    DOE funded several small-town energy planning projects, through the Farmer's Home Administration (FmHA) Area Development Assistance Planning Grant Program. DOE intended that this program should: (1) encourage community energy planning and the development of Integrated Community Energy Systems (ICES) and (2) provide a testing ground for the technologies and planning methods developed by its Buildings and Community Systems Division. FmHA intended that the joint program should further the development of rural areas and make DOE expertise available to grant recipients doing energy planning. All grantees under this joint program endeavored to define their local energy problems and to find local solutions. However, the resulting energy cost savings were not always impressive, and generally they were not very well documented. Lack of implementation power, lack of focus, and inability to generate local financial support for projects and further planning were the main reasons for this performance. The lack of sufficient documentation could be the result of DOE's failure to require a standardized and systematic accounting of grantees' accomplishments. The recommended changes in the scope-of-work requirements suggested in this report would cause grantees to focus their energy-planning activities so as to increase local financial support. The appendixes give a standardized format by which grantees would account for the energy savings and production made possible by their planning efforts.

    A growing body of literature analyzes farmer perceptions of pesticide risk, but much less attention has been given to differences in risk perception between farmers and technical experts. Furthermore, inconsistencies in knowledge have too easily been explained in terms of lack of knowledge rather than exploring the underlying reasons for particular forms of thinking about pesticide risks. By doing this, the division between expert and lay knowledge has been deepened rather than transcended. Objective: This study aims to understand differences and similarities among the perceptions of pesticide risks of farmers, farm workers, and technical experts such as extensionists, by applying a social science approach towards knowledge and risk attitudes. Methods: Semi-structured interviews and field observations were conducted to smallholders, farm workers, extensionists, health professionals and scientists involved in the use and handling of pesticides. Subsequently, a survey was carried out to quantify the farmers and extensionists' acceptance or rejection of typical assertions expressed previously in the semi-structured interviews. Results: Smallholders showed to gain knowledge from their own experiences and to adapt pesticides practices, which is a potential basis for transforming notions of pesticide safety and risk reduction strategies. Though extensionists have received formal education, they sometimes develop ideas deviating from the technical perspective. The risk perception of the studied actors appeared to vary according to their role in the agricultural labor process; they varied much less than expected according to their schooling level. Conclusions: Commitment to the technical perspective is not dramatically different for extensionists on the one hand and farmers as well as farm workers on the other hand. Ideas about a supposed lack of knowledge by farmers and the need of formal training are too much driven by a deficit model of knowledge. Further research on risk perceptions of pesticides and training of rural people will benefit from the development of a knowledge-in-context model. -- Highlights: • Researching perceptions of farmers' extensionists and other professionals. • Experts as well as farmers deviate from the technical perspective. • Blaming who is responsible for pesticide problems creates expert-lay division. • Qualitative and quantitative methods, not as complementary but integrated. • Knowledge-in-context model as an alternative to the knowledge-deficit model.

    About 14% of U.S. farms are irrigated, representing 55 million acres of irrigated land. Irrigation on these farms is a major energy user in the United States, accounting for one-third of water withdrawals and 137 billion gallons per day. More than half of the Irrigation systems use electric energy. Wind energy can be a good choice for meeting irrigation energy needs. Nine of the top 10 irrigation states (California, Texas, Idaho, Arkansas, Colorado, Nebraska, Arizona, Kansas, Washington, and Oregon) have good to excellent wind resources. Many rural areas have sufficient wind speeds to make wind an attractive alternative, and farms and ranches can often install a wind energy system without impacting their ability to plant crops and graze livestock. Additionally, the rising and uncertain future costs of diesel, natural gas, and even electricity increase the potential effectiveness for wind energy and its predictable and competitive cost. In general, wind-powered electric generation systems generate more energy in the winter months than in the summer months when most crops need the water. Therefore, those states that have a supportive net metering policy can dramatically impact the viability of an onsite wind turbine. This poster presentation highlights case studies that show favorable and unfavorable policies that impact the growth of small wind in this important sector and demonstrate how net metering policies affect the viability of distributed wind generation for farmers who irrigate.

    "Community wind" refers to a class of wind energy ownership structures. The extent of local ownership may range from a small minority share to full ownership by persons in the immediate area surrounding the wind project site. Potential project owners include local farmers, businesses, Native American tribes, universities, cooperatives, or any other local entity seeking to invest in wind energy. The opposite of community wind is an "absentee" project, in which ownership is completely removed from the state and community surrounding the facility. Thus, there is little or no ongoing direct financial benefit to state and local populations aside from salaries for local repair technicians, local property tax payments, and land lease payments. In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders. This often puts smaller community wind developers and projects at a competitive disadvantage. However, state policies specifically supporting community wind may become a more influential market factor as turbines are now more readily available given manufacturer ramp-ups and the slow-down in the industry that has accompanied the recent economic and financial crises. This report examines existing literature to provide an overview of economic impacts resulting from community wind projects, compares results, and explains variability.

    The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producersâ?? attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas.     The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

    The activities of complex communities of microbes affect biogeochemical transformations in natural, managed and engineered ecosystems. Meaningfully defining what constitutes a community of interacting microbial populations is not trivial, but is important for rigorous progress in the field. Important elements of research in microbial community ecology include the analysis of functional pathways for nutrient resource and energy flows, mechanistic understanding of interactions between microbial populations and their environment, and the emergent properties of the complex community. Some emergent properties mirror those analyzed by community ecologists who study plants and animals: biological diversity, functional redundancy and system stability. However, because microbes possess mechanisms for the horizontal transfer of genetic information, the metagenome may also be considered a community property.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer���¢��������s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    Microbes exist naturally in a wide range of environments, spanning the extremes of high acidity and high temperature to soil and the ocean, in communities where their interactions are significant. We present a practical discussion of three different approaches for modeling microbial communities: rate equations, individual-based modeling, and population dynamics. We illustrate the approaches with detailed examples. Each approach is best fit to different levels of system representation, and they have different needs for detailed biological input. Thus, this set of approaches is able to address the operation and function of microbial communities on a wide range of organizational levels.

    As directed by written work direction (CRWMS M and O 1999f), Performance Assessment (PA) developed a model for microbial communities in the engineered barrier system (EBS) as documented here. The purpose of this model is to assist Performance Assessment and its Engineered Barrier Performance Section in modeling the geochemical environment within a potential repository drift for TSPA-SR/LA, thus allowing PA to provide a more detailed and complete near-field geochemical model and to answer the key technical issues (KTI) raised in the NRC Issue Resolution Status Report (IRSR) for the Evolution of the Near Field Environment (NFE) Revision 2 (NRC 1999). This model and its predecessor (the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document, CRWMS M and O 1998a) was developed to respond to the applicable KTIs. Additionally, because of the previous development of the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document (CRWMS M and O 1998a), the M and O was effectively able to resolve a previous KTI concern regarding the effects of microbial processes on seepage and flow (NRC 1998). This document supercedes the in-drift microbial communities model as documented in Chapter 4 of the TSPA-VA Technical Basis Document (CRWMS M and O 1998a). This document provides the conceptual framework of the revised in-drift microbial communities model to be used in subsequent performance assessment (PA) analyses.

    In many applications, it is common practice to obtain a network from interaction counts by thresholding each pairwise count at a prescribed value. Our analysis calls attention to the dependence of certain methods, notably Newman--Girvan modularity, on the choice of threshold. Essentially, the threshold either separates the network into clusters automatically, making the algorithm's job trivial, or erases all structure in the data, rendering clustering impossible. By fitting the original interaction counts as given, we show that minor modifications to classical statistical methods outperform the prevailing approaches for community detection from interaction datasets. We also introduce a new hidden Markov model for inferring community structures that vary over time. We demonstrate each of these features on three real datasets: the karate club dataset, voting data from the U.S.\\ Senate (2001--2003), and temporal voting data for the U.S. Supreme Court (1990--2004).

    Many real world systems or web services can be represented as a network such as social networks and transportation networks. In the past decade, many algorithms have been developed to detect the communities in a network using connections between nodes. However in many real world networks, the locations of nodes have great influence on the community structure. For example, in a social network, more connections are established between geographically proximate users. The impact of locations on community has not been fully investigated by the research literature. In this paper, we propose a community detection method which takes locations of nodes into consideration. The goal is to detect communities with both geographic proximity and network closeness. We analyze the distribution of the distances between connected and unconnected nodes to measure the influence of location on the network structure on two real location-tagged social networks.     Network is a simple but powerful representation of real-world complex systems. Network community analysis has become an invaluable tool to explore and reveal the internal organization of nodes. However, only a few methods were directly designed for community-detection in directed networks. In this article, we introduce the concept of local community structure in directed networks and provide a generic criterion to describe a local community with two properties. We further propose a stochastic optimization algorithm to rapidly detect a local community, which allows for uncovering the directional modular characteristics in directed networks. Numerical results show that the proposed method can resolve detailed local communities with directional information and provide more structural characteristics of directed networks than previous methods.

    Community detection in a complex network is an important problem of much interest in recent years. In general, a community detection algorithm chooses an objective function and captures the communities of the network by optimizing the objective function, and then, one uses various heuristics to solve the optimization problem to extract the interesting communities for the user. In this article, we demonstrate the procedure to transform a graph into points of a metric space and develop the methods of community detection with the help of a metric defined for a pair of points. We have also studied and analyzed the community structure of the network therein. The results obtained with our approach are very competitive with most of the well-known algorithms in the literature, and this is justified over the large collection of datasets. On the other hand, it can be observed that time taken by our algorithm is quite less compared to other methods and justifies the theoretical findings.

  1. Disaster: would your community bounce back?

    What makes some communities or organizations able to quickly bounce back from a disaster, while others take a long time to recover? This question has become very important for emergency planners in federal, state, and local government - particularly since the 9/11 attacks and Hurricane Katrina, which nearly destroyed New Orleans five years ago. These events have made people aware that we can't always prevent disasters, but might be able to improve the ability of communities and regions to respond to and bounce back from major disruptions. Social scientists have found that most communities are, in fact, quite resilient to most disasters. People tend to work together, overcome divisions, identify problems, and develop improvised solutions. This often leads to a greater sense of community and a sense of personal accomplishment. Long-term recovery can be harder, but rebuilding can create jobs and stimulate economies. Communities may even end up better than they were before. But there are some disturbing exceptions to this trend, including Hurricane Katrina. The hurricane killed many people, the federal and local emergency response was not effective, people who could not evacuate were housed in the Superdome and Convention Center in terrible conditions, crime was prevalent, and local government did not appear to have control over the situation. A significant portion of the population was eventually evacuated to other cities. Even five years later, many people have not returned, and large parts of the city have not been rebuilt. Clearly, New Orleans lacked sufficient resilience to overcome a disaster of the magnitude of Katrina. There are four factors that social scientists are beginning to agree are important for community resilience: (1) A strong, diverse economy - Stable jobs, good incomes, diversity of industries, personal savings; (2) Robust social networks - Community members know each other, help each other, and have connections outside the community; (3) Competent organizations - Government, health care, community service, and religious organizations are competent and trustworthy, and have resources to handle community needs; and (4) High-quality infrastructure - Road, power, and water systems (etc.) are in good condition and are designed to provide service even if some connections are destroyed. To explore how these factors make communities resilient, I will tell two stories of disasters. The first is the Buffalo Creek flood, which wiped out a coal mining community in West Virginia in 1972. This is a classic example of community that was not resilient in the aftermath of a disaster. The second example is the Vietnamese immigrant community in the Versailles neighborhood of New Orleans. In spite of being relatively poor and culturally isolated, this community was one of the first to fully rebound following Hurricane Katrina.

Irrespective of their origin, these so-called complex networks typically exhibit small-world and scale-free properties. Another common feature is their organisation into communities. In this paper, we introduce models of interaction networks based on the composition process of syntactic and semantic Web services. An extensive experimental study conducted on a benchmark of real Web services shows that these networks possess the typical properties of complex networks (small-world, scale-free). Unlike most social networks, they are not transitive. Using a representative sample of community detection algorithms, a community structuration is revealed.     Microbial communities are each a composite of populations whose presence and relative abundance in water or other environmental samples are a direct manifestation of environmental conditions, including the introduction of microbe-rich fecal material and factors promoting persistence of the microbes therein. As shown by culture-independent methods, different animal-host fecal microbial communities appear distinctive, suggesting that their community profiles can be used to differentiate fecal samples and to potentially reveal the presence of host fecal material in environmental waters. Cross-comparisons of microbial communities from different hosts also reveal relative abundances of genetic groups that can be used to distinguish sources. In increasing order of their information richness, several community analysis methods hold promise for MST applications: phospholipid fatty acid (PLFA) analysis, denaturing gradient gel electrophoresis (DGGE), terminal restriction fragment length polymorphism (TRFLP), cloning/sequencing, and PhyloChip. Specific case studies involving TRFLP and PhyloChip approaches demonstrate the ability of community-based analyses of contaminated waters to confirm a diagnosis of water quality based on host-specific marker(s). The success of community-based MST for comprehensively confirming fecal sources relies extensively upon using appropriate multivariate statistical approaches. While community-based MST is still under evaluation and development as a primary diagnostic tool, results presented herein demonstrate its promise. Coupled with its inherently comprehensive ability to capture an unprecedented amount of microbiological data that is relevant to water quality, the tools for microbial community analysis are increasingly accessible, and community-based approaches have unparalleled potential for translation into rapid, perhaps real-time, monitoring platforms.

    Reducing health inequities and improving the health of communities require an informed public that is aware of the social determinants of health and how policies and programs have an impact on the health of their communities. People Assessing Their Health (PATH) is a process that uses community-driven health impact assessment to build the capacity of people to become active participants in the decisions that affect the well-being of their community. The PATH process is both a health promotion and a community development approach that builds people's ability to bring critical analysis to a situation and to engage in effective social action to bring about desired change. Because it increases analytical skills and provides communities with their own unique tool to assess the potential impact of projects, programs or policies on the health and well-being of their community it is an empowering process. PATH was originally used in three communities in northeastern Nova Scotia, Canada in 1996 when the Canadian health care system was being restructured to a more decentralized system. Since then it has been used in other communities in Nova Scotia and India. This paper will describe the PATH process and the use of the community health impact assessment as well as the methodology used in the PATH process. The lessons learned from PATH's experiences of building capacity among the community in Canada and India will be presented.

    Community structures in collaboration networks reflect the natural tendency of individuals to organize their work in groups in order to better achieve common goals. In most of the cases, individuals exploit their connections to introduce themselves to new areas of interests, giving rise to multifaceted collaborations which span different fields. In this paper, we analyse collaborations in science and among movie actors as multiplex networks, where the layers represent respectively research topics and movie genres, and we show that communities indeed coexist and overlap at the different layers of such systems. We then propose a model to grow multiplex networks based on two mechanisms of intra and inter-layer triadic closure which mimic the real processes in which collaborations evolve. We show that our model is able to explain the multiplex community structure observed empirically, and we infer the strength of the two underlying social mechanisms from real-world systems.     The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

  19. Parallel Heuristics for Scalable Community Detection

    Community detection has become a fundamental operation in numerous graph-theoretic applications. It is used to reveal natural divisions that exist within real world networks without imposing prior size or cardinality constraints on the set of communities. Despite its potential for application, there is only limited support for community detection on large-scale parallel computers, largely owing to the irregular and inherently sequential nature of the underlying heuristics. In this paper, we present parallelization heuristics for fast community detection using the Louvain method as the serial template. The Louvain method is an iterative heuristic for modularity optimization. Originally developed by Blondel et al. in 2008, the method has become increasingly popular owing to its ability to detect high modularity community partitions in a fast and memory-efficient manner. However, the method is also inherently sequential, thereby limiting its scalability to problems that can be solved on desktops. Here, we observe certain key properties of this method that present challenges for its parallelization, and consequently propose multiple heuristics that are designed to break the sequential barrier. Our heuristics are agnostic to the underlying parallel architecture. For evaluation purposes, we implemented our heuristics on shared memory (OpenMP) and distributed memory (MapReduce-MPI) machines, and tested them over real world graphs derived from multiple application domains (internet, biological, natural language processing). Experimental results demonstrate the ability of our heuristics to converge to high modularity solutions comparable to those output by the serial algorithm in nearly the same number of iterations, while also drastically reducing time to solution.

    Microbial communities in aquatic environments are spatially and temporally dynamic due to environmental fluctuations and varied external input sources. A large percentage of the urban watersheds in the United States are affected by fecal pollution, including human pathogens, thus warranting comprehensive monitoring. Using a high-density microarray (PhyloChip), we examined water column bacterial community DNA extracted from two connecting urban watersheds, elucidating variable and stable bacterial subpopulations over a 3-day period and community composition profiles that were distinct to fecal and non-fecal sources. Two approaches were used for indication of fecal influence. The first approach utilized similarity of 503 operational taxonomic units (OTUs) common to all fecal samples analyzed in this study with the watershed samples as an index of fecal pollution. A majority of the 503 OTUs were found in the phyla Firmicutes, Proteobacteria, Bacteroidetes, and Actinobacteria. The second approach incorporated relative richness of 4 bacterial classes (Bacilli, Bacteroidetes, Clostridia and a-proteobacteria) found to have the highest variance in fecal and non-fecal samples. The ratio of these 4 classes (BBC:A) from the watershed samples demonstrated a trend where bacterial communities from gut and sewage sources had higher ratios than from sources not impacted by fecal material. This trend was also observed in the 124 bacterial communities from previously published and unpublished sequencing or PhyloChip- analyzed studies. This study provided a detailed characterization of bacterial community variability during dry weather across a 3-day period in two urban watersheds. The comparative analysis of watershed community composition resulted in alternative community-based indicators that could be useful for assessing ecosystem health.

    We study the United States Congress by constructing networks between Members of Congress based on the legislation that they cosponsor. Using the concept of modularity, we identify the community structure of Congressmen, as connected via sponsorship/cosponsorship of the same legislation, to investigate the collaborative communities of legislators in both chambers of Congress. This analysis yields an explicit and conceptually clear measure of political polarization, demonstrating a sharp increase in partisan polarization which preceded and then culminated in the 104th Congress (1995-1996), when Republicans took control of both chambers. Although polarization has since waned in the U.S. Senate, it remains at historically high levels in the House of Representatives.

    In this paper we describe our extensive efforts to rewrite the Community Land Model (CLM) so that it provides good vector performance on the Earth Simulator in Japan and the Cray X1 at Oak Ridge National Laboratory. We present the technical details of the old and new internal data structures, the required code reorganization, and the resulting performance improvements. We describe and compare the performance and scaling of the final CLM Version 3.0 (CLM3.0) on the IBM Power4, the Earth Simulator, and the Cray X1. At 64 processors, the performance of the model is similar on the IBM Power4, the Earth Simulator, and the Cray X1. However, the Cray X1 offers the best performance of all three platforms tested from 4 to 64 processors when OpenMP is used. Moreover, at low processor counts (16 or fewer), the model performs significantly better on the Cray X1 than on the other platforms. The vectorized version of CLM was publicly released by the National Center for Atmospheric Research as the standalone CLM3.0, as a part of the new Community Atmosphere Model Version 3.0 (CAM3.0), and as a component of the Community Climate System Model Version 3.0 (CCSM3.0) on June 23, 2004.

    This report summarizes the completion of four renewable energy installations supported by California Energy Commission (CEC) grant number CEC Grant PIR-11-005, the US Department of Energy (DOE) Assistance Agreement, DE-EE0003070, and the Sacramento Municipal Utility District (SMUD) Community Renewable Energy Deployment (CRED) program. The funding from the DOE, combined with funding from the CEC, supported the construction of a solar power system, biogas generation from waste systems, and anaerobic digestion systems at dairy facilities, all for electricity generation and delivery to SMUD’s distribution system. The deployment of CRED projects shows that solar projects and anaerobic digesters can be successfully implemented under favorable economic conditions and business models and through collaborative partnerships. This work helps other communities learn how to assess, overcome barriers, utilize, and benefit from renewable resources for electricity generation in their region. In addition to reducing GHG emissions, the projects also demonstrate that solar projects and anaerobic digesters can be readily implemented through collaborative partnerships.     Should a five-county region surrounding the Department of Energy's Savannah River Site ('SRS') use its assets to help provide solutions to closing the nation's nuclear fuel cycle? That question has been the focus of a local ad hoc multi-disciplinary community task force (Tier I) that has been at work in recent months outlining issues and identifying unanswered questions to determine if assuming a leadership role in closing the nuclear fuel cycle is in the community's interest. If so, what are the terms and conditions under which we the community would agree to participate? Our starting point was the President's Blue Ribbon Commission on America's Nuclear Future ('Commission') which made a total of eight (8) recommendations in its final report. There are several recommendations that are directly relevant to the Tier I group and potential efforts of the Region. These are the 'consent-based approach', the creation of an independent nuclear waste management entity funded from the existing nuclear waste fee; the 'prompt efforts to develop one or more consolidated storage facilities', and 'continued U.S. innovation in nuclear energy technology and for workforce development'.     Previous analyses of a microbial metagenome from uranium and nitric-acid contaminated groundwater (FW106) showed significant environmental effects resulting from the rapid introduction of multiple contaminants. Effects include a massive loss of species and strain biodiversity, accumulation of toxin resistant genes in the metagenome and lateral transfer of toxin resistance genes between community members. To better understand these results in an ecological context, a second metagenome from a pristine groundwater system located along the same geological strike was sequenced and analyzed (FW301). It is hypothesized that FW301 approximates the ancestral FW106 community based on phylogenetic profiles and common geological parameters; however, even if is not the case, the datasets still permit comparisons between healthy and stressed groundwater ecosystems. Complex carbohydrate metabolism has been almost entirely lost in the stressed ecosystem. In contrast, the pristine system encodes a wide diversity of complex carbohydrate metabolism systems, suggesting that carbon turnover is very rapid and less leaky in the healthy groundwater system. FW301 encodes many (~;;160+) carbon monoxide dehydrogenase genes while FW106 encodes none. This result suggests that the community is frequently exposed to oxygen from aerated rainwater percolating into the subsurface, with a resulting high rate of carbon metabolism and CO production. When oxygen levels fall, the CO then serves as a major carbon source for the community. FW301 appears to be capable of CO2 fixation via the reductive carboxylase (reverse TCA) cycle and possibly acetogenesis, activities; these activities are lacking in the heterotrophic FW106 system which relies exclusively on respiration of nitrate and/or oxygen for energy production. FW301 encodes a complete set of B12 biosynthesis pathway at high abundance suggesting the use of sodium gradients for energy production in the healthy groundwater community. Overall comparative analysis suggests that the introduction of contaminants is accompanied by a decrease in biodiversity, loss of nutrient cycling, less metabolic diversity, increased respiration and dominance by r-strategists. These results are consistent with trends predicted for stressed ecosystems.

    Wireless social community networks (WSCNs) is an emerging technology that operate in the unlicensed spectrum and have been created as an alternative to cellular wireless networks for providing low-cost, high speed wireless data access in urban areas. WSCNs is an upcoming idea that is starting to gain attention amongst the civilian Internet users. By using \\emph{special} WiFi routers that are provided by a social community network provider (SCNP), users can effectively share their connection with the neighborhood in return for some monthly monetary benefits. However, deployment maps of existing WSCNs reflect their slow progress in capturing the WiFi router market.     This paper presents a framework for performing comprehensive community assessments to increase the effectiveness of public involvement efforts. The community assessment process involves systematic and critical examination of beliefs, attitudes, opinions and knowledge of the many groups in the community. A good community assessment gathers information on the concerns or issues directly related to an environmental project as well as other important community issues to ensure development of an effective public involvement program. The framework discusses types of people and organizations that should be included in the community assessment interview process. It also delineates steps that persons charged with performing assessments can take to ensure that the views of all potential stakeholders are included--a necessary consideration in communities that are ethnically, racially, or economically diverse. Lastly, the framework discusses types of written materials that can be analyzed for additional insight into communities. For example, it discusses methods for reviewing past issues of the local newspaper to provide both validation of the information gathered during interviews and an understanding of the ways that community members give and receive information and respond to conflict or perceived threats. This framework is designed to show environmental professionals who are responsible for public involvement how to perform an initial community assessment. It provides illustrations of instances in which information vital to a successful public involvement effort has been uncovered through a careful assessment of the community. Both the U.S. EPA and the public have made clear their intentions to require increased public involvement. Many of these efforts will succeed or fail based on how well those charged with the public involvement component of environmental projects identify community issues and design communications programs that successfully reach all stakeholders.
