    Micropitting is a Hertzian fatigue phenomenon that affects many wind turbine gearboxes, and it affects the reliability of the machines. With the major growth and increasing dependency on renewable energy, mechanical reliability is an extremely important issue. The U.S. Department of Energy has made a commitment to improving wind turbine reliability and the National Renewable Energy Laboratory (NREL) has started a gearbox reliability project. Micropitting as an issue that needed attention came to light through this effort. To understand the background of work that had already been accomplished, and to consolidate some level of collective understanding of the issue by acknowledged experts, NREL hosted a wind turbine micropitting workshop, which was held at the National Wind Technology Center in Boulder, Colorado, on April 15 and 16, 2009.

    Tribology is the science and engineering of interacting surfaces in relative motion. It includes the study and application of the principles of friction, lubrication, and wear. It is an important phenomenon that not only impacts the design and operation of wind turbine gearboxes, but also their subsequent maintenance requirements and overall reliability. With the major growth and increasing dependency on renewable energy, mechanical reliability is an extremely important issue. The Wind Turbine Tribology Seminar was convened to explore the state-of-the-art in wind turbine tribology and lubricant technologies, raise industry awareness of a very complex topic, present the science behind each technology, and identify possible R&D areas. To understand the background of work that had already been accomplished, and to consolidate some level of collective understanding of tribology by acknowledged experts, the National Renewable Energy Laboratory (NREL), Argonne National Laboratory (ANL), and the U.S. Department of Energy (DOE) hosted a wind turbine tribology seminar. It was held at the Renaissance Boulder Flatiron Hotel in Broomfield, Colorado on November 15-17, 2011. This report is a summary of the content and conclusions. The presentations given at the meeting can be downloaded. When power is needed, the capacitor rapidly releases its stored energy, similar to lightning being discharged from a cloud.     A vehicle underbody fairing apparatus for reducing aerodynamic drag caused by a vehicle wheel assembly, by reducing the size of a recirculation zone formed under the vehicle body immediately downstream of the vehicle wheel assembly. The fairing body has a tapered aerodynamic surface that extends from a front end to a rear end of the fairing body with a substantially U-shaped cross-section that tapers in both height and width. Fasteners or other mounting devices secure the fairing body to an underside surface of the vehicle body, so that the front end is immediately downstream of the vehicle wheel assembly and a bottom section of the tapered aerodynamic surface rises towards the underside surface as it extends in a downstream direction.

All practical pricing systems involve tradeoffs between equity and efficiency. I examine the circumstances under which equity ought to be allowed to trump efficiency and whether or not this constitutes a defense of flat pricing. (author)

    As part of the retrospective evaluation of the U.S. Department of Energy s low-income Weatherization Assistance Program that was led by Oak Ridge National Laboratory (ORNL), an assessment of the impacts of weatherization on indoor air quality (IAQ) was conducted. This assessment included nearly 500 treatment and control homes across the country. Homes were monitored for carbon monoxide, radon, formaldehyde, temperature and humidity pre- and post-weatherization. This report focuses on the topic of radon and addresses issues not thoroughly discussed in the original IAQ report. The size, scope and rigor of the radon component of the IAQ study are compared to previous studies that assessed the impacts of weatherization on indoor radon levels. It is found that the ORNL study is by far the most extensive study conducted to date, though the ORNL results are consistent with the findings of the other studies. However, the study does have limitations related to its reliance on short-term measurements of radon and inability to attribute changes in radon levels in homes post-weatherization to specific weatherization measures individually or in combination.

    Proton radiography was invented in the 1990's at Los Alamos National Laboratory (LANL) as a diagnostic to study dynamic material properties under extreme pressures, strain and strain rate. Since this time hundreds of dynamic proton radiography experiments have been performed at LANL and facilities have been commissioned at the Institute for Theoretical and Experimental Physics (ITEP) in Russia for similar applications in dynamic material studies. Recently an international collaboration was formed to develop a new proton radiography capability for the study of dynamic material properties at the Facility for Anti-proton and Ion Research (FAIR) located at Gesellschaft fuer Schwerionenforschung (GSI) in Darmstadt, Germany. This new Proton microscope for FAIR (PRIOR) will provide radiographic imaging of dynamic systems with unprecedented spatial, temporal and density resolution, resulting in a window for understanding dynamic material properties at new length scales. These dynamic experiments will be driven with many energy sources including heavy ions, high explosives and lasers. The design of the proton microscope and expected radiographic performance is presented.

    Despite the recent restructuring, unbundling, competition, and incentive regulation that has complicated the utility business, estimating the fair rate of return on equity (ROE) remains an important part of public utility base rate cases. For the past two decades, the two most popular methods that regulatory commissions have used for estimating the cost of equity capital for regulated utilities have been the dividend discount method (known as the Discounted Cash Flow model of DCF) and the Capital Asset Pricing Model (or CAPM). Both models use common stock price behavior to draw inferences about the cost of equity. The DCF combines a stock's dividend yield and its predicted dividend growth rate. The CAPM relates changes in a stock's price to changes in the overall market for security prices. These methods have come into question, however, as utilities have increasingly diversified into unregulated activities. When a utility's regulated activities account for 95 to 99 percent of its revenues, there is little practical need to question that its company-specific cost-of-equity capital is overwhelmingly dominated by its regulated activities. But as this percentage continues to decrease, a company's specific cost of equity, as calculated by the DCF or CAPM, is influenced to a larger degree by its unregulated subsidiaries. Two general remedies are available to resolve the problem of setting the fair ROE when the company has substantial holdings in unregulated subsidiaries. One is to abandon (either partially or fully) the practice of using company-specific market information and use a proxy group of comparable utilities instead. The other is to continue using company-specific data, but to adjust the resulting estimates to account for the utility's diversification activity.

  11. Fair share on high performance computing systems : what does fair really mean?

    We report on a performance evaluation of a Fair Share system at the ASCI Blue Mountain supercomputer cluster. We study the impacts of share allocation under Fair Share on wait times and expansion factor. We also measure the Service Ratio, a typical figure of merit for Fair Share systems, with respect to a number of job parameters. We conclude that Fair Share does little to alter important performance metrics such as expansion factor. This leads to the question of what Fair Share means on cluster machines. The essential difference between Fair Share on a uni-processor and a cluster is that the workload on a cluster is not fungible in space or time. We find that cluster machines must be highly utilized and support checkpointing in order for Fair Share to function more closely to the spirit in which it was originally developed.

    In general, the Linux 2.6 scheduler can ensure fairness and provide excellent interactive performance at the same time. However, our experiments and mathematical analysis have shown that the current Linux interactivity mechanism tends to incorrectly categorize non-interactive network applications as interactive, which can lead to serious fairness or starvation issues. In the extreme, a single process can unjustifiably obtain up to 95% of the CPU! The root cause is due to the facts that: (1) network packets arrive at the receiver independently and discretely, and the 'relatively fast' non-interactive network process might frequently sleep to wait for packet arrival. Though each sleep lasts for a very short period of time, the wait-for-packet sleeps occur so frequently that they lead to interactive status for the process. (2) The current Linux interactivity mechanism provides the possibility that a non-interactive network process could receive a high CPU share, and at the same time be incorrectly categorized as 'interactive.' In this paper, we propose and test a possible solution to address the interactivity vs. fairness problems. Experiment results have proved the effectiveness of the proposed solution.

    Key messages of the study are: Given the stalemate in U.N. climate negotiations, the best arena to strike a workable deal is among the members the Major Economies Forum on Energy and Climate (MEF); The 13 MEF members—including the EU-27 (but not double-counting the four EU countries that are also individual members of the MEF)—account for 81.3 percent of all global emissions; This proposal devises a fair compromise to break the impasse to develop a science-based approach for fairly sharing the carbon budget in order to have a 75 percent chance of avoiding dangerous climate change; To increase the likelihood of a future climate agreement, carbon accounting must shift from production-based inventories to consumption-based ones; The shares of a carbon budget to stay below 2 deg C through 2050 are calculated by cumulative emissions since 1990, i.e. according to a short-horizon polluter pays principle, and national capability (income), and allocated to MEF members through emission rights. This proposed fair compromise addresses key concerns of major emitters; According to this accounting, no countries have negative carbon budgets, there is substantial time for greening major developing economies, and some developed countries need to institute very rapid reductions in emissions; and, To provide a 'green ladder' to developing countries and to ensure a fair global deal, it will be crucial to agree how to extend sufficient and predictable financial support and the rapid transfer of technology.

    Much of the literature on risk perception and management has asked how society should resolve the question, ''How safe is safe enough'' There has been political and technical disagreement over the types of answers that may be given, as well as over the social values attached to perceived probabilities and magnitudes of various outcomes. Despite controversy, there seems to have been a large measure of consensus that, ''How safe is safe enough'' is the right question to ask. This paper sets out to question that assumption. Various ingenious techniques of risk analysis have sought to discover the real risks inherent in various activities, but from a sociocultural viewpoint it can be seen that no single answer can be given to the problem of adequate safety in a complex society which contains a wide variety of perceptual biases about danger, expectations of the good life, and levels of demand for safety. The paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypotheses in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach in areas such as noxious facility siting.

    At Fair Oaks Dairy, dried manure solids (''DMS'') are currently used as a low value compost. United Power was engaged to evaluate the feasibility of processing these DMS into ethanol utilizing commercially available cellulosic biofuels conversion platforms. The Fair Oaks Dairy group is transitioning their traditional ''manure to methane'' mesophilic anaerobic digester platform to an integrated bio-refinery centered upon thermophilic digestion. Presently, the Digested Manure Solids (DMS) are used as a low value soil amendment (compost). United Power evaluated the feasibility of processing DMS into higher value ethanol utilizing commercially available cellulosic biofuels conversion platforms. DMS was analyzed and over 100 potential technology providers were reviewed and evaluated. DMS contains enough carbon to be suitable as a biomass feedstock for conversion into ethanol by gasification technology, or as part of a conversion process that would include combined heat and power. In the first process, 100% of the feedstock is converted into ethanol. In the second process, the feedstock is combusted to provide heat to generate electrical power supporting other processes. Of the 100 technology vendors evaluated, a short list of nine technology providers was developed. From this, two vendors were selected as finalists (one was an enzymatic platform and one was a gasification platform). Their selection was based upon the technical feasibility of their systems, engineering expertise, experience in commercial or pilot scale operations, the ability or willingness to integrate the system into the Fair Oaks Biorefinery, the know-how or experience in producing bio-ethanol, and a clear path to commercial development.

    In the coming years the new international accelerator facility FAIR (Facility for Antiproton and Ion Research), one of the largest research projects worldwide, will be built at GSI. In the final construction FAIR consists of synchrotrons and storage rings with up to 1,100 meters in circumference, two linear accelerators and about 3.5 kilometers beam transfer lines. The existing GSI accelerators serve as pre-accelerators. Partly the new machines will consist of superconducting magnets and therefore require a reliable supply with liquid helium. As the requirements for the magnets is depending on the machine and have a high variety, the cooling system is different for each machine; two phase cooling, forced flow cooling and bath cooling respectively. In addition the cold mass of the individual magnets varies between less than 1t up to 80t and some magnets will cause a dynamic heat load due to ramping that is higher than the static loads. The full cryogenic system will be operated above atmospheric pressure. The refrigeration and liquefaction power will be provided by two main cryogenic plants of 8 and 25 kW at 4K and two smaller plants next to the experiments.

    The newest windmills are small and robust, typically capable of generating 50 to 500 kilowatts each. Sales have been helped along, both in Europe and the United States, by laws requiring utility companies to offer fixed purchase-price contracts to suppliers of wind electricity. Another boost comes from the National Energy Policy Act, signed into law last fall by George Bush. It permits a 1.5 cent per kilowatt-hour tax credit for generators of electricity from renewable sources. Emphasizing energy production is [open quotes]a much smarter approach[close quotes] than just rewarding construction of new windmills, says Alexander Ellis, an executive at Kenetech/US Windpower, because it encourages companies to deliver durable products. Today, the wind energy business seems to be booming, bearing out the Administration's faith that environmental technologies can open new markets. There are now more than 16,000 wind turbines installed in the United States, according to DeMeo, most of them still in California. Europe is also moving ahead. Although European countries have installed fewer machines to date, DeMeo says, the European Community has ambitious plans, calling for double the current US wind energy capacity by the end of the decade. About 10 major manufacturers in the United States and abroad are vying for this business. It took some fine-tuning, but government incentives to nurture this green technology seem to be working.

    The Electron Nucleon Collider, proposed as an extension to the High Energy Storage Ring (HESR), is currently investigated and a first layout of the Interaction Region (IR) proposed. The limited size of the machine, the low beam energy and the Lorentz force vector pointing in the same direction for both beams make the IR design demanding. In this paper we present the parameters of the IR magnets, show the boundary conditions given by the beam dynamics and the experiments. We present first 2D designs for the electron and proton triplet magnets along with the separating dipole next to the collision point. Different methods to shield the beam in the spectrometer dipoles are investigated and presented.

    This manual is intended to act as a working guide for setting up a Science Fair Volunteer Support Committee at your school. The Science Fair Volunteer Support Committee, or SFVSC, is the key component of the Science Fair Self-Help program, which was developed by Sandia National Laboratories and is designed to support a school`s science activities. The SFVSC is a team of parents and community volunteers who work in concert with a school`s teaching staff to assist and manage all areas of a school Science and Engineering Fair. The main advantage of creating such a committee is that it frees the science teachers from the organizational aspects of the fair and lets them concentrate on their job of teaching science.     Much of the literature on risk perception and management published over the last few years has asked how society should resolve the question, ''How safe is safe enough.'' This paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough.'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypothesis in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach to areas such as noxious facility siting.

    This paper consists of an argument and a pilot study. First is a general, perhaps philosophical, argument against the National Academy's viewpoint that dealing with risk is a two-stage process consisting of (a) assessment of facts, and (b) evaluation of facts in sociopolitical context. They argue that societal risk intrinsically revolves around social relations as much as around evaluations of probability. Second, they outline one particular approach to analyzing societal risk management styles. They call this the fairness hypothesis. Rather than focusing on probabilities and magnitudes of undesired events, this approach emphasizes societal preferences for principles of achieving consent to a technology, distributing liabilities, and investing trust in institutions. Conflict rather than probability is the chief focus of this approach to societal risk management. This view is illustrated by a recent empirical pilot study that explored the fairness hypothesis in the context of new nuclear technologies.

    To facilitate studies of collisions between polarized electron and protons at {radical}s = 14 GeV; constructing an electron-nucleon collider at the FAIR facility has been proposed. This machine would collide the stored 15 GeV polarized proton beam in the HESR with a polarized 3.3 GeV electron beam circulating in an additional storage ring. We describe the interaction region design of this facility, which utilizes the PANDA detector.

    GREEN is a proactive queue-management (PQM) algorithm that removes TCP's bias against connections with longer round-trip times, while maintaining high link utilization and low packet-loss. GREEN applies knowledge of the steady-state behavior of TCP connections to proactively drop packets, thus preventing congestion from ever occurring. As a result, GREEN ensures much higher fairness between flows than other active queue management schemes like Flow Random Early Drop (FRED) and Stochastic Fair Blue (SFB), which suffer in topologies where a large number of flows have widely varying round-trip times. GREEN'S performance relies on its ability to gauge a flow's round-trip time (RTT). In previous work, we presented results for an ideal GREEN router which has accurate RTT information for a flow. In this paper, we present a practical solution based on IDMaps, an Internet distance-estimation service, and compare its performance to an ideal GREEN router. We show that a solution based on IDMaps is practical and maintains high fairness and link utilization, and low packet-loss rates.

    The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders successfully plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited in these guides. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. Grocery stores were selected as one of the highest priority sectors, because they represent one of the most energy-intensive market segments.

    Building energy modeling and analysis is currently a time-intensive, error-prone, and nonreproducible process. This paper describes the scripting platform of the OpenStudio tool suite (http://openstudio.nrel.gov) and demonstrates its use in several contexts. Two classes of scripts are described and demonstrated: measures and free-form scripts. Measures are small, single-purpose scripts that conform to a predefined interface. Because measures are fairly simple, they can be written or modified by inexperienced programmers.

    This book has the merit of looking at the Soviet energy problem (oil, gas, coal, other) as a whole, something that Westen experts (and Soviet officials) have often failed to do. It makes fairly precise projections for the mid-1980s and cloudier ones for 1990.     Taxes on energy can be an important part of efforts to improve the nation`s energy efficiency, competitiveness and environmental quality. By making energy more expensive, energy taxes encourage conservation and investments in energy efficiency; they also allow the private sector to determine which investments are the most cost-effective given individual circumstances. In the past, state and local governments rarely considered energy and environmental issues when debating tax policies. Numerous other priorities--the need for revenues, tax fairness, economic development and competitiveness, and popular sentiment--received much greater attention. The result? Many existing taxes and tax provisions encourage energy consumption and the use of polluting energy resources over investments in such alternatives as solar, wind and efficiency. In other words, tax policies are energy and environmental policies by accident.
