Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    The Ministry of Atomic Energy of the Russian Federation (Minatom) is one of Russia's largest and most influential federal bodies. Throughout 1999 its head, Yevgeny Adamov, has worked to increase the Ministry's commercial competitiveness by consolidating redundant facilities and tightening control over subsidiary organizations. Economic difficulties and budget constraints, however, have hindered Minatom's ability to achieve many of its programs and goals. As a result, the Ministry has continued, renewed or initiated contracts with several countries possessing questionable commitments to nonproliferation and has sought to expand its role in international nuclear waste management and spent fuel reprocessing in order to raise new sources of revenue. While many of these programs are not likely to come to fruition, others raise significant nonproliferation and environmental concerns. This paper reviews select programs driving Minatom's efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the United States over the next three to five years.

    The Department of Energy's (DOE) Ocean Energy Technology (OET) Program is looking for cost-effective ways to harness ocean energy to help power tomorrow's world. Federally sponsored researchers are studying methods to transform the solar heat stored in the ocean's surface waters into electricity as well as new ways to convert wave energy into mechanical energy or electricity. This report provides a summary of research completed during FY 1986. Four major research areas are addressed in the work covered by this report: Thermodynamic Research and Analysis addresses the process and system analyses which provide the underlying understanding of physical effects which constitute the energy conversion processes, Experimental Verification and Testing provides confirmation of the analytical projections and empirical relationships, Materials and Structural Research addresses special materials compatibility issues related to operation in the sea. Much of its focus is on concepts for the system CWP which is a major technology cost driver, and Oceanographic, Environmental, and Geotechnical Research addresss those unique design requirements imposed by construction in steep slope coastal areas.

    This paper reviews select programs driving the Ministry of Atomic Energy of the Russian Federation's (Minatom) efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the US over the next three to five years. The paper's findings are: (1) Despite numerous cabinet displacements throughout the Yeltsin administration, Yevgeny Adamov was reappointed Minister on four occasions. With Boris Yeltsin's January 1, 2000 resignation, Adamov's long-term position as the head of the Ministry is more tenuous, but he will likely retain his position until at least the March 2000 elections. Acting President Vladimir Putin is unlikely to reorganize his cabinet prior to that date and there are no signs that Putin is dissatisfied with Adamov's leadership of Minatom. (2) Adamov's chief priorities are downsizing Minatom's defense sector, increasing the oversight of subsidiary bodies by the central bureaucracy and consolidating commercial elements of the Ministry within an umbrella organization called Atomprom. (3) Viktor Mikhaylov, Adamov's predecessor and critic of his reform efforts, has been relieved of his duties as First Deputy Minister. While he retains his positions as Chief of the Science Councils and Chief Scientist at Arzamas-16, his influence on Minatom's direction is greatly diminished. Adamov will likely continue his efforts to further marginalize Mikhaylov in the coming year. (4) Securing extra-budgetary sources of income continues to be the major factor guiding Minatom's international business dealings. The Ministry will continue to aggressively promote the sale of nuclear technology abroad, often to countries with questionable nonproliferation commitments. (5) Given the financial difficulties in Russia and Minatom's client states, however, few nuclear development programs will come to fruition for a number of years, if ever. Nevertheless, certain peaceful nuclear cooperation agreements should be carefully monitored--particularly those negotiated with Cuba, Iran, Libya and Syria. (6) Waste management has also risen in importance for Minatom. Opportunities for raising funds by reprocessing, storing and permanently disposing of spent fuel from foreign states are being explored. Although currently prohibited by federal law, the Russian Parliament will likely pass legislation in support of this program.

    Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state.     As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energys (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

In April 2011, Governor Jerry Brown approved the nations most ambitious renewable portfolio standard (RPS), which requires 33% of the states electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems.     On December 19, 2007, the Energy Independence and Security Act of 2007 (EISA) was signed into law as Public Law 110-140. Section 246(a) of EISA directs Federal agencies to install at least one renewable fuel pump at each Federal fleet fueling center under their jurisdiction by January 1, 2010. Section 246(b) requires the President to submit an annual report to Congress on Federal agency progress in meeting this renewable fuel pump installation mandate. In October 1977, it became part of the Department of Energy. A brief history of the period from 1974 to 1977 specifically concerning these agencies is presented.     The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy.     This document is a close-out report describing the work done under this DOE grant to improve Federal Energy Productivity. Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force. In this time, the Alliance held several successful workshops on the uses of metering in Federal facilities and other meetings. We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

    The Department of Energy (DOE) and its predecessors have conducted research and development (R&D) in geothermal energy since 1971. To develop the technology needed to harness the Nation's vast geothermal resources, DOE's Office of Geothermal Technologies oversees a network of national laboratories, industrial contractors, universities, and their subcontractors. The following mission and goal statements guide the overall activities of the Office. The goals are: (1) Reduce the levelized cost of generating geothermal power to 3-5 cents per kWh by 2007; (2) Double the number of States with geothermal electric power facilities to eight by 2006; and (3) Supply the electrical power or heat energy needs of 7 million homes and businesses in the United States by 2010.     The Geothermal Technology Division (GTD) of the US Department of Energy (DOE) is charged with the lead federal role in the research and development (R D) of technologies that will assist industry in economically exploiting the nation's vast geothermal resources. The GTD R D Program represents a comprehensive, balanced approach to establishing all forms of geothermal energy as significant contributors to the nation's energy supply. It is structured both to maintain momentum in the growth of the existing hydrothermal industry and to develop long-term options offering the greatest promise for practical applications. This volume, Volume 2, contains a detailed compilation of each GTD-funded R D activity performed by national laboratories or under contract to industrial, academic, and nonprofit research institutions.

    This report summarizes the broad range of activities supported by Federal Energy Management Program (FEMP) and other federal agencies focused on meeting the President`s Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the FERM Coordinating Committee, and as such include activities undertaken from October 1, 1991, through March 31, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for the federal energy manager to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems modernization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities.

    Rolls-Royce Corporation has completed a cooperative agreement under Department of Energy (DOE) contract DE-FC21-96MC33066 in support of the Advanced Turbine Systems (ATS) program to stimulate industrial power generation markets. This DOE contract was performed during the period of October 1995 to December 2002. This final technical report, which is a program deliverable, describes all associated results obtained during Phases 3A and 3B of the contract. Rolls-Royce Corporation (formerly Allison Engine Company) initially focused on the design and development of a 10-megawatt (MW) high-efficiency industrial gas turbine engine/package concept (termed the 701-K) to meet the specific goals of the ATS program, which included single digit NOx emissions, increased plant efficiency, fuel flexibility, and reduced cost of power (i.e., $/kW). While a detailed design effort and associated component development were successfully accomplished for the 701-K engine, capable of achieving the stated ATS program goals, in 1999 Rolls-Royce changed its focus to developing advanced component technologies for product insertion that would modernize the current fleet of 501-K and 601-K industrial gas turbines. This effort would also help to establish commercial venues for suppliers and designers and assist in involving future advanced technologies in the field of gas turbine engine development. This strategy change was partly driven by the market requirements that suggested a low demand for a 10-MW aeroderivative industrial gas turbine, a change in corporate strategy for aeroderivative gas turbine engine development initiatives, and a consensus that a better return on investment (ROI) could be achieved under the ATS contract by focusing on product improvements and technology insertion for the existing Rolls-Royce small engine industrial gas turbine fleet.

    This document provides an overview of renewable resource potential at Fort Gordon, based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the American Recovery and Reinvestment Act (ARRA) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment. The site visit to Fort Gordon took place on March 9, 2010.

    Geographic information systems (GIS) technology was applied to analyze federal energy demand across the contiguous US. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters. The analysis shows that there are potential sites in various federal energy clusters that could be evaluated further for placement of an integral pressurized-water reactor (iPWR) to support meeting federal clean energy goals.

    This volume is one of a series produced under contract with the DOE, by Politech Corporation to develop a legislative and regulatory data base to assist the FUSRAP management in addressing the institutional and socioeconomic issues involved in carrying out the Formerly Utilized Sites Remedial Action Program. This Information Handbook series contains information about all relevant government agencies at the Federal and state levels, the pertinent programs they administer, each affected state legislature, and current Federal and state legislative and regulatory initiatives. This volume is a compilation of information about the Federal Government. It contains a summary of the organization and responsibilities of agencies within the executive branch of the Federal government which may be relevant to FUSRAP activities; a brief summary of relevant Federal statutes and regulations; a description of the structure of the US Congress, identification of the officers, relevant committees and committee chairmen; a description of the Federal legislative process; a summary of legislation enacted and considered in the recently-adjourned 96th Congress; a description of the Federal budgetary process; a summary of the Carter Administration's comprehensive radioactive waste management program; and excerpts from the text of relevant federal statutes and regulations.

    Legislation requires each agency of the US federal government to reduce the aggregate energy use index of its buildings by 30% by 2015, with respect to a 2003 baseline. The declining availability of appropriated funding means that energy performance contracting will be key to achieving this goal. Historically however, energy performance contracts have been able to reduce energy use by only about 20% over baseline. Achieving 30% energy reductions using performance contracting will require new approaches and a specific focus on achieving higher energy savings, both by ESCOs and by agencies. This paper describes some of the ways federal agencies are meeting this challenge, and presents results from the efforts of one agency the US General Services Administration -- to achieve deeper energy savings in conventional energy savings performance contracts.
