A Comparative Analysis of Community Wind Power DevelopmentModels

For years, farmers in the United States have looked with envy on their European counterparts ability to profitably farm the wind through ownership of distributed, utility-scale wind projects. Only within the past few years, however, has farmer- or community-owned windpower development become a reality in the United States. The primary hurdle to this type of development in the United States has been devising and implementing suitable business and legal structures that enable such projects to take advantage of tax-based federal incentives for windpower. This article discusses the limitations of such incentives in supporting farmer- or community-owned wind projects, describes four ownership structures that potentially overcome such limitations, and finally conducts comparative financial analysis on those four structures, using as an example a hypothetical 1.5 MW farmer-owned project located in the state of Oregon. We find that material differences in the competitiveness of each structure do exist, but that choosing the best structure for a given project will largely depend on the conditions at hand; e.g., the ability of the farmer(s) to utilize tax credits, preference for individual versus cooperative ownership, and the state and utility service territory in which the project will be located.

Pesticide risk perceptions and the differences between farmers and extensionists: Towards a knowledge-in-context model

A growing body of literature analyzes farmer perceptions of pesticide risk, but much less attention has been given to differences in risk perception between farmers and technical experts. Furthermore, inconsistencies in knowledge have too easily been explained in terms of lack of knowledge rather than exploring the underlying reasons for particular forms of thinking about pesticide risks. By doing this, the division between expert and lay knowledge has been deepened rather than transcended. Objective: This study aims to understand differences and similarities among the perceptions of pesticide risks of farmers, farm workers, and technical experts such as extensionists, by applying a social science approach towards knowledge and risk attitudes. Methods: Semi-structured interviews and field observations were conducted to smallholders, farm workers, extensionists, health professionals and scientists involved in the use and handling of pesticides. Subsequently, a survey was carried out to quantify the farmers and extensionists' acceptance or rejection of typical assertions expressed previously in the semi-structured interviews. Results: Smallholders showed to gain knowledge from their own experiences and to adapt pesticides practices, which is a potential basis for transforming notions of pesticide safety and risk reduction strategies. Though extensionists have received formal education, they sometimes develop ideas deviating from the technical perspective. The risk perception of the studied actors appeared to vary according to their role in the agricultural labor process; they varied much less than expected according to their schooling level. Conclusions: Commitment to the technical perspective is not dramatically different for extensionists on the one hand and farmers as well as farm workers on the other hand. Ideas about a supposed lack of knowledge by farmers and the need of formal training are too much driven by a deficit model of knowledge. Further research on risk perceptions of pesticides and training of rural people will benefit from the development of a knowledge-in-context model. -- Highlights: • Researching perceptions of farmers' extensionists and other professionals. • Experts as well as farmers deviate from the technical perspective. • Blaming who is responsible for pesticide problems creates expert-lay division. • Qualitative and quantitative methods, not as complementary but integrated. • Knowledge-in-context model as an alternative to the knowledge-deficit model.

Viability of Small Wind Distributed Generation for Farmers Who Irrigate (Poster)

About 14% of U.S. farms are irrigated, representing 55 million acres of irrigated land. Irrigation on these farms is a major energy user in the United States, accounting for one-third of water withdrawals and 137 billion gallons per day. More than half of the Irrigation systems use electric energy. Wind energy can be a good choice for meeting irrigation energy needs. Nine of the top 10 irrigation states (California, Texas, Idaho, Arkansas, Colorado, Nebraska, Arizona, Kansas, Washington, and Oregon) have good to excellent wind resources. Many rural areas have sufficient wind speeds to make wind an attractive alternative, and farms and ranches can often install a wind energy system without impacting their ability to plant crops and graze livestock. Additionally, the rising and uncertain future costs of diesel, natural gas, and even electricity increase the potential effectiveness for wind energy and its predictable and competitive cost. In general, wind-powered electric generation systems generate more energy in the winter months than in the summer months when most crops need the water. Therefore, those states that have a supportive net metering policy can dramatically impact the viability of an onsite wind turbine. This poster presentation highlights case studies that show favorable and unfavorable policies that impact the growth of small wind in this important sector and demonstrate how net metering policies affect the viability of distributed wind generation for farmers who irrigate.

The Biofuels Revolution: Understanding the Social, Cultural and Economic Impacts of Biofuels Development on Rural Communities

The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producersâ?? attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A â??multi-methodâ? or â??mixed methodâ? research methodology was employed for each case study.

The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

Towards sustainable urban communities

Requirements for the assessment tools of buildings have increased, assessing of building components or separate buildings is not enough. Neighbourhoods, built environment, public transportations, and services, should be considered simultaneously. Number of population living in urban areas is high and increasing rapidly. Urbanisation is a major concern due to its detrimental effects on the environment. The aim of this study is to clarify the field of assessment tools for urban communities by analysing the current situation. The focus is on internationally well known assessment tools; BREEAM Communities, CASBEE for Urban Development and LEED for Neigborhood Development. The interest towards certification systems is increasing amongst the authorities, and especially amongst the global investors and property developers. Achieved certifications are expected to bring measureable publicity for the developers. The assessment of urban areas enables the comparison of municipalities and urban areas, and notably supports decision making processes. Authorities, city planners, and designers would benefit most from the use of the tools during the decision making process. - Highlights: Black-Right-Pointing-Pointer The urban assessment tools have strong linkage to the region. Black-Right-Pointing-Pointer The tools promote complementary building and retrofitting existing sites. Black-Right-Pointing-Pointer Sharing knowledge and experiences is important in the development of the tools.

The Interstate Renewable Energy Council (IREC) has worked closely with The Vote Solar Initiative to develop model program rules for community-scale renewables that consider many of the basic issues facing community renewables programs. Purpose: To investigate gradient effects and provide Monte Carlo calculated beam quality conversion factors to characterize the Farmer?type NE2571 ion chamber for high?energy reference dosimetry of clinical electron beams. Methods: The EGSnrc code system is used to calculate the absorbed dose to water and to the gas in a fully modeled NE2571 chamber as a function of depth in a water phantom. Electron beams incident on the surface of the phantom are modeled using realistic BEAMnrc accelerator simulations and electron beam spectra. Beam quality conversion factors are determined using calculated doses to water and to air in the chamber in high?energy electron beams and in a cobalt?60 reference field. Calculated water?to?air stopping power ratios are employed for investigation of the overall ion chamber perturbation factor. Results: An upstream shift of 0.3–0.4 multiplied by the chamber radius, r-cav, both minimizes the variation of the overall ion chamber perturbation factor with depth and reduces the difference between the beam quality specifier (R{sub 5} {sub 0}) calculated using ion chamber simulations and that obtained with simulations of dose?to?water in the phantom. Beam quality conversion factors are obtained at the reference depth and gradient effects are optimized using a shift of 0.2r-cav. The photon?electron conversion factor, k-ecal, amounts to 0.906 when gradient effects are minimized using the shift established here and 0.903 if no shift of the data is used. Systematic uncertainties in beam quality conversion factors are investigated and amount to between 0.4 to 1.1% depending on assumptions used. Conclusion: The calculations obtained in this work characterize the use of an NE2571 ion chamber for reference dosimetry of high?energy electron beams. These results will be useful as the AAPM continues to review their reference dosimetry protocols.

The Trilinos Project started approximately nine years ago as a small effort to enable research, development and ongoing support of small, related solver software efforts. The 'Tri' in Trilinos was intended to indicate the eventual three packages we planned to develop. In 2007 the project expanded its scope to include any package that was an enabling technology for technical computing. Presently the Trilinos repository contains over 55 packages covering a broad spectrum of reusable tools for constructing full-featured scalable scientific and engineering applications. Trilinos usage is now worldwide, and many applications have an explicit dependence on Trilinos for essential capabilities. Users come from other US laboratories, universities, industry and international research groups. Awareness and use of Trilinos is growing rapidly outside of Sandia. Members of the external research community are becoming more familiar with Trilinos, its design and collaborative nature. As a result, the Trilinos project is receiving an increasing number of requests from external community members who want to contribute to Trilinos as developers. To-date we have worked with external developers in an ad hoc fashion. Going forward, we want to develop a set of policies, procedures, tools and infrastructure to simplify interactions with external developers. As we go forward with multi-laboratory efforts such as CASL and X-Stack, and international projects such as IESP, we will need a more streamlined and explicit process for making external developers 'first-class citizens' in the Trilinos development community. This document is intended to frame the discussion for expanding the Trilinos community to all strategically important external members, while at the same time preserving Sandia's primary leadership role in the project.

Many real world systems or web services can be represented as a network such as social networks and transportation networks. In the past decade, many algorithms have been developed to detect the communities in a network using connections between nodes. However in many real world networks, the locations of nodes have great influence on the community structure. For example, in a social network, more connections are established between geographically proximate users. The impact of locations on community has not been fully investigated by the research literature. Disaster: would your community bounce back?

What makes some communities or organizations able to quickly bounce back from a disaster, while others take a long time to recover? This question has become very important for emergency planners in federal, state, and local government - particularly since the 9/11 attacks and Hurricane Katrina, which nearly destroyed New Orleans five years ago. These events have made people aware that we can't always prevent disasters, but might be able to improve the ability of communities and regions to respond to and bounce back from major disruptions. Social scientists have found that most communities are, in fact, quite resilient to most disasters. People tend to work together, overcome divisions, identify problems, and develop improvised solutions. This often leads to a greater sense of community and a sense of personal accomplishment. Long-term recovery can be harder, but rebuilding can create jobs and stimulate economies. Communities may even end up better than they were before. But there are some disturbing exceptions to this trend, including Hurricane Katrina. The hurricane killed many people, the federal and local emergency response was not effective, people who could not evacuate were housed in the Superdome and Convention Center in terrible conditions, crime was prevalent, and local government did not appear to have control over the situation. A significant portion of the population was eventually evacuated to other cities. Even five years later, many people have not returned, and large parts of the city have not been rebuilt. Clearly, New Orleans lacked sufficient resilience to overcome a disaster of the magnitude of Katrina. There are four factors that social scientists are beginning to agree are important for community resilience: (1) A strong, diverse economy - Stable jobs, good incomes, diversity of industries, personal savings; (2) Robust social networks - Community members know each other, help each other, and have connections outside the community; (3) Competent organizations - Government, health care, community service, and religious organizations are competent and trustworthy, and have resources to handle community needs; and (4) High-quality infrastructure - Road, power, and water systems (etc.) are in good condition and are designed to provide service even if some connections are destroyed. To explore how these factors make communities resilient, I will tell two stories of disasters. The first is the Buffalo Creek flood, which wiped out a coal mining community in West Virginia in 1972. This is a classic example of community that was not resilient in the aftermath of a disaster. The second example is the Vietnamese immigrant community in the Versailles neighborhood of New Orleans. In spite of being relatively poor and culturally isolated, this community was one of the first to fully rebound following Hurricane Katrina.

Community structure analysis is a powerful tool for social networks, which can simplify their topological and functional analysis considerably. However, since community detection methods have random factors and real social networks obtained from complex systems always contain error edges, evaluating the significance of community structure partitioned is an urgent and important question. In this paper, integrating the specific characteristics of real society, we present a novel framework analyzing the significance of social community specially. The dynamics of social interactions are modeled by identifying social leaders and corresponding hierarchical structures. Instead of a direct comparison with the average outcome of a random model, we compute the similarity of a given node with the leader by the number of common neighbors. Microbial communities are each a composite of populations whose presence and relative abundance in water or other environmental samples are a direct manifestation of environmental conditions, including the introduction of microbe-rich fecal material and factors promoting persistence of the microbes therein. As shown by culture-independent methods, different animal-host fecal microbial communities appear distinctive, suggesting that their community profiles can be used to differentiate fecal samples and to potentially reveal the presence of host fecal material in environmental waters. Cross-comparisons of microbial communities from different hosts also reveal relative abundances of genetic groups that can be used to distinguish sources. In increasing order of their information richness, several community analysis methods hold promise for MST applications: phospholipid fatty acid (PLFA) analysis, denaturing gradient gel electrophoresis (DGGE), terminal restriction fragment length polymorphism (TRFLP), cloning/sequencing, and PhyloChip. Specific case studies involving TRFLP and PhyloChip approaches demonstrate the ability of community-based analyses of contaminated waters to confirm a diagnosis of water quality based on host-specific marker(s). The success of community-based MST for comprehensively confirming fecal sources relies extensively upon using appropriate multivariate statistical approaches. While community-based MST is still under evaluation and development as a primary diagnostic tool, results presented herein demonstrate its promise. Coupled with its inherently comprehensive ability to capture an unprecedented amount of microbiological data that is relevant to water quality, the tools for microbial community analysis are increasingly accessible, and community-based approaches have unparalleled potential for translation into rapid, perhaps real-time, monitoring platforms.

Characterization of coastal urban watershed bacterial communities leads to alternative community-based indicators

Microbial communities in aquatic environments are spatially and temporally dynamic due to environmental fluctuations and varied external input sources. A large percentage of the urban watersheds in the United States are affected by fecal pollution, including human pathogens, thus warranting comprehensive monitoring. Using a high-density microarray (PhyloChip), we examined water column bacterial community DNA extracted from two connecting urban watersheds, elucidating variable and stable bacterial subpopulations over a 3-day period and community composition profiles that were distinct to fecal and non-fecal sources. Two approaches were used for indication of fecal influence. The first approach utilized similarity of 503 operational taxonomic units (OTUs) common to all fecal samples analyzed in this study with the watershed samples as an index of fecal pollution. A majority of the 503 OTUs were found in the phyla Firmicutes, Proteobacteria, Bacteroidetes, and Actinobacteria. The second approach incorporated relative richness of 4 bacterial classes (Bacilli, Bacteroidetes, Clostridia and a-proteobacteria) found to have the highest variance in fecal and non-fecal samples. The ratio of these 4 classes (BBC:A) from the watershed samples demonstrated a trend where bacterial communities from gut and sewage sources had higher ratios than from sources not impacted by fecal material. This trend was also observed in the 124 bacterial communities from previously published and unpublished sequencing or PhyloChip- analyzed studies. This study provided a detailed characterization of bacterial community variability during dry weather across a 3-day period in two urban watersheds. The comparative analysis of watershed community composition resulted in alternative community-based indicators that could be useful for assessing ecosystem health.

Overlapping Community Detection Using Neighborhood-Inflated Seed Expansion

Community detection is an important task in network analysis. A community (also referred to as a cluster) is a set of cohesive vertices that have more connections inside the set than outside. In many social and information networks, these communities naturally overlap. For instance, in a social network, each vertex in a graph corresponds to an individual who usually participates in multiple communities. In this paper, we propose an efficient overlapping community detection algorithm using a seed expansion approach. The key idea of our algorithm is to find good seeds, and then greedily expand these seeds based on a community metric. Within this seed expansion method, we investigate the problem of how to determine good seed nodes in a graph. In particular, we develop new seeding strategies for a personalized PageRank clustering scheme that optimizes the conductance community score. Effect of size heterogeneity on community identification in complex networks

Identifying community structure can be a potent tool in the analysis and understanding of the structure of complex networks. Up to now, methods for evaluating the performance of identification algorithms use ad-hoc networks with communities of equal size. We show that inhomogeneities in community sizes can and do affect the performance of algorithms considerably, and propose an alternative method which takes these factors into account. Furthermore, we propose a simple modification of the algorithm proposed by Newman for community detection (Phys. Rev. E 69 066133) which treats communities of different sizes on an equal footing, and show that it outperforms the original algorithm while retaining its speed.

Should a five-county region surrounding the Department of Energy's Savannah River Site ('SRS') use its assets to help provide solutions to closing the nation's nuclear fuel cycle? That question has been the focus of a local ad hoc multi-disciplinary community task force (Tier I) that has been at work in recent months outlining issues and identifying unanswered questions to determine if assuming a leadership role in closing the nuclear fuel cycle is in the community's interest. If so, what are the terms and conditions under which we the community would agree to participate? Our starting point was the President's Blue Ribbon Commission on America's Nuclear Future ('Commission') which made a total of eight (8) recommendations in its final report. There are several recommendations that are directly relevant to the Tier I group and potential efforts of the Region. These are the 'consent-based approach', the creation of an independent nuclear waste management entity funded from the existing nuclear waste fee; the 'prompt efforts to develop one or more consolidated storage facilities', and 'continued U.S. innovation in nuclear energy technology and for workforce development'. Extracting communities using existing community detection algorithms yields dense sub-networks that are difficult to analyse. Extracting a smaller sample that embodies the relationships of a list of suspects is an important part of the beginning of an investigation. In this paper, we present the efficacy of our shortest paths network search algorithm (SPNSA) that begins with an "algorithm feed", a small subset of nodes of particular interest, and builds an investigative sub-network. The algorithm feed may consist of known criminals or suspects, or persons of influence. This sets our approach apart from existing community detection algorithms. We apply the SPNSA on the Enron Dataset of e-mail communications starting with those convicted of money laundering in relation to the collapse of Enron as the algorithm feed. Simulating Microbial Community Patterning Using Biocellion

Mathematical modeling and computer simulation are important tools for understanding complex interactions between cells and their biotic and abiotic environment: similarities and differences between modeled and observed behavior provide the basis for hypothesis forma- tion. Momeni et al. [5] investigated pattern formation in communities of yeast strains engaging in different types of ecological interactions, comparing the predictions of mathematical modeling and simulation to actual patterns observed in wet-lab experiments. However, simu- lations of millions of cells in a three-dimensional community are ex- tremely time-consuming. One simulation run in MATLAB may take a week or longer, inhibiting exploration of the vast space of parameter combinations and assumptions. Improving the speed, scale, and accu- racy of such simulations facilitates hypothesis formation and expedites discovery. Biocellion is a high performance software framework for ac- celerating discrete agent-based simulation of biological systems with millions to trillions of cells. Simulations of comparable scale and accu- racy to those taking a week of computer time using MATLAB require just hours using Biocellion on a multicore workstation. Biocellion fur- ther accelerates large scale, high resolution simulations using cluster computers by partitioning the work to run on multiple compute nodes. Biocellion targets computational biologists who have mathematical modeling backgrounds and basic C++ programming skills. This chap- ter describes the necessary steps to adapt the original Momeni et al.'s model to the Biocellion framework as a case study.

Parametrix Inc. conducted a feasibility study for the Ute Mountain Ute Tribe to determine whether or not a community-scale solar farm would be feasible for the community. The important part of the study was to find where the best fit for the solar farm could be. In the end, a 3MW community-scale solar farm was found best fit with the location of two hayfield sites.
