1 Consumption smoothing: empirical evidence from rural Burkina Faso

This paper analyzes the community insurance of individual consumption against income risks in rural Burkina Faso. The study area is characterized by significant income volatility, particularly for poor households, caused by global or idiosyncratic shocks. The average consumption at village or region community level is used to control for global shocks. The differential effect of income instability on consumption insurance of poor households has been identified. We find robust results by using the General Least Square Method, applied to a 2004-2006 panel data from PNGT2. These results indicate partial consumption insurance by the community. Poor household income is more unstable. Its consumption is more linked to its income variation and less assured by its community during important global shocks. Consumption in the cotton basin is more sensitive to the income risk and less insured by the community. Food consumption is more assured. These results reveal an important role of the rural community in risk sharing, principally in situation of absence of formal insurance structures. 1. Background and objectives The rural Burkina Faso is characterized by important income volatility generated by global or idiosyncratic shocks. This volatility would be particularly for the poor. The main income source in this area is agriculture; then, income is dependent on climatic and socio-economic shocks, as in most of the developing countries (Deaton, 1992, 1997). The instability of household income is a risk on their consumption. Some risks are global, affecting all the households and others are idiosyncratic. However, the formal institutional mechanisms of consumption insurance against these risks are not well developed or not effective. The literature indicates that rural households develop various actions of consumption adjustment in case of income risks 1. It is, for example, about storage of agricultural food grains, space diversification of land plots exploited, credit, speculation on assets and family solidarity

Siting guidelines for concentrating solar power plants in the Sahel: Case study of Burkina Faso  

Science Conference Proceedings (OSTI)

Selecting a site that meets the technical requirements for a concentrating solar power plant (CSP) is a very critical exercise. This paper points out crucial factors and provides guidelines regarding the selection of suitable sites. It especially focuses on Sahelian countries which have their own climatic peculiarities. These countries, characterized by low access to electricity, are well endowed in solar resources. They are potentially good locations for concentrating solar power plants since their mean daily solar radiation exceeds 5.5 kWh/m{sup 2}. CSP presents therefore, a good opportunity for them to increase in a sustainable manner, their energy supply. The guidelines developed in this paper are applied to Burkina Faso as a case study. This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

This paper reports that, out of 104 new concessions offered during 1990 by the Department of Mineral Resources (DMR) in Thailand, 33 concession blocks were recently awarded to 17 oil companies. Thailand and Vietnam also agreed last December to set up a joint committee as soon as possible to study exploration possibilities in the overlapping area both claim in the eastern Gulf of Thailand. PTT Exploration and Production (PTTEP) also is planning the joint development of an offshore area claimed by Thailand, Cambodia and Vietnam. If it materializes, all benefits and costs will be split three ways. The area between Thailand and Cambodia is thought to have high potential for hydrocarbons.

Abstract: In 2009, hostilities were brought to an end in Burundi when the FNL rebel group laid down weapons. In exchange for peace, ex-rebels benefited from a disarmament, demobilization and reintegration (DDR) program to finance their return to civilian life. A few years earlier, another rebel group (CNDD-FDD) had gone through the same program. In this paper, we assess the impact of this complex program from a theoretical and an empirical viewpoint. First, we develop an agricultural model in order to predict the impact of demobilization cash transfers on beneficiary and non-beneficiary households. Then, we test the theoretical model by using a household panel dataset collected in rural Burundi. We find that, in the short run, the cash payments received by ex-combatants had a positive direct impact on purchases and investments of beneficiaries, as well as an indirect positive impact on non-beneficiaries. We also find that the direct and indirect impacts on purchases vanish in the long run. These results suggest that reinsertion grants may favour the acceptation of ex-combatants in their local communities in the short run, but are most likely not sufficient for peace to hold. More generally, it emphasizes the importance of considering spillovers in the evaluation of development programs.

Indochina becoming prime target for foreign investment in E and D

This paper reports that Indochina is emerging as a prime target for investment in oil and gas exploration and development. The Southeast Asian subcontinent offers sharp contrasts: the booming, market oriented economy of Thailand with its friendly climate for foreign investment, compared with the flagging socialist economies of Myanmar (formerly Burma), Cambodia, Laos, and Viet Nam. The contrast extends to the Thai energy sector as well. Aggressive development of Thailand's gas reserves with foreign assistance and capital underpins the buoyant Thai economy and has helped it reduce its dependence on imports to 40% of total energy demand. That contrast may also give impetus to a window of opportunity for oil and gas companies to participate in little tested or rank exploration plays elsewhere in the region. Except for Thailand, the region has seen little exploration and almost none by private companies since the early 1970s. The other countries are just beginning to emerge from years of international isolation caused by war or civil strife, and some are seeking foreign private investment in oil and natural gas for the first time in more than a decade. The need for hard currency capital is keen. Accordingly, industry officials point to nations such as Cambodia offering among the most attractive terms for oil and gas investment in the world.

Design of a rural water provision system to decrease arsenic exposure in Bangladesh

Researchers at the Lawrence Berkeley National Laboratory have invented ARUBA (Arsenic Removal Using Bottom Ash) a material that effectively and affordably removes high concentrations of arsenic from contaminated groundwater. The technology is cost-effective because the substrate?bottom ash from coal fired power plants?is a waste material readily available in South Asia. During fieldwork in four sub-districts ofBangladesh, ARUBA reduced groundwater arsenic concentrations as high as 680 ppb to below the Bangladesh standard of 50 ppb. Key results from three trips in Bangladesh and one trip to Cambodia include (1) ARUBA removes more than half of the arsenic from contaminated water within the first five minutes of contact, andcontinues removing arsenic for 2-3 days; (2) ARUBA?s arsenic removal efficiency can be improved through fractionated dosing (adding a given amount of ARUBA in fractions versus all at once); (3) allowing water to first stand for two to three days followed by treatment with ARUBA produced final arsenic concentrations ten times lower than treating water directly out of the well; and (4) the amount of arsenic removed per gram of ARUBA is linearly related to the initial arsenic concentrationof the water. Through analysis of existing studies, observations, and informal interviews in Bangladesh, eight design strategies have been developed and used in the design of a low-cost, community-scale water treatment system that uses ARUBA to remove arsenic from drinking water. We have constructed, tested, and analyzed a scale version of the system. Experiments have shown that the system is capable of reducing high levels of arsenic (nearly 600 ppb) to below 50 ppb, while remaining affordable to people living on less than $2 per day. The system could be sustainably implemented as a public-private partnership in rural Bangladesh.

Historic land use and carbon estimates for South and Southeast Asia: 1880--1980

This document describes the contents of a digital data base containing estimates of land use change and the carbon content of vegetation for South and Southeast Asia for the years 1880, 1920, 1950, 1970, and 1980. These data were originally collected for climate modelers, so they could reduce the uncertainty associated with the magnitude and time course of historical land use change and of carbon release. For this data base, South and Southeast Asia is defined as the countries of India, Sri Lanka, Bangladesh, Myanmar (Burma), Thailand, Laos, Kampuchea (Cambodia), Vietnam, Malaysia, Brunei, Singapore, Indonesia, and the Philippines. The most important change in land use over the 100 year period was the conversion of 107 {times} 10{sup 6} ha of forest/woodland to categories with lower biomass. Land thus transformed accounted for 13.5% of the total area of the study region. The estimated total carbon content of live vegetation in South and Southeast Asia has dropped progressively, from 59 {times} 10{sup 9} Mg in 1880 to 27 {times} 10{sup 9} Mg in 1980. Throughout the study period the carbon stock in forests was greater than the carbon content in all other categories combined, although its share of the total declined progressively from 81% in 1880 to 73% in 1980. The data base itself was developed in Lotus 1-2-3{trademark} using a sequential bookkeeping model. The source data were obtained at the local and regional level for each country from official agricultural and economic statistics from historical geographic and demographic texts, reports, and articles; and from any other available source. Because of boundary changes through time and disparities between the validity, availability, and scale of the data for each country, the data were aggregated into 94 ecological zones. The resulting data base contains land use and carbon information for 94 ecological zones and national totals for 13 countries.

The 24 files can be subdivided into two groups of 12 files each.
