This guidance document informs RCRA permit writers and enforcement officials of procedures to be used in conducting RCRA Facility Assessments. The RCRA corrective-action program was established to investigate and require clean up of releases of hazardous wastes or constituents to the environment at facilities subject to RCRA permits. Releases to ground water, surface water, air, soil, and subsurface strata may be addressed.

    The GEM collaboration was formed in June 1991 to develop a major detector for the SSC. The primary physics objectives of GEM are those central to the motivation for the SSC, to study high p{sub T} physics - exemplified by the search for Higgs bosons - and to search for new physics beyond the standard model. The authors present in this Technical Design Report (TDR) a detector with broad capabilities for the discovery and subsequent study of electroweak symmetry breaking, the origin of mass and flavor, and other physics requiring precise measurements of gammas, electrons, and muons - hence the name, GEM. In addition, as a design goal, they have taken care to provide the robustness needed to do the physics that requires high luminosity. Finally, good coverage and hermeticity allow the detection of missing transverse energy, E{sub T}. The GEM design emphasizes clean identification and high resolution measurement of the primary physics signatures for high p{sub T} physics. The approach is to make precise energy measurements that maximize the sensitivity to rare narrow resonances, to detect the elementary interaction products (quarks, leptons, and photons), and to build in the features required to reduce backgrounds.

    This two-page overview describes how the use of distributed energy resources at Federal facilities is being supported by the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP). Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    This paper documents a probabilistic risk assessment of existing and alternative power supply systems at a large telecommunications office. The analysis characterizes the increase in the reliability of power supply through the use of two alternative power configurations. Failures in the power systems supporting major telecommunications service nodes are a main contributor to significant telecommunications outages. A logical approach to improving the robustness of telecommunication facilities is to increase the depth and breadth of technologies available to restore power during power outages. Distributed energy resources such as fuel cells and gas turbines could provide additional on-site electric power sources to provide backup power, if batteries and diesel generators fail. The analysis is based on a hierarchical Bayesian approach and focuses on the failure probability associated with each of three possible facility configurations, along with assessment of the uncertainty or confidence level in the probability of failure. A risk-based characterization of final best configuration is presented.

    Telecommunications has been identified by the Department of Homeland Security as a critical infrastructure to the United States. Failures in the power systems supporting major telecommunications service nodes are a main contributor to major telecommunications outages, as documented by analyses of Federal Communications Commission (FCC) outage reports by the National Reliability Steering Committee (under auspices of the Alliance for Telecommunications Industry Solutions). There are two major issues that are having increasing impact on the sensitivity of the power distribution to telecommunication facilities: deregulation of the power industry, and changing weather patterns. A logical approach to improve the robustness of telecommunication facilities would be to increase the depth and breadth of technologies available to restore power in the face of power outages. Distributed energy resources such as fuel cells and gas turbines could provide one more onsite electric power source to provide backup power, if batteries and diesel generators fail. But does the diversity in power sources actually increase the reliability of offered power to the office equipment, or does the complexity of installing and managing the extended power system induce more potential faults and higher failure rates? This report analyzes a system involving a telecommunications facility consisting of two switch-bays and a satellite reception system.

    The Guidebook to Excellence is a State-by-State directory of Federal facilities and other resources for improving mathematics and science education. This directory, the first of its kind, is being published to assist educators, parents, and students across the country in attaining the National Education Goals, particularly Goal No. 4: By the year 2000, US students will be first in the world in science and mathematics achievement. Some of the larger research facilities in this directory, such as those of NASA, EPA and the Departments of Energy, Commerce, and the Interior, provide a wide range of education programs, and some offer students and teachers hands on experience with state-of-the-art research in world class facilities. Other sites, such as those of the Department of Transportation or Agriculture may be quite small, but can provide assistance in a single field of research or workforce expertise.     A nine-season spectroscopic study of the photosphere of ? Gem (K0 III) shows this low-luminosity giant to be stable, with no effective temperature variations above ?2 K, and no secular temperature variations over the 2002-2010 time span above 0.2 K per year. The radial-velocity variations are consistent with an orbital variation of ?40 m s{sup 1}. The projected rotation rate is found to be 1.70 0.20 km s{sup 1} with a macroturbulence dispersion of 4.53 0.10 km s{sup 1}. The third-signature plot is also invariant and shows a granulation velocity gradient 20% smaller than the solar gradient. The absolute shift of the third-signature plot gives a blueshift-corrected radial velocity of 3385 70 m s{sup 1}. Bisector mapping of the Fe I ?6253 line yields a flux deficit of 12% 1% in area, somewhat smaller than for other giants, but the shape and the position of the peak at 4.8 km s{sup 1} is consistent with other giants. All of the investigated photospheric parameters are consistent with ? Gem being a low-luminosity giant in agreement with its absolute magnitude.

    Two layers of GEMs and the ATLAS Pixel Chip, FEI3, have been combined and tested as a prototype for Time Projection Chamber (TPC) readout at the International Linear Collider (ILC). The double-layer GEM system amplifies charge with gain sufficient to detect all track ionization. The suitability of three gas mixtures for this application was investigated, and gain measurements are presented. A large sample of cosmic ray tracks was reconstructed in 3D by using the simultaneous timing and 2D spatial information from the pixel chip. The chip provides pixel charge measurement as well as timing. These results demonstrate that a double GEM and pixel combination, with a suitably modified pixel ASIC, could meet the stringent readout requirements of the ILC.

    This plan addresses cultural resource protection procedures to be implemented during construction of the Remote Handled Low Level Waste project at the Idaho National Laboratory. The plan proposes pre-construction review of proposed ground disturbing activities to confirm avoidance of cultural resources. Depending on the final project footprint, cultural resource protection strategies might also include additional survey, protective fencing, cultural resource mapping and relocation of surface artifacts, collection of surface artifacts for permanent curation, confirmation of undisturbed historic canal segments outside the area of potential effects for construction, and/or archaeological test excavations to assess potential subsurface cultural deposits at known cultural resource locations. Additionally, all initial ground disturbing activities will be monitored for subsurface cultural resource finds, cultural resource sensitivity training will be conducted for all construction field personnel, and a stop work procedure will be implemented to guide assessment and protection of any unanticipated discoveries after initial monitoring of ground disturbance.

    A muon system for the GEM SSCL detector based on Round Drift Tubes (RDT) has many attractive features. The Pt-trigger and beam crossing tag for the RDT tracking system can be accomplishment by either a PWC system, similar but less costly in design than Cathode Strip Chambers, or by a promising new type of RPC chamber. Given the economic construction of these chamber technologies a system can be envisioned with both good momentum reconstruction performance and pattern recognition capabilities. Full-scale chamber prototypes based on the RDT and RPC technologies have been constructed and tested successfully at the Texas Test Rig. Spatial resolutions have been measured in two designs of RDT chambers which meet or exceed the baseline resolution requirement of 100{mu}m per chamber layer.

We have built and tested several GEM modules and we describe in this paper the design and construction of the final GEM as well as the preliminary results on performances from tests carried out in our detector lab and with test beams at (Fermilab).

    Glass with embedded metal and sulfides (GEMS) are amorphous silicates included in anhydrous interplanetary dust particles (IDPs) and can provide information about material evolution in our early solar system. Several formation processes for GEMS have been proposed so far, but these theories are still being debated. To investigate a possible GEMS origin by reduction of interstellar silicates, we synthesized amorphous silicates with a mean GEMS composition and performed heating experiments in a reducing atmosphere. FeO-bearing amorphous silicates were heated at 923 K and 973 K for 3 hr, and at 1023 K for 1-48 hr at ambient pressure in a reducing atmosphere. Fe grains formed at the interface between the silicate and the reducing gas through a reduction. In contrast, TEM observations of natural GEMS show that metallic grains are uniformly embedded in amorphous silicates. Therefore, the present study suggests that metallic inclusions in GEMS could not form as reduction products and that other formation process such as condensation or irradiation are more likely.

    The GEM Detector uses 1,128 Cathode Strip Chamber (CSC) muon detectors requiring a total of approximately 10,000 precision panels in the CSC assemblies. These panels must be fabricated to extreme tolerances in order to meet the physics requirement. A fabrication technique used to produce two large panels, nominally 1 by 3 meters, is described and the resulting panel precision is reported.

    The scientific understanding of the Earth s climate system, including the central question of how the climate system is likely to respond to human-induced perturbations, is comprehensively captured in GCMs and Earth System Models (ESM). Diagnosing the simulated climate response, and comparing responses across different models, is crucially dependent on transparent assumptions of how the GCM/ESM has been driven especially because the implementation can involve subjective decisions and may differ between modelling groups performing the same experiment. This paper outlines the climate forcings and setup of the Met Office Hadley Centre ESM, HadGEM2-ES for the CMIP5 set of centennial experiments. We document the prescribed greenhouse gas concentrations, aerosol precursors, stratospheric and tropospheric ozone assumptions, as well as implementation of land-use change and natural forcings for the HadGEM2-ES historical and future experiments following the Representative Concentration Pathways. In addition, we provide details of how HadGEM2-ES ensemble members were initialised from the control run and how the palaeoclimate and AMIP experiments, as well as the emissiondriven RCP experiments were performed.

    In FY95, EG and G Energy Measurements, Inc. (EG and G/EM) continued to support efforts to protect endangered species and cultural resources at the Naval Petroleum Reserves in California (NPRC). These efforts are conducted to ensure NPRC compliance with regulations regarding the protection of listed species and cultural resources on Federal properties. Population monitoring activities are conducted annually for San Joaquin kit foxes, giant kangaroo rats, blunt-nosed leopard lizards, and Hoover`s wooly-star. To mitigate impacts of oil field activities on listed species, 674 preactivity surveys covering approximately 211 hectares (521 acres) were conducted in FY95. EG and G/EM also assisted with mitigating effects from third-party projects, primarily by conducting biological and cultural resource consultations with regulatory agencies. EG and G/EM has conducted an applied habitat reclamation program at NPRC since 1985. In FY95, an evaluation of revegetation rates on reclaimed and non-reclaimed disturbed lands was completed, and the results will be used to direct future habitat reclamation efforts at NPRC. In FY95, reclamation success was monitored on 50 sites reclaimed in 1985. An investigation of factors influencing the distribution and abundance of kit foxes at NPRC was initiated in FY94. Factors being examined include habitat disturbance, topography, grazing, coyote abundance, lagomorph abundance, and shrub density. This investigation continued in FY95 and a manuscript on this topic will be completed in FY96. Also, Eg and G/EM completed collection of field data to evaluate the effects of a well blow-out on plant and animal populations. A final report will be prepared in FY96. Finally, EG and G/EM completed a life table analysis on San Joaquin kit foxes at NPRC.

    A previous publication [R. V. Bravenec et al., Phys. Plasmas 18, 122505 (2011)] presented favorable comparisons of linear frequencies and nonlinear fluxes from the Eulerian gyrokinetic codes gyro[J. Candy and R. E. Waltz, J. Comput. Phys. 186, 545 (2003)] and gs2[W. Dorland et al., Phys. Rev. Lett. 85, 5579 (2000)]. The motivation was to verify the codes, i.e., demonstrate that they correctly solve the gyrokinetic-Maxwell equations. The premise was that it is highly unlikely for both codes to yield the same incorrect results. In this work, we add the Lagrangian particle-in-cell code gem[Y. Chen and S. Parker, J. Comput. Phys. 220, 839 (2007)] to the comparisons, not simply to add another code, but also to demonstrate that the codes' algorithms do not matter. We find good agreement of gem with gyro and gs2 for the plasma conditions considered earlier, thus establishing confidence that the codes are verified and that ongoing validation efforts for these plasma parameters are warranted.

    Differential astrometry measurements from the Palomar High-precision Astrometric Search for Exoplanet Systems (PHASES) are used to constrain the astrometric orbit of the previously known {approx}<2 day subsystem in the triple system 63 Gem A and have detected a previously unknown two-year Keplerian wobble superimposed on the visual orbit of the much longer period (213 years) binary system HR 2896. 63 Gem A was already known to be triple from spectroscopic work, and absorption lines from all three stars can be identified and their individual Doppler shifts measured; new velocities for all three components are presented to aid in constraining the orbit and measuring the stellar masses. In fact, 63 Gem itself is a sextuple system: the hierarchical triple (Aa1-Aa2)-Ab (in which Aa1 and Aa2 orbit each other with a rapid period just under 2 days, and Ab orbits these every two years), plus three distant common proper motion companions. The very small astrometric perturbation caused by the inner pair in 63 Gem A stretches the limits of current astrometric capabilities, but PHASES observations are able to constrain the orientation of the orbit. The two bright stars comprising the HR 2896 long-period (213 year) system have a combined spectral type of K0III and the newly detected object's mass estimate places it in the regime of being an M dwarf. The motion of the stars are slow enough that their spectral features are always blended, preventing Doppler studies. The PHASES measurements and radial velocities (when available) have been combined with lower precision single-aperture measurements covering a much longer time frame (from eyepiece measurements, speckle interferometry, and adaptive optics) to improve the characterization of the long-period orbits in both binaries. The visual orbits of the short- and long-period systems are presented for both systems and used to calculate two possible values of the mutual inclinations between inner and outer orbits of 152{sup 0} {+-} 12{sup 0} or a less likely value of 31{sup 0} {+-} 11{sup 0} for 63 Gem A and 10.{sup 0}2 {+-} 2.{sup 0}4 or 171.{sup 0}2 {+-} 2.{sup 0}8 for HR 2896. The first is not coplanar, whereas the second is either nearly coplanar or anti-coplanar.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The Chandra High Energy Transmission Grating Spectrometer (HETG) spectra of the coronally active binary stars {sigma} Gem and HR 1099 are among the highest fluence observations for such systems taken at high spectral resolution in X-rays with this instrument. This allows us to compare their properties in detail to solar flare spectra obtained with the Russian CORONAS-F spacecraft's RESIK instrument at similar resolution in an overlapping bandpass. Here we emphasize the detailed comparisons of the 3.3-6.1 A region (including emission from highly ionized S, Si, Ar, and K) from solar flare spectra to the corresponding {sigma} Gem and HR 1099 spectra. We also model the larger wavelength range of the HETG, from 1.7 to 25 A - having emission lines from Fe, Ca, Ar, Si, Al, Mg, Ne, O, and N-to determine coronal temperatures and abundances. {sigma} Gem is a single-lined coronally active long-period binary which has a very hot corona. HR 1099 is a similar, but shorter period, double-lined system. With very deep HETG exposures we can even study emission from some of the weaker species, such as K, Na, and Al, which are important since they have the lowest first ionization potentials, a parameter well known to be correlated with elemental fractionation in the solar corona. The solar flare temperatures reach Almost-Equal-To 20 MK, comparable to the {sigma} Gem and HR 1099 coronae. During the Chandra exposures, {sigma} Gem was slowly decaying from a flare and its spectrum is well characterized by a collisional ionization equilibrium plasma with a broad temperature distribution ranging from 2 to 60 MK, peaking near 25 MK, but with substantial emission from 50 MK plasma. We have detected K XVIII and Na XI emission which allow us to set limits on their abundances. HR 1099 was also quite variable in X-rays, also in a flare state, but had no detectable K XVIII. These measurements provide new comparisons of solar and stellar coronal abundances, especially at the lowest first ionization potential (FIP) values. The low FIP elements do not show enhancement in the stellar coronae as they do in the Sun, except perhaps for K in {sigma} Gem. While {sigma} Gem and HR 1099 differ in their emission measure distributions, they have very similar elemental abundances.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    The Center of Natural Phenomena Engineering (CNPE) was established under the technical direction of Dr. James E. Beavers with a mandate to assess, by analyses and testing, the seismic capacity of building structures that house sensitive processes at the Oak Ridge Y-12 Plant. This mandate resulted in a need to recommission the K-1600 Seismic Test Facility (STF) at the Oak Ridge K-25 Site, which had been shutdown for 6 years. This paper documents the history of the facility and fives some salient construction, operation, and performance details of its 8-ton, 20-foot center of gravity payload bi-axial seismic simulator. A log of activities involved in the restart of this valuable resource is included as Table 1. Some of problems and solutions associated with recommissioning the facility under a relatively limited budget are included. The unique attributes of the shake table are discussed. The original mission and performance requirements are compared to current expanded mission and performance capabilities. Potential upgrades to further improve the capabilities of the test facility as an adjunct to the CNPE are considered. Additional uses for the facility are proposed, including seismic qualification testing of devices unique to enrichment technologies and associated hazardous waste treatment and disposal processes. In summary, the STF restart in conjunction with CNPE has added a vital, and unique facility to the list of current national resources utilized for earthquake engineering research and development. 3 figs., 1 tab.

    The disposal of radioactive wastes now stored at the Idaho National Engineering and Environmental Laboratory is currently mandated under a {open_quotes}Settlement Agreement{close_quotes} (or {open_quotes}Batt Agreement{close_quotes}) between the Department of Energy and the State of Idaho. Under this agreement, all high-level waste must be treated as necessary to meet the disposal criteria and disposed of or made road ready to ship from the INEEL by 2035. In order to comply with this agreement, all calcined waste produced in the New Waste Calcining Facility and stored in the Calcined Solids Facility must be treated and disposed of by 2035. Several treatment options for the calcined waste have been studied in support of the High-Level Waste Environmental Impact Statement. Two treatment methods studied, referred to as the TRU Waste Separations Options, involve the separation of the high-level waste (calcine) into TRU waste and low-level waste (Class A or Class C). Following treatment, the TRU waste would be sent to the Waste Isolation Pilot Plant (WIPP) for final storage. It has been proposed that the low-level waste be disposed of in the Tank Farm Facility and/or the Calcined Solids Storage Facility following Resource Conservation and Recovery Act closure. In order to use the seven Bin Sets making up the Calcined Solids Storage Facility as a low-level waste landfill, the facility must first be closed to Resource Conservation and Recovery Act (RCRA) standards. This study identifies and discusses two basic methods available to close the Calcined Solids Storage Facility under the RCRA - Risk-Based Clean Closure and Closure to Landfill Standards. In addition to the closure methods, the regulatory requirements and issues associated with turning the Calcined Solids Storage Facility into an NRC low-level waste landfill or filling the bin voids with clean grout are discussed.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    As nuclear research and production facilities across the U.S. Department of Energy (DOE) nuclear weapons complex are slated for deactivation and decommissioning (D&D), there is a need to decontaminate some facilities for reuse for another mission or continued use for the same mission. Improved technologies available in the commercial sector and tested by the DOE can help solve the DOE's decontamination problems. Decontamination technologies include mechanical methods, such as shaving, scabbling, and blasting; application of chemicals; biological methods; and electrochemical techniques. Materials to be decontaminated are primarily concrete or metal. Concrete materials include walls, floors, ceilings, bio-shields, and fuel pools. Metallic materials include structural steel, valves, pipes, gloveboxes, reactors, and other equipment. Porous materials such as concrete can be contaminated throughout their structure, although contamination in concrete normally resides in the top quarter-inch below the surface. Metals are normally only contaminated on the surface. Contamination includes a variety of alpha, beta, and gamma-emitting radionuclides and can sometimes include heavy metals and organic contamination regulated by the Resource Conservation and Recovery Act (RCRA). This paper describes several advanced mechanical, chemical, and other methods to decontaminate structures, equipment, and materials.

    The Kauai Test Facility (KTF) is a Department of Energy rocket launch facility operated by Sandia National Laboratories. Originally it was constructed in support of the high altitude atmospheric nuclear test phase of operation Dominic in the early 1960's. Later, the facility went through extensive improvement and modernization to become an integral part of the Safeguard C readiness to resume nuclear testing program. Since its inception and build up, in the decade of the sixties and the subsequent upgrades of the seventies, range test activities have shifted from full scale test to emphasis on research and development of materials and components, and to making high altitude scientific measurements. Primarily, the facility is intended to be utilized in support of development programs at the DOE weapons laboratories, however, other organizations may make use of the facility on a non-interface basis. The physical components at KTF and their operation are described.

    Today an improperly closed facility can be a liability to its owner, both financially and environmentally. A facility deactivation program must be planned and implemented to decrease liabilities, minimize operating costs, seek to reuse or sell processes or equipment, and ultimately aid in the sale and/or reuse of the facility and property whether or not the building(s) are demolished. These programs should be characterized within the deactivation plan incorporating the following major categories: Utility Usage; Environmental Decontamination; Ongoing Facility Management; Property Management/Real Estate Issues. This paper will outline the many facets of the facility deactivation and demolition programs implemented across the country for clients in the chemical, automotive, transportation, electronic, pharmaceutical, power, natural gas and petroleum industries. Specific emphasis will be placed on sampling and analysis plans, specification preparation, equipment and technologies utilized, ``how clean is clean`` discussions and regulatory guidelines applicable to these issues.

STAR is a radiological facility with an administrative total tritium inventory limit of 1.5g (14,429 Ci) [1]. Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility.     The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program`s (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. It is a companion report to Volume 1, the Executive Summary, and Volume 2, the Baseline Detail.
