    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    While thermochemical syngas production facilities for biomass utilization are already employed worldwide, exploitation of their potential has been inhibited by technical limitations encountered when attempting to obtain real-time syngas compositional data required for process optimization, reliability, and syngas quality assurance. To address these limitations, the Gas Technology Institute (GTI) carried out two companion projects (under US DOE Cooperative Agreements DE-FC36-03GO13175 and DE-FC36-02GO12024) to develop and demonstrate the equipment and methods required to reliably and continuously obtain accurate and representative on-line syngas compositional data. These objectives were proven through a stepwise series of field tests of biomass and coal gasification process streams. GTI developed the methods and hardware for extractive syngas sample stream delivery and distribution, necessary to make use of state-of-the-art on-line analyzers to evaluate and optimize syngas cleanup and conditioning. This multi-year effort to develop methods to effectively monitor gaseous species produced in thermochemical process streams resulted in a sampling and analysis approach that is continuous, sensitive, comprehensive, accurate, reliable, economical, and safe. The improved approach for sampling thermochemical processes that GTI developed and demonstrated in its series of field demonstrations successfully provides continuous transport of vapor-phase syngas streams extracted from the main gasification process stream to multiple, commercially available analyzers. The syngas stream is carefully managed through multiple steps to successfully convey it to the analyzers, while at the same time bringing the stream to temperature and pressure conditions that are compatible with the analyzers. The primary principle that guides the sample transport is that throughout the entire sampling train, the temperature of the syngas stream is maintained above the maximum condensation temperature of the vapor phase components of the conveyed sample gas. In addition, to minimize adsorption or chemical changes in the syngas components prior to analysis, the temperature of the transported stream is maintained as hot as is practical, while still being cooled only as much necessary prior to entering the analyzer(s). The successful transport of the sample gas stream to the analyzer(s) is accomplished through the managed combination of four basic gas conditioning methods that are applied as specifically called for by the process conditions, the gas constituent concentrations, the analyzer requirements, and the objectives of the syngas analyses: 1) removing entrained particulate matter from the sample stream; 2) maintaining the temperature of the sample gas stream; 3) lowering the pressure of the sample gas stream to decrease the vapor pressures of all the component vapor species in the sample stream; and 4) diluting the gas stream with a metered, inert gas, such as nitrogen. Proof-of-concept field demonstrations of the sampling approach were conducted for gasification process streams from a black liquor gasifier, and from the gasification of biomass and coal feedstocks at GTI’s Flex-Fuel Test Facility. In addition to the descriptions and data included in this Final Report, GTI produced a Special Topical Report, Design and Protocol for Monitoring Gaseous Species in Thermochemical Processes, that explains and describes in detail the objectives, principles, design, hardware, installation, operation and representative data produced during this successful developmental effort. Although the specific analyzers used under Cooperative Agreement DE-FC36-02GO12024 were referenced in the Topical Report and this Final Report, the sampling interface design they present is generic enough to adapt to other analyzers that may be more appropriate to alternate process streams or facilities.

    Research at the Geothermal Loop Experimental Facility was successfully concluded in September 1979. In 13,000 hours of operation over a three and one half year period, the nominal 10 megawatt electrical equivalent GLEF provided the opportunity to identify problems in working with highly saline geothermal fluids and to develop solutions that could be applied to a commercial geothermal power plant producing electricity. A seven and one half year period beginning in April 1972, with early well flow testing and ending in September 1979, with the completion of extensive facility and reservoir operations is covered.     Project Objective: The Massachusetts Clean Energy Center (CEC) will design, construct, and ultimately have responsibility for the operation of the Large Wind Turbine Blade Test Facility, which is an advanced blade testing facility capable of testing wind turbine blades up to at least 90 meters in length on three test stands. Background: Wind turbine blade testing is required to meet international design standards, and is a critical factor in maintaining high levels of reliability and mitigating the technical and financial risk of deploying massproduced wind turbine models. Testing is also needed to identify specific blade design issues that may contribute to reduced wind turbine reliability and performance. Testing is also required to optimize aerodynamics, structural performance, encourage new technologies and materials development making wind even more competitive. The objective of this project is to accelerate the design and construction of a large wind blade testing facility capable of testing blades with minimum queue times at a reasonable cost. This testing facility will encourage and provide the opportunity for the U.S wind industry to conduct more rigorous testing of blades to improve wind turbine reliability.

    The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility. The final hazard category determination is based on a comparative evaluation of the consequence basis for the Category 3 threshold quantities to the calculated consequences for credible releases The basis for the Category 3 threshold quantities is 10 rem-equivalent man at 30 meters (98 feet) (DOE 1992, DOE 1997). The calculated 12 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, are 3.50 rem and 1.32 rem, respectively, which based upon the original hazard categorization criteria (DOE 1992) classified the Liquid Effluent Retention Facility as a Radiological Facility. Comparison of the calculated 24 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, 7.00 rem and 2.64 rem respectively, confirmed the Liquid Effluent Retention Facility classification as a Radiological Facility under the current hazard categorization criteria (DOE 1997). Both result in dose consequence values less than the allowable, 10 rem, meeting the requirements for categorizing the Liquid Effluent Retention Facility as a Radiological Facility.

    While thermochemical syngas production facilities for biomass utilization are already employed worldwide, exploitation of their potential has been inhibited by technical limitations encountered when attempting to obtain real-time syngas compositional data required for process optimization, reliability, and syngas quality assurance. To address these limitations, the Gas Technology Institute (GTI) carried out two companion projects (under US DOE Cooperative Agreements DE-FC36-02GO12024 and DE-FC36-03GO13175) to develop and demonstrate the equipment and methods required to reliably and continuously obtain accurate and representative on-line syngas compositional data. These objectives were proven through a stepwise series of field tests of biomass and coal gasification process streams. GTI developed the methods and hardware for extractive syngas sample stream delivery and distribution, necessary to make use of state-of-the-art on-line analyzers to evaluate and optimize syngas cleanup and conditioning. The primary objectives of Cooperative Agreement DE-FC36-02GO12024 were the selection, acquisition, and application of a suite of gas analyzers capable of providing near real-time gas analyses to suitably conditioned syngas streams. A review was conducted of sampling options, available analysis technologies, and commercially available analyzers, that could be successfully applied to the challenging task of on-line syngas characterization. The majority of thermochemical process streams comprise multicomponent gas mixtures that, prior to crucial, sequential cleanup procedures, include high concentrations of condensable species, multiple contaminants, and are often produced at high temperatures and pressures. Consequently, GTI engaged in a concurrent effort under Cooperative Agreement DE-FC36-03GO13175 to develop the means to deliver suitably prepared, continuous streams of extracted syngas to a variety of on-line gas analyzers. The review of candidate analysis technology also addressed safety concerns associated with thermochemical process operation that constrain the location and configuration of potential gas analysis equipment. Initial analyzer costs, reliability, accuracy, and operating and maintenance costs were also considered prior to the assembly of suitable analyzers for this work. Initial tests at GTI’s Flex-Fuel Test Facility (FFTF) in late 2004 and early 2005 successfully demonstrated the transport and subsequent analysis of a single depressurized, heat-traced syngas stream to a single analyzer (an Industrial Machine and Control Corporation (IMACC) Fourier-transform infrared spectrometer (FT-IR)) provided by GTI. In March 2005, our sampling approach was significantly expanded when this project participated in the U.S. DOE’s Novel Gas Cleaning (NGC) project. Syngas sample streams from three process locations were transported to a distribution manifold for selectable analysis by the IMACC FT-IR, a Stanford Research Systems QMS300 Mass Spectrometer (SRS MS) obtained under this Cooperative Agreement, and a Varian micro gas chromatograph with thermal conductivity detector (μGC) provided by GTI. A syngas stream from a fourth process location was transported to an Agilent Model 5890 Series II gas chromatograph for highly sensitive gas analyses. The on-line analyses made possible by this sampling system verified the syngas cleaning achieved by the NGC process. In June 2005, GTI collaborated with Weyerhaeuser to characterize the ChemrecTM black liquor gasifier at Weyerhaeuser’s New Bern, North Carolina pulp mill. Over a ten-day period, a broad range of process operating conditions were characterized with the IMACC FT-IR, the SRS MS, the Varian μGC, and an integrated Gas Chromatograph, Mass Selective Detector, Flame Ionization Detector and Sulfur Chemiluminescence Detector (GC/MSD/FID/SCD) system acquired under this Cooperative Agreement from Wasson-ECE. In this field application, a single sample stream was extracted from this low-pressure, low-temperature process and successfully analyzed by these devices. In late 2005, GTI conducted intensive field characterizations of biomass-derived syngas at GTI’s FFTF during a concurrent test of pelletized wood-fueled gasification and catalyst performance investigated under Cooperative Agreement DE-FG36-04GO14314. In 2006 GTI continued its sampling development and verification activities at GTI’s FFTF with a follow-on set of calibration measurements. The combination of the sample conditioning and sample stream transport methods developed under Cooperative Agreement DE-FC36-03GO13175, and the assembly and coordination of gas analyzers and data collection and analyses under Cooperative Agreement DE-FC36-02GO12024, have provided a new, powerful, enabling capability for on-line data characterizations of biomass- and coal-derived syngas from thermochemical conversion process streams.

    The COB Energy Facility would be constructed on a site near the rural community of Bonanza, in Klamath County, Oregon. Generating components of the project would be constructed in either one or two phases, including four air-cooled combustion turbine generators fueled with natural gas, four heat recovery steam generators, and two steam turbines. Additional facilities include a new 7.2-mile-long 500-kV transmission line, a new 4.1-mile-long natural gas pipeline, a 2.8-mile-long water pipeline, a 20-acre wastewater evaporation pond or a 3,770-foot-long irrigation pipeline to deliver wastewater to a 31-acre pasture, a 4.7-acre stormwater infiltration basin, a 1.5-acre stormwater retention pond, and various tanks, buildings, exhaust stacks, parking, and storage areas. Natural gas to fuel the combustion turbines would be supplied by way of a new 4.1-mile-long, 20-inch-diameter pipeline from a Gas Transmission Northwest's Bonanza Compressor Station. The new pipeline would be constructed within private easements adjacent to or near Klamath County road rights-of-way. Although COB Energy Facility generators would use air-cooled condensers, the project would use an average of 72 gallons per minute for steam production and station service, up to a maximum of 210 gallons per minute. The source of this water would be one existing and two new wells near the project site, drawing from a deep aquifer consistent with a State of Oregon water right permit expected to be incorporated into the State energy facility site certificate. Process wastewater would either be used to irrigate pasture or held in a lined pond to evaporate. Sanitary water would be routed to an onsite septic tank then discharged to a leach field. No wastewater would be discharged to surface waters. The COB Energy Facility would interconnect to the FCRTS at Captain Jack Substation, 7.2 miles south of the project site. PERC would construct a new 500-kV transmission line from the project site to Captain Jack Substation. Part of the transmission line would cross public land managed by the Bureau of Land Management. BPA would install additional electrical equipment at Captain Jack Substation. At this time, PERC has not requested specific points of delivery.

    In October, 1986, the US Bureau of Land Management, White River Resource Area, issued the Final Environmental Impact Statement concerning Rio Blanco Oil Shale Company's request to lease an offtract site for disposal of overburden and spent shale from Tract C-a. A major issue which pitted Rio Blanco Oil Shale Company against many other members of the oil shale community was the covering up of oil shale resources on 84 Mesa. The oil shale resource under 84 Mesa may contain as much oil in place as Tract C-a itself. Some of the significant points concerning this issue are discussed. A summary of environmental consequences is given. 5 figures.

    The U.S. Department of Energy (DOE or the Department) is proposing to clean up surface contamination and implement a ground water compliance strategy to address contamination that resulted from historical uranium-ore processing at the Moab Uranium Mill Tailings Site (Moab site), Grand County, Utah. Pursuant to the National Environmental Policy Act (NEPA), 42 United States Code (U.S.C.) {section} 4321 et seq., DOE prepared this environmental impact statement (EIS) to assess the potential environmental impacts of remediating the Moab site and vicinity properties (properties where uranium mill tailings were used as construction or fill material before the potential hazards associated with the tailings were known). DOE analyzed the potential environmental impacts of both on-site and off-site remediation and disposal alternatives involving both surface and ground water contamination. DOE also analyzed the No Action alternative as required by NEPA implementing regulations promulgated by the Council on Environmental Quality. DOE has determined that its preferred alternatives are the off-site disposal of the Moab uranium mill tailings pile, combined with active ground water remediation at the Moab site. The preferred off-site disposal location is the Crescent Junction site, and the preferred method of transportation is rail. The basis for this determination is discussed later in this Summary. DOE has entered into agreements with 12 federal, tribal, state, and local agencies to be cooperating agencies in the development and preparation of this EIS. Several of the cooperating agencies have jurisdiction by law and intend to use the EIS to support their own decisionmaking. The others have expertise relevant to potential environmental, social, or economic impacts within their geographic regions. During the preparation of the EIS, DOE met with the cooperating agencies, provided them with opportunities to review preliminary versions of the document, and addressed their comments and concerns to the fullest extent possible. DOE received over 1,600 comments on the draft EIS from the public, federal, state and local agencies, tribes, governors, and members of Congress. DOE has considered these comments in finalizing the EIS and has provided responses to all comments in the EIS.

    This project was a research facility construction project and did not include actual research. The new facility will benefit the public by providing training opportunities for students, as well as incubator and laboratory space for entrepreneurs in the areas of alternative and renewable energies. The 9,216 -square-foot Missouri Alternative and Renewable Energy Technology (MARET) Center was completed in late 2011. Classes in the MARET Center began in the spring 2012 semester. Crowder College takes pride in the MARET Center, a focal point of the campus, as the cutting edge in education, applied research and commercial development in the growing field of green technology.

    This report presents the results of a preliminary design and cost estimating effort for a facility for the testing of control valves in Hot Dirty Gas (HDGCV) service. This design was performed by Mittelhauser Corporation for the United States Department of Energy's Morgantown Energy Technology Center (METC). The objective of this effort was to provide METC with a feasible preliminary design for a test facility which could be used to evaluate valve designs under simulated service conditions and provide a technology data base for DOE and industry. In addition to the actual preliminary design of the test facility, final design/construction/operating schedules and a facility cost estimate were prepared to provide METC sufficient information with which to evaluate this design. The bases, assumptions, and limitations of this study effort are given. The tasks carried out were as follows: METC Facility Review, Environmental Control Study, Gas Generation Study, Metallurgy Review, Safety Review, Facility Process Design, Facility Conceptual Layout, Instrumentation Design, Cost Estimates, and Schedules. The report provides information regarding the methods of approach used in the various tasks involved in the completion of this study. Section 5.0 of this report presents the results of the study effort. The results obtained from the above-defined tasks are described briefly. The turnkey cost of the test facility is estimated to be $9,774,700 in fourth quarter 1979 dollars, and the annual operating cost is estimated to be $960,000 plus utilities costs which are not included because unit costs per utility were not available from METC.

    A Delisting Petition submitted to the U.S. Environmental Protection Agency in August 1993 addressed effluent to be generated at the 200 Area Effluent Treatment Facility from treating Hanford Facility waste streams. This Delisting Petition requested that 71.9 million liters per year of treated effluent, bearing the designation 'F001' through 'F005', and/or 'F039' that is derived from 'F001' through 'F005' waste, be delisted. On June 13, 1995, the U.S. Environmental Protection Agency published the final rule (Final Delisting), which formally excluded 71.9 million liters per year of 200 Area Effluent Treatment Facility effluent from ''being listed as hazardous wastes'' (60 FR 31115 now promulgated in 40 CFR 261). Given the limited scope, it is necessary to request a modification of the Final Delisting to address the management of a more diverse multi-source leachate (F039) at the 200 Area Effluent Treatment Facility. From past operations and current cleanup activities on the Hanford Facility, a considerable amount of both liquid and solid Resource Conservation and Recovery Act of 1976 regulated mixed waste has been and continues to be generated. Ultimately this waste will be treated as necessary to meet the Resource Conservation and Recovery Act Land Disposal Restrictions. The disposal of this waste will be in Resource Conservation and Recovery Act--compliant permitted lined trenches equipped with leachate collection systems. These operations will result in the generation of what is referred to as multi-source leachate. This newly generated waste will receive the listed waste designation of F039. This waste also must be managed in compliance with the provisions of the Resource Conservation and Recovery Act.

    The U.S. Postal Service (Postal Service) recently installed Energy Information Systems (EIS) at 30 facilities in California. These systems integrate electric utility meter data acquisition hardware, software, and communication systems to collect, archive, analyze, and display whole-facility energy consumption data. At some point in the future, these systems could also be integrated with sub-meters that measure the electricity consumption of key end-use equipment. The purpose of this guidebook is to help Postal Service facility managers interpret and act upon energy data available from their EIS, translating the abundance of information these systems provide into knowledge that can be used to reduce energy use and costs. The guidebook first describes basic EIS capabilities and explains the data and reports that Postal Service EIS provide. It outlines a set of strategies for utilizing this information to improve operations and maintenance of building energy use equipment and for facilitating demand response. Finally, the guidebook offers suggestions on creating a routine for tracking and analyzing energy data and integrating this information into regular energy management activities.

    This report is a final culmination of activities funded through the Department of Energy`s (DOE) University Reactor Sharing Program, Grant DE-FG02-80ER10273, during the period 1 July 1980 through 30 June 1995. Progress reports have been periodically issued to the DOE, namely the Reactor Facility Annual Reports C00-2082/2219-7 through C00-2082/10723-21, which are contained as an appendix to this report. Due to the extent of time covered by this grant, summary tables are presented. Table 1 lists the fiscal year financial obligations of the grant. As listed in the original grant proposals, the DOE grant financed 70% of project costs, namely the total amount spent of these projects minus materials costs and technical support. Thus the bulk of funds was spent directly on reactor operations. With the exception of a few years, spending was in excess of the grant amount. As shown in Tables 2 and 3, the Reactor Sharing grant funded a immense number of research projects in nuclear engineering, geology, animal science, chemistry, anthropology, veterinary medicine, and many other fields. A list of these users is provided. Out of the average 3000 visitors per year, some groups participated in classes involving the reactor such as Boy Scout Merit Badge classes, teacher`s workshops, and summer internships. A large number of these projects met the requirements for the Reactor Sharing grant, but were funded by the University instead.

    This report summarizes the pubic involvement component of Phase 1 of the Monitored Retrievable Storage Facility (NM) Feasibility Study in San Juan County, Utah. Part of this summary includes background information on the federal effort to locate a voluntary site for temporary storage of nuclear waste, how San Juan County came to be involved, and a profile of the county. The heart of the report, however, summarizes the activities within the public involvement process, and the issues raised in those various forums. The authors have made every effort to reflect accurately and thoroughly all the concerns and suggestions expressed to us during the five month process. We hope that this report itself is a successful model of partnership with the citizens of the county -- the same kind of partnership the county is seeking to develop with its constituents. Finally, this report offers some suggestions to both county officials and residents alike. These suggestions concern how decision-making about the county's future can be done by a partnership of informed citizens and listening decision-makers. In the Appendix are materials relating to the public involvement process in San Juan County.

    The Plasma Facing Components (PFC) Facilities Review Panel was chartered by the US Department of Energy, Office of Fusion Energy, ITER (International Thermonuclear Experimental Reactor) and Technology Division, to outline the program plan and identify the supporting test facilities that lead to reliable, long-lived plasma facing components for ITER. This report summarizes the panel`s findings and identifies the necessary and sufficient set of test facilities required for ITER PFC development.

    The U.S. Department of Energy prepared this environmental impact statement to assess the environmental and socioeconomic implications of its proposal to mine 11 million tons of oil shale from the Naval Oil Shale Reserves (NOSR) at Anvil Points, Colorado; to construct an experimental full-size shale retort module on a 365-acre lease tract having a 4700 bbl/day production capacity; and to consider extension, modification or new leasing of the facility. This project was cancelled after the DEIS was issued.

    The proposed Keystone XL project consists of a 1,700-mile crude oil pipeline and related facilities that would primarily be used to transport Western Canadian Sedimentary Basin crude oil from an oil supply hub in Alberta, Canada to delivery points in Oklahoma and Texas. This EIS, prepared by the Department of State, evaluates the environmental impacts of the proposed Keystone XL project. DOE’s Western Area Power Administration, a cooperating agency, has jurisdiction over certain proposed transmission facilities (construction and operation of a short 230-kv transmission line and construction of a new substation). The State Department published a notice in the Federal Register on February 3, 2012, regarding the denial of the Keystone XL presidential permit (77 FR 5614).
