How Gaz de France optimizes LNG regasification

A regasification optimization program was implemented at Montoir-de-Bretagne in 1984, and rapidly accepted by the operators. It has been an important tool for decision-making in the optimizing operation of this liquefied natural gas (LNG) storage and regasification terminal. The models used are regularly and easily updated on the basis of equipment behavior: aging or fouling. The Montoir-de-Bretagne LNG terminal is in the port area of Nates-Saint Nazaire on the Atlantic coast. It was commissioned in 1982 by Gaz de France. This terminal is used for receiving, storing, and regasifying the Algerian LNG received under a contract between Gaz de France and Sonatrach, as well as the LNG imported by Belgium and temporarily routed through France. It is designed to receive 25,000 to 200,000 cu m LNG carriers and has three 120,000 cm m LNG storage tanks. The daily sendout ranges between 6.7 million cu m and 36 million cu m. Monitor terminal supplies mainly Brittany and the Paris area. Two identifical berths allow the simultaneous reception of two LNG carriers. LNG is carried to the storage tanks in 32-in. lines at a rate of 12,000 cu m/hr. Each storage tank is equipped with three submerged 450 cu m/hr pumps with which the LNG is sent from the tanks to the secondary pumps at 8 bar. The nine high-pressure (HP) secondary pumps, with a capacity of either 450 cu m/hr or 180 cu m/hr, raise the LNG pressure to a level at least equal to pipeline pressure prior to revaporization.

Partnerships in Nanoscience Explored between France and the United States Partnerships in Nanoscience Explored between France and the United States During June 3-5, 2007, a group of 50 researchers and invited participants came together at Argonne National Laboratory for the France-U.S. Nanoscience Workshop. The purpose of this workshop was to help stimulate U.S.-France collaborations in nanoscience. Pat Dehmer, Associate Director for Science, U.S. Department of Energy (DOE), Office of Basic Energy Sciences, attended along with Linda Blevins, Technical and International Advisor. The importance of international collaboration and cooperation for solving critical issues in nanoscience and nanotechnology (e.g., in energy and information technology) was apparent. In yet another demonstration that international partnerships have always been important for the success of DOE laboratory-based research, participants from many of the DOE national laboratories were present.

ANDRA, as the national radioactive waste management agency of France, was created in 1979 as part of the French Atomic Energy, Commission and is responsible for radioactive waste disposal. Legislation passed on December 30, 1991 gave ANDRA greater autonomy and responsibility for radioactive waste management by making it a Public Service Company separate from the CEA and by placing it under the supervisory authority of the Ministries of Industry, of the Environment and of Research. The legislation specifically delegates the following responsibilities to ANDRA: (1) establishment of specifications for radioactive waste solidification and disposal; (2) design, siting and construction of new waste disposal facilities; (3) disposal facility operations; and (4) participation in research on, and design and construction of, isolation systems for long lived waste.

International monetary relations between the United States, France, and West Germany in the 1970s

The United States acted unilaterally to terminate the Bretton Woods monetary system in August 1971, and international exchange rate management went from a regime of fixed to floating parities, much to the displeasure of the membership of the European Community. The Nixon, Ford, and Carter administrations adopted policies that heavily benefited U.S. reform objectives and domestic economic goals, which frequently clashed with allied concerns, and damaged American monetary relations with France and West Germany. Yet, the inability of France and the Federal Republic of Germany to form cohesive economic and monetary policies throughout international negotiations or within the European Community (EC), allowed American desires to dictate the path and pace of European integration. France and Germany attempted, with limited success, to influence U.S. monetary policy through bilateral diplomacy during years of exchange rate fluctuations, dollar devaluations, oil shocks, and payments deficits. Finally, President Valery Giscard d'Estaing and Chancellor Helmut Schmidt created the European Monetary System (EMS) in 1979, reversing the trend of half-hearted attempts at European integration so relevant the decade before. The EMS detached the EC's currencies from the dollar's control, was compatible with the reformed international monetary system, advanced a more independent European monetary identity, and formed the base for future monetary integration. As a result, the EMS, as the birthplace of the Euro, the single European currency launched in 2002, may soon rival the dollar's position as the primary reserve currency. American monetary policies designed to improve the health of the dollar during the 1970s were a catalyst for European integration. However, as the European Union deepens its economic integration and the Euro grows in strength, it seems that U.S. policies created a regime and a currency that will challenge its dominant position in international monetary affairs.

Simulation-assisted evaluation of potential energy savings: Application to an administrative building in France

The case study presented here falls within a project of feasibility studies to improve the energy efficiency, the carbon footprint and the environmental impacts of several administrative buildings in France. The first part of the paper briefly presents the data obtained during a classical audit and inspection procedure: the description of the building in term of design, the HVAC system characteristics, the occupancy and operating profiles and the control strategy applied. The second part of the paper gives the first results obtained using an evidence-based calibrated building energy simulation model to analyze the actual building global consumption but also analyze the local consumptions (heat pumps, air handling units, terminal units, lightings, pumps,...). The last part of the paper then demonstrates the possibilities given by the building energy simulation model to evaluate potential energy saving scenarios through different examples. The advantages and drawbacks of the applied methods and tools are also discussed.

This paper seeks to clarify the harmonisation objective of the European Union (EU) Environmental Impact Assessment (EIA) Directives and to highlight some of the implicit tensions and differing interpretations. It first provides an overview of Member States' (MSs) practice in EIA, in the context of the harmonisation objective, before focusing on the particular cases of the UK and France. The latter include studies of the legal context and practice of EIA. There are significant variations in legal harmonisation and in the 'spirit' of legislation and guidance, nor does the existence of common legal requirements necessarily equate with 'harmonised practice'. There are considerable variations in UK and French practice, reflecting a number of underlying factors--including attitude to the environment, institutional factors and the nature and perceptions of practitioners. Yet, while practice may be divergent, it may not be diverging, and recent actions such as the amended Directive are designed to encourage more convergence.

R and D Trends For The Future Sodium Fast Reactors In France

The sodium fast reactors are the natural Generation IV candidate, thanks to their strong potential for incineration and/or breeding that allow drastic fissile materials economy and fission waste products recycling or transmutation. The question is now to make evolve the existing or past projects of reactors to systems fully compatible with Generation IV objectives, in particular with regard to the economy, durability and safety. This work must be achieved in an international frame which requires a sharing of the objectives and will allow, in the long term, the sharing of the activities. However, in order to ensure the overall coherence of the various development programs defined within the Gen-IV framework, it is necessary to define a new SFR development plan based on the experience gained in France (Phenix, Superphenix) and Europe, in the EFR project. The commonly agreed SFR system issues to be improved or further investigated are its capital cost, safety issues (sodium risks, core criticality accidents), and in-service inspection and maintenance technology. This paper describes the image stacks and catalogs of the Canada-France-Hawaii Telescope Legacy Survey produced using the MegaPipe data pipeline at the Canadian Astronomy Data Centre. The Legacy Survey is divided into two parts. The Deep Survey consists of four fields each of 1 deg{sup 2}, with magnitude limits (50% completeness for point sources) of u = 27.5, g = 27.9, r = 27.7, i = 27.4, and z = 26.2. It contains 1.6 Multiplication-Sign 10{sup 6} sources. The Wide Survey consists of 150 deg{sup 2} split over four fields, with magnitude limits of u = 26.0, g = 26.5, r = 25.9, i = 25.7, and z = 24.6. It contains 3 Multiplication-Sign 10{sup 7} sources. This paper describes the calibration, image stacking, and catalog generation process. The images and catalogs are available on the web through several interfaces: normal image and text file catalog downloads, a 'Google Sky' interface, an image cutout service, and a catalog database query service.

Feasibility assessment: Lake Frances power generation facilities for the city of Siloam Springs, Arkansas

The feasibility of developing the power potential of the Illinois River at the Lake Frances Dam for utilization by the city of Siloam Springs, Arkansas, was studied. It was found that the average annual power production potential of this site is 3.8 MWh; the cost saving produced by the proposed hydropower project will not support any remedial rehabilitation costs of the entire dam structure; development and operation of this hydropower project would save nonrenewal types of energy; if the capital cost can be fixed at present day prices, the development will become economically feasible when electric costs increase by 43%; and there will be no significant adverse environmental impact resulting from either the construction or operation of the hydropower facilities. It was concluded that the hydropower facilities should be constructed, owned and operated by the city of Siloam Springs, provided the dam safety can be assured and sources of funding can be made available so that the annual costs will not exceed the annual savings. Decommissioning Nuclear Facilities: First lessons Learned from UP1, Marcoule, France

On September 30, 1997, UP1, Marcoule Fuel reprocessing facility, dissolved its last spent Fuel rod. Final shutdown and stage 1 decommissioning began immediately after, under the supervision of CODEM , a consortium composed of The French Atomic Energy Commission, COGEMA, France fuel Cycle Company and EDF, the French Electricity Utility. The goal of the decommissioning program was to achieve stage 2 decommissioning , as per IAEA standards, within a period of about 15 years. 10 years later, a significant amount of decontamination and decommissioning works has been conducted with success. The contractual structure under which the program was launched has been profoundly modified, and the capacity of The French Atomic Energy Commission (CEA) and AREVA NC to complete full decommissioning programs has been confirmed. In the present document, we propose to examine the main aspects involved in the management of such decommissioning programs, and highlight, with significant examples, the main lessons learnt. In conclusion: As of 2007, UP1 decommissioning program proves to be a success. The choice of early decommissioning, the partnership launched between the French Atomic Energy Commission as owner of the site and decommissioning fund, with AREVA NC as operator and main contractor of the decommissioning works has been a success. The French Atomic Energy commission organized a contractual framework ensuring optimal safety conditions and work completion, while AREVA NC gained a unique experience at balancing the various aspects involved in the conduction of complete decommissioning programs. Although such a framework may not be applicable to all situations and facilities, it provides a positive example of a partnership combining institutional regulations and industrial efficiency.

Preferred Orientations and Anisotropy in Shales: Callovo-Oxfordian Shale (France) and Opalinus Clay (Switzerland)

Anisotropy in clay-rich sedimentary rocks is receiving increasing attention. Seismic anisotropy is essential in the prospecting for petroleum deposits. Anisotropy of diffusion has become relevant for environmental contaminants, including nuclear waste. In both cases, the orientation of component minerals is a critical ingredient and, largely because of small grain size and poor crystallinity, the orientation distribution of clay minerals has been difficult to quantify. A method is demonstrated that relies on hard synchrotron X-rays to obtain diffraction images of shales and applies the crystallographic Rietveld method to deconvolute the images and extract quantitative information about phase fractions and preferred orientation that can then be used to model macroscopic physical properties. The method is applied to shales from European studies which investigate the suitability of shales as potential nuclear waste repositories (Meuse/Haute-Marne Underground Research Laboratory near Bure, France, and Benken borehole and Mont Terri Rock Laboratory, Switzerland). A Callovo-Oxfordian shale from Meuse/Haute-Marne shows a relatively weak alignment of clay minerals and a random distribution for calcite. Opalinus shales from Benken and Mont Terri show strong alignment of illite-smectite, kaolinite, chlorite, and calcite. This intrinsic contribution to anisotropy is consistent with macroscopic physical properties where anisotropy is caused both by the orientation distribution of crystallites and high-aspect-ratio pores. Polycrystal elastic properties are obtained by averaging single crystal properties over the orientation distribution and polyphase properties by averaging over all phases. From elastic properties we obtain anisotropies for p waves ranging from 7 to 22%.

This document describes the personal nuclear accident dosimeter (PNAD) used by Sandia National Laboratories (SNL) and presents PNAD dosimetry results obtained during the Nuclear Accident Dosimeter Intercomparison Study held 20-23 September, 2010, at CEA Valduc, France. SNL PNADs were exposed in two separate irradiations from the CALIBAN reactor. Biases for reported neutron doses ranged from -15% to +0.4% with an average bias of -7.7%. PNADs were also exposed on the back side of phantoms to assess orientation effects.

3-D Electrical Resistivity Tomography for Cliff Stability Assessment at Pointe du Hoc in Normandy, France

Pointe du Hoc overlooking the English Channel in Normandy, France was host to one of the most important military engagements of World War II. While the site is a valuable historic cultural resource, it is vulnerable to cliff collapses that already have endangered the observation post and Rudder?s command post. The observation post has been closed to visitors for some time due to safety concerns. Geophysical techniques have been used increasingly in recent years for slope stability investigation purposes. The objective of this study is to apply advanced 3?D resistivity tomography toward a detailed site stability assessment with special attention to the two at-risk buildings. 3?D resistivity tomography datasets at Pointe du Hoc in the presence of extreme topography and dense cultural clutter have been successfully acquired, inverted, and interpreted. The cliff stability in the areas around the two at?risk buildings has been analyzed. A hazard assessment scheme has been designed in which regions of high resistivity are interpreted as zones of open, dry fractures with a moderate mass movement potential. Regions of low resistivity are zones of wet, clay?filled fractures with a high mass movement potential. The observation post tomography results indicate that the highest mass movement hazard appears to be associated with the marine caverns at the base of the cliff that are positioned at the point of strongest wave attack. These caverns likely occupy the future site of development of a sea arch which will definitely threaten the observation post building. A high probability of a soil wedge failure is on the east?facing cliff edge close to the observation post that could damage or destroy the building. The mass movement potential at the Rudder?s command post area is low to moderate. The greatest risk is associated with soil wedge failures at the top of the cliffs. The resistivity geophysical data add great value to the natural geohazard assessment at Pointe du Hoc and constitute an integral component of an interdisciplinary approach to the problem of cultural resource preservation at the site. Geophysics is a non?invasive and relatively inexpensive technology that provides unique constraints which are unobtainable using traditional engineering geology methods for site characterization. However, the technology is difficult to master and the inherent limitations must be carefully understood to ensure a reliable geotechnical interpretation.

Comparison of the incentives used to stimulate energy production in Japan, France, West Germany, and the United States

The conclusions of each of three previous non-US incentives volumes and the conclusions of the comparisons volume which looks at incentives in four countries including the United States are summarized. Summaries of the patterns of incentive actions in France, West Germany, and Japan are presented first, followed by a summary of the four-country comparisons volume itself. Suggestions for solar policy which are based on the comparison of incentive actions in the four countries are presented. The definitions and methods used in each of the single-country studies are explained in detail in those volumes. A brief explanation of the procedures is offered. Each volume was divided into three parts: a survey of current thought about incentives for solar energy production; a view of the energy incentive landscape for one particular year; and an analysis of the major energy forms (nuclear, hydro, coal, electricity, oil, and gas) along the path from exploration to waste management, including the costs of incentives at each step in constant national currency. Following the theoretical approach developed for studying US energy incentives, the researchers in each country classified incentives into the following six categories: taxation, disbursements, requirements traditional services, nontraditional services, and market activities.

This paper empirically investigates the predictions of economic geography models regarding the role of transport costs on regional inequalities. We perform a structural estimation of such a model on French data at detailed geographic and industry levels (341 employment areas, 64 manufacturing and service industries). Transport costs, intermediate inputs, and real geography are shown to play a critical role in the spatial concentration of French activities. Next, we present the estimated model predictions regarding the local economic conditions. For instance, the mark-up per unit is higher either at the France centre (low transport and unit costs even if high competition) or at the extreme periphery (low competition even if high costs), and low in between. However, due to large inequalities in production per plant, our model predicts a decrease in total profit from the center towards the periphery: because of these large concentration incentives at the center, regional inequalities are therefore expected to further increase in the future. Last, we show that, in the short-run, decreasing transport costs may counterbalance the process of spatial concentration at the country level (leading for instance to the emergence of a duo-centric structure of profits). In France the 1999' Tokai Mura criticality accident in Japan had a big impact on the nuclear fuel manufacturing facility community. Moreover this accident led to a large public discussion about all the nuclear facilities. The French Safety Authorities made strong requirements to the industrials to revisit completely their safety analysis files mainly those concerning nuclear fuels treatments. The Framatome-ANP production of its French low enriched (5 w/o) UO{sub 2} fuel fabrication plant (FBFC/Romans) exceeds 1000 metric tons a year. Special attention was given to the emergency evacuation plan that should be followed in case of a criticality accident. If a criticality accident happens, site internal and external radioprotection requirements need to have an emergency evacuation plan showing the different routes where the absorbed doses will be as low as possible for people. The French Safety Authorities require also an update of the old based neutron source term accounting for state of the art methodology. UO{sub 2} blenders units contain a large amount of dry powder strictly controlled by moderation; a hypothetical water leakage inside one of these apparatus is simulated by increasing the water content of the powder. The resulted reactivity insertion is performed by several static calculations. The French IRSN/CEA CRISTAL codes are used to perform these static calculations. The kinetic criticality code POWDER simulates the power excursion versus time and determines the consequent total energy source term. MNCP4B performs the source term propagation (including neutrons and gamma) used to determine the isodose curves needed to define the emergency evacuation plant. This paper deals with the approach Framatome-ANP has taken to assess Safety Authorities demands using the more up to date calculation tools and methodology. (authors)

Rocky Flats Neutron Detector Testing at Valduc, France

Recent program requirements of the US Department of Energy/NNSA have led to a need for a criticality accident alarm system to be installed at a newly activated facility. The Criticality Safety Group of the Lawrence Livermore National Laboratory (LLNL) was able to recover and store for possible future use approximately 200 neutron criticality detectors and 20 master alarm panels from the former Rocky Flats Plant in Golden, Colorado when the plant was closed. The Criticality Safety Group participated in a facility analysis and evaluation, the engineering design and review process, as well as the refurbishment, testing, and recalibration of the Rocky Flats criticality alarm system equipment to be used in the new facility. In order to demonstrate the functionality and survivability of the neutron detectors to the effects of an actual criticality accident, neutron detector testing was performed at the French CEA Valduc SILENE reactor from October 7 to October 19, 2010. The neutron detectors were exposed to three criticality events or pulses generated by the SILENE reactor. The first excursion was performed with a bare or unshielded reactor, and the second excursion was made with a lead shielded/reflected reactor, and the third excursion with a polyethylene reflected core. These tests of the Rocky Flats neutron detectors were performed as a part of the 2010 Criticality Accident Alarm System Benchmark Measurements at the SILENE Reactor. The principal investigators for this series of experiments were Thomas M. Miller and John C. Wagner of the Oak Ridge National Laboratory, with Nicolas Authier and Nathalie Baclet of CEA Valduc. Several other organizations were also represented, including the Y-12 National Security Complex, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, CEA Saclay, and Babcock International Group.

Sustainability of the top ranked restaurants in France

Since 1973, the Gault-Millau Guide (GM) is publishing each year a ranking of the best restaurants based on toques. During more than 25 years, on a scale of 20, the best restaurants were awarded 19 or 20 (4 toques), followed by restaurants graded 17 or 18 (3 toques). Out of 1600 restaurants listed in GM in 1974, only 27 (less than 2%) had at least 3 toques. The notation was changed in 2010 to allow 5 and 4 toques to the best restaurants but basically the scale remains equivalent to the previous one. In 2010, out of the 5140 restaurants listed in GM, only 64 were ranked in the top categories (less than 1.3%) (Table 1). The objective of this short note is to review the list of the top ranked restaurants from 1974 to 2010 and examine the sustainability of the grades of these restaurants over time. The migration and default rates are presented for selected years over the period under study. It is shown that these rates are relatively stable over time. 1 Past research on sustainability of restaurants has focused mostly on quantitative factors and bankruptcy rates. Restaurant failures have been attributed to economic and social factors, financial performance, competition and legal restrictions, or even government intervention. 2 Bankruptcy rates are relatively easy to get but are narrow by nature since they do not include change-of-ownership or they do not take into account the organizational life cycle of restaurants.

The ICPP WINCO Spent Fuel and Waste Management Development Program recently was funded by DOE-EM to develop new technologies for immobilizing ICPP spent fuels, sodium-bearing liquid waste, and calcine to a form suitable for disposal. European organizations are heavily involved, in some cases on an industrial scale in areas of waste management, including spent fuel disposal and HLW vitrification. The purpose of this trip was to acquire first-hand European efforts in handling of spent reactor fuel and nuclear waste management, including their processing and technical capabilities as well as their future planning. Even though some differences exist in European and U.S. DOE waste compositions and regulations, many aspects of the European technologies may be applicable to the U.S. efforts, and several areas offer potential for technical collaboration.

This report is an outgrowth of a National Research Council program initiative to gain a cross-national perspective on the role scientific information has played in hazardous chemical regulation. Although this study is not meant to be evaluative, it is designed to help assess by comparison the decision-making and regulatory mechanisms in U.S. hazard assessment. The chapters on the individual countries are divided into three components: (1) relevant political and administrative traditions that influence expectations about and mechanisms of hazard regulation; (2) a compilation of the relevant statuatory instruments; and (3) the scope of the regulatory jurisdiction. The last category divides the laws into those which govern industrial plants, emmissions and discharges, worker protection, industrial substances, poisons, agricultural chemicals, food additives, and contaminants, consumer products, transport, chemical waste, and victim compensation. The study concludes with a discussion of ways in which such multinational perspectives might be used to strengthen the regulatory process of the U.S.

This volume represents the culmination of a five-year research effort examining the incentives used to stimulate energy production in four countries, and the incentives used to stimulate energy consumption in one country. Following the theoretical approach developed for studying US energy incentives, the researchers in each country classified incentives into the following six categories: (1) Taxation, including exemption from or reduction of existing taxes; (2) Disbursements, in which the national government distributes money without requiring anything in return; (3) Requirements, including demands made by the government, backed by civil or criminal sanctions; (4) Traditional Services, including those almost always provided exclusively by a governmental entity; (5) Nontraditional Services, including those sometimes performed by non-governmental entities, as well as governmental entities (e.g., research and development); and (6) Market Activities, including government involvement in the market under conditions similar to those faced by non-governmental producers or consumers. Experimental context and behaviour of polymer foam and rock wool are summarized. Concerning parameters are: static and dynamic strains, dynamic effects such as skeleton resonance and coupling with saturating fluid. Material anisotropy and frequency dependance of characteristics are also addressed. It is shown that this technique is well suited for usual material up to 100 Hz. We are focusing in the study of micro-parts assembly to build microscopic subsystems usable in larger products. This approach requires specific functionalities like a micro-vise required to block the first object during assembly. Original strategies are proposed and applied on an experimental robotic structure composed of micropositionning stages, videomicroscopes, piezogripper, and silicon endeffectors. Some experimental teleoperated micro-assemblies has validated the proposed methods and the reliability of the principles. Future works will be focused on micro-assembly automation. I.

In situ fracture mechanical deformation and fluid flowinteractions are investigated through a series of hydraulic pulseinjection tests, using specialized borehole equipment that cansimultaneously measure fluid pressure and fracture displacements. Thetests were conducted in two horizontal boreholes spaced one meter apartvertically and intersecting a near-vertical highly permeable faultlocated within a shallow fractured carbonate rock. The field data wereevaluated by conducting a series of coupled hydromechanical numericalanalyses, using both distinct-element and finite-element modelingtechniques and both two- and three-dimensional model representations thatcan incorporate various complexities in fracture network geometry. Oneunique feature of these pulse injection experiments is that the entiretest cycle, both the initial pressure increase and subsequent pressurefall-off, is carefully monitored and used for the evaluation of the insitu hydromechanical behavior. Field test data are evaluated by plottingfracture normal displacement as a function of fluid pressure, measured atthe same borehole. The resulting normal displacement-versus-pressurecurves show a characteristic loop, in which the paths for loading(pressure increase) and unloading (pressure decrease) are different. Bymatching this characteristic loop behavior, the fracture normal stiffnessand an equivalent stiffness (Young's modulus) of the surrounding rockmass can be back-calculated. Evaluation of the field tests by couplednumerical hydromechanical modeling shows that initial fracture hydraulicaperture and normal stiffness vary by a factor of 2 to 3 for the twomonitoring points within the same fracture plane. Moreover, the analysesshow that hydraulic aperture and the normal stiffness of the pulse-testedfracture, the stiffness of surrounding rock matrix, and the propertiesand geometry of the surrounding fracture network significantly affectcoupled hydromechanical responses during the pulse injection test. Morespecifically, the pressure-increase path of the normaldisplacement-versus-pressure curve is highly dependent on thehydromechanical parameters of the tested fracture and the stiffness ofthe matrix near the injection point, whereas the pressure-decrease pathis highly influenced by mechanical processes within a larger portion ofthe surrounding fractured rock.

During 1973 to 1978, over twenty nations participated in the NATO/CCMS Solar Energy Pilot Study, whose objective was to promote and accelerate the use of solar heating and cooling of buildings. The activities in this information exchange included (1) the regular reporting of national solar heating and cooling programs, (2) the development of a format for reporting the performance of solar heating and cooling systems, (3) the exchange of system performance reports, (4) the establishment of two specialized working groups for solar-assisted low energy dwellings and passive solar applications. At the conclusion of the pilot study in 1978, the participants formulated recommendations for continued action at the international level, as well as for action at the national level. This report describes the progress made in implementing those recommendations. In addition to detailing the steps taken to continue collaboration in various efforts initiated within the Solar Energy Pilot Study, the report contains papers on the 1979 status of the solar heating and cooling programs in seventeen CCMS countries.

This contribution deals with the role of geographical information in participatory research concerning coastal zones and its potential to bridge the gap between research and coastal zone management. The study aims at modeling the interactions between human activities in a maritime basin. A dynamic GIS is used as a tool to facilitate the exchange of points of view and to share knowledge. Geographic information technologies are used at several levels: data collection, GIS analysis, mapping, and simulations. The results show that the GIS-based capture data is well managed by the stakeholders who are interested in contributing to the process of gathering scientific data. The results of a participatory workshop with stakeholders show that the dynamic component of the data adds a real value for management. The possibility to use such a dynamic GIS to discuss and simulate management scenarios is tested, but it needs to be built up gradually.

The environmental properties of a sample of 31 hard X-ray selected AGN are investigated, from scales of 500 kpc down to 30 kpc, and are compared to a control sample of inactive galaxies. The AGN all lie in the redshift range 0.4=0 clusters. It is suggested that minor mergers with low mass companions is a likely candidate for the mechanism by which these modest luminosity AGN are fuelled.
