    The Y-12 Analytical Chemistry Organization (ACO) Off-Site Union Valley Facility (Union Valley Facility) is managed by Babcock and Wilcox Technical Services Y-12, L.L.C. (B and W Y-12) through the Y-12 National Security Complex organization. Accordingly, the Y-12 Pollution Prevention Program encompasses the operations conducted at the Union Valley Facility.     The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

    A metal–organic framework (MOF) with helical channels has been constructed by bridging helical chain secondary building units with 2,6-di-p-carboxyphenyl-4,4'-bipyridine ligands. The activated MOF shows permanent porosity and gas adsorption selectivity. Remarkably, the MOF exhibits a facile transition from micro- to meso-porosity.

    Two well known Metal organic frameworks (MOF-5, NiDOBDC) were synthesized and studied for facile xenon capture and separation. Our results indicate the NiDOBDC adsorbs significantly more xenon than MOF-5, releases it more readily than activated carbon, and is more selective for Xe over Kr than activated carbon.

    Storage facilities for nuclear materials and weapons dismantlement facilities could have a large number of sensors with the potential for generating large amounts of data. Because of the anticipated complexity and diversity of the data, efficient automatic algorithms are necessary to make interpretations and ensure secure and safe operation. New, advanced safeguards systems are needed to process the information gathered from monitors and make interpretations that are in the best interests of the facility or agency. In this paper we present a conceptual design for software to assist with processing these large quantities of data from storage facilities.

    The purpose of this research was to evaluate the emissions of volatile and semi-volatile compounds which are constituents of a complex creosote waste from laboratory simulations of a land treatment system to assess the potential human exposure to hazardous compounds from this source. In addition, the Thibodeaux-Hwang Air Emission Release Rate (AERR) model was evaluated for its use in predicting emission rates of hazardous constituents of creosote wood preservative waste from land treatment facilities. A group of hazardous volatile and semi-volatile constituents present in the creosote waste was selected for evaluation in this study and included a variety of polynuclear aromatic hydrocarbons (PNA's), phenol, and chlorinated and substituted phenols.

    This study presents the results of volatile organic compound (VOC) and particulate emission surveys performed at three Air Force painting facilities. The three facilities -- one in McClellan AFB buildings 655 and two at Travis AFB in buildings 550 and 1014 -- did not meet local VOC emission standards. The possibility of reducing these emissions with recirculation modifications and various VOC reduction and control strategies is discussed. Although VOC emissions from paint spray booths can be controlled by add-on control systems, control is expensive for present air flow rates. The use of air recirculation within the spray booth can reduce the cost of VOC emission controls by reducing the quantity of air that requires processing. Recirculation systems were designed for two of the painting facilities included in this study. In designing the systems, various criteria such as paint booth VOC concentrations and health and safety standards were considered. Add-on VOC emission-control systems that can be used in conjunction with the recirculation system are evaluated. The devices of interest are a solvent incineration system and an activated-carbon adsorption bed. The VOC removal efficiency, initial capital investment and operating costs for both of these technologies are discussed.

    We have successfully used a highly efficient copper-catalyzed "click" reaction for the synthesis of a new series of hexacarboxylic acid linkers with varying sizes for the construction of isoreticular (3,24)-connected metal-organic frameworks (MOFs)-namely, NU-138, NU-139, and NU-140. One of these MOFs, NU-140, exhibits a gravimetric methane uptake of 0.34 g/g at 65 bar and 298 K, corresponding to almost 70% of the DOE target (0.5 g/g), and has a working capacity (deliverable amount between 65 and 5 bar) of 0.29 g/g, which translates into a volumetric working capacity of 170 cc(STP)/cc. These values demonstrate that NU-140 performs well for methane storage purposes, from both a gravimetric and a volumetric point of view. Adsorption of CO2 and H-2 along with simulated isotherms are also reported.

    The Surplus Facilities Management Program (SFMP) at Oak Ridge National Laboratory (ORNL) is part of the Department of Energy`s (DOE) National SFMP, administered by the Richland Operations Office. This program was established to provide for the management of DOE surplus radioactively contaminated facilities from the end of their operating life until final facility disposition is completed. As part of this program, the ORNL SFMP oversees some 76 individual surplus facilities, ranging in complexity from abandoned waste storage tanks to large experimental reactors. The ORNL SFMP has prepared this Long Range Plan to outline the long-term management strategy for those facilities included in the program. The primary objective of this plan are to: (1) develop a base of information for each ORNL SFMP facility, (2) conduct preliminary decommissioning analyses to identify feasible alternatives, (3) assess the current and future risk of each facility, (4) establish a priority list for the decommissioning projects, and (5) integrate the individual project costs and schedules into an overall program schedule and cost estimate for the ORNL site. The Long Range Plan also provides an overview of the ORNL SFMP management structure, specifies the decommissioning criteria to be employed, and identifies special technical problems, research and development needs, and special facilities and equipment that may be required for decommissioning operations.

    On January 27, 2010 the City of North Little Rock, Arkansas received notification of the awarding of a Department of Energy (DOE) grant totaling $450,000 in funding from the American Recovery and Reinvestment Act (ARRA) under the Project Title: Recovery Act: Hydroelectric Facility Improvement Project – Automated Intake Clearing Equipment and Materials Management. The purpose of the grant was for improvements to be made at the City’s hydroelectric generating facility located on the Arkansas River. Improvements were to be made through the installation of an intake maintenance device (IMD) and the purchase of a large capacity wood grinder. The wood grinder was purchased in order to receive the tree limbs, tree trunks, and other organic debris that collects at the intake of the plant during high flow. The wood grinder eliminates the periodic burning of the waste material that is cleared from the intake and reduces any additional air pollution to the area. The resulting organic mulch has been made available to the public at no charge. Design discussion and planning began immediately and the wood grinder was purchased in July of 2010 and immediately put to work mulching debris that was gathered regularly from the intake of the facility. The mulch is currently available to the public for free. A large majority of the design process was spent in discussion with the Corps of Engineers to obtain approval for drawings, documents, and permits that were required in order to make changes to the structure of the powerhouse. In April of 2011, the City’s Project Engineer, who had overseen the application, resigned and left the City’s employ. A new Systems Mechanical Engineer was hired and tasked with overseeing the project. The transfer of responsibility led to a re-examination of the original assumptions and research upon which the grant proposal was based. At that point, the project went under review and a trip was booked for July 2011 to visit facilities that currently

    In July 2003, the Department of Energy's Office of Biological and Environmental Research designated the Atmospheric Radiation Measurement sites as National User Facilities and renamed them the ARM Climate Research Facility (ACRF). As a result, the former ARM Cloud and Radiation Test bed (CART) sites are now collectively called Climate Research Sites. Part of the conditions associated with funding for ACRF is that the ARM program must attract new users. Located in Australia, and the island nations of Papua New Guinea and the Republic of Nauru, the three Tropical Western Pacific (TWP) research facilities offer unique scientific opportunities to prospective users. Although the locations of the facilities pose significant logistical challenges, particularly the two island sites, the TWP Office addresses these issues so that prospective users can focus on their research. The TWP Office oversees the operation of these sites by collaborating with the governments of Australia, Papua New Guinea, and the Republic of Nauru. Local observers are trained to effectively operate and maintain the facilities, and the state-side TWP Office offers supporting resources including daily instrument monitoring; equipment shipping, inventory tracking; customs coordination; and a readily deployable technical maintenance team at relatively minimal cost to prospective users. Satellite communications allow continuous, near-real time data from all three stations. The TWP Office also works diligently to maintain good local government and community relations with active outreach programs. This paper presents the TWP research facilities as the valuable resources they are to the scientific community.

    The Kauai Test Facility (KTF) is a Department of Energy rocket launch facility operated by Sandia National Laboratories. Originally it was constructed in support of the high altitude atmospheric nuclear test phase of operation Dominic in the early 1960's. Later, the facility went through extensive improvement and modernization to become an integral part of the Safeguard C readiness to resume nuclear testing program. Since its inception and build up, in the decade of the sixties and the subsequent upgrades of the seventies, range test activities have shifted from full scale test to emphasis on research and development of materials and components, and to making high altitude scientific measurements. Primarily, the facility is intended to be utilized in support of development programs at the DOE weapons laboratories, however, other organizations may make use of the facility on a non-interface basis. The physical components at KTF and their operation are described.

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.

    This Guide provides information on facilities at US Department of Energy (DOE) and other government laboratories that focus on research and development of energy efficiency and renewable energy technologies. These laboratories have opened these facilities to outside users within the scientific community to encourage cooperation between the laboratories and the private sector. The Guide features two types of facilities: designated user facilities and other research facilities. Designated user facilities are one-of-a-kind DOE facilities that are staffed by personnel with unparalleled expertise and that contain sophisticated equipment. Other research facilities are facilities at DOE and other government laboratories that provide sophisticated equipment, testing areas, or processes that may not be available at private facilities.     Studsvik has completed over four years of operation at its Erwin, TN facility. During this time period Studsvik processed over 3.3 million pounds (1.5 million kgs) of radioactive ion exchange bead resin, powdered filter media, and activated carbon, which comprised a cumulative total activity of 18,852.5 Ci (6.98E+08 MBq). To date, the highest radiation level for an incoming resin container has been 395 R/hr (3.95 Sv/h). The Studsvik Processing Facility (SPF) has the capability to safely and efficiently receive and process a wide variety of solid and liquid Low Level Radioactive Waste (LLRW) streams including: Ion Exchange Resins (IER), activated carbon (charcoal), graphite, oils, solvents, and cleaning solutions with contact radiation levels of up to 400 R/hr (4.0 Sv/h). The licensed and heavily shielded SPF can receive and process liquid and solid LLRWs with high water and/or organic content. This paper provides an overview of the last four years of commercial operations processing radioactive LLRW from commercial nuclear power plants. Process improvements and lessons learned will be discussed.

    Tonopah Test Range (TTR) in Nevada and Kauai Test Facility (KTF) in Hawaii are government-owned, contractor-operated facilities operated by Sandia Corporation (Sandia), a wholly owned subsidiary of Lockheed Martin Corporation. The U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA), through the Sandia Site Offi ce (SSO), in Albuquerque, NM, administers the contract and oversees contractor operations at TTR and KTF. Sandia manages and conducts operations at TTR in support of the DOE/NNSA’s Weapons Ordnance Program and has operated the site since 1957. Washington Group International subcontracts to Sandia in administering most of the environmental programs at TTR. Sandia operates KTF as a rocket preparation launching and tracking facility. This Annual Site Environmental Report (ASER) summarizes data and the compliance status of the environmental protection and monitoring program at TTR and KTF through Calendar Year (CY) 2007. The compliance status of environmental regulations applicable at these sites include state and federal regulations governing air emissions, wastewater effluent, waste management, terrestrial surveillance, and Environmental Restoration (ER) cleanup activities. Sandia is responsible only for those environmental program activities related to its operations. The DOE/NNSA/Nevada Site Offi ce (NSO) retains responsibility for the cleanup and management of ER TTR sites. Currently, there are no ER Sites at KTF. Environmental monitoring and surveillance programs are required by DOE Order 450.1, Environmental Protection Program (DOE 2007a) and DOE Manual 231.1-1A, Environment, Safety, and Health Reporting Manual (DOE 2007).
