    The purpose of this study is to assess the commercial feasibility of producing between 76 and 189 million liters (20 and 50 million gallons) of ethanol annually in the San Luis Valley, Colorado using geothermal energy as the primary heat source. The San Luis Valley is located in south-central Colorado. The valley is a high basin situated approximately 2316 meters (7600 feet) above sea level which contains numerous warm water wells and springs. A known geothermal resource area (KGRA) is located in the east-central area of the valley. The main industry in the valley is agriculture, while the main industry in the surrounding mountains is lumber. Both of these industries can provide feedstock for the production of ethanol.

    The project report describes a two year experiment to control wetland drainage to the San Joaquin River of California from the San Luis National Wildlife Refuge using a decision support system for real-time water quality management. This system required the installation and operation of one inlet and three drainage flow and water quality monitoring stations which allowed a simple mass balance model to be developed of the seasonally managed wetlands in the study area. Remote sensing methods were developed to document long-term trends in wetland moist soil vegetation and soil salinity in response to management options such as delaying the initiation of seasonal wetland drainage. These environmental management tools provide wetland managers with some of the tools necessary to improve salinity conditions in the San Joaquin River and improve compliance with State mandated salinity objectives without inflicting long-term harm on the wild fowl habitat resource.

    This report is about the social acceptance of utility-scale concentrating solar power (CSP) plants in the San Luis Valley, approximately 200 miles southwest of Denver, Colorado. The research focused on social factors that may facilitate and impede the adoption and implementation of CSP. During the winter of 2008-2009, interviews were conducted with a purposive sample of 25 CSP-related stakeholders inside and outside the Valley. Interviews focused on the perceived advantages and disadvantages of siting a hypothetical 100-MW CSP facility in the Valley, the level of community support and opposition to CSP development, and related issues, such as transmission. State policy recommendations based on the findings include developing education programs for Valley residents, integrating Valley decision makers into an energy-water-land group, providing training for Valley decision makers, offering workforce training, evaluating models of taxation, and forming landholder energy associations. In addition, the SLV could become a laboratory for new approaches to CSP facility and transmission siting decision-making. The author recommends that outside stakeholders address community concerns and engage Valley residents in CSP decisions. Engaging the residents in CSP and transmission decisions, the author says, should take parallel significance with the investment in solar technology.

    A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

  10. Opportunities for Open Automated Demand Response in Wastewater Treatment Facilities in California - Phase II Report. San Luis Rey Wastewater Treatment Plant Case Study

    This case study enhances the understanding of open automated demand response opportunities in municipal wastewater treatment facilities. The report summarizes the findings of a 100 day submetering project at the San Luis Rey Wastewater Treatment Plant, a municipal wastewater treatment facility in Oceanside, California. The report reveals that key energy-intensive equipment such as pumps and centrifuges can be targeted for large load reductions. Demand response tests on the effluent pumps resulted a 300 kW load reduction and tests on centrifuges resulted in a 40 kW load reduction. Although tests on the facility?s blowers resulted in peak period load reductions of 78 kW sharp, short-lived increases in the turbidity of the wastewater effluent were experienced within 24 hours of the test. The results of these tests, which were conducted on blowers without variable speed drive capability, would not be acceptable and warrant further study. This study finds that wastewater treatment facilities have significant open automated demand response potential. However, limiting factors to implementing demand response are the reaction of effluent turbidity to reduced aeration load, along with the cogeneration capabilities of municipal facilities, including existing power purchase agreements and utility receptiveness to purchasing electricity from cogeneration facilities.

    This report provides information on the geology and selected physical and mechanical properties of surface rocks collected at Diablo Canyon, San Luis Obispo County, California as part of the design and engineering studies towards a future reactor neutrino oscillation experiment. The main objective of this neutrino project is to study the process of neutrino flavor transformation--or neutrino oscillation--by measuring neutrinos produced in the fission reactions of a nuclear power plant. Diablo Canyon was selected as a candidate site because it allows the detectors to be situated underground in a tunnel close to the source of neutrinos (i.e., at a distance of several hundred meters from the nuclear power plant) while having suitable topography for shielding against cosmic rays. The detectors have to be located underground to minimize the cosmic ray-related background noise that can mimic the signal of reactor neutrino interactions in the detector. Three Pliocene-Miocene marine sedimentary units dominate the geology of Diablo Canyon: the Pismo Formation, the Monterey Formation, and the Obispo Formation. The area is tectonically active, located east of the active Hosgri Fault and in the southern limb of the northwest trending Pismo Syncline. Most of the potential tunnel for the neutrino detector lies within the Obispo Formation. Review of previous geologic studies, observations from a field visit, and selected physical and mechanical properties of rock samples collected from the site provided baseline geological information used in developing a preliminary estimate for tunneling construction cost. Gamma-ray spectrometric results indicate low levels of radioactivity for uranium, thorium, and potassium. Grain density, bulk density, and porosity values for these rock samples range from 2.37 to 2.86 g/cc, 1.41 to 2.57 g/cc, and 1.94 to 68.5% respectively.     Salt management has been a challenge to westside farmerssince the rapid expansion of irrigated agriculture in the 1900 s. Thesoils in this area are naturally salt-affected having formed from marinesedimentary rocks rich in sea salts rendering the shallow groundwater,and drainage return flows discharging into the lower reaches of the SanJoaquin River, saline. Salinity problems are affected by the importedwater supply from Delta where the Sacramento and San Joaquin Riverscombine. Water quality objectives on salinity and boron have been inplace for decades to protect beneficial uses of the river. However it wasthe selenium-induced avian toxicity that occurred in the evaporationponds of Kesterson Reservoir (the terminal reservoir of a planned but notcompleted San Joaquin Basin Master Drain) that changed public attitudesabout agricultural drainage and initiated a steady stream ofenvironmental legislation directed at reducing non-point source pollutionof the River. Annual and monthly selenium load restrictions and salinityand boron Total Maximum Daily Loads (TMDLs) are the most recent of thesepolicy initiatives. Failure by both State and Federal water agencies toconstruct a Master Drain facility serving mostly west-side irrigatedagriculture has constrained these agencies to consider only In-Valleysolutions to ongoing drainage problems. For the Westlands subarea, whichhas no surface irrigation drainage outlet to the San Joaquin River,innovative drainage reuse systems such as the Integrated Farm DrainageManagement (IFDM) offer short- to medium-term solutions while morepermanent remedies to salt disposal are being investigated. Real-timesalinity management, which requires improved coordination of east-sidereservoir releases and west-side drainage, offers some relief toGrasslands Basin farmers and wetland managers - allowing greater salinityloading to the River than under a strict TMDL. However, currentregulation drives a policy that results in a moratorium on all

    The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

    The Long Island Solar Farm (LISF) is a remarkable success story, whereby very different interest groups found a way to capitalize on unusual circumstances to develop a mutually beneficial source of renewable energy. The uniqueness of the circumstances that were necessary to develop the Long Island Solar Farm make it very difficult to replicate. The project is, however, an unparalleled resource for solar energy research, which will greatly inform large-scale PV solar development in the East. Lastly, the LISF is a superb model for the process by which the project developed and the innovation and leadership shown by the different players.

  18. Wind Farm Recommendation Report

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate. The Land Use Committee recommends Legal be consulted to determine what, if any, liabilities exist with the Wind Farm Project and

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    This paper describes the selection of a cogeneration system for San Jose State University and how that system fits the needs of the University. The cogenerator plant is capable of meeting the total campus steam and electric requirements. When the plant is down for routine maintenance, backup is supplied by the existing boiler plant and the local electric utility. Power generated above the University's needs is sold to the utility. The relatively new Cheng cycle system was chosen for the plant. It has more flexibility than a simple cycle and greater electrical and steaming capacity than for the equivalent combined cycle system. An analysis showed that under the University's loads and rate structure, the Cheng cycle could provide realistic sizing and good financial returns. The design of the Cheng system is described.

Investment in on-farm ethanol production facilities and their potential returns are addressed. The market for ethanol and ethanol blends as well as for by-products is encouraging. Legal aspects for permitting and environmental regulations both for Ohio and federal agencies are discussed. (DMC)

    With Run II of the Fermilab Tevatron well underway, many computing challenges inherent to analyzing large volumes of data produced in particle physics research need to be met. We present the computing model within CDF designed to address the physics needs of the collaboration. Particular emphasis is placed on current development of a large O(1000) processor PC cluster at Fermilab serving as the Central Analysis Farm for CDF. Future plans leading toward distributed computing and GRID within CDF are also discussed.

    Cooperative Processes Software (CPS) is a parallel programming toolkit developed at the Fermi National Accelerator Laboratory. It is the most recent product in an evolution of systems aimed at finding a cost-effective solution to the enormous computing requirements in experimental high energy physics. Parallel programs written with CPS are large-grained, which means that the parallelism occurs at the subroutine level, rather than at the traditional single line of code level. This fits the requirements of high energy physics applications, such as event reconstruction, or detector simulations, quite well. It also satisfies the requirements of applications in many other fields. One example is in the pharmaceutical industry. In the field of computational chemistry, the process of drug design may be accelerated with this approach. CPS programs run as a collection of processes distributed over many computers. CPS currently supports a mixture of heterogeneous UNIX-based workstations which communicate over networks with TCP/IR CPS is most suited for jobs with relatively low I/O requirements compared to CPU. The CPS toolkit supports message passing remote subroutine calls, process synchronization, bulk data transfers, and a mechanism called process queues, by which one process can find another which has reached a particular state. The CPS software supports both batch processing and computer center operations. The system is currently running in production mode on two farms of processors at Fermilab. One farm consists of approximately 90 IBM RS/6000 model 320 workstations, and the other has 85 Silicon Graphics 4D/35 workstations. This paper first briefly describes the history of parallel processing at Fermilab which lead to the development of CPS. Then the CPS software and the CPS Batch queueing system are described. Finally, the experiences of using CPS in production on the Fermilab processor farms are described.

  7. Farm alcohol fuel project. Final report

    The Small Energy Project is a research and demonstration effort designed to assist small farmers in the utilization of energy conservation techniques on their farms. The Farm Alcohol Project was designed to demonstrate the production of alcohol fuels on small farms in order to reduce purchased liquid fuel requirements. The Project considered the use of on-farm raw materials for process heat and the production of fuel grade, low prood ethanol in volumes up to 10,000 gallons per year. The fuel would be used entirely on the farm. The approach considered low-cost systems the farmer could build himself from local resources. Various crops were considered for ethanol production. The interest in farm alcohol production reached a peak in 1980 and then decreased substantially as farmers learned that the process of alcohol production on the farm was much more complicated than earlier anticipated. Details of Alcohol Project experiences in ethanol production, primarily from corn, are included in this report. A one-bushel distillation plant was constructed as a learning tool to demonstrate the production of ethanol. The report discusses the various options in starch conversion, fermentation and distillation that can be utilized. The advantages and disavantages of atmospheric and the more complicated process of vacuum distillation are evaluated. Larger farm plants are considered in the report, although no experience in operating such plants was gained through the Project. Various precautions and other considerations are included for farm plant designs. A larger community portable distillery is also evaluated. Such a plant was considered for servicing farms with limited plant equipment. The farms serviced would perform only fermentation tasks, with the portable device performing distillation and starch conversion.

    The INL Wind Farm project proposes to install a 20 MW to 40 MW wind farm on government property, consisting of approximately ten to twenty full-sized (80-meter hub height) towers with 2 MW turbines, and access roads. This includes identifying the optimal turbine locations, building access roads, and pouring the tower foundations in preparation for turbine installation. The project successfully identified a location on INL lands with commercially viable wind resources (i.e., greater than 11 mph sustained winds) for a 20 to 40 MW wind farm. Additionally, the proposed Wind Farm was evaluated against other General Plant Projects, General Purpose Capital Equipment projects, and Line Item Construction Projects at the INL to show the relative importance of the proposed Wind Farm project.

    The current U.S. and world grain situations are described as well as adjustments which would be likely for fuel production of 1, 2 and 4 billion gallons of ethanol annually in the 1985-86 period. Predicted acreage shifts in corn, soybeans, wheat and the total of seven major crops are shown. The most likely effects on the feed grains markets both here and abroad are discussed. The value of corn for fuel both with and without the gasoline tax exemption is compared to the actual farm price expected if in the base case (1 billion gallons) real corn prices do not rise. In the higher 2 and 4 billion gallon cases, increases in the real cost of corn and its impact on food prices and the CPI are estimated. A theoretical maximum level of ethanol production recognizing market factors is discussed in terms of acreage, yield, corn production and the fuel ethanol available. Agricultural and other policy frameworks are discussed.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    This report considers the feasibility of exposing, demolishing, and removing underground storage tanks from the 241-AX Tank Farm at the Hanford Site. For the study, it was assumed that the tanks would each contain 360 ft{sup 3} of residual waste (corresponding to the one percent residual Inventory target cited in the Tri-Party Agreement) at the time of demolition. The 241-AX Tank Farm is being employed as a ''strawman'' in engineering studies evaluating clean and landfill closure options for Hanford single-shell tank farms. The report is one of several reports being prepared for use by the Hanford Tanks Initiative Project to explore potential closure options and to develop retrieval performance evaluation criteria for tank farms.

    In this final report describes and documents research that was conducted by the Ecological Engineering Research Program (EERP) at the University of the Pacific (Stockton, CA) under subcontract to Fiscalini Farms LP for work under the Assistance Agreement DE-EE0001895 'Measurement and Evaluation of a Dairy Anaerobic Digestion/Power Generation System' from the United States Department of Energy, National Energy Technology Laboratory. Fiscalini Farms is operating a 710 kW biomass-energy power plant that uses bio-methane, generated from plant biomass, cheese whey, and cattle manure via mesophilic anaerobic digestion, to produce electricity using an internal combustion engine. The primary objectives of the project were to document baseline conditions for the anaerobic digester and the combined heat and power (CHP) system used for the dairy-based biomass-energy production. The baseline condition of the plant was evaluated in the context of regulatory and economic constraints. In this final report, the operation of the plant between start-up in 2009 and operation in 2010 are documented and an interpretation of the technical data is provided. An economic analysis of the biomass energy system was previously completed (Appendix A) and the results from that study are discussed briefly in this report. Results from the start-up and first year of operation indicate that mesophilic anaerobic digestion of agricultural biomass, combined with an internal combustion engine, is a reliable source of alternative electrical production. A major advantage of biomass energy facilities located on dairy farms appears to be their inherent stability and ability to produce a consistent, 24 hour supply of electricity. However, technical analysis indicated that the Fiscalini Farms system was operating below capacity and that economic sustainability would be improved by increasing loading of feedstocks to the digester.     This DOE funded study was performed to evaluate the potential for treatment and beneficial reuse of produced water from the San Ardo oilfield in Monterey County, CA. The potential benefits of a successful full-scale implementation of this project include improvements in oil production efficiency and additional recoverable oil reserves as well as the addition of a new reclaimed water resource. The overall project was conducted in two Phases. Phase I identified and evaluated potential end uses for the treated produced water, established treated water quality objectives, reviewed regulations related to treatment, transport, storage and use of the treated produced water, and investigated various water treatment technology options. Phase II involved the construction and operation of a small-scale water treatment pilot facility to evaluate the process's performance on produced water from the San Ardo oilfield. Cost estimates for a potential full-scale facility were also developed. Potential end uses identified for the treated water include (1) agricultural use near the oilfield, (2) use by Monterey County Water Resources Agency (MCWRA) for the Salinas Valley Water Project or Castroville Seawater Intrusion Project, (3) industrial or power plant use in King City, and (4) use for wetlands creation in the Salinas Basin. All of these uses were found to have major obstacles that prevent full-scale implementation. An additional option for potential reuse of the treated produced water was subsequently identified. That option involves using the treated produced water to recharge groundwater in the vicinity of the oil field. The recharge option may avoid the limitations that the other reuse options face. The water treatment pilot process utilized: (1) warm precipitation softening to remove hardness and silica, (2) evaporative cooling to meet downstream temperature limitations and facilitate removal of ammonia, and (3) reverse osmosis (RO) for removal of dissolved salts, boron, and

    The solar energy system, Elcam San Diego, was designed to supply domestic hot water heating for a single family residence located in Encinitas, California. The contents of this document have been divided into System Description, Performance Assessment, Operating Energy, Energy Savings, Maintenance and Summary and Conclusions. The system is a Sunspot two tank cascade type, where solar energy is supplied to either a 66 gallon preheat tank (solar storage) or a 40 gallon domestic hot water tank. Water is pumped directly from one of the two tanks, through the 65 square feet collector array and back into the same tank. Freeze protection is provided by automatically circulating hot water from the hot water tank through the collectors and exposed plumbing when freezing conditions exist.     Peat cores were collected in 4 remnant marsh islands and 4 drained, farmed islands throughout the Sacramento - San Joaquin Delta of California in order to characterize the peat accretion history of this region. Radiocarbon age determination of marsh macrofossils at both marsh and farmed islands showed that marshes in the central and western Delta started forming between 6030 and 6790 cal yr BP. Age-depth models for three marshes were constructed using cubic smooth spline regression models. The resulting spline fit models were used to estimate peat accretion histories for the marshes. Estimated accretion rates range from 0.03 to 0.49 cm yr{sup -1} for the marsh sites. The highest accretion rates are at Browns Island, a marsh at the confluence of the Sacramento and San Joaquin rivers. Porosity was examined in the peat core from Franks Wetland, one of the remnant marsh sites. Porosity was greater than 90% and changed little with depth indicating that autocompaction was not an important process in the peat column. The mean contribution of organic matter to soil volume at the marsh sites ranges from 6.15 to 9.25% with little variability. In contrast, the mean contribution of inorganic matter to soil volume ranges from 1.40 to 8.45% with much greater variability, especially in sites situated in main channels. These results suggest that marshes in the Delta can be viewed as largely autochthonous vs. allochthonous in character. Autochthonous sites are largely removed from watershed processes, such as sediment deposition and scour, and are dominated by organic production. Allochthonous sites have greater fluctuations in accretion rates due to the variability of inorganic inputs from the watershed. A comparison of estimated vertical accretion rates with 20th century rates of global sea-level rise shows that currently marshes are maintaining their positions in the tidal frame, yet this offers little assurance of sustainability under scenarios of increased sea-level rise in
