    Incorporation of nanoparticles into devices such as solid oxide fuel cells (SOFCs) may provide benefits such as higher surface areas or finer control over microstructure. However, their use with traditional fabrication techniques such as screen-printing is problematic. Here, we show that mixing larger commercial particles with nanoparticles allows traditional ink formulation and screen-printing to be used while still providing benefits of nanoparticles such as increased porosity and lower sintering temperatures. SOFC anodes were produced by impregnating ceria–gadolinia (CGO) scaffolds with nickel nitrate solution. The scaffolds were produced from inks containing a mixture of hydrothermally-synthesised nanoparticle CGO, commercial CGO and polymeric pore formers. The scaffolds were heat-treated at either 1000 or 1300 °C, and were mechanically stable. In situ ultra-small X-ray scattering (USAXS) shows that the nanoparticles begin sintering around 900–1000 °C. Analysis by USAXS and scanning electron microscopy (SEM) revealed that the low temperature heat-treated scaffolds possessed higher porosity. Impregnated scaffolds were used to produce symmetrical cells, with the lower temperature heat-treated scaffolds showing improved gas diffusion, but poorer charge transfer. Using these scaffolds, lower temperature heat-treated cells of Ni–CGO/200 μm YSZ/CGO-LSCF performed better at 700 °C (and below) in hydrogen, and performed better at all temperatures using syngas, with power densities of up to 0.15 W cm-2 at 800 °C. This approach has the potential to allow the use of a wider range of materials and finer control over microstructure.

    Bioelectrochemical systems have been shown to treat low-value biorefinery streams while recovering energy, however, low current densities and anode conversion efficiencies (ACE) limit their application. A bioanode was developed via enrichment of electroactive biofilm under fed-batch and continuous feeding conditions using corn stover-derived waste stream. The continuously-fed MFC exhibited a current density of 5.8±0.06 A/m2 and an ACE of 39%±4. The fed-batch MFC achieved a similar current density and an ACE of 19.2%, however, its performance dropped after 36 days of operation to 1.1 A/m2 and 0.5%, respectively. In comparison, the ACE of the continuously-fed MFC remained stable achieving anmore » ACE of 30% ± 3 after 48 days of operation. An MFC treating a biorefinery stream post fuel separation achieved a current density of 10.7±0.1 A/m2 and an ACE of 57% ± 9 at an organic loading of 12.5 g COD/L-day. Characterization of the microbial communities indicate higher abundance of Firmicutes and Proteobacteria and lower abundance of Bacteriodetes and a higher level of Geobacter spp. (1.4% vs. 0.2%) in continuously-fed MFC vs. fed-batch MFC. Finally, the results demonstrate that limiting substrate to the equivalent maximum current that the anode can generate, maintains MFC performance over a long term for high strength wastewaters, such as those generated in the biorefinery.« less

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    An exoelectrogenic, biofilm-forming microbial consortium was enriched in an acetate-fed microbial fuel cell (MFC) using a flow-through anode coupled to an air-cathode. Multiple parameters known to improve MFC performance were integrated in one design including electrode spacing, specific electrode surface area, flow-through design, minimization of dead volume within anode chamber, and control of external resistance. In addition, continuous feeding of carbon source was employed and the MFC was operated at intermittent high flows to enable removal of non-biofilm forming organisms over a period of six months. The consortium enriched using the modified design and operating conditions resulted in a power density of 345 W m-3 of net anode volume (3650 mW m-2), when coupled to a ferricyanide cathode. The enriched consortium included -, -, -Proteobacteria, Bacteroidetes and Firmicutes. Members of the order Rhodocyclaceae and Burkholderiaceae (Azospira spp. (49%), Acidovorax spp. (11%) and Comamonas spp. (7%)), dominated the microbial consortium. Denaturing gradient gel electrophoresis (DGGE) analysis based on primers selective for Archaea suggested a very low abundance of methanogens. Limiting the delivery of the carbon source via continuous feeding corresponding to the maximum cathodic oxidation rates permitted in the flow-through, air-cathode MFC resulted in coulombic efficiencies reaching 88 5.7%.

    PEM fuel cell technology is rapidly emerging as a viable propulsion alternative to the internal combustion engine. Fuel cells offer the advantages of low emissions, high efficiency, fuel flexibility, quiet and continuous operation, and modularity. Over the last decade, dramatic advances have been achieved in the performance and cost of PEM fuel cell technologies for automotive applications. However, significant technical barriers remain to making fuel cell propulsion systems viable alternatives to the internal combustion engine.     Fuel cells (FCs) are considered essential future energy technologies by developed and developing economies alike. Several countries, including the United States, Japan, Germany, and South Korea have established publicly funded R&D and market transformation programs to develop viable domestic FC industries for both automotive and non-automotive applications. Important non-automotive applications include large scale and small scale distributed combined heat and electrical power, backup and uninterruptible power, material handling and auxiliary power units. The U.S. FC industry is in the early stages of development, and is working to establish sustainable markets in all these areas. To be successful, manufacturers must reduce costs, improve performance, and overcome market barriers to new technologies. U.S. policies are assisting via research and development, tax credits and government-only and government-assisted procurements. Over the past three years, the industry has made remarkable progress, bringing both stack and system costs down by more than a factor of two while improving durability and efficiency, thanks in part to government support. Today, FCs are still not yet able to compete in these markets without continued policy support. However, continuation or enhancement of current policies, such as the investment tax credit and government procurements, together with continued progress by the industry, appears likely to establish a viable domestic industry within the next decade.

A metal barrier layer was used to block methanol crossover from the anode to the cathode side while still allowing for the transport of protons from the anode to the cathode. A direct methanol fuel cell (DMFC) is an electrochemical engine that converts chemical energy into clean electrical power by the direct oxidation of methanol at the fuel cell anode.     The carbonate fuel cell promises highly efficient, cost-effective and environmentally superior power generation from pipeline natural gas, coal gas, biogas, and other gaseous and liquid fuels. FuelCell Energy, Inc. has been engaged in the development of this unique technology, focusing on the development of the Direct Fuel Cell (DFC{reg_sign}). The DFC{reg_sign} design incorporates the unique internal reforming feature which allows utilization of a hydrocarbon fuel directly in the fuel cell without requiring any external reforming reactor and associated heat exchange equipment. This approach upgrades waste heat to chemical energy and thereby contributes to a higher overall conversion efficiency of fuel energy to electricity with low levels of environmental emissions. Among the internal reforming options, FuelCell Energy has selected the Indirect Internal Reforming (IIR)--Direct Internal Reforming (DIR) combination as its baseline design. The IIR-DIR combination allows reforming control (and thus cooling) over the entire cell area. This results in uniform cell temperature. In the IIR-DIR stack, a reforming unit (RU) is placed in between a group of fuel cells. The hydrocarbon fuel is first fed into the RU where it is reformed partially to hydrogen and carbon monoxide fuel using heat produced by the fuel cell electrochemical reactions. The reformed gases are then fed to the DIR chamber, where the residual fuel is reformed simultaneously with the electrochemical fuel cell reactions. FuelCell Energy plans to offer commercial DFC power plants in various sizes, focusing on the subMW as well as the MW-scale units. The plan is to offer standardized, packaged DFC power plants operating on natural gas or other hydrocarbon-containing fuels for commercial sale. The power plant design will include a diesel fuel processing option to allow dual fuel applications. These power plants, which can be shop-fabricated and sited near the user, are ideally suited for distributed power

    Studies were carried out on the FED Baseline to improve design definition, establish feasibility, and reduce cost. Emphasis was placed on cost reduction, but significant feasibility concerns existed in several areas, and better design definition was required to establish feasibility and provide a better basis for cost estimates. Design definition and feasibility studies included the development of a labyrinth shield ring concept to prevent radiation streaming between the torus spool and the TF coil cryostat. The labyrinth shield concept which was developed reduced radiation streaming sufficiently to permit contact maintenance of the inboard EF coils. Various concepts of preventing arcing between adjacent shield sectors were also explored. It was concluded that installation of copper straps with molybdenum thermal radiation shields would provide the most reliable means of preventing arcing. Other design studies included torus spool electrical/structural concepts, test module shielding, torus seismic response, poloidal conditions in the magnets, disruption characteristics, and eddy current effects. These additional studies had no significant impact on cost but did confirm the feasibility of the basic FED Baseline concept.

    The program was designed to advance the carbonate fuel cell technology from full-size proof-of-concept field test to the commercial design. DOE has been funding Direct FuelCell{reg_sign} (DFC{reg_sign}) development at FuelCell Energy, Inc. (FCE, formerly Energy Research Corporation) from an early state of development for stationary power plant applications. The current program efforts were focused on technology and system development, and cost reduction, leading to commercial design development and prototype system field trials. FCE, in Danbury, CT, is a world-recognized leader for the development and commercialization of high efficiency fuel cells that can generate clean electricity at power stations, or at distributed locations near the customers such as hospitals, schools, universities, hotels and other commercial and industrial applications. FCE has designed three different fuel cell power plant models (DFC300A, DFC1500 and DFC3000). FCE's power plants are based on its patented DFC{reg_sign} technology, where a hydrocarbon fuel is directly fed to the fuel cell and hydrogen is generated internally. These power plants offer significant advantages compared to the existing power generation technologies--higher fuel efficiency, significantly lower emissions, quieter operation, flexible siting and permitting requirements, scalability and potentially lower operating costs. Also, the exhaust heat by-product can be used for cogeneration applications such as high-pressure steam, district heating and air conditioning. Several sub-MW power plants based on the DFC design are currently operating in Europe, Japan and the US. Several one-megawatt power plant design was verified by operation on natural gas at FCE. This plant is currently installed at a customer site in King County, WA under another US government program and is currently in operation.     This interim report presents partial (six months) results for a technology evaluation of gasoline hybrid electric parcel delivery trucks operated by FedEx in and around Los Angeles, CA. A 12 month in-use technology evaluation comparing in-use fuel economy and maintenance costs of GHEVs and comparative diesel parcel delivery trucks was started in April 2009. Comparison data was collected and analyzed for in-use fuel economy and fuel costs, maintenance costs, total operating costs, and vehicle uptime. In addition, this interim report presents results of parcel delivery drive cycle collection and analysis activities as well as emissions and fuel economy results of chassis dynamometer testing of a gHEV and a comparative diesel truck at the National Renewable Energy Laboratory's (NREL) ReFUEL laboratory. A final report will be issued when 12 months of in-use data have been collected and analyzed.

    The Reduced Enrichment Research and Test Reactor Program is one element of the United States Government's nonproliferation effort. High-density, low-enrichment, aluminum-clad uranium silicide fuels may be substituted for the highly enriched aluminum-clad alloy fuels now in use. Savannah River Laboratory has performed studies which demonstrate reprocessability of spent RERTR silicide fuels at Savannah River Plant. Results of dissolution and feed preparation tests and solvent extraction processing demonstrations with both unirradiated and irradiated uranium silicide fuels are presented.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    The rapid development and integration of the Internet into the mainstream of professional life provides the fuel cell industry with the opportunity to share new ideas with unprecedented capabilities. The U.S. Department of Energy's (DOE's) Morgantown Energy Technology Center (METC) has undertaken the task to maintain a Fuel Cell Forum on the Internet. Here, members can exchange ideas and information pertaining to fuel cell technologies. The purpose of this forum is to promote a better understanding of fuel cell concepts, terminology, processes, and issues relating to commercialization of fuel cell power technology. The Forum was developed by METC to provide those interested with fuel cell conference information for its current concept of exchanging ideas and information pertaining to fuel cells. Last August, the Forum expanded to an on-line and world-wide network. There are 250 members, and membership is growing at a rate of several new subscribers per week. The forum currently provides updated conference information and interactive information exchange. Forum membership is encouraged from utilities, industry, universities, and government. Because of the public nature of the internet, business sensitive, confidential, or proprietary information should not be placed on this system. The Forum is unmoderated; therefore, the views and opinions of authors expressed in the forum do not necessarily state or reflect those of the U.S. government or METC.

    Three configurations for an electrochemical cell are utilized to generate electric power from the reaction of oxygen or air with porous plates or particulates of carbon, arranged such that waste heat from the electrochemical cells is allowed to flow upwards through a storage chamber or port containing raw carbonaceous fuel. These configurations allow combining the separate processes of devolatilization, pyrolysis and electrochemical conversion of carbon to electric power into a single unit process, fed with raw fuel and exhausting high BTU gases, electric power, and substantially pure CO.sub.2 during operation.

    In an effort to promote clean energy projects and aid in the commercialization of new fuel cell technologies the Long Island Power Authority (LIPA) initiated a Fuel Cell Demonstration Program in 1999 with six month deployments of Proton Exchange Membrane (PEM) non-commercial Beta model systems at partnering sites throughout Long Island. These projects facilitated significant developments in the technology, providing operating experience that allowed the manufacturer to produce fuel cells that were half the size of the Beta units and suitable for outdoor installations. In 2001, LIPA embarked on a large-scale effort to identify and develop measures that could improve the reliability and performance of future fuel cell technologies for electric utility applications and the concept to establish a fuel cell farm (Farm) of 75 units was developed. By the end of October of 2001, 75 Lorax 2.0 fuel cells had been installed at the West Babylon substation on Long Island, making it the first fuel cell demonstration of its kind and size anywhere in the world at the time. Designed to help LIPA study the feasibility of using fuel cells to operate in parallel with LIPA's electric grid system, the Farm operated 120 fuel cells over its lifetime of over 3 years including 3 generations of Plug Power fuel cells (Lorax 2.0, Lorax 3.0, Lorax 4.5). Of these 120 fuel cells, 20 Lorax 3.0 units operated under this Award from June 2002 to September 2004. In parallel with the operation of the Farm, LIPA recruited government and commercial/industrial customers to demonstrate fuel cells as on-site distributed generation. From December 2002 to February 2005, 17 fuel cells were tested and monitored at various customer sites throughout Long Island. The 37 fuel cells operated under this Award produced a total of 712,635 kWh. As fuel cell technology became more mature, performance improvements included a 1% increase in system efficiency.     An LPG fuel shutoff system for use with a vehicle having an LPG fuel engine and having a solenoid valve to supply and shut off LPG fuel is described including: a relay having a relay contact which is closed when an electric current is fed to a coil of the relay; a pressure switch having a first position and a second position and adapted to be in the first position when engine oil pressure rises above a predetermined level; and an oil lamp adapted to light when the engine oil pressure is below the predetermined level, and wherein a solenoid coil of the solenoid valve is connected at one side to a battery through an ignition switch and a fuel switch. The solenoid coil also is connected, at another side of the solenoid coil, in series to the relay contact and the pressure switch in the second position respectively, the coil of the relay is connected to the solenoid valve side of the ignition switch through a starting switch, the oil lamp is connected between the ignition switch and the pressure switch.

    A method is disclosed for processing a pulverized solid fuel by heat, which comprises the steps of drying said fuel and subjecting the latter to two-stage pyrolysis with the resulting formation of vapor, gaseous products and small coke. According to the invention, at least a part of the small coke is additionally heated to a temperature of 800 to 1500/sup 0/C by combustion gas and/or by partial burning of the small coke, whereafter the heated small coke is separated from the combustion gas, fed to the first stage of pyrolysis and for drying the fuel. The heated small coke is gasified by steam. The resultant gasification products are separated from the small coke which is then fed as the heat carrier to the first stage of pyrolysis.

A fuel cell, although having similar components and several characteristics, differs from a typical battery in several respects. The battery is an energy storage device, that is, the maximum energy that is available is determined by the amount of chemical reactant stored within the battery itself. Thus, the battery will cease to produce electrical energy when the chemical reactants are consumed (i.e., discharged). In a secondary battery, the reactants are regenerated by recharging, which involves putting energy into the battery from an external source. The fuel cell, on the other hand, is an energy conversion device which theoretically has the capability of producing electrical energy for as long as the fuel and oxidant are supplied to the electrodes. In reality, degradation or malfunction of components limits the practical operating life of fuel cells.

    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    The public, automakers, and policymakers have long worried about trade-offs between increased fuel economy in motor vehicles and reduced safety. The conclusion of a broad group of experts on safety and fuel economy in the auto sector is that no trade-off is required. There are a wide variety of technologies and approaches available to advance vehicle fuel economy that have no effect on vehicle safety. Conversely, there are many technologies and approaches available to advance vehicle safety that are not detrimental to vehicle fuel economy. Congress is considering new policies to increase the fuel economy of new automobiles in order to reduce oil dependence and reduce greenhouse gas emissions. The findings reported here offer reassurance on an important dimension of that work: It is possible to significantly increase the fuel economy of motor vehicles without compromising their safety. Automobiles on the road today demonstrate that higher fuel economy and greater safety can co-exist. Some of the safest vehicles have higher fuel economy, while some of the least safe vehicles driven today--heavy, large trucks and SUVs--have the lowest fuel economy. At an October 3, 2006 workshop, leading researchers from national laboratories, academia, auto manufacturers, insurance research industry, consumer and environmental groups, material supply industries, and the federal government agreed that vehicles could be designed to simultaneously improve safety and fuel economy. The real question is not whether we can realize this goal, but the best path to get there. The experts' studies reveal important new conclusions about fuel economy and safety, including: (1) Vehicle fuel economy can be increased without affecting safety, and vice versa; (2) Reducing the weight and height of the heaviest SUVs and pickup trucks will simultaneously increase both their fuel economy and overall safety; and (3) Advanced materials can decouple size from mass, creating important new possibilities for

    Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s) of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.

    This disclosure describes an alpha monitor usable in an automated nuclear fuel pin loading and processing unit. Fuel pins or other elongated pins are fed laterally into the alpha monitor in a singular fashion and are translated by a first roller assembly into a weld flare machining and decontamination substation not forming a part of the invention. Pins return and are lifted upwardly and transferred across to a combined pin lifting and electrode operating means which lifts the pins upwardly into a clamshell electrode assembly which is spread open by a combined pin lifting and electrode operating means. Once inserted the clamshell type electrode arrangement closes around the fuel pins so that inspection can occur. Fuel pins are inspected by charging electrodes to a negative potential and measuring the change in charge occurring when positively charged alpha particles strike the negatively charged electrodes. After inspection, the fuel pins are lowered by the pin lifting and electrode operating means into a second roller assembly which longitudinally conveys approved pins from the airtight enclosure in which the alpha monitor is mounted.     The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado.     The Facility Energy Decision System (FEDS) software is a powerful buildings energy analysis tool developed by Battelle at the Pacific Northwest National Laboratory with support from numerous organizations including several within the U.S. Department of Energy (DOE) and U.S. Department of Defense (DoD). FEDS is used extensively throughout the federal sector to examine building energy efficiency potential and recommend energy saving retrofit projects. The focus of this CRADA was to update the foundation of the FEDS loads models, to improve the core functionality and calculation methods and position the building efficiency analysis software for continued growth. The broader intent was to increase FEDS utility and user satisfaction via improving modeling accuracy, facilitating development and making possible a wide range of new and desired capability enhancements.     Spray addition and carburetion methods were tested for dual-fueling a turbocharged, 65 kW diesel tractor. Approximately 30 percent of the fuel energy for the tractor was supplied by spraying ethanol into the intake air and about 46 percent by carburetion with little affect on the engine thermal efficiency. Further substitution of diesel fuel with ethanol was limited by knock. As the amount of ethanol fed into the engine was increased, ignition apparently changed from the steady burning process which normally occurs in a diesel engine to a rapid explosion which caused knock. The best fuel for the spray approach was a 50 percent ethanol/water solution and with the carburetor it was an 80 percent ethanol/water solution.

    Spray addition and carburetion methods were tested for dual-fueling a turbocharged, 65 kW diesel tractor. Approximately 30 percent of the fuel energy for the tractor was supplied by spraying ethanol into the intake air and about 46 percent by carburetion with little affect on the engine thermal efficiency. Further substitution of diesel fuel with ethanol was limited by knock. As the amount of ethanol fed into the engine was increased, ignition apparently changed from the steady burning process which normally occurs in a diesel engine to a rapid explosion which caused knock. The best fuel for the spray approach was a 50 percent ethanol/water solution and with the carburetor it was an 80 percent ethanol/water solution. (Refs. 6).

    The ITER burning plasma and advanced operating regimes require robust and reliable heating and current drive and fueling systems. The ITER design documents describe the requirements and reference designs for the ion cyclotron and pellet fueling systems. Development and testing programs are required to optimize, validate and qualify these systems for installation on ITER.The ITER ion cyclotron system offers significant technology challenges. The antenna must operate in a nuclear environment and withstand heat loads and disruption forces beyond present-day designs. It must operate for long pulse lengths and be highly reliable, delivering power to a plasma load with properties that will change throughout the discharge. The ITER ion cyclotron system consists of one eight-strap antenna, eight rf sources (20 MW, 35-65 MHz), associated high-voltage DC power supplies, transmission lines and matching and decoupling components.The ITER fueling system consists of a gas injection system and multiple pellet injectors for edge fueling and deep core fueling. Pellet injection will be the primary ITER fuel delivery system. The fueling requirements will require significant extensions in pellet injector pulse length ({approx}3000 s), throughput (400 torr-L/s,) and reliability. The proposed design is based on a centrifuge accelerator fed by a continuous screw extruder. Inner wall pellet injection with the use of curved guide tubes will be utilized for deep fueling.

  5. CleanFleet. Final report: Volume 4, fuel economy

    Fuel economy estimates are provided for the CleanFleet vans operated for two years by FedEx in Southern California. Between one and three vehicle manufacturers (Chevrolet, Dodge, and Ford) supplied vans powered by compressed natural gas (CNG), propane gas, California Phase 2 reformulated gasoline (RFG), methanol (M-85), and unleaded gasoline as a control. Two electric G-Vans, manufactured by Conceptor Corporation, were supplied by Southern California Edison. Vehicle and engine technologies are representative of those available in early 1992. A total of 111 vans were assigned to FedEx delivery routes at five demonstration sites. The driver and route assignments were periodically rotated within each site to ensure that each vehicle would experience a range of driving conditions. Regression analysis was used to estimate the relationships between vehicle fuel economy and factors such as the number of miles driven and the number of delivery stops made each day. The energy adjusted fuel economy (distance per energy consumed) of the alternative fuel vans operating on a typical FedEx duty cycle was between 13 percent lower and 4 percent higher than that of control vans from the same manufacturer. The driving range of vans operating on liquid and gaseous alternative fuels was 1 percent to 59 percent lower than for vans operating on unleaded gasoline. The driving range of the electric G-Vans was less than 50 miles. These comparisons are affected to varying degrees by differences in engine technology used in the alterative fuel and control vehicles. Relative fuel economy results from dynamometer emissions tests were generally consistent with those obtained from FedEx operations.

    The methodology and computer model described here were developed to analyze the cash flows for the federal government taking title to and managing spent nuclear fuel. The methodology has been used by the US Department of Energy (DOE) to estimate the spent fuel disposal fee that will provide full cost recovery. Although the methodology was designed to analyze interim storage followed by spent fuel disposal, it could be used to calculate a fee for reprocessing spent fuel and disposing of the waste. The methodology consists of two phases. The first phase estimates government expenditures for spent fuel management. The second phase determines the fees that will result in revenues such that the government attains full cost recovery assuming various revenue collection philosophies. These two phases are discussed in detail in subsequent sections of this report. Each of the two phases constitute a computer module, called SPADE (SPent fuel Analysis and Disposal Economics) and FEAN (FEe ANalysis), respectively.

    The Hanford Site was established in 1943 as one of the three original Manhattan Project locations involved in the development of atomic weapons. It continued as a defense production center until 1988, when its mission changed to environmental restoration and remediation. The Hanford Site is changing its business strategy and in doing so, is reinventing government. This new development has been significantly influenced by a number of external sources. These include: the change in mission, reduced security requirements, new found partnerships, fiscal budgets, the Tri-Party agreement and stakeholder involvement. Tight budgets and the high cost of cleanup require that the site develop and implement innovative cost saving approaches to its mission. Costeffective progress is necessary to help assure continued funding by Congress.

  13. Market penetration scenarios for fuel cell vehicles

    Fuel cell vehicles may create the first mass market for hydrogen as an energy carrier. Directed Technologies, Inc., working with the US Department of Energy hydrogen systems analysis team, has developed a time-dependent computer market penetration model. This model estimates the number of fuel cell vehicles that would be purchased over time as a function of their cost and the cost of hydrogen relative to the costs of competing vehicles and fuels. The model then calculates the return on investment for fuel cell vehicle manufacturers and hydrogen fuel suppliers. The model also projects the benefit/cost ratio for government--the ratio of societal benefits such as reduced oil consumption, reduced urban air pollution and reduced greenhouse gas emissions to the government cost for assisting the development of hydrogen energy and fuel cell vehicle technologies. The purpose of this model is to assist industry and government in choosing the best investment strategies to achieve significant return on investment and to maximize benefit/cost ratios. The model can illustrate trends and highlight the sensitivity of market penetration to various parameters such as fuel cell efficiency, cost, weight, and hydrogen cost. It can also illustrate the potential benefits of successful R and D and early demonstration projects. Results will be shown comparing the market penetration and return on investment estimates for direct hydrogen fuel cell vehicles compared to fuel cell vehicles with onboard fuel processors including methanol steam reformers and gasoline partial oxidation systems. Other alternative fueled vehicles including natural gas hybrids, direct injection diesels and hydrogen-powered internal combustion hybrid vehicles will also be analyzed.

    Polymer electrolyte membrane (PEM) fuel cells are attracting much attention as promising clean power sources and an alternative to conventional internal combustion engines, secondary batteries, and other power sources. Much effort from government laboratories, industry, and academia has been devoted to developing PEM fuel cells, and great advances have been achieved. Although prototype cars powered by fuel cells have been delivered, successful commercialization requires fuel cell electrocatalysts, which are crucial components at the heart of fuel cells, meet exacting performance targets. In this review, we present a brief overview of the recent progress in fuel cell electrocatalysts, which involves catalyst supports, Pt and Pt-based electrocatalysts, and non-Pt electrocatalysts.

  16. Fuel Cell Forklift Project Final Report

    This project addresses the DOE’s priorities related to acquiring data from real-world fuel cell operation, eliminating non-technical barriers, and increasing opportunities for market expansion of hydrogen fuel cell technologies. The project involves replacing the batteries in a complete fleet of class-1 electric lift trucks at FedEx Freight’s Springfield, MO parcel distribution center with 35 Plug Power GenDrive fuel cell power units. Fuel for the power units involves on-site hydrogen handling and dispensing equipment and liquid hydrogen delivery by Air Products. The project builds on FedEx Freight’s previous field trial experience with a handful of Plug Power’s GenDrive power units. Those trials demonstrated productivity gains and improved performance compared to battery-powered lift trucks. Full lift truck conversion at our Springfield location allows us to improve the competitiveness of our operations and helps the environment by reducing greenhouse gas emissions and toxic battery material use. Success at this distribution center may lead to further fleet conversions at some of our distribution centers.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    In an effort to reduce national dependence on imported oil and to improve urban air quality, the US Department of Energy (DOE) is promoting the development and deployment of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to develop and conduct projects to evaluate the performance and acceptability of light-duty AFVs compared to similar gasoline vehicles. As part of this effort, NREL has undertaken a number of evaluation projects, including conducting telephone surveys with fleet managers and drivers of AFVs in the federal fleet. This report summarizes the results of the survey of state and city government fleet managers.

In the reformer, the partially cooled off-gas is further cooled against a hydrocarbon which is thus reformed into a synthesis gas, which is then fed into the glass making furnace as a fuel.     The ongoing program is designed to advance the carbonate fuel cell technology from full-size proof-of-concept field test to the commercial design. DOE has been funding Direct FuelCell{reg_sign} (DFC{reg_sign}) development at FuelCell Energy, Inc. (FCE) for stationary power plant applications. The program efforts are focused on technology and system optimization for cost reduction, leading to commercial design development and prototype system field trials. FCE, Danbury, CT, is a world-recognized leader for the development and commercialization of high efficiency fuel cells that can generate clean electricity at power stations, or at distributed locations near the customers such as hospitals, schools, universities, hotels and other commercial and industrial applications. FCE has designed three different fuel cell power plant models (DFC300A, DFC1500 and DFC3000). FCE's power plants are based on its patented DFC{reg_sign} technology, where the fuel is directly fed to the fuel cell and hydrogen is generated internally. These power plants offer significant advantages compared to the existing power generation technologies--higher fuel efficiency, significantly lower emissions, quieter operation, flexible siting and permitting requirements, scalability and potentially lower operating costs. Also, the exhaust heat by-product can be used for cogeneration applications such as high-pressure steam, district heating and air conditioning. Several FCE sub-megawatt power plants are currently operating in Europe, Japan and the US. Because hydrogen is generated directly within the fuel cell module from readily available fuels such as natural gas and waste water treatment gas, DFC power plants are ready today and do not require the creation of a hydrogen infrastructure. Product improvement progress made during the reporting period in the areas of technology, manufacturing processes, cost reduction and balance of plant equipment designs is discussed in this report.

  12. Coupling fuel cycles with repositories: how repository institutional choices may impact fuel cycle design

    The historical repository siting strategy in the United States has been a top-down approach driven by federal government decision making but it has been a failure. This policy has led to dispatching fuel cycle facilities in different states. The U.S. government is now considering an alternative repository siting strategy based on voluntary agreements with state governments. If that occurs, state governments become key decision makers. They have different priorities. Those priorities may change the characteristics of the repository and the fuel cycle. State government priorities, when considering hosting a repository, are safety, financial incentives and jobs. It follows that states will demand that a repository be the center of the back end of the fuel cycle as a condition of hosting it. For example, states will push for collocation of transportation services, safeguards training, and navy/private SNF (Spent Nuclear Fuel) inspection at the repository site. Such activities would more than double local employment relative to what was planned for the Yucca Mountain-type repository. States may demand (1) the right to take future title of the SNF so if recycle became economic the reprocessing plant would be built at the repository site and (2) the right of a certain fraction of the repository capacity for foreign SNF. That would open the future option of leasing of fuel to foreign utilities with disposal of the SNF in the repository but with the state-government condition that the front-end fuel-cycle enrichment and fuel fabrication facilities be located in that state.

The partially spent fuel stream is divided into two streams, spent fuel stream I and spent fuel stream II. Spent fuel stream I is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream I and exhaust stream II, and exhaust stream I is vented. Exhaust stream II is mixed with spent fuel stream II to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells.

    An electrolyte distribution and supply system for use with a fuel cell having means for drawing electrolyte therein is formed by a set of containers of electrolyte joined to respective fuel cells in a stack of such cells. The electrolyte is separately stored so as to provide for electrical isolation between electrolytes of the individual cells of the stack. Individual storage compartments are coupled by capillary tubes to the respective fuel cells. Hydrostatic pressure is maintained individually for each of the fuel cells by separately elevating each compartment of the storing means to a specific height above the corresponding fuel cell which is to be fed from that compartment of the storing means. The individual compartments are filled with electrolyte by allowing the compartments to overflow thereby maintaining the requisite depth of electrolyte in each of the storage compartments.

    This report is an overview of current spent nuclear fuel management in the DOE complex. Sources of information include published literature, internal DOE documents, interviews with site personnel, and information provided by individual sites. Much of the specific information on facilities and fuels was provided by the DOE sites in response to the questionnaire for data for spent fuels and facilities data bases. This information is as accurate as is currently available, but is subject to revision pending results of further data calls. Spent fuel is broadly classified into three categories: (a) production fuels, (b) special fuels, and (c) naval fuels. Production fuels, comprising about 80% of the total inventory, are those used at Hanford and Savannah River to produce nuclear materials for defense. Special fuels are those used in a wide variety of research, development, and testing activities. Special fuels include fuel from DOE and commercial reactors used in research activities at DOE sites. Naval fuels are those developed and used for nuclear-powered naval vessels and for related research and development. Given the recent DOE decision to curtail reprocessing, the topic of main concern in the management of spent fuel is its storage. Of the DOE sites that have spent nuclear fuel, the vast majority is located at three sites-Hanford, INEL, and Savannah River. Other sites with spent fuel include Oak Ridge, West Valley, Brookhaven, Argonne, Los Alamos, and Sandia. B&W NESI Lynchburg Technology Center and General Atomics are commercial facilities with DOE fuel. DOE may also receive fuel from foreign research reactors, university reactors, and other commercial and government research reactors. Most DOE spent fuel is stored in water-filled pools at the reactor facilities. Currently an engineering study is being performed to determine the feasibility of using dry storage for DOE-owned spent fuel currently stored at various facilities.     Regenerative fuel cell (RFC) systems produce power and electrolytically regenerate their reactants using stacks of electrochemical cells. Energy storage systems with extremely high specific energy (> 400 Wh/kg) have been designed that use lightweight pressure vessels to contain the gases generated by reversible (unitized) regenerative fuel cells (URFCs). Progress is reported on the development, integration, and operation of rechargeable energy storage systems with such high specific energy. Lightweight pressure vessels that enable high specific energies have been designed with performance factors (burst pressure/internal volume/tank weight) > 50 km (2.0 million inches), and a vessel with performance factor of 40 km (1.6 million inches) was fabricated. New generations of both advanced and industry-supplied hydrogen tankage are under development. A primary fuel cell test rig with a single cell (46 cm{sup 2} active area) has been modified and operated reversibly as a URFC (for up to 2010 cycles on a single cell). This URFC uses bifunctional electrodes (oxidation and reduction electrodes reverse roles when switching from charge to discharge, as with a rechargeable battery) and cathode feed electrolysis (water is fed from the hydrogen side of the cell). Recent modifications also enable anode feed electrolysis (water is fed from the oxygen side of the cell). Hydrogen/halogen URFCs, capable of higher round-trip efficiency than hydrogen/oxygen URFCs, have been considered, and will be significantly heavier. Progress is reported on higher performance hydrogen/oxygen URFC operation with reduced catalyst loading.
