    The central aim of this project is to provide knowledge and tools for increasing the energy efficiency and performance of new and existing laboratory-type facilities in California. We approach the task along three avenues: (1) identification of current energy use and savings potential, (2) development of a {ital Design guide for energy- Efficient Research Laboratories}, and (3) development of a research agenda for focused technology development and improving out understanding of the market. Laboratory-type facilities use a considerable amount of energy resources. They are also important to the local and state economy, and energy costs are a factor in the overall competitiveness of industries utilizing laboratory-type facilities. Although the potential for energy savings is considerable, improving energy efficiency in laboratory-type facilities is no easy task, and there are many formidable barriers to improving energy efficiency in these specialized facilities. Insufficient motivation for individual stake holders to invest in improving energy efficiency using existing technologies as well as conducting related R&D is indicative of the ``public goods`` nature of the opportunity to achieve energy savings in this sector. Due to demanding environmental control requirements and specialized processes, laboratory-type facilities epitomize the important intersection between energy demands in the buildings sector and the industrial sector. Moreover, given the high importance and value of the activities conducted in laboratory-type facilities, they represent one of the most powerful contexts in which energy efficiency improvements stand to yield abundant non-energy benefits if properly applied.

    A method and apparatus for measuring the total erosion rate and downstream transport of suspended and bedload sediments using an adjustable shear stress erosion and transport (ASSET) flume with a variable-depth sediment core sample. Water is forced past a variable-depth sediment core sample in a closed channel, eroding sediments, and introducing suspended and bedload sediments into the flow stream. The core sample is continuously pushed into the flow stream, while keeping the surface level with the bottom of the channel. Eroded bedload sediments are transported downstream and then gravitationally separated from the flow stream into one or more quiescent traps. The captured bedload sediments (particles and aggregates) are weighed and compared to the total mass of sediment eroded, and also to the concentration of sediments suspended in the flow stream.

    A 4-m-wide flume at the University of Tsukuba Environmental Research Center was used to simulate flow conditions near debris fans in bedrock gorges. Flow was constricted to 2 m by a semicircular obstruction. During the authors experiments (discharge = 600 L/sec; Froude number of constricted flow = 1) a zone of recirculating current extended 25-30 m downstream from the separation point at the constriction. The pattern and velocity of surface flow was determined using time-lapse photography; subsurface velocity was measured with a two-dimensional electromagnetic current meter. During 32-hr of run time, a fine, very coarse sand mixture was fed into the flow at a rate between 0.5-1 kg/sec. Oscillation ripples developed beneath the separation surface that bounds the recirculation zone, and upstream-migrating dunes and ripples developed within the recirculation zone upstream from the reattachment point. A mid-channel expansion bar was deposited downstream from the reattachment point. Sedimentation within the recirculation zone continued by vertical aggradation and by upstream migration of dunes and ripples. Sediments within the recirculation zone were areally sorted with the finest sediment deposited near the separation point. These patterns are consistent with field observations of bars along the Colorado River in the Grand Canyon.

Additional information is needed to rigorously assess the nature and magnitude of effects on individuals and populations, and to refine criteria for design of more fish-friendly hydrokinetic turbines. Evaluation of Fish Injury and Mortality Associated with Hydrokinetic Turbines Flume studies exposed fish to two hydrokinetic turbine designs to determine injury and survival rates and to assess behavioral responses. Also, a theoretical model developed for predicting strike probability and mortality of fish passing through conventional hydro turbines was adapted for use with hydrokinetic turbines and applied to the two designs evaluated during flume studies. The flume tests were conducted with the Lucid spherical turbine (LST), a Darrieus-type (cross flow) turbine, and the Welka UPG, an axial flow propeller turbine. Survival rates for rainbow trout tested with the LST were greater than 98% for both size groups and approach velocities evaluated. Turbine passage survival rates for rainbow trout and largemouth bass tested with the Welka UPG were greater than 99% for both size groups and velocities evaluated. Injury rates of turbine-exposed fish were low with both turbines and generally comparable to control fish. Video observations of the LST demonstrated active avoidance of turbine passage by a large proportion fish despite being released about 25 cm upstream of the turbine blade sweep. Video observations from behavior trials indicated few if any fish pass through the turbines when released farther upstream. The theoretical predictions for the LST indicated that strike mortality would begin to occur at an ambient current velocity of about 1.7 m/s for fish with lengths greater than the thickness of the leading edge of the blades. As current velocities increase above 1.7 m/s, survival was predicted to decrease for fish passing through the LST, but generally remained high (greater than

    Nanolime and a phosphate-based chelating agent were used to synthesize B-type carbonated apatite. Developed Rietveld refinement strategies allowed one to determine process yield, product crystallinity as well as structural (unit cell) and microstructural (size, strain) parameters. The effect of synthesis temperature (20–60 °C) as well as Ca/P ratio (1.5–2.5) and solid content (10–30 wt%) of the starting batch on these properties were investigated. FTIR, TEM and gas adsorption data provided supporting evidence. The process yield was 42–60 wt% and found to be governed by the Ca/P ratio. The purified products had high specific surface area (107–186 m{sup 2}/g) and crystallinity (76–97%). The unit cell parameters, correlated to the degree of structural carbonate, were sensitive to the Ca/P ratio. Instead, temperature governed the microstructural parameters. Less strained and larger crystals were obtained at higher temperatures. Long-term aging up to 6 months at 20 °C compensated for higher crystal growth kinetics at higher temperature. - Graphical abstract: Controlled synthesis of carbonated apatite at moderate temperatures using nanolime and sodiumhexametaphosphate as starting reagent. - Highlights: • Chemical synthesis of nano-sized apatite with tailored microstructure was performed. • Colloidal Ca(OH){sub 2} and a phosphorus-based chelating agents were used as reagents. • The method is simple and reproducible which facilitate industrial process scale-up. • Rietveld refinement strategies for product characterization were developed. • Rietveld analyses provided yield, microstructural and structure information.

    On April 2, 2002, a carpenter helping to erect shoring/scaffolding fell about 52” and struck his head. He sustained head injuries requiring hospitalization that exceeded the threshold for a Type B investigation in accordance with Department of Energy (DOE) Order 225.1A, Accident Investigation. The accident occurred at the DOE’s Savannah River Site (SRS) at the Tritium Extraction Facility (TEF) construction site.

These laboratories have opened these facilities to outside users within the scientific community to encourage cooperation between the laboratories and the private sector. The Guide features two types of facilities: designated user facilities and other research facilities. Designated user facilities are one-of-a-kind DOE facilities that are staffed by personnel with unparalleled expertise and that contain sophisticated equipment.     At approximately 0330 hours on April 8, 2003, a phase-to-phase arc blast occurred in the boiler electrical control panel at the Foster Wheeler Environmental Corporation (FWENC) Transuranic (TRU) Waste Processing Facility. The boiler was providing steam for the evaporator and was reportedly operating at about 10% of its capacity.

    On August 5, 2003, a release of plutonium-238 occurred in a storage room at the Plutonium Facility, Los Alamos National Laboratory, resulting in radiation doses to two workers in the room. The Accident Investigation Board concluded that the direct cause of the accident was the release of airborne contamination from a degraded package that contained cellulose material and plutonium-238 residues.

    In nature, cells perform a variety of complex functions such as sensing, catalysis, and energy conversion which hold great potential for biotechnological device construction. However, cellular sensitivity to ex vivo environments necessitates development of bio–nano interfaces which allow integration of cells into devices and maintain their desired functionality. In order to develop such an interface, the use of a novel Sol-Generating Chemical Vapor into Liquid (SG-CViL) deposition process for whole cell encapsulation in silica was explored. In SG-CViL, the high vapor pressure of tetramethyl orthosilicate (TMOS) is utilized to deliver silica into an aqueous medium, creating a silica sol. Cells are then mixed with the resulting silica sol, facilitating encapsulation of cells in silica while minimizing cell contact with the cytotoxic products of silica generating reactions (i.e. methanol), and reduce exposure of cells to compressive stresses induced from silica condensation reactions. Using SG-CVIL, Saccharomyces cerevisiae (S. cerevisiae) engineered with an inducible beta galactosidase system were encapsulated in silica solids and remained both viable and responsive 29 days post encapsulation. By tuning SG-CViL parameters, thin layer silica deposition on mammalian HeLa and U87 human cancer cells was also achieved. Furthermore, the ability to encapsulate various cell types in either a multi cell (S. cerevisiae) or a thin layer (HeLa and U87 cells) fashion shows the promise of SG-CViL as an encapsulation strategy for generating cell–silica constructs with diverse functions for incorporation into devices for sensing, bioelectronics, biocatalysis, and biofuel applications.

    Facility-level industrial combustion energy use is calculated from greenhouse gas emissions data reported by large emitters (>25,000 metric tons CO2e per year) under the U.S. EPA's Greenhouse Gas Reporting Program (GHGRP, https://www.epa.gov/ghgreporting). The calculation applies EPA default emissions factors to reported fuel use by fuel type. Additional facility information is included with calculated combustion energy values, such as industry type (six-digit NAICS code), location (lat, long, zip code, county, and state), combustion unit type, and combustion unit name. Further identification of combustion energy use is provided by calculating energy end use (e.g., conventional boiler use, co-generation/CHP use, process heating, other facility support) by manufacturing NAICS code. Manufacturing facilities are matched by their NAICS code and reported fuel type with the proportion of combustion fuel energy for each end use category identified in the 2010 Energy Information Administration Manufacturing Energy Consumption Survey (MECS, http://www.eia.gov/consumption/manufacturing/data/2010/). MECS data are adjusted to account for data that were withheld or whose end use was unspecified following the procedure described in Fox, Don B., Daniel Sutter, and Jefferson W. Tester. 2011.
