    This report presents the status of the US Department of Energy`s alternative fuel vehicle demonstration and performance tracking programs being conducted in accordance with the Energy Policy and Conservation Act. These programs comprise the most comprehensive data collection effort ever undertaken on alternative transportation fuels and alternative fuel vehicles. The report summarizes tests and results from the fifth year. Electric vehicles are not included in these programs, and the annual report does not include information on them. Since the inception of the programs, great strides have been made in developing commercially viable alternative fuel vehicle technologies. However, as is the case in the commercialization of all new technologies, some performance problems have been experienced on vehicles involved in early demonstration efforts. Substantial improvements have been recorded in vehicle practicality, safety, and performance in real-world demonstrations. An aspect of particular interest is emissions output. Results from light duty alternative fuel vehicles have demonstrated superior inservice emissions performance. Heavy duty alternative fuel vehicles have demonstrated dramatic reductions in particulate emissions. However, emissions results from vehicles converted to run on alternative fuel have not been as promising. Although the technologies available today are commercially viable in some markets, further improvements in infrastructure and economics will result in greater market expansion. Information is included in this report on light and heavy duty vehicles, transit buses, vehicle conversions, safety, infrastructure support, vehicle availability, and information dissemination.

    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    Motor fuel taxes were established to finance our nation’s transportation infrastructure, yet evolving economic, political, and technological influences are constraining this ability. At the federal level, the Highway Trust Fund (HTF), which is primarily funded by motor fuel taxes, has become increasingly dependent on general fund contributions and short-term reauthorizations to prevent insolvency. As a result, there are discussions at both the federal and state levels in which stakeholders are examining the future of motor fuel excise taxes as well as the role of electric and alternative fuel vehicles in that future. On July 1, 2015, six states increased their motor fuel tax rates.

The system includes a means of processing the responses of the plurality of sensors such that the responses to any particular organic substance or mixture is sufficiently distinctive to constitute a recognizable "signature". The signature of known substances are collected and divided into two classes based on some other known characteristic of the substances. A pattern recognition system classifies the signature of an unknown substance with reference to the two user-defined classes, thereby classifying the unknown substance with regard to the characteristic of interest, such as its suitability for a particular use.

    A fuel-based methodology for calculating motor vehicle emission inventories is presented. In the fuel-based method, emission factors are normalized to fuel consumption and expressed as grams of pollutant emitted per gallon of gasoline burned. Fleet-average emission factors are calculated from the measured on-road emissions of a large, random sample of vehicles. Using this method, a fuel-based motor vehicle CO inventory was calculated for the South Coast Air Basin in California for summer 1991. Emission factors were calculated from remote sensing measurements of more than 70,000 in-use vehicles. Results of the study are presented and a conclusion is provided. 40 refs., 4 figs., 6 tabs.

    Linear and/or branched claim C.sub.2 to C.sub.12 olefins are converted to hydrocarbon mixtures suitable for use as liquid motor fuels by contact with a catalyst capable of ensuring the production of desirable products with only a relatively minor amount of heavy products boiling beyond the diesel oil range. The catalyst having desirable stability during continuous production operations, comprises a steam stabilized zeolite Y catalyst of hydrophobic character, desirably in aluminum-extracted form. The olefins such as propylene, may be diluted with inerts, such as paraffins or with water, the latter serving to moderate the acidity of the catalyst, or to further moderate the activity of the aluminum-extracted catalyst, so as to increase the effective life of the catalyst.

    This report describes five-year plans for acquisition of alternative fuel vehicles (AFVs) by the Federal agencies. These plans will be used to encourage Original Equipment Manufacturers (OEMs) to expand the variety of AFVs produced, reduce the incremental cost of AFVs, and to encourage fuel suppliers to expand the alternative fuel infrastructure and alternative fuel availability. This effort supplements and extends the demonstration and testing of AFVs established by the Department of Energy under the alternative Motor Fuels Act of 1988.

    Emissions of hydrocarbons from motor vehicles are recognized as major contributors to ozone pollution in urban areas. Petroleum-based motor fuels contain volatile organic compounds (VOC) which, together with oxides of nitrogen, promote the formation of ozone in the troposphere via complex photochemical reactions. VOC emissions from the tailpipe and evaporation from the fuel and engine systems of highway vehicles are believed to account for about 40% of total VOC emissions in any region. But motor fuels also generate emissions throughout the fuel cycle, from crude oil production to refining, storage, transportation, and handling, that can make significant contributions to the total inventory of VOC emissions. Many of these sources of emissions are directly related to the quantity of fuel produced and handled throughout the fuel cycle. It is, therefore, reasonable to expect that a reduction in total fuel throughput might result in a reduction of VOC emissions. In particular, reducing vehicle fuel consumption by increasing vehicle fuel economy should reduce total fuel throughput, thereby cutting total emissions of VOCS. In this report we identify the sources of VOC emissions throughout the motor fuel cycle, quantify them to the extent possible, and describe their dependence on automobile and light truck fuel economy.

    On December 19, 2007, the Energy Independence and Security Act of 2007 (EISA) was signed into law as Public Law 110-140. Section 246(a) of EISA directs Federal agencies to install at least one renewable fuel pump at each Federal fleet fueling center under their jurisdiction by January 1, 2010. Section 246(b) requires the President to submit an annual report to Congress on Federal agency progress in meeting this renewable fuel pump installation mandate. This guidance document provides guidelines to help agencies understand these requirements and how to comply with EISA Section 246.

    This report describes a modeling methodology for examining the prospective economic benefits of displacing motor gasoline use by alternative fuels. The approach is based on the Alternative Fuels Trade Model (AFTM). AFTM development was undertaken by the US Department of Energy (DOE) as part of a longer term study of alternative fuels issues. The AFTM is intended to assist with evaluating how alternative fuels may be promoted effectively, and what the consequences of substantial alternative fuels use might be. Such an evaluation of policies and consequences of an alternative fuels program is being undertaken by DOE as required by Section 502(b) of the Energy Policy Act of 1992. Interest in alternative fuels is based on the prospective economic, environmental and energy security benefits from the substitution of these fuels for conventional transportation fuels. The transportation sector is heavily dependent on oil. Increased oil use implies increased petroleum imports, with much of the increase coming from OPEC countries. Conversely, displacement of gasoline has the potential to reduce US petroleum imports, thereby reducing reliance on OPEC oil and possibly weakening OPEC`s ability to extract monopoly profits. The magnitude of US petroleum import reduction, the attendant fuel price changes, and the resulting US benefits, depend upon the nature of oil-gas substitution and the supply and demand behavior of other world regions. The methodology applies an integrated model of fuel market interactions to characterize these effects.

    Synthesis gas comprising carbon monoxide and hydrogen is converted to C.sub.5.sup.+ hydrocarbons suitable for use as liquid motor fuels by contact with a dual catalyst composition capable of ensuring the production of only relatively minor amounts of heavy products boiling beyond the diesel oil range. The catalyst composition, having desirable stability during continuous production operation, employs a Fischer-Tropsch catalyst, together with a co-catalyst/support component. The latter component is a steam-stabilized zeolite Y catalyst of hydrophobic character, desirably in acid-extracted form.

    Emissions of hydrocarbons from motor vehicles are recognized as major contributors to ozone pollution in urban areas. Petroleum-based motor fuels contain volatile organic compounds (VOC) which, together with oxides of nitrogen, promote the formation of ozone in the troposphere via complex photochemical reactions. VOC emissions from the tailpipe and evaporation from the fuel and engine systems of highway vehicles are believed to account for about 40% of total VOC emissions in any region. But motor fuels also generate emissions throughout the fuel cycle, from crude oil production to refining, storage, transportation, and handling, that can make significant contributions to the total inventory of VOC emissions. Many of these sources of emissions are directly related to the quantity of fuel produced and handled throughout the fuel cycle. It is, therefore, reasonable to expect that a reduction in total fuel throughput might result in a reduction of VOC emissions. In particular, reducing vehicle fuel consumption by increasing vehicle fuel economy should reduce total fuel throughput, thereby cutting total emissions of VOCS. In this report we identify the sources of VOC emissions throughout the motor fuel cycle, quantify them to the extent possible, and describe their dependence on automobile and light truck fuel economy.

    Federal fleets are a frequent subject of legislative and executive efforts to lead a national transition to alternative fuels and advanced vehicle technologies. Section 701 of the Energy Policy Act of 2005 requires that all dual-fueled alternative fuel vehicles in the federal fleet be operated on alternative fuel 100% of the time when they have access to it. However, in Fiscal Year (FY) 2012, drivers of federal flex fuel vehicles (FFV) leased through the General Services Administration refueled with E85 24% of the time when it was available--falling well short of the mandate. The U.S. Department of Energy's National Renewable Energy Laboratory completed a 2-year Laboratory Directed Research and Development project to identify the factors that influence the refueling behavior of federal FFV drivers. The project began with two primary hypotheses. First, information scarcity increases the tendency to miss opportunities to purchase E85. Second, even with perfect information, there are limits to how far drivers will go out of their way to purchase E85. This paper discusses the results of the project, which included a June 2012 survey of federal fleet drivers and an empirical analysis of actual refueling behavior from FY 2009 to 2012. This research will aid in the design and implementation of intervention programs aimed at increasing alternative fuel use and reducing petroleum consumption.

Implementing this technology can be a high efficiency, clean energy solution for agencies striving to meet ambitious sustainability requirements with limited budgets. Fuel cell CHP systems can use natural gas or renewable fuels, such as biogas. Procuring Stationary Fuel Cells for CHP: A Guide for Federal Facility Decision Makers presents an overview of the process for planning and implementing a fuel cell CHP project in a concise, step-by-step format. This guide is designed to help agency leaders turn their interest in fuel cell technology into successful installations. This guide concentrates on larger (100 kW and greater) fuel cell CHP systems and does not consider other fuel cell applications such as cars, forklifts, backup power supplies or small generators (<100 kW). Because fuel cell technologies are rapidly evolving and have high up front costs, their deployment poses unique challenges. The electrical and thermal output of the CHP system must be integrated with the building s energy systems. Innovative financing mechanisms allow agencies to make a make versus buy decision to maximize savings.     Motor vehicles are a significant source of polycyclic aromatic hydrocarbon (PAH) emissions. Improved understanding of the relationship between fuel composition and PAH emissions is needed to determine whether fuel reformulation is a viable approach for reducing PAH emissions. PAH concentrations were quantified in gasoline and diesel fuel samples collected in summer 1997 in northern California. Naphthalene was the predominant PAH in both fuels, with concentrations of up to 2,600 mg L{sup {minus}1} in gasoline and 1,600 mg L{sup {minus}1} in diesel fuel. Particle-phase PAH size distributions and exhaust emission factors were measured in two bores of a roadway tunnel. Emission factors were determined separately for light-duty vehicles and for heavy-duty diesel trucks, based on measurements of PAHs, CO, and CO{sub 2}. Particle-phase emission factors, expressed per unit mass of fuel burned, ranged up to 21 {micro}g kg{sup {minus}1} for benzo[ghi]perylene for light-duty vehicles and up to {approximately} 1,000 {micro}g kg{sup {minus}1} for pyrene for heavy-duty diesel vehicles. Light-duty vehicles were found to be a significant source of heavier (four- and five-ring) PAHs, whereas heavy-duty diesel engines were the dominant source of three-ring PAHs, such as fluoranthene and pyrene. While no correlation between heavy-duty diesel truck PAH emission factors and PAH concentrations in diesel fuel was found, light-duty vehicle PAH emission factors were found to be correlated with PAH concentrations in gasoline, suggesting that gasoline reformulation may be effective in reducing PAH emissions from motor vehicles.

    A plant for producing an oxygen-containing additive for liquid motor fuels comprises an anaerobic fermentation vessel, a gasholder, a system for removal of sulphuretted hydrogen, and a hotwell. The plant further comprises an aerobic fermentation vessel, a device for liquid substance pumping, a device for liquid aeration with an oxygen-containing gas, a removal system of solid mass residue after fermentation, a gas distribution device; a device for heavy gases utilization; a device for ammonia adsorption by water; a liquid-gas mixer; a cavity mixer, a system that serves superficial active and dispersant matters and a cooler; all of these being connected to each other by pipelines. The technical result being the implementation of a process for producing an oxygen containing additive, which after being added to liquid motor fuels, provides an ecologically beneficial component for motor fuels by ensuring the stability of composition fuel properties during long-term storage.

    Since the early 1990s, China's motor vehicles have entered a period of fast growth resultant from the rapid economic expansion. As the largest developing country, the fast growth of China's motor vehicles will have tremendous effects on the world's automotive and fuel market and on global CO{sub 2} emissions. In this study, we projected Chinese vehicle stocks for different vehicle types on the provincial level. First, we reviewed the historical data of China's vehicle growth in the past 10 years and the correlations between vehicle growth and economic growth in China. Second, we investigated historical vehicle growth trends in selected developed countries over the past 50 or so years. Third, we established a vehicle growth scenario based on the historical trends in several developed nations. Fourth, we estimated fuel economy, annual mileage and other vehicle usage parameters for Chinese vehicles. Finally, we projected vehicle stocks and estimated motor fuel use and CO{sub 2} emissions in each Chinese province from 2000 to 2030. Our results show that China will continue the rapid vehicle growth, increase gasoline and diesel consumption and increased CO{sub 2} emissions in the next 30 years. We estimated that by year 2030, Chinese motor vehicle fuel consumption and CO{sub 2} emissions could reach the current US levels.

    Traditionally, regional motor vehicle emission inventories (MVEI) have been estimated by combining travel demand model and emission factor model predictions. The accuracy of traditional MVEIs is frequently challenged, and development of independent methods for estimating vehicle emissions has been identified as a high priority for air quality research. In this study, an alternative fuel-based MVEI was developed for the San Francisco Bay Area using data from 1990--1992. To estimate CO emissions from motor vehicles in the Bay Area, estimates of gasoline sales were combined with infrared remote sensing measurements of CO and CO{sub 2} exhaust concentrations from over 10,000 light-duty vehicles in summer 1991. Once absolute estimates of CO emissions have been computed, it is possible to use ambient NO{sub x}/CO and NMOC/CO ratios from high traffic areas to estimate emissions for NO{sub x} and NMOC (excluding some resting loss and diurnal evaporative emissions). Ambient ratios were generated from special-study measurements of NMOC and CO in 1990 and 1992, and from routine sampling of NO{sub x} and CO in 1991. All pollutant concentrations were measured on summer mornings at Bay Area monitoring sites in areas with high levels of vehicle traffic and no other significant sources nearby. Stabilized CO emissions calculated by the fuel-based method for cars and light-duty trucks were 1720{+-}420 tons/day. This value is close to California`s MVEI 7G model estimates. Total on-road vehicle emissions of CO in the Bay Area were estimated to be 2900{+-}800 tons/day. Emissions of NMOC were estimated to be 570{+-}200 tons/day, which is 1.6{+-}0.6 times the value predicted by MVEI 7G. In the present study, emissions of NO{sub x} from on-road vehicles were estimated to be 250{+-}90 tons/day, which is 0.6{+-}0.2 times the value predicted by MVEI 7G.

    A nationally representative sample of 2,812 establishments were interviewed to determine the presence of underground motor-fuel storage tanks. The sample represented establishments in fuel-related industries (1,612), large establishments in all other industries (600), and farms (600). A total of 890 of these establishments were found to have a total of 2445 underground motor fuel storage tanks. A subsample of 218 establishments was selected for tank tightness testing, using a modification of a commercially available test. The method over-filled the tank system into a standpipe, and thus detected leakage anywhere in the system of tank vessel, pipes, lines, joints, and fittings.

  9. Bootstrapping a Sustainable North American PEM Fuel Cell Industry: Could a Federal Acquisition Program Make a Difference?

    , visits to two production facilities, review of the literature on potential markets in North America and potential federal government procurements, development of a cost model reflecting economies of scale and learning-by-doing, and estimation of the impact of federal PEM fuel cell procurements on fuel cell system costs and the evolution of private market demand. This report presents the findings of that study. Section 2 outlines the status of the industry and describes potential markets based on interviews of manufacturers and the existing literature. Section 3 describes the modeling methodology including key premises and assumptions, and presents estimates of market evolution under four scenarios: (1) Base Case with no federal government procurement program, (2) Scenario 1, an aggressive program beginning with less than 200 units procured in 2008 ramping up to more than 2,000 units in 2012, (3) Scenario 2 which is identical to Scenario 1 except that the private market is assumed to be twice as sensitive to price, and (4) Scenario 3, a delayed, smaller federal procurement program beginning in 2011 increasing to a maximum of just over 1,000 units per year in 2012. The analysis suggests that the aggressive program of Scenario 1 would likely stimulate a sustainable, competitive North American non-automotive PEM fuel cell industry. Given plausible assumptions about learning rates and scale economies, the procurements assumed in Scenario 1 appear to be sufficient to drive down costs to target levels. These findings are conditional on the evolution of acceptable hydrogen supply strategies, which were not explicitly analyzed in this study. Success is less certain under Scenarios 2 and 3, and there appears to be a strong probability that existing OEMs would not survive until 2011. In the Base Case, no program, a viable North American industry does not emerge before 2020.

  12. Liquid Fuel From Bacteria: Engineering Ralstonia eutropha for Production of Isobutanol (IBT) Motor Fuel from CO2, Hydrogen, and Oxygen

    Electrofuels Project: MIT is using solar-derived hydrogen and common soil bacteria called Ralstonia eutropha to turn carbon dioxide (CO2) directly into biofuel. This bacteria already has the natural ability to use hydrogen and CO2 for growth. MIT is engineering the bacteria to use hydrogen to convert CO2 directly into liquid transportation fuels. Hydrogen is a flammable gas, so the MIT team is building an innovative reactor system that will safely house the bacteria and gas mixture during the fuel-creation process. The system will pump in precise mixtures of hydrogen, oxygen, and CO2, and the online fuel-recovery system will continuously capture and remove the biofuel product.

  13. A STUDY OF THE DISCREPANCY BETWEEN FEDERAL AND STATE MEASUREMENTS OF ON-HIGHWAY FUEL CONSUMPTION

    Annual highway fuel taxes are collected by the Treasury Department and placed in the Highway Trust Fund (HTF). There is, however, no direct connection between the taxes collected by the Treasury Department and the gallons of on-highway fuel use, which can lead to a discrepancy between these totals. This study was conducted to determine how much of a discrepancy exists between the total fuel usages estimated based on highway revenue funds as reported by the Treasury Department and the total fuel usages used in the apportionment of the HTF to the States. The analysis was conducted using data from Highway Statistics Tables MF-27 and FE-9 for the years 1991-2001. It was found that the overall discrepancy is relatively small, mostly within 5% difference. The amount of the discrepancy varies from year to year and varies among the three fuel types (gasoline, gasohol, special fuels). Several potential explanations for these discrepancies were identified, including issues on data, tax measurement, gallon measurement, HTF receipts, and timing. Data anomalies caused by outside forces, such as deferment of tax payments from one fiscal year to the next, can skew fuel tax data. Fuel tax evasion can lead to differences between actual fuel use and fuel taxes collected. Furthermore, differences in data collection and reporting among States can impact fuel use data. Refunds, credits, and transfers from the HTF can impact the total fuel tax receipt data. Timing issues, such as calendar year vs. fiscal year, can also cause some discrepancy between the two data sources.

    This report is one of a series of eight prepared by E.R. Johnson Associates, Inc. (JAI) under ORNL's contract with DOE's OCRWM Systems Integration Program and in support of the Annual Capacity Report (ACR) Issue Resolution Process. The report topics relate specifically to the list of high priority technical waste acceptance issues developed jointly by DOE and a utility-working group. JAI performed various analyses and studies on each topic to serve as starting points for further discussion and analysis leading eventually to finalizing the process by which DOE will accept spent fuel and waste into its waste management system.   15. Local government energy management: liquid petroleum gas (LPG) as a motor vehicle fuel

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

The bill describes limits on the ownership and operation of service stations. The main provision is the it shall be unlawful for any producer or refiner to require any retail motor fuel dealer to purchase more than 70% of the monthly retail sales of motor fuel from such refiner or producer. Motor fuel refers to gasoline, diesel fuel, alcohol, or any mixture of these sold for use in automobiles and related vehicles.

Present contractual agreements between the government and industrial participants in synfuel development are described. Differences between DOE and SFC in project selection criteria, funding, priorities and restrictions is outlined.     On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    vProject Summary Transportation energy usage is predicted to increase substantially by 2020. Hybrid vehicles and fuel cell powered vehicles are destined to become more prominent as fuel prices rise with the demand. Hybrid and fuel cell vehicle platforms are both dependent on high performance electric motors. Electric motors for transportation duty will require sizeable low-speed torque to accelerate the vehicle. As motor speed increases, the torque requirement decreases which results in a nearly constant power motor output. Interior permanent magnet synchronous motors (IPMSM) are well suited for this duty. , , These rotor geometries are configured in straight lines and semi circular arc shapes. These designs are of limited configurations because of the lack of availability of permanent magnets of any other shapes at present. We propose to fabricate rotors via a novel processing approach where we start with magnet powders and compact them into a net shape rotor in a single step. Using this approach, widely different rotor designs can be implemented for efficiency. The current limitation on magnet shape and thickness will be eliminated. This is accomplished by co-filling magnet and soft iron powders at specified locations in intricate shapes using specially designed dies and automatic powder filling station. The process fundamentals for accomplishing occurred under a previous Applied Technology Program titled, Motors and Generators for the 21st Century. New efficient motor designs that are not currently possible (or cost prohibitive) can be accomplished by this approach. Such an approach to motor fabrication opens up a new dimension in motor design. Feasibility Results We were able to optimize a IPMSM rotor to take advantage of the powder co-filling and DMC compaction processing methods. The minimum low speed torque requirement of 5 N-m can be met through an optimized design with magnet material having a Br capability of 0.2 T. This level of magnetic performance can

    The Russian Research Reactor Fuel Return (RRRFR) program is promoted by IAEA and DOE in order to repatriate of irradiated research reactor fuel originally supplied by Russia to facilities outside the country. Developed under the framework of the Global Threat Reduction Initiative (GTRI) the take-back program [1] common goal is to reduce both proliferation and security risks by eliminating or consolidating inventories of high-risk material. The main objective of this program is to support the return to Russian Federation of fresh or irradiated HEU and LEU fuel. Being part of this project, Romania is fulfilling its tasks by examining transport and transfer cask options, assessment of transport routes, and providing cost estimates for required equipment and facility modifications. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use.     The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor

    The public, automakers, and policymakers have long worried about trade-offs between increased fuel economy in motor vehicles and reduced safety. The conclusion of a broad group of experts on safety and fuel economy in the auto sector is that no trade-off is required. There are a wide variety of technologies and approaches available to advance vehicle fuel economy that have no effect on vehicle safety. Conversely, there are many technologies and approaches available to advance vehicle safety that are not detrimental to vehicle fuel economy. Congress is considering new policies to increase the fuel economy of new automobiles in order to reduce oil dependence and reduce greenhouse gas emissions. The findings reported here offer reassurance on an important dimension of that work: It is possible to significantly increase the fuel economy of motor vehicles without compromising their safety. Automobiles on the road today demonstrate that higher fuel economy and greater safety can co-exist. Some of the safest vehicles have higher fuel economy, while some of the least safe vehicles driven today--heavy, large trucks and SUVs--have the lowest fuel economy. At an October 3, 2006 workshop, leading researchers from national laboratories, academia, auto manufacturers, insurance research industry, consumer and environmental groups, material supply industries, and the federal government agreed that vehicles could be designed to simultaneously improve safety and fuel economy. The real question is not whether we can realize this goal, but the best path to get there. The experts' studies reveal important new conclusions about fuel economy and safety, including: (1) Vehicle fuel economy can be increased without affecting safety, and vice versa; (2) Reducing the weight and height of the heaviest SUVs and pickup trucks will simultaneously increase both their fuel economy and overall safety; and (3) Advanced materials can decouple size from mass, creating important new possibilities for

    The North American Proton Exchange Membrane (PEM) fuel cell industry may be at a critical juncture. A large-scale market for automotive fuel cells appears to be several years away and in any case will require a long-term, coordinated commitment by government and industry to insure the co-evolution of hydrogen infrastructure and fuel cell vehicles (Greene et al., 2008). The market for non-automotive PEM fuel cells, on the other hand, may be much closer to commercial viability (Stone, 2006). Cost targets are less demanding and manufacturers appear to be close, perhaps within a factor of two, of meeting them.     Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    This research project is a collaboration between the Sinskey laboratory at MIT and the Worden laboratory at Michigan State University. The goal of the project is to produce Isobutanol (IBT), a branched-chain alcohol that can serve as a drop-in transportation fuel, through the engineered microbial biosynthesis of Carbon Dioxide, Hydrogen, and Oxygen using a novel bioreactor. This final technical report presents the findings of both the biological engineering work at MIT that extended the native branched-chain amino acid pathway of the wild type Ralstonia eutropha H16 to perform this biosynthesis, as well as the unique design, modeling, and construction of a bioreactor for incompatible gasses at Michigan State that enabled the operational testing of the complete system. This 105 page technical report summarizing the three years of research includes 72 figures and 11 tables of findings. Ralstonia eutropha (also known as Cupriavidus necator) is a Gram-negative, facultatively chemolithoautotrophic bacteria. It has been the principle organism used for the study of polyhydroxybutyrate (PHB) polymer biosynthesis. The wild-type Ralstonia eutropha H16 produces PHB as an intracellular carbon storage material while under nutrient stress in the presence of excess carbon. Under this stress, it can accumulate approximately 80 % of its cell dry weight (CDW) as this intracellular polymer. With the restoration of the required nutrients, the cells are then able to catabolize this polymer. If extracted from the cell, this PHB polymer can be processed into biodegradable and biocompatible plastics, however for this research, it is the efficient metabolic pathway channeling the captured carbon that is of interest. R. eutropha is further unique in that it contains two carbon-fixation Calvin–Benson–Bassham cycle operons, two oxygen-tolerant hydrogenases, and several formate dehydrogenases.     After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future.     On February 15, 1980, the United States Environmental Protection Agency, acting pursuant to Paragraph 113(D) (4) of the Clean Air Act, issued to General Motors an innovative technology order covering fifteen coal-fired spreader-stoker boilers located at six General Motors plants in Ohio. The purpose and effect of this order was to permit General Motors time to develop a new, innovative technique for controlling particulate emissions from the specified boilers before compliance with the federally approved Ohio particulate control regulation was required. This new technology was christened, The Sidestream Separator, by General Motors. It provides a highly cost effective means of reducing particulate emissions below levels currently obtainable with conventionally used high efficiency mechanical collectors. These improvements could prove to be of substantial benefit to many industrial facilities with spreader-stoker coal-fired boilers that cannot be brought into compliance with applicble air pollution regulations except by application of far more expensive and unwieldly electrostatic precipitators (ESP's) or fabric filters (baghouses).

    Analytical data for 2401 samples of motor gasoline, from service stations throughout the country, were collected and analyzed under agreement between the Bartlesville Energy Technology Center and the American Petroleum Institute. The samples represent the products of 48 companies, large and small, which manufacture and supply gasoline. These data are tabulated by groups according to brands (unlabeled) and grades for 17 marketing areas and districts into which the country is divided. A map included in this report, shows marketing areas, districts and sampling locations. The report also includes charts indicating the trends of selected properties of motor fuels since 1949. Twelve octane distribution percent charts for areas 1, 2, 3, and 4 for unleaded, regular, and premium grades of gasoline are presented in this report. The antiknock (octane) index ((R + M)/2) averages of gasoline sold in this country were 88.6, 89.3, and 93.7 unleaded, regular, and premium grades of gasolines, respectively.

Analytical data for the 1571 motor gasoline and 206 motor gasoline/alcohol blend samples were submitted to the National Institute for Petroleum and Energy Research (NIPER), Bartlesville, Oklahoma, for reporting. This work is jointly funded by the American Petroleum Institute (API) and the United States Department of Energy (DOE), Bartlesville Project Office (DOE cooperative agreement No. FC22-83FE60149). The data are representative of the products of 62 marketers, large and small, which manufacture and supply gasoline. They are tabulated by groups according to brands (unlabeled) and grades for 17 marketing districts into which the country is divided. A map shows the marketing areas, districts, and sampling locations. The report includes trend charts of selected properties of motor fuels over the last twenty-five years. Twelve octane distribution graphs for leaded and unleaded grades of gasoline are presented for areas 1, 2, 3, and 4. The average antiknock (octane) index (R + M)/2 of gasoline sold in the United States during June, July, and August 1985 was 87.4 for unleaded below 90.0, 91.7 for unleaded 90.0 and above, and 88.8 for leaded below 93.0 grades of gasoline. Analyses of motor gasoline containing various alcohols are reported in separate tables beginning with this report.     Motor vehicles are a major source of greenhouse gases, and the rising numbers of motor vehicles and miles driven could lead to more harmful emissions that may ultimately affect the world`s climate. One approach to curtailing such emissions is to use, instead of gasoline, alternative fuels: LPG, compressed natural gas, or alcohol fuels. In addition to the greenhouse gases, pollutants can be harmful to human health: ozone, CO. The Clean Air Act Amendments of 1990 authorized EPA to set National Ambient Air Quality Standards to control this. The Energy Policy Act of 1992 (EPACT) was the first new law to emphasize strengthened energy security and decreased reliance on foreign oil since the oil shortages of the 1970`s. EPACT emphasized increasing the number of alternative-fuel vehicles (AFV`s) by mandating their incremental increase of use by Federal, state, and alternative fuel provider fleets over the new few years. Its goals are far from being met; alternative fuels` share remains trivial, about 0.3%, despite gains. This report describes current and potential markets for AFV`s; it begins by assessing the total vehicle stock, and then it focuses on current use of AFV`s in alternative fuel provider fleets and the potential for use of AFV`s in US households.

    Part I of the hearing record covers testimony relating to the extension of antitrust defense availability to the International Energy Agency (IEA); an authorization request by the Department of Transportation (DOT) to comply with pipeline safety regulations; and the administration's reluctance to promote gasohol use in federal vehicles. The first day's hearing included discussion of H.R. 2166, which extended the IEA authority by amending the Energy Policy and Conservation Act, and the testimony of four witnesses representing federal agencies involved in international affairs. On the second day, three DOT witnesses described pipeline-safety programs, enforcement, and procedures, with emphasis on the transport of liquefied natural gas. On the third day, nine witnesses representing gasohol-producing states, the US Army Equipment Research and Development Command, federal fleet services, and DOE examined the appropriateness and compliance record of Executive Order 12261 mandating gasohol for federally owned or leased vehicles. At issue was the need to convert Midwest grains to fuel at a time when oil is plentiful, the performance of alcohol fuels, and the administration's preference for working through the marketplace.     Trends in properties of motor gasolines for the years 1942 through 1984; diesel fuels for the years 1950 through 1983; aviation fuels for the years 1947 through 1983; and heating oils for the years 1955 through 1984, have been evaluated based upon data contained in surveys prepared and published by the National Institute for Petroleum and Energy Research (NIPER) formerly the Bartlesville Energy Technology Center (BETC). The surveys for motor gasolines were conducted under a cooperative agreement with the Coordinating Research Council (CRC) and the Bureau of Mines from 1935 through 1948 and in cooperation with the American Petroleum Institute (API) since 1948 for all surveys. The motor gasoline surveys have been published twice annually since 1935 describing the properties of motor gasolines throughout the country. Other surveys prepared in cooperation with API and the Bureau of Mines, the Energy Research and Development Administration, the Department of Energy, and currently NIPER were aviation gasolines beginning in 1947, diesel fuels in 1950, aviation turbine fuels in 1951, and heating oils, formerly burner fuel oils, in 1955. Various companies throughout the country obtain samples of motor gasolines from retail outlets and refinery samples for the other surveys, and analyze the samples using American Society for Testing and Materials (ASTM) procedures. The analytical data are sent to the Bartlesville Center for survey preparation and distribution. A summary report has been assembled from data in 83 semiannual surveys for motor gasolines that shows trends throughout the entire era from winter 19

    This report documents a review of State practices of reporting International Fuel Tax Agreement (IFTA) data to the U.S. Federal Highway Administration (FHWA). The purpose of the review is described in a notice published in the Federal Register (Vol. 65, No. 160, August 17, 2000, 50269-50272). The purpose is ''to increase the understanding of States on the importance of reporting adjusted IFTA data to the FHWA'', and ''to develop additional guidance on IFTA reporting''. The purpose is not to critique IFTA or any State. The review includes a survey of the forty eight IFTA member States, which was conducted January-April 2002. The States' responses to the survey are discussed in this report. The organization of the report follows further discussion in the Federal Register notice. Section 2 of the report is a general overview of IFTA. Section 3 describes in more detail how each State collects IFTA revenues. Section 4 is about how States separate out revenues not related to gallons of motor-fuel and direct motor-fuel gallon taxes. Section 5 describes how States calculate net IFTA gallons and the time delay in the processing. Section 6 is about difficulties in processing and reporting IFTA data. Timeliness is discussed further in Section 7, and alternatives for IFTA calculations if complete IFTA data are not available are discussed in Section 8. The IFTA survey questionnaire and instructions are in Appendices A and B. The survey responses of the States and the review of the IFTA system suggest that IFTA collections and data reporting are for the most part working well. Possible exceptions include (1) using off-road fuel use in IFTA mileage-per-gallon (mpg) estimates, (2) inconsistencies among States in definitions of taxable mileage or taxable fuel and consequential reporting differences, and (3) possible misinterpretations of ''net taxable gallons''.

    This study was performed to assess the feasibility of producing fuel ethanol from sugar beets. Sugar beets are a major agricultural crop in the area and the beet sugar industry is a major employer. There have been some indications that increasing competition from imported sugar and fructose sugar produced from corn may lead to lower average sugar prices than have prevailed in the past. Fuel ethanol might provide an attractive alternative market for beets and ethanol production would continue to provide an industrial base for labor. Ethanol production from beets would utilize much of the same field and plant equipment as is now used for sugar. It is logical to examine the modification of an existing sugar plant from producing sugar to ethanol. The decision was made to use Great Western Sugar Company's plant at Mitchell as the example plant. This plant was selected primarily on the basis of its independence from other plants and the availability of relatively nearby beet acreage. The potential feedstocks assessed included sugar beets, corn, hybrid beets, and potatoes. Markets were assessed for ethanol and fermentation by-products saleability. Investment and operating costs were determined for each prospective plant. Plants were evaluated using a discounted cash flow technique to obtain data on full production costs. Environmental, health, safety, and socio-economic aspects of potential facilities were examined. Three consulting engineering firms and 3 engineering-construction firms are considered capable of providing the desired turn-key engineering design and construction services. It was concluded that the project is technically feasible. (DMC)
