    The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the U.S. Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needed by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. Documentation contained in the General Information Portion is broader in nature and could be used by multiple treatment, storage, and/or disposal units (e.g., the glossary provided in this report).

    This document is intended to act as a baseline source material for risk assessments which can be used in Environmental Assessments and Environmental Impact Statements. The current Radioactive Liquid Waste Treatment Facility (RLWTF) does not meet current General Design Criteria for Non-reactor Nuclear Facilities and could be shut down affecting several DOE programs. This Biological Information Document summarizes various biological studies that have been conducted in the vicinity of new Proposed RLWTF site and an Alternative site. The Proposed site is located on Mesita del Buey, a mess top, and the Alternative site is located in Mortandad Canyon. The Proposed Site is devoid of overstory species due to previous disturbance and is dominated by a mixture of grasses, forbs, and scattered low-growing shrubs. Vegetation immediately adjacent to the site is a pinyon-juniper woodland. The Mortandad canyon bottom overstory is dominated by ponderosa pine, willow, and rush. The south-facing slope was dominated by ponderosa pine, mountain mahogany, oak, and muhly. The north-facing slope is dominated by Douglas fir, ponderosa pine, and oak. Studies on wildlife species are limited in the vicinity of the proposed project and further studies will be necessary to accurately identify wildlife populations and to what extent they utilize the project area. Some information is provided on invertebrates, amphibians and reptiles, and small mammals. Additional species information from other nearby locations is discussed in detail. Habitat requirements exist in the project area for one federally threatened wildlife species, the peregrine falcon, and one federal candidate species, the spotted bat. However, based on surveys outside of the project area but in similar habitats, these species are not expected to occur in either the Proposed or Alternative RLWTF sites. Habitat Evaluation Procedures were used to evaluate ecological functioning in the project area.

    This document was prepared by PNNL within the framework of Project 19 of the European Union Chemical Biological Radiological and Nuclear Risk Mitigation Centres of Excellence Initiative entitled, ''Development of procedures and guidelines to create and improve secure information management systems and data exchange mechanisms for CBRN materials under regulatory control.'' It provides management and workers at CBRN facilities, parent organization managers responsible for those facilities, and regulatory agencies (governmental and nongovernmental) with guidance on the best practices for protecting information security. The security mitigation approaches presented in this document were chosen because they present generally accepted guidance in an easy-to-understand manner, making it easier for facility personnel to grasp key concepts and envision how security controls could be implemented by the facility. This guidance is presented from a risk management perspective.

    Executive Summary The International Atomic Energy Agency (IAEA) implements nuclear safeguards and verifies countries are compliant with their international nuclear safeguards agreements. One of the key provisions in the safeguards agreement is the requirement that the country provide nuclear facility design and operating information to the IAEA relevant to safeguarding the facility, and at a very early stage. , This provides the opportunity for the IAEA to verify the safeguards-relevant features of the facility and to periodically ensure that those features have not changed. The national authorities (State System of Accounting for and Control of Nuclear Material - SSAC) provide the design information for all facilities within a country to the IAEA. The design information is conveyed using the IAEA’s Design Information Questionnaire (DIQ) and specifies: (1) Identification of the facility’s general character, purpose, capacity, and location; (2) Description of the facility’s layout and nuclear material form, location, and flow; (3) Description of the features relating to nuclear material accounting, containment, and surveillance; and (4) Description of existing and proposed procedures for nuclear material accounting and control, with identification of nuclear material balance areas. The DIQ is updated as required by written addendum. IAEA safeguards inspectors examine and verify this information in design information examination (DIE) and design information verification (DIV) activities to confirm that the facility has been constructed or is being operated as declared by the facility operator and national authorities, and to develop a suitable safeguards approach. Under the Next Generation Safeguards Initiative (NGSI), the National Nuclear Security Administrations (NNSA) Office of Non-Proliferation and International Security identified the need for more effective and efficient verification of design information by the IAEA for improving international safeguards in the future. Consequently, the NNSA Office of International Regimes and Agreements (NA-243) sponsored a team of U.S. Department of Energy National Laboratory nuclear safeguards experts and technologists to conduct a workshop on methods and technologies for improving this activity, under the ASA-100 Advanced Safeguards Approaches Project. The workshop focused on reviewing and discussing the fundamental safeguards needs, and presented technology and/or methods that could potentially address those needs more effectively and efficiently. Conclusions and Recommendations for technology to enhance the performance of DIV inspections are presented by the workshop team.

    Safety standards development for maintenance facilities of liquid and compressed gas fueled large-scale vehicles is required to ensure proper facility design and operation envelopes. Standard development organizations are utilizing risk-informed concepts to develop natural gas vehicle (NGV) codes and standards so that maintenance facilities meet acceptable risk levels. The present report summarizes Phase I work for existing NGV repair facility code requirements and highlights inconsistencies that need quantitative analysis into their effectiveness. A Hazardous and Operability study was performed to identify key scenarios of interest. Finally, scenario analyses were performed using detailed simulations and modeling to estimate the overpressure hazards from HAZOP defined scenarios. The results from Phase I will be used to identify significant risk contributors at NGV maintenance facilities, and are expected to form the basis for follow-on quantitative risk analysis work to address specific code requirements and identify effective accident prevention and mitigation strategies.

    The Fast Flux Test Facility is the most recent Liquid Metal Reactor to operate in the United States. Information from the design, construction, and operation of this reactor was at risk as the facilities associated with the reactor are being shut down. The Advanced Fuel Cycle Initiative is a program managed by the Office of Nuclear Energy of the U.S. Department of Energy with a mission to develop new fuel cycle technologies to support both current and advanced reactors. Securing and preserving the knowledge gained from operation and testing in the Fast Flux Test Facility is an important part of the Knowledge Preservation activity in this program.

    This paper describes a methodology used to model potential accidents in fuel cycle facilities that employ chemical processes to separate and purify nuclear materials. The methodology is illustrated with an example that uses event and fault trees to estimate the frequency of a specific energetic reaction that can occur in nuclear material processing facilities. The methodology used probabilistic risk assessment (PRA)-related tools as well as information about the chemical reaction characteristics, information on plant design and operational features, and generic data about component failure rates and human error rates. The accident frequency estimates for the specific reaction help to risk-inform the safety review process and assess compliance with regulatory requirements.

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

    The Nuclear Materials Storage Facility (NMSF) at the Los Alamos National Laboratory (LANL) was a Fiscal Year (FY) 1984 line-item project completed in 1987 that has never been operated because of major design and construction deficiencies. This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. Correction of the current deficiencies and enhancement of the facility will provide centralized storage close to a nuclear materials processing facility. The project will enable long-term, cost-effective storage in a secure environment with reduced radiation exposure to workers, and eliminate potential exposures to the public. It is organized into seven parts. Part I - Design Concept describes the selected solution. Part III - Supplemental Information contains calculations for the various disciplines as well as other supporting information and analyses.

    When a requirements engineering effort fails to meet expectations, often times the requirements management tool is blamed. Working with numerous project teams at Sandia National Laboratories over the last fifteen years has shown us that the tool is rarely the culprit; usually it is the lack of a viable information architecture with well- designed processes to support requirements engineering. This document illustrates design concepts with rationale, as well as a proven information architecture to structure and manage information in support of requirements engineering activities for any size or type of project. This generalized information architecture is specific to IBM's Rational DOORS (Dynamic Object Oriented Requirements System) software application, which is the requirements management tool in Sandia's CEE (Common Engineering Environment). This generalized information architecture can be used as presented or as a foundation for designing a tailored information architecture for project-specific needs.     The Hanford Facility Dangerous Waste Permit Application is considered to 10 be a single application organized into a General Information Portion (document 11 number DOE/RL-91-28) and a Unit-Specific Portion.     This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

  4. Uncertainty Quantification of Composite Laminate Damage with the Generalized Information Theory

    This work presents a survey of five theories to assess the uncertainty of projectile impact induced damage on multi-layered carbon-epoxy composite plates. Because the types of uncertainty dealt with in this application are multiple (variability, ambiguity, and conflict) and because the data sets collected are sparse, characterizing the amount of delamination damage with probability theory alone is possible but incomplete. This motivates the exploration of methods contained within a broad Generalized Information Theory (GIT) that rely on less restrictive assumptions than probability theory. Probability, fuzzy sets, possibility, and imprecise probability (probability boxes (p-boxes) and Dempster-Shafer) are used to assess the uncertainty in composite plate damage. Furthermore, this work highlights the usefulness of each theory. The purpose of the study is not to compare directly the different GIT methods but to show that they can be deployed on a practical application and to compare the assumptions upon which these theories are based. The data sets consist of experimental measurements and finite element predictions of the amount of delamination and fiber splitting damage as multilayered composite plates are impacted by a projectile at various velocities. The physical experiments consist of using a gas gun to impact suspended plates with a projectile accelerated to prescribed velocities, then, taking ultrasound images of the resulting delamination. The nonlinear, multiple length-scale numerical simulations couple local crack propagation implemented through cohesive zone modeling to global stress-displacement finite element analysis. The assessment of damage uncertainty is performed in three steps by, first, considering the test data only; then, considering the simulation data only; finally, performing an assessment of total uncertainty where test and simulation data sets are combined. This study leads to practical recommendations for reducing the uncertainty and improving the prediction accuracy of the damage modeling and finite element simulation.

    The HFBR is a heavy water, D{sub 2}O, cooled and moderated reactor with twenty-eight fuel elements containing a maximum of 9.8 kilograms of {sup 235}U. While most reactors attempt to minimize the escape of neutrons from the core, the HFBR`s D{sub 2}O design allows the thermal neutron flux to peak in the reflector region and maximizes the number of thermal neutrons available to nine horizontal external beams, H-1 to H-9, used for neutron scattering and capture reactions, supporting physics, chemistry and biology experiments. All horizontal beam tubes were built tangential to the direction of the emerging neutrons, except for the H-2 beam tube, which looks directly at the core and has been used for neutron cross section measurements utilizing fast neutrons and for the TRISTAN fission product studies. In recent years, there have been some beam modifications and new instrumentation introduced at the HFBR. A high resolution neutron powder diffractometer instrument is now operating with a resolution of 5 {times} 10{sup {minus}4} at horizontal beam line H-1. To study scattering from liquid surfaces, a neutron reflection spectrometer was introduced on the CNF beam line at H-9. In the past year, a fourth beam line has been added to the CNF line at H-9. The existing beam plug at the H-6 beam line has recently been removed and a new plug, which will feature super mirrored surfaces, is now being installed. Last year, the vertical beam thimble, V-13, a fixed port filled with thirty year old samples used for HFBR material surveillance studies was replaced by a new thimble and charging station at the core edge creating an irradiation facility to substitute for the original V-13. A neutron dosimetry program has begun to measure and calculate the energy dependent neutron and gamma ray flux densities and/or dose rates at horizontal beam lines and vertical irradiation thimbles.

    This report contains cost information on the U.S. Department of Energy (DOE) Complex waste streams that will be addressed by DOE in the programmatic environmental impact statement (PEIS) project. It describes the results of the task commissioned by DOE to develop cost information for transportation of radioactive and hazardous waste. It contains transportation costs for most types of DOE waste streams: low-level waste (LLW), mixed low-level waste (MLLW), alpha LLW and alpha MLLW, Greater-Than-Class C (GTCC) LLW and DOE equivalent waste, transuranic (TRU) waste, spent nuclear fuel (SNF), and hazardous waste. Unit rates for transportation of contact-handled (<200 mrem/hr contact dose) and remote-handled (>200 mrem/hr contact dose) radioactive waste are estimated. Land transportation of radioactive and hazardous waste is subject to regulations promulgated by DOE, the U.S. Department of Transportation (DOT), the U.S. Nuclear Regulatory Commission (NRC), and state and local agencies. The cost estimates in this report assume compliance with applicable regulations.

    Beginning in 1989, the citizens and commissioners of Alachua County, Florida began to develop a siting plan for a new solid waste disposal facility (SWDF). Through a cooperative effort with a private consulting firm, several evaluative criteria were selected and then translated into parameters for a geographical information system (GIS). Despite efforts to avoid vulnerable hydrogeology, the preferred site selected was in close proximity to the well field supplying Gainesville, Florida, home to approximately 75 percent of the county's population. The results brought forth a wave of protests from local residents claiming that leachate from the proposed SWDF would contaminate their drinking water. In this study, DRASTIC'' was applied in order to improve the accuracy and defensibility of the aquifer protection-based GIS parameters. DRASTIC'', a method for evaluating ground water contamination potential, is an acronym which stands for Depth to Water, Net Recharge, Aquifer Media, Soil Media, Topography, Impact of Vadose Zone Media, and Conductivity (Hydraulic)''.

    The U.S. Department of Energy (DOE) is sponsoring research, development, and deployment on light water reactor sustainability (LWRS), in which the Idaho National Laboratory (INL) is working closely with nuclear utilities to develop technologies and solutions to help ensure the safe operational life extension of current reactors. As technologies are introduced that change the operation of the plant, the LWRS pilot projects can help identify their best-advanced uses and help demonstrate the safety of these technologies. In early testing of operator performance given these emerging technologies will ensure the safety and usability of systems prior to large-scale deployment and costly verification and validation at the plant. The aim of these collaborations, demonstrations, and approaches are intended to lessen the inertia that sustains the current status quo of today's II&C systems technology, and to motivate transformational change and a shift in strategy to a long-term approach to II&C modernization that is more sustainable. Research being conducted under Pilot Project 1 regards understanding the conditions and behaviors that can be modified, either through process improvements and/or technology deployment, to improve the overall safety and efficiency of outage control at nuclear facilities. The key component of the research in this pilot project is accessing the delivery of information that will allow researchers to simulate the control room, outage control center (OCC) information, and plant status data. The simulation also allows researchers to identify areas of opportunity where plant operating status and outage activities can be analyzed to increase overall plant efficiency. For Pilot Project 3 the desire is to demonstrate the ability of technology deployment and the subsequent impact on maximizing the 'Collective Situational Awareness' of the various stakeholders in a commercial nuclear power plant. Specifically, the desire is to show positive results in plant status control, information management, knowledge management, and 'Real-Time-Truth' as it relates to the current plant conditions. The following report includes two attachments; each attachment represents Pilot Project 1 and 3. The two attachments also provide a report on two distinct milestones that were completed and are described below: M3L11IN06030307 - Complete initiation of two pilot projects Complete initiation of pilot projects on real-time configuration management and control to overcome limitations with existing permanent instrumentation and real-time awareness of plant configurations; two candidate projects that consider low-cost wireless technology for in situ configuration monitoring and candidate technologies and an information architecture for outage management and control will be initiated with utilities.     From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor facility and infrastructure drawings. The assessment team believes that the information, experience, and insight gained through FEVA will help in the planning and prioritization of ongoing efforts to resolve environmental vulnerabilities at UT-Battelle--managed ORNL facilities.

    This ''Notice of Construction'' has been submitted by the US Department of Energy-Richland Operations Office (P.O. Box 550, Richland, Washington 99352), pursuant to WAC 402-80-070, for three new sources of radionuclide emissions at the Hanford Site in Washington State (Figure 1). The three new sources, the Fueled Clad Fabrication System (FCFS) the Radioisotope Power Systems Facility (RPSF) and the Fuel Assembly Area (FAA) will be located in one facility, the Fuels and materials Examination Facility (FMEF) of the 400 Area. The FMEF was originally designed to provide for post- irradiation examination and fabrication of breeder reactor fuels. These FMEF missions were cancelled before the introduction of any fuel materials or any irradiated material. The current plans are to use the facility to fabricate power supplies to be used in space applications and to produce Fast Flux Test Facility (FFTF) fuel and target assemblies. The FCFS and the RPSF will produce materials and assemblies for application in space. The FAA project will produce FFTF fuel and target assemblies. The FCFS and the RPSF will share the same building, stack, and, in certain cases, the same floor space. Given this relationship, to the extent possible, these systems will be dealt with separately. The FAA is a comparatively independent operation though it will share the FMEF complex.

    The Nuclear Materials Storage Facility (NMSF) at the Los Alamos National Laboratory (LANL) was a Fiscal Year (FY) 1984 line-item project completed in 1987 that has never been operated because of major design and construction deficiencies. This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. Correction of the current deficiencies and enhancement of the facility will provide centralized storage close to a nuclear materials processing facility. The project will enable long-term, cost-effective storage in a secure environment with reduced radiation exposure to workers, and eliminate potential exposures to the public. Based upon US Department of Energy (DOE) Albuquerque Operations (DOE/Al) Office and LANL projections, storage space limitations/restrictions will begin to affect LANL`s ability to meet its missions between 1998 and 2002.

    The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.
