    same time, flow variability in the river has decreased and the abundance of total benthic macroinvertebrates at the Tailrace site has increased. The condition of trout in spring (averaged across all sampled trout) was positively correlated with fall and winter flow variability (including within-day skewness, within-season skewness and/or change in flow between days) at both locations. No negative correlations between trout condition and any measure of flow variability were detected. The length and weight of rainbow trout at the Little Hole site were negatively correlated with increasing fall and winter flow volume. The condition of brown trout at Little Hole and the condition of brown and rainbow trout at Tailrace were not correlated with flow volume. Macroinvertebrate variables during October were either positively correlated or not correlated with measures of trout condition at the Tailrace and Little Hole sites. With the exception of a positive correlation between taxa richness of macroinvertebrates in January and the relative weight of brown trout at Tailrace, the macroinvertebrate variables during January and April were either not correlated or negatively correlated with measures of trout condition. We hypothesize that high flow variability increased drift by dislodging benthic macroinvertebrates, and that the drift, in turn, resulted in mostly lower densities of benthic macroinvertebrates, which benefited the trout by giving them more feeding opportunities. This was supported by negative correlations between benthic macroinvertebrates and flow variability. Macroinvertebrate abundance (with the exception of ephemeropterans) was also negatively correlated with flow volume. The change in trout condition from fall to spring, as measured by the ratio of spring to fall relative weight, was evaluated to determine their usefulness as a standardized index to control for the initial condition of the fish as they enter the winter period.   10. Fish Health Studies Associated with the Kingston Fly Ash Spill, Spring 2009 - Fall 2010

    On December 22, 2008, over 4 million cubic meters of fly ash slurry was released into the Emory River when a dike surrounding a solid waste containment area at the Tennessee Valley Authority's (TVA) Kingston Fossil Plant ruptured. One component of TVA's response to the spill is a biological monitoring program to assess short- and long-term ecological responses to the ash and associated chemicals, including studies on fish health and contaminant bioaccumulation. These studies were initiated in early Spring 2009 for the purposes of: (1) documenting the levels of fly ash-associated metals in various tissues of representative sentinel fish species in the area of the fly ash spill, (2) determining if exposure to fly ash-associated metals causes short, intermediate, or long-term health effects on these sentinel fish species, (3) assessing if there are causal relationships between exposure to metals and health effects on fish, (4) evaluating, along with information from other ecological and physicochemical studies, the nature and route of contaminant transfer though food chains into higher level consumers, (5) providing important information for the Ecological Risk Assessment (ERA) for the Kingston fly ash project, and (6) serving as an important technology information transfer or model study focused on how to best evaluate the environmental effects of fly ash (and related environmental stressors), not only at the Kingston site, but also at sites on other aquatic systems where coal-fired generating stations are located. This report presents the results of the first two years of the fish health study. To date, fish health and bioaccumulation studies have been conducted from Spring 2009 though Fall 2011 and includes 6 seasonal studies: Spring 2009, Fall 2009, Spring 2010, Fall 2010, Spring 2011, and Fall 2011.   11. ON THE INSTABILITY OF TROPICAL WESTERN PACIFIC WARM POOL DURING THE BOREAL WINTER AND SPRING

    A source of instability in the western Pacific warm pool is shown to be due to sea surface elevation variations caused by changes in the zonal sea-surface temperature (SST) gradient and the changes in the Pacific Ocean basin length in relation to the warm pool latitudinal location. The variation of the sea-surface elevation is measured by using the thermocline depth response calculated from a two-layer ocean. The warm pool is shown to be barely at equilibrium during the boreal late winter and early spring by comparing the measured thermocline at 110{degree}W, 0{degree}E with the calculated thermocline depth. Based on this analysis, a failure or reversal of the climatological zonal winds are apparently not a necessary precursor for the instability of the warm pool and initiation of a warm event. A warm event can be initiated by an increase in the size of the warm pool and/or an increase in zonal SST differences during the boreal/winter spring. This mechanism could be an alternate mechanism for El-Nino Southern Oscillation (ENSO) dynamics to that postulated by Bjeknes (1969).

Both the Spring and Fall studies have focused on 3-4 sentinel fish species that represent different feeding habits, behaviors, and home ranges. In addition to bioaccumulation studies, the Spring investigations also included evaluation of fish health and reproductive integrity on the same fish used for bioaccumulation. Two associated reports present the fish health (Adams et al 2012) and reproductive studies (Greeley et al 2012) conducted in 2009 and 2010. The fish health study conducted in conjunction with the bioaccumulation and reproductive study is critical for assessing and evaluating possible causal relationships between contaminant exposure (bioaccumulation) and the response of fish to exposure as reflected by the various measurements of fish health. This report emphasizes evaluation of arsenic and selenium bioaccumulation in fish and consists of four related studies (Sections 2-5) including, (1) bioaccumulation in liver and ovaries, (2) bioaccumulation in whole body gizzard shad (Dorosoma cepedianum), (3) bioaccumulation in muscle tissue or fillets, and (4) a reconstruction analysis which establishes the relationship between selenium in muscle tissue and that of the whole body of bluegill (Lepomis machrochirus). Metals other than arsenic and selenium are evaluated separately in Section 6. This report focuses on selenium and arsenic for the following reasons: (1) based on baseline studies conducted in early 2009 in the Emory and Clinch River, only two potentially fly-ash related metals, selenium and arsenic, appeared to be elevated above background or reference levels, (2) selenium and arsenic are two of the metals in coal ash that are known to bioaccumulate and cause toxicity in wildlife, and (3) based on bioaccumulation studies of bluegill and carp (Cyprinus carpio) in the Stilling Pond during Spring 2009, which would represent a worst case situation for metal bioaccumulation

    The Town of Pagosa Springs has owned and operated a geothermal heating system since December 1982 to provide geothermal heating during the fall, winter and spring to customers in this small mountain town. Pagosa Springs is located in Archuleta County, Colorado in the southwestern corner of the State. The Town, nestled in majestic mountains, including the Continental Divide to the north and east, has an elevation of 7,150 feet. The use of geothermal water in the immediate area, however, dates back to the 1800`s, with the use of Ute Bands and the Navajo Nation and later by the U.S. Calvery in the 1880`s (Lieutenant McCauley, 1878). The Pagosa area geothermal water has been reported to have healing and therapeutic qualities.

    Gaseous elemental mercury (GEM) and reactive gaseous mercury (RGM) were measured over two-week seasonal field campaigns near Salmon Falls Creek Reservoir in south-central Idaho from the summer of 2005 through the fall of 2006 and over the entire summer of 2006 using automated Tekran mercury analyzers. GEM, RGM, and particulate mercury (HgP) were also measured at a secondary site 90 km to the west in southwestern Idaho during the summer of 2006. The study was performed to characterize mercury air concentrations in the southern Idaho area for the first time, estimate mercury dry deposition rates, and investigate the source of observed elevated concentrations. High seasonal variability was observed with the highest GEM (1.91 0.9 ng m-3) and RGM (8.1 5.6 pg m-3) concentrations occurring in the summer and lower values in the winter (1.32 0.3 ng m-3, 3.2 2.9 pg m-3 for GEM, RGM respectively). The summer-average HgP concentrations were generally below detection limit (0.6 1 pg m-3). Seasonally-averaged deposition velocities calculated using a resistance model were 0.034 0.032, 0.043 0.040, 0.00084 0.0017 and 0.00036 0.0011 cm s-1 for GEM (spring, summer, fall, and winter, respectively) and 0.50 0.39, 0.40 0.31, 0.51 0.43 and 0.76 0.57 cm s-1 for RGM. The total annual RGM + GEM dry deposition estimate was calculated to be 11.9 3.3 g m-2, or about 2/3 of the total (wet + dry) deposition estimate for the area. Periodic elevated short-term GEM (2.2 12 ng m-3) and RGM (50 - 150 pg m-3) events were observed primarily during the warm seasons. Back-trajectory modeling and PSCF analysis indicated predominant source directions from the southeast (western Utah, northeastern Nevada) through the southwest (north-central Nevada) with fewer inputs from the northwest (southeastern Oregon and southwestern Idaho).

    The outlook for distillate fuel oil this winter is for increased demand and a return to normal inventory patterns, assuming a resumption of normal, cooler weather than last winter. With industrial production expected to grow slightly from last winter`s pace, overall consumption is projected to increase 3 percent from last winter, to 3.4 million barrels per day during the heating season (October 1, 1995-March 31, 1996). Much of the supply win come from stock drawdowns and refinery production. Estimates for the winter are from the Energy Information Administration`s (EIA) 4th Quarter 1995 Short-Tenn Energy Outlook (STEO) Mid-World Oil Price Case forecast. Inventories in place on September 30, 1995, of 132 million barrels were 9 percent below the unusually high year-earlier level. Inventories of high-sulfur distillate fuel oil, the principal type used for heating, were 13 percent lower than a year earlier. Supply problems are not anticipated because refinery production and the ready availability of imports should be adequate to meet demand. Residential heating off prices are expected to be somewhat higher than last winter`s, as the effects of lower crude oil prices are offset by lower distillate inventories. Heating oil is forecast to average $0.92 per gallon, the highest price since the winter of 1992-93. Diesel fuel (including tax) is predicted to be slightly higher than last year at $1.13 per gallon. This article focuses on the winter assessment for distillate fuel oil, how well last year`s STEO winter outlook compared to actual events, and expectations for the coming winter. Additional analyses include regional low-sulfur and high-sulfur distillate supply, demand, and prices, and recent trends in distillate fuel oil inventories.

    This report presents the results of an evaluation of overwintering summer steelhead (Oncorhynchus mykiss) fallback and early out-migrating steelhead kelts downstream passage at The Dalles Dam turbines during early spring 2011. The study was conducted by Pacific Northwest National Laboratory (PNNL) for the U.S. Army Corps of Engineers, Portland District (USACE) to investigate whether adult steelhead are passing through turbines during early spring before annual sluiceway operations typically begin. The sluiceway surface flow outlet is the optimal non-turbine route for adult steelhead, although operating the sluiceway reduces hydropower production. This is a follow-up study to similar studies of adult steelhead passage at the sluiceway and turbines we conducted in the fall/winter 2008, early spring 2009, fall/winter 2009, and early spring 2010. The goal of the 2011 study was to characterize adult steelhead passage rates at the turbines while the sluiceway was closed so fisheries managers would have additional information to use in decision-making relative to sluiceway operations. Sluiceway operations were not scheduled to begin until April 10, 2011. However, based on a management decision in late February, sluiceway operations commenced on March 1, 2011. Therefore, this study provided estimates of fish passage rates through the turbines, and not the sluiceway, while the sluiceway was open. The study period was March 1 through April 10, 2011 (41 days total). The study objective was to estimate the number and distribution of adult steelhead and kelt-sized targets passing into turbine units. We obtained fish passage data using fixed-location hydroacoustics with transducers deployed at all 22 main turbine units at The Dalles Dam. Adult steelhead passage through the turbines occurred on 9 days during the study (March 9, 12, 30, and 31 and April 2, 3, 5, 7, and 9). We estimated a total of 215 {+-} 98 (95% confidence interval) adult steelhead targets passed through the

    A simple venting device for trapped gas pockets in hydraulic systems is inserted through a small access passages, operated remotely, and removed completely. The device comprises a small diameter, closely wound coil spring which is pushed through a guide temporarily inserted in the access passage. The guide has a central passageway which directs the coil spring radially upward into the pocket, so that, with the guide properly positioned for depth and properly oriented, the coil spring can be pushed up into the top of the pocket to vent it. By positioning a seal around the free end of the guide, the spring and guide are removed and the passage is sealed.

    A double acting damper for use in rotary drilling includes a splined tubular telescopic joint and employs plural paralleled stacks of double acting series stacked roller belleville spring washers in an annular pocket between the inner and outer tubular members of the joint.     In late summer 1996, in response to relatively low inventory levels and tight world oil markets, prices for crude oil, natural gas, and products derived from both began to increase rapidly ahead of the winter heating season. Various government and private sector forecasts indicated the potential for supply shortfalls and sharp price increases, especially in the event of unusually severe winter weather. Following a rapid runup in gasoline prices in the spring of 1996, public concerns were mounting about a possibly similar situation in heating fuels, with potentially more serious consequences. In response to these concerns, the Energy Information Administration (EIA) participated in numerous briefings and meetings with Executive Branch officials, Congressional committee members and staff, State Energy Offices, and consumers. EIA instituted a coordinated series of actions to closely monitor the situation and inform the public. This study constitutes one of those actions: an examination of propane supply, demand, and price developments and trends.

    A performance monitoring program has been developed for the Niagara Falls Storage Site (NFSS) Waste Containment Structure (WCS). The WCS contains soils contaminated with residual radioactive materials, rubble, and radioactive residues removed from various areas of the NFSS and vicinity properties during remedial action conducted by the Department of Energy (DOE) from 1982 through 1986. The NFSS is a part of the DOE Surplus Facilities Management Program (SFMP). The purpose of the performance monitoring program is to verify that the WCS main engineering elements are functioning to minimize infiltration of rainfall; prevent pollution of groundwater; preclude formation of leachate; and prevent radon emanation. This report presents the findings of performance monitoring conducted at the WCS during calendar year 1987, and January through June of 1988. the data received during the initial performance monitoring period in 1986 (Ref. 3) established a baseline for interpretation contained in this report. The period covered by this report has been expanded to include 6 months in 1988 because the impact of the winter is most evident in the spring growing season. 5 refs., 12 figs., 8 tabs.

    Switchgrass (Panicum virgatum L.) and big bluestem (Andropogon gerdardii Vitman) are potential perennial bioenergy feedstocks. Feedstock storage limitations, labor constraints for harvest, and environmental benefits provided by perennials are rationales for developing localized perennial feedstock as an alternative or in conjunction with annual feedstocks (i.e., crop residues). Little information is available on yield, mineral, and thermochemical properties of native species as related to harvest time. The study’s objectives were to compare the feedstock quantity and quality between grasses harvested in the fall or the following spring. It was hypothesized that biomass yield may decline, but translocation and/or leaching of minerals from the feedstock would improve feedstock quality. Feedstock yield did not differ by crop, harvest time, or their interactions. Both grasses averaged 6.0 Mg ha-1 (fall) and 5.4 Mg ha-1 (spring) with similar high heating value (17.7 MJ kg-1). The K/(Ca + Mg) ratio, used as a quality indicator declined to below a 0.5 threshold, but energy yield (Megajoule per kilogram) decreased 13% by delaying harvest until spring. Only once during the four study-years were conditions ideal for early spring harvest, in contrast during another spring, very muddy conditions resulted in excessive soil contamination. Early spring harvest may be hampered by late snow, lodging, and muddy conditions that may delay or prevent harvest, and result in soil contamination of the feedstock. However, reducing slagging/fouling potential and the mass of mineral nutrients removed from the field without a dramatic loss in biomass or caloric content are reasons to delay harvest until spring.

    Microseismic monitoring involves placing geophones on the rock surfaces of a mine to record seismic activity. Classification of microseismic mine data can be used to predict seismic events in a mine to mitigate mining hazards, such as roof falls, where properly bolting and bracing the roof is often an insufficient method of preventing weak roofs from destabilizing. In this study, six months of recorded acoustic waveforms from microseismic monitoring in a Pennsylvania limestone mine were analyzed using classification techniques to predict roof falls. Fuzzy classification using features selected for computational ease was applied on the mine data. Both large roof fall events could be predicted using a Roof Fall Index (RFI) metric calculated from the results of the fuzzy classification. RFI was successfully used to resolve the two significant roof fall events and predicted both events by at least 15 hours before visual signs of the roof falls were evident.

    The springs of 1996 and 1997 provide an excellent example of contrasting gasoline market dynamics. In spring 1996, tightening crude oil markets pushed up gasoline prices sharply, adding to the normal seasonal gasoline price increases; however, in spring 1997, crude oil markets loosened and crude oil prices fell, bringing gasoline prices down. This pattern was followed throughout the country except in California. As a result of its unique reformulated gasoline, California prices began to vary significantly from the rest of the country in 1996 and continued to exhibit distinct variations in 1997. In addition to the price contrasts between 1996 and 1997, changes occurred in the way in which gasoline markets were supplied. Low stocks, high refinery utilizations, and high imports persisted through 1996 into summer 1997, but these factors seem to have had little impact on gasoline price spreads relative to average spread.

    Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

  15. Post-Release Attributes and Survival of Hatchery and Natural Fall Chinook Salmon in the Snake River : Annual Report 1999.

    This report summarizes results of research activities conducted in 1999 and years previous. In an effort to provide this information to a wider audience, the individual chapters in this report have been submitted as manuscripts to peer-reviewed journals. These chapters communicate significant findings that will aid in the management and recovery of fall chinook salmon in the Columbia River Basin. Abundance and timing of seaward migration of Snake River fall chinook salmon was indexed using passage data collected at Lower Granite Dam for five years. We used genetic analyses to determine the lineage of fish recaptured at Lower Granite Dam that had been previously PIT tagged. We then used discriminant analysis to determine run membership of PIT-tagged smolts that were not recaptured to enable us to calculate annual run composition and to compared early life history attributes of wild subyearling fall and spring chinook salmon. Because spring chinook salmon made up from 15.1 to 44.4% of the tagged subyearling smolts that were detected passing Lower Granite Dam, subyearling passage data at Lower Granite Dam can only be used to index fall chinook salmon smolt abundance and passage timing if genetic samples are taken to identify run membership of smolts. Otherwise, fall chinook salmon smolt abundance would be overestimated and timing of fall chinook salmon smolt passage would appear to be earlier and more protracted than is the case.

    The motivation for this study was to recommend relationships for use in a model of San Joaquin fall Chinook salmon. This report reviews literature pertaining to relationships between water temperature and fall Chinook salmon. The report is organized into three sections that deal with temperature effects on development and timing of freshwater life stages, temperature effects on incubation survival for eggs and alevin, and temperature effects on juvenile survival. Recommendations are made for modeling temperature influences for all three life stages.

    In early 2009 an exciting opportunity was presented to the Geographic Information Systems (GIS) team at the Savannah River Site (SRS). The SRS maintenance group was directed to maintain all Out-falls on Site, increasing their workload from 75 to 183 out-falls with no additional resources. The existing out-fall inspection system consisted of inspections performed manually and documented via paper trail. The inspections were closed out upon completion of activities and placed in file cabinets with no central location for tracking/trending maintenance activities. A platform for meeting new improvements required for documentation by the Department of Health and Environmental Control (DHEC) out-fall permits was needed to replace this current system that had been in place since the 1980's. This was accomplished by building a geographically aware electronic application that improved reliability of site out-fall maintenance and ensured consistent standards were maintained for environmental excellence and worker efficiency. Inspections are now performed via tablet and uploaded to a central point. Work orders are completed and closed either in the field using tablets (mobile application) or in their offices (via web portal) using PCs. And finally completed work orders are now stored in a central database allowing trending of maintenance activities. (authors)

    A means for catching free falling bodies that may be damaged upon impact is given. Several layers of floating gas-filled rubber balls are contained within a partially compartmented tank of liquid. The compartment extends from beneath the surface of the liquid to that height necessary to contain the desired number of layers of the balls. The balls and the liquid itself break the force of the fall by absorbing the kinetic energy of falling body. The body may then be retrieved from the floor of the tank by a rake that extends from outside of the tank through the free surface area and underneath the compartment wall. This arrangement is particularly useful in collecting irradiated atomic fuel rods that are discharged from a reactor at considerable height without damaging the thin aluminum jacket of the rods.

    We report that winter annual crops such as winter rye (Secale cereale L) can produce biomass feedstock on seasonally fallow land that continues to provide high-value food and feed from summer annuals such as corn and soybeans. As energy double crops, winter grasses are likely to be harvested while still immature and thus structurally different from the fully senesced plant material typically used for biofuels. This study investigates the dynamic trends in biomass yield, composition, and biological solubilization over the course of a spring harvest season. The water soluble fraction decreased with increasing maturity while total carbohydrate content stayed roughlymore » constant at about 65%. The protein mass fraction decreased with increasing maturity, but was counterbalanced by increasing harvest yield resulting in similar total protein across harvest dates. Winter rye was ground and autoclaved then fermented at 15 g/L total solids by either (1) Clostridium thermocellum or (2) simultaneous saccharification and cofermentation (SSCF) using commercial cellulases (CTec2 and HTec2) and a xylose-fermenting Saccharomyces cerevisiae strain. Solubilization of total carbohydrate dropped significantly as winter rye matured for both C. thermocellum (from approximately 80% to approximately 50%) and SSCF (from approximately 60% to approximately 30%). C. thermocellum achieved total solubilization 33% higher than that of SSCF for the earliest harvest date and 50% higher for the latest harvest date. Potential revenue from protein and bioethanol was stable over a range of different harvest dates, with most of the revenue due to ethanol. In a crop rotation with soybean, recovery of the soluble protein from winter rye could increase per hectare protein production by 20 to 35%. Double-cropping winter rye can produce significant biomass for biofuel production and feed protein as coproduct without competing with the main summer crop. During a 24-day harvest window, the total

    Elk spend the winter in areas at Los Alamos National Laboratory (LANL) that may contain radioactivity above natural and/or worldwide fallout levels. This study was initiated to determine the levels of {sup 90}Sr, {sup 137}Cs, {sup 238}Pu, {sup 239}Pu, and total uranium in various tissues (brain, hair, heart, jawbone, kidneys, leg bone, liver, and muscle) of adult cow elk that use LANL lands during the fall/winter months. No significant differences in radionuclide contents were detected in any of the tissue samples collected from elk on LANL lands as compared with elk collected from off-site locations. The total effective (radiation) dose equivalent a person would receive from consuming 3.2 lb of heart, 5.6 lb of liver, and 226 lb of muscle from elk that winter on LANL lands, after natural background has been subtracted, was 0.00008, 0.0001, and 0.008 mrem/yr, respectively. The highest dose was less than 0.01% of the International Commission on Radiological Protection permissible dose limit for protecting the public.

    Periodic transpiration (monthly sums) in a young loblolly pine plantation between ages 3 and 6 was measured using thermal dissipation probes. Fertilization and fertilization with irrigation were better than irrigation alone in increasing transpiration of young loblolly pines during winter months, apparently because of increased leaf area in fertilized trees. Irrigation alone did not significantly increase transpiration compared with the non-fertilized and non-irrigated control plots.

    This study was conducted to determine the estimated radiation doses that individuals in five nearby population groups and the general population in the surrounding area may have received as a consequence of activities at a uranium processing plant in Weldon Spring, Missouri. The study is retrospective and encompasses plant operations (1957-1966), cleanup (1967-1969), and maintenance (1969-1982). The dose estimates for members of the nearby population groups are as follows. Of the three periods considered, the largest doses to the general population in the surrounding area would have occurred during the plant operations period (1957-1966). Dose estimates for the cleanup (1967-1969) and maintenance (1969-1982) periods are negligible in comparison. Based on the monitoring data, if there was a person residing continually in a dwelling 1.2 km (0.75 mi) north of the plant, this person is estimated to have received an average of about 96 mrem/yr (ranging from 50 to 160 mrem/yr) above background during plant operations, whereas the dose to a nearby resident during later years is estimated to have been about 0.4 mrem/yr during cleanup and about 0.2 mrem/yr during the maintenance period. These values may be compared with the background dose in Missouri of 120 mrem/yr.

    This report has been prepared to provide information about the public safety and environmental protection programs conducted by the Weldon Spring Site Remedial Action Project. The Weldon Spring site is located in southern St. Charles County, Missouri, approximately 48 km (30 mi) west of St. Louis. The site consists of two main areas, the Weldon Spring Chemical Plant and raffinate pits and the Weldon Spring Quarry. The objectives of the Site Environmental Report are to present a summary of data from the environmental monitoring program, to characterize trends and environmental conditions at the site, and to confirm compliance with environmental and health protection standards and requirements. The report also presents the status of remedial activities and the results of monitoring these activities to assess their impacts on the public and environment. The scope of the environmental monitoring program at the Weldon Spring site has changed since it was initiated. Previously, the program focused on investigations of the extent and level of contaminants in the groundwater, surface waters, buildings, and air at the site. In 1992, the level of remedial activities required monitoring for potential impacts of those activities, particularly on surface water runoff and airborne effluents. This report includes monitoring data from routine radiological and nonradiological sampling activities. These data include estimates of dose to the public from the Weldon Spring site; estimates of effluent releases; and trends in groundwater contaminant levels. Also, applicable compliance requirements, quality assurance programs, and special studies conducted in 1992 to support environmental protection programs are reviewed.

    The fall 1994 wildlife and vegetation surveys were completed October 3-7, 1994, at Norton Air Force Base (AFB), California. Two biologists from CDM Federal Programs, the U.S. Environmental Protection Agency (EPA) regional biologist and the Oak Ridge National Laboratory (ORNL) lead biologist conducted the surveys. A habitat assessment of three Installation Restoration Project (IRP) sites at Norton Air Force Base was also completed during the fall survey period. The IRP sites include: Landfill No. 2 (Site 2); the Industrial Wastewater Treatment Plant (IWTP) area; and Former Fire Training Area No. 1 (Site 5). The assessments were designed to qualitatively characterize the sites of concern, identify potential ecological receptors, and provide information for Remedial Design/Remedial Action activities. A Reference Area (Santa Ana River Wash) and the base urban areas were also characterized. The reference area assessment was performed to provide a baseline for comparison with the IRP site habitats. The fall 1994 survey is the second of up to four surveys that may be completed. In order to develop a complete understanding of all plant and animal species using the base, these surveys were planned to be conducted over four seasons. Species composition can vary widely during the course of a year in Southern California, and therefore, seasonal surveys will provide the most complete and reliable data to address changes in habitat structure and wildlife use of the site. Subsequent surveys will focus on seasonal wildlife observations and a spring vegetation survey.

    The Confederated Tribes of the Umatilla Indian Reservation (CT'UIR) and Oregon Department of Fish and Wildlife (ODFW) are cooperating in a joint effort to supplement steelhead and re-establish salmon runs in the Umatilla River Basin. As an integral part of this program, Bonifer and Minthorn Acclimation Facilities are operated for holding and spawning adult steelhead and fall chinook salmon and acclimation and release of juvenile salmon and steelhead. Acclimation of 109,101 spring chinook salmon and 19,977 summer steelhead was completed at Bonifer in the spring of 1992. At Minthorn, 47,458 summer steelhead were acclimated and released. Control groups of spring chinook salmon were released instream concurrent with the acclimated releases to evaluate the effects of acclimation on adult returns to the Umatilla River. Acclimation studies with summer steelhead were not conducted in 1992. A total of 237 unmarked adult steelhead were collected for broodstock at Three Mile Dam from October 18, 1991 through April 24, 1992 and held at Minthorn. Utilizing a 3 x 3 spawning matrix, a total of 476,871 green eggs were taken from 86 females. The eggs were transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. A total of 211 fall chinook salmon were also collected for broodstock at Three Mile Dam and held at Minthorn. Using a 1:1 spawning ratio, a total of 195,637 green eggs were taken from 58 females. They were also transferred to Umatilla Hatchery for incubation, rearing, and later release into the Umatilla River. Personnel from the ODFW Eastern Oregon Fish Pathology Laboratory in La Grande took samples of tissues and reproductive fluids from Umatilla River summer steelhead and fall chinook salmon broodstock for monitoring and evaluation purposes. Cell culture assays for replicating agents, including IHNV virus, on all spawned fish were negative. One of 60 summer steelhead tested positive for EIBS virus, while all fall chinook tested

    Analytical data for 905 samples of motor gasoline, were collected from service stations throughout the country and were analyzed in the laboratories of various refiners, motor manufacturers, and chemical companies. The data were submitted to the Bartlesville Energy Technology Center for study, necessary calculations, and compilation under a cooperative agreement between the Bartlesville Energy Technology Center (BETC) and the American Petroleum Institute (API). The samples represent the products of 30 companies, large and small, which manufacture and supply gasoline. These data are tabulated by groups according to brands (unlabeled) and grades for 17 marketing districts into which the country is divided. The report also includes charts indicating the trends of selected properties of motor fuels since winter 1959-1960 survey for the leaded gasolines, and since winter 1979-1980 survey for the unleaded gasolines. Sixteen octane distribution percent charts for areas 1, 2, 3, and 4 for unleaded antiknock index (R+M)/2 below 90.0, unleaded antiknock index (R+M)/2 90.0 and above, leaded antiknock index (R+M)/2 below 93.0, and leaded antiknock index (R+M)/2 93.0 and above grades of gasoline are presented in this report. The antiknock (octane) index (R+M)/2 averages of gasoline sold in this country were 87.4 for unleaded below 90.0, 91.7 for unleaded 90.0 and above, and 88.9 for leaded below 93.0. Only one sample was reported as 93.0 for leaded gasolines with an antiknock index (R+M)/2 93.0 and above.

    Past operations of Hanford Site facilities have contaminated the groundwater adjacent to the Hanford Reach of the Columbia River, Washington, with various chemical and radiological constituents. The groundwater is hydraulically connected to the river and contains concentrations of contaminants that sometimes exceed federal and/or state drinking water standards or standards for the protection of aquatic life. For example, concentrations of chromium in shoreline seeps and springs at most 100 Area operable units exceed concentrations found to be toxic to fish. Nitrate and tritium concentrations in shoreline seeps are generally below drinking water standards and concentrations potentially toxic to aquatic life, but nitrate concentrations may be high enough to synergistically interact with and exacerbate chromium toxicity. The Hanford Reach also supports the largest run of fall chinook salmon (Oncorhynchus tshawytscha) in the Columbia River Basin. Numbers of fall chinook salmon returning to the Hanford Reach have increased relative to other mainstem populations during the last 30 years. Groundwater discharge appears to occur near some salmon spawning areas, but contaminants are generally not detectable in surface water samples. The concentration and potential toxicity of contaminants in the interstitial waters of the substrate where fall chinook salmon embryogenesis occurs are presently unknown. New tools are required to characterize the extent of groundwater contaminant discharge to the Hanford Reach and to resolve uncertainties associated with assessment of potential impacts to fall chinook salmon.

    This thesis explored the differences between two life stages - young and old - in perceiving and responding to man-made environmental disaster, as well as the support resources utilized to cope with disaster - personal, familial/friendship, and organizational. Because of the characteristics of man-made environmental disaster, and because of the different conditions of life and constructions of reality of older and younger families, it was expected that definitions of the situation would vary by life stage and locus of control - authoritative and personal. The research took place in the Love Canal neighborhood of Niagara Falls, New York. Fifty-eight families were interviewed in the fall of 1978, and thirty-nine of these families were reinterviewed in the spring of 1979. Interviews were tape recorded, transcribed, and coded. The data were presented in contingency tables and interview excerpts. The interview schedules elicited information of perception of impact, responses to impact, and the utilization of support resources. In an authoritative locus of control situation, the major findings were that both older and younger families perceived impact, that older families were slightly less disrupted, that younger families relied on organizational and familial/friendship support resources, and that older families relied on familial/friendship support resources.
