    The statistics in this update of the Outer Continental Shelf Statistics publication document what has happened since federal leasing began on the Outer Continental Shelf (OCS) in 1954. Highlights note that of the 29.8 million acres actually leased from 175.6 million acres offered for leasing, 20.1% were in frontier areas. Total revenues for the 1954-1982 period were $58.9 billion with about 13% received in 1982. The book is divided into six parts covering highlights, leasing, exploration and development, production and revenue, reserves and undiscovered recoverable resources, and pollution problems from well and tanker accidents. 5 figures, 59 tables.

    Washington State's geothermal potential is wide spread. Hot springs and five strato volcanoes existing throughout the Cascade Range, limited hot spring activity on the Olympic Peninsula, and broad reaching, low temperature geothermal resources found in the Columbia Basin comprise the extent of Washington's known geothermal resources. Determination of resource ownership is the first step in proceeding with geothermal exploration and development activities. The federal and state processes are examined from pre-lease activity through leasing and post-lease development concerns. Plans, permits, licenses, and other requirements are addressed for the federal, state, and local level. Lease, permit, and other forms for a number of geothermal exploration and development activities are included. A map of public lands and another displaying the measured geothermal resources throughout the state are provided.

It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.

Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.

    This study was accomplished for the purpose of gathering information pertaining to land and lease ownership, surface features and use and relevant environmental factors in the Lake Theriot (West and East), Kaplan, Bayou Hebert and Freshwater Bayou geopressured geothermal prospects in Louisiana, and the Blessing geopressured geothermal prospect in Texas. This information and recommendations predicated upon it will then be used to augment engineering and geological data utilized to select geopressured geothermal test well sites within the prospects. The five geopressured geothermal prospects are briefly described and recommendations given.

    A data file on all separate actions taken by the responsible agencies in implementing the Geothermal Steam Act of 1970 was developed. A computerized data base on the non-competitive leasing program is described here. The required data were obtained from the files of the BLM State Offices where the lease applications are received and from Forest Service Regional Offices responsible for that agency's consultation. The states covered include: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. Subsequently, the data file was expanded to include: the competitive leasing history by KGRA, pre-lease exploratory permits, post-lease exploratory permits, post-lease drilling permits, leases on state land, and state drilling permits.     Under contract to the Office of Leasing Policy Development (LPDO), Jack Faucett Associates is currently undertaking the description and analysis of the Outer Continental Shelf (OCS) regulatory process to determine the nature of time delays that affect OCS production of oil and gas. This report represents the results of the first phase of research under this contract, the description and analysis of regulatory activity associated with exploration activities on the Federal OCS. Volume 1 contains the following three sections: (1) study results; (2) Federal regulatory activities during exploration of Federal OCS leases which involved the US Geological Survey, Environmental Protection Agency, US Coast Guard, Corps of Engineers, and National Ocean and Atmospheric Administration; and (3) state regulatory activities during exploration of Federal OCS leases of Alaska, California, Louisiana, Massachusetts, New Jersey, North Carolina, and Texas. Volume II contains appendices of US Geological Survey, Environmental Protection Agency, Coast Guard, Corps of Engineers, the Coastal Zone Management Act, and Alaska. The major causes of delay in the regulatory process governing exploration was summarized in four broad categories: (1) the long and tedious process associated with the Environmental Protection Agency's implementation of the National Pollutant Discharge Elimination System Permit; (2) the lack of mandated time periods for the completion of individual activities in the permitting process; (3) the lack of overall coordination of OCS exploratory regulation; and (4) the inexperience of states, the Federal government and industry relating to the appropriate level of regulation for first-time lease sale areas.

    A draft environmental impact statement (EPA No. 850428D) assesses the impacts of proposed offtract disposal of waste materials associated with an open pit mine on a prototype oil shale lease tract. The offtract lease would include facilities for retorting, upgrading, power generation, and product storage. Offtract disposal and plant siting would make the mining cite more viable and cost effective. The project would require rerouting of two major country roads, and would eliminate an airport and other facilities. The site would become more isolated, which could affect future development in the area. The Federal Land Policy and Management Act of 1976 mandates the impact study.

    Suits in the last 4-5 years jeopardize the title of thousands of mining claims and mineral leases. The cases presenting the most striking examples are National Wildlife Federation v. Burford, Connor v. Burford, Sierra Club V. Watt, and Bob Marshall Alliance v. Watt. From the claimants' and lessees' point of view, these decisions granted environmental groups sweeping, though somewhat ill-defined, relief. The challenges by environmental groups are based on statutes designed to bring environmental considerations before federal decision makers. The claimants and lessees are caught in the middle of the exchange between environmentalists and federal agencies. Lawsuits that indirectly challenge leases and claims are unlike environmental challenges to fixed projects such as highways or dams. Those affected often times do not know exactly what is at stake. When the challenge is indirect, unexplored, or partially explored, proper ties have only speculative value and the claimants and lessees are often unwilling or unable to engage in a fight with well-heeled environmental public interest law firms. While the federal government has defended the suits, their interests and those of the claimants and lessees may diverge. In the context of the four cases mentioned above, this paper addresses the rights and remedies of claimants and lessees before, during, and after environmental procedural suits that indirectly challenge federal mining claims and mineral leases.

Through its antitrust review of individual leases and its general advocacy of competition in the leasing program, the Department of Justice seeks to bring the prospect of a sound national energy policy closer to reality.     The Department of Energy's Geothermal Program serves two broad purposes: (1) to assist industry in overcoming near-term barriers by conducting cost-shared research and field verification that allows geothermal energy to compete in today's aggressive energy markets; and (2) to undertake fundamental research with potentially large economic payoffs. The four categories of work used to distinguish the research activities of the Geothermal Program during FY 2000 reflect the main components of real-world geothermal projects. These categories form the main sections of the project descriptions in this Research Update. Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermal systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal reservoirs and enhanced geothermal systems. Research in various reservoir analysis techniques is generating a wide range of information that facilitates development of improved reservoir management tools. Drilling Technology focuses on developing improved, economic drilling and completion technology for geothermal wells. Ongoing research to avert lost circulation episodes in geothermal drilling is yielding positive results. This report represents the results of the first phase of research under this contract, the description and analysis of regulatory activity associated with exploration activities on the Federal OCS.     The magnitude and complexity of permit processes raises a question as to their impact on the rate and scope of industrial development activity. One particular area where this issue is of concern is in new energy extraction and development activities. The initiation of new energy projects has been a national priority for several years. But, energy projects, because of their potential for creating land disturbances, are subject to many environmental and other regulations. Because of this, the permitting required of energy resource developers is extensive. Within the energy field, a major portion of development activities occurs on federal lands. This is particularly true in the Rocky Mountain states and Alaska where the principal landholder is the federal government. The permitting requirements for federal lands' development differ from those for private lands. This report assesses the impact of permitting processes for energy resource development on federal lands. The permitting processes covered include all of the major environmental, land-use, and safety permits required by agencies of federal and state governments. The lands covered include all federal lands, with emphasis on eight states with major development activities.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469).     Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    The Alpine 1/Federal drilling project provided valuable new; information on the geology of the region. Except for drilling into Precambrian rocks, the objectives of the project were accomplished. sufficient temperature and heat-flow information were obtained to assess the near-term HDR geothermal potential of the eastern White Mountains region. Therefore, the primary mission of the project was successful. The HDR potential for near-term electrical power production is not economic. Potential for HDR direct-use space heating is marginal at best and should realistically be considered uneconomic. The Alpine 1/Federal hole should be deepened to Precambrian basement to provide definitive subsurface geological information for this region. Deeper drilling will determine Precambrian lithology and assess if older Paleozoic rock units are present. The hole may be deepened with a BQ drill string. Depth to Precambrian is likely to be between 800 and 2,000 feet below the current 4,505 feet total depth. The failure to reach Precambrian basement due to a previously unknown and unmapped major structural offset highlights the need for detailed surface geological mapping in this poorly understood region.

    A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region IX). The analysis for each state was performed by a different team, located in that state. For each state, the study team was asked to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Each of the four states of interest in this study is unique in its own way. Rather than impose the same assumptions as to growth rates, capture rates, etc. on all of the study teams, each team was asked to use the most appropriate set of assumptions for its state. The results, therefore, should reflect the currently accepted views within each state. The four state reports comprise the main portion of this document. A brief regional overview section was prepared by the Jet Propulsion Laboratory, following completion of the state reports.

    The legal and institutional framework within which geothermal energy must develop has its origin in the early 1970s. In 1970, the Federal Geothermal Steam Act was passed into law and in 1974 the Washington State Geothermal Act was passed. The legal and institutional framework thus established by the state and federal governments differed substantially in format, content, and direction. In many instances, the legal and institutional framework established left as many questions unanswered as answered, and in some cases, the framework has proven to be more of an obstacle to development than an aid. From an examination of how the state and federal governments have addressed the varying needs of geothermal development and how the courts have interpreted some of their decisions, it is clear that in order to ensure that the legal and institutional framework is adequate to serve the needs of geothermal development, it must address, at a minimum, the following topics: (1) providing developers with access and a priority right to carry out exploration and development activities; (2) characterization of the resource so as to minimize conflicts with other natural resources; (3) establishing ownership; and (4) giving careful consideration to such lease terms as rentals and royalties, lease renewals, and diligence requirements. In addition, the framework must address groundwater law and its implications for geothermal development and how geothermal development will be considered in terms of establishing utility law. At the local level, it is imperative that geothermal be given careful consideration when decisions on resource management, zoning, and regulation are made. Local governments also have the power to establish programs which can provide substantial incentives for geothermal development and, by so doing, ensure that geothermal energy contributes to economic stability and growth.

    A survey was conducted of ten target study groups and subgroups for Klamath Falls, Oregon, and Susanville, California: local government, current and potential industry at the site, relocators to the site, current and potential financial community, regulators, and current and potential promoters and developers. The results of benchmark attitudinal measurement is presented separately for each target group. A literature review was conducted and Macro-environmental attitudes of a sample of local government and industry personnel at the sites were assessed. An assessment of capabilities was made which involved two measurements. The first was a measurement of a sample of promoters, developers, and industrial service companies active at the site to determine infrastructure capabilities required by industry for geothermal plants. The second measurement involved analyzing a sample of industry management in the area and defining their requirements for plant retrofit and expansion. Finally, the processes used by the study group to analyze information to reach commitment and regulatory decisions that significantly impact on geothermal energy projects at the site were identified and defined.

    The purpose of this report is to lay the groundwork for an emerging process to assess U.S. geothermal resources that might be suitable for development as Enhanced Geothermal Systems (EGS). Interviews of leading geothermists indicate that doing that will be intertwined with updating assessments of U.S. higher-quality hydrothermal resources and reviewing methods for discovering ''hidden'' hydrothermal and EGS resources. The report reviews the history and status of assessment of high-temperature geothermal resources in the United States. Hydrothermal, Enhanced, and Hot Dry Rock resources are addressed. Geopressured geothermal resources are not. There are three main uses of geothermal resource assessments: (1) They inform industry and other interest parties of reasonable estimates of the amounts and likely locations of known and prospective geothermal resources. This provides a basis for private-sector decisions whether or not to enter the geothermal energy business at all, and for where to look for useful resources. (2) They inform government agencies (Federal, State, local) of the same kinds of information. This can inform strategic decisions, such as whether to continue to invest in creating and stimulating a geothermal industry--e.g., through research or financial incentives. And it informs certain agencies, e.g., Department of Interior, about what kinds of tactical operations might be required to support such activities as exploration and leasing. (3) They help the experts who are performing the assessment(s) to clarify their procedures and data, and in turn, provide the other two kinds of users with a more accurate interpretation of what the resulting estimates mean. The process of conducting this assessment brings a spotlight to bear on what has been accomplished in the domain of detecting and understanding reservoirs, in the period since the last major assessment was conducted.

    This report summarizes geothermal technical assistance, R and D and technology transfer activities of the Geo-Heat Center at Oregon Institute of Technology for the third quarter of FY98 (April--June, 1998). It describes 231 contacts with parties during this period related to technical assistance with geothermal direct heat projects. Areas dealt with included requests for general information including material for high school and university students, and material on geothermal heat pumps, resource and well data, spacing heating and cooling, greenhouses, aquaculture, equipment, district heating, resorts and spas, industrial applications, snow melting and electric power. Research activities include work on model construction specifications for line shaft submersible pumps and plate heat exchangers, and a comprehensive aquaculture developers package. A brochure on Geothermal Energy in Klamath County was developed for state and local tourism use. Outreach activities include the publication of the Quarterly Bulletin (Vol. 19, No. 2) with articles on research at the Geo-Heat Center, sustainability of geothermal resources, injection well drilling in Boise, ID and a greenhouse project in the Azores. Other outreach activities include dissemination of information mainly through mailings of publications, tours of local geothermal uses, geothermal library acquisitions and use, participation in workshops, short courses and technical meetings by the staff, and progress monitor reports on geothermal activities.

    A brief overview of the present day geothermal applications for hydrothermal electrical generation and direct heat use and their environmental implications is provided. Technologies and environmental impacts are considered at all points on the pathway of development resource exploration; well field, plant and transmission line construction; and plant operation. The technologies for electrical generation-direct, dry steam conversion; separated steam conversion; single-flash conversion, separated-steam/single-flash conversion and binary cycle conversion and the technologies for direct heat use - direct use of geothermal waters, surface heat exhanger, down-the hole heat exchanger and heat pump are described. A summary of the geothermal technologies planned or in operation within New Mexico geothermal areas is provided. A review of regulations that affect geothermal development and its related environmental impact in New Mexico is presented. The regulatory pathway, both state and federal, of geothermal exploration after the securing of appropriate leases, development, and construction and implementation of a geothermal facility are described. Six categories (Geophysical, Water, Air, Noise, Biota and Socioeconomics) were selected for environmental assessment. The data available is described.

The proposed project includes three distinct drilling areas. Up to three wells would be drilled on lands managed by the Bureau of Land Management (BLM) Prineville District (Mahogany), up to ten wells would be drilled on lands managed by the BLM Burns District (Midnight Point), and up to three wells would be drilled on private land located adjacent to the federal geothermal leases west of Glass Butte (Private Lands). DOE funding would be associated with three of the sixteen proposed wells. BLM is the lead agency and DOE is participating as a cooperating agency.

    This final report summarizes work carried out under agreement with the U.S. Department of Energy, related to geothermal energy policy issues. This project has involved a combination of outreach and publications on geothermal energy—Contract Number DE-FG03-01SF22367—with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of geothermal energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of responses to information requests on geothermal energy and publications. The publications addressed: geothermal leasing, geothermal policy, constitutional and statutory authority for the development of geothermal district energy systems, and state regulation of geothermal district energy systems. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about geothermal energy for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to geothermal energy in the states. Coordination with the National Geothermal Collaborative: NCSL worked and coordinated with the National Geothermal Collaborative (NGC) to ensure that state legislatures were represented in all aspects of the NGC's efforts. NCSL participated in NGC steering committee conference calls, attended and participated in NGC business meetings and reviewed publications for the NGC. Additionally, NCSL and WSUEP staff drafted a series of eight issue briefs published by the NGC

    The Great Basin Center for Geothermal Energy, part of the University of Nevada, Reno, conducts research towards the establishment of geothermal energy as an economically viable energy source within the Great Basin. The Center specializes in collecting and synthesizing geologic, geochemical, geodetic, geophysical, and tectonic data, and using Geographic Information System (GIS) technology to view and analyze this data and to produce favorability maps of geothermal potential. The interactive maps are built with layers of spatial data that are also available as direct file downloads (see DDE00299). The maps allow analysis of these many layers, with various data sets turned on or off, for determining potential areas that would be favorable for geothermal drilling or other activity. They provide information on current exploration projects and leases, Bureau of Land Management land status, and map presentation of each type of scientific spatial data: geothermal, geophysical, geologic, geodetic, groundwater, and geochemical.

    The federal environmental review process under the National Environmental Policy Act of 1969 (NEPA) can be complex and time consuming. Currently, a geothermal developer may have to complete the NEPA process multiple times during the development of a geothermal project. One mechanism to reduce the timeframe of the federal environmental review process for activities that do not have a significant environmental impact is the use of Categorical Exclusions (CXs), which can exempt projects from having to complete an Environmental Assessment or Environmental Impact Statement. This study focuses primarily on the CX process and its applicability to geothermal exploration. In this paper, we Provide generalized background information on CXs, including previous NEPA reports addressing CXs, the process for developing CXs, and the role of extraordinary circumstances; Examine the history of the Bureau of Land Management's (BLM) geothermal CXs;Compare current CXs for oil, gas, and geothermal energy; Describe bills proposing new statutory CXs; Examine the possibility of standardizing geothermal CXs across federal agencies; and Present analysis from the Geothermal NEPA Database and other sources on the potential for new geothermal exploration CXs. As part of this study, we reviewed Environmental Assessments (EAs) conducted in response to 20 geothermal exploration drilling permit applications (Geothermal Drilling Permits or Notices of Intents) since the year 2001, the majority of which are from the last 5 years. All 20 EAs reviewed for this study resulted in a Finding of No Significant Impact (FONSI). While many of these FONSI's involved proponent proposed or federal agency required mitigation, this still suggests it may be appropriate to create or expand an exploration drilling CX for geothermal, which would have a significant impact on reducing geothermal exploration timelines and up-front costs.     Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). GPW is a U.S. Department of Energy-sponsored activity to dramatically increase the use of geothermal energy in the western United States by promoting environmentally compatible heat and power, along with industrial growth and economic development.     This issue of the Geothermal Progress Monitor (GPM) is the 11th since the inception of the publication in 1980. It continues to synthesize information on all aspects of geothermal development in this country and abroad to permit identification and quantification of trends in the use of this energy technology. In addition, the GPM is a mechanism for transferring current information on geothermal technology development to the private sector, and, over time, provides a historical record for those interested in the development pathway of the resource. In sum, the Department of Energy makes the GPM available to the many diverse interests that make up the geothermal community for the multiple uses it may serve. This issue of the GPM points up very clearly how closely knit many of those diverse interests have become. It might well be called an international issue'' since many of its pages are devoted to news of geothermal development abroad, to the efforts of the US industry to participate in overseas development, to the support given those efforts by federal and state agencies, and to the formation of the International Geothermal Association (IGA). All of these events indicate that the geothermal community has become truly international in character, an occurrence that can only enhance the future of geothermal energy as a major source of energy supply worldwide. 15 figs.

    The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).

    An abstract of the draft environmental impact statement (EIS) describes a rejected mining plan of the Gulf Oil Corp. to remove subsurface coal in Wyoming, with tunneling under the Little Snake River into Colorado. Rejection by the Federal Energy Regulatory Commission will permit competitive leasing on neighboring tracts, which would have become undervalued if the proposed plan were to proceed. This would have had negative economic and social impacts on the surrounding area. A negative impact from the rejection is the loss of employment and the unmined coal associated with the project. The Federal Coal Leasing Amendments Act of 1975 and the Mineral Leasing Act of 1920 provide legal mandates for the EIS.

    Plaintiff Rocky Mountain Oil and Gas Association, a non-profit trade association, brought suit against the Secretary of the Interior, challenging land management policies of the Department of the Interior which plaintiff contended have effectively prohibited oil and gas exploration in areas proposed as wilderness under the Federal Land Policy Management Act of 1976 (FLPMA). The principal issue at trial was Interior's interpretation of the wilderness study provisions contained in Section 603 of the Act, which directed that activities on oil and gas leases in proposed wilderness areas be managed so as to prevent impairment of wilderness values. The United States Court for the District of Wyoming, Kerr, J., held that strict application of the non-impairment standard of Section 603, FLPMA, by the Department of the Interior virtually halted oil and gas exploration in proposed wilderness areas, and is therefore statutorily erroneous, clearly contrary to Congressional intent, and counter-productive to public interest. The Trial Court's decision is being appealed to the Tenth Circuit Court of Appeals under the title Rocky Mountain Oil and Gas Association v. Watt. 91 references.

    Mexico and the US are nations with abundant sources of geothermal energy, and both countries have progressed rapidly in developing their more accessible resources. For example, Mexico has developed over 600 MWe at Cerro Prieto, while US developers have brought in over 2000 MWe at the Geysers. These successes, however, are only a prologue to an exciting future. All forms of energy face technical and economic barriers that must be overcome if the resources are to play a significant role in satisfying national energy needs. Geothermal energy--except for the very highest grade resources--face a number of barriers, which must be surmounted through research and development. Sharing a common interest in solving the problems that impede the rapid utilization of geothermal energy, Mexico and the US agreed to exchange information and participate in joint research. An excellent example of this close and continuing collaboration is the geothermal research program conducted under the auspices of the 3-year agreement signed on April 7, 1986 by the US DOE and the Mexican Comision Federal de Electricidad (CFE). The major objectives of this bilateral agreement are: (1) to achieve a thorough understanding of the nature of geothermal reservoirs in sedimentary and fractured igneous rocks; (2) to investigate how the geothermal resources of both nations can best be explored and utilized; and (3) to exchange information on geothermal topics of mutual interest.

    The proposed action will consist of drilling one geopressured-geothermal resource fluid well for intermittent production testing over the first year of the test. During the next two years, long-term testing of 40,000 BPD will be flowed. A number of scenarios may be implemented, but it is felt that the total fluid production will approximate 50 million barrels. The test well will be drilled with a 22 cm (8.75 in.) borehole to a total depth of approximately 5185 m (17,000 ft). Up to four disposal wells will provide disposal of the fluid from the designated 40,000 BPD test rate. The following are included in this assessment: the existing environment; probable environmental impacts-direct and indirect; probable cumulative and long-term environmental impacts; accidents; coordination with federal, state, regional, and local agencies; and alternative actions.     For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

    The US Department of Energy's Office (DOE) of Geothermal Technologies conducted its annual Program Review XVII in Berkeley, California, on May 18--20, 1999. The theme this year was "Building on 25 Years of Geothermal Partnership with Industry". In 1974, Congress enacted Public Law 93-410 which sanctioned the Geothermal Energy Coordination and Management Project, the Federal Government's initial partnering with the US geothermal industry. The annual program review provides a forum to foster this federal partnership with the US geothermal industry through the presentation of DOE-funded research papers from leaders in the field, speakers who are prominent in the industry, topical panel discussions and workshops, planning sessions, and the opportunity to exchange ideas. Speakers and researchers from both industry and DOE presented an annual update on research in progress, discussed changes in the environment and deregulated energy market, and exchanged ideas to refine the DOE Strategic Plan for research and development of geothermal resources in the new century. A panel discussion on Climate Change and environmental issues and regulations provided insight into the opportunities and challenges that geothermal project developers encounter. This year, a pilot peer review process was integrated with the program review. A team of geothermal industry experts were asked to evaluate the research in progress that was presented. The evaluation was based on the Government Performance and Results Act (GPRA) criteria and the goals and objectives of the Geothermal Program as set forth in the Strategic Plan. Despite the short timeframe and cursory guidance provided to both the principle investigators and the peer reviewers, the pilot process was successful. Based on post review comments by both presenters and reviewers, the process will be refined for next year's program review.

    This document describes the Boise geothermal district heating project from preliminary feasibility studies completed in 1979 to a fully operational system by 1983. The report includes information about the two local governments that participated in the project - the City of Boise, Idaho and the Boise Warm Springs Water District. It also discusses the federal funding sources; the financial studies; the feasibility studies conducted; the general system planning and design; design of detailed system components; the legal issues involved in production; geological analysis of the resource area; distribution and disposal; the program to market system services; and the methods of retrofitting buildings to use geothermal hot water for space heating. Technically this report describes the Boise City district heating system based on 170/sup 0/F water, a 4000 gpm production system, a 41,000 foot pipeline system, and system economies. Comparable data are also provided for the Boise Warm Springs Water District. 62 figs., 31 tabs.

    It is explained how the growing use of natural heat from underground services for energy across the West is the direct result of high oil and gas prices, government grants for so-called demonstration projects, and favorable legislation that gives geothermal wells the same federal tax advantages as oil wells. It is revealed that geothermal energy use has increased 50% in the last 5 yrs, and has almost tripled since the Arab oil embargo of 1973-74. But federal spending for geothermal projects is ending with Reagan Administration budget cuts and a belief that federally funded projects have proved a range of uses for this alternative energy resource. Claims to geothermal resources (almost all in the West) have been challenged by Western water rights laws. It is suggested that with the Government moving out of the picture, industry and commercial markets should move in.

    Maps Geothermal Maps The Geothermal Technologies Office (GTO) carries out R&D and demonstration efforts to deploy 12 GWe of clean geothermal energy by 2020 and expand geothermal into new U.S. regions.
