    DOE is evaluating the potential conveyance (lease, easement, and/or title transfer) of real property that may be determined to be excessed, underutilized or unneeded at the Paducah Gaseous Diffusion Plant (PGDP). After appropriate agency reviews, DOE could transfer PGDP real property to one or more entities for a range of economic development and/or recreational uses. DOEs potential action is designed to reduce the footprint of the site and the cost for maintenance of the site, providing opportunities for beneficial reuse. DOE prepared this Draft Environmental Assessment (EA) to analyze the potential environmental consequences associated with potential land and facilities transfers.

    The DOE-Idaho Operations Office has prepared an environmental assessment (EA) to analyze the environmental impacts of closing the Waste Calcining Facility (WCF) at the Idaho National Engineering Laboratory (INEL). The purpose of the action is to reduce the risk of radioactive exposure and release of radioactive and hazardous constituents and eliminate the need for extensive long-term surveillance and maintenance. DOE has determined that the closure is needed to reduce these risks to human health and the environment and to comply with Resource Conservation and Recovery Act requirements. The WCF closure project is described in the DOE Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Restoration and Waste Management Programs Final Environmental Impact Statement (Programmatic EIS). DOE determined in the Programmatic EIS Record of Decision (ROD) that certain actions would be implemented and other actions deferred. The EA examined the potential environmental impacts of the proposed action and evaluated reasonable alternatives, including the no action alternative in accordance with the Council on Environmental Quality Regulations. Based on the analysis in the EA, the action will not have a significant effect on the human environment.

    This document is a site-specific environmental impact statement (EIS) for construction and operation of a proposed depleted uranium hexafluoride (DUF{sub 6}) conversion facility at the U.S. Department of Energy (DOE) Portsmouth site in Ohio (Figure S-1). The proposed facility would convert the DUF{sub 6} stored at Portsmouth to a more stable chemical form suitable for use or disposal. The facility would also convert the DUF{sub 6} from the East Tennessee Technology Park (ETTP) site near Oak Ridge, Tennessee. In a Notice of Intent (NOI) published in the Federal Register on September 18, 2001 (Federal Register, Volume 66, page 48123 [66 FR 48123]), DOE announced its intention to prepare a single EIS for a proposal to construct, operate, maintain, and decontaminate and decommission two DUF{sub 6} conversion facilities at Portsmouth, Ohio, and Paducah, Kentucky, in accordance with the National Environmental Policy Act of 1969 (NEPA) (United States Code, Title 42, Section 4321 et seq. [42 USC 4321 et seq.]) and DOE's NEPA implementing procedures (Code of Federal Regulations, Title 10, Part 1021 [10 CFR Part 1021]). Subsequent to award of a contract to Uranium Disposition Services, LLC (hereafter referred to as UDS), Oak Ridge, Tennessee, on August 29, 2002, for design, construction, and operation of DUF{sub 6} conversion facilities at Portsmouth and Paducah, DOE reevaluated its approach to the NEPA process and decided to prepare separate site-specific EISs. This change was announced in a Federal Register Notice of Change in NEPA Compliance Approach published on April 28, 2003 (68 FR 22368); the Notice is included as Attachment B to Appendix C of this EIS. This EIS addresses the potential environmental impacts from the construction, operation, maintenance, and decontamination and decommissioning (D&D) of the proposed conversion facility at three alternative locations within the Portsmouth site; from the transportation of all ETTP cylinders (DUF{sub 6}, low-enriched UF6 [LEU-UF{sub 6}], and empty) to Portsmouth; from the transportation of depleted uranium conversion products to a disposal facility; and from the transportation, sale, use, or disposal of the fluoride-containing conversion products (hydrogen fluoride [HF] or calcium fluoride [CaF{sub 2}]). An option of shipping the ETTP cylinders to Paducah is also considered. In addition, this EIS evaluates a no action alternative, which assumes continued storage of DUF{sub 6} in cylinders at the Portsmouth and ETTP sites.     This document is a site-specific environmental impact statement (EIS) for construction and operation of a proposed depleted uranium hexafluoride (DUF{sub 6}) conversion facility at the U.S. Department of Energy (DOE) Paducah site in northwestern Kentucky (Figure S-1). The proposed facility would convert the DUF{sub 6} stored at Paducah to a more stable chemical form suitable for use or disposal. In a Notice of Intent (NOI) published in the ''Federal Register'' (FR) on September 18, 2001 (''Federal Register'', Volume 66, page 48123 [66 FR 48123]), DOE announced its intention to prepare a single EIS for a proposal to construct, operate, maintain, and decontaminate and decommission two DUF{sub 6} conversion facilities at Portsmouth, Ohio, and Paducah, Kentucky, in accordance with the National Environmental Policy Act of 1969 (NEPA) (''United States Code'', Title 42, Section 4321 et seq. [42 USC 4321 et seq.]) and DOE's NEPA implementing procedures (''Code of Federal Regulations'', Title 10, Part 1021 [10 CFR Part 1021]). Subsequent to award of a contract to Uranium Disposition Services, LLC (hereafter referred to as UDS), Oak Ridge, Tennessee, on August 29, 2002, for design, construction, and operation of DUF{sub 6} conversion facilities at Portsmouth and Paducah, DOE reevaluated its approach to the NEPA process and decided to prepare separate site-specific EISs. This change was announced in a ''Federal Register'' Notice of Change in NEPA Compliance Approach published on April 28, 2003 (68 FR 22368); the Notice is included as Attachment B to Appendix C of this EIS. This EIS addresses the potential environmental impacts from the construction, operation, maintenance, and decontamination and decommissioning (D&D) of the proposed conversion facility at three alternative locations within the Paducah site; from the transportation of depleted uranium conversion products to a disposal facility; and from the transportation, sale, use, or disposal of the fluoride-containing conversion products (hydrogen fluoride [HF] or calcium fluoride [CaF{sub 2}]). Although not part of the proposed action, an option of shipping all cylinders (DUF{sub 6}, low-enriched UF{sub 6} [LEU-UF{sub 6}], and empty) stored at the East Tennessee Technology Park (ETTP) near Oak Ridge, Tennessee, to Paducah rather than to Portsmouth is also considered. In addition, this EIS evaluates a no action alternative, which assumes continued storage of DUF{sub 6} in cylinders at the Paducah site. A separate EIS (DOE/EIS-0360) evaluates the potential environmental impacts for the proposed Portsmouth conversion facility.

    Mixed and low-level wastes generated at the Idaho National Engineering Laboratory (INEL) are required to be managed according to applicable State and Federal regulations, and Department of Energy Orders that provide for the protection of human health and the environment. The Mixed and Low-Level Waste Treatment Facility Project was chartered in 1991, by the Department of Energy to provide treatment capability for these mixed and low-level waste streams. The first project task consisted of conducting engineering studies to identify the waste streams, their potential treatment strategies, and the requirements that would be imposed on the waste streams and the facilities used to process them. This report, Appendix A, Environmental & Regulatory Planning & Documentation, identifies the regulatory requirements that would be imposed on the operation or construction of a facility designed to process the INEL`s waste streams. These requirements are contained in five reports that discuss the following topics: (1) an environmental compliance plan and schedule, (2) National Environmental Policy Act requirements, (3) preliminary siting requirements, (4) regulatory justification for the project, and (5) health and safety criteria.

    From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor facility and infrastructure drawings. The assessment team believes that the information, experience, and insight gained through FEVA will help in the planning and prioritization of ongoing efforts to resolve environmental vulnerabilities at UT-Battelle--managed ORNL facilities.

  8. BP Cherry Point Cogeneration Project, Draft Environmental Impact Statement

    BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their respective decision-making processes associated with the Applicant's request to interconnect to Bonneville's transmission system and proposed location of the project within wetland areas. Therefore, this Draft EIS serves as the environmental review document for SEPA and for NEPA as required by Bonneville for the interconnection and the Corps for its 404 individual permit. The EIS addresses direct, indirect, and cumulative impacts of the proposed project, and potential mitigation measures proposed by the Applicant, as well as measures recommended by EFSEC. The information and resulting analysis presented in this Draft EIS are based primarily on information provided by the Applicant in the ASC No. 2002-01 (BP 2002). Where additional information was used to evaluate the potential impacts associated with the proposed action, that information has been referenced. EFSEC's environmental consultant, Shapiro and Associates, Inc., did not perform additional studies during the preparation of this Draft EIS.

    In 1990, the Bonneville Power Administration (BPA) embarked upon the Resource Contingency Program (RCP) to fulfill its statutory responsibilities to supply electrical power to its utility, industrial and other customers in the Pacific Northwest. Instead of buying or building generating plants now, BPA has purchased options to acquire power later if needed. Three option development agreements were signed in September 1993 with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop Washington and near Hermiston, Oregon.     The objective of the EMMP is to document compliance with the NWPA. To do so, a summary description of site characterization activites is provided, based on the consultation draft of the SCP. Subsequent chpaters identify those technical areas having the potential to be impacted by site characterization activities and the monitoring plans proposed to identify whether those impacts acutally occur. Should monitoring confirm the potential for significant adverse impact, mitigative measures will be developed. In the context of site characterization, mitigation is defined as those changes in site characterization activities that serve to avoid or minimize, to the maximum extent practicle, any significant adverse environmental impacts. Although site characterization activies involve both surface and subsurface activities, it is the surface-based aspect of site characterization that is addressed in detailed by the EMMP. The schedule and duration of these activities is given in the consultation draft of the SCP. A breif summary of all proposed activities is given in the EMMP. 10 refs., 8 figs.

    BPA proposes to fund several fishery-related activities in the Yakima River Basin. The Yakima Fisheries Project (YFP), included in the Northwest Power Planning Council`s fish and wildlife program, would be jointly managed by the State of Washington and the Yakima Indian Nation. Fisheries resources in the Yakima River are severely reduced from historical levels and there is a significant potential for enhancement of these resources. BPA`s proposed action is to fund (1) information gathering on the implementation of supplementation techniques and on feasibility of reintroducing coho salmon in an environment where native populations have become extinct; (2) research activities based on continuous assessment, feedback and improvement of research design and activities ({open_quotes}adaptive management{close_quotes}); and (3) the construction, operation, and maintenance of facilities for supplementing populations of upper Yakima spring chinook salmon. The project has been considerably revised from the original proposal described in the first draft EIS. Examined in addition to No Action (which would leave present anadromous fisheries resources unchanged in the, Basin) are two alternatives for action: (1) supplementation of depressed natural populations of upper Yakima spring chinook and (2) that same supplementation plus a study to determine the feasibility of re-establishing (via stock imported from another basin) naturally spawning population and a significant fall fishery for coho in the Yakima Basin. Alternative 2 has been identified as the preferred action. Major issues examined in the Revised Draft EIS include potential impacts of the project on genetic and ecological resources of existing fish populations, on water quality and quantity, on threatened and endangered species listed under the Endangered Species Act, and on the recreational fishery.

    This draft Shaft Study Plan describes a program of testing and monitoring in the Exploratory Shafts of a candidate high-level nuclear waste repository site in Deaf Smith County, Texas. The purpose of the programs to assist with site characterization in support of a determination of site suitability for development as a repository design and performance assessment evaluations. The program includes a variety of geological, geophysical, geomechanical, thermomechanical, and geohydrological testing and monitoring. The program is presented as a series of separate studies concerned with geological, geomechanical, and geohydrological site characterization, and with evaluating the mechanical and hydrological response of the site to construction of the shafts. The various studies, and associated test or monitoring methods are shown. The procedure used in developing the test program has been to initially identify the information necessary to satisfy (1) federal, state, and local requirements, and (2) repository program requirements. These information requirements have then been assessed to determine which requirements can be addressed wholly or in significant part by monitoring and testing from within the shafts.     This report analyzes the environmental regulatory requirements for several process configurations of a biomass-to-ethanol facility. It also evaluates the impact of two feedstocks (municipal solid waste [MSW] and agricultural residues) and three facility sizes (1000, 2000, and 3000 dry tons per day [dtpd]) on the environmental requirements. The basic biomass ethanol process has five major steps: (1) Milling, (2) Pretreatment, (3) Cofermentation, (4) Enzyme production, (5) Product recovery. Each step could have environmental impacts and thus be subject to regulation. Facilities that process 2000 dtpd of MSW or agricultural residues would produce 69 and 79 million gallons of ethanol, respectively.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    Bonneville Power Administration, the Bureau of Indian Affairs, the Nez Perce Tribe propose a supplementation program to restore chinook salmon to the Clearwater River Subbasin in Idaho. The Clearwater River is a tributary to the Snake River, which empties into the Columbia River. The Nez Perce Tribe would build and operate two central incubation and rearing hatcheries and six satellite facilities. Spring, summer and fall chinook salmon would be reared and acclimated to different areas in the Subbasin and released at the hatchery and satellite sites or in other watercourses throughout the Subbasin. The supplementation program differs from other hatchery programs because the fish would be released at different sizes and would return to reproduce naturally in the areas where they are released. Several environmental issues were identified during scoping: the possibility that the project would fail if mainstem Columbia River juvenile and adult passage problems are not solved; genetic risks to fish listed as endangered or threatened; potential impacts to wild and resident fish stocks because of increase competition for food and space; and water quality. The Proposed Action would affect several important aspects of Nez Perce tribal life, primarily salmon harvest, employment, and fisheries management.

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021). DOE is the lead Federal Agency, as defined by 40 CFR 1501.5. The U.S. Department of Agriculture Forest Service (USFS), the Bureau of Land Management (BLM) of the U.S. Department of the Interior, and the U.S. Section of the International Boundary and Water Commission, U.S. and Mexico (USIBWC), are cooperating agencies. Each of these organizations will use the EIS for its own NEPA purposes, as described in the Federal Agencies' Purpose and Need and Authorizing Actions section of this summary. The 345-kV double-circuit transmission line would consist of twelve transmission line wires, or conductors, and two neutral ground wires that would provide both lightning protection and fiber optic communications, on a single set of support structures. The transmission line would originate at TEP's existing South Substation (which TEP would expand), in the vicinity of Sahuarita, Arizona, and interconnect with the Citizens Communications (Citizens) system at a Gateway Substation that TEP would construct west of Nogales, Arizona. The double-circuit transmission line would continue from the Gateway Substation south to cross the U.S.-Mexico border and extend approximately 60 miles (mi) (98 kilometers [km]) into the Sonoran region of Mexico, connecting with the Comision Federal de Electricidad (CFE, the national electric utility of Mexico) at CFE's Santa Ana Substation.

    This Environmental Assessment (EA) has been prepared, in accordance with the National Environmental Policy Act of 1969, for the deployment and operation of a commercial 40-Megawatt (MW) Ocean Thermal Energy Conversion (OTEC) Pilot Plant (hereafter called the Pilot Plant). A description of the proposed action is presented, and a generic environment typical of the candidate Pilot Plant siting regions is described. An assessment of the potential environmental impacts associated with the proposed action is given, and the risk of credible accidents and mitigating measures to reduce these risks are considered. The Federal and State plans and policies the proposed action will encompass are described. Alternatives to the proposed action are presented. Appendix A presents the navigation and environmental information contained in the US Coast Pilot for each of the candidate sites; Appendix B provides a brief description of the methods and calculations used in the EA. It is concluded that environmental disturbances associated with Pilot Plant activities could potentially cause significant environmental impacts; however, the magnitude of these potential impacts cannot presently be assessed, due to insufficient engineering and environmental information. A site- and design-specific OTEC Pilot Plant Environmental Impact Statement (EIS) is required to resolve the potentially significant environmental effects associated with Pilot Plant deployment and operation.     Every two years, Bonneville Power Administration (BPA) prepares a Resource Program which identifies the resource actions BPA will take to meet its obligation to serve the forecasted power requirements of its customers. The Resource Program`s Environmental Impact Statement (RPEIS) is a programmatic environmental document which will support decisions made in several future Resource Programs. Environmental documents tiered to the EIS may be prepared on a site-specific basis. The RPEIS includes a description of the environmental effects and mitigation for the various resource types available in order to evaluate the trade-offs among them. It also assesses the environmental impacts of adding thirteen alternative combinations of resources to the existing power system. This report contains the appendices to the RPEIS.

    This report has been prepared to make available and archive the background information on socioeconomic resources collected during the preparation of the Environmental Impact Statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (DOE) published a notice in the Federal Register on May 17, 1994 (Fed. Regis. 5925638), withdrawing its Notice of Intent (Fed Regis. 57:5433), of February 14, 1992, to prepare the HGPEIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. This document provides background information on socioeconomic resources in Hawaii County, with particular emphasis on the Puna District (Fig. 1). Information is being made available for use by others in conducting future socioeconomic impact assessments in this area. This report describes existing socioeconomic resources in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts. The socioeconomic resources described are primarily those that would be affected by employment and population growth associated with any future large-scale development. These resource categories are (1) population, (2) housing, (3) land use, (4) economic structure (primarily employment and income), (5) infrastructure and public services (education, ground transportation, police and fire protection, water, wastewater, solid waste disposal, electricity, and emergency planning), (6) local government revenues and expenditures, and (7) tourism and recreation.

Interrelationships among these hazards are discussed. Probabilities of occurrence of given geologic hazards are provided in various regions where sufficient geologic or historical data are available. Most of the information contained herein is compiled from recent U.S. Geological Survey (USGS) publications and open-file reports. This report describes the natural geologic hazards present in the area and does not represent an assessment of environmental impacts. Geologic hazards originate both onshore and offshore. Onshore geologic hazards such as volcanic eruptions, earthquakes, surface rupture, landslides, uplift, and subsidence occur mainly on the southern third of the island of Hawaii (hereinafter referred to as Hawaii). Offshore geologic hazards are more widely distributed throughout the Hawaiian Islands. Examples of offshore geologic hazards are submarine landslides, turbidity currents, and seismic sea waves (tsunamis). First, overviews of volcanic and earthquake activity, and details of offshore geologic hazards is provided for the Hawaiian Islands. Then, a more detailed discussion of onshore geologic hazards is presented with special emphasis on the southern third of Hawaii and the east rift zone of Kilauea.

    Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

    This report assesses the environmental consequences of the transportation of radioactive materials in densely populated urban areas, including estimates of the radiological, nonradiological, and social impacts arising from this process. The chapters of the report and the appendices which follow detail the methodology and results for each of four causative event categories: incident free transport, vehicular accidents, human errors or deviations from accepted quality assurance practices, and sabotage or malevolent acts. The numerical results are expressed in terms of the expected radiological and economic impacts from each. Following these discussions, alternatives to the current transport practice are considered. Then, the detailed analysis is extended from a limited area of New York city to other urban areas. The appendices contain the data bases and specific models used to evaluate these impacts, as well as discussions of chemical toxicity and the social impacts of radioactive material transport in urban areas. The latter are evaluated for each causative event category in terms of psychological, sociological, political, legal, and organizational impacts. The report is followed by an extensive bibliography covering the many fields of study which were required in performing the analysis.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Pantex Facility, conducted November 3 through 14, 1986.The Survey is being conducted by an interdisciplinary team of environmental specialist, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the Pantex Facility. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at the Pantex Facility, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The Sampling and Analysis Plan will be executed by the Oak Ridge National Laboratory. When completed, the results will be incorporated into the Pantex Facility Environmental Survey Interim Report.     This Draft Environmental Impact Statement (DEIS) addresses the Columbia Wind Farm {number_sign}1 (Project) proposal for construction and operation of a 25 megawatt (MW) wind power project in the Columbia Hills area southeast of Goldendale in Klickitat County, Washington. The Project would be constructed on private land by Conservation and Renewable Energy System (CARES) (the Applicant). An Environmental Impact Statement is required under both NEPA and SEPA guidelines and is issued under Section 102 (2) (C) of the National Environmental Policy Act (NEPA) at 42 U.S.C. 4321 et seq and under the Washington State Environmental Policy Act (SEPA) as provided by RCW 43.21C.030 (2) (c). Bonneville Power Administration is the NEPA lead agency; Klickitat County is the nominal SEPA lead agency and CARES is the SEPA co-lead agency for this DEIS. The Project site is approximately 395 hectares (975 acres) in size. The Proposed Action would include approximately 91 model AWT-26 wind turbines. Under the No Action Alternative, the Project would not be constructed and existing grazing and agricultural activities on the site would continue.

    A key part of preparedness in the event of a chemical warfare agent (CWA) or toxic industrial chemical (TIC) release at a large facility, such as an airport or subway, is to develop a concept of operations that allows for an effective incident response and recovery. This document is intended as a component of the concept of operations and will be used in the Emergency Operations Center (EOC) as a decision tool for the Unified Command (UC). The Checklist for Facility Response, Remediation, and Recovery presented in this document is principally focused on the Consequence Management Phase (see Figure 1; LLNL 2007a and 2007b) of a chemical release. Information in this document conforms to the National Response Plan (NRP) (DHS 2004) and the National Incident Management System (NIMS 2004). Under these two guidance documents, personnel responsible for managing chemical response and recovery efforts--that is, the decision-makers--are members of an Incident Command (IC), which is likely to transition to a UC in the event of a CWA or TIC attack. A UC is created when more than one agency has incident jurisdiction or when incidents cross political jurisdictions. The location for primary, tactical-level command and management is referred to as the Incident Command Post (ICP), as described in the NRP. Thus, regardless of whether an IC or a UC is used, the responsible entities are located at an ICP. Agencies work together through designated members of the UC to establish their designated Incident Commanders at a single ICP and to establish a common set of objectives and strategies and a single Incident Action Plan. Initially during the Crisis Management Phase (see Figure 1), the Incident Commander is likely to be the Chief of the fire department that serves the affected facility. As life-safety issues are resolved and the Crisis Management Phase shifts to the Consequence Management Phase, the work of characterization, decontamination, and facility clearance begins. There will likely be a coincident transition in organizational structure as well, and new remediation-focused groups, units, and personnel will be added as remediation needs are anticipated. In most cases, a UC would be formed, if not formed already, to direct the cleanup process jointly and to take ultimate responsibility for all cleanup decisions. The UC would likely include the Transportation Facility Manager or Emergency Operations Manager; representatives from state and local public health, environmental, and emergency management agencies; and Federal agencies, such as the U.S. Environmental Protection Agency.

The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    BPA is considering whether to transfer (wheel) electrical power from a proposed privately-owned, combustion-turbine electrical generation plant in Oregon. The plant would be fired by natural gas and would use combined-cycle technology to generate up to 440 average megawatts (aMW) of energy. The plant would be developed, owned, and operated by Portland General Electric Company (PGE). The project would be built in eastern Oregon, just east of the City of Boardman in Morrow County. The proposed plant would be built on a site within the Port of Morrow Industrial Park. The proposed use for the site is consistent with the County land use plan. Building the transmission line needed to interconnect the power plant to BPA`s transmission system would require a variance from Morrow County. BPA would transfer power from the plant to its McNary-Slatt 500-kV transmission line. PGE would pay BPA for wheeling services. Key environmental concerns identified in the scoping process and evaluated in the draft Environmental Impact Statement (DEIS) include these potential impacts: (1) air quality impacts, such as emissions and their contributions to the {open_quotes}greenhouse{close_quotes} effect; (2) health and safety impacts, such as effects of electric and magnetic fields, (3) noise impacts, (4) farmland impacts, (5) water vapor impacts to transportation, (6) economic development and employment impacts, (7) visual impacts, (8) consistency with local comprehensive plans, and (9) water quality and supply impacts, such as the amount of wastewater discharged, and the source and amount of water required to operate the plant. These and other issues are discussed in the DEIS. The proposed project includes features designed to reduce environmental impacts. Based on studies completed for the DEIS, adverse environmental impacts associated with the proposed project were identified, and no evidence emerged to suggest that the proposed action is controversial.

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support project facilities in a safe and environmentally acceptable manner; and non-power generating alternatives, such as conservation and demand-side management.

    Closed or curtailed iron and steelmaking facilities represent a substantial resource to US industry as the US steel industry rationalizes and retools to meet the demands of the world marketplace. Recently, many states have begun to enact legislation aimed at encouraging reuse of such facilities. Therefore, interest in evaluating them as to environmental status is increasing. A number of relatively new investigative techniques are available that can allow an environmental site assessment or other environmental investigation to proceed more quickly and/or at less cost. This article discussed the following methods: Direct-use technology for sampling groundwater, subsurface soil and soil gas; immunoassay field screening for organic contaminants; and close-support (field mobilized) analytical laboratory. Different approaches for sequencing investigative and remediation efforts are also discussed, building upon the observational method for site investigation and clean up.

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

    The technology information provided in this report is only the first step toward the identification and selection of process systems that may be recommended for a proposed mixed and low-level waste treatment facility. More specific information on each technology will be required to conduct the system and equipment tradeoff studies that will follow these preengineering studies. For example, capacity, maintainability, reliability, cost, applicability to specific waste streams, and technology availability must be further defined. This report does not currently contain all needed information; however, all major technologies considered to be potentially applicable to the treatment of mixed and low-level waste are identified and described herein. Future reports will seek to improve the depth of information on technologies.

    This Safety Assessment is based on information derived from the Conceptual Design Report for the Environmental Restoration Disposal Facility (DOE/RL 1994) and ancillary documentation developed during the conceptual design phase of Project W-296. The Safety Assessment has been prepared to support the Solid Waste Burial Ground Interim Safety Basis document. The purpose of the Safety Assessment is to provide an evaluation of the design to determine if the process, as proposed, will comply with US Department of Energy (DOE) Limits for radioactive and hazardous material exposures and be acceptable from an overall health and safety standpoint. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

    The US Department of Energy (DOE) is now engaged in a program of environmental restoration nationwide across its 45 sites. It is also bringing its facilities into compliance with environmental regulations, decontaminating and decommissioning unwanted facilities, and constructing new waste management facilities. One of the most difficult questions that DOE must face in successfully remediating its inactive waste sites, decontaminating and decommissioning its inactive facilities, and operating its waste management facilities is: ``What criteria and standards should be met?`` Acceptable standards or procedures for determining standards will assist DOE in its conduct of ongoing waste management and pending cleanup activities by helping to ensure that those activities are conducted in compliance with applicable laws and regulations and are accepted by the regulatory community and the public. This document reports on the second of three baseline activities that are being conducted as prerequisites to either the development of quantitative standards that could be used by DOE, or consistent procedures for developing such standards.     This ''Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement'' (LLNL SW/SPEIS) describes the purpose and need for agency action for the continued operation of LLNL and analyzes the environmental impacts of these operations. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions. LLNL, located about 40 miles east of San Francisco, California, is also needed to support other U.S. Department of Energy (DOE) programs and Federal agencies such as the U.S. Department of Defense, Nuclear Regulatory Commission, U.S. Environmental Protection Agency (EPA), and the newly established U.S. Department of Homeland Security. This LLNL SW/SPEIS analyzes the environmental impacts of reasonable alternatives for ongoing and foreseeable future operations, facilities, and activities at LLNL. The reasonable alternatives include the No Action Alternative, Proposed Action, and the Reduced Operation Alternative. The major decision to be made by DOE/NNSA is to select one of the alternatives for the continued operation of the LLNL. As part of the Proposed Action, DOE/NNSA is considering: using additional materials including plutonium on the National Ignition Facility (NIF); increasing the administrative limit for plutonium in the Superblock, which includes the Plutonium Facility, the Tritium Facility, and the Hardened Engineering Test Building; conducting the Integrated Technology Project, using laser isotope separation to provide material for Stockpile Stewardship experiments, in the Plutonium Facility; increasing the material-at-risk limit for the Plutonium Facility; and increasing the Tritium Facility material-at-risk. A discussion of these issues is presented in Section S.5.2, Proposed Action. The ''National Environmental Policy Act'' (NEPA) establishes environmental policy, sets goals, and provides means for implementing the policy. NEPA contains provisions to ensure that Federal agencies adhere to the letter and spirit of the Act. The key provision requires preparation of an environmental impact statement on ''major Federal actions significantly affecting the quality of the human environment'' (40 ''Code of Federal Regulations'' [CFR] {section}1502.3). NEPA ensures that environmental information is available to public officials and citizens before decisions are made and actions are taken (40 CFR {section}1500.1[b]). DOE has a policy to prepare sitewide environmental impact statements documents for certain large, multiple-facility sites such as LLNL (10 CFR {section}1021.330). In August 1992, DOE released the ''Final Environmental Impact Statement and Environmental Impact Report for Continued Operations of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore'' (LLNL EIS/EIR). A Record of Decision (ROD) (58 ''Federal Register'' [FR] 6268) was issued in January 1993. With the passage of more than 10 years since the publication of the 1992 LLNL EIS/EIR (DOE/EIS-0157) and because of proposed modifications to existing projects and new programs, NNSA determined that it was appropriate to prepare a new LLNL SW/SPEIS.
