    Hurricanes, floods, tornados, and earthquakes are natural disasters that can happen at any time destroying homes, businesses, and natural surroundings. One such disaster, Hurricane Andrew, devastated South Florida leaving several hundred-thousand people homeless. Many people were without electrical service, functioning water and sewage systems, communications, and medical services for days, even weeks in the aftermath of the storm. Emergency management teams, the military, and countless public and private organizations staged a massive relief effort. Dependency on electrical utility power became a pronounced problem as emergency services were rendered to survivors and the rebuilding process started. Many of the energy needs of emergency management organizations, relief workers, and the general public can be satisfied with solar electric energy systems. Photovoltaic (PV) power generated from solar energy is quiet, safe, inexhaustible and pollution-free. Previously, photovoltaics have supplied emergency power for Hurricanes Hugo and Andrew, and the earthquake at Northridge in Southern California. This document focuses on photovoltaic technology and its application to disaster relief efforts.

    The Energy Foundation's China Sustainable Energy Program (CSEP) has undertaken a major project investigating fiscal and tax policy options for stimulating energy efficiency and renewable energy development in China. This report, which is part of the sectoral sub-project studies on energy efficiency in industry, surveys international experience with tax and fiscal policies directed toward increasing investments in energy efficiency in the industrial sector. The report begins with an overview of tax and fiscal policies, including descriptions and evaluations of programs that use energy or energy-related carbon dioxide (CO2) taxes, pollution levies, public benefit charges, grants or subsidies, subsidized audits, loans, tax relief for specific technologies, and tax relief as part of an energy or greenhouse gas (GHG) emission tax or agreement scheme. Following the discussion of these individual policies, the report reviews experience with integrated programs found in two countries as well as with GHG emissions trading programs. The report concludes with a discussion of the best practices related to international experience with tax and fiscal policies to encourage investment in energy efficiency in industry.

    Nuclear Regulatory Commission (NRC) regulations require inspection (ISI) of boiling or pressurized water-cooled nuclear power plants be performed in accordance with a referenced edition and addenda of Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant components,`` of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. The regulations permit licensees to request relief from the NRC from specific ASME Code requirements that are determined to be impractical for the specific licensee. The NRC evaluates these requests and may grant such relief, but the NRC may also impose alternative or augmented inspections to assure structural reliability. The purpose,of this task was to evaluate the basis for ISI nondestructive examination (NDE) relief requests and to evaluate the effect of proposed ASME Code changes that would reduce the need for such requests or provide for more complete information in relief requests. This report contains the results of an analysis of an ISI relief request data base that has been expanded to include 1195 ISI relief requests versus the 296 relief requests covered in the first report in April 1987, EGG-SD-7430. Also relief requests were added to the data base which came from both first and second 10-year inspection intervals for several facilities. This provided the means to analyze the effect of recently approved ASME Code cases and updated Code requirements, some of which have been published as a result of earlier work on this task.

    Hurricanes, floods, tornados, earthquakes and other disasters can happen at any time, often with little or no advance warning. They can be as destructive as Hurricane Andrew leaving several hundred-thousand people homeless or as minor as an afternoon thunderstorm knocking down local power lines to your home. Major disasters leave many people without adequate medical services, potable water, electrical service and communications. In response to a natural disaster, photovoltaic (solar electric) modules offer a source of quiet, safe, pollution-free electrical power. Photovoltaic (PV) power systems are capable of providing the electrical needs for vaccine refrigerators, microscopes, medical equipment, lighting, radios, fans, communications, traffic devices and other general electrical needs. Stand alone PV systems do not require refueling and operate for long period of time from the endless energy supplied by the sun, making them beneficial during recovery efforts. This report discusses the need for electrical power during a disaster, and the capability of PV to fill that need. Applications of PV power used during previous disaster relief efforts are also presented.

From the review, the paper identifies areas where enhancements to either the relief request process or the applicable test codes can improve IST of pumps and valves. Certain types of requests occur frequently. The paper examines some frequent requests and considers possible changes to the requirements to determine if the frequent requests can be eliminated. Recommended changes and their bases will be discussed. IST of safety-related pumps and valves at commercial nuclear power plants is done according to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (the Code), Section XI. Because of the design and function of some safety systems in nuclear plants, performing Code testing of certain pumps and valves is impractical or a hardship without a compensating increase in the level of safety. Deviations from the Code are allowed by law, as reviewed and approved by the United States Nuclear Regulatory Commission (NRC), through the relief request process. Because of similarities in plant design and system function, many problems encountered in testing components are similar from plant to plant. Likewise, there are often common problems associated with test methods or equipment. Therefore, many relief requests received by the NRC from various plants are similar. Identifying and addressing the root causes for these common requests will greatly improve IST.

    Pipeline hydraulic and surge analysis studies of the Saudi Aramco East-West crude-oil pipeline assisted in expanding the system's capacity by 50%. Surge studies predicted that operational upsets, such as the trip of a pump station, cause excessive surge pressures in the pipeline system at new flow rates. Additional surge studies showed that surge-relief stations must be located downstream from each of six pump stations. The new surge-relief stations and an increase in capacity of existing surge-relief stations protect the pipelines at the higher flow rates.     Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

    Using the Indian module of the Second Generation Model 9SGM, we explore a reference case and three scenarios in which greenhouse gas emissions were controlled. Two alternative policy instruments (carbon taxes and tradable permits) were analyzed to determine comparative costs of stabilizing emissions at (1) 1990 levels (the 1 X case), (2) two times the 1990 levels (the 2X case), and (3) three times the 1990 levels (the 3X case). The analysis takes into account India`s rapidly growing population and the abundance of coal and biomass relative to other fuels. We also explore the impacts of a global tradable permits market to stabilize global carbon emissions on the Indian economy under the following two emissions allowance allocation methods: (1) {open_quotes}Grandfathered emissions{close_quotes}: emissions allowances are allocated based on 1990 emissions. (2) {open_quotes}Equal per capita emissions{close_quotes}: emissions allowances are allocated based on share of global population. Tradable permits represent a lower cost method to stabilize Indian emissions than carbon taxes, i.e., global action would benefit India more than independent actions.

    The conceptual design of pressure relief systems is an important aspect in the early phase of any cryogenic system design, because a prudent and responsible evaluation of relief systems involves much more than just relief devices. The conceptual design consists of various steps: At first, hazard scenarios must be considered and the worst-case scenario identified. Next, a staged interaction against pressure increase is to be defined. This is followed by the selection of the general type of pressure relief device for each stage, such as safety valve and rupture disc, respectively. Then, a decision concerning their locations, their capacities and specific features must be taken. Furthermore, it is mandatory to consider the inlet pressure drop and the back pressure in the exhaust line for sizing the safety devices. And last but not least, economic and environmental considerations must be made in case of releasing the medium to the atmosphere. The development of the system's safety concept calls for a risk management strategy based on identification and analysis of hazards, and consequent risk mitigation using a system-based approach in compliance with the standards.

    There is a $3 per barrel tax credit, which is tied to crude oil prices, in the Windfall Profits Tax (WPT) for producing fuels from certain unconventional sources. Concentrating on the tight gas formations section of qualifying fuels, the author examines the tax credit and certain factors natural gas producers may want to consider in deciding on whether to choose the tax credit or the incentive prices of the Natural Gas Policy Act. The decline in oil prices is significant enough to provide some producers an opportunity to take advantage of the tax credit. They should do some tax planning by calculating the estimated break-even point for NGPA incentive prices and the nonconventional gas production tax credit.

    There are inconsistencies in the EIA published end-use price data with respect to Federal, state, and local government sales and excise taxes; some publications include end-use taxes and others do not. The reason for including these taxes in end-use energy prices is to provide consistent and accurate information on the total cost of energy purchased by the final consumer. Preliminary estimates are made of the effect on prices (bias) reported in SEPER (State Energy Price and Expenditure Report) resulting from the inconsistent treatment of taxes. EIA has undertaken several actions to enhance the reporting of end-use energy prices.

    Contrary to conventional wisdom, the federal tax code generally serves as an incentive for renewable energy production, not a barrier, the Department of Energy concluded in a report released Monday. Largely because depreciation schedules are shorter for renewable projects than for conventional plants - about five years compared to 20 - federal taxes and credits are a boon for the renewable projects of both investor-owned utilities (IOUs) and non-utility generators (NUGs). But a renewable energy leader dubbed the report [open quotes]idiotic[close quotes] for not examining the full fuel cycle. Such an examination would show that federal policy actually favored fossil fuels over renewables. Nonetheless, in what it termed a [open quotes]surprising[close quotes] finding, DOE said only federal income taxes on hydro and waste biomass IOU projects acted as barriers to renewable energy development. All seven renewables examines in the report benefitted from federal tax treatment of NUGs. However, when all local, state and federal taxes were included for IOUs, the report said five of the seven renewables faced barriers greater than conventional technologies. For NUGs though, renewables still have an advantage when all taxes are considered.

    From a safety standpoint, regardless of plant or facility type, the most important pieces of equipment are the pressure relief devices. The most critical characteristics of a pressure relief device are its set pressure and the related relieving capacity. The Set Pressure of a pressure relief device is defined as that value of increasing inlet static pressure at which the discharge becomes continuous (ASME PTC 25-1994, Performance Test Codes). To preclude an unsafe overpressure situation, the set pressure of the pressure relief device must not exceed the maximum allowable working pressure of the equipment or system being protected. Because of testing facility limitations, size or pressure, pressure relief valves intended for elevated temperature service are often set using ambient temperature air. Adjustments are made to the ambient valve opening pressures to compensate for the temperature differences. The extent of the adjustments to the pressure relief valve set pressure is important to ensure the valve will provide the required overpressure protection at the elevated in-service temperature.

    State and local governments in the United States are evaluating a wide range of policies to reduce carbon emissions, including, in some instances, carbon taxes, which have existed internationally for nearly 20 years. This report reviews existing carbon tax policies both internationally and in the United States. It also analyzes carbon policy design and effectiveness. Design considerations include which sectors to tax, where to set the tax rate, how to use tax revenues, what the impact will be on consumers, and how to ensure emissions reduction goals are achieved. Emission reductions that are due to carbon taxes can be difficult to measure, though some jurisdictions have quantified reductions in overall emissions and other jurisdictions have examined impacts that are due to programs funded by carbon tax revenues.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    Proof test results were analyzed and compared with a proposed life cycle curve or hazard function and the limit of useful life. Relief valve proof testing procedures, statistical modeling, data collection processes, and time-in-service trends are presented. The resulting analysis of test data allows for the estimation of the PFD. Extended maintenance intervals to the limit of useful life as well as methodologies and practices for improving relief valve performance and reliability are discussed. A generic cost-benefit analysis and an expected life cycle cost reduction concludes that $90 million maintenance dollars might be avoided for a population of 3000 valves over 20 years.

    The RELAP5/MOD3.1 analysis of the accident with total loss of secondary heat sink was performed for Krsko nuclear power plant which is a two loop Westinghouse PWR power plant of 1,876 MW thermal power. In the study of ``feed and bleed`` accident managing the particular attention was given to the emergency operating procedures foreseen operator actions. This paper deals with the modeling of saturated liquid and two-phase mixture critical discharge through the pressurizer power operated relief valves and aims to evaluate its influence on the simulation of other thermal-hydraulic processes in the reactor coolant system. The time evolution of simulated accident and the determination of the longest allowed operator response time for the successful accident managing were shown to be much dependent on the prediction of critical flow through the pressurizer relief valves.

    Examination of proof test data for new (not previously installed) stainless steel (SS) trim spring operated pressure relief valves (SOPRV) reveals that adhesions form between the seat and disc in about 46% of all such SOPRV. The forces needed to overcome these adhesions can be sufficiently large to cause the SOPRV to fail its proof test (FPT) prior to installation. Furthermore, a significant percentage of SOPRV which are found to FPT are also found to ''fail to open'' (FTO) meaning they would not relief excess pressure in the event of an overpressure event. The cases where adhesions result in FTO or FPT appear to be confined to SOPRV with diameters < 1 in and set pressures < 150 psig and the FTO are estimated to occur in 0.31% to 2.00% of this subpopulation of SS trim SOPRV. The reliability and safety implications of these finding for end-users who do not perform pre-installation testing of SOPRV are discussed.

    A catastrophic failure of the RHIC magnet cooling lines, similar to the LHC superconducting bus failure incident, would pressurize the insulating vacuum in the magnet and transfer line cryostats. Insufficient relief valves on the cryostats could cause a structural failure. A SINDA/FLUINT{reg_sign} model, which simulated the 4.5K/4 atm helium flowing through the magnet cooling system distribution lines, then through a line break into the vacuum cryostat and discharging via the reliefs into the RHIC tunnel, had been developed to calculate the helium pressure inside the cryostat. Arc flash energy deposition and heat load from the ambient temperature cryostat surfaces were included in the simulations. Three typical areas: the sextant arc, the Triplet/DX/D0 magnets, and the injection area, had been analyzed. Existing relief valve sizes were reviewed to make sure that the maximum stresses, caused by the calculated maximum pressures inside the cryostats, did not exceed the allowable stresses, based on the ASME Code B31.3 and ANSYS results. The conclusions are as follows: (1) The S/F simulation results show that the highest internal pressure in the cryostats, due to the magnet line failure, is {approx}37 psig (255115 Pa); (2) Based on the simulation, the temperature on the cryostat chamber, INJ Q8-Q9, could drop to 228 K, which is lower than the material minimum design temperature allowed by the Code; (3) Based on the ASME Code and ANSYS results, the reliefs on all the cryostats inside the RHIC tunnel are adequate to protect the vacuum chambers when the magnet cooling lines fail; and (4) In addition to the pressure loading, the thermal deformations, due to the temperature decrease on the cryostat chambers, could also cause a high stress on the chamber, if not properly supported.

    Pressure relief devices (PRDs) are viewed as essential safety measures for high-pressure gas storage and distribution systems. These devices are used to prevent the over-pressurization of gas storage vessels and distribution equipment, except in the application of certain toxic gases. PRDs play a critical role in the implementation of most high-pressure gas storage systems and anyone working with these devices should understand their function so they can be designed, installed, and maintained properly to prevent any potentially dangerous or fatal incidents. As such, the intention of this report is to introduce the reader to the function of the common types of PRDs currently used in industry. Since high-pressure hydrogen gas storage systems are being developed to support the growing hydrogen energy infrastructure, several recent failure incidents, specifically involving hydrogen, will be examined to demonstrate the results and possible mechanisms of a device failure. The applicable codes and standards, developed to minimize the risk of failure for PRDs, will also be reviewed. Finally, because PRDs are a critical component for the development of a successful hydrogen energy infrastructure, important considerations for pressure relief devices applied in a hydrogen gas environment will be explored.

    Tax incentives have been an important factor in the growth of renewable generation over the past decade, and they could continue to be important in the future. The Energy Tax Act of 1978 (Public Law 95-618) established ITCs for wind, and EPACT92 established the Renewable Electricity Production Credit (more commonly called the PTC) as an incentive to promote certain kinds of renewable generation beyond wind on the basis of production levels.     The safety integrity level (SIL) of equipment used in safety instrumented functions is determined by the average probability of failure on demand (PFDavg) computed at the time of periodic inspection and maintenance, i.e., the time of proof testing. The computation of PFDavg is generally based solely on predictions or estimates of the assumed constant failure rate of the equipment. However, PFDavg is also affected by maintenance actions (or lack thereof) taken by the end user. This paper shows how maintenance actions can affect the PFDavg of spring operated pressure relief valves (SOPRV) and how these maintenance actions may be accounted for in the computation of the PFDavg metric. The method provides a means for quantifying the effects of changes in maintenance practices and shows how these changes impact plant safety.

    The fabrication of indented ('intaglio') or raised ('bas-relief') sub-wavelength metamaterial patterns on a metal surface provides a mechanism for changing and controlling the colour of the metal without employing any form of chemical surface modification, thin-film coating or diffraction effects. We show that a broad range of colours can be achieved by varying the structural parameters of metamaterial designs to tune absorption resonances. This novel approach to the 'structural colouring' of pure metals offers great versatility and scalability for both aesthetic (e.g. jewellery design) and functional (e.g. sensors, optical modulators) applications. We focus here on visible colour but the concept can equally be applied to the engineering of metallic spectral response in other electromagnetic domains.

    The nation should institute a modest carbon tax in order to help clean up the economy and stabilize the nation’s finances. Specifically, Congress and the president should implement a $20 per ton, steadily increasing carbon excise fee that would discourage carbon dioxide emissions while shifting taxation onto pollution, financing energy efficiency (EE) and clean technology development, and providing opportunities to cut taxes or reduce the deficit. The net effect of these policies would be to curb harmful carbon emissions, improve the nation’s balance sheet, and stimulate job-creation and economic renewal.

    Purpose. To evaluate the feasibility and effectiveness of feeding tube insertion and enteral feeding for the treatment of postoperative gastrointestinal anastomotic obstruction and leakage. Materials and Methods. From June 1999 to June 2002, thirty-four cases of postoperative gastrointestinal anastomotic obstruction and leakage after surgery for gastric carcinoma were treated by insertion of a feeding tube under fluoroscopic guidance. Twenty-one patients were male and 13 were female. The patients' ages ranged from 39 to 74 years (mean age: 61 years). All the patients experienced vomiting, and 15 patients had anastomotic site or duodenal stump leakage. We evaluated the feasibility of feeding tube insertion for enteral feeding to improve the obstruction and facilitate leakage site closure, and the patients' nutritional benefit was also evaluated by checking the serum albumin level between pre- and post-enteral feeding via the feeding tube.Results. Thirty-two patients (94%) were successfully managed by feeding tube insertion, but the remaining two were not managed, and this was due to severe angulations at the anastomotic site. The procedure times for feeding tube insertion ranged from 15 to 60 minutes (mean time: 45 minutes). Twenty-eight patients experienced symptomatic relief of gastrointestinal obstruction, and they were able to resume a normal regular diet after feeding tube removal. Three patients underwent stent insertion due to recurrent symptoms, and one patient underwent jejunostomy feeding due to the presence of a persistent leakage site. Eleven patients achieved leakage site closure after enteral feeding via a feeding tube. The serum albumin level was significant, increased from pre-enteral feeding (2.65 {+-} 0.37 g/dL) to the post-enteral feeding (3.64 {+-} 0.58 g/dL) via the feeding tube (p < 0.001). The duration of follow-up ranged from one to 53 months (mean: 23 months). Conclusion. The insertion of a feeding tube for enteral feeding under fluoroscopic guidance is safe, and it provides effective relief from gastrointestinal anastomotic site obstruction and leakage after gastric surgery. Moreover, our findings indicate that feeding tube insertion for enteral feeding may be used as the primary procedure to treat postoperative anastomotic obstruction and leakage.

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.
