    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

It addressed the financial, logistical, and legal questions relevant to implementing a PPA, but we do not examine the technical details?those can be discussed later with the developer/contractor.     In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multiyear field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15%-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. The new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

    Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    The Fusion Engineering Device (FED) Baseline design incorporates a number of features which were selected to enhance its maintainability, as well as limit cost and achieve reliable operation. An installation of ten TF coils and ten torus sectors was selected on the basis of plasma chamber segmentation studies and TF coil cost tradeoff studies, permitting removal of a torus sector with a single radial motion. The design also features a shield sector support spool which provides a plasma chamber vacuum boundary and access to the shield sectors. The vacuum seals are made at the outboard face of the torus so that they can be readily cut and rewelded. A pumped limiter provides plasma edge definition and impurity control. Ten individual blades are inserted through the shield sector in an arrangement that permits replacement without sector removal. ICRH is used for plasma bulk heating. Two EF coils, which are located inside the TF coil bore, are segmented so that they can be removed if necessary. The removal of the superconducting lower outboard EF coil, which is trapped under the TF coil assembly, presents a problem; consideration is being given to increasing its diameter and relocating it so that it can be lifted up around the TF coils.

    Climate change adaptation is increasingly being framed in the context of climate risk management. This has contributed to the proliferation of climate change vulnerability and/or risk assessments as means of supporting institutional decision-making regarding adaptation policies and measures. To date, however, little consideration has been given to how such assessment projects and programs interact with governance systems to facilitate or hinder the implementation of adaptive responses. An examination of recent case studies involving Australian local governments reveals two key linkages between risk assessment and the governance of adaptation. First, governance systems influence how risk assessment processes are conducted, by whom they are conducted, and whom they are meant to inform. Australia s governance system emphasizes evidence-based decision-making that reinforces a knowledge deficit model of decision support. Assessments are often carried out by external experts on behalf of local government, with limited participation by relevant stakeholders and/or civil society. Second, governance systems influence the extent to which the outputs from risk assessment activities are translated into adaptive responses and outcomes. Technical information regarding risk is often stranded by institutional barriers to adaptation including poor uptake of information, competition on the policy agenda, and lack of sufficient entitlements. Yet, risk assessments can assist in bringing such barriers to the surface, where they can be debated and resolved. In fact, well-designed risk assessments can contribute to multi-loop learning by institutions, and that reflexive problem orientation may be one of the more valuable benefits of assessment.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to be successful. Regaining that consensus on the other hand means alleviating some fundamental insecurity on the part of states, and weakening the hold that terrorist groups have on some state governments. This in turn requires that some fundamental issues be addressed, with recognition that these are part of a suite of complex and dynamic interactions. Among these issues are: How will states provide for their own security and other central interests while preventing further proliferation, protecting against the use of nuclear weapons, and yet allowing for the possible expansion of nuclear power?; How best can states with limited resources to fight terrorist activities and safeguard nuclear materials be assisted in securing their materials and technologies?; What is the future role of international inspections? Does the IAEA remain the right organization to carry out these tasks? If not, what are the desired characteristics of a successor agency and can there be agreement on one?; How confident can we be of nonproliferation as latent nuclear weapon capabilities spread? The policies to address these and other issues must explicitly deal with NPT members who do not observe their obligations; NPT non-members; illicit trade in SNM and weapon technologies and the possibility of a regional nuclear war.

We utilized a strain of Ralstonia eutropha capable of producing branched-chain alcohols and examined its production in flask cultures. In order to increase isobutanol and 3-methyl-1-butanol (isoamyl alcohol) productivity in the engineered strain, batch, fed-batch, and two-stage fed-batch cultures were carried out in this work. The effects of nitrogen source concentration on branched-chain alcohol production were investigated under four different initial concentrations in fermenters. A maximum 380 g m(-3) of branched-chain alcohol production was observed with 2 kg m(-3) initial NH4Cl concentration in batch cultures. A pH-stat control strategy was utilized to investigate the optimum carbon source amount fed during fed-batch cultures for higher cell density. In cultures of R. eutropha strains that did not produce polyhydroxyalkanoate or branched-chain alcohols, a maximum cell dry weight of 36 kg m(-3) was observed using a fed-batch strategy, when 10 kg m(-3) carbon source was fed into culture medium. Finally, a total branched-chain alcohol titer of 790 g m(-3), the highest branched-chain alcohol yield of 0.03 g g(-1), and the maximum branched-chain alcohol productivity of 8.23 g m(-3) h(-1) were obtained from the engineered strain Re2410/pJL26 in a two-stage fed-batch culture system with pH-stat control.     Robert Griffiths has recently addressed, within the framework of a ‘consistent quantum theory’ (CQT) that he has developed, the issue of whether, as is often claimed, quantum mechanics entails a need for faster-than-light transfers of information over long distances. He argues, on the basis of his examination of certain arguments that claim to demonstrate the existence of such nonlocal influences, that such influences do not exist. However, his examination was restricted mainly to hidden-variable-based arguments that include in their premises some essentially classical-physics-type assumptions that are fundamentally incompatible with the precepts of quantum physics. One cannot logically prove properties of a system by attributing to the system properties alien to that system. Hence Griffiths’ rejection of hidden-variable-based proofs is logically warranted. Griffiths mentions the existence of a certain alternative proof that does not involve hidden variables, and that uses only macroscopically described observable properties. He notes that he had examined in his book proofs of this general kind, and concluded that they provide no evidence for nonlocal influences. But he did not examine the particular proof that he cites. An examination of that particular proof by the method specified by his ‘consistent quantum theory’ shows that the cited proof is valid within that restrictive framework. This necessary existence, within the ‘consistent’ framework, of long range essentially instantaneous influences refutes the claim made by Griffiths that his ‘consistent’ framework is superior to the orthodox quantum theory of von Neumann because it does not entail instantaneous influences. An added section responds to Griffiths’ reply, which cites a litany of ambiguities that seem to restrict, devastatingly, the scope of his CQT formalism, apparently to buttress his claim that my use of that formalism to validate the nonlocality theorem is flawed. But the vagaries that he cites do not upset the proof in question. It is show here in detail why the precise statement of this theorem justifies the specified application of CQT. It is also shown, in response to his challenge, why a putative proof of locality that he has proposed is not valid.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Microgrids can provide an avenue for increasing the amount of distributed generation and delivery of electricity, where control is more dispersed and quality of service is locally tailored to end-use requirements. Much of this functionality is very different from the predominant utility model to date of centralized power production which is then transmitted and distributed across long distances with a uniform quality of service. This different functionality holds much promise for positive change, in terms of increasing reliability, energy efficiency, and renewable energy while decreasing and carbon emissions. All of these functions should provide direct cost savings for customers and utilities as well as positive externalities for society. As we have seen from the international experience, allowing microgrids to function in parallel with the grid requires some changes in electricity governance and incentives to capture cost savings and actively price in positive externalities. If China can manage to implement these governance changes and create those incentive policies, it will go beyond the establishment of a successful microgrid demonstration program and become an international leader in microgrid deployment.

The effort used the Facility Energy Decision System (FEDS) model to determine how energy is consumed at five U.S. Army Garrison-Japan (USAG-J) installations in the Honshu area, identify the most cost-effective energy retrofit measures, and calculate the potential energy and cost savings.

    The US-Russian Government-to-Government Program of Cooperation on Nuclear Material Protection, Control, and Accounting (MPC&A) evolved from the Nunn-Lugar Cooperative Threat Reduction Program. In 1995, the US Department of Energy (DOE) assumed responsibility as the executive agent for implementation of the Government-to-Government MPC&A Program, followed by the programmatic responsibility for funding. The Russian Program initially emphasized limited exchanges, demonstrations, and upgrades at low-enriched uranium (LEU) fuel fabrication facility at Elektrostal in 1994. The program has expanded to include upgrades at nuclear facilities across Russia, development of the Russian Methodological Training Center (RMTC) in Obninsk; and cooperation with Gosatomnadzor, the Russian Federal Nuclear Radiation and Safety Authority. This paper describes the overall program including program objectives, approach, and US-Russian participation, with an emphasis on DOE-GAN cooperation.

    This document describes Dawn use, scheduling, and governance concerns. Users started running full-machine science runs in early April 2009 during the initial open shakedown period. Scheduling Dawn while in the Open Computing Facility (OCF) was controlled and coordinated via phone calls, emails, and a small number of controlled banks. With Dawn moving to the Secure Computing Facility (SCF) in fall of 2009, a more detailed scheduling and governance model is required. The three major objectives are: (1) Ensure Dawn resources are allocated on a program priority-driven basis; (2) Utilize Dawn resources on the job mixes for which they were intended; and (3) Minimize idle cycles through use of partitions, banks and proper job mix. The SCF workload for Dawn will be inherently different than Purple or BG/L, and therefore needs a different approach. Dawn's primary function is to permit adequate access for tri-lab code development in preparation for Sequoia, and in particular for weapons multi-physics codes in support of UQ. A second purpose is to provide time allocations for large-scale science runs and for UQ suite calculations to advance SSP program priorities. This proposed governance model will be the basis for initial time allocation of Dawn computing resources for the science and UQ workloads that merit priority on this class of resource, either because they cannot be reasonably attempted on any other resources due to size of problem, or because of the unavailability of sizable allocations on other ASC capability or capacity platforms. This proposed model intends to make the most effective use of Dawn as possible, but without being overly constrained by more formal proposal processes such as those now used for Purple CCCs.

    As industry is the first line of defense in detecting and thwarting illicit trade networks, the engagement of the private sector is critical to any government effort to strengthen existing mechanisms to protect goods and services throughout the supply chain. This study builds on previous PNNL work to continue to evaluate means for greater industry engagement to complement and strengthen existing governmental efforts to detect and stem the trade of illicit goods and to protect and secure goods that could be used in making a weapon of mass destruction. Specifically, the study evaluates the concept of Industry Self Regulation, defined as a systematic voluntary program undertaken by an industry or by individual companies to anticipate, implement, supplement, or substitute for regulatory requirements in a given field, generally through the adoption of best practices. Through a series of interviews with companies with a past history of non-compliance, trade associations and NGOs, the authors identify gaps in the existing regulatory infrastructure, drivers for a self regulation approach and the form such an approach might take, as well as obstacles to be overcome. The authors conclude that it is at the intersection of industry, government, and security that—through collaborative means—the effectiveness of the international nonproliferation system—can be most effectively strengthened to the mutual benefit of both government and the private sector. Industry has a critical stake in the success of this regime, and has the potential to act as an integrating force that brings together the existing mechanisms of the global nonproliferation regime: export controls, physical protection, and safeguards. The authors conclude that industry compliance is not enough; rather, nonproliferation must become a central tenant of a company’s corporate culture and be viewed as an integral component of corporate social responsibility (CSR).

    Nanoscale electronics and photonics are among the most promising research areas providing functional nano-components for data transfer and signal processing. By adopting metal-based optical antennas as a disruptive technological vehicle, we demonstrate that these two device-generating technologies can be interfaced to create an electronically-driven self-emitting unit. This nanoscale plasmonic transmitter operates by injecting electrons in a contacted tunneling antenna feedgap. Under certain operating conditions, we show that the antenna enters a highly nonlinear regime in which the energy of the emitted photons exceeds the quantum limit imposed by the applied bias. We propose a model based upon the spontaneous emission of hot electrons that correctly reproduces the experimental findings.     This paper presents a feedback/feedforward nonlinear controller for variable-speed wind turbines with doubly fed induction generators. By appropriately adjusting the rotor voltages and the blade pitch angle, the controller simultaneously enables: (a) control of the active power in both the maximum power tracking and power regulation modes, (b) seamless switching between the two modes, and (c) control of the reactive power so that a desirable power factor is maintained. Unlike many existing designs, the controller is developed based on original, nonlinear, electromechanically-coupled models of wind turbines, without attempting approximate linearization.   15. Statistical process control applied to the liquid-fed ceramic melter process

    In this report, an application of control charts to the apparent feed composition of a Liquid-Fed Ceramic Melter (LFCM) is demonstrated by using results from a simulation of the LFCM system. Usual applications of control charts require the assumption of uncorrelated observations over time. This assumption is violated in the LFCM system because of the heels left in tanks from previous batches. Methods for dealing with this problem have been developed to create control charts for individual batches sent to the feed preparation tank (FPT). These control charts are capable of detecting changes in the process average as well as changes in the process variation. All numbers reported in this document were derived from a simulated demonstration of a plausible LFCM system. In practice, site-specific data must be used as input to a simulation tailored to that site. These data directly affect all variance estimates used to develop control charts. 64 refs., 3 figs., 2 tabs.

    This interim report presents partial (six months) results for a technology evaluation of gasoline hybrid electric parcel delivery trucks operated by FedEx in and around Los Angeles, CA. A 12 month in-use technology evaluation comparing in-use fuel economy and maintenance costs of GHEVs and comparative diesel parcel delivery trucks was started in April 2009. Comparison data was collected and analyzed for in-use fuel economy and fuel costs, maintenance costs, total operating costs, and vehicle uptime. In addition, this interim report presents results of parcel delivery drive cycle collection and analysis activities as well as emissions and fuel economy results of chassis dynamometer testing of a gHEV and a comparative diesel truck at the National Renewable Energy Laboratory's (NREL) ReFUEL laboratory. A final report will be issued when 12 months of in-use data have been collected and analyzed.

    In the United States of America, numerous organizations are writing standards and recommend practices for contamination control and cleanroom applications. The American Society for Testing and Materials (ASTM), the Institute of Environmental Sciences (IES), and various US Government agencies are among the organizations with a vested interest in publishing standards and recommended practices on these subjects. In the early years of contamination control and cleanroom technology, significant work was done in the US on standards and recommended practices. Proprietary standards were established by companies and other documents were produced by Federal agencies and technical organizations. In 1982, the IES began to focus on recommended practices, and the US General Services Administration (GSA) commissioned the IES to review and rewrite US Federal Standard 209 (FED-STD-209). The ASTM continues to review and update their standards on cleanroom applications on a periodic basis. Now, in 1990, US military organizations are beginning to review their cleanroom documents as well. This paper will discuss the preparation of IES Recommended Practices and Standards for contamination control and cleanroom applications. It will describe the current status of four IES Recommended Practices and two US Government documents.

    The purpose of the present investigation was to determine if dietary lipids can induce changes in the adenylate cyclase system in rat heart. Three groups of male young Sprague-Dawley rats were fed for 6 weeks diets containing 10% corn oil (I), 8% coconut oil + 2% corn oil (II) or 10% menhaden oil (III). Adenylate cyclase activity (basal, fluoride-, isoproterenol-, and forskolin-stimulated) was higher in heart homogenates of rats in group III than in the other two groups. Concentration of the (/sup 3/H)-forskolin binding sites in the cardiac membranes were significantly higher in rats fed menhaden oil. The values (pmol/mg protein) were 4.8 +/- 0.2 (I), 4.5 +/- 0.7 (II) and 8.4 +/- 0.5 (III). There was no significant difference in the affinity of the forskolin binding sites among the 3 dietary groups. When measured at different concentrations of forskolin, the adenylate cyclase activity in cardiac membranes of rats fed menhaden oil was higher than in the other 2 groups. Concentrations of the (/sup 3/H)DHA binding sites were slightly higher but their affinity was lower in cardiac membranes of rats fed menhaden oil. The results suggest that diets containing fish oil increase the concentration of the forskolin binding sites and may also affect the characteristics of the ..beta..-adrenergic receptor in rat heart.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.

    The anticipated dangers of Global Warming can be mitigated by reducing atmospheric greenhouse gas concentrations, especially CO{sub 2}. To reach acceptable, constant levels within the next couple of centuries it might be necessary to accept stabilization levels higher than present ones, The annual CO{sub 2} emissions must be reduced far below today`s values. This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies. But this is not Although, we also have to find the necessary dynamical and highly flexible structures for a global governing using tools such as the environmental regime. The first step was the Framework Convention On Climate Change, UN 1992; for resolution of questions regarding implementations the Conference of the Parties was established.

In particular, high resolution optical and ultraviolet spectroscopy have proven to be powerful tools for addressing fundamental questions concerning the physical conditions and three-dimensional (3D) morphology of this local material. After reviewing our current understanding of the structure of gas in the solar neighborhood, I will discuss the influence that the LISM can have on stellar and planetary systems, including LISM dust deposition onto planetary atmospheres and the modulation of galactic cosmic rays through the astrosphere - the balancing interface between the outward pressure of the magnetized stellar wind and the inward pressure of the surrounding interstellar medium.     The Local Interstellar Medium (LISM) is a unique environment that presents an opportunity to study general interstellar phenomena in great detail and in three dimensions. In particular, high resolution optical and ultraviolet spectroscopy have proven to be powerful tools for addressing fundamental questions concerning the physical conditions and three-dimensional (3D) morphology of this local material. After reviewing our current understanding of the structure of gas in the solar neighborhood, I will discuss the influence that the LISM can have on stellar and planetary systems, including LISM dust deposition onto planetary atmospheres and the modulation of galactic cosmic rays through the astrosphere - the balancing interface between the outward pressure of the magnetized stellar wind and the inward pressure of the surrounding interstellar medium. On Earth, galactic cosmic rays may play a role as contributors to ozone layer chemistry, planetary electrical discharge frequency, biological mutation rates, and climate. Since the LISM shares the same volume as practically all known extrasolar planets, the prototypical debris disks systems, and nearby low-mass star-formation sites, it will be important to understand the structures of the LISM and how they may influence planetary atmospheres.

    Chronic alcohol abuse is a 2nd major cause of liver disease resulting in significant morbidity and mortality. Alcoholic liver disease (ALD) is characterized by a wide spectrum of pathologies starting from fat accumulation (steatosis) in early reversible stage to inflammation with or without fibrosis and cirrhosis in later irreversible stages. Previously, we reported significant steatosis in the livers of hepatic alcohol dehydrogenase (ADH)-deficient (ADH{sup ?}) vs. hepatic ADH-normal (ADH{sup +}) deer mice fed 4% ethanol daily for 2 months [Bhopale et al., 2006, Alcohol 39, 179–188]. However, ADH{sup ?} deer mice fed 4% ethanol also showed a significant mortality. Therefore, a dose-dependent study was conducted to understand the mechanism and identify lipid(s) involved in the development of ethanol-induced fatty liver. ADH{sup ?} and ADH{sup +} deer mice fed 1, 2 or 3.5% ethanol daily for 2 months and fatty infiltration in the livers were evaluated by histology and by measuring dry weights of extracted lipids. Lipid metabolomic changes in extracted lipids were determined by proton ({sup 1}H) and {sup 31}phosphorus ({sup 31}P) nuclear magnetic resonance (NMR) spectroscopy. The NMR data was analyzed by hierarchical clustering (HC) and principle component analysis (PCA) for pattern recognition. Extensive vacuolization by histology and significantly increased dry weights of total lipids found only in the livers of ADH{sup ?} deer mice fed 3.5% ethanol vs. pair-fed controls suggest a dose-dependent formation of fatty liver in ADH{sup ?} deer mouse model. Analysis of NMR data of ADH{sup ?} deer mice fed 3.5% ethanol vs. pair-fed controls shows increases for total cholesterol, esterified cholesterol, fatty acid methyl esters (FAMEs), triacylglycerides and unsaturation, and decreases for free cholesterol, phospholipids and allylic and diallylic protons. Certain classes of neutral lipids (cholesterol esters, fatty acyl chain (-COCH{sub 2}-) and FAMEs) were also mildly increased in ADH{sup ?} deer mice fed 1 or 2% ethanol. Only small increases were observed for allylic and diallylic protons, FAMEs and unsaturations in ADH{sup +} deer mice fed 3.5% ethanol vs. pair-fed controls. PCA of NMR data showed increased clustering by gradual separation of ethanol-fed ADH{sup ?} deer mice groups from their respective pair-fed control groups and corresponding ethanol-fed ADH{sup +} deer mice groups. Our data indicate that dose of ethanol and hepatic ADH deficiency are two key factors involved in initiation and progression of alcoholic fatty liver disease. Further studies on characterization of individual lipid entities and associated metabolic pathways altered in our deer mouse model after different durations of ethanol feeding could be important to delineate mechanism(s) and identify potential biomarker candidate(s) of early stage ALD. -- Highlights: ? Dose-dependent ethanol-induced fatty liver was studied in deer mouse model. ? A NMR-based lipidomic approach with histology and dry lipid weights was used. ? We used principal component analysis (PCA) to analyze the NMR lipidomic data. ? Dose-dependent clustering patterns by PCA were compared among the groups.

Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     The objective of the study was to determine the effects of feeding zinc sufficient and zinc deficient rations on taste sensitivity and zinc contents of selected organs in rats. The 36 Sprague-Dawley male weanling rats were divided into 2 groups and fed zinc deficient or zinc adequate rations. The animals were subjected to 4 trial periods in which a choice of deionized distilled water or a solution of quinine sulfate at 1.28 x 10/sup -6/ was given. A randomized schedule for rat sacrifice was used. No differences were found between zinc deficient and zinc adequate rats in taste preference aversion scores for quinine sulfate in the first three trial periods; however, in the last trial period rats in the zinc sufficient group drank somewhat less water containing quinine sulfate as a percentage of total water consumption than did rats fed the zinc deficient ration. Significantly higher zinc contents of kidney, brain and parotid salivary glands were seen in zinc adequate rats compared to zinc deficient rats at the end of the study. However, liver and tongue zinc levels were lower for both groups at the close of the study than were those of rats sacrificed at the beginning of the study.

    A general expression for the local power of a quantum system is derived. Defined as the time rate of change of the kinetic energy evaluated in a finite volume $\\Omega$ of the physical space, the local power exhibits contributions from both many-body classical and quantum correlations. Significantly, quantum correlations are manifested through the presence of non-local sources/sinks of power and through the action of local forces with no classical counterpart. The soundness of our results is proved along three limits of particular relevance: the closed-system limit ($\\Omega \\to \\infty$), the limit of non-interacting particles, and invoking classicality. Interestingly, we show that quantum fingerprints arise on the local power expression only when the volume $\\Omega$ is finite. Otherwise we recover a classical-like expression. This work could be of particular interest in the field of nanoelectronics, where the realization of a zero-power technology constitutes a long standing challenge.

    The characterisation of termination using well-founded monotone algebras has been a milestone on the way to automated termination techniques, of which we have seen an extensive development over the past years. Both the semantic characterisation and most known termination methods are concerned with global termination, uniformly of all the terms of a term rewriting system (TRS). In this paper we consider local termination, of specific sets of terms within a given TRS. The principal goal of this paper is generalising the semantic characterisation of global termination to local termination. This is made possible by admitting the well-founded monotone algebras to be partial. We also extend our approach to local relative termination. The interest in local termination naturally arises in program verification, where one is probably interested only in sensible inputs, or just wants to characterise the set of inputs for which a program terminates.     Contrary to the sequential world, the processes involved in a distributed system do not necessarily know when a computation is globally finished. This paper investigates the problem of the detection of the termination of local computations. We define four types of termination detection: no detection, detection of the local termination, detection by a distributed observer, detection of the global termination. We give a complete characterisation (except in the local termination detection case where a partial one is given) for each of this termination detection and show that they define a strict hierarchy. These results emphasise the difference between computability of a distributed task and termination detection.     Male, Sprague-Dawley rats (154{plus minus}1 g) were fed diets containing 2% corn oil (CO) + 14% butterfat (BF), beef tallow (BT), olive oil (OO) or coconut oil (CN) vs a 16% CO control diet for 5 weeks. Changes in plasma TG specific activity (dpm/mg TG) were determined in individual unanesthetized rats after injection of 100 {mu}Ci (2-{sup 3}H)-glycerol via a carotid cannula. Fractional rate constants were obtained using a 2-compartment model and nonlinear regression analysis. Results demonstrated no difference in the fractional rate constants among dietary groups; but, differences in the rates of hepatic TG secretion were noted. Rats fed BT showed a higher rate of hepatic TG secretion than rats fed CO. Rats fed BF, OO or CN showed somewhat higher rates of hepatic TG secretion than CO. VLDL TG, phospholipid, and apolipoprotein B and E levels were higher with saturated fats vs CO. The data suggest that the higher plasma TG levels noted in response to feeding saturated fats vs corn oil can be explained, in part, by an increased flux of hepatic TG secretion.

    Radiative carrier recombination processes in GaAs/GaNAs core/shell nanowires grown by molecular beam epitaxy on a Si substrate are systematically investigated by employing micro-photoluminescence (?-PL) and ?-PL excitation (?-PLE) measurements complemented by time-resolved PL spectroscopy. At low temperatures, alloy disorder is found to cause localization of photo-excited carriers leading to predominance of optical transitions from localized excitons (LE). Some of the local fluctuations in N composition are suggested to lead to strongly localized three-dimensional confining potential equivalent to that for quantum dots, based on the observation of sharp and discrete PL lines within the LE contour. The localization effects are found to have minor influence on PL spectra at room temperature due to thermal activation of the localized excitons to extended states. Under these conditions, photo-excited carrier lifetime is found to be governed by non-radiative recombination via surface states which is somewhat suppressed upon N incorporation.
