating reserves are provided by generating units that can increase their output rapidly to restore the system to generation/load balance after a major disturbance occurs. Dramatic changes are under way in the U.S. electricity sector, in particular the unbundling of generation from transmission and the increasingly competitive nature of bulk-power markets. Therefore, it is important to revisit the industry`s definitions of, procurement of, and payment for operating reserves. The procedures traditionally used by vertically integrated utilities may not serve the needs of an increasingly fragmented and competitive electricity industry. This report examines the past and current functions of, as well as the national and regional requirements for, operating reserves. We examine the data and analysis that support minimum-operating-reserve requirements. We obtained data on the number and severity of generator outages for three large U.S. electrical systems, including a power pool, a regional reliability council, and a utility. These limited data sets show a range of 15 to 40 major (>500 MW) outages a year for systems ranging in size from 20, 000 MW to 48,000 MW of peak demand. Finally, we discuss several emerging issues related to the underlying technical support for minimum operating-reserve requirements, alternative ways to pay for these reserves, the data needed to support the analysis of these requirements, and the mix of functions that are currently included within operating reserves.

    Homeland Security Presidential Directive HSPD-5 requires all federal departments and agencies to adopt a National Incident Management System (NIMS)/Incident Command System (ICS) and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery, and mitigation programs and activities, as well as in support of those actions taken to assist state and local entities. This system provides a consistent nationwide template to enable federal, state, local, and tribal governments, private-sector, and nongovernmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity, including acts of catastrophic terrorism. This document identifies the operational concepts of the Federal Radiological Monitoring and Assessment Center's (FRMAC) implementation of the NIMS/ICS response structure under the National Response Plan (NRP). The construct identified here defines the basic response template to be tailored to the incident-specific response requirements. FRMAC's mission to facilitate interagency environmental data management, monitoring, sampling, analysis, and assessment and link this information to the planning and decision staff clearly places the FRMAC in the Planning Section. FRMAC is not a mitigating resource for radiological contamination but is present to conduct radiological impact assessment for public dose avoidance. Field monitoring is a fact-finding mission to support this effort directly. Decisions based on the assessed data will drive public protection and operational requirements. This organizational structure under NIMS is focused by the mission responsibilities and interface requirements following the premise to provide emergency responders with a flexible yet standardized structure for incident response activities.     As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host a spinning reserve test. The Tennessee Valley Authority (TVA) supplied real-time metering and monitoring expertise to record total hotel load during both normal operations and testing. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. The load drop was very rapid, essentially as fast as the 2 second metering could detect.

    The Tenth District's role as an energy supplier changed between 1960 and 1980. The seven states (Colorado, Kansas, Missouri, Nebraska, New Mexico, Oklahoma, and Wyoming) making up the District produced the equivalent of 6.8 billion barrels of crude oil, or 37.4% of the total US output in 1980. Although production of energy materials grew steadily during the 1960s, most of the growth following the 1973 oil embargo has outpaced that of the US as a whole. This article traces the changes in production and value of crude oil, natural gas, coal, and uranium for the District and the individual states.     The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    Attached is a class deviation executed by the Senior Procurement Executives of NNSA and DOE. It allows a deviation to Federal Acquisition Regulation (FAR) clause 52.209-8, Updates of Information Regarding Responsibility Matters (DEVIATION) (OCT 2010). Given the requirements of Public Law 111-212, it is necessary to deviate from use of the current clause. Contracting Officers shall begin using the revised clause in new solicitations and contracts as prescribed at FAR 9.104-7(c).

    Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.
