    Data and calculations from previous criticality safety evaluations and analyses were used to evaluate criticality safety for the entire Tank Farms facility to support the continued waste storage mission. This criticality safety evaluation concludes that a criticality accident at the Tank Farms facility is an incredible event due to the existing form (chemistry) and distribution (neutron absorbers) of tank waste. Limits and controls for receipt of waste from other facilities and maintenance of tank waste condition are set forth to maintain the margin subcriticality in tank waste.

This document is prepared using the specific guidelines identified in A Guide for Preparing Hanford Site Facility Effluent Monitoring Plans, WHC-EP-0438. This facility effluent monitoring plan assesses effluent monitoring systems and evaluates whether they are adequate to ensure the public health and safety as specified in applicable federal, state, and local requirements.

    Throughout the commercial nuclear industry the lack of design reconstitution programs prior to the mid 1980`s has resulted in inadequate documentation to support operating facilities configuration changes or safety evaluations. As a result, many utilities have completed or have ongoing design reconstitution programs and have discovered that without sufficient pre-planning their program can be potentially very expensive and may result in end-products inconsistent with the facility needs or expectations. A design reconstitution program plan is developed here for the Hanford waste tank farms facility as a consequence of the DOE Standard on operational configuration management. This design reconstitution plan provides for the recovery or regeneration of design requirements and basis, the compilation of Design Information Summaries, and a methodology to disposition items open for regeneration that were discovered during the development of Design Information Summaries. Implementation of this plan will culminate in an end-product of about 30 Design Information Summary documents. These documents will be developed to identify tank farms facility design requirements and design bases and thereby capture the technical baselines of the facility. This plan identifies the methodology necessary to systematically recover documents that are sources of design input information, and to evaluate and disposition open items or regeneration items discovered during the development of the Design Information Summaries or during the verification and validation processes. These development activities will be governed and implemented by three procedures and a guide that are to be developed as an outgrowth of this plan.

    A plantwide energy assessment was performed at Hawaiian Commercial & Sugar Co., an integrated sugarcane farming and processing facility on the island of Maui in the State of Hawaii. There were four main tasks performed for the plantwide energy assessment: 1) pump energy assessment in both field and factory operations, 2) steam generation assessment in the power production operations, 3) steam distribution assessment in the sugar manufacturing operation, and 4) electric power distribution assessment of the company system grid. The energy savings identified in each of these tasks were summarized in terms of fuel savings, electricity savings, or opportunity revenue that potentially exists mostly from increased electric power sales to the local electric utility. The results of this investigation revealed eight energy saving projects that can be implemented at HC&S. These eight projects were determined to have potential for $1.5 million in annual fuel savings or 22,337 MWh equivalent annual electricity savings. Most of the savings were derived from pump efficiency improvements and steam efficiency improvements both in generation and distribution. If all the energy saving projects were implemented and the energy savings were realized as less fuel consumed, there would be corresponding reductions in regulated air pollutants and carbon dioxide emissions from supplemental coal fuel. As HC&S is already a significant user of renewable biomass fuel for its operations, the projected reductions in air pollutants and emissions will not be as great compared to using only coal fuel for example. A classification of implementation priority into operations was performed for the identified energy saving projects based on payback period and ease of implementation.

    This paper presents the Physics Detector Simulation Facility (PDSF) Phase II system software. A key element in the design of a distributed computing environment for the PDSF has been the separation and distribution of the major functions. The facility has been designed to support batch and interactive processing, and to incorporate the file and tape storage systems. By distributing these functions, it is often possible to provide higher throughput and resource availability. Similarly, the design is intended to exploit event-level parallelism in an open distributed environment.

    The FELI Facility II has succeeded in infrared FEL oscillation at 1.91 {mu} m using a 68-MeV, 40-A electron beam from the FELI S-band linac in February 27, 1995. The FELI Facility II is composed of a 3-m vertical type undulator ({lambda}u=3.8cm, N=78, Km a x=1.4, gap length {ge}20mm) and a 6.72-m optical cavity. It can cover the wavelength range of 1-5{mu}m. The FELs can be delivered from the optical cavity to the diagnostics room through a 40-m evacuated optical pipeline. Wavelength and cavity length dependences of optical properties such as peak power, average power, spectrum width, FEL macropulse, FEL transverse profile are reported.

    This draft radiological performance assessment (PA) for the proposed Class L-II Disposal Facility (CIIDF) on the Oak Ridge Reservation (ORR) has been prepared to demonstrate compliance with the requirements of the US Department of Energy Order 5820.2A. This PA considers the disposal of low-level radioactive wastes (LLW) over the operating life of the facility and the long-term performance of the facility in providing protection to public health and the environment. The performance objectives contained in the order require that the facility be managed to accomplish the following: (1) Protect public health and safety in accordance with standards specified in environmental health orders and other DOE orders. (2) Ensure that external exposure to the waste and concentrations of radioactive material that may be released into surface water, groundwater, soil, plants, and animals results in an effective dose equivalent (EDE) that does not exceed 25 mrem/year to a member of the public. Releases to the atmosphere shall meet the requirements of 40 CFR Pt. 61. Reasonable effort should be made to maintain releases of radioactivity in effluents to the general environment as low as reasonably achievable. (1) Ensure that the committed EDEs received by individual who inadvertently may intrude into the facility after the loss of active institutional control (100 years) will not exceed 100 mrem/year for continuous exposure of 500 mrem for a single acute exposure. (4) Protect groundwater resources, consistent with federal, state, and local requirements.

    WHC-CM-1-6 is the primary guidance for radiological control at Westinghouse Hanford Company (WHC). It was written to implement DOE N 5480.6 ``US Department of Energy Radiological Control Manual`` as it applies to programs at Hanford which are now overseen by WHC. As such, it complies with Title 10, Part 835 of the Code of Federal Regulations. In addition to WHC-CM-1-6, there is HSRCM-1, the ``Hanford Site Radiological Control Manual`` and several Department of Energy (DOE) Orders, national consensus standards, and reports that provide criteria, standards, and requirements for workplace air sampling programs. This document provides a summary of these, as they apply to WHC facility workplace air sampling programs. This document also provides an evaluation of the compliance of Tank Farms` workplace air sampling program to the criteria, standards, and requirements and documents compliance with the requirements where appropriate. Where necessary, it also indicates changes needed to bring specific locations into compliance.

    The purpose of this report is to document the conclusions of a technical review of retrieval and closure plans for the Idaho National Energy and Environmental Laboratory (INEEL) Idaho Nuclear Technology and Engineering Center (INTEC) Tank Farm Facility. In addition to reviewing retrieval and closure plans for these tanks, the review process served as an information exchange mechanism so that staff in the INEEL High Level Waste (HLW) Program could become more familiar with retrieval and closure approaches that have been completed or are planned for underground storage tanks at the Oak Ridge National Laboratory (ORNL) and Hanford sites. This review focused not only on evaluation of the technical feasibility and appropriateness of the approach selected by INEEL but also on technology gaps that could be addressed through utilization of technologies or performance data available at other DOE sites and in the private sector. The reviewers, Judith Bamberger of Pacific Northwest National Laboratory (PNNL) and Dr. Barry Burks of The Providence Group Applied Technology, have extensive experience in the development and application of tank waste retrieval technologies for nuclear waste remediation.

    Significant progress has been made at the U.S. Department of Energy (DOE) Idaho National Laboratory (INL) to empty, clean and close radioactive liquid waste storage tanks at the Idaho Nuclear Technology and Engineering Center (INTEC) Tank Farm Facility (TFF). The TFF includes eleven 1,135.6-kL (300,000-gal) underground stainless steel storage tanks and four smaller, 113.5-kL (30,000-gal) stainless steel tanks, along with tank vaults, interconnecting piping, and ancillary equipment. The TFF tanks have historically been used to store a variety of radioactive liquid waste, including wastes associated with past spent nuclear fuel reprocessing. Although four of the large storage tanks remain in use for waste storage, the other seven 1,135.6-kL (300,000-gal) tanks and the four 113.5-kL (30,000-gal) tanks have been emptied of waste, cleaned and filled with grout. A water spray cleaning system was developed and deployed to clean internal tank surfaces and remove remaining tank wastes. The cleaning system was effective in removing all but a very small volume of solid residual waste particles. Recent issuance of an Amended Record of Decision (ROD) in accordance with the National Environmental Policy Act, and a Waste Determination complying with Section 3116 of the Ronald W. Reagan National Defense Authorization Act (NDAA) for Fiscal Year 2005, has allowed commencement of grouting activities on the cleaned tanks. The first three 113.5-kL (30,000-gal) tanks were grouted in the Fall of 2006 and the fourth tank and the seven 1,135.6-kL (300,000-gal) tanks were filled with grout in 2007 to provide long-term stability. It is currently planned that associated tank valve boxes and interconnecting piping, will be stabilized with grout as early as 2008. (authors)

  17. Analysis of Debris Trajectories at the Scaled Wind Farm Technology (SWiFT) Facility

    Sandia National Laboratories operates the Scaled Wind Farm Technology Facility (SWiFT) on behalf of the Department of Energy Wind and Water Power Technologies Office. An analysis was performed to evaluate the hazards associated with debris thrown from one of SWiFT’s operating wind turbines, assuming a catastrophic failure. A Monte Carlo analysis was conducted to assess the complex variable space associated with debris throw hazards that included wind speed, wind direction, azimuth and pitch angles of the blade, and percentage of the blade that was separated. In addition, a set of high fidelity explicit dynamic finite element simulations were performed to determine the threshold impact energy envelope for the turbine control building located on-site. Assuming that all of the layered, independent, passive and active engineered safety systems and administrative procedures failed (a 100% failure rate of the safety systems), the likelihood of the control building being struck was calculated to be less than 5/10,000 and ballistic simulations showed that the control building would not provide passive protection for the majority of impact scenarios. Although options exist to improve the ballistic resistance of the control building, the recommendation is not to pursue them because there is a low probability of strike and there is an equal likelihood personnel could be located at similar distances in other areas of the SWiFT facility which are not passively protected, while the turbines are operating. A fenced exclusion area has been created around the turbines which restricts access to the boundary of the 1/100 strike probability. The overall recommendation is to neither relocate nor improve passive protection of the control building as the turbine safety systems have been improved to have no less than two independent, redundant, high quality engineered safety systems. The overall project covers energy efficiency and water conservation auditing services for 215 modular and prefabricated buildings at LLNL. The primary goal of this project is to demonstrate compliance with DOE Order 430.2A, Contractor Requirements Document section 2.d (2) Document, to demonstrate annual progress of at least 10 percent toward completing energy and water audits of all facilities. Although this project covers numerous buildings, they are all similar in design and use. The approach employed for completing audits for these facilities involves a ''model-similar building'' approach. In the model-similar building approach, similarities between groups of buildings are established and quantified. A model (or test case) building is selected and analyzed for each model-similar group using a detailed DOE-2 simulation. The results are extended to the group of similar buildings based on careful application of quantified similarities, or ''extension measures''. This approach leverages the relatively minor effort required to evaluate one building in some detail to a much larger population of similar buildings. The facility wide energy savings potential was calculated for a select set of measures that have reasonable payback based on the detailed building analysis and are otherwise desirable to the LLNL facilities staff. The selected measures are: (1) HVAC Tune-up. This is considered to be a ''core measure'', based on the energy savings opportunity and the impact on thermal comfort. All HVAC units in the study are assumed to be tuned up under this measure. See the Appendix for a detailed calculation by building and HVAC unit. (2) HVAC system scheduling.     A synchrotron radiation facility that is used not only for basic research, but also for engineering and industrial research and development has been proposed to be constructed in the Central area of Japan. The key equipment of this facility is a compact electron storage ring that is able to supply hard X-rays. The circumference of the storage ring is 72 m with the energy of 1.2 GeV, the beam current of 300 mA, and the natural emittance of about 53 nm-rad. The configuration of the storage ring is based on four triple bend cells, and four of the twelve bending magnets are 5 T superconducting ones. The bending angle and critical energy are 12 degree and 4.8 keV, respectively. For the top-up operation, the electron beam will be injected from a booster synchrotron with the full energy. Currently, six beamlines are planned for the first phase starting from 2012.

    A geotechnical study has been completed in H-Area for the In-Tank Precipitation Facility (ITP) and the balance of the H-Area Tank Farm (HTF) at the Savannah River Site (SRS) in South Carolina. The study consisted of subsurface field exploration, field and laboratory testing, and engineering analyses. The purpose of these investigations is to evaluate the overall stability of the H-Area tanks under static and dynamic conditions. The objectives of the study are to define the site-specific geological conditions at ITP and HTF, obtain engineering properties for the assessment of the stability of the native soils and embankment under static and dynamic loads (i.e., slope stability, liquefaction potential, and potential settlements), and derive properties for soil-structure interaction studies. This document (Volume 4) contains the laboratory test results for the In-Tank Precipitation Facility (ITP) and H-Tank Farm (HTF) Geotechnical Report.

    Intense beams of heavy ions offer a very attractive tool for fundamental research in high energy density physics and inertial fusion energy science. These applications build on the significant recent advances in the generation, compression and focusing of intense heavy ion beams in the presence of a neutralizing background plasma. Such beams can provide uniform volumetric heating of the target during a time-scale shorter than the hydrodynamic response time, thereby enabling a significant suite of experiments that will elucidate the underlying physics of dense, strongly-coupled plasma states, which have been heretofore poorly understood and inadequately diagnosed, particularly in the warm dense matter regime. The innovations, fundamental knowledge, and experimental capabilities developed in this basic research program is also expected to provide new research opportunities to study the physics of directly-driven ion targets, which can dramatically reduce the size of heavy ion beam drivers for inertial fusion energy applications. Experiments examining the behavior of thin target foils heated to the warm dense matter regime began at the Lawrence Berkeley National Laboratory in 2008, using the Neutralized Drift Compression Experiment - I (NDCX-I) facility, and its associated target chamber and diagnostics. The upgrade of this facility, called NDCX-II, will enable an exciting set of scientific experiments that require highly uniform heating of the target, using Li{sup +} ions which enter the target with kinetic energy in the range of 3 MeV, slightly above the Bragg peak for energy deposition, and exit with energies slightly below the Bragg peak.     A geotechnical study has been completed in H-Area for the In-Tank Precipitation Facility (ITP) and the balance of the H-Area Tank Farm (HTF) at the Savannah River Site (SRS) in South Carolina. The study consisted of subsurface field exploration, field and laboratory testing, and engineering analyses. The purpose of these investigations is to evaluate the overall stability of the H-Area tanks under static and dynamic conditions. The objectives of the study are to define the site-specific geological conditions at ITP and HTF, obtain engineering properties for the assessment of the stability of the native soils and embankment under static and dynamic loads (i.e., slope stability, liquefaction potential, and potential settlements), and derive properties for soil-structure interaction studies.

    The purpose of this work was to provide the thermal hydraulic analysis for the Multi-Function Waste Tank Facility (MWTF) Title II design. Temperature distributions throughout the tank structure were calculated for subsequent use in the structural analysis and in the safety evaluation. Calculated temperatures of critical areas were compared to design allowables. Expected operating parameters were calculated for use in the ventilation system design and in the environmental impact documentation. The design requirements were obtained from the MWTF Functional Design Criteria (FDC). The most restrictive temperature limit given in the FDC is the 200 limit for the haunch and dome steel and concrete. The temperature limit for the rest of the primary and secondary tanks and concrete base mat and supporting pad is 250 F. Also, the waste should not be allowed to boil. The tank geometry was taken from ICF Kaiser Engineers Hanford drawing ES-W236A-Z1, Revision 1, included here in Appendix B. Heat removal rates by evaporation from the waste surface were obtained from experimental data. It is concluded that the MWTF tank cooling system will meet the design temperature limits for the design heat load of 700,000 Btu/h, even if cooling flow is lost to the annulus region, and temperatures change very slowly during transients due to the high heat capacity of the tank structure and the waste. Accordingly, transients will not be a significant operational problem from the viewpoint of meeting the specified temperature limits.

    From approximately 1949 until 1970, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility on federally owned property approximately 0.25 mi northwest of Savannah, Missouri (Figure 1.1). During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In November 1998, carbon tetrachloride was detected in a private well (Morgan) roughly 50 ft south of the former CCC/USDA facility, as a result of statewide screening of private wells near former CCC/USDA facilities, conducted in Missouri by the U.S. Environmental Protection Agency (EPA 1999). The 1998 and subsequent investigations by the EPA and the Missouri Department of Natural Resources (MoDNR) confirmed the presence of carbon tetrachloride in the Morgan well, as well as in a second well (on property currently occupied by the Missouri Department of Transportation [MoDOT]) described as being approximately 400 ft east of the former CCC/USDA facility. The identified concentrations in these two wells were above the EPA maximum contaminant level (MCL) and the Missouri risk-based corrective action default target level (MRBCA DTL) values of 5.0 {micro}g/L for carbon tetrachloride in water used for domestic purposes (EPA 1999; MoDNR 2000a,b, 2006). Because the observed contamination in the Morgan and MoDOT wells might be linked to the past use of carbon tetrachloride-based fumigants at its former grain storage facility, the CCC/USDA is conducting an investigation to (1) characterize the source(s), extent, and factors controlling the subsurface distribution and movement of carbon tetrachloride at Savannah and (2) evaluate the potential risks to human health, public welfare, and the environment posed by the contamination.     In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX.     The 120 tpd BI-GAS pilot plant, intended to produce SNG at high pressure, was completed in 1976. For the next three and a half years, the operator, Stearns-Roger Inc., was engaged in operating the plant while overcoming a series of mechanical problems that have prevented the plant from running at design capacity and pressure. Since July 1980, these problems have apparently been corrected and considerable progress was made. In late 1979, the Yates Congressional Committee directed DOE to investigate the possibility of establishing an entrained-bed gasifier test facility at the site. In January 1981, the DOE established a study group composed of DOE and UOP/SDC personnel to determine how best to use the BI-GAS facility. The group considered four possibilities: Continue operation of the facility in accordance with the technical program plan developed by DOE and Stearns-Roger; modify the plant into an entrained-bed facility for testing components and processes; mothball the facility, or dismantle the facility. The group took the view that modifying the plant into a test facility would increase substantially the amount of engineering data available to the designers of commercial gasification plants. Since it appears that syngas plants will be of commercial interest sooner than SNG plants will, it was decided that the facility should test syngas production components and processes at high pressure. Consequently, it was recommended that: Operation of the plant be continued, both to collect data and to prove the BI-GAS process, as long as the schedule of the technical program plan is met; Begin at once to prepare a detailed design for modifying the BI-GAS plant to a high-pressure, entrained flow syngas test facility; and Implement the modification plan as soon as the BI-GAS process is proven or it becomes apparent that progress is unsatisfactory.

    At Los Alamos National Laboratory (LANL), there are several nuclear facilities, accelerator facilities, radiological facilities, explosives sites, moderate- and high-hazard non-nuclear facilities, biosciences laboratory, etc. The Plutonium Science and Manufacturing Directorate (ADPSM) provides special nuclear material research, process development, technology demonstration, and manufacturing capabilities. ADPSM manages the LANL Plutonium Facility. Within the Radiological Control Area at TA-55 (PF-4), chemical and metallurgical operations with plutonium and other hazardous materials are performed. LANL Health and Safety Programs investigate injury and illness data. In this study, statistically significant trends have been identified and compared for LANL, ADPSM, and PF-4 injury/illness cases. A previously described output metric is used to measures LANL management progress towards meeting its operational safety objectives and goals. Timelines are used to determine trends in Injury/Illness types. Pareto Charts are used to prioritize causal factors. The data generated from analysis of Injury/Illness data have helped identify and reduce the number of corresponding causal factors.

    This report describes the work performed during Phase 1 and Phase 2 of the collaborative research program established between Argonne National Laboratory (ANL) and Newport News Shipbuilding and Dry Dock Company (NNS). Phase I of the program focused on the development of computer models for Magnetohydrodynamic (MHD) propulsion. Phase 2 focused on the experimental validation of the thruster performance models and the identification, through testing, of any phenomena which may impact the attractiveness of this propulsion system for shipboard applications. The report discusses in detail the work performed in Phase 2 of the program. In Phase 2, a two Tesla test facility was designed, built, and operated. The facility test loop, its components, and their design are presented. The test matrix and its rationale are discussed. Representative experimental results of the test program are presented, and are compared to computer model predictions. In general, the results of the tests and their comparison with the predictions indicate that thephenomena affecting the performance of MHD seawater thrusters are well understood and can be accurately predicted with the developed thruster computer models.

    This document describes the design of the accelerator and target systems for the AGS Super Neutrino Beam Facility. Under the direction of the Associate Laboratory Director Tom Kirk, BNL has established a Neutrino Working Group to explore the scientific case and facility requirements for a very long baseline neutrino experiment. Results of a study of the physics merit and detector performance was published in BNL-69395 in October 2002, where it was shown that a wide-band neutrino beam generated by a 1 MW proton beam from the AGS, coupled with a half megaton water Cerenkov detector located deep underground in the former Homestake mine in South Dakota would be able to measure the complete set of neutrino oscillation parameters: (1) precise determination of the oscillation parameters {Delta}m{sub 32}{sup 2} and sin{sup 2} 2{theta}{sub 32}; (2) detection of the oscillation of {nu}{sub {mu}}-{nu}{sub e} and measurement of sin{sup 2} 2{theta}{sub 13}; (3) measurement of {Delta}m{sub 21}{sup 2} sin 2{theta}{sub 12} in a {nu}{sub {mu}} {yields} {nu}{sub e} appearance mode, independent of the value of {theta}{sub 13}; (4) verification of matter enhancement and the sign of {Delta}m{sub 32}{sup 2}; and (5) determination of the CP-violation parameter {delta}{sub CP} in the neutrino sector. This report details the performance requirements and conceptual design of the accelerator and the target systems for the production of a neutrino beam by a 1.0 MW proton beam from the AGS. The major components of this facility include a new 1.2 GeV superconducting linac, ramping the AGS at 2.5 Hz, and the new target station for 1.0 MW beam. It also calls for moderate increase, about 30%, of the AGS intensity per pulse. Special care is taken to account for all sources of proton beam loss plus shielding and collimation of stray beam halo particles to ensure equipment reliability and personal safety.     This report is a final culmination of activities funded through the Department of Energy`s (DOE) University Reactor Sharing Program, Grant DE-FG02-80ER10273, during the period 1 July 1980 through 30 June 1995. Progress reports have been periodically issued to the DOE, namely the Reactor Facility Annual Reports C00-2082/2219-7 through C00-2082/10723-21, which are contained as an appendix to this report. Due to the extent of time covered by this grant, summary tables are presented. Table 1 lists the fiscal year financial obligations of the grant. As listed in the original grant proposals, the DOE grant financed 70% of project costs, namely the total amount spent of these projects minus materials costs and technical support. Thus the bulk of funds was spent directly on reactor operations. With the exception of a few years, spending was in excess of the grant amount. As shown in Tables 2 and 3, the Reactor Sharing grant funded a immense number of research projects in nuclear engineering, geology, animal science, chemistry, anthropology, veterinary medicine, and many other fields. A list of these users is provided. Out of the average 3000 visitors per year, some groups participated in classes involving the reactor such as Boy Scout Merit Badge classes, teacher`s workshops, and summer internships. A large number of these projects met the requirements for the Reactor Sharing grant, but were funded by the University instead.

    The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. Volume 2 provides the complete set of the Detail Design drawings along with a listing of the drawings. Once approved by WHC, these drawings will be issued and baselined for the Title 3 construction effort.

    The U.S. Department of Energy (DOE) is sponsoring research, development, and deployment on light water reactor sustainability (LWRS), in which the Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe operational life extension of current reactors. As technologies are introduced that change the operation of the plant, the LWRS pilot projects can help identify their best-advanced uses and help demonstrate the safety of these technologies. In early testing of operator performance given these emerging technologies will ensure the safety and usability of systems prior to large-scale deployment and costly verification and validation at the plant. The aim of these collaborations, demonstrations, and approaches are intended to lessen the inertia that sustains the current status quo of today's II&C systems technology, and to motivate transformational change and a shift in strategy to a long-term approach to II&C modernization that is more sustainable. Research being conducted under Pilot Project 1 regards understanding the conditions and behaviors that can be modified, either through process improvements and/or technology deployment, to improve the overall safety and efficiency of outage control at nuclear facilities. The key component of the research in this pilot project is accessing the delivery of information that will allow researchers to simulate the control room, outage control center (OCC) information, and plant status data. The simulation also allows researchers to identify areas of opportunity where plant operating status and outage activities can be analyzed to increase overall plant efficiency. For Pilot Project 3 the desire is to demonstrate the ability of technology deployment and the subsequent impact on maximizing the 'Collective Situational Awareness' of the various stakeholders in a commercial nuclear power plant.     With Run II of the Fermilab Tevatron well underway, many computing challenges inherent to analyzing large volumes of data produced in particle physics research need to be met. We present the computing model within CDF designed to address the physics needs of the collaboration. Particular emphasis is placed on current development of a large O(1000) processor PC cluster at Fermilab serving as the Central Analysis Farm for CDF. Future plans leading toward distributed computing and GRID within CDF are also discussed.

    In addition to managing the 177 underground waste storage tanks containing 212,000 m3 (56 million gal) of radioactive waste at the U. S. Department of Energy’s Hanford Site 200 Area Tank Farms, Washington River Protection Solutions LLC is responsible for managing numerous small catch tanks and special surveillance facilities. These are collectively known as “MUSTs” - Miscellaneous Underground Storage Tanks. The MUSTs typically collected drainage and flushes during waste transfer system piping changes; special surveillance facilities supported Tank Farm processes including post-World War II uranium recovery and later fission product recovery from tank wastes. Most were removed from service following deactivation of the single-shell tank system in 1980 and stabilized by pumping the remaining liquids from them. The MUSTs were isolated by blanking connecting transfer lines and adding weatherproofing to prevent rainwater entry. Over the next 30 years MUST operating records were dispersed into large electronic databases or transferred to the National Archives Regional Center in Seattle, Washington. During 2014 an effort to reacquire the historical bases for the MUSTs’ published waste volumes was undertaken. Corporate Memory Recovery from a variety of record sources allowed waste volumes to be initially determined for 21 MUSTs, and waste volumes to be adjusted for 37 others. Precursors and symptoms of Corporate Memory Loss were identified in the context of MUST records recovery.

    This case study enhances the understanding of open automated demand response opportunities in municipal wastewater treatment facilities. The report summarizes the findings of a 100 day submetering project at the San Luis Rey Wastewater Treatment Plant, a municipal wastewater treatment facility in Oceanside, California. The report reveals that key energy-intensive equipment such as pumps and centrifuges can be targeted for large load reductions. Demand response tests on the effluent pumps resulted a 300 kW load reduction and tests on centrifuges resulted in a 40 kW load reduction. Although tests on the facility?s blowers resulted in peak period load reductions of 78 kW sharp, short-lived increases in the turbidity of the wastewater effluent were experienced within 24 hours of the test. The results of these tests, which were conducted on blowers without variable speed drive capability, would not be acceptable and warrant further study. This study finds that wastewater treatment facilities have significant open automated demand response potential. However, limiting factors to implementing demand response are the reaction of effluent turbidity to reduced aeration load, along with the cogeneration capabilities of municipal facilities, including existing power purchase agreements and utility receptiveness to purchasing electricity from cogeneration facilities.

    The Long Island Solar Farm (LISF) is a remarkable success story, whereby very different interest groups found a way to capitalize on unusual circumstances to develop a mutually beneficial source of renewable energy. The uniqueness of the circumstances that were necessary to develop the Long Island Solar Farm make it very difficult to replicate. The project is, however, an unparalleled resource for solar energy research, which will greatly inform large-scale PV solar development in the East. Lastly, the LISF is a superb model for the process by which the project developed and the innovation and leadership shown by the different players.

  20. Wind Farm Recommendation Report

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate.     In this final report describes and documents research that was conducted by the Ecological Engineering Research Program (EERP) at the University of the Pacific (Stockton, CA) under subcontract to Fiscalini Farms LP for work under the Assistance Agreement DE-EE0001895 'Measurement and Evaluation of a Dairy Anaerobic Digestion/Power Generation System' from the United States Department of Energy, National Energy Technology Laboratory. Fiscalini Farms is operating a 710 kW biomass-energy power plant that uses bio-methane, generated from plant biomass, cheese whey, and cattle manure via mesophilic anaerobic digestion, to produce electricity using an internal combustion engine. The primary objectives of the project were to document baseline conditions for the anaerobic digester and the combined heat and power (CHP) system used for the dairy-based biomass-energy production. The baseline condition of the plant was evaluated in the context of regulatory and economic constraints. In this final report, the operation of the plant between start-up in 2009 and operation in 2010 are documented and an interpretation of the technical data is provided. An economic analysis of the biomass energy system was previously completed (Appendix A) and the results from that study are discussed briefly in this report. Results from the start-up and first year of operation indicate that mesophilic anaerobic digestion of agricultural biomass, combined with an internal combustion engine, is a reliable source of alternative electrical production. A major advantage of biomass energy facilities located on dairy farms appears to be their inherent stability and ability to produce a consistent, 24 hour supply of electricity. However, technical analysis indicated that the Fiscalini Farms system was operating below capacity and that economic sustainability would be improved by increasing loading of feedstocks to the digester.     An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    The SX Tank Farm is located in the southwest portion of the 200 West Area of the Hanford Site. This tank farm consists of 15 single-shell tanks (SSTs), each with an individual capacity of 1 million gallons (gal). These tanks currently store high-level nuclear waste that was primarily generated from what was called the oxidation-reduction or {open_quotes}REDOX{close_quotes} process at the S-Plant facility. Ten of the 15 tanks are listed in Hanlon as {open_quotes}assumed leakers{close_quotes} and are known to have leaked various amounts of high-level radioactive liquid to the vadose zone sediment. The current liquid content of each tank varies, but the liquid from known leaking tanks has been removed to the extent possible. In 1994, the U.S. Department of Energy Richland Office (DOE-RL) requested the DOE Grand Junction Projects Office (GJPO), Grand Junction, Colorado, to perform a baseline characterization of contamination in the vadose zone at all the SST farms with spectral gamma-ray logging of boreholes surrounding the tanks. The SX Tank Farm geophysical logging was completed, and the results of this baseline characterization are presented in this report.

    Hanford contractors are writing new facility specific emergency procedures in response to new and revised US Department of Energy (DOE) Orders on emergency preparedness. Emergency procedures are required for each Hanford facility that has the potential to exceed the criteria for the lowest level emergency, an Alert. The set includes: (1) a facility specific procedure on Recognition and Classification of Emergencies, (2) area procedures on Initial Emergency Response and, (3) an area procedure on Protective Action Guidance. The first steps in developing these procedures are to identify the hazards at each facility, identify the conditions that could release the hazardous material, and calculate the consequences of the releases. These steps are called a Hazards Assessment. The final product is a document that is similar in some respects to a Safety Analysis Report (SAR). The document could br produced in a month for a simple facility but could take much longer for a complex facility. Hanford has both types of facilities. A strategy has been adopted to permit completion of the first version of the new emergency procedures before all the facility hazards Assessments are complete. The procedures will initially be based on input from a task group for each facility. This strategy will but improved emergency procedures in place sooner and therefore enhance Hanford emergency preparedness. The purpose of this document is to summarize the applicable information contained within the Waste Tank Facility ``Interim Safety Basis Document, WHC-SD-WM-ISB-001`` as a resource, since the SARs covering Waste Tank Operations are not current in all cases. This hazards assessment serves to collect, organize, document and present the information utilized during the determination process.

    In FY 1993, the Los Alamos National Laboratory Waste Management Group [CST-7 (formerly EM-7)] requested the Probabilistic Risk and Hazards Analysis Group [TSA-11 (formerly N-6)] to conduct a study of the hazards associated with several CST-7 facilities. Among these facilities are the Hazardous Waste Treatment Facility (HWTF), the HWTF Drum Storage Building (DSB), and the Mixed Waste Receiving and Storage Facility (MWRSF), which are proposed for construction beginning in 1996. These facilities are needed to upgrade the Laboratory`s storage capability for hazardous and mixed wastes and to provide treatment capabilities for wastes in cases where offsite treatment is not available or desirable. These facilities will assist Los Alamos in complying with federal and state requlations.

    This Tank Farm Health and Safety Plan (HASP) for the conduct of all operations and work activities at the Hanford Site 200 Area Tank Farms is provided in order to minimize health and safety risks to workers and other onsite personnel. The HASP accomplishes this objective by establishing requirements, providing general guidelines, and conveying farm and facility-specific hazard communication information. The HASP, in conjunction with the job-specific information required by the HASP, is provided also as a reference for use during the planning of work activities at the tank farms. This HASP applies to Westinghouse Hanford Company (WHC), other prime contractors to the U.S. Department of Energy (DOE), and subcontractors to WHC who may be involved in tank farm work activities. This plan is intended to be both a requirements document and a useful reference to aid tank farm workers in understanding the safety and health issues that are encountered in routine and nonroutine work activities. The HASP defines the health and safety responsibilities of personnel working at the tank farms.     The use of alcohol with diesel fuel has been investigated as a means of extending diesel fuel supplies. The ability to use ethanol in diesel-powered farm equipment could provide the means for increasing the near-term fuels self-sufficiency of the American farmer. In the longer term, the potential availability of methanol (from coal) in large quantities could serve to further decrease the dependency on diesel fuel. This document gives two separate overviews of the use of alcohols in farm equipment. Part I of this document compares alcohol with No. 1 and No. 2 diesel fuels and describes several techniques for using alcohol in farm diesels. Part II of this document discusses the use of aqueous ethanol in diesel engines, spark ignition engines and provides some information on safety and fuel handling of both methanol and ethanol. This document is not intended as a guide for converting equipment to utilize alcohol, but rather to provide information such that the reader can gain insight on the advantages and disadvantages of using alcohol in existing engines currently used in farming applications.

    The disposition of INEEL radioactive wastes is now under a Settlement Agreement between the DOE and the State of Idaho. The Settlement Agreement requires that existing liquid sodium bearing waste (SBW), and other liquid waste inventories be treated by December 31, 2012. This agreement also requires that all HLW, including calcined waste, be disposed or made road ready to ship from the INEEL by 2035. Sodium bearing waste (SBW) is produced from decontamination operations and HLW from reprocessing of SNF. SBW and HLW are radioactive and hazardous mixed waste; the radioactive constituents are regulated by DOE and the hazardous constituents are regulated by the Resource Conservation and Recovery Act (RCRA). Calcined waste, a dry granular material, is produced in the New Waste Calcining Facility (NWCF). Two primary waste tank storage locations exist at the ICPP: Tank Farm Facility (TFF) and the Calcined Solids Storage Facility (CSSF). The TFF has the following underground storage tanks: four 18,400-gallon tanks (WM 100-102, WL 101); four 30,000-gallon tanks (WM 103-106); and eleven 300,000+ gallon tanks. This includes nine 300,000-gallon tanks (WM 182-190) and two 318,000 gallon tanks (WM 180-181). This study analyzes the closure and subsequent use of the eleven 300,000+ gallon tanks. The 18,400 and 30,000-gallon tanks were not included in the work scope and will be closed as a separate activity. This study was conducted to support the HLW Environmental Impact Statement (EIS) waste separations options and addresses closure of the 300,000-gallon liquid waste storage tanks and subsequent tank void uses. A figure provides a diagram estimating how the TFF could be used as part of the separations options. Other possible TFF uses are also discussed in this study.

    Phase 1 of the Tank-Farm Vadose Zone Program (TFVZP) developed information on the nature and extent of vadose zone contamination in the tank farms through field studies, laboratory analyses and experiments, and historical data searches; assembled data and performed tank-farm risk analysis; and initiated interim corrective actions to lessen the impacts of tank leak contaminants. Pacific Northwest National Laboratory scientists and external collaborators at universities and U.S. Department of Energy user facilities sampled and analyzed contaminant plumes. These types of activities will continue during Phase 2 of the TFVZP to refine and expand scientific understanding of the subsurface beneath tank farms, especially of water movement, residual waste leaching, and contaminant transport.

    DOE-STD-1104 contains the Department's method and criteria for reviewing and approving nuclear facility's documented safety analysis (DSA). This review and approval formally document the basis for DOE, concluding that a facility can be operated safely in a manner that adequately protects workers, the public, and the environment. Therefore, it is appropriate to formally require implementation of the review methodology and criteria contained in DOE-STD-1104.

    The objective of this Order is to establish facility safety requirements related to: nuclear safety design, criticality safety, fire protection and natural phenomena hazards mitigation. The Order has Change 1 dated 11-16-95, Change 2 dated 10-24-96, and the latest Change 3 dated 11-22-00 incorporated. The latest change satisfies a commitment made to the Defense Nuclear Facilities Safety Board (DNFSB) in response to DNFSB recommendation 97-2, Criticality Safety.
