    Elevated levels of DDT and other organochlorine pesticides have been associated with spontaneous abortion and preterm birth in several species, including humans. Despite the prevalence of organochlorine pesticides in the environment, a mechanistic basis for this association has not been explored. Furthermore, while DDT has been associated with inhibition of calcium ATPases, altered gap junctional communication and electrophysiological changes, all of which could affect the excitation-contraction process characteristic of smooth muscle, direct effects of DDT on uterine smooth muscle have not been reported. This study was initiated to assess the direct effects of o,p{prime}-DDT (an estrogenic isomer present in the technical grade preparation) on pregnant rat uterine tissue.

    The subset of quadratic primes {p = an^2 + bn + c : n => 1} generated by an irreducible polynomial f(x) = ax^2 + bx + c over the integers is widely believed to be an unbounded subset of prime numbers. This note provides the details of a possible proof of this quadratic primes counting problem. In particular, it is shown that the cardinality of the simplest subset of quadratic primes {p = n^2 + 1 : n => 1} is infinite.

    The twin primes conjecture is a very old problem. Tacitly it is supposed that the primes it deals with are finite. In the present paper we consider three problems that are not related to finite primes but deal with infinite integers. The main tool of our investigation is a numeral system proposed recently that allows one to express various infinities and infinitesimals easily and by a finite number of symbols. The problems under consideration are the following and for all of them we give affermative answers: (i) do infinite primes exist? (ii) do infinite twin primes exist? (ii) is the set of infinite twin primes infinite? Examples of these three kinds of objects are given.

    Let p(n) be the nth prime and p(p(n)) be the nth prime-indexed prime (PIP). The process of taking prime-indexed subsequences of primes can be iterated, and the number of such iterations is the prime-index order. We report empirical evidence that the set composed of finite-differenced PIP sequences of prime-index order k >= 1 forms a quasi-self-similar fractal structure with scaling by prime-index order. Strong positive linear correlation (r >= 0.926) is observed for all pairwise combinations of these finite-differenced PIP sequences over the range of our sample, the first 1.3 billion primes. The structure exhibits translation invariance for shifts in the index set of the PIP sequences. Other free parameters of the structure include prime-index order and the order and spacing of the finite difference operator. The structure is graphed using 8-bit color fractal plots, scaled across prime-index orders k = 1..6 and spans the first 1.3 billion primes.

    An efficient preparation of 2,2{prime}:4,4{double prime}:4{prime},4{prime}{double prime}-quaterpyridyl (qpy) from 4,4{prime}-bipyridine is described, using palladium on charcoal. Conditions are described for the selective methylation of the nitrogen atoms present. This has allowed the preparation of mono- and dimethylquaternary salts that retain an {alpha}-diimine site for complexation to a metal. These quaternary salts can be used to prepare complexes in which metal ions are coordinated to viologen-type ligands. Electrochemical and spectroscopic measurements of the diquaternary salt derived from qpy suggest that it behaves as two separate or weakly interacting monoquat moieties.

    The white rot fungus Phanerochaete chrysosporium has demonstrated abilities to degrade many xenobiotic chemicals. In this study, the degradation of three model polychlorinated biphenyl (PCB) congeners (4,4{prime}- dichlorobiphenyl [DCB], 3,3{prime},4,4{prime}-tetrachlorobiphenyl, and 2,2{prime},4,4{prime},5,5{prime}-hexachlorobiphenyl) by P. chrysosporium in liquid culture was examined. After 28 days of incubation, {sup 14}C partitioning analysis indicated extensive degradation of DCB, including 11% mineralization. In contrast, there was negligible mineralization of the tetrachloro- or hexachlorobiphenyl and little evidence for any significant metabolism. With all of the model PCBs, a large fraction of the {sup 14}C was determined to be biomass bound. Results from a time course study done with 4,4{prime}-[{sup 14}C]DCB to examine {sup 14}C partitioning dynamics indicated that the biomass-bound {sup 14}C was likely attributable to nonspecific adsorption of the PCBs to the fungal hyphae. In a subsequent isotope trapping experiment, 4-chlorobenzoic acid and 4-chlorobenzyl alcohol were identified as metabolites produced from 4,4{prime}-[{sup 14}C]DCB. To the best of our knowledge, this the first report describing intermediates formed by P. chrysosporium during PCB degradation. Results from these experiments suggested similarities between P. chrysosporium and bacterial systems in terms of effects of congener chlorination degree and pattern on PCB metabolism and intermediates characteristic of the PCB degradation process. 23 refs., 4 figs., 2 tabs.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    Using two distinct inversion techniques, the local one-dimensional potentials for the Riemann zeros and prime number sequence are reconstructed. We establish that both inversion techniques, when applied to the same set of levels, lead to the same fractal potential. This provides numerical evidence that the potential obtained by inversion of a set of energy levels is unique in one-dimension. We also investigate the fractal properties of the reconstructed potentials and estimate the fractal dimensions to be $D=1.5$ for the Riemann zeros and $D = 1.8$ for the prime numbers. This result is somewhat surprising since the nearest-neighbour spacings of the Riemann zeros are known to be chaotically distributed whereas the primes obey almost poisson-like statistics. Our findings show that the fractal dimension is dependent on both the level-statistics and spectral rigidity, $\\Delta_3$, of the energy levels.

    The syntheses and properties of three new ruthenium(II) complexes based on the ligand 2,2[prime]:4,4[double prime]:4[prime],4[prime][double prime]-quaterpyridyl (qpy) are reported. Each new complex is of the type [Ru(bpy)[sub 2]L][sup n+], where L is the parent qpy ligand or is qpy derivatized by the methylation of one or both of the non-[alpha]-diimine nitrogen atoms and n = 2, 3, or 4. The photophysical and electrochemical properties of the new complex ions are reported. The parent ion [Ru(bpy)[sub 2]qpy][sup 2+] is strongly luminescent and has a relatively long lifetime, e.g. in excess of 1400 ns in acetonitrile solution. In contrast, the lifetime of the dimethyl derivative [Ru(bpy)[sub 2](qpyme[sub 2])][sup 4+] is less than 100 ns. This dimethylated complex has some novel properties. The excited state produced by M-L excitation to the qpyme[sub 2][sup 2+] ligand can be considered in terms of a Ru(III) core and a positively charged ligand. Typically, the excited states of other ruthenium(II) diimine complexes have had neutral or negatively charged ligands. Further, in structural terms, the complex can be considered as an intramolecular assembly of a ruthenium(II) diimine site and a viologen site. Cyclic voltammetry indicates that the first two electrons added to the complex enter the viologen-like acceptor site constituted by the qpyme[sub 2][sup 2+] ligand.

FEMP monitors energy efficiency and renewable energy technology developments and mounts ''technology-specific'' programs to make technologies that are in strong demand by agencies more accessible. FEMP's role is often one of helping the federal government ''lead by example'' through the use of advanced energy efficiency/renewable energy (EERE) technologies in its own buildings and facilities. CHP was highlighted in the Bush Administration's National Energy Policy Report as a commercially available technology offering extraordinary benefits in terms of energy efficiencies and emission reductions. FEMP's criteria for emphasizing a technology are that it must be commercially available; be proven but underutilized; have a strong constituency and momentum; offer large energy savings and other benefits of interest to federal sites and FEMP mission; be in demand; and carry sufficient federal market potential. As discussed in the report, CHP meets all of these criteria. Executive Order 13123 directs federal facilities to use CHP when life-cycle costs indicate energy reduction goals will be met. FEMP can assist facilities to conduct this analysis. The model developed for this report estimates the magnitude of CHP that could be implemented under various performance and economic assumptions associated with different applications. This model may be useful for other energy technologies. It can be adapted to estimate the market potential in federal buildings for any energy system based on the cost and performance parameters that a user desires to assess. The model already incorporates a standard set of parameters based on available data for federal buildings including total building space, building type, energy use intensity, fuel costs, and the performance of many prime movers commonly used in CHP applications. These and other variables can be adjusted to meet user needs or updated in the future as new data become available.

    In order to provide a sound basis and foundation for integrated Project and Contract change management, it is imperative to ensure the alignment of the Negotiated Contract Costs (NCC) with the Contract Budget Base (CBB), where CBB is defined as the Performance Measurement Baseline (PMB) plus Management Reserve (MR). The achievement of this alignment assures customer and contractor agreement on scope, requirements, quantities, schedule and cost, which facilitates the identification of change conditions and ultimate agreement on the value of changes to the NCC and the CBB. Delays in contract/CBB true up/reconciliation can negatively effect measurement of project progress, limiting owner understanding of liability, and may result in increased contract disagreements and potential claims. The Department of Energy Oak Ridge Office of Environmental Management (OR-EM) and URS - CH2M Oak Ridge LLC (UCOR) achieved alignment of the NCC with the CBB within 10 months of UCOR taking over work on the East Tennessee Technology Park (ETTP) cleanup contract by: 1.     The role of curvature in relation with Lie algebra contractions of the pseudo-ortogonal algebras so(p,q) is fully described by considering some associated symmetrical homogeneous spaces of constant curvature within a Cayley-Klein framework. We show that a given Lie algebra contraction can be interpreted geometrically as the zero-curvature limit of some underlying homogeneous space with constant curvature. In particular, we study in detail the contraction process for the three classical Riemannian spaces (spherical, Euclidean, hyperbolic), three non-relativistic (Newtonian) spacetimes and three relativistic ((anti-)de Sitter and Minkowskian) spacetimes. Next, from a different perspective, we make use of quantum deformations of Lie algebras in order to construct a family of spaces of non-constant curvature that can be interpreted as deformations of the above nine spaces. In this framework, the quantum deformation parameter is identified as the parameter that controls the curvature of such "quantum" spaces.

    Pending or recently enacted greenhouse gas regulations and mandates are leading to the need for current and feasible GHG reduction solutions including combined heat and power (CHP). Distributed generation using advanced reciprocating engines, gas turbines, microturbines and fuel cells has been shown to reduce greenhouse gases (GHG) compared to the U.S. electrical generation mix due to the use of natural gas and high electrical generation efficiencies of these prime movers. Many of these prime movers are also well suited for use in CHP systems which recover heat generated during combustion or energy conversion. CHP increases the total efficiency of the prime mover by recovering waste heat for generating electricity, replacing process steam, hot water for buildings or even cooling via absorption chilling. The increased efficiency of CHP systems further reduces GHG emissions compared to systems which do not recover waste thermal energy. Current GHG mandates within the U.S Federal sector and looming GHG legislation for states puts an emphasis on understanding the GHG reduction potential of such systems. This study compares the GHG savings from various state-of-the- art prime movers. GHG reductions from commercially available prime movers in the 1-5 MW class including, various industrial fuel cells, large and small gas turbines, micro turbines and reciprocating gas engines with and without CHP are compared to centralized electricity generation including the U.S. mix and the best available technology with natural gas combined cycle power plants. The findings show significant GHG saving potential with the use of CHP. Also provided is an exploration of the accounting methodology for GHG reductions with CHP and the sensitivity of such analyses to electrical generation efficiency, emissions factors and most importantly recoverable heat and thermal recovery efficiency from the CHP system.

    Since early 1984, FEMP has examined a number of innovative techniques for financing energy efficiency improvements in Federal facilities. Having identified a number of legal and procurement barriers to shared savings contracting by Federal agencies, FEMP set out to identify and explore possible solutions. Currently, it has narrowed in on three specific options which represent potentially viable approaches to Federal energy financing: (1) removing regulatory and institutional barriers to energy services contracts with the private sector; (2) implementing energy services agreements at Government Owned Contractor Operated (GOCO) facilities; and (3) establishing a government financial corporation to fund agency energy conservation investments. These possible solutions are discussed in the report. The third possibility is regarded as unlikely.

    The generalized Pauli group and its normalizer, the Clifford group, have a rich mathematical structure which is relevant to the problem of constructing symmetric informationally complete POVMs (SIC-POVMs). To date, almost every known SIC-POVM fiducial vector is an eigenstate of a "canonical" unitary in the Clifford group. I show that every canonical unitary in prime dimensions p > 3 lies in the same conjugacy class of the Clifford group and give a class representative for all such dimensions. It follows that if even one such SIC-POVM fiducial vector is an eigenvector of such a unitary, then all of them are (for a given such dimension). I also conjecture that in all dimensions d, the number of conjugacy classes is bounded above by 3 and depends only on d mod 9, and I support this claim with computer computations in all dimensions < 48.

    The findings of this study indicate that potential exists in non-building applications to save energy and costs. This potential could save billions of federal dollars, reduce reliance on fossil fuels, increase energy independence and security, and reduce greenhouse gas emissions. The Federal Government has nearly twenty years of experience with achieving similar energy cost reductions, and letting the energy costs savings pay for themselves, by applying energy savings performance contracts (ESPC) inits buildings. Currently, the application of ESPCs is limited by statute to federal buildings. This study indicates that ESPCs can be a compatible and effective contracting tool for achieving savings in non-building applications.

    Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

    If nuclear collisions lead to QGP formation then the ratio of $\\psi\\prime$ over $J/\\psi$ will remain constant with $E_T$ as both $J/\\psi$ and $\\psi\\prime$ are melted in the QGP. On the other hand, if hot hadronic matter is produced, the ratio will continually fall with $E_T$, as $\\psi\\prime$'s are more suppressed in hadronic matter than the $J/\\psi$'s. From the existing NA50 Pb+Pb data, we have constructed the ratio $\\sigma(\\psi\\prime)/\\sigma(J/\\psi)$, as a function of $E_T$. The ratio give indication of QGP formation, but definite conclusion can not be reached. We have also given the prediction for the ratio at RHIC energy. If QGP is formed at RHIC, it could be detected from the ratio.

    Sandia National Laboratories, the nation's nuclear ordnance laboratory, is operated on a no-profit, no-fee basis by ATandT Technologies, Inc., as a prime contractor for the Department of Energy. This unique arrangement began in 1949 when President Harry Truman personally requested that ATandT assume management of the nuclear weapons laboratory as a service in the national interest. The story of how this unusual relationship came about makes for an interesting chapter in the annals of US legal and institutional history. This report describes the historical background, political negotiations, and prime contract provisos that established the legal framework for the Labs.

    We present a numerical study of Riemann's formula for the oscillating part of the density of the primes and their powers. The formula is comprised of an infinite series of oscillatory terms, one for each zero of the zeta function on the critical line and was derived by Riemann in his paper on primes assuming the Riemann hypothesis. We show that high resolution spectral lines can be generated by the truncated series at all powers of primes and demonstrate explicitly that the relative line intensities are correct. We then derive a Gaussian sum rule for Riemann's formula. This is used to analyze the numerical convergence of the truncated series. The connections to quantum chaos and semiclassical physics are discussed.

This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority.     The Ministry of Atomic Energy of the Russian Federation (Minatom) is one of Russia's largest and most influential federal bodies. Throughout 1999 its head, Yevgeny Adamov, has worked to increase the Ministry's commercial competitiveness by consolidating redundant facilities and tightening control over subsidiary organizations. Economic difficulties and budget constraints, however, have hindered Minatom's ability to achieve many of its programs and goals. As a result, the Ministry has continued, renewed or initiated contracts with several countries possessing questionable commitments to nonproliferation and has sought to expand its role in international nuclear waste management and spent fuel reprocessing in order to raise new sources of revenue. While many of these programs are not likely to come to fruition, others raise significant nonproliferation and environmental concerns. This paper reviews select programs driving Minatom's efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the United States over the next three to five years.

    Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    Theoretical background of continuous contractions of finite-dimensional Lie algebras is rigorously formulated and developed. In particular, known necessary criteria of contractions are collected and new criteria are proposed. A number of requisite invariant and semi-invariant quantities are calculated for wide classes of Lie algebras including all low-dimensional Lie algebras. An algorithm that allows one to handle one-parametric contractions is presented and applied to low-dimensional Lie algebras. As a result, all one-parametric continuous contractions for the both complex and real Lie algebras of dimensions not greater than four are constructed with intensive usage of necessary criteria of contractions and with studying correspondence between real and complex cases. Levels and co-levels of low-dimensional Lie algebras are discussed in detail. Properties of multi-parametric and repeated contractions are also investigated.

The power spectrum is also estimated analytically for large frequency based on Riemann hypothesis and the exact formula for the fluctuating function in terms of all the non-trivial Riemann zeroes.     The interaction mechanisms between dislocations and semi-coherent, needle-shaped {beta} Prime precipitates in Al-Mg-Si alloys have been studied by High Resolution Transmission Electron Microscopy (HRTEM). Dislocation loops appearing as broad contrast rings around the precipitate cross-sections were identified in the Al matrix. A size dependency of the interaction mechanism was observed; the precipitates were sheared when the longest dimension of their cross-section was shorter than approximately 15 nm, and looped otherwise. A more narrow ring located between the Al matrix and bulk {beta} Prime indicates the presence of a transition interface layer. Together with the bulk {beta} Prime structure, this was further investigated by High Angle Annular Dark Field Scanning TEM (HAADF-STEM). In the bulk {beta} Prime a higher intensity could be correlated with a third of the Si-columns, as predicted from the published structure. The transition layer incorporates Si columns in the same arrangement as in bulk {beta} Prime , although it is structurally distinct from it. The Z-contrast information and arrangement of these Si-columns demonstrate that they are an extension of the Si-network known to structurally connect all the precipitate phases in the Al-Mg-Si(-Cu) system. The width of the interface layer was estimated to about 1 nm. - Highlights: Black-Right-Pointing-Pointer {beta} Prime is found to be looped at sizes larger than 15 nm (cross section diameter). Black-Right-Pointing-Pointer {beta} Prime is found to be sheared at sizes smaller than 15 nm (cross section diameter). Black-Right-Pointing-Pointer The recently determined crystal structure of {beta} Prime is confirmed by HAADF-STEM. Black-Right-Pointing-Pointer Between {beta} Prime and the Al-matrix a transition layer of about 1 nm is existent. Black-Right-Pointing-Pointer The {beta} Prime /matrix layer is structurally distinct from bulk {beta} Prime and the aluminium matrix.

    This paper describes new results linking constrained optimization theory and nonlinear contraction analysis. Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. The paper formalizes the intuition that, just as convexity rather than linearity is the key property in optimization, contraction rather than linearity is the key dynamical property in this context.

    This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.
