    The Surplus Facilities Management Program (SFMP) at Oak Ridge National Laboratory (ORNL) is part of the Department of Energy`s (DOE) National SFMP, administered by the Richland Operations Office. This program was established to provide for the management of DOE surplus radioactively contaminated facilities from the end of their operating life until final facility disposition is completed. As part of this program, the ORNL SFMP oversees some 76 individual surplus facilities, ranging in complexity from abandoned waste storage tanks to large experimental reactors. The ORNL SFMP has prepared this Long Range Plan to outline the long-term management strategy for those facilities included in the program. The primary objective of this plan are to: (1) develop a base of information for each ORNL SFMP facility, (2) conduct preliminary decommissioning analyses to identify feasible alternatives, (3) assess the current and future risk of each facility, (4) establish a priority list for the decommissioning projects, and (5) integrate the individual project costs and schedules into an overall program schedule and cost estimate for the ORNL site. The Long Range Plan also provides an overview of the ORNL SFMP management structure, specifies the decommissioning criteria to be employed, and identifies special technical problems, research and development needs, and special facilities and equipment that may be required for decommissioning operations.

    During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities. Since the QA Program for the nuclear facilities is now documented in the QAPD, future updates of the information provided in this plan will be by letter. The layout of this plan is similar to that of WHC-SP-1 13 1, Rev. 1. Sections 2.0 and 3.0 provide an overview of the Project Hanford QA Program. A list of Project Hanford nuclear facilities is provided in Section 4.0. Section 5.0 provides the status of facility compliance to 10 CFR 830.120. Sections 6.0, 7.0, and 8.0 provide requested exemptions, status of open items, and references, respectively. The four appendices correspond to the four projects that comprise Project Hanford.

    A Task Force, comprising eight US Nuclear Regulatory Commission and two Agreement State program staff members, developed the guidance contained in this report. This report describes a systematic approach for effectively managing radiation safety programs at medical facilities. This is accomplished by defining and emphasizing the roles of an institution`s executive management, radiation safety committee, and radiation safety officer. Various aspects of program management are discussed and guidance is offered on selecting the radiation safety officer, determining adequate resources for the program, using such contractual services as consultants and service companies, conducting audits, and establishing the roles of authorized users and supervised individuals; NRC`s reporting and notification requirements are discussed, and a general description is given of how NRC`s licensing, inspection and enforcement programs work.

Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    The primary goal of this visit was to perform a joint assessment of the Renewable Energy and Water Desalination Center's (REWDC) program in radioactive waste management. The visit represented the fourth technical and scientific interaction with Libya under the DOE/NNSA Sister Laboratory Arrangement. Specific topics addressed during the visit focused on Action Sheet P-05-5, ''Radioactive Waste Management''. The Team, comprised of Mo Bissani (Team Lead), Robert Fischer, Scott Kidd, and Jim Merrigan, consulted with REWDC management and staff. The team collected information, discussed particulars of the technical collaboration and toured the Tajura facility. The tour included the waste treatment facility, waste storage/disposal facility, research reactor facility, hot cells and analytical labs. The assessment team conducted the first phase of Task A for Action Sheet 5, which involved a joint assessment of the Radioactive Waste Management Program. The assessment included review of the facilities dedicated to the management of radioactive waste at the Tourja site, the waste management practices, proposed projects for the facility and potential impacts on waste generation and management.

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.

    Low-level radioactive residues from pitchblende processing and thorium- and radium-contaminated sand, soil, and building rubble are presently stored at the Niagara Falls Storage Site (NFSS) in Lewiston, New York. These residues and wastes derive from past NFSS operations and from similar operations at other sites in the United States conducted during the 1940s by the Manhattan Engineer District (MED) and subsequently by the Atomic Energy Commission (AEC). The US Department of Energy (DOE), successor to MED/AEC, is conducting remedial action at the NFSS under two programs: on-site work under the Surplus Facilities Managemnt Program and off-site cleanup of vicinity properties under the Formerly Utilized Sites Remedial Action Program. On-site remedial action consists of consolidating the residues and wastes within a designated waste containment area and constructing a waste containment facility to prevent contaminant migration. The service life of the system is 25 to 50 years. Near-term remedial action construction activities will not jeopardize or preclude implementation of any other remedial action alternative at a later date. Should DOE decide to extend the service life of the system, the waste containment area would be upgraded to provide a minimum service life of 200 years. This report describes the design for the containment system. Pertinent information on site geology and hydrology and on regional seismicity and meteorology is also provided. Engineering calculations and validated computer modeling studies based on site-specific and conservative parameters confirm the adequacy of the design for its intended purposes of waste containment and environmental protection.

    During 1986, the environmental monitoring program was continued at the Niagara Falls Storage Site (NFSS), a US Department of Energy (DOE) surplus facility located in Niagara County, New York, presently used for the interim storage of radioactive residues and contaminated soils and rubble. The monitoring program is being conducted by Bechtel National, Inc. The monitoring program at the NFSS measures radon gas concentrations in air; external gamma radiation levels; and uranium and radium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard and to assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the conservative scenario described in the report, this individual would receive an annual external exposure approximately equivalent to 6% of the DOE radiation protection standard of 100 mrem/yr. By comparison, the incremental dose received from living in a brick house versus a wooden house is 10 mrem/yr above background. The cumulative dose to the population within an 80-km (50-mi) radius of the NFSS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive from naturally occurring radioactive sources. Results of the 1986 monitoring show that the NFSS is in compliance with the DOE radiation protection standard. 14 refs., 11 figs., 14 tabs.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    An assessment of Los Alamos National Laboratory`s management system related to facility compliance with an element of the Clean Air Act was performed under contract by a team from Northern Arizona University. More specifically, a Federal Facilities Compliance Agreement (FFCA) was established in 1996 to bring the Laboratory into compliance with emissions standards of radionuclides, commonly referred to as Rad/NESHAP. In the fall of 1996, the four-person team of experienced environmental managers evaluated the adequacy of relevant management systems to implement the FFCA provisions. The assessment process utilized multiple procedures including document review, personnel interviews and re-interviews, and facility observations. The management system assessment was completed with a meeting among team members, Laboratory officials and others on November 1, 1996 and preparation of an assessment report.

This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

    Throughout the commercial nuclear industry the lack of design reconstitution programs prior to the mid 1980`s has resulted in inadequate documentation to support operating facilities configuration changes or safety evaluations. As a result, many utilities have completed or have ongoing design reconstitution programs and have discovered that without sufficient pre-planning their program can be potentially very expensive and may result in end-products inconsistent with the facility needs or expectations. A design reconstitution program plan is developed here for the Hanford waste tank farms facility as a consequence of the DOE Standard on operational configuration management. This design reconstitution plan provides for the recovery or regeneration of design requirements and basis, the compilation of Design Information Summaries, and a methodology to disposition items open for regeneration that were discovered during the development of Design Information Summaries. Implementation of this plan will culminate in an end-product of about 30 Design Information Summary documents. These documents will be developed to identify tank farms facility design requirements and design bases and thereby capture the technical baselines of the facility. This plan identifies the methodology necessary to systematically recover documents that are sources of design input information, and to evaluate and disposition open items or regeneration items discovered during the development of the Design Information Summaries or during the verification and validation processes. These development activities will be governed and implemented by three procedures and a guide that are to be developed as an outgrowth of this plan.

    Available in abstract form only. Full text of publication follows: Iraq's former nuclear facilities contain large quantities of radioactive materials and radioactive waste. The Iraq Nuclear Facility Dismantlement and Disposal Program (the Iraq NDs Program) is a new program to decontaminate and permanently dispose of radioactive wastes in Iraq. The NDs Program is led by the Government of Iraq, under International Atomic Energy Agency (IAEA) auspices, with guidance and assistance from a number of countries. The U.S. participants include Texas Tech University and Sandia National Laboratories. A number of activities are ongoing under the broad umbrella of the Iraq NDs Program: drafting a new nuclear law that will provide the legal basis for the cleanup and disposal activities; assembly and analysis of existing data; characterization of soil contamination; bringing Iraqi scientists to the world's largest symposium on radioactive waste management; touring U.S. government and private sector operating radwaste disposal facilities in the U.S., and hosting a planning workshop on the characterization and cleanup of the Al-Tuwaitha Nuclear Facility.     The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

    The purpose of this paper is to provide a summary analysis and comparison of various environment, safety, and health (ES&H) management systems required of, or suggested for use by, the Departrnent of Energy Defense Programs` sites. The summary analysis is provided by means of a comparison matrix, a set of Vean diagrams that highlights the focus of the systems, and an `End Gate` filter diagram that integrates the three Vean diagrams. It is intended that this paper will act as a starting point for implementing a particular system or in establishing a comprehensive site-wide integrated ES&H management system. Obviously, the source documents for each system would need to be reviewed to assure proper implementation of a particular system. The matrix compares nine ES&H management systems against a list of elements generated by identifying the unique elements of all the systems. To simplify the matrix, the elements are listed by means of a brief title. An explanation of the matrix elements is provided in Attachment 2 entitled, `Description of System Elements.` The elements are categorized under the Total Quality Management (TQM) `Plan, Do, Check, Act` framework with the added category of `Policy`. (The TQM concept is explained in the `DOE Quality Management implementation Guidelines,` July 1997 (DOE/QM- 0008)). The matrix provides a series of columns and rows to compare the unique elements found in each of the management systems. A `V` is marked if the element is explicitly identified as part of the particular ES&H management system. An `X` is marked if the element is not found in the particular ES&H management system, or if it is considered to be inadequately addressed.     This report presents an overview of effectiveness of management control of safety. It reviews several modern management control theories as well as the general functions of management and relates them to safety issues at the corporate and at the process safety management (PSM) program level. Following these discussions, structured technique for assessing management of the safety function is suggested. Seven modern management control theories are summarized, including business process reengineering, the learning organization, capability maturity, total quality management, quality assurance and control, reliability centered maintenance, and industrial process safety. Each of these theories is examined for-its principal characteristics and implications for safety management. The five general management functions of planning, organizing, directing, monitoring, and integrating, which together provide control over all company operations, are discussed.     The National Ignition Facility (NIF) is a key constituent of the Department of Energy`s Stockpile Stewardship Program. The NIF will use inertial confinement fusion (ICF) to produce ignition and energy gain in ICF targets, and will perform weapons physics and high-energy- density experiments in support of national security and civilian objectives. The NIF Project is a national facility involving the collaboration of several DOE laboratories and subcontractors, including Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), and the University of Rochester Laboratory for Laser Energetics (UR/LLE). The primary mission of the NIF Project is the construction and start-up operation of laser-based facilities that will demonstrate fusion ignition in the laboratory to provide nuclear-weapons-related physics data, and secondarily, to propagate fusion burn aimed at developing a potential source of civilian energy. To support the accomplishment of this very important mission, the LLNL Laser Directorate created the NIF Project Office to organize and bring about the Project. The NIF Project Office has established this Quality Assurance Program to ensure its success. This issue of the Quality Assurance Program Plan (QAPP) adds the requirements for the conduct of Title 11 design, construction, procurement, and Title III engineering. This QAPP defines and describes the program-the management system-for specifying, achieving, and assuring the quality of all NIF Project work consistent with the policies of the Laboratory and the Laser Directorate.

    This report is the result of a study of networks and how they may need to evolve to support petascale leadership computing and science. As Dr. Ray Orbach, director of the Department of Energy's Office of Science, says in the spring 2006 issue of SciDAC Review, 'One remarkable example of growth in unexpected directions has been in high-end computation'. In the same article Dr. Michael Strayer states, 'Moore's law suggests that before the end of the next cycle of SciDAC, we shall see petaflop computers'. Given the Office of Science's strong leadership and support for petascale computing and facilities, we should expect to see petaflop computers in operation in support of science before the end of the decade, and DOE/SC Advanced Scientific Computing Research programs are focused on making this a reality. This study took its lead from this strong focus on petascale computing and the networks required to support such facilities, but it grew to include almost all aspects of the DOE/SC petascale computational and experimental science facilities, all of which will face daunting challenges in managing and analyzing the voluminous amounts of data expected. In addition, trends indicate the increased coupling of unique experimental facilities with computational facilities, along with the integration of multidisciplinary datasets and high-end computing with data-intensive computing; and we can expect these trends to continue at the petascale level and beyond. Coupled with recent technology trends, they clearly indicate the need for including capability petascale storage, networks, and experiments, as well as collaboration tools and programming environments, as integral components of the Office of Science's petascale capability metafacility. The objective of this report is to recommend a new cross-cutting program to support the management of petascale science and infrastructure.     Eastman Kodak`s Kodak Park Manufacturing facility is a collection of hundreds of buildings and millions of square feet operated by dozens of semi-autonomous manufacturing units. The facility is served by a centralized Utilities system which cogenerates electricity and distributes steam, chilled water, compressed air, and several other services throughout the site. Energy management at Kodak Park has been active since the 70`s. In 1991, the Utilities Division took ownership of a site wide energy thrust to address capacity limitations of electric, compressed air and other services. Planning and organizing a program to meet Utilities Division goals in such a large complex site was a slightly daunting task. Tracking progress and keeping on schedule is also a challenge. The authors will describe innovative use of a project management software program called Open Plan{reg_sign} to accomplish much of the planning and control for this program. Open Plan{reg_sign} has been used since the initial planning to the current progress of about 50% completion of the program. Hundreds of activities performed by dozens of resource people are planned and tracked. Not only the usual cost and schedule information is reported, but also the schedule for savings in terms of kilowatt-hours, pounds of steam, etc. These savings schedules are very useful for tracking against energy goals and Utilities business planning. Motivation of the individual departments to participate in the program and collection of data from these departments will also be discussed.

    Anadromous salmonid stocks have declined in both the Grande Ronde River Basin (Lower Snake River Compensation Plan (LSRCP) Status Review Symposium 1998) and in the entire Snake River Basin (Nehlsen et al. 1991), many to the point of extinction. The Grande Ronde River Basin historically supported large populations of fall and spring chinook (Oncorhynchus tshawytscha), sockeye (O. nerka), and coho (O. kisutch) salmon and steelhead trout (O. mykiss) (Nehlsen et al. 1991). The decline of chinook salmon and steelhead populations and extirpation of coho and sockeye salmon in the Grande Ronde River Basin was, in part, a result of construction and operation of hydroelectric facilities, over fishing, and loss and degradation of critical spawning and rearing habitat in the Columbia and Snake River basins (Nehlsen et al. 1991). Hatcheries were built in Oregon, Washington and Idaho under the Lower Snake River Compensation Plan (LSRCP) to compensate for losses of anadromous salmonids due to the construction and operation of the lower four Snake River dams. Lookingglass Hatchery (LGH) on Lookingglass Creek, a tributary of the Grande Ronde River, was completed under LSRCP in 1982 and has served as the main incubation and rearing site for chinook salmon programs for Grande Ronde and Imnaha rivers in Oregon. Despite these hatchery programs, natural spring chinook populations continued to decline resulting in the National Marine Fisheries Service (NMFS) listing Snake River spring/summer chinook salmon as ''threatened'' under the federal Endangered Species Act (1973) on 22 April 1992. Continuing poor escapement levels and declining population trends indicated that Grande Ronde River basin spring chinook salmon were in imminent danger of extinction. These continuing trends led fisheries co-managers in the basin to initiate the Grande Ronde Endemic Spring Chinook Salmon Supplementation Program (GRESCSSP) in order to prevent extinction and preserve options for use of endemic fish stocks

    This report documents an evaluation of the environmental, economic, and energy impacts of material recovery facilities (MRFs) conducted under the Municipal Solid Waste Innovative Technology Evaluation (MITE) Program. The MITE Program is sponsored by the US Environmental Protection Agency to foster the demonstration and development of innovative technologies for the management of municipal solid waste (MSW). This project was also funded by the National Renewable Energy Laboratory (NREL). Material recovery facilities are increasingly being used as one option for managing a significant portion of municipal solid waste (MSW). The owners and operators of these facilities employ a combination of manual and mechanical techniques to separate and sort the recyclable fraction of MSW and to transport the separated materials to recycling facilities.

    The Fast Flux Test Facility (FFTF) is a 400 MWt sodium-cooled research reactor owned by the US Department of Energy (DOE) and operated by the Westinghouse Hanford Company (WHC) on the Hanford Site in southeastern Washington State. The decision was made by the DOE in December, 1993, to initiate shutdown of the FFTF. This paper describes the FFTF Transition Project Plan (1) (formerly the FFTF Shutdown Program Plan) which provides the strategy, major elements, and project baseline for transitioning the FFTF to an industrially and radiologically safe shutdown condition. The Plan, and its resource loaded schedule, indicate this transition can be achieved in a period of six to seven years at a cost of approximately $359 million. The transition activities include reactor defueling, fuel offload to dry cask storage, sodium drain and reaction, management of sodium residuals, shutdown of auxiliary systems, and preparation of appropriate environmental and regulatory documentation. Completion of these activities will involve resolution of many challenging and unique issues associated with shutdown of a large sodium reactor facility. At the conclusion of these activities, the FFTF will be in a safe condition for turnover to the Hanford Site Environmental Restoration Contractor for a long term surveillance and maintenance phase and decommissioning.

The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    Due to drought-related water temperature problems in the Bureau of Reclamation`s California Central Valley Project in the early 1990`s, engineers were forced to bypass water from the plants during critical periods. This was done at considerable cost in the form of lost revenue. As a result, an alternative method of lowering water temperature was developed and it has successfully lowered water temperatures downstream from hydroelectric facilities by using flexible rubber curtains. This innovative technology is aiding the survival of endangered fish populations. This article outlines the efforts and discusses the implementation of this method at several hydroelectric facilities in the area.

  14. Waste Management Planned for the Advanced Fuel Cycle Facility

    The U.S. Department of Energy (DOE) Global Nuclear Energy Partnership (GNEP) program has been proposed to develop and employ advanced technologies to increase the proliferation resistance of spent nuclear fuels, recover and reuse nuclear fuel resources, and reduce the amount of wastes requiring permanent geological disposal. In the initial GNEP fuel cycle concept, spent nuclear fuel is to be reprocessed to separate re-useable transuranic elements and uranium from waste fission products, for fabricating new fuel for fast reactors. The separated wastes would be converted to robust waste forms for disposal. The Advanced Fuel Cycle Facility (AFCF) is proposed by DOE for developing and demonstrating spent nuclear fuel recycling technologies and systems. The AFCF will include capabilities for receiving and reprocessing spent fuel and fabricating new nuclear fuel from the reprocessed spent fuel. Reprocessing and fuel fabrication activities will generate a variety of radioactive and mixed waste streams. Some of these waste streams are unique and unprecedented. The GNEP vision challenges traditional U.S. radioactive waste policies and regulations. Product and waste streams have been identified during conceptual design. Waste treatment technologies have been proposed based on the characteristics of the waste streams and the expected requirements for the final waste forms. Results of AFCF operations will advance new technologies that will contribute to safe and economical commercial spent fuel reprocessing facilities needed to meet the GNEP vision. As conceptual design work and research and design continues, the waste management strategies for the AFCF are expected to also evolve.

    One of the goals of the Department of Energy’s Office of Nuclear Energy, initiated under the Fuel Cycle Research and Development Program (FCRD) and continued under the Advanced Reactor Concepts Program (ARC) is to preserve the knowledge that has been gained in the United States on Liquid Metal Reactors (LMRs) that could support the development of an environmentally and economically sound nuclear fuel cycle. The Fast Flux Test Facility (FFTF) is the most recent LMR to operate in the United States, from 1982 to 1992, and was designed as a fully instrumented test reactor with on-line, real time test control and performance monitoring of components and tests installed in the reactor. The 10 years of operation of the FFTF provided a very useful framework for testing the advances in LMR safety technology based on passive safety features that may be of increased importance to new designs after the events at Fukushima. Knowledge preservation at the FFTF is focused on the areas of design, construction, and startup of the reactor, as well as on preserving information obtained from 10 years of successful operating history and extensive irradiation testing of fuels and materials. In order to ensure protection of information at risk, the program to date has sequestered reports, files, tapes, and drawings to allow for secure retrieval. The FFTF knowledge management program includes a disciplined and orderly approach to respond to client’s requests for documents and data in order to minimize the search effort and ensure that future requests for this information can be readily accommodated.

    The DOE accelerator contractors have been discussing among themselves and with the Department how to improve radiation safety risk management. This activity-how to assure prevention of unplanned high exposures-is separate from normal exposure management, which historically has been quite successful. The ad-hoc Committee on the Accelerator Safety Order and Guidance [CASOG], formed by the Accelerator Section of the HPS, has proposed a risk- based approach, which will be discussed. Concepts involved are risk quantification and comparison (including with non-radiation risk), passive and active (reacting) protection systems, and probabilistic analysis. Different models of risk management will be presented, and the changing regulatory environment will also be discussed..

    This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.
