    Extraordinary financial market conditions have disrupted the flows of equity and debt investment into U.S. renewable energy (RE) projects since the fourth quarter of 2008. The pace and structure of renewable energy project finance has been reshaped by a combination of forces, including the financial crisis, global economic recession, and major changes in federal legislation affecting renewable energy finance. This report explores the impacts of these key market events on renewable energy project financing and development.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.

    State legislation can significantly encourage the development of waste-to-energy projects. The authors briefly examine two of the principal areas where legislative activity can help or hinder municipalities with the development of WTE projects: antitrust exemptions for flow control ordinances, and assistance in protecting favorable rates in power sales contracts. State legislation dealing with other relevant matters-such as recycling and resource recovery, competitive bidding, municipal financing, and the like-are not covered here. These related, but more general, matters have less direct effect on the economic feasibility of WTE projects.

Historically however, energy performance contracts have been able to reduce energy use by only about 20% over baseline. Achieving 30% energy reductions using performance contracting will require new approaches and a specific focus on achieving higher energy savings, both by ESCOs and by agencies.     The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. The EPRI model could also help to overcome information sharing and antitrust constraints. (DCK)

    The Pacific Northwest Electric Power Planning and Conservation Act became effective when it was signed into law by President Carter on December 5, 1980. This ended a four-year debate over legislation designed to plan and coordinate the region's energy future. This legislative history is an abbreviated version taken from the larger historical file maintained by the BPA Law Library. It is intended to assist BPA personnel and others who are studying the Northwest Power Act and working on its implementation. The documents included were selected for their value in determining what Congress meant in enacting the statute and to provide the researcher with a starting point for further investigation. These documents include: a history of the Act, a chronology of the legislative action leading to passage of the law; a section-by-section analysis of the Act; the Congressional Records of Senate and House debates on the bill and its amendments, and a list of Congressional committee hearings.

    Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force.     The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

    Geographic information systems (GIS) technology was applied to analyze federal energy demand across the contiguous US. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters. The analysis shows that there are potential sites in various federal energy clusters that could be evaluated further for placement of an integral pressurized-water reactor (iPWR) to support meeting federal clean energy goals.

    This two-page overview describes how the use of distributed energy resources at Federal facilities is being supported by the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP). Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. In these fiscally-modest times, pursuing sound energy management programs can present additional challenges for energy and facility managers. The correct path to take is not always the easiest. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1998 Federal Energy and Water Management Award. The 1998 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $222 million and 10.5 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects.     This paper reviews select programs driving the Ministry of Atomic Energy of the Russian Federation's (Minatom) efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the US over the next three to five years. The paper's findings are: (1) Despite numerous cabinet displacements throughout the Yeltsin administration, Yevgeny Adamov was reappointed Minister on four occasions. With Boris Yeltsin's January 1, 2000 resignation, Adamov's long-term position as the head of the Ministry is more tenuous, but he will likely retain his position until at least the March 2000 elections. Acting President Vladimir Putin is unlikely to reorganize his cabinet prior to that date and there are no signs that Putin is dissatisfied with Adamov's leadership of Minatom. (2) Adamov's chief priorities are downsizing Minatom's defense sector, increasing the oversight of subsidiary bodies by the central bureaucracy and consolidating commercial elements of the Ministry within an umbrella organization called Atomprom. (3) Viktor Mikhaylov, Adamov's predecessor and critic of his reform efforts, has been relieved of his duties as First Deputy Minister. While he retains his positions as Chief of the Science Councils and Chief Scientist at Arzamas-16, his influence on Minatom's direction is greatly diminished. Adamov will likely continue his efforts to further marginalize Mikhaylov in the coming year. (4) Securing extra-budgetary sources of income continues to be the major factor guiding Minatom's international business dealings. The Ministry will continue to aggressively promote the sale of nuclear technology abroad, often to countries with questionable nonproliferation commitments. (5) Given the financial difficulties in Russia and Minatom's client states, however, few nuclear development programs will come to fruition for a number of years, if ever. Nevertheless, certain peaceful nuclear cooperation agreements should be carefully
