    This report documents radionuclide air emissions that result in the highest effective dose equivalent (EDE) to a member of the public, referred to as the maximally exposed individual (MEI). The report has been prepared in compliance with the Code of Federal Regulations (CFR), Title 40, Protection of the Environment, Part 61, National Emission Standards for Hazardous Air Pollutants (NESHAP), Subpart H, National Emission Standards for Emissions of Radionuclides Other than Radon from Department of Energy Facilities and Washington Administrative Code (WAC) Chapter 246-247, Radiation Protection Air Emissions. The dose to the PNNL Site MEI due to routine major and minor point source emissions in 2013 from PNNL Site sources is 2E-05 mrem (2E-07 mSv) EDE. The dose from fugitive emissions (i.e., unmonitored sources) is 2E-6 mrem (2E-8 mSv) EDE. The dose from radon emissions is 1E-11 mrem (1E-13 mSv) EDE. No nonroutine emissions occurred in 2013. The total radiological dose for 2013 to the MEI from all PNNL Site radionuclide emissions, including fugitive emissions and radon, is 2E-5 mrem (2E-7 mSv) EDE, or 100,000 times smaller than the federal and state standard of 10 mrem/yr, to which the PNNL Site is in compliance

    The 1997 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. Data detailing Pacific Northwest non-utility generating (NUG) resources is also available upon request. This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. The forecasted future electricity demands--firm loads--are subtracted from the projected capability of existing and ''contracted for'' resources to determine whether BPA and the region will be surplus or deficit. If Federal system resources are greater than loads in any particular year or month, there is a surplus of energy

    Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.

    The Pacific Northwest Electric Power Planning and Conservation Act became effective when it was signed into law by President Carter on December 5, 1980. This ended a four-year debate over legislation designed to plan and coordinate the region's energy future. This legislative history is an abbreviated version taken from the larger historical file maintained by the BPA Law Library. It is intended to assist BPA personnel and others who are studying the Northwest Power Act and working on its implementation. The documents included were selected for their value in determining what Congress meant in enacting the statute and to provide the researcher with a starting point for further investigation. These documents include: a history of the Act, a chronology of the legislative action leading to passage of the law; a section-by-section analysis of the Act; the Congressional Records of Senate and House debates on the bill and its amendments, and a list of Congressional committee hearings.

    The University of California (UC), Merced partnered with the U.S. Department of Energy (DOE) to develop and implement solutions to reduce energy consumption by as part of DOE’s Commercial Buildings Partnerships (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program. This case study reports on the process and outcome of this project including the achieved savings from design improvements for the campus. The intent of the project was to retrofit the Science & Engineering (S&E) building and the central plant at UC Merced to achieve up to 30% energy reduction. The anticipated savings from these retrofits represented about 17% of whole-campus energy use. If achieved, the savings contribution from the CBP project would have brought overall campus performance to 56% of the 1999 UC/CSU benchmark performance for their portfolio of buildings. However, the final design that moved forward as part of the CBP program only included the retrofit measures for the S&E building.

    The environmental surveillance of background levels of radionuclides and, in particular, the siting of a background environmental surveillance (monitoring) station are examined. Many published works identify and stress the need for background monitoring; however, little definitive and comprehensive information for siting a station exists. A definition of an ideal background monitoring location and the generic criteria recommended for use in establishing such a background monitoring location are proposed. There are seven primary (mandatory) criteria described with two additional, optional criteria. The criteria are applied to the Richland, Washington (WA), Pacific Northwest National Laboratory (PNNL) Campus, which currently uses background monitoring data from the nearby Hanford Site. Eleven potential background monitoring sites were identified, with one location in Benton City, WA found to meet all of the mandatory and optional criteria. It is expected that the new sampler will be installed and operating by the end of June, 2015.

The load resource balance of both the Federal system and the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This surplus energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These energy deficits will be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs

    The 2013 Pacific Northwest Loads and Resources Study (2013 White Book) is BPA's latest projection of the Pacific Northwest regional retail loads, contract obligations, contract purchases, and resource capabilities. The 2013 White Book is a snapshot of conditions as of October 1, 2013, documenting the loads and resources for the Federal system and region for the 10-year study period OY 2014 through 2023. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). Starting with the 2012 White Book, BPA changed the annual production schedule for future White Books. BPA is scheduled to publish a complete White Book, which includes a Federal System Needs Assessment analysis, every other year (even years). In the odd-numbered years, BPA will publish a biennial summary update (Supplement) that only contains major changes to the Federal System and Regional System analyses that have occurred since the last White Book. http://www.bpa.gov/power/pgp/whitebook/2013/index.shtml.

Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to the 1981 regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for inventory planning to determine BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The 1998 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1997 Pacific Northwest Loads and Resources Study.

Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. In this loads and resources study, resource availability is compared to an expected level of total retail electricity consumption. The forecasted annual energy electricity retail load plus contract obligations are subtracted from the sum of the projected annual energy capability of existing resources and contract purchases to determine whether BPA and/or the region will be surplus or deficit. Surplus energy is available when resources are greater than loads. This energy could be marketed to increase revenues. Deficits occur when resources are less than loads. Energy deficits could be met by any combination of the following: better-than-critical water conditions

    We propose a coordination algorithm for cooperative power allocation among a collection of commercial buildings within a campus. We introduced thermal and power models of a typical commercial building Heating, Ventilation, and Air Conditioning (HVAC) system, and utilize model predictive control to characterize their power flexibility. The power allocation problem is formulated as a cooperative game using the Nash Bargaining Solution (NBS) concept, in which buildings collectively maximize the product of their utilities subject to their local flexibility constraints and a total power limit set by the campus coordinator. To solve the optimal allocation problem, a distributed protocol is designed using dual decomposition of the Nash bargaining problem. Numerical simulations are performed to demonstrate the efficacy of our proposed allocation method

    As part its campus sustainability efforts, Pacific Northwest National Laboratory (PNNL) has invested in eight new and existing buildings to ensure they meet the U.S. Department of Energy’s requirements for high performance sustainable buildings (HPSB) at DOE sites. These investments are expected to benefit PNNL by reducing the total life-cycle cost of facilities, improving energy efficiency and water conservation, and making buildings safer and healthier for the occupants. This study examines the cost-effectiveness of the implementing measures that meet the criteria for HPSBs in 3 different types of buildings on the PNNL campus: offices, scientific laboratories, and data centers. In each of the three case studies examined the investments made to achieve HPSB status demonstrated a high return on the HPSB investments that have taken place in these varied environments. Simple paybacks for total investments in the three case study buildings ranged from just 2 to 5 years; savings-to-investment ratios all exceeded the desirable threshold of 1; and the net present values associated with these investments were all positive.

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    The Earth's climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27[degree]C, but never 31[degree]C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    Appropriation funding for our project Ecologically Sustainable Campus - New England College (NH). 67.09. supported five environmental initiatives: (1) a wood pellet boiler for our Science Building, (2) solar hot water panels and systems for five campus buildings, (3) campus-wide energy lighting efficiency project, (4) new efficiency boiler system in Colby Residence Hall, and (5) energy efficient lighting system for the new artificial athletic turf field. (1) New England College purchased and installed a new wood pellet boiler in the Science Building. This new boiler serves as the primary heating source for this building. Our boiler was purchased through New England Wood Pellet, LLC, located in Jaffrey, New Hampshire. The boiler selected was a Swebo, P500. 300KW wood pellet boiler. The primary goals, objectives, and outcomes of this initiative include the installation of a wood pellet boiler system that is environmentally friendly, highly efficient, and represents a sustainable and renewable resource for New England College. This project was completed on December 15, 2010. (2) New England College purchased and installed solar hot water panels and systems for the Science Building, the Simon Center (student center), the H. Raymond Danforth Library, Gilmore Dining Hall, and Bridges Gymnasium. The College worked with Granite State Plumbing & Heating, LLC, located in Weare, New Hampshire on this project. The solar panels are manufactured by Heat Transfer; the product is Heat Transfer 30-tube collector panels (Evacuated Tube Type) with stainless steel hardware. The interior equipment includes Super Stor Ultra stainless steel super insulated storage tank, Taco 009 Bronze circulator pump, Solar Relay Control Pack, and a Taco Thermal Expansion Tank. The primary goals, objectives, and outcomes of this initiative will allow the College to utilize the sun as an energy resource. These solar hot water panels and systems will alleviate our dependency on fossil fuel as our primary

The resulting product is a search engine called Needle, an open-source-based tool that the INL uses internally for researching across a wide variety of information repositories. Needle has a flexible search interface that allows end users to point at any available data source.     Together with OSIsoft LLC as its private sector partner and matching sponsor, the Lawrence Berkeley National Laboratory (Berkeley Lab) won an FY09 Technology Commercialization Fund (TCF) grant from the U.S. Department of Energy. The goal of the project is to commercialize Berkeley Lab's optimizing program, the Distributed Energy Resources Customer Adoption Model (DER-CAM) using a software as a service (SaaS) model with OSIsoft as its first non-scientific user. OSIsoft could in turn provide optimization capability to its software clients. In this way, energy efficiency and/or carbon minimizing strategies could be made readily available to commercial and industrial facilities. Specialized versions of DER-CAM dedicated to solving OSIsoft's customer problems have been set up on a server at Berkeley Lab. The objective of DER-CAM is to minimize the cost of technology adoption and operation or carbon emissions, or combinations thereof. DER-CAM determines which technologies should be installed and operated based on specific site load, price information, and performance data for available equipment options. An established user of OSIsoft's PI software suite, the University of California, Davis (UCD), was selected as a demonstration site for this project. UCD's participation in the project is driven by its motivation to reduce its carbon emissions. The campus currently buys electricity economically through the Western Area Power Administration (WAPA). The campus does not therefore face compelling cost incentives to improve the efficiency of its operations, but is nonetheless motivated to lower the carbon footprint of its buildings. Berkeley Lab attempted to demonstrate a scenario wherein UCD is forced to purchase electricity on a standard time-of-use tariff from Pacific Gas and Electric (PG&E), which is a concern to Facilities staff.     The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    Assessments for evaluating compliance with airborne radionuclide emission monitoring requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAPs - U.S. Code of Federal Regulations, Title 40 Part 61, Subparts H and I) were performed for 33 buildings at the U.S. Department of Energy`s (DOE) Pacific Northwest Laboratory on the Hanford Site, and for five buildings owned and operated by Battelle, Pacific Northwest Laboratories in Richland, Washington. The assessments were performed using building radionuclide inventory data obtained in 1992 and 1993. Results of the assessments are summarized in Table S.1 for DOE-PNL buildings and in Table S.2 for Battelle-owned buildings. Based on the radionuclide inventory assessments, four DOE-PNL buildings (one with two emission points) require continuous sampling for radionuclides per 40 CFR 61. None of the Battelle-owned buildings require continuous emission sampling.

    Bonneville Power Administration (BPA) is considering action in two areas: (1) non-Federal access to the AC Intertie, and, (2) BPA Intertie marketing. BPA`s preferred alternative for non-Federal access is the Capacity Ownership alternative combined with the Increased Assured Delivery -- Access for Non-Scheduling Utilities alternative; the preferred alternative for BPA Intertie marketing is the Federal Marketing and Joint Ventures alternative. BPA considered these two areas previously in its Intertie Development and Use EIS of April 1988. The EIS resulted in BPA decisions to participate in the construction of the Third AC Intertie, to allow non-Federal access to BPA`s share of the Pacific Northwest-Pacific Southwest (PNW-PSW) Intertie (AC and DC lines) pursuant to a Long-Term Intertie Access Policy (LTIAP), and to pursue BPA`s export marketing alternative. The decision on allowing direct financial non-Federal participation in the Third AC line was deferred to a later, separate process, examined here. Also, BPA`s export marketing objectives must now be examined in view of changed operations of Columbia River hydro facilities for improved fish survival.

    Assessments were performed to evaluate compliance with the airborne radionuclide emission monitoring requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAP--US Code of Federal Regulations, Title 40 Part 61, Subpart H). In these assessments, potential unabated offsite doses were evaluated for emission locations at facilities owned by the US Department of Energy and operated by Pacific Northwest National Laboratory (Pacific Northwest) on the Hanford Site. Two of the facilities evaluated, 325 Building Radiochemical Processing Laboratory, and 331 Building Life Sciences Laboratory met state and federal criteria for continuous sampling of airborne radionuclide emissions. One other building, the 3720 Environmental Sciences Laboratory, was recognized as being in transition with the potential for meeting the continuous sampling criteria.

    Colorado Northwestern Community College (CNCC) is working collaboratively with recipient vendor Chevron Energy Solutions, an energy services company (ESCO), to develop an innovative GHP project at the new CNCC Campus constructed in 2010/2011 in Craig, Colorado. The purpose of the CNCC Craig Campus Geothermal Program scope was to utilize an energy performance contracting approach to develop a geothermal system with a shared closed-loop field providing geothermal energy to each building's GHP mechanical system. Additional benefits to the project include promoting good jobs and clean energy while reducing operating costs for the college. The project has demonstrated that GHP technology is viable for new construction using the energy performance contracting model. The project also enabled the project team to evaluate several options to give the College a best value proposition for not only the initial design and construction costs but build high performance facilities that will save the College for many years to come. The design involved comparing the economic feasibility of GHP by comparing its cost to that of traditional HVAC systems via energy model, financial life cycle cost analysis of energy savings and capital cost, and finally by evaluating the compatibility of the mechanical design for GHP compared to traditional HVAC design. The project shows that GHP system design can be incorporated into the design of new commercial buildings if the design teams, architect, contractor, and owner coordinate carefully during the early phases of design. The public also benefits because the new CNCC campus is a center of education for the much of Northwestern Colorado, and students in K-12 programs (Science Spree 2010) through the CNCC two-year degree programs are already integrating geothermal and GHP technology. This represents about 42 percent of customers in affected utility service areas in Oregon and Washington. See table below. Because the current wind and snow storms are coming on the heels of extensive flooding in the region, electric utilities are experiencing damage. Wind gusts reached close to 100 mph in some areas of the region. The storm is expected to bring its strong winds and heavy snow into Idaho, Montana and Wyoming Friday and into the weekend. There are currently no reported major impacts to the petroleum and natural gas infrastructure.

    The Earth`s climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27{degree}C, but never 31{degree}C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    Wireless power transfer (WPT) is a convenient, safe, and autonomous means for electric and plug-in hybrid electric vehicle charging that has seen rapid growth in recent years for stationary applications. WPT does not require bulky contacts, plugs, and wires, is not affected by dirt or weather conditions, and is as efficient as conventional charging systems. This study summarizes some of the recent Sustainable Campus Initiative activities of Oak Ridge National Laboratory (ORNL) in WPT charging of an on-campus vehicle (a Toyota Prius plug-in hybrid electric vehicle). Laboratory development of the WPT coils, high-frequency power inverter, and overall systems integration are discussed. Results cover the coil performance testing at different operating frequencies, airgaps, and misalignments. Some of the experimental results of insertion loss due to roadway surfacing materials in the air-gap are presented. Experimental lessons learned are also covered in this study.

    The once abundant stocks of Pacific lamprey (Lampetra tridentata) above Bonneville Dam are currently depressed (Close et al. 1995). It is likely that many of the same factors that led to the decline of wild stocks of Columbia River Pacific salmon and steelhead have impacted Pacific lamprey populations. The Pacific lamprey is an important part of the food web of North Pacific ecosystems, both as predator and prey. Lamprey (a.k.a. eels) are also a valuable food and culture resource for American Indian Tribes of the Pacific Northwest. Depressed Pacific lamprey runs have impacted treaty secured fishing opportunities by forcing tribal members to gather this traditional food in lower Columbia River locations. The Pacific Lamprey Research and Restoration Project, funded by Bonneville Power Administration, is a cooperative effort between the Confederated Tribes of The Umatilla Indian Reservation, the Columbia River Intertribal Fish Commission, and Oregon State University with the goal to increase Pacific lamprey stocks above Bonneville Dam. The initial objectives of the project are to determine the past and current abundance of Pacific lamprey stocks in major mid Columbia tributaries and at various hydroelectric facilities, and to determine factors limiting Pacific lamprey abundance and distribution. Ultimately, Pacific lamprey restoration plans will be developed and implemented. Part (A)-CTUIR: (1) determine past and present abundance and distribution in NE Oregon and SE Washington tributaries; and (2) determine limiting habitat factors.     Significant progress has been made in restoring power to customers in the Pacific Northwest region. Currently, 134,868 customers remain without power. The number of outages is down from 1.8 million customers who lost power following severe wind and snow storms on December 14-15, 2006. The customers without power represent less than 5 percent of customers in the affected utility service areas of Oregon and Washington. The majority of customers without power are served by Puget Sound Energy and Seattle City Light.

This is down from 1.8 million customers who lost power following severe wind and snow storms on December 14-15, 2006. The customers without power represent about 16 percent of customers in the affected utility service areas of Oregon and Washington. See table below. The Olympic pipeline reports that the pipeline is operational; however, pipeline throughput remains reduced since one substation along the line remains without power. Complete power restoration is expected later today. There are no reports of problems regarding fuel distribution and production.

    Currently, the Federal government coordinates the planning and operation of the Federal Columbia River Power System (FCRPS) with projects owned and operated by the region`s non-Federal hydrogenerating utilities pursuant to the Pacific North-west Coordination Agreement (PNCA). The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

  8. FPDS-NG National Interest Action (NIA) Code to Track Procurement Actions Made in Support of the Pacific Earthquake and Tsunami

    The purpose of this Policy Flash is to advise Contracting Officers of the establishment of a new National Interest Action (NIA) Code to track procurement actions made in support of the Pacific Earthquake and Tsunami. As explained below, this action does not trigger or otherwise authorize agencies to use any Emergency Acquisition Flexibilities in Federal Acquisition Regulation (FAR) 18.2. Effective immediately, procurement actions in direct response to the Pacific earthquake and tsunami should be reported in FPDS-NG using the NIA code "Pacific Earthquake/Tsunami 2011." The NIA value for Pacific Earthquake and Tsunami is currently valid from March 11, 2011, to September 12, 2011. Since responses to this incident may be conducted inside or outside the United States, Contracting Officers should ensure that "Place of Performance" data accurately reflects where the work will be performed. Note: This NIA Code should be used only to facilitate cost collection and reporting. Use of this NIA Code does not authorize or justify use of any Emergency Acquisition Flexibilities in FAR 18.2. However, the acquisition flexibilities described in FAR 18.1 may be available, as well as others in agency acquisition supplements, to support the response to the Pacific Earthquake and Tsunami.

    Pacific lamprey (Lampetra tridentata) has significantly declined along the Oregon coast and in the Columbia River Basin (Downey et al. 1993; Close and Jackson 2001). Declines in adults can be partially attributed to hydroelectric dams, which have impeded passage of adult Pacific lamprey in the Columbia and Snake rivers, thus effecting larval recruitment in the basin. Adult pacific lamprey also declined in numbers in the Umatilla River, a tributary of the Columbia River. In addition to hydro power dams in the Columbia River, habitat alterations and chemical treatments have been involved in the collapse of Pacific lamprey populations in the Umatilla River. To initiate the restoration effort, CTUIR began developing a restoration plan in 1998. The goal of the lamprey research and restoration project is to restore natural production of Pacific lampreys in the Umatilla River to self-sustaining and harvestable level. This report is summarizing the studies and restoration efforts concluded in 2001.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    The (SRS) Federal Facility Agreement (FFA) was made effective by the US. Environmental Protection Agency Region IV (EPA) on August 16, 1993. To meet the reporting requirements in Section XXV of the Agreement, the FFA Progress Report was developed. The FFA Progress Report is the first of a series of quarterly progress reports to be prepared by the SRS. As such this report describes the information and action taken to September 30, 1993 on the SRS units identified for investigation and remediation in the Agreement. This includes; rubble pits, runoff basins, retention basin, seepage basin, burning pits, H-Area Tank 16, and spill areas.

    Hazardous waste control activities in Asia and the Pacific have been reviewed. The review includes China (mainland, Hong Kong, and Taiwan), Indonesia, Korea, Malaysia, Papua New Guinea, the Philippines, Singapore, and Thailand. It covers the sources of hazardous waste, the government structure for dealing with hazardous waste, and current hazardous waste control activities in each country. In addition, the hazardous waste program activities of US government agencies, US private-sector organizations, and international organizations are reviewed. The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

    Despite a small storm that came through the area last night with wind gusts peaking at 45 MPH, progress continues to be made in restoring power to customers who lost power during the December 14-15 storms which hit the Pacific Northwest region. Currently, 95,971 customers remain without power, down from 1.8 million customers. The wind storm which affected the area yesterday was not as bad as previously expected, with the majority of the customer outages in the BC Hydro region, and 3,000 additional customer outages in the Puget Sound Energy service area. The customers without power represent 5 percent of customers in the affected utility service areas of Washington. The majority of customers without power are served by Puget Sound Energy, BC Hydro, and Seattle City Light.

    The Open Science Grid (OSG) offers access to around hundred Compute elements (CE) and storage elements (SE) via standard Grid interfaces. The Resource Selection Service (ReSS) is a push-based workload management system that is integrated with the OSG information systems and resources. ReSS integrates standard Grid tools such as Condor, as a brokering service and the gLite CEMon, for gathering and publishing resource information in GLUE Schema format. ReSS is used in OSG by Virtual Organizations (VO) such as Dark Energy Survey (DES), DZero and Engagement VO. ReSS is also used as a Resource Selection Service for Campus Grids, such as FermiGrid. VOs use ReSS to automate the resource selection in their workload management system to run jobs over the grid. In the past year, the system has been enhanced to enable publication and selection of storage resources and of any special software or software libraries (like MPI libraries) installed at computing resources. In this paper, we discuss the Resource Selection Service, its typical usage on the two scales of a National Cyber Infrastructure Grid, such as OSG, and of a campus Grid, such as FermiGrid.

    The Forest County Potawatomi Community (??FCPC? or ??Community?) implemented energy efficiency improvements to revitalize Wundar Hall, a 34,000 square foot (??SF?) building that was formerly used as a dormitory and is listed on the National Registry of Historic Places, into an office building. Wundar Hall is the first of many architecturally and historically significant buildings that the Community hopes to renovate at the former Concordia College campus, property on the near west side of Milwaukee that was taken into trust for the Community by the United States on July 10, 1990 (collectively, the ??Concordia Trust Property?). As part of this project, which was conducted with assistance from the Department of Energy??s Tribal Energy Program (??TEP?), the Community updated and/or replaced the building envelope, mechanical systems, the plumbing system, the electrical infrastructure, and building control systems. The project is expected to reduce the building??s natural gas consumption by 58% and the electricity consumption by 55%. In addition, the project was designed to act as a catalyst to further renovation of the Concordia Trust Property and the neighborhood. The City of Milwaukee has identified redevelopment of the Concordia Trust Property as a ??Catalytic Project? for revitalizing the near west side. The Tribe envisions a revitalized, mixed-use campus of community services, education, and economic development??providing services to the Indian community and jobs to the neighborhood.

    During fiscal year (FY) 2010, Pacific Northwest National Laboratory (PNNL) Environmental Protection and Regulatory Programs Division (before March 1, 2011 known as the Environmental Management Services Department) staff performed a number of activities as part of PNNLs National Environmental Policy Act (NEPA) compliance program. These activities helped to verify U.S. Department of Energy (DOE) Pacific Northwest Site Office (PNSO) and Richland Operations Office (RL) compliance with NEPA requirements and streamline the NEPA process for federal activities conducted at PNNL. Self-assessments were performed to address NEPA compliance and cultural and biological resource protection. The NEPA self-assessments focused on implementation within the PNNL Energy and Environment Directorate and routine maintenance activities conducted during the previous calendar year. The cultural and biological resource self-assessments were conducted in accordance with the PNSO Cultural and Biological Resources Management Plan, which specifies annual monitoring of important resources to assess and document the status of the resources and the associated protective mechanisms in place to protect sensitive resources.

The objective of this study was to develop a series of graphs that depict the long-term benefits of continuing DOE`s thermal energy storage (TES) research program in four sectors: building heating, building cooling, utility power production, and transportation. The study was conducted in three steps- The first step was to assess the maximum possible benefits technically achievable in each sector. In some sectors, the maximum benefit was determined by a ``supply side`` limitation, and in other sectors, the maximum benefit is determined by a ``demand side`` limitation. The second step was to apply economic cost and diffusion models to estimate the benefits that are likely to be achieved by TES under two scenarios: (1) with continuing DOE funding of TES research, and (2) without continued funding. The models all cover the 20-year period from 1990 to 2010. The third step was to prepare graphs that show the maximum technical benefits achievable, the estimated benefits with TES research funding, and the estimated benefits in the absence of TES research funding. The benefits of federally-funded TES research are largely in four areas: displacement of primary energy, displacement of oil and natural gas, reduction in peak electric loads, and emissions reductions.
