  3. Energy efficiency in California laboratory-type facilities

    The central aim of this project is to provide knowledge and tools for increasing the energy efficiency and performance of new and existing laboratory-type facilities in California. We approach the task along three avenues: (1) identification of current energy use and savings potential, (2) development of a {ital Design guide for energy- Efficient Research Laboratories}, and (3) development of a research agenda for focused technology development and improving out understanding of the market. Laboratory-type facilities use a considerable amount of energy resources. They are also important to the local and state economy, and energy costs are a factor in the overall competitiveness of industries utilizing laboratory-type facilities. Although the potential for energy savings is considerable, improving energy efficiency in laboratory-type facilities is no easy task, and there are many formidable barriers to improving energy efficiency in these specialized facilities. Insufficient motivation for individual stake holders to invest in improving energy efficiency using existing technologies as well as conducting related R&D is indicative of the ``public goods`` nature of the opportunity to achieve energy savings in this sector. Due to demanding environmental control requirements and specialized processes, laboratory-type facilities epitomize the important intersection between energy demands in the buildings sector and the industrial sector. Moreover, given the high importance and value of the activities conducted in laboratory-type facilities, they represent one of the most powerful contexts in which energy efficiency improvements stand to yield abundant non-energy benefits if properly applied.

  4. DECOMMISSIONING AND ENVRIONMENTAL CLEANUP OF SMALL ARMS TRAINING FACILITY

    USDOE performed a (CERCLA) non-time critical removal (NTCR) action at the Small Arms Training Area (SATA) Site Evaluation Area (SEA) located at the Savannah River Site (SRS), in Aiken, South Carolina. From 1951 to May 2010, the SATA was used as a small weapons practice and qualifying firing range. The SATA consisted of 870.1 ha (2,150 ac) of woodlands and open field, of which approximately 2.9 ha (7.3 ac) were used as a firing range. The SATA facility was comprised of three small arms ranges (one static and two interactive), storage buildings for supplies, a weapons cleaning building, and a control building. Additionally, a 113- m (370-ft) long earthen berm was used as a target backstop during live-fire exercises. The berm soils accumulated a large amount of spent lead bullets in the berm face during the facilities 59- years of operation. The accumulation of lead was such that soil concentrations exceeded the U.S. Environmental Protection Agency (USEPA) residential and industrial worker regional screening levels (RSLs). The RSL threshold values are based on standardized exposure scenarios that estimate contaminant concentrations in soil that the USEPA considers protective of humans over a lifetime. For the SATA facility, lead was present in soil at concentrations that exceed both the current residential (400 mg/kg) and industrial (800 mg/kg) RSLs. In addition, the concentration of lead in the soil exceeded the Toxicity Characteristic Leaching Procedure (TCLP) (40 Code of Federal Regulations [CFR] 261.24) regulatory limit. The TCLP analysis simulates landfill conditions and is designed to determine the mobility of contaminants in waste. In addition, a principal threat source material (PTSM) evaluation, human health risk assessment (HHRA), and contaminant migration (CM) analysis were conducted to evaluate soil contamination at the SATA SEA.     New problems have arisen over the ability to wheel power from decentralized cogeneration and small generation sources between electric utilities or between industrial facilities within a common geographical area. This article explores the historical and current positions of the Federal Power Commission, now the Federal Energy Regulatory Commission (FERC) as it has interpreted its authority under Part II of the Federal Power Act to order the wheeling of electric power. The authors also outline and discuss related antitrust issues which often arise within the context of wheeling and the possibilities of recognizing potential antitrust violations as a factor in promoting wheeling arrangements. Concluding that Congress will not address the issue, they recommend the negotiation of wheeling rates by project sponsors to introduce flexibility and avoid more regulation and costly antitrust litigation. 21 references.

  2. The net utility revenue impact of small power producing facilities operating under spot pricing policies

    The National Energy Act, in general, and Section 210 of the Public Utilities Regulatory Policies Act (PURPA) of 1978 in particular, have dramatically stimulated increasing levels of independent non-utility power generation. As these levels of independent non-utility power generation increase, the electric utility is subjected to new and significant operational and financial impacts. One important concern is the net revenue impact on the utility which is the focus of the research discussed in this thesis and which is inextricably intertwined with the operational functions of the utility system. In general, non-utility generation, and specifically, cogeneration, impact utility revenues by affecting the structure and magnitude of the system load, the scheduling of utility generation, and the reliability of the composite system. These effects are examined by developing a comprehensive model non-utility independent power producing facilities, referenced as Small Power Producing Facilities, a cash-flow-based corporate model of the electric utility, a thermal plant based generation scheduling algorithm, and a system reliability evaluation. All of these components are integrated into an iterative closed loop solution algorithm to both assess and enhance the net revenue. In this solution algorithm, the spot pricing policy of the utility is the principal control mechanism in the process and the system reliability is the primary procedural constraint. A key issue in reducing the negative financial impact of non-utility generation is the possibility of shutting down utility generation units given sufficient magnitudes of non-utility generation in the system. A case study simulating the financial and system operations of the Georgia Power Company with representative cogeneration capacity and individual plant characteristics is analyzed in order to demonstrate the solution process.

    This paper describes the development and commissioning tests of the new Clarkson University/Center for Evaluation of Clean Energy Technology Blade Test Facility.     Gold that is brought from artisanal and small-scale gold mining areas to gold shops for processing and sale typically contains 5-40% mercury. The uncontrolled removal of the residual mercury in gold shops by using high-temperature evaporation can be a significant source of mercury emissions in urban areas where the shops are located. Emissions from gold shop hoods during a burn can exceed 1,000 mg/m{sup 3}. Because the saturation concentration of mercury vapor at operating temperatures at the hood exhaust is less than 100 mg/m{sup 3}, the dominant component of the exhaust is in the form of aerosol or liquid particles. The U.S. Environmental Protection Agency (EPA), with technical support from Argonne National Laboratory (Argonne), has completed a project to design and test a technology to remove the dominant aerosol component in the emissions from gold shops. The objective was to demonstrate a technology that could be manufactured at low cost and by using locally available materials and manufacturing capabilities. Six prototypes designed by Argonne were locally manufactured, installed, and tested in gold shops in Itaituba and Creporizao, Brazil. The initial prototype design incorporated a pebble bed as the media for collecting the mercury aerosols, and a mercury collection efficiency of over 90% was demonstrated. Though achieving high efficiencies, the initial prototype was determined to have practical disadvantages such as excessive weight, a somewhat complex construction, and high costs (>US$1,000). To further simplify the construction, operation, and associated costs, a second prototype design was developed in which the pebble bed was replaced with slotted steel baffle plates. The system was designed to have flexibility for installation in various hood configurations.   13. A RARE EARLY-TYPE STAR REVEALED IN THE WING OF THE SMALL MAGELLANIC CLOUD

    Sk 183 is the visually brightest star in the N90 nebula, a young star-forming region in the Wing of the Small Magellanic Cloud (SMC). We present new optical spectroscopy from the Very Large Telescope which reveals Sk 183 to be one of the most massive O-type stars in the SMC. Classified as an O3-type dwarf on the basis of its nitrogen spectrum, the star also displays broadened He I absorption, which suggests a later type. We propose that Sk 183 has a composite spectrum and that it is similar to another star in the SMC, MPG 324. This brings the number of rare O2- and O3-type stars known in the whole of the SMC to a mere four. We estimate physical parameters for Sk 183 from analysis of its spectrum. For a single-star model, we estimate an effective temperature of 46 {+-} 2 kK, a low mass-loss rate of {approx}10{sup -7} M{sub Sun} yr{sup -1}, and a spectroscopic mass of 46{sup +9}{sub -8} M{sub Sun} (for an adopted distance modulus of 18.7 mag to the young population in the SMC Wing). An illustrative binary model requires a slightly hotter temperature ({approx}47.5 kK) for the primary component. In either scenario, Sk 183 is the earliest-type star known in N90 and will therefore be the dominant source of hydrogen-ionizing photons. This suggests Sk 183 is the primary influence on the star formation along the inner edge of the nebula.

    We present a distance determination to the Small Magellanic Cloud (SMC) based on an analysis of four detached, long-period, late-type eclipsing binaries discovered by the Optical Gravitational Lensing Experiment (OGLE) survey. The components of the binaries show negligible intrinsic variability. A consistent set of stellar parameters was derived with low statistical and systematic uncertainty. The absolute dimensions of the stars are calculated with a precision of better than 3%. The surface brightness-infrared color relation was used to derive the distance to each binary. The four systems clump around a distance modulus of (m – M) = 18.99 with a dispersion of only 0.05 mag. Combining these results with the distance published by Graczyk et al. for the eclipsing binary OGLE SMC113.3 4007, we obtain a mean distance modulus to the SMC of 18.965 ± 0.025 (stat.) ± 0.048 (syst.) mag. This corresponds to a distance of 62.1 ± 1.9 kpc, where the error includes both uncertainties. Taking into account other recent published determinations of the SMC distance we calculated the distance modulus difference between the SMC and the Large Magellanic Cloud equal to 0.458 ± 0.068 mag. Finally, we advocate μ{sub SMC} = 18.95 ± 0.07 as a new 'canonical' value of the distance modulus to this galaxy.

    Since the 1960's, the Department of Transportation Specification (DOT Spec) 6M packages have been used extensively for transportation of Type B quantities of radioactive materials between Department of Energy (DOE) facilities, laboratories, and productions sites. However, due to the advancement of packaging technology, the aging of the 6M packages, and variability in the quality of the packages, the DOT implemented a phased elimination of the 6M specification packages (and other DOT Spec packages) in favor of packages certified to meet federal performance requirements. DOT issued the final rule in the Federal Register on October 1, 2004 requiring that use of the DOT Specification 6M be discontinued as of October 1, 2008. A main driver for the change was the fact that the 6M specification packagings were not supported by a Safety Analysis Report for Packaging (SARP) that was compliant with Title 10 of the Code of Federal Regulations part 71 (10 CFR 71). Therefore, materials that would have historically been shipped in 6M packages are being identified as contents in Type B (and sometimes Type A fissile) package applications and addenda that are to be certified under the requirements of 10 CFR 71.     The objective of this paper study is to provide guidance on the impact of Monosodium Titanate (MST) and Crystalline Silicotitanate (CST) streams from the Small Column Ion Exchange (SCIX) process on the Defense Waste Processing Facility (DWPF) flowsheet and glass waste form. A series of waste processing scenarios was evaluated, including projected compositions of Sludge Batches 8 through 17 (SB8 through SB17), MST additions, CST additions to Tank 40 or to a sludge batch preparation tank (Tank 42 or Tank 51, referred to generically as Tank 51 in this report), streams from the Salt Waste Processing Facility (SWPF), and two canister production rates. A wide array of potential glass frit compositions was used to support this assessment. The sludge and frit combinations were evaluated using the predictive models in the current DWPF Product Composition Control System (PCCS). The results were evaluated based on the number of frit compositions available for a particular sludge composition scenario. A large number of candidate frit compositions (e.g., several dozen to several hundred) is typically a good indicator of a sludge composition for which there is flexibility in forming an acceptable waste glass and meeting canister production rate commitments. The MST and CST streams will significantly increase the concentrations of certain components in glass, such as Nb{sub 2}O{sub 5}, TiO{sub 2}, and ZrO{sub 2}, to levels much higher than have been previously processed at DWPF. Therefore, several important assumptions, described in detail in the report, had to be made in performing the evaluations. The results of the paper studies, which must be applied carefully given the assumptions made concerning the impact of higher Ti, Zr, and Nb concentrations on model validity, provided several observations: (1) There was difficulty in identifying a reasonable number of candidate frits (and in some cases an inability to identify any candidate frits) when a waste loading of 40% is

    Nanolime and a phosphate-based chelating agent were used to synthesize B-type carbonated apatite. Developed Rietveld refinement strategies allowed one to determine process yield, product crystallinity as well as structural (unit cell) and microstructural (size, strain) parameters. The effect of synthesis temperature (20–60 °C) as well as Ca/P ratio (1.5–2.5) and solid content (10–30 wt%) of the starting batch on these properties were investigated. FTIR, TEM and gas adsorption data provided supporting evidence. The process yield was 42–60 wt% and found to be governed by the Ca/P ratio. The purified products had high specific surface area (107–186 m{sup 2}/g) and crystallinity (76–97%). The unit cell parameters, correlated to the degree of structural carbonate, were sensitive to the Ca/P ratio. Instead, temperature governed the microstructural parameters. Less strained and larger crystals were obtained at higher temperatures.     The calculation for the optics of the synchrotron radiation small and wide angle x-ray scattering beamline, currently under construction at SESAME is described. This beamline is based on a cylindrically bent germanium (111) single crystal with an asymmetric cut of 10.5 deg., followed by a 1.2 m long rhodium coated plane mirror bent into a cylindrical form. The focusing properties of bent asymmetrically cut crystals have not yet been studied in depth. The present paper is devoted to study of a particular application of a bent asymmetrically cut crystal using ray tracing simulations with the SHADOW code. These simulations show that photon fluxes of order of 1.09x10{sup 11} photons/s will be available at the experimental focus at 8.79 keV. The focused beam dimensions will be 2.2 mm horizontal full width at half maximum (FWHM) by 0.12 mm vertical (FWHM).

    This report summarizes the approach that ORNL developed for screening a sample set of US Department of Defense (DOD) military base sites and DOE sites for possible powering with an SMR; the methodology employed, including spatial modeling; and initial results for several sample sites. The objective in conducting this type of siting evaluation is demonstrate the capability to characterize specific DOD and DOE sites to identify any particular issues associated with powering the sites with an SMR using OR-SAGE; it is not intended to be a definitive assessment per se as to the absolute suitability of any particular site.

    Modes of downstream passage (penstock, spillway, diversion chute) by Atlantic salmon (Salmo salar) smolts were monitored using radio telemetry to assess the effectiveness of an angled trash rack/fish bypass structure at a small hydroelectric dam on the Boquet River, New York. Telemetry of 170 Atlantic salmon smolts and visual observations of stocked smolts were used to determine aspects of Atlantic salmon outmigration behavior. Smolts initiated mass migrations after river temperatures reached or exceeded 10/sup 0/C. Many radio-tagged smolts interrupted movements upon reaching ponded waters and/or the dam. River flow did not (P > .05) affect the frequency of migratory movements, passages, or rate of movement. Migrations were of approximately 30 days duration. Passages at the dam occurred primarily at night (61%) with diurnal passages (17%) and crepuscular passages (17%) of secondary importance. Timing of 5% of the passages was undetermined. All passages which occurred when angled trash racks were in place were through the bypass or over the spillway. Six (6) passages occurred when trash racks perpendicular to the penstock were in place: 3 of these were penstock passages. The angled trash rack and bypass structure served to reduce entrainment.

    In nature, cells perform a variety of complex functions such as sensing, catalysis, and energy conversion which hold great potential for biotechnological device construction. However, cellular sensitivity to ex vivo environments necessitates development of bio–nano interfaces which allow integration of cells into devices and maintain their desired functionality. In order to develop such an interface, the use of a novel Sol-Generating Chemical Vapor into Liquid (SG-CViL) deposition process for whole cell encapsulation in silica was explored. In SG-CViL, the high vapor pressure of tetramethyl orthosilicate (TMOS) is utilized to deliver silica into an aqueous medium, creating a silica sol. Cells are then mixed with the resulting silica sol, facilitating encapsulation of cells in silica while minimizing cell contact with the cytotoxic products of silica generating reactions (i.e. methanol), and reduce exposure of cells to compressive stresses induced from silica condensation reactions. Using SG-CVIL, Saccharomyces cerevisiae (S. cerevisiae) engineered with an inducible beta galactosidase system were encapsulated in silica solids and remained both viable and responsive 29 days post encapsulation. By tuning SG-CViL parameters, thin layer silica deposition on mammalian HeLa and U87 human cancer cells was also achieved. Furthermore, the ability to encapsulate various cell types in either a multi cell (S. cerevisiae) or a thin layer (HeLa and U87 cells) fashion shows the promise of SG-CViL as an encapsulation strategy for generating cell–silica constructs with diverse functions for incorporation into devices for sensing, bioelectronics, biocatalysis, and biofuel applications.

    The authors present a detailed consideration of the energy flows entering a building space and the effect of random measurement errors on determining fenestration performance. Estimates of error magnitudes are made for a passive test cell; they show that a more accurate test facility is needed for reliable measurements on fenestration systems with thermal resistance 2-10 times that of single glazing or with shading coefficients less than 0.7. A test facility of this type, built at Lawrence Berkeley Laboratory, is described. The effect of random errors in this facility is discussed and computer calculations of its performance are presented. The discussion shows that, for any measurement facility, random errors are most serious in nighttime measurements, and systematic errors are most important in daytime measurements. It is concluded that, for this facility, errors from both sources should be small.

    Protein kinase A (PKA) is ubiquitously expressed and is responsible for regulating many important cellular functions in response to changes in intracellular cAMP concentrations. Moreover, the PKA holoenzyme is a tetramer (R2:C2), with a regulatory subunit homodimer (R2) that binds and inhibits two catalytic (C) subunits; binding of cAMP to the regulatory subunit homodimer causes activation of the catalytic subunits. Four different R subunit isoforms exist in mammalian cells, and these confer different structural features, subcellular localization, and biochemical properties upon the PKA holoenzymes they form. The holoenzyme containing RIIβ is structurally unique in that the type IIβ holoenzyme ismore » much more compact than the free RIIβ homodimer. We have used small angle x-ray scattering and small angle neutron scattering to study the solution structure and subunit organization of a holoenzyme containing an RIIβ C-terminal deletion mutant (RIIβ(1–280)), which is missing the C-terminal cAMP-binding domain to better understand the structural organization of the type IIβ holoenzyme and the RIIβ domains that contribute to stabilizing the holoenzyme conformation. These results demonstrate that compaction of the type IIβ holoenzyme does not require the C-terminal cAMP-binding domain but rather involves large structural rearrangements within the linker and N-terminal cyclic nucleotide-binding domain of the RIIβ homodimer. The structural rearrangements are significantly greater than seen previously with RIIα and are likely to be important in mediating short range and long range interdomain and intersubunit interactions that uniquely regulate the activity of the type IIβ isoform of PKA.« less

    The focus of the workshop was on higher education facilities because college and university campuses are an important market for lighting products and they use almost every kind of luminaire on the market. This workshop was seen as a chance for SSL manufacturers large and small to get the inside scoop from a group of people that specify, pay for, install, use, maintain, and dispose of lighting systems for nearly every type of application. Workshop attendees explored the barriers to SSL adoption, the applications where SSL products could work better than existing technologies, and where SSL luminaires are currently falling short. This report summarizes the Workshop activities and presentation highlights.
