The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    The farms in 1997 went through a variety of changes. First, the farms expansion, begun in 1996, was completed. This boosted the computing capacity to something like 20,000 MIPS (where a MIP is a unit defined by running a program, TINY, on the machine and comparing the machine performance to a VAX 11/780). In SpecInt92, it would probably rate close to 40,000. The use of the farms was not all that large. The fixed target experiments were not generally in full production in 1997, but spent time tuning up code. Other users processed on the farms, but tended to come and go and not saturate the resource. Some of the old farms were retired, saving the lab money on maintenance and saving the farms support staff effort.

    In this final report describes and documents research that was conducted by the Ecological Engineering Research Program (EERP) at the University of the Pacific (Stockton, CA) under subcontract to Fiscalini Farms LP for work under the Assistance Agreement DE-EE0001895 'Measurement and Evaluation of a Dairy Anaerobic Digestion/Power Generation System' from the United States Department of Energy, National Energy Technology Laboratory. Fiscalini Farms is operating a 710 kW biomass-energy power plant that uses bio-methane, generated from plant biomass, cheese whey, and cattle manure via mesophilic anaerobic digestion, to produce electricity using an internal combustion engine. The primary objectives of the project were to document baseline conditions for the anaerobic digester and the combined heat and power (CHP) system used for the dairy-based biomass-energy production. The baseline condition of the plant was evaluated in the context of regulatory and economic constraints. In this final report, the operation of the plant between start-up in 2009 and operation in 2010 are documented and an interpretation of the technical data is provided. An economic analysis of the biomass energy system was previously completed (Appendix A) and the results from that study are discussed briefly in this report. Results from the start-up and first year of operation indicate that mesophilic anaerobic digestion of agricultural biomass, combined with an internal combustion engine, is a reliable source of alternative electrical production. A major advantage of biomass energy facilities located on dairy farms appears to be their inherent stability and ability to produce a consistent, 24 hour supply of electricity. However, technical analysis indicated that the Fiscalini Farms system was operating below capacity and that economic sustainability would be improved by increasing loading of feedstocks to the digester. Additional operational modifications, such as increased utilization of waste heat and better documentation of potential of carbon credits, would also improve the economic outlook. Analysis of baseline operational conditions indicated that a reduction in methane emissions and other greenhouse gas savings resulted from implementation of the project. The project results indicate that using anaerobic digestion to produce bio-methane from agricultural biomass is a promising source of electricity, but that significant challenges need to be addressed before dairy-based biomass energy production can be fully integrated into an alternative energy economy. The biomass energy facility was found to be operating undercapacity. Economic analysis indicated a positive economic sustainability, even at the reduced power production levels demonstrated during the baseline period. However, increasing methane generation capacity (via the importation of biomass codigestate) will be critical for increasing electricity output and improving the long-term economic sustainability of the operation. Dairy-based biomass energy plants are operating under strict environmental regulations applicable to both power-production and confined animal facilities and novel approached are being applied to maintain minimal environmental impacts. The use of selective catalytic reduction (SCR) for nitrous oxide control and a biological hydrogen sulfide control system were tested at this facility. Results from this study suggest that biomass energy systems can be compliant with reasonable scientifically based air and water pollution control regulations. The most significant challenge for the development of biomass energy as a viable component of power production on a regional scale is likely to be the availability of energy-rich organic feedstocks. Additionally, there needs to be further development of regional expertise in digester and power plant operations. At the Fiscalini facility, power production was limited by the availability of biomass for methane generation, not the designed system capacity.     Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    Historically, liquid high-level waste (HLW) generated at the Idaho Chemical Processing Plant has been stored in the Tank Farm after which it is calcined with the calcine being stored in stainless steel bins. Following the curtailment of spent nuclear fuel reprocessing in 1992, the HLW treatment methods were re-evaluated to establish a path forward for producing a final waste form from the liquid sodium bearing wastes (SBW) and the HLW calcine. Projections for significant improvements in waste generation, waste blending and evaporation, and calcination were incorporated into the Tank Farm modeling. This optimized modeling shows that all of the SBW can be calcined by the end of 2012 as required by the Idaho Settlement Agreement. This Tank Farm plan discusses the use of each of the eleven HLW tanks and shows that two tanks can be emptied, allowing them to be Resource Conservation and Recovery Act closed by 2006. In addition, it describes the construction of each tank and vault, gives the chemical concentrations of the contents of each tank, based on historical input and some sampling, and discusses the regulatory drivers important to Tank Farm operation. It also discusses new waste generation, the computer model used for the Tank Farm planning, the operating schedule for each tank, and the schedule for when each tank will be empty and closed.

    The U.S. Department of Energy Grand Junction Office (DOE-GJO) was tasked by the DOE Richland Operations Office (DOE-RL) to perform a baseline characterization of the gamma-ray-emitting radionuclides that are distributed in the vadose zone sediments beneath and around the single-shell tanks (SSTs) at the Hanford Site. The intent of this characterization is to determine the nature and extent of the contamination, to identify contamination sources when possible, and to develop a baseline of the contamination distribution that will permit future data comparisons. This characterization work also allows an initial assessment of the impacts of the vadose zone contamination as required by the Resource Conservation and Recovery Act (RCRA). This characterization project involves acquiring information regarding vadose zone contamination with borehole geophysical logging methods and documenting that information in a series of reports. This information is presently limited to detection of gamma-emitting radionuclides from both natural and man-made sources. Data from boreholes surrounding each tank are compiled into individual Tank Summary Data Reports. The data from each tank in a tank farm are then compiled and summarized in a Tank Farm Report. This document is the Tank Farm Report for the U Tank Farm. Logging operations used high-purity germanium detection systems to acquire laboratory-quality assays of the gamma-emitting radionuclides in the sediments around and below the tanks. These assays were acquired in 59 boreholes that surround the U Tank Farm tanks. Logging of all boreholes was completed in December 1995, and the last Tank Summary Data Report for the U Tank Farm was issued in September 1996.

    A simple analysis is presented concerning an upper limit of the power density (power per unit land area) of a very large wind farm located at the bottom of a fully developed boundary layer. The analysis suggests that the limit of the power density is about 0.38 times $\\tau_{w0}U_{F0}$, where $\\tau_{w0}$ is the natural shear stress on the ground (that is observed before constructing the wind farm) and $U_{F0}$ is the natural or undisturbed wind speed averaged across the height of the farm to be constructed. Importantly, this implies that the maximum extractable power from such a very large wind farm will not be proportional to the cubic of the wind speed at the farm height, or even the farm height itself, but be proportional to $U_{F0}$.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies.     The SX Tank Farm is located in the southwest portion of the 200 West Area of the Hanford Site. This tank farm consists of 15 single-shell tanks (SSTs), each with an individual capacity of 1 million gallons (gal). These tanks currently store high-level nuclear waste that was primarily generated from what was called the oxidation-reduction or {open_quotes}REDOX{close_quotes} process at the S-Plant facility. Ten of the 15 tanks are listed in Hanlon as {open_quotes}assumed leakers{close_quotes} and are known to have leaked various amounts of high-level radioactive liquid to the vadose zone sediment. The current liquid content of each tank varies, but the liquid from known leaking tanks has been removed to the extent possible. In 1994, the U.S. Department of Energy Richland Office (DOE-RL) requested the DOE Grand Junction Projects Office (GJPO), Grand Junction, Colorado, to perform a baseline characterization of contamination in the vadose zone at all the SST farms with spectral gamma-ray logging of boreholes surrounding the tanks. The SX Tank Farm geophysical logging was completed, and the results of this baseline characterization are presented in this report.

    This report addresses water seeping into underground vaults which contain high-level liquid waste (HLLW) storage tanks at the Idaho Chemical Processing Plant (ICPP). Each of the vaults contains from one to three sumps. The original purpose of the sumps was to serve as a backup leak detection system for release of HLLW from the storage tanks. However, water seeps into most of the vaults, filling the sumps, and defeating their purpose as a leak detection system. Leak detection for the HLLW storage tanks is based on measuring the level of liquid inside the tank. The source of water leaking into the vaults was raised as a concern by the State of Idaho INEL Oversight Group because this source could also be leaching contaminants released to soil in the vicinity of the tank farm and transporting contaminants to the aquifer. This report evaluates information concerning patterns of seepage into vault sumps, the chemistry of water in sumps, and water balances for the tank farm to determine the sources of water seeping into the vaults.
