    The Town of Lakeview is proposing to construct and operate a geothermal direct use district heating system in Lakeview, Oregon. The proposed project would be in Lake County, Oregon, within the Lakeview Known Geothermal Resources Area (KGRA). The proposed project includes the following elements: Drilling, testing, and completion of a new production well and geothermal water injection well; construction and operation of a geothermal production fluid pipeline from the well pad to various Town buildings (i.e., local schools, hospital, and Lake County Industrial Park) and back to a geothermal water injection well. This EA describes the proposed project, the alternatives considered, and presents the environmental analysis pursuant to the National Environmental Policy Act. The project would not result in adverse effects to the environment with the implementation of environmental protection measures.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners. The commercial component of Fayette County’s Better Building Initiative involved grants and loans to assist up to $15,000 projects per commercial structure with a mixture of a grant and financing at 0% for up to three – (3) years. The maximum award can be a $5,000 grant and a $10,000 loan. For projects less than $15,000, the award will have a ratio of 1/3 grant and 2/3 loan.

    Radon gas released from the 130,000 tons of tailings at the Lakeview site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The three alternative actions include millsite decontamination with the addition of 3 m of stabilization cover material (Option I) and removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II and III). Cost estimates range from $6,000,000 for stabilization in-place, to $7,500,000 for disposal at a distance of about 10 miles. Three alternatives for reprocessing the Lakeview tailings were examined. Results show that uranium recovery is not economical.

    This long-term surveillance plan (LTSP) for the Lakeview, Oregon, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Lakeview (Collins Ranch) disposal cell, which will be referred to as the Collins Ranch disposal cell throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. This final LTSP was prepared as a requirement for acceptance under the US Nuclear Regulatory Commission (NRC) general license for custody and long-term care of residual radioactive materials. This LTSP documents whether the land and interests are owned by the United States or an Indian tribe, and details how the long-term care of the disposal site will be carried out. It is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program (DOE, 1992a).

    The results of the radiological survey of the inactive uranium-mill site at Lakeview, Oregon, show that the average gamma-ray exposure rate 1 m above the tailings pile and the evaporation pond area (now dry) is close to the average background level for the area (11 ..mu..R/hr). The /sup 226/Ra concentration in most of the surface soil and sediment samples is also at or below the average background value for surface soil samples in the area (0.8 pCi/g). Calculated /sup 226/Ra concentrations, based on gamma radiation measurements in shallow (1-m-deep) holes, are in agreement with the results of surface soil and sediment analyses and with gamma-ray exposure rate measurements. The tailings at this site have been stabilized by the addition of 46 to 60 cm (18 to 24 in.) of soil that supports vigorous growth of vegetation. This treatment, coupled with a low-level inventory of /sup 226/Ra in the tailings (50 Ci), has resulted in limited spread of tailings by wind and water.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Lakeview Uranium Mill site in Lakeview, Oregon, for a feasibility study of renewable energy production. The EPA contracted with the National Renewable Energy Laboratory (NREL) to provide technical assistance for the project. The purpose of this report is to describe an assessment of the site for possible development of a geothermal power generation facility and to estimate the cost, performance, and site impacts for the facility. In addition, the report recommends development pathways that could assist in the implementation of a geothermal power system at the site.

    This annual report documents the Uranium Mill Tailings Remedial Action (UMTRA) Project environmental monitoring and protection program. The UMTRA Project routinely monitors radiation, radioactive residual materials, and hazardous constituents at associated former uranium tailings processing sites and disposal sites. At the end of 1994, surface remedial action was complete at 14 of the 24 designated UMTRA Project processing sites: Canonsburg, Pennsylvania; Durango, Colorado; Grand Junction, Colorado; Green River Utah, Lakeview, Oregon; Lowman, Idaho; Mexican Hat, Utah; Riverton, Wyoming; Salt Lake City, Utah; Falls City, Texas; Shiprock, New Mexico; Spook, Wyoming, Tuba City, Arizona; and Monument Valley, Arizona. Surface remedial action was ongoing at 5 sites: Ambrosia Lake, New Mexico; Naturita, Colorado; Gunnison, Colorado; and Rifle, Colorado (2 sites). Remedial action has not begun at the 5 remaining UMTRA Project sites that are in the planning stage. Belfield and Bowman, North Dakota; Maybell, Colorado; and Slick Rock, Colorado (2 sites). The ground water compliance phase of the UMTRA Project started in 1991. Because the UMTRA Project sites are.` different stages of remedial action, the breadth of the UMTRA environmental protection program differs from site to site. In general, sites actively undergoing surface remedial action have the most comprehensive environmental programs for sampling media. At sites where surface remedial action is complete and at sites where remedial action has not yet begun, the environmental program consists primarily of surface water and ground water monitoring to support site characterization, baseline risk assessments, or disposal site performance assessments.

    On June 16 through 19, 1987, METC sponsored the Seventh Annual Gasification and Gas Stream Cleanup Systems Contractors Review Meeting which was held at the Sheraton Lakeview Conference Center in Morgantown, West Virginia. The primary purpose of the meeting was threefold: to review the technical progress and current status of the gasification and gas stream cleanup projects sponsored by the Department of Energy; to foster technology exchange among participating researchers and other technical communities; to facilitate interactive dialogues which would identify research needs that would make coal-based gasification systems more attractive economically and environmentally. More than 310 representatives of Government, academia, industry, and foreign energy research organizations attended the 4-day meeting. Fifty-three papers and thirty poster dsplays were presented summarizing recent developments in the gasification and gas stream cleanup programs. Volume II covers papers presented at sessions 5 and 6 on system for the production of synthesis gas, and on system for the production of power. All papers have been processed for inclusion in the Energy Data Base.

  8. Demonstration of Mer-Cure Technology for Enhanced Mercury Control

    Alstom Power Inc. has completed a DOE/NETL-sponsored program (under DOE Cooperative Agreement No. De-FC26-07NT42776) to demonstrate Mer-Cure{trademark}, one of Alstom's mercury control technologies for coal-fired boilers. The Mer-Cure{trademark}system utilizes a small amount of Mer-Clean{trademark} sorbent that is injected into the flue gas stream for oxidation and adsorption of gaseous mercury. Mer-Clean{trademark} sorbents are carbon-based and prepared with chemical additives that promote oxidation and capture of mercury. The Mer-Cure{trademark} system is unique in that the sorbent is injected into an environment where the mercury capture kinetics is accelerated. The full-scale demonstration program originally included test campaigns at two host sites: LCRA's 480-MW{sub e} Fayette Unit No.3 and Reliant Energy's 190-MW{sub e} Shawville Unit No.3. The only demonstration tests actually done were the short-term tests at LCRA due to budget constraints. This report gives a summary of the demonstration testing at Fayette Unit No.3. The goals for this Mercury Round 3 program, established by DOE/NETL under the original solicitation, were to reduce the uncontrolled mercury emissions by 90% at a cost significantly less than 50% of the previous target of $60,000/lb mercury removed. The results indicated that Mer-Cure{trademark} technology could achieve mercury removal of 90% based on uncontrolled stack emissions. The estimated costs for 90% mercury control, at a sorbent cost of $0.75 to $2.00/lb respectively, were $13,400 to $18,700/lb Hg removed. In summary, the results from demonstration testing show that the goals established by DOE/NETL were met during this test program. The goal of 90% mercury reduction was achieved. Estimated mercury removal costs were 69-78% lower than the benchmark of $60,000/lb mercury removed, significantly less than 50% of the baseline removal cost.

  9. Small boiler uses waste coal

    Burning coal waste in small boilers at low emissions poses considerable problem. While larger boiler suppliers have successfully installed designs in the 40 to 80 MW range for some years, the author has been developing small automated fluid bed boiler plants for 25 years that can be applied in the range of 10,000 to 140,000 lbs/hr of steam. Development has centered on the use of an internally circulating fluid bed (CFB) boiler, which will burn waste fuels of most types. The boiler is based on the traditional D-shaped watertable boiler, with a new type of combustion chamber that enables a three-to-one turndown to be achieved. The boilers have all the advantages of low emissions of the large fluid boilers while offering a much lower height incorporated into the package boiler concept. Recent tests with a waste coal that had a high nitrogen content of 1.45% demonstrated a NOx emission below the federal limit of 0.6 lbs/mm Btu. Thus a NOx reduction on the order of 85% can be demonstrate by combustion modification alone. Further reductions can be made by using a selective non-catalytic reduction (SNCR) system and sulfur absorption of up to 90% retention is possible. The article describes the operation of a 30,000 lbs/hr boiler at the Fayette Thermal LLC plant. Spinheat has installed three ICFB boilers at a nursing home and a prison, which has been tested on poor-grade anthracite and bituminous coal. 2 figs.

  10. Full-Scale Testing of a Mercury Oxidation Catalyst Upstream of a Wet FGD System

    This document presents and discusses results from Cooperative Agreement DE-FC26-06NT42778, 'Full-scale Testing of a Mercury Oxidation Catalyst Upstream of a Wet FGD System,' which was conducted over the time-period July 24, 2006 through June 30, 2010. The objective of the project was to demonstrate at full scale the use of solid honeycomb catalysts to promote the oxidation of elemental mercury in pulverized-coal-fired flue gas. Oxidized mercury is removed downstream in wet flue gas desulfurization (FGD) absorbers and collected with the byproducts from the FGD system. The project was co-funded by EPRI, the Lower Colorado River Authority (LCRA), who also provided the host site, Great River Energy, Johnson Matthey, Southern Company, Salt River Project (SRP), the Tennessee Valley Authority (TVA), NRG Energy, Ontario Power and Westar. URS Group was the prime contractor and also provided cofunding. The scope of this project included installing and testing a gold-based catalyst upstream of one full-scale wet FGD absorber module (about 200-MW scale) at LCRA's Fayette Power Project (FPP) Unit 3, which fires Powder River Basin coal. Installation of the catalyst involved modifying the ductwork upstream of one of three wet FGD absorbers on Unit 3, Absorber C. The FGD system uses limestone reagent, operates with forced sulfite oxidation, and normally runs with two FGD modules in service and one spare. The full-scale catalyst test was planned for 24 months to provide catalyst life data. Over the test period, data were collected on catalyst pressure drop, elemental mercury oxidation across the catalyst module, and mercury capture by the downstream wet FGD absorber. The demonstration period began on May 6, 2008 with plans for the catalyst to remain in service until May 5, 2010. However, because of continual increases in pressure drop across the catalyst and concerns that further increases would adversely affect Unit 3 operations, LCRA decided to end the demonstration early, during a planned unit outage. On October 2, 2009, Unit 3 was taken out of service for a fall outage and the catalyst upstream of Absorber C was removed. This ended the demonstration after approximately 17 months of the planned 24 months of operation. This report discusses reasons for the pressure drop increase and potential measures to mitigate such problems in any future application of this technology. Mercury oxidation and capture measurements were made on Unit 3 four times during the 17-month demonstration. Measurements were performed across the catalyst and Absorber C and 'baseline' measurements were performed across Absorber A or B, which did not have a catalyst upstream. Results are presented in the report from all four sets of measurements during the demonstration period. These results include elemental mercury oxidation across the catalyst, mercury capture across Absorber C downstream of the catalyst, baseline mercury capture across Absorber A or B, and mercury re-emissions across both absorbers in service. Also presented in the report are estimates of the average mercury control performance of the oxidation catalyst technology over the 17-month demonstration period and the resulting mercury control costs.
