    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    I am writing to state my opposition to the natural gas pipeline currently proposed to run through Massachusetts, from the New York border to Dracut. The proposed route goes through some of the most beautiful land in the country, land that has been "Conserved" by its owners in order to prevent its development and preserve its clean and pristine condition. It goes across residential properties in areas where a leak would be catastrophic to those living in the area. The company proposing the pipeline has declined to participate in requested public discussions with those who would be most affected. As currently proposed it would involve the taking by eminent domain, very much against the will of the property owners, for a piece of infrastructure that enables the destructive process of "Fracking" natural gas, and proposes to fund the construction, which would benefit a private, for profit corporation, with a tariff on energy bills. That same money could be used to promote and develop the use of energy that is less environmentally devastating to produce and less environmentally devastating to consume, and that does not present nearly the same environmental hazards. Pipelines leak. They occasionally explode. The installation of this pipeline alone would threaten an environment that its present stewards have worked for years to protect, and it would be done very much against the will of not only those stewards, but their neighbors, the local governments, almost all interested local parties. Our government does occasionally need to exercise eminent domain to provide necessary infrastructure, but this is not for a government project. It's to increase the profits of a corporation that does not have the public interest as its driving motivator. This is not a necessary project. Conservation alone could replace the natural gas proposed to flow through this pipeline. If such a pipeline is found to be necessary, then it should be routed with the consultation and input of local land conservation experts and local governments, and not forced upon a population that can propose better alternatives because it may be the most expedient conduit for a profit motivated corporation that so far has frightened and threatened ("If you don't let us survey your land, we'll just come back once we have eminent domain") the affected landowners.     A Massachusetts resident, I am writing to oppose the Kinder Morgan/TGP Northeast Energy Natural gas pipeline in Massachusetts. The proposed pipeline path runs through hundreds of private properties and through some of the state's most sensitive eco-systems and would be paid for through new tariffs on our electric bills. Studies conducted by Black & Veatch show that if current levels of state energy efficiency programs continue, there is no need for additional natural gas infrastructure even with economic growth taken into account, yet ISO New England and NESCOE are calling for more pipeline capacity. Natural gas has done it's "bridge" work. With renewables phasing in at an unprecedented rate, adding more natural gas would now take is in the wrong direction for achieving the state's greenhouse gas emissions goals – based on CO2 output alone. Natural gas is also primarily methane, a greenhouse gas over 80 times more powerful than CO2 in the short term, over 20 times more in the long term. When a full accounting of methane's impact is taken into account, studies show that it has no benefit over coal or oil in reducing greenhouse gas effects. We are standing at the far end, having crossed the natural gas "bridge" to a clean energy economy. It's time to step forward into that future we've been building. Thank you. Elizabeth Newton

    Site-specific, long-term, continuous, and high-resolution measurements of solar irradiance are important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: establish a national 30-year climatological database of measured solar irradiances; provide high quality ground-truth data for satellite remote sensing validation; support development of radiative transfer models for estimating solar irradiance from available meteorological observations; provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center - MIDC (www.nrel.gov/midc). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests).

    This Project?s third year of implementation in 2007-2008, the final year, as designated by Elizabeth City State University (ECSU), in cooperation with the National Association of Mathematicians (NAM) Inc., in an effort to promote research and research training programs in computational science ? scientific visualization (CSSV). A major goal of the Project was to attract the energetic and productive faculty, graduate and upper division undergraduate students of diverse ethnicities to a program that investigates science and computational science issues of long-term interest to the Department of Energy (DoE) and the nation. The breadth and depth of computational science?scientific visualization and the magnitude of resources available are enormous for permitting a variety of research activities. ECSU?s Computational Science-Science Visualization Center will serve as a conduit for directing users to these enormous resources.

    Efforts to deregulate the electric utility industry are not exactly operating at the frontier of reform. The natural gas industry has scouted out the territory, and the same regulatory agency that oversaw that transition will be establishing a few boundaries for the electric utility industry as well. The agency in charge is the Federal Energy Regulatory Commission (FERC), says Elizabeth A. Moler, chair of the FERC in Washington, D.C. The electric power industry, she adds, already is responding positively to the new competitive environment. For example, {open_quotes}state regulators are taking advantage of the opportunities afforded by FERC`s new regulations to provide choice to customers at the retail level,{close_quotes} Moler says. However, potential abuses on the new open market include price fixing and other unfair practices. {open_quotes}A utility that controls all of the generation within a large geographic area may yet control prices. Regulators at the federal and state levels must guard against these problems,{close_quotes} Moler says. In the new world of deregulation, old anti-trust laws may be invoked to ensure that monopolies do not unfarily limit competition.

    This report determines the nature and scope of the hazardous waste problem affecting HUD programs and community development and redevelopment activities. It defines the problem and develops categories of hazardous wastes most applicable to HUD. The report identifies sources of hazardous waste and gives examples of their impacts. The role of HUD and other agencies in controlling hazardous waste is reviewed, and recommendations are made for mitigating known and potential impacts. Three case studies -- in Dover Township and Elizabeth, N.J., and in Richmond, Va., illustrate the wide range of impacts made possible because of improper handling of or lack of appreciation for hazardous substances. The report suggests that a Hazard Identification Guidebook be developed, similar to others addressing housing safety and noise assessment, that would require HUD personnel to carry out a number of investigations on and around a site. This process is briefly described here and could serve as a basis for a guidebook. Flow charts illustrate this process. Tables and 23 references are supplied.

    Hydropower is under attack everywhere you look. It started back in the sixties during the battle over Arizona's Glen Canyon Dam. That case purportedly ended in a compromise with the Sierra Club to save the Grand Canyon from hydro development. But once built, the dam played havoc with Colorado River levels, disrupting rafting trips for Grand Canyon tourists. Even Barry Goldwater was later heard to rue the Glen Canyon project. Marc Reisner's 1986 book, Cadillac Desert, galvanized the antihydro faction. A few years later, calls arose for the City of San Francisco to dismantle its O'Shaughnessy Dam across the Hetch Hetchy Valley in the Sierra Nevada, just 15 miles north of famed Yosemite. That move failed. (Maybe San Francisco's oddball reputation had something to do with the result). But now we hear of plans underway to tear down dams on the Elwah River in Washington State's Olympic National Park, to reclaim lost salmon spawning grounds and return the parks to its natural state. This time the dam busters may win. These events are not unconnected. Strung together, they reveal a change in the popular opinion of how rivers, streams, and coastlines contribute to our economic well-being, and how the federal government should manage those economic resources. Federal hydropower control was born to govern our navigable waterways. It grew up as a tool to speed electrification and develop mining and logging. But forces today are seeking to make federal hydropower law more sympathetic to wildlife preservation. They argue that wildlife represents a national economic resource - no less so than timber, minerals, and shipping. This view is winning support from those in high positions, including the Chair of the Federal Energy Regulatory Commission, Elizabeth Moler.

  5. Steam trap maintenance management saves $180,000 annually

    The Reichhold Chemical plant is located in Elizabeth, NJ. At this location, the cost of steam had skyrocketed to $5.30 per million Btu. The plant has 600 steam traps manufactured by ten different companies. Some 17 different models of traps are used with 33 piping configurations. There are five different operating pressures throughout the plant ranging from 15-175 psig, including 30, 65, and 120 psig. Five different applications of steam usage can be broken down as follows: steam tracing (56%); drip (21%); comfort heating (18%); tank coil (4%); and process (1%). In the fall of 1983, the annual yearly inspection of steam traps was supplanted with an independent trap survey service, specializing in detecting the malfunctioning of various types of steam traps. The basic program included location and tagging of all steam traps; survey and inspection of steam trap population; development of a trap map; and full computer analysis of collected data. It was determined that approximately 3919 lb/hr of steam could be saved by repairing the failed open traps and implementing the report's recommendations. There were also benefits from fixing the failed closed traps which were out of service at the time of the survey. These traps do not allow the flow of steam or condensate to pass through the orifice. This condition causes condensate to back up and reduce efficiency. The maintenance management has been pleased with the results and recommendations of the program. It has provided them with a complete inventory and status report of the 600 traps plantwide. It saved $180,000 over the previous year in energy expenditures. This was the most important contribution in lowering the plant energy costs.
