    The US Army Forces Command (FORSCOM) tasked Pacific Northwest Laboratory (PNL) in support of the US Department of Energy (DOE) Federal Energy Management Program (FEMP) to conduct a postconstruction evaluation of the air-source heat pumps installed in family housing at Hunter Army Air Field (AAF). The objective of this project was to investigate and resolve concerns about an increase in energy costs at Hunter AAF following the installation of heat pumps in November 1992. After completing several analyses and a field inspection of the heat pumps in family housing at Hunter AAF, the following conclusions were made: the installation of air-source heat pumps reduced the annual energy cost in family housing by $46,672 in 1993; the heat pump thermostat controls in Hunter AAF family housing appear to be incorrectly installed; and the Hunter AAF electric utility bill increased 10% during the first 6 months of 1993 compared to the first 6 months of 1992.

    The Kentucky Geological Survey (KGS) completed a second phase of carbon dioxide (CO{sub 2}) injection and seismic imaging in the Knox Group, a Cambrianâ?Ordovician dolomite and sandstone sequence in September 2010. This work completed 2 years of activity at the KGS No. 1 Marvin Blan well in Hancock County, Kentucky. The well was drilled in 2009 by a consortium of State and industry partners (Kentucky Consortium for Carbon Storage). An initial phase of CO{sub 2} injection occurred immediately after completion of the well in 2009. The second phase of injection and seismic work was completed in September 2010 as part of a U.S. DOEâ??funded project, after which the Blan well was plugged and abandoned. Following completion of research at the Blan well, a final public meeting and open house was held in Hancock County on October 28, 2010. This meeting followed one public meeting held prior to drilling of the well, and two onâ?site visits during drilling (one for news media, and one for school teachers). The goal of the final public meeting was to present the results of the project to the public, answer questions, and address any concerns. Despite diligent efforts to publicize the final meeting, it was poorly attended by the general public. Several local county officials and members of the news media attended, but only one person from the general public showed up. We attribute the lack of interest in the results of the project to several factors. First, the project went as planned, with no problems or incidents that affected the local residents.     The US DOE initiated this project to evaluate the performance of an air conditioner retrofit program in Austin, Texas. The City's Austin's Resource Management Department pursued this project to quantify the retrofit effect of replacing low-efficiency air conditioners with high-efficiency air conditioners in single-family detached homes. If successfully implemented, this retrofit program could help defer construction of a new power plant which is a major goal of this department. The project compares data collected from 12 houses during two cooling seasons under pre-retrofit and then post-retrofit air conditioner units. The existing low-efficiency air conditioners were monitored during the 1987 cooling season, replaced during the 1987--88 heating season with new, smaller sized, high-efficiency units, and then monitored again during the 1988 cooling season. Results indicated that the air conditioner retrofits reduce the annual air conditioner electric consumption and peak electric demand by an average of 38%. When normalized to the nominal capacity of the air conditioner, average demand savings were 1.12 W/ft{sup 2} and estimated annual energy savings were 1.419 kWh/ft{sup 2}. Individual air conditioner power requirements were found to be a well defined function of outdoor temperature as expected. In the absence of detailed data, estimates of the peak demand reductions of new air conditioners can be made from the manufacturer's specifications. Air conditioner energy consumption proved to be strongly linear as a function of the outdoor temperature as expected when taken as an aggregate. No noticeable differences in the diversity factor of the air conditioner usage were found. Analysis of the retrofit effect using PRISM yields estimates of the reduction in normalized annual consumption (NAC) and annual cooling consumption of 12% and 30%. 2 refs., 11 figs., 17 tabs.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector.     The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Over one million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    This study traces the history of a single family residence in Skillman, NJ designed by Harrison Fraker. The house, built in 1978, was conceived as primarily passive solar house intended to rely on solar energy for most of its heating needs. Solar features include direct gain windows, water walls and sunspace. The study documents original solar features, identifies changes over time and evaluates performance of the house. The owners have removed movable insulation and significantly reduced the amount of thermal mass over the life of the building. The owner reported comfort level changes intuitively consistent with those modifications. The owner is contemplating further changes to make the house more marketable, changes likely to further alter the remaining passive solar features. Builders Guide software was used to calculate changes in solar performance of the house related to building modifications. Calculations of solar performance generally correspond to anecdotal information from the owner. The author's attempts with Energy 10 program showed some promise, but are as yet inconclusive. At this time BG appears to be more useful and user friendly to the average practitioner with limited time and design resources. As a practicing architect the author is most interested in lessons to be learned from the past as they might contribute to future projects. Information gleaned from this study did confirm intuitively expected and currently disseminated thinking regarding passive solar design. The thermal mass proved to be vulnerable to change. Features which required daily manual adjustment were quickly discarded. Desire for comfort was driving force in changing the house and took precedence over the need to save energy or money.

  18. Impacts of the Weatherization Assistance Program in fuel-oil heated houses

    In 1990, the US Department of Energy (DOE) initiated a national evaluation of its lowincome Weatherization Assistance Program. This report, which is one of five parts of that evaluation, evaluates the energy savings and cost-effectiveness of the Program as it had been applied to single-family houses heated primarily by fuel-oil. The study was based upon a representative sample (41 local weatherization agencies, 222 weatherized and 115 control houses) from the nine northeastern states during 1991 and 1992 program years. Dwelling-specific and agency-level data on measures installed, costs, and service delivery procedures were collected from the sampled agencies. Space-heating fuel-oil consumption, indoor temperature, and outdoor temperature were monitored at each house. Dwelling characteristics, air-leakage measurements, space-heating system steady-state efficiency measurements, safety inspections, and occupant questionnaires were also collected or performed at each monitored house. We estimate that the Program weatherized a total of 23,400 single-family fuel-oil heated houses in the nine northeastern states during program years 1991 and 1992. Annual fuel-oil savings were calculated using regression techniques to normalize the savings to standard weather conditions. For the northeast region, annual net fuel-oil savings averaged 160 gallons per house, or 17.7% of pre-weatherization consumption. Although indoor temperatures changed in individual houses following weatherization, there was no average change and no significant difference as compared to the control houses; thus, there was no overall indoor temperature takeback effect influencing fuel-oil savings. The weatherization work was performed cost effectively in these houses from the Program perspective, which included both installation costs and overhead and management costs but did not include non-energy benefits (such as employment and environmental).

    Oak Ridge National Laboratory is working with the US Army, the US Air Force, and the US Department of Energy to develop a guidebook to be used by architectural and engineering firms in the design phases of military family housing revitalization projects. The purpose of the guidebook is to ensure that energy efficiency is properly addressed in revitalization projects. Monitoring space-heating and cooling energy used in houses both before and after they are revitalized is necessary in order to assess the amount of energy saved by the revitalization process. Three different methods of conducting monitoring experiments are discussed, as well as the methods of data analysis to be used. Houses will be monitored individually using standard gas and electric meters to obtain heating and cooling data for the houses. The authors recommend conducting monitoring programs at Altus Air Force Base, Oklahoma, and Fort Monmouth, New Jersey, because of their project schedules and potential for savings. They do not recommend doing any monitoring at Malmstrom Air Force Base, Montana, because of the relatively small savings that they expect revitalization to accomplish there. They do not recommend seeking out alternative sites for monitoring because of the time required to become familiar with the installation and also because revitalization schedules at alternative sites may be no better than those at the sites they inspected.

    A survey was conducted to determine occupant use of windows and mechanical ventilation devices; barriers that inhibit their use; satisfaction with indoor air quality (IAQ); and the relationship between these factors. A questionnaire was mailed to a stratified random sample of 4,972 single-family detached homes built in 2003, and 1,448 responses were received. A convenience sample of 230 houses known to have mechanical ventilation systems resulted in another 67 completed interviews. Some results are: (1) Many houses are under-ventilated: depending on season, only 10-50% of houses meet the standard recommendation of 0.35 air changes per hour. (2) Local exhaust fans are under-utilized. For instance, about 30% of households rarely or never use their bathroom fan. (3) More than 95% of households report that indoor air quality is ''very'' or ''somewhat'' acceptable, although about 1/3 of households also report dustiness, dry air, or stagnant or humid air. (4) Except households where people cook several hours per week, there is no evidence that households with significant indoor pollutant sources get more ventilation. (5) Except households containing asthmatics, there is no evidence that health issues motivate ventilation behavior. (6) Security and energy saving are the two main reasons people close windows or keep them closed.

    More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    In FY1999, Pacific Northwest National Laboratory conducted an energy efficiency campaign for residential housing at the Fort Lewis Army Installation near Tacoma, Washington. Preliminary weather-corrected calculations show energy savings of 10{percent} from FY98 for energy use in family housing. This exceeded the project's goal of 3{percent}. The work was funded by the U.S. DOEs Federal Energy Management Program (FEMP), Office of Energy Efficiency and Renewable Energy. The project adapted FEMP's national ``You Have the Power Campaign'' at the local level, tailoring it to the military culture. The applied research project was designed to demonstrate the feasibility of tailored, research-based strategies to promote energy conservation in military family housing. In contrast to many energy efficiency efforts, the campaign focused entirely on actions residents could take in their own homes, as opposed to technology or housing upgrades. Behavioral change was targeted because residents do not pay their own utility bills; thus other motivations must drive personal energy conservation. This campaign augments ongoing energy savings from housing upgrades carried out by Fort Lewis. The campaign ran from September 1998 through August 1999. The campaign strategy was developed based on findings from previous research and on input from residents and officials at Fort Lewis. Energy use, corrected to account for weather differences, was compared with the previous year's use. Survey responses from 377 of Fort Lewis residents of occupied housing showed that the campaign was moderately effective in promoting behavior change. Of those who were aware of the campaign, almost all said they were now doing one or more energy-efficient things that they had not done before. Most people were motivated by the desire to do the right thing and to set a good example for their children. They were less motivated by other factors.

    Every year hurricanes and other extreme wind storms cause billions of dollars in damage worldwide. For residential construction, such failures are usually associated with roofs, which see the largest aerodynamic loading. However, determining aerodynamic loads on different portions of North American houses is complicated by the lack of clear load paths and non-linear load sharing in wood frame roofs. This problem of fluid-structure interaction requires both wind tunnel testing and full-scale structural testing. A series of wind tunnel tests have been performed on a house in a simulated atmospheric boundary layer (ABL), with the resulting wind-induced pressures applied to the full-scale structure. The ABL was simulated for flow over open country terrain where both velocity and turbulence intensity profiles, as well as spectra, were matched with available full scale measurements for this type of terrain.     This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components.     The Consortium for Advanced Residential Buildings has provided the technical engineering and building science support for a highly visible demonstration home in connection with the National Association of Home Builders' International Builders Show. The two previous projects, the Las Vegas net-zero ReVISION House and the 2011 VISION and ReVISION Houses in Orlando, met goals for energy efficiency, cost effectiveness, and information dissemination through multiple web-based venues. This project, which was unveiled at the 2012 International Builders Show in Orlando on February 9, is the deep energy retrofit Cool Energy House (CEH). The CEH began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

    An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

    Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    The Yakama Nation is the largest tribe in the Pacific Northwest. The Yakama Nation Housing Authority (YNHA) is working to rehabilitate single family homes (two to four bedrooms) in its Adams View project using public and tax credit financing. It is in need of a major rehabilitation as a result of wear and tear after many years of use and overcrowding. The scope for the current CARB ''gut rehab'' project is 25 of the 40 homes in the Adams View development, but the proposed strategies could be replicated for the remaining 15 homes as well as for several other similar developments of the YNHA. On a larger scale, the system rehabilitation strategy developed for the Adam's View project should be replicable for most of the more than 4,300 housing units that were constructed in the Northwest (Washington, Oregon, and Idaho) under the US Department of Housing and Urban Development (HUD) Housing Act of 1937.
