In response to questions raised at the meeting of the Finance Committee in December 2002, the Management agreed to present a short information document . At its meeting in May 2003, TREF discussed the content of this information document and took note of supplementary information provided in a presentation by CERN's Equal Opportunities Officer, accompanied by the Chairman of the Equal Opportunities Advisory Panel. The Forum concluded that this supplementary information should be included in a revised version of the document, as indicated in section 3 and Annex 1 below. Finally, the Forum took note of a main issue raised by the Panel, namely the need for crèche facilities available to CERN staff. This led to a study commissioned by the Management, recommending the setting up of crèche facilities on the CERN site (Annex 2). However, given the current financial constraints, funding could only be found by setting priorities in the next 5-Yearly Review.

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

Chiller Controls-related Energy Saving Opportunities in FederalFacilities

Chillers are a significant component of large facility energy use. The focus of much of the development of chilled water systems in recent years has been on optimization of set point and staging controls, improvements in chiller design to increase efficiency and accommodate chlorofluorocarbon (CFC) refrigerant replacements. Other improvements have been made by upgrading controls to the latest digital technologies, improving access and monitoring via communications and sophisticated liquid crystal displays (LCD), more robust fault diagnostics and operating and maintenance information logging. Advances have also been made in how chiller plant systems are designed and operated, and in the diversity of chiller products that are available to support innovative approaches. As in many industries, these improvements have been facilitated by advances in, and lower costs for, enabling technologies, such as refrigerants, compressor design, electronics for controls and variable frequency drives (VFD). Along with the improvements in electronics one would expect that advances have also been made in the functionality of unit controls included with chillers. Originally, the primary purpose of this project was to investigate the state of practice of chiller unit controllers in terms of their energy saving capabilities. However, early in the study it was discovered that advances in this area did not include incorporation of significantly different capabilities than had existed 10-15 years ago. Thus the scope has been modified to provide an overview of some of the basic controls-related energy saving strategies that are currently available along with guideline estimates of their potential and applicability. We have minimized consideration of strategies that could be primarily implemented via design practices such as chiller selection and plant design, and those that can only be implemented by a building management system (BMS). Also, since most of the floor space of federal buildings occurs in large buildings, we have focused on water-cooled screw and centrifugal chillers of 100 ton capacity and greater. However, the role of reciprocating and gas chillers (absorption and engine driven) is discussed briefly. Understanding the demographics of chiller deployment in the federal sector, state of practice of energy savings strategies and control features availability will help federal energy managers and program implementers to make informed decisions in support of energy saving performance contracting (ESPC) and other programs.

With the realignment and closure of Federal facilities, especially Department of Defense installations, Federal agencies have been presented with a unique opportunity: the chance to create and dispose of air emission reduction credits (ERCs). This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.

This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

Money crunch looms for Federal cleanup effort

In an unprecedented acknowledgement that federal facility cleanup activities face a money crunch, a federal-state advisory panel is preparing a new strategy to avert enforcement showdowns when funding cuts prevent federal agencies from meeting legally required cleanup schedules set by states. In a draft report the panel said states must recognize that some cleanup [open quotes]milestones[close quotes] will have to be delayed due to budget pressures - a concession that will be politically difficult in some states. At the same time, the panel said federal agencies must be more forthcoming in working with states and local groups to determine how increasingly scarce resources will be distributed. As a general rule, the report recommended that federal agencies and state environmental officials agree on a [open quotes]fair share[close quotes] allocation method under which the pain of a budget cutback would be spread equally among all cleanup sites within an affected federal agency. That fair share approach would be altered only if the federal agency reached agreement with states that a funding cutback could be absorbed at selected sites without affecting any cleanup milestone.

The methodology and results of a test effort to determine whether there exist unexpected opportunities for the direct transfer of technologies from federal laboratories to industry are presented. Specifically, the latest results of six federal laboratories with potential application in the pulp and paper industry, particularly those results applicable to improving energy productivity, were evaluated, cataloged, and distributed to industry representatives to gauge their reaction. Remote-site power generation opportunities for Alaska

The Energy and Environmental Research Center (EERC) has been working with the Federal Energy Technology Center in Morgantown, West Virginia, to assess options for small, low-cost, environmental acceptable power generation for application in remote areas of Alaska. The goal of this activity was to reduce the use of fuel in Alaskan villages by developing small, low-cost power generation applications. Because of the abundance of high-quality coal throughout Alaska, emphasis was placed on clean coal applications, but other energy sources, including geothermal, wind, hydro, and coalbed methane, were also considered. The use of indigenous energy sources would provide cheaper cleaner power, reduce the need for PCE (Power Cost Equalization program) subsidies, increase self-sufficiency, and retain hard currency in the state while at the same time creating jobs in the region. The introduction of economical, small power generation systems into Alaska by US equipment suppliers and technology developers aided by the EERC would create the opportunities for these companies to learn how to engineer, package, transport, finance, and operate small systems in remote locations. All of this experience would put the US developers and equipment supply companies in an excellent position to export similar types of small power systems to rural areas or developing countries. Thus activities in this task that relate to determining the generic suitability of these technologies for other countries can increase US competitiveness and help US companies sell these technologies in foreign countries, increasing the number of US jobs. The bulk of this report is contained in the two appendices: Small alternative power workshop, topical report and Global market assessment of coalbed methane, fluidized-bed combustion, and coal-fired diesel technologies in remote applications.

Abstract—We analyze a turbo equalization system that combines Maximum a Posteriori Probability (MAP) equalization with irregular turbo codes. Our goal is to approach the information capacity limit for severe Inter-Symbol Interference (ISI) channels. To this end, we optimize the degree profile of irregular turbo codes by maximizing the minimum distance between the mutual information transfer functions for the MAP equalizer and decoder. We show that turbo equalizers employing such optimized irregular turbo codes can approach the information capacity limit of some severe ISI channels within 0.75 dB. I.

While the numerical methods which utilizes partitions of equal-size, including the box-counting method, remain the most popular choice for computing the generalized dimension of multifractal sets, two mass- oriented methods are investigated by applying them to the one-dimensional generalized Cantor set. We show that both mass-oriented methods generate relatively good results for generalized dimensions for important cases where the box-counting method is known to fail. Both the strengths and limitations of the methods are also discussed.

The Error-Pattern-Correcting Turbo Equalizer

The error-pattern correcting code (EPCC) is incorporated in the design of a turbo equalizer (TE) with aim to correct dominant error events of the inter-symbol interference (ISI) channel at the output of its matching Viterbi detector. By targeting the low Hamming-weight interleaved errors of the outer convolutional code, which are responsible for low Euclidean-weight errors in the Viterbi trellis, the turbo equalizer with an error-pattern correcting code (TE-EPCC) exhibits a much lower bit-error rate (BER) floor compared to the conventional non-precoded TE, especially for high rate applications. A maximum-likelihood upper bound is developed on the BER floor of the TE-EPCC for a generalized two-tap ISI channel, in order to study TE-EPCC's signal-to-noise ratio (SNR) gain for various channel conditions and design parameters. In addition, the SNR gain of the TE-EPCC relative to an existing precoded TE is compared to demonstrate the present TE's superiority for short interleaver lengths and high coding rates.

The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

Low Complexity Turbo-Equalization: A Clustering Approach

We introduce a low complexity approach to iterative equalization and decoding, or "turbo equalization", that uses clustered models to better match the nonlinear relationship that exists between likelihood information from a channel decoder and the symbol estimates that arise in soft-input channel equalization. The introduced clustered turbo equalizer uses piecewise linear models to capture the nonlinear dependency of the linear minimum mean square error (MMSE) symbol estimate on the symbol likelihoods produced by the channel decoder and maintains a computational complexity that is only linear in the channel memory. By partitioning the space of likelihood information from the decoder, based on either hard or soft clustering, and using locally-linear adaptive equalizers within each clustered region, the performance gap between the linear MMSE equalizer and low-complexity, LMS-based linear turbo equalizers can be dramatically narrowed.

Hydrogen Economy: Opportunities and Challenges *

A hydrogen economy, the long-term goal of many nations, can potentially provide energy security, along with environmental and economic benefits. However, the transition from a conventional petroleum-based energy system to a hydrogen economy involves many uncertainties, such as the development of efficient fuel cell technologies, problems in hydrogen production and distribution infrastructure, and the response of petroleum markets. This study uses the U.S. MARKAL model to simulate the impacts of hydrogen technologies on the U.S. energy system and identify potential impediments to a successful transition. Preliminary findings identify potential market barriers facing the hydrogen economy, as well as opportunities in new R&D and product markets for bioproducts. Quantitative analysis also offers insights on policy options for promoting hydrogen technologies. The objective of this paper is to study the transition from a petroleum-based energy system to a hydrogen economy, and ascertain the consequent opportunities and

Welcome to the US Department of Energy`s Forecast of Contracting and Subcontracting Opportunities. This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority. The Department`s responsibilities include long-term, high-risk research and development of energy technology, the marketing of Federal power, and maintenance of a central energy data collection and analysis program. A key mission for the Department is to identify and reduce risks, as well as manage waste at more than 100 sites in 34 states and territories, where nuclear energy or weapons research and production resulted in radioactive, hazardous, and mixed waste contamination. Each fiscal year, the Department establishes contracting goals to increase contracts to small business concerns and meet our mission objectives.

Precoded Turbo Equalizer for Power Line Communication Systems

Power line communication continues to draw increasing interest by promising a wide range of applications including cost-free last-mile communication solution. However, signal transmitted through the power lines deteriorates badly due to the presence of severe inter-symbol interference (ISI) and harsh random pulse noise. This work proposes a new precoded turbo equalization scheme specifically designed for the PLC channels. By introducing useful precoding to reshape ISI, optimizing maximum {\\it a posteriori} (MAP) detection to address the non-Gaussian pulse noise, and performing soft iterative decision refinement, the new equalizer demonstrates a gain significantly better than the existing turbo equalizers.

Compelling Research Opportunities using Isotopes

Isotopes are vital to the science and technology base of the US economy. Isotopes, both stable and radioactive, are essential tools in the growing science, technology, engineering, and health enterprises of the 21st century. The scientific discoveries and associated advances made as a result of the availability of isotopes today span widely from medicine to biology, physics, chemistry, and a broad range of applications in environmental and material sciences. Isotope issues have become crucial aspects of homeland security. Isotopes are utilized in new resource development, in energy from bio-fuels, petrochemical and nuclear fuels, in drug discovery, health care therapies and diagnostics, in nutrition, in agriculture, and in many other areas. The development and production of isotope products unavailable or difficult to get commercially have been most recently the responsibility of the Department of Energy's Nuclear Energy program. The President's FY09 Budget request proposed the transfer of the Isotope Production program to the Department of Energy's Office of Science in Nuclear Physics and to rename it the National Isotope Production and Application program (NIPA). The transfer has now taken place with the signing of the 2009 appropriations bill. In preparation for this, the Nuclear Science Advisory Committee (NSAC) was requested to establish a standing subcommittee, the NSAC Isotope Subcommittee (NSACI), to advise the DOE Office of Nuclear Physics. The request came in the form of two charges: one, on setting research priorities in the short term for the most compelling opportunities from the vast array of disciplines that develop and use isotopes and two, on making a long term strategic plan for the NIPA program. This is the final report to address charge 1. NSACI membership is comprised of experts from the diverse research communities, industry, production, and homeland security. NSACI discussed research opportunities divided into three areas: (1) medicine, pharmaceuticals, and biology, (2) physical sciences and engineering, and (3) national security and other applications. In each area, compelling research opportunities were considered and the subcommittee as a whole determined the final priorities for research opportunities as the foundations for the recommendations. While it was challenging to prioritize across disciplines, our order of recommendations reflect the compelling research prioritization along with consideration of time urgency for action as well as various geopolitical market issues. Common observations to all areas of research include the needs for domestic availability of crucial stable and radioactive isotopes and the education of the skilled workforce that will develop new advances using isotopes in the future. The six recommendations of NSACI reflect these concerns and the compelling research opportunities for potential new discoveries. The science case for each of the recommendations is elaborated in the respective chapters.

Basin-Scale Opportunity Assessment Initiative Background Literature Review

As called for in the March 24, 2010, Memorandum of Understanding (MOU) for Hydropower, the U.S. Department of Energy (DOE), the U.S. Department of the Interior (DOI), the U.S. Army Corps of Engineers (USACE), environmental stakeholders, and the hydropower industry are collaborating to identify opportunities to simultaneously increase electricity generation and improve environmental services in river basins of the United States. New analytical tools provide an improved ability to understand, model, and visualize environmental and hydropower systems. Efficiencies and opportunities that might not be apparent in site-by-site analyses can be revealed through assessments at the river-basin scale. Information from basin-scale assessments could lead to better coordination of existing hydropower projects, or to inform siting decisions (e.g., balancing the removal of some dams with the construction of others), in order to meet renewable energy production and environmental goals. Basin-scale opportunity assessments would inform energy and environmental planning and address the cumulative effects of hydropower development and operations on river basin environmental quality in a way that quantifies energy-environment tradeoffs. Opportunity assessments would create information products, develop scenarios, and identify specific actions that agencies, developers, and stakeholders can take to locate new sustainable hydropower projects, increase the efficiency and environmental performance of existing projects, and restore and protect environmental quality in our nation's river basins. Government agencies and non-governmental organizations (NGO) have done significant work to understand and assess opportunities for both hydropower and environmental protection at the basin scale. Some initiatives have been successful, others less so, and there is a need to better understand the legacy of work on which this current project can build. This background literature review is intended to promote that understanding. The literature review begins with a discussion in Section 2.0 of the Federal regulatory processes and mission areas pertaining to hydropower siting and licensing at the basin scale. This discussion of regulatory processes and mission areas sets the context for the next topic in Section 3.0, past and ongoing basin-scale hydropower planning and assessment activities. The final sections of the literature review provide some conclusions about past and ongoing basin-scale activities and their relevance to the current basin-scale opportunity assessment (Section 4.0), and a bibliography of existing planning and assessment documents (Section 5.0).

Federal laboratories for the 21st century

Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

Near-Capacity Turbo Equalization Using Optimized Turbo Codes

Abstract—In this paper we analyze a turbo equalization scheme that combines Maximum a Posteriori Probability (MAP) equalization and turbo decoding. Our aim is to optimize the turbo equalizer in order to approach the information capacity limit for channels with severe Inter-Symbol Interference (ISI). For this purpose, we perform an extensive search for turbo codes that give an SNR-BER performance closest to the channel information capacity limit. Our results show that the optimized turbo equalizer can approach the information capacity limit to within 0.7 dB. We also optimize the turbo equalizer in terms of the minimum number of required turbo decoding iterations. Our results show that a turbo decoder within a turbo equalization loop requires only a small number of iterations. Finally, our analysis reveals that when there are turbo codes with similar extrinsic information transfer characteristics, the computational complexity can be reduced by choosing the code with the smallest constraint length with no loss in SNR-BER performance. Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

Multiphysics simulations: challenges and opportunities.

This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

Federal Energy Decision Screening (FEDS) process at Fort Drum, New York

The federal energy manager has been directed by the Comprehensive Energy Policy Act of 1992 (EPAct) to reduce energy consumption by 20% from 1985 levels, by the year 2000. However, the tools and funding to capture this resource in a cost-effective manner have not been provided. In an effort to assist federal agencies in meeting EPAct requirements, the Pacific Northwest Laboratory (PNL) has been tasked by the US Army Forces Command (FORSCOM) to identify, evaluate, and acquire all cost-effective energy projects at selected federal facilities. PNL has developed and applied the Federal Energy Decision Screening (FEDS) methodology at the Fort Drum FORSCOM facility near Watertown, New York. The FEDS methodology is a systematic approach to evaluating energy opportunities that result in a roadmap to significantly reduce energy use in a planned, rational, cost justified fashion over a 5 to 10 year period. At Fort Drum, the net present value (NPV) of the installed cost of all cost-effective energy resource opportunities (EROS) is over $16 million (1992 $). The NPV of the savings associated with this investment is nearly $47 million (1992 $), for an overall NPV of approximately $31 million. By implementing all the cost-effective EROS, Fort Drum will reduce annual energy use by over 230,000 MBtu, or 15%. Annual energy expenditures will decrease by over $2.4 million, or a 20% reduction.

Equalizer system and method for series connected energy storing devices

An apparatus and method for regulating the charge voltage of a number of electrochemical cells connected in series is disclosed. Equalization circuitry is provided to control the amount of charge current supplied to individual electrochemical cells included within the series string of electrochemical cells without interrupting the flow of charge current through the series string. The equalization circuitry balances the potential of each of the electrochemical cells to within a pre-determined voltage setpoint tolerance during charging, and, if necessary, prior to initiating charging. Equalization of cell potentials may be effected toward the end of a charge cycle or throughout the charge cycle. Overcharge protection is also provided for each of the electrochemical cells coupled to the series connection. During a discharge mode of operation in accordance with one embodiment, the equalization circuitry is substantially non-conductive with respect to the flow of discharge current from the series string of electrochemical cells. In accordance with another embodiment, equalization of the series string of cells is effected during a discharge cycle.

This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

Physics Opportunities with Meson Beams

Over the past two decades, meson photo- and electro-production data of unprecedented quality and quantity have been measured at electromagnetic facilities worldwide. By contrast, the meson-beam data for the same hadronic final states are mostly outdated and largely of poor quality, or even nonexistent, and thus provide inadequate input to help interpret, analyze, and exploit the full potential of the new electromagnetic data. To reap the full benefit of the high-precision electromagnetic data, new high-statistics data from measurements with meson beams, with good angle and energy coverage for a wide range of reactions, are critically needed to advance our knowledge in baryon and meson spectroscopy and other related areas of hadron physics. To address this situation, a state of-the-art meson-beam facility needs to be constructed. The present paper summarizes unresolved issues in hadron physics and outlines the vast opportunities and advances that only become possible with such a facility.

In 2005, the Environmental Protection Agency (EPA) finalized two regulations, the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule CAMR, that would reduce emissions from coal-fired power plants in the United States. Both CAIR and CAMR are included in the Annual Energy Outlook 2006 reference case. The EPA has received 11 petitions for reconsideration of CAIR and has provided an opportunity for public comment on reconsidering certain aspects of CAIR. Public comments were accepted until January 13, 2006. The EPA has also received 14 petitions for reconsideration of CAMR and is willing to reconsider certain aspects of the rule. Public comments were accepted for 45 days after publication of the reconsideration notice in the Federal Register. Several states and organizations have filed lawsuits against CAMR. The ultimate decision of the courts will have a significant impact on the implementation of CAMR.

Refueling Behavior of Flexible Fuel Vehicle Drivers in the Federal Fleet

Federal fleets are a frequent subject of legislative and executive efforts to lead a national transition to alternative fuels and advanced vehicle technologies. Section 701 of the Energy Policy Act of 2005 requires that all dual-fueled alternative fuel vehicles in the federal fleet be operated on alternative fuel 100% of the time when they have access to it. However, in Fiscal Year (FY) 2012, drivers of federal flex fuel vehicles (FFV) leased through the General Services Administration refueled with E85 24% of the time when it was available--falling well short of the mandate. The U.S. Department of Energy's National Renewable Energy Laboratory completed a 2-year Laboratory Directed Research and Development project to identify the factors that influence the refueling behavior of federal FFV drivers. The project began with two primary hypotheses. First, information scarcity increases the tendency to miss opportunities to purchase E85. Second, even with perfect information, there are limits to how far drivers will go out of their way to purchase E85. This paper discusses the results of the project, which included a June 2012 survey of federal fleet drivers and an empirical analysis of actual refueling behavior from FY 2009 to 2012. This research will aid in the design and implementation of intervention programs aimed at increasing alternative fuel use and reducing petroleum consumption.

This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. DOE orders mandate the development of a waste minimization program. The program`s goals are to: reduce volumes of wastes and toxicity; implement a system of tracking and reporting improvements; and devise a method for performing tasks. To satisfy the requirements of this program, Sandia conducts pollution prevention opportunity assessments (PPOAs) to identify waste-generating processes. The information collected from a PPOA then is used to identify waste minimization opportunities. This pollution prevention opportunity assessment was conducted using Sandia`s new methodology for prioritizing, evaluating and managing site-wide waste streams. This new methodology and the list of priority waste streams are described in the wastes revision of the Pollution Prevention Opportunity Assessment Plant. This PPOA addresses landscape waste minimization, partially in response to recent legislation and regulations.

Abstract: The purpose of this study was to evaluate the potential for using biorenewable feedstocks in oil refineries. Economic analyses were conducted, with support from process modeling and proof of principle experiments, to assess a variety of potential processes and configurations. The study considered two primary alternatives: the production of biodiesel and green diesel from vegetable oils and greases and opportunities for utilization of pyrolysis oil. The study identified a number of promising opportunities for biorenewables in existing or new refining operations.

The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

What is the Federal Demonstration Project

The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.
