These activities are reported semiannually under the auspices of the FERM Coordinating Committee, and as such include activities undertaken from October 1, 1991, through March 31, 1992. This directory, the first of its kind, is being published to assist educators, parents, and students across the country in attaining the National Education Goals, particularly Goal No. 4: By the year 2000, US students will be first in the world in science and mathematics achievement. Some of the larger research facilities in this directory, such as those of NASA, EPA and the Departments of Energy, Commerce, and the Interior, provide a wide range of education programs, and some offer students and teachers hands on experience with state-of-the-art research in world class facilities.     This analysis was updated for Annual Energy Outlook 2009 (AEO): Impact of Limitations on Access to Oil and Natural Gas Resources in the Federal Outer Continental Shelf (OCS). The OCS is estimated to contain substantial resources of crude oil and natural gas; however, some areas of the OCS are subject to drilling restrictions. With energy prices rising over the past several years, there has been increased interest in the development of more domestic oil and natural gas supply, including OCS resources. In the past, federal efforts to encourage exploration and development activities in the deep waters of the OCS have been limited primarily to regulations that would reduce royalty payments by lease holders. More recently, the states of Alaska and Virginia have asked the federal government to consider leasing in areas off their coastlines that are off limits as a result of actions by the President or Congress. In response, the Minerals Management Service (MMS) of the U.S. Department of the Interior has included in its proposed 5-year leasing plan for 2007-2012 sales of one lease in the Mid-Atlantic area off the coastline of Virginia and two leases in the North Aleutian Basin area of Alaska. Development in both areas still would require lifting of the current ban on drilling.

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement. Air flow measurements provide very interesting information about the origin of 'radon pockets' with very high radon concentration, and enable study of the location of the radon supply and its transfer among individual areas of the cave. Most of the results show the equilibrium factor around F = 0.2-0.7 and the unattached fraction around 2%-30%. One of the most important question remains: how accurately was the unattached fraction measured? Part of this project was to verify the influence of etched track detector position in the cave.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year (FY) 2015. Throughout the year, 67 total monitoring visits were completed, with several especially sensitive resources visited on more than one occasion. Overall, FY 2015 monitoring included surveillance of the following 49 individual cultural resource localities: three locations with human remains, one of which is also a cave; nine additional caves; twenty prehistoric archaeological sites; five historic archaeological sites; two historic trails; Experimental Breeder Reactor I (EBR-I), a National Historic Landmark; Aircraft Nuclear Propulsion (ANP) objects located at EBR-I; and eight Arco Naval Proving Ground (NPG) property types. Several INL work processes and projects were also monitored to confirm compliance with original INL CRM recommendations and assess the effects of ongoing work. On two occasions, ground disturbing activities within the boundaries of the Power Burst Facility/Critical Infrastructure Test Range Complex (PBF/CITRC) were observed by INL CRM staff prepared to respond to any additional finds of Native American human remains. Finally, the current location housing INL Archives and Special Collections was evaluated once. Most of the cultural resources monitored in FY 2015 exhibited no adverse impacts, resulting in Type 1 impact assessments. However, Type 2 impacts were noted 13 times. In one case, a portion of a historic trail was graded without prior review or coordination with the INL CRM Office, resulting in impacts to the surface of the trail and one archaeological site. Evidence of unauthorized artifact collection/ looting was also documented at three archaeological sites located along INL powerlines. Federal agents concluded a FY 2012 investigation by filing civil charges and levying fine under the Archaeological Resource Protection Act against one INL employee for this kind of illegal removal of artifacts from INL lands. Goodale‘s Cutoff of the Oregon Trail showed evidence of heavy use associated with grazing. A number of previously reported Type 2 impacts were also once again documented at the EBR-I National Historic Landmark, including spalling and deterioration of bricks due to inadequate drainage, minimal maintenance, and rodent infestation. The ANP engines and locomotive on display at the EBR-I Visitors Center also exhibited impacts related to long term exposure. Finally, most of the Arco NPG properties monitored at Central Facilities Area exhibited problems with lack of timely and appropriate maintenance as well as inadequate drainage. No new Type 3 or Type 4 impacts that adversely affected significant cultural resources and threatened National Register eligibility were documented in FY 2015.

    This document presents two estimates of future growth of emerging energy technology in the years 1985, 1990, and 2000 to be used as a basis for conducting Water Resources Council assessments as required by the Nonnuclear Energy Research and Development Act of 1974. The two scenarios are called the high world oil price (HWOP) and low world oil price (LWOP) cases. A national-level summary of the ASA tabulations is shown in Appendix A; the scenarios are presented at the ASA level of detail in Appendix B. The two scenarios were generally derived from assumptions of the Second National Energy Plant (NEP II), including estimates of high and low world oil price cases, growth rate of GNP, and related economic parameters. The overall national energy growth inherent in these assumptions was expressed as a detailed projection of various energy fuel cycles through use of the Fossil-2 model and regionalized through use of the Strategic Environmental Assessment System (SEAS). These scenarios are for the use of regional analysts in examining the availability of water for and the potential impacts of future growth of emerging energy technology in selected river basins of the Nation, as required by Section 13(a).

    The U.S. Department of Energy Strategic Petroleum Reserve stores crude oil in caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. The CaveMan software program has been used since the late 1990s as one tool to analyze pressure mea- surements monitored at each cavern. The purpose of this monitoring is to catch potential cavern integrity issues as soon as possible. The CaveMan software was written in Microsoft Visual Basic, and embedded in a Microsoft Excel workbook; this method of running the CaveMan software is no longer sustainable. As such, a new version called CaveMan Enter- prise has been developed. CaveMan Enterprise version 1.0 does not have any changes to the CaveMan numerical models. CaveMan Enterprise represents, instead, a change from desktop-managed work- books to an enterprise framework, moving data management into coordinated databases and porting the numerical modeling codes into the Python programming language. This document provides a report of the code validation and verification testing.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    It is already known that tomography has a great impact for analyzing and mapping unknown objects based on inversion, travel time as well as waveform inversion. Therefore, tomography has used in wide area, not only in medical but also in petroleum as well as mining. Recently, tomography method is being applied in several mining industries. A case study of tomography imaging has been carried out in DOZ ( Deep Ore Zone ) block caving mine, Tembagapura, Papua. Many researchers are undergoing to investigate the properties of DOZ cave not only outside but also inside which is unknown. Tomography takes a part for determining this objective.The sources are natural from the seismic events that caused by mining induced seismicity and rocks deformation activity, therefore it is called as passive seismic. These microseismic travel time data are processed by Simultaneous Iterative Reconstruction Technique (SIRT). The result of the inversion can be used for DOZ cave monitoring. These information must be used for identifying weak zone inside the cave. In addition, these results of tomography can be used to determine DOZ and cave information to support mine activity in PT.     The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during 2013. Throughout the year, thirty-eight cultural resource localities were revisited including: two locations with Native American human remains, one of which is also a cave; fourteen additional caves; seven prehistoric archaeological sites ; four historic archaeological sites; one historic trail; one nuclear resource (Experimental Breeder Reactor-I, a designated National Historic Landmark); and nine historic structures located at the Central Facilities Area. Of the monitored resources, thirty-three were routinely monitored, and five were monitored to assess project compliance with cultural resource recommendations along with the effects of ongoing project activities. On six occasions, ground disturbing activities within the boundaries of the Power Burst Facility/Critical Infrastructure Test Range Complex (PBF/CITRC) were observed by INL CRM staff prepared to respond to any additional finds of Native American human remains. In addition, two resources were visited more than once as part of the routine monitoring schedule or to monitor for additional damage. Throughout the year, most of the cultural resources monitored had no visual adverse changes resulting in Type 1determinations. However, Type 2 impacts were noted at eight sites, indicating that although impacts were noted or that a project was operating outside of culturally cleared limitations, cultural resources retained integrity and noted impacts did not threaten National Register eligibility. No new Type 3 or any Type 4 impacts that adversely impacted cultural resources and threatened National Register eligibility were observed at cultural resources monitored in 2013.

    Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.

This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Texas Army National Guard (ARNG) property in Austin, Texas. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing, preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining, site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Bee Caves Armory property, the requirements of the Department of Defense Installation Restoration Program. Of concern is the potential for hazardous waste to be present on the property as a result of the former Nike Missile Base operations or in the form of original construction materials. Environmentally sensitive operations associated with the property from that period include (1) underground fuel storage, (2) hazardous materials storage/use, (3) disposal of hazardous waste and (4) release of hazardous waste water.

    In the continuing effort to achieve a higher level of compliance with the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) at Federal facilities, the Federal Facilities Hazardous Waste Compliance Office (FFHWCO) has developed the Federal Facilities Hazardous Waste Compliance Manual. The manual includes an overview of the Federal-facilities hazardous-waste compliance program, relevant statutory authorities, model provisions for Federal facility agreements, enforcement and other applicable guidance, Federal facilities docket and NPL listings, data-management information, selected DOD and DOE program guidance, and organization charts and contacts. This compendium is intended to be used as a reference by Regional RCRA and CERCLA enforcement personnel and Regional Counsels, particularly as an orientation guide for new Federal facilities staff.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    This report describes the cultural resource monitoring activities of the Idaho National Laboratorys (INL) Cultural Resource Management (CRM) Office during fiscal year 2008 (FY 2008). Throughout the year, 45 cultural resource localities were revisited including: two locations of heightened Shoshone-Bannock tribal sensitivity, four caves, one butte, twenty-eight prehistoric archaeological sites, three historic homesteads, two historic stage stations, one historic canal construction camp, three historic trails, and Experimental Breeder Reactor-I, which is a designated National Historic Landmark. Several INL project areas were also monitored in FY 2008 to assess project compliance with cultural resource recommendations, confirm the locations of previously recorded cultural resources in relation to project activities, to assess the damage caused by fire-fighting efforts, and to watch for cultural materials during ground disturbing activities. Although impacts were documented at a few locations, no significant adverse effects that would threaten the National Register eligibility of any resource were observed. Monitoring also demonstrated that INL projects generally remain in compliance with recommendations to protect cultural resources

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. The forecasted future electricity demands--firm loads--are subtracted from the projected capability of existing and ''contracted for'' resources to determine whether BPA and the region will be surplus or deficit. If Federal system resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA may use or market to increase revenues. Conversely, if Federal system firm loads exceed available resources, there is a deficit of energy and/or capacity and BPA would add conservation or contract purchases as needed to meet its firm loads. The load forecast is derived by using econometric models and analysis to predict the loads that will be placed on electric utilities in the region. This study incorporates information on contract obligations and contract resources, combined with the resource capabilities obtained from public utility and investor-owned utility (IOU) customers through their annual data submittals to the PNUCC, from BPA's Firm Resource Exhibit (FRE Exhibit I) submittals, and through analysis of the Federal hydroelectric power system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. The PNCA defines the planning and operation of the regional hydrosystem. The 1999 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix (available electronically only) detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1998 Pacific Northwest Loads and Resources Study. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 2000-01 through 2009-10. The study shows the Federal system's and the region's monthly estimated maximum electricity demand, monthly energy demand, monthly energy generation, and monthly maximum generating capability--capacity--for OY 2000-01, 2004-05, and 2009-10. The Federal system and regional monthly capacity surplus/deficit projections are summarized for 10 operating years. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The load resource balance of both the Federal system and the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This surplus energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These energy deficits will be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs, permanent loss of loads due to economic conditions or closures, additional contract purchases, and/or the addition of new generating resources. This study incorporates information on Pacific Northwest (PNW) regional retail loads, contract obligations, and contract resources. This loads and resources analysis simulates the operation of the power system in the PNW. The simulated hydro operation incorporates plant characteristics, streamflows, and non-power requirements from the current Pacific Northwest Coordination Agreement (PNCA). Additional resource capability estimates were provided by BPA, PNW Federal agency, public agency, cooperative, U.S. Bureau of Reclamation (USBR), and investor-owned utility (IOU) customers furnished through annual PNUCC data submittals for 2005 and/or direct submittals to BPA. The 2006 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information. The technical appendix is available only in electronic form. Individual customer information for marketer contracts is not detailed due to confidentiality agreements. The 2006 White Book analysis updates the 2004 White Book. This analysis shows projections of the Federal system and region's yearly average annual energy consumption and resource availability for the study period, OY 2007-2016. The study also presents projections of Federal system and region expected 1-hour monthly peak demand, monthly energy demand, monthly 1-hour peak generating capability, and monthly energy generation for OY 2007, 2011, and 2016. BPA is investigating a new approach in capacity planning depicting the monthly Federal system 120-hour peak generating capability and 120-hour peak surplus/deficit for OY 2007, 2011, and 2016. This document analyzes the PNW's projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger PNW regional power system loads and resources that include the Federal system as well other PNW entities.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The U. S. Department of Energy Strategic Petroleum Reserve currently has approximately 500 million barrels of crude oil stored in 62 caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. One of the challenges of operating these caverns is ensuring that none of the fluids in the caverns are leaking into the environment. The current approach is to test the mechanical integrity of all the wells entering each cavern approximately once every five years. An alternative approach to detecting cavern leaks is to monitor the cavern pressure, since leaking fluid would act to reduce cavern pressure. Leak detection by pressure monitoring is complicated by other factors that influence cavern pressure, the most important of which are thermal expansion and contraction of the fluids in the cavern as they come into thermal equilibrium with the host salt, and cavern volume reduction due to salt creep. Cavern pressure is also influenced by cavern enlargement resulting from salt dissolution following introduction of raw water or unsaturated brine into the cavern. However, this effect only lasts for a month or two following a fluid injection. In order to implement a cavern pressure monitoring program, a software program called CaveMan has been developed. It includes thermal, creep and salt dissolution models and is able to predict the cavern pressurization rate based on the operational history of the cavern. Many of the numerous thermal and mechanical parameters in the model have been optimized to produce the best match between the historical data and the model predictions. Future measurements of cavern pressure are compared to the model predictions, and significant differences in cavern pressure set program flags that notify cavern operators of a potential problem. Measured cavern pressures that are significantly less than those predicted by the model may indicate the existence of a leak.

    About 6% of the total coa resource was selected for assessment in the Gulf of Mexico Coastal Plain region of the NCRA project underlies federally proclaimed management areas. Of the approximately 11 billion short tons of coal in this category, approximately 37 percent are estimated to be federally owned. Much of the coal in these categories may not be available for mining, and much of it is probably not economically recoverable. The dispersed nature of Federal holdings, the complicated nature of surface and mineral estate ownership, and the existence of various legal and technological restrictions may remove a significant portion of this coal resource from consideration for development. Continuing work by USGS scientists suggests that potentially viable energy resources of coal-bed methane are present within both Federal and non-Federal areas of the Gulf of Mexico Coastal Plain coal-bearing region. 3 refs., 3 figs.

    The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program`s (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future.     The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 2, the Baseline Detail.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to the 1981 regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. Aside from these purposes, the White Book is used for input to BPA`s resource planning process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). 11 figs., 12 tabs.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    Cold war plutonium production led to extensive amounts of radioactive waste stored in tanks at the Department of Energy's (DOE) Hanford site. Bechtel National, Inc. is building the largest nuclear Waste Treatment Plant in the world located at the Department of Energy's Hanford site to immobilize the millions of gallons of radioactive waste. The site comprises five main facilities; Pretreatment, High Level Waste vitrification, Low Active Waste vitrification, an Analytical Lab and the Balance of Facilities. The pretreatment facilities will separate the high and low level waste. The high level waste will then proceed to the HLW facility for vitrification. Vitrification is a process of utilizing a melter to mix molten glass with radioactive waste to form a stable product for storage. The melter cave is designated as the High Level Waste Melter Cave Support Handling System (HSH). There are several key processes that occur in the HSH cell that are necessary for vitrification and include: feed preparation, mixing, pouring, cooling and all maintenance and repair of the process equipment. Due to the cell's high level radiation, remote handling equipment provided by PaR Systems, Inc. is required to install and remove all equipment in the HSH cell. The remote handling crane is composed of a bridge and trolley. The trolley supports a telescoping tube set that rigidly deploys a TR 4350 manipulator arm with seven degrees of freedom. A rotating, extending, and retracting slewing hoist is mounted to the bottom of the trolley and is centered about the telescoping tube set. Both the manipulator and slewer are unique to this cell. The slewer can reach into corners and the manipulator's cross pivoting wrist provides better operational dexterity and camera viewing angles at the end of the arm. Since the crane functions will be operated remotely, the entire cell and crane have been modeled with 3-D software. Model simulations have been used to confirm operational and maintenance functional and timing studies throughout the design process. Since no humans can go in or out of the cell, there are several recovery options that have been designed into the system including jack-down wheels for the bridge and trolley, recovery drums for the manipulator hoist, and a wire rope cable cutter for the slewer jib hoist. If the entire crane fails in cell, the large diameter cable reel that provides power, signal, and control to the crane can be used to retrieve the crane from the cell into the crane maintenance area. In addition, the Handbook contains a permitting keyword index and a listing of hotline telephone numbers for each of the statutes.

    The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory, to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Stewart. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    The US Army Forces Command (FORSCOM) has tasked the Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program's mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company. It will identify and evaluate all electric and fossil fuel cost-effective energy projects; develop a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report documents the assessment of baseline energy use at one of Niagara Mohawk's primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 3, the Resource Assessment. This analysis examines the characteristics of electric, gas, oil, propane, coal, and purchased thermal capacity use for fiscal year (FY) 1990. It records energy-use intensities for the facilities at Fort Drum by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A complete energy consumption reconciliation is presented that includes the accounting of all energy use among buildings, utilities, central systems, and applicable losses.

    The Pacific Northwest Loads and Resources Study (White Book), which is published annually by the Bonneville Power Administration (BPA), establishes one of the planning bases for supplying electricity to customers. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The load resource balance of BPA and/or the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These deficits could be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs, permanent loss of loads due to economic conditions or closures, additional contract purchases, and/or the addition of new generating resources. The loads and resources analysis in this study simulates the operation of the power system under the current Pacific Northwest Coordination Agreement (PNCA). The PNCA defines the planning and operation of seventeen U.S. Pacific Northwest utilities and other parties with generating facilities within the region's hydroelectric (hydro) system. The hydroregulation study used for the 2004 White Book incorporates measures from the National Oceanographic and Atmospheric Administration Fisheries (NOAA Fisheries) Biological Opinion dated December 2000, and the U.S. Fish and Wildlife Service's 2000 Biological Opinion (2000 FCRPS BiOps) for the Snake River and Columbia River projects. These measures include: (1) Increased flow augmentation for juvenile fish migrations in the Snake and Columbia rivers in the spring and summer; (2) Mandatory spill requirements at the Lower Snake and Columbia dams to provide for non-turbine passage routes for juvenile fish migrants; and (3) Additional flows for Kootenai River white sturgeon in the spring; The hydroregulation criteria for this analysis includes the following: (1) Detailed Operation Plan operation for Treaty reservoirs for Operating Year (OY) 2004; (2) PNCA planning criteria for OY 2004; and (3) Juvenile fish bypass spill levels for 2000 FCRPS BiOps implementation. The 2004 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information. The 2004 White Book analysis updates the 2003 White Book. This analysis projects the yearly average energy consumption and resource availability for the study period, OY 2006 through 2015. The Federal system and regional monthly capacity surplus/deficit projections are summarized for the 10 operating years of the study period. This document analyzes the PNW's projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger PNW regional power system loads and resources that include the Federal system as well other PNW entities.

The 2013 White Book is a snapshot of conditions as of October 1, 2013, documenting the loads and resources for the Federal system and region for the 10-year study period OY 2014 through 2023. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). Starting with the 2012 White Book, BPA changed the annual production schedule for future White Books. BPA is scheduled to publish a complete White Book, which includes a Federal System Needs Assessment analysis, every other year (even years).   9. Developing Renewable Energy Projects Larger Than 10 MWs at Federal Facilities

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. For the purposes of this Guide, large-scale Federal renewable energy projects are defined as renewable energy facilities larger than 10 megawatts (MW) that are sited on Federal property and lands and typically financed and owned by third parties.1 The U.S. Department of Energy’s Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This Guide is intended to provide a general resource that will begin to develop the Federal employee’s awareness and understanding of the project developer’s operating environment and the private sector’s awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this Guide has been organized to match Federal processes with typical phases of commercial project development. FEMP collaborated with the National Renewable Energy Laboratory (NREL) and professional project developers on this Guide to ensure that Federal projects have key elements recognizable to private sector developers and investors. The main purpose of this Guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects. The framework includes key elements that describe a successful, financially attractive large-scale renewable energy project.     This report describes the cultural resource monitoring activities of the Idaho National Laboratorys (INL) Cultural Resource Management (CRM) Office during fiscal year 2007 (FY 2007). In FY 2007, 40 localities were revisited: two locations of heightened Shoshone-Bannock tribal sensitivity, four caves, three butte/craters, twelve prehistoric archaeological sites, two historic stage stations, nine historic homesteads, a portion of Goodales Cutoff of the Oregon Trail, a portion of historic trail T-16, one World War II dump, four buildings from the World War II period, and Experimental Breeder Reactor I, a modern scientific facility and National Historic Landmark. Several INL project areas were also monitored in FY 2007. This included direct observation of ground disturbing activities within the Power Burst Facility (PBF, now designated as the Critical Infrastructure Test Range Complex CITRC), backfilling operations associated with backhoe trenches along the Big Lost River, and geophysical surveys designed to pinpoint subsurface unexploded ordnance in the vicinity of the Naval Ordnance Disposal Area. Surprise checks were also made to three ongoing INL projects to ensure compliance with INL CRM Office recommendations to avoid impacts to cultural resources. Although some impacts were documented, no significant adverse effects that would threaten the National Register eligibility of any resource were observed at any location.

    In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

    During the years 1916 to 1924, the United States was subjected to both real and feared energy shortages. Those years of coal strikes, transportation breakdowns, perceived oil scarcity, and world war compelled the Federal government to assume an unprecedented role in fuel-resource management. The Arab oil embargo of 1973 to 1974 precipitated another period of real and perceived energy shortages and intensified Federal intervention in energy-policy formulation. This paper compares Federal policies adopted or considered during these two crises toward production controls, price setting, distribution, and allocation. Attention is focused on the adversarial relationships of such special-interest groups as the major integrated oil companies and the so-called independents; the disputed need for Federal regulation to achieve equity in the distribution and allocation of scarce resources; and the unresolved debate concerning the impact of price and other controls on energy supply.
