Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' GHGs include carbon dioxide (CO{sub 2}), methane (CH{sub 4}), nitrous oxide (N{sub 2}O), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), and sulfur hexafluoride (SF{sub 6}). Human activities have caused a rapid increase in GHG concentrations. This rising level contributes to global climate change, which contributes to environmental and public health problems.

  15. Uterine caliper and depth gauge

    DOE Patents [OSTI]

King, Loyd L.; Wheeler, Robert G.; Fish, Thomas M.

    1977-01-01

A uterine caliper and sound consisting of an elongated body having outwardly biased resilient caliper wings and a spring-loaded slidable cervical stop. A slide on the body is operatively connected to the wings by a monofilament and operates with respect to a first scale on the body as a width indicator. A rod extending longitudinally on the body is connected to the cervical stop and cooperates with a second scale on the body as a depth indicator. The instrument can be positioned to measure the distance from the outer cervical ostium to the fundus, as read on said second scale. The wings may be allowed to open by moving the slide, and when the wings engage the utero-tubal junctions, the width may be read on said first scale. By adjustment of the caliper wings the instrument may be retracted until the resistance of the inner ostium of the cervix is felt, enabling the length of the cervical canal to be read directly by the position of the longitudinal indicator rod with respect to said second scale. The instrument may be employed to measure the width of the uterine cavity at any position between the inner ostium of the cervix and the fundus.

    DOE Patents [OSTI]

    Rau, Scott James

    2013-01-29

Concepts and technologies described herein provide for an accurate and cost-effective method for rotating a solar array disk for tracking the movement of the sun. According to various aspects, a motor includes a fixed caliper and a translating caliper positioned adjacent to one another. Electromagnetically controlled brakes on the translating caliper grip the solar array disk while adjacent, but spaced apart, electromagnets on the fixed caliper and the translating caliper are energized to create an attractive force that pulls the translating caliper with the solar array disk toward the fixed caliper. After reaching the fixed caliper, brakes on the fixed caliper are engaged with the disk, brakes on the translating caliper are released from the disk, and the translating caliper is pushed back to the starting location where the process repeats until the desired rotation is completed.

  10. CALiPER Retail Lamps Study 3

    SciTech Connect (OSTI)

Royer, Michael P.; Beeson, Tracy A.

    2014-02-01

The CALiPER program first began investigating LED lamps sold at retail stores in 2010, purchasing 33 products from eight retailers and covering six product categories. The findings revealed a fragmented marketplace, with large disparities in performance of different products, accuracy of manufacturer claims, and offerings from different retail outlets. Although there were some good products, looking back many would not be considered viable competitors to other available options, with too little lumen output, not high enough efficacy, or poor color quality. CALiPER took another look in late 2011purchasing 38 products of five different types from nine retailers and the improvement was marked. Performance was up; retailer claims were more accurate; and the price per lumen and price per unit efficacy were down, although the price per product had not changed much. Nonetheless, there was still plenty of room for improvement, with the performance of LED lamps not yet reaching that of well-established classes of conventional lamps (e.g., 75 W incandescent A19 lamps). Since the second retail lamp study was published in early 2012, there has been substantial progress in all aspects of LED lamps available from retailers. To document this progress, CALiPER again purchased a sample of lamps from retail stores 46 products in total, focusing on A19, PAR30, and MR16 lamps but instead of a random sample, sought to select products to answer specific hypotheses about performance. These hypotheses focused on expanding ranges of LED equivalency, the accuracy of lifetime claims, efficacy and price trends, as well as changes to product designs. Among other results, key findings include: There are now very good LED options to compete with 60 W, 75 W, and 100 W incandescent A19 lamps, and 75 W halogen PAR30 lamps. MR16 lamps have shown less progress, but there are now acceptable alternatives to 35 W, 12 V halogen MR16 lamps and 50 W, 120 V halogen MR16 lamps for some applications. Other uses, such as in enclosed luminaires, may require more development. At the same price point, lamps purchased in 2013 tended to have higher output and slightly higher efficacy than in 2011 or 2010. Over 30% of the products purchased in 2013 exceeded the maximum efficacy measured in 2011 (71 lm/W), with the most efficacious product measured at 105 lm/W. There appears to be increasing consistency in color quality, with a vast majority of products having a CCT of 2700 K or 3000 K and a CRI between 80 and 85. There were also fewer poor performing products tested and more high-performing products available in 2013 than in previous years. The accuracy of equivalency and performance claims was better than in 2011, but remains a concern, with 43% of tested products failing to completely meet their equivalency claim and 20% of products failing to match the manufacturer’s performance data. Although progress has been substantial, on average LED lamps remain more expensive than other energy efficiency lighting technologies -- although some aspects can be superior. Although not universal to all product lines or all product types, the issue of insufficient lumen output from LED lamps is waning. Thus, manufacturers can focus on other issues, such as reducing cost, improving electrical/dimmer compatibility, eliminating flicker, or improving color quality. While these issues are not inherent to all products, they remain a concern for the broader market.

    SciTech Connect (OSTI)

    Not Available

    2012-07-01

This fact sheet describes the objectives of the U.S. Department of Energy Uniform Methods Project to bring consistency to energy savings calculations in U.S. energy efficiency programs. The U.S. Department of Energy (DOE) is developing a framework and a set of protocols for determining gross energy savings from energy efficiency measures and programs. The protocols represent a refinement of the body of knowledge supporting energy efficiency evaluation, measurement, and verification (EM&V) activities. They have been written by technical experts within the field and reviewed by industry experts. Current EM&V practice allows for multiple methods for calculating energy savings. These methods were developed to meet the needs of energy efficiency program administrators and regulators. Although they served their original objectives well, they have resulted in inconsistent and incomparable savings results - even for identical measures. The goal of the Uniform Methods Project is to strengthen the credibility of energy savings determinations by improving EM&V, increasing the consistency and transparency of how energy savings are determined.

    2013-04-28

This report describes an exploration of troffer lighting as used in office and classroom spaces, which was conducted by the CALiPER program. Twenty-four pairs of 2×2 and 2×4 troffers were procured anonymously, documented, tested for photometric and electrical performance, and installed in a mockup office space in Portland, Oregon. Three of the pairs were T8 fluorescent benchmark products, 12 were dedicated LED troffers, five were fluorescent troffers modified for LED lamps (sometimes referred to as "tubes"), and another four troffers were modified with LED retrofit kits. The modifications were performed by a commercial electrical contractor, following the instructions provided by the retrofit lamp or kit manufacturer. Once installed in the mockup facility, the converted luminaires were examined by a NRTL (Nationally Recognized Testing Laboratory) safety expert, who provided feedback on safety issues. In September 2012, a group of lighting designers, engineers, and facility managers were brought in to observe the LED luminaires in comparison to fluorescent benchmarks. This report documents performance in measures that go beyond illuminance values or luminaire efficacy. Dedicated LED troffers are ready to compete with fluorescent troffers in terms of efficacy (lumens per watt), and in many lighting quality issues such as glare, light distribution, visual appearance, and color quality. That is not to say that each one is stellar, but each one tested in this CALiPER study bested the fluorescent benchmarks in terms of efficacy, and almost all were rated highly in several categories -- only one luminaire of twelve performed consistently poorly.

  16. CALiPER Exploratory Study: Accounting for Uncertainty in Lumen Measurements

    SciTech Connect (OSTI)

Bergman, Rolf; Paget, Maria L.; Richman, Eric E.

    2011-03-31

With a well-defined and shared understanding of uncertainty in lumen measurements, testing laboratories can better evaluate their processes, contributing to greater consistency and credibility of lighting testing a key component of the U.S. Department of Energy (DOE) Commercially Available LED Product Evaluation and Reporting (CALiPER) program. Reliable lighting testing is a crucial underlying factor contributing toward the success of many energy-efficient lighting efforts, such as the DOE GATEWAY demonstrations, Lighting Facts Label, ENERGY STAR energy efficient lighting programs, and many others. Uncertainty in measurements is inherent to all testing methodologies, including photometric and other lighting-related testing. Uncertainty exists for all equipment, processes, and systems of measurement in individual as well as combined ways. A major issue with testing and the resulting accuracy of the tests is the uncertainty of the complete process. Individual equipment uncertainties are typically identified, but their relative value in practice and their combined value with other equipment and processes in the same test are elusive concepts, particularly for complex types of testing such as photometry. The total combined uncertainty of a measurement result is important for repeatable and comparative measurements for light emitting diode (LED) products in comparison with other technologies as well as competing products. This study provides a detailed and step-by-step method for determining uncertainty in lumen measurements, working closely with related standards efforts and key industry experts. This report uses the structure proposed in the Guide to Uncertainty Measurements (GUM) for evaluating and expressing uncertainty in measurements. The steps of the procedure are described and a spreadsheet format adapted for integrating sphere and goniophotometric uncertainty measurements is provided for entering parameters, ordering the information, calculating intermediate values and, finally, obtaining expanded uncertainties. Using this basis and examining each step of the photometric measurement and calibration methods, mathematical uncertainty models are developed. Determination of estimated values of input variables is discussed. Guidance is provided for the evaluation of the standard uncertainties of each input estimate, covariances associated with input estimates and the calculation of the result measurements. With this basis, the combined uncertainty of the measurement results and finally, the expanded uncertainty can be determined.

    2010-06-01

Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets. This fact sheet reviews the benefits and potential challenges of including PV in PACE programs.

They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy use, and another is examining best-practices for mobile home energy efficiency; (5) Workforce development and volunteers - with a goal of creating a self-sustaining weatherization model that does not require future federal investment, three grantees are adapting business models successful in other sectors of the home performance business to perform weatherization work. Youthbuild is training youth to perform home energy upgrades to eligible clients and Habitat for Humanity is developing a model for how to incorporate volunteer labor in home weatherization. These innovative approaches will improve key weatherization outcomes, such as: Increasing the total number of homes that are weatherized; Reducing the weatherization cost per home; Increasing the energy savings in each weatherized home; Increasing the number of weatherization jobs created and retained; and Reducing greenhouse gas emissions.

The Department of Energy (DOE) Commercially Available LED Product Evaluation and Reporting (CALiPER) Program was established in 2006 to investigate the performance of light-emitting diode (LED) based luminaires and replacement lamps. To help users better compare LED products with conventional lighting technologies, CALiPER has also performed benchmark research and testing of traditional (i.e., non-LED) lamps and fixtures. This benchmark report addresses standard 4-foot fluorescent lamps (i.e., T12 and T8) and the 2-foot by 4-foot recessed troffers in which they are commonly used. This report also examines available LED replacements for T12 and T8 fluorescent lamps, and their application in fluorescent troffers. The construction and operation of linear fluorescent lamps and troffers are discussed, as well as fluorescent lamp and fixture performance, based on manufacturer data and CALiPER benchmark testing. In addition, the report describes LED replacements for linear fluorescent lamps, and compares their bare lamp and in situ performance with fluorescent benchmarks on a range of standard lighting measures, including power usage, light output and distribution, efficacy, correlated color temperature, and the color rendering index. Potential performance and application issues indicated by CALiPER testing results are also examined.

  8. Clean Coal Technology Demonstration Program: Project fact sheets 2000, status as of June 30, 2000

    SciTech Connect (OSTI)

    2000-09-01

The Clean Coal Technology Demonstration Program (CCT Program), a model of government and industry cooperation, responds to the Department of Energy's (DOE) mission to foster a secure and reliable energy system that is environmentally and economically sustainable. The CCT Program represents an investment of over $5.2 billion in advanced coal-based technology, with industry and state governments providing an unprecedented 66 percent of the funding. With 26 of the 38 active projects having completed operations, the CCT Program has yielded clean coal technologies (CCTs) that are capable of meeting existing and emerging environmental regulations and competing in a deregulated electric power marketplace. The CCT Program is providing a portfolio of technologies that will assure that U.S. recoverable coal reserves of 274 billion tons can continue to supply the nation's energy needs economically and in an environmentally sound manner. As the nation embarks on a new millennium, many of the clean coal technologies have realized commercial application. Industry stands ready to respond to the energy and environmental demands of the 21st century, both domestically and internationally, For existing power plants, there are cost-effective environmental control devices to control sulfur dioxide (S02), nitrogen oxides (NO,), and particulate matter (PM). Also ready is a new generation of technologies that can produce electricity and other commodities, such as steam and synthetic gas, and provide efficiencies and environmental performance responsive to global climate change concerns. The CCT Program took a pollution prevention approach as well, demonstrating technologies that remove pollutants or their precursors from coal-based fuels before combustion. Finally, new technologies were introduced into the major coal-based industries, such as steel production, to enhance environmental performance. Thanks in part to the CCT Program, coal--abundant, secure, and economical--can continue in its role as a key component in the U.S. and world energy markets. The CCT Program also has global importance in providing clean, efficient coal-based technology to a burgeoning energy market in developing countries largely dependent on coal. Based on 1997 data, world energy consumption is expected to increase 60 percent by 2020, with almost half of the energy increment occurring in developing Asia (including China and India). By 2020, energy consumption in developing Asia is projected to surpass consumption in North America. The energy form contributing most to the growth is electricity, as developing Asia establishes its energy infrastructure. Coal, the predominant indigenous fuel, in that region will be the fuel of choice in electricity production. The CCTs offer a means to mitigate potential environmental problems associated with unprecedented energy growth, and to enhance the U.S. economy through foreign equipment sales and engineering services.

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ?

    SciTech Connect (OSTI)

    Roberts, Barry L.

    2015-03-01

The U.S. Strategic Petroleum Reserve (SPR) has an increasing reliance on mul t i - arm caliper surveys to assess the integrity of casing for cavern access wells and to determine priorities for casing remediation. Multi - arm caliper (MAC) surveys provide a view of well casing deformation by reporting radial measurements of the inner cas ing wall as the tool is drawn through the casing. Over the last several years the SPR has collected a large number of modern MAC surveys. In total, these surveys account for over 100 million individual measurements. The surveys were collected using diff ering survey vendors and survey hardware. This has resulted in a collection of disparate data sets which confound attempts to make well - to - well or time - dependent evaluations. In addition, the vendor supplied MAC interpretations often involve variables wh ich are not well defined or which may not be applicable to casings for cavern access wells. These factors reduce the usability of these detailed data sets. In order to address this issue and provide an independent analysis of multi - arm caliper survey data, Sandia National Labs has developed processing techniques and analysis variables which allow for the comparison of MAC survey data regardless of the source of the survey data. These techniques use the raw radial arm information and newly developed analysis variables to assess the casing status and provide a means for well - to - well and time - dependent analyses. Well - to - well and t ime - dependent investigation of the MAC survey data provide s information to prioritize well remediation activities and identify wells with integrity issues. This paper presents the challenges in using disparate MAC survey data, techniques developed to address these challenges and some o f the insights gained from these new techniques.

The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

  9. IMAGING-BASED OPTICAL CALIPER FOR OBJECTS IN HOT MANUFACTURING PROCESSES

    SciTech Connect (OSTI)

    Huang, Howard

    2013-04-03

OG Technologies, Inc. (OGT), in conjunction with its industrial and academic partners, proposes to develop an â??Imaging-Based Optical Caliper (hereafter referred to as â??OCâ?) for Objects in Hot Manufacturing Processesâ?. The goal is to develop and demonstrate the OC with the synergy of OGTâ??s current technological pool and other innovations to provide a light weight, robust, safe and accurate portable dimensional measurement device for hot objects with integrated wireless communication capacity to enable real time process control. The technical areas of interest in this project are the combination of advanced imaging, Sensor Fusion, and process control. OGT believes that the synergistic interactions between its current set of technologies and other innovations could deliver products that are viable and have high impact in the hot manufacture processes, such as steel making, steel rolling, open die forging, and glass industries, resulting in a new energy efficient control paradigm in the operations through improved yield, prolonged tool life and improved quality. In-line dimension measurement and control is of interest to the steel makers, yet current industry focus is on the final product dimension only instead of whole process due to the limit of man power, system cost and operator safety concerns. As sensor technologies advances, the industry started to see the need to enforce better dimensional control throughout the process, but lack the proper tools to do so. OGT along with its industrial partners represent the indigenous effort of technological development to serve the US steel industry. The immediate market that can use and get benefited from the proposed OC is the Steel Industry. The deployment of the OC has the potential to provide benefits in reduction of energy waste, CO2 emission, waste water amount, toxic waste, and so forth. The potential market after further expended function includes Hot Forging and Freight Industries. The OC prototypes were fabricated, and were progressively tested on-site in several steel mill and hot forging facilities for evaluation. Software refinements and new calibration procedures were also carried out to overcome the discovered glitches. Progress was presented to the hot manufacture facilities worldwide. Evidence showed a great interest and practical need for this product. OGT is in the pilot commercialization mode for this new development. The R&D team also successfully developed a 3D measurement function with no additional investment of hardware or equipment to measure low or room temperature object dimensions. Several tests were conducted in the reality environment to evaluate the measurement results. This new application will require additional development in product design.

    SciTech Connect (OSTI)

Poplawski, Michael E.; Royer, Michael P.; Brown, Charles C.

    2014-12-31

Three samples of 40 of the Series 20 PAR38 lamps underwent multi-stress testing, whereby samples were subjected to increasing levels of simultaneous thermal, humidity, electrical, and vibrational stress. The results do not explicitly predict expected lifetime or reliability, but they can be compared with one another, as well as with benchmark conventional products, to assess the relative robustness of the product designs. On average, the 32 LED lamp models tested were substantially more robust than the conventional benchmark lamps. As with other performance attributes, however, there was great variability in the robustness and design maturity of the LED lamps. Several LED lamp samples failed within the first one or two levels of the ten-level stress plan, while all three samples of some lamp models completed all ten levels. One potential area of improvement is design maturity, given that more than 25% of the lamp models demonstrated a difference in failure level for the three samples that was greater than or equal to the maximum for the benchmarks. At the same time, the fact that nearly 75% of the lamp models exhibited better design maturity than the benchmarks is noteworthy, given the relative stage of development for the technology.

    2012-03-01

This fact sheet is an overview of the U.S. Department of Energy's Building Technologies program. Buildings use more energy than any other sector of the U.S. economy? In fact, buildings consume more than 70% of the electricity and more than 50% of the natural gas Americans use. That's why the U.S. Department of Energy's (DOE's) Building Technologies Program (BTP) is working to improve building energy performance through high-impact research, out-reach, and regulatory efforts. These efforts will result in affordable, high-performance homes and commercial buildings. These grid-connected buildings will be more energy efficient than today's typical buildings, with renewable energy providing a portion of the power needs. They will combine energy-smart 'whole building' design and construction, appliances and equipment that minimize plug loads, and cost-effective photovoltaics or other on-site energy systems.

  9. DOE CALiPER Program, Report 20.1 Subjective Evaluation of Beam Quality, Shadow Quality, and Color Quality for LED PAR38 Lamps

    SciTech Connect (OSTI)

Royer, Michael P.; Poplawski, Michael E.; Miller, Naomi J.

    2013-10-01

This report focuses on human-evaluated characteristics, including beam quality, shadow quality, and color quality. Using a questionnaire that included rank ordering, opinions on 27 of the Report 20 PAR38 lamps were gathered during a demonstration event for members of the local Illuminating Engineering Society (IES) chapter. This was not a rigorous scientific experiment, and the data should not be extrapolated beyond the scope of the demonstration. The results suggest that many of the LED products compared favorably to halogen PAR38 benchmarks in all attributes considered. LED lamps using a single-emitter design were generally preferred for their beam quality and shadow quality, and the IES members ranking of color quality did not always match the rank according to the color rendering index (CRI).

  10. DOE CALiPER Program, Report 21.2: Linear (T8) LED Lamp Performance in Five Types of Recessed Troffers

    SciTech Connect (OSTI)

Miller, Naomi J.; Perrin, Tess E.; Royer, Michael P.; Wilkerson, Andrea M.; Beeson, Tracy A.

    2014-05-20

Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

  17. Wind Energy Ordinances (Fact Sheet)

    SciTech Connect (OSTI)

    Not Available

    2010-08-01

Due to increasing energy demands in the United States and more installed wind projects, rural communities and local governments with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

  1. CALiPER Retail Lamps Study RRL3.2 Lumen and Chromaticity Maintenance of LED A lamps Operated in Steady-State Conditions

    SciTech Connect (OSTI)

Royer, Michael P.; McCullough, Jeffrey J.; Tucker, Joseph C.

    2014-12-01

The lumen depreciation and color shift of 17 different A lamps (15 LED, 1 CFL, 1 halogen) was monitored in the automated long-term test apparatus (ALTA) for more than 7,500 hours. Ten samples of each lamp model were tested, with measurements recorded on a weekly basis. The lamps were operated continuously at an ambient temperature of 45°C (-1°C). Importantly, the steady-state test conditions were not optimized for inducing catastrophic failure for any of the lamp technologies—to which thermal cycling is a strong contributor— and are not typical of normal use patterns—which usually include off periods where the lamp cools down. Further, the test conditions differ from those used in standardized long-term test methods (i.e., IES LM-80, IES LM-84), so the results should not be directly compared. On the other hand, the test conditions are similar to those used by ENERGY STAR (when elevated temperature testing is called for). Likewise, the conditions and assumptions used by manufacturers to generated lifetime claims may vary; the CALiPER long-term data is informative, but cannot necessarily be used to discredit manufacturer claims. The test method used for this investigation should be interpreted as one more focused on the long-term effects of elevated temperature operation, at an ambient temperature that is not uncommon in luminaires. On average, the lumen maintenance of the LED lamps monitored in the ALTA was better than benchmark lamps, but there was considerable variation from lamp model to lamp model. While three lamp models had average lumen maintenance above 99% at the end of the study period, two products had average lumen maintenance below 65%, constituting a parametric failure. These two products, along with a third, also exhibited substantial color shift, another form of parametric failure. While none of the LED lamps exhibited catastrophic failure—and all of the benchmarks did—the early degradation of performance is concerning, especially with a new technology trying to build a reputation with consumers. Beyond the observed parametric failures nearly half of the products failed to meet early-life thresholds for lumen maintenance, which were borrowed from ENERGY STAR specifications. That is, the lumen maintenance was sufficiently low at 6,000 hours that seven of the products are unlikely to have lumen maintenance above 70% at their rated lifetime (which was usually 25,000 hours). Given the methods used for this investigation—most notably continuous operation—the results should not be interpreted as indicative of a lamp’s performance in a typical environment. Likewise, these results are not directly relatable to manufacturer lifetime claims. This report is best used to understand the variation in LED product performance, compare the robustness of LED lamps and benchmark conventional lamps, and understand the characteristics of lumen and chromaticity change. A key takeaway is that the long-term performance of LED lamps can vary greatly from model to model (i.e., the technology is not homogenous), although the lamp-to-lamp consistency within a given model is relatively good. Further, operation of LED lamps in an enclosed luminaire (or otherwise in high ambient temperatures), can induce parametric failure of LEDs much earlier than their rated lifetime; manufacturer warnings about such conditions should be followed if performance degradation is unacceptable.

The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.
