Five items make up this package, or can be used individually. The Chronological Safety Management Template utilizes a linear adaptation of the Integrated Safety Management System laid out in the form of a template that greatly enhances the ability of the analyst to perform the first step of any investigation which is to gather all pertinent facts and identify causal factors. The Problem Analysis Tree is a simple three (3) level problem analysis tree whichmore » is easier for organizations outside of WSRC to use. Another part is the Systemic Root Cause Tree. One of the most basic and unique features of Expanded Root Cause Analysis is the Systemic Root Cause portion of the Expanded Root Cause Pyramid. The Systemic Root Causes are even more basic than the Programmatic Root Causes and represent Root Causes that cut across multiple (if not all) programs in an organization. the Systemic Root Cause portion contains 51 causes embedded at the bottom level of a three level Systemic Root Cause Tree that is divided into logical, organizationally based categorie to assist the analyst. The Computer Aided Root Cause Analysis that allows the analyst at each level of the Pyramid to a) obtain a brief description of the cause that is being considered, b) record a decision that the item is applicable, c) proceed to the next level of the Pyramid to see only those items at the next level of the tree that are relevant to the particular cause that has been chosen, and d) at the end of the process automatically print out a summary report of the incident, the causal factors as they relate to the safety management system, the probable causes, apparent causes, Programmatic Root Causes and Systemic Root Causes for each causal factor and the associated corrective action.« less

This report describes work performed for an Early Career Research and Development project. This project developed a heavy-duty vehicle (HDV) sector model to assess the factors influencing alternative fuel and efficiency technology adoption. This model builds on a Sandia light duty vehicle sector model and provides a platform for assessing potential impacts of technological advancements developed at the Combustion Research Facility. Alternative fuel and technology adoption modeling is typically developed around a small set of scenarios. This HDV sector model segments the HDV sector and parameterizes input values, such as fuel prices, efficiencies, and vehicle costs. This parameterization enables sensitivity and trade space analyses to identify the inputs that are most associated with outputs of interest, such as diesel consumption and greenhouse gas emissions. Thus this analysis tool enables identification of the most significant HDV sector drivers that can be used to support energy security and climate change goals.

  8. Light-duty vehicle summary

    SciTech Connect (OSTI)

    Williams, L.S. ); Hu, P.S. )

    1990-07-01

This document brings you up to date on the most recent fuel economy and market share data for the new light-duty vehicle fleet. Model year 1990 fuel economies are weighted based on the sales of the first six months of model year 1990 (from September 1989 to March 1990). Sales-weighted fuel economy of all new automobiles decreased in the first six months of model year 1990, from 28.0 mpg in model year 1989 to 27.7 mpg. The compact, midsize, and large size classes, which together claimed 75% of the new automobile market, each showed fuel economy declines of 0.4 mpg or more. Unlike automobiles, new 1990 light trucks showed an overall 0.4 mpg gain from model year 1989. This increase was primarily due to the increased fuel economy of the small van size class. In the first half of model year 1990, small van replaced small pickup as the second most popular light truck size class. Although the fuel economy of light trucks improved, the larger market share of automobiles in the light-duty vehicle market (automobiles and light trucks combined) and the decreased fuel economy in automobiles resulted in an overall reduction of 0.2 mpg for the entire light-duty vehicle fleet in the first half of model year 1990. Also, in the first half of model year 1990, light trucks claimed more than 33% of the light-duty vehicle market--a considerable increase from the 19.8% share in 1976. 9 figs., 18 tabs.

    DOE Patents [OSTI]

Peacock, Harold B.; Imrich, Kenneth J.

    2009-03-17

A sealing device that may expand more planar dimensions due to internal thermal expansion of a filler material. The sealing material is of a composition such that when desired environment temperatures and internal actuating pressures are reached, the sealing materials undergoes a permanent deformation. For metallic compounds, this permanent deformation occurs when the material enters the plastic deformation phase. Polymers, and other materials, may be using a sealing mechanism depending on the temperatures and corrosivity of the use. Internal pressures are generated by either rapid thermal expansion or material phase change and may include either liquid or solid to gas phase change, or in the gaseous state with significant pressure generation in accordance with the gas laws. Sealing material thickness and material composition may be used to selectively control geometric expansion of the seal such that expansion is limited to a specific facing and or geometric plane.

  11. A Waste Heat Recovery System for Light Duty Diesel Engines

    SciTech Connect (OSTI)

Briggs, Thomas E; Wagner, Robert M; Edwards, Kevin Dean; Curran, Scott; Nafziger, Eric J

    2010-01-01

In order to achieve proposed fuel economy requirements, engines must make better use of the available fuel energy. Regardless of how efficient the engine is, there will still be a significant fraction of the fuel energy that is rejected in the exhaust and coolant streams. One viable technology for recovering this waste heat is an Organic Rankine Cycle. This cycle heats a working fluid using these heat streams and expands the fluid through a turbine to produce shaft power. The present work was the development of such a system applied to a light duty diesel engine. This lab demonstration was designed to maximize the peak brake thermal efficiency of the engine, and the combined system achieved an efficiency of 44.4%. The design of the system is discussed, as are the experimental performance results. The system potential at typical operating conditions was evaluated to determine the practicality of installing such a system in a vehicle.

    1981-03-01

Northwest Alaskan Pipeline Co. is expanding its frost-heave testing program by adding seven test sites along the planned Alaskan gas transmission pipeline route. The test results will demonstrate the behavior of chilled pipe buried in unfrozen soils. To protect the permafrost in which the pipe will be buried, the pipeline operators will chill the gas in the line to below 32/sup 0/F. In thawed soils, however, frost heave may occur when moisture freezes on the chilled pipe, creates a frost bulb, expands the soil, and causes the chilled pipe to heave upward. Two methods being tested for preventing or minimizing frost heave are (1) insulation, and (2) replacement of frost-susceptible unfrozen soil with a selected bedding material. Each test site will consist of two 80-ft sections of 48 in-diam pipe - one bare, the other with insulation (urethane foam) or insulation plus a bedding-material replacement. The sites will have their own power-generation and refrigeration equipment, as well as data-acquisition systems that will automatically collect information from 800 sensors twice a week.

On September 30, 2008, the US Department of Energy (DoE), issued a cooperative agreement award, DE-FC26-08NT01914, to the Metropolitan Energy Center (MEC), for a project known as “Kansas Consortium Plug-in Hybrid Medium Duty Certification” project. The cooperative agreement was awarded pursuant to H15915 in reference to H. R. 2764 Congressionally Directed Projects. The original agreement provided funding for The Consortium to implement the established project objectives as follows: (1) to understand the current state of the development of a test protocol for PHEV configurations; (2) to work with industry stakeholders to recommend a medium duty vehicle test protocol; (3) to utilize the Phase 1 Eaton PHEV F550 Chassis or other appropriate PHEV configurations to conduct emissions testing; (4) and to make an industry PHEV certification test protocol recommendation for medium duty trucks. Subsequent amendments to the initial agreement were made, the most significant being a revised Scope of Project Objectives (SOPO) that did not address actual field data since it was not available as originally expected. This project was mated by DOE with a parallel project award given to the South Coast Air Quality Management District (SCAQMD) in California. The SCAQMD project involved designing, building and testing of five medium duty plug-in hybrid electric trucks. SCAQMD had contracted with the Electric Power Research Institute (EPRI) to manage the project. EPRI provided the required match to the federal grant funds to both the SCAQMD project and the Kansas Consortium project. The rational for linking the two projects was that the data derived from the SCAQMD project could be used to validate the protocols developed by the Kansas Consortium team. At the same time, the consortium team would be a useful resource to SCAQMD in designating their test procedures for emissions and operating parameters and determining vehicle mileage. To be able to chart the most profitable future directions for societal transformation and corresponding scientific research, five multidisciplinary themes focused on major goals have been identified to fulfill the overall motivating vision of convergence described in the previous pages. The first, “Expanding Human Cognition and Communication,” is devoted to technological breakthroughs that have the potential to enhance individuals’ mental and interaction abilities. Throughout the twentieth century, a number of purely psychological techniques were offered for strengthening human character and personality, but evaluation research has generally failed to confirm the alleged benefits of these methods (Druckman and Bjork 1992; 1994). Today, there is good reason to believe that a combination of methods, drawing upon varied branches of converging science and technology, would be more effective than attempts that rely upon mental training alone.

    2014-11-04

The mycorrhizal symbiosis between soil fungi and plant roots is a ubiquitous mutualism that plays key roles in plant nutrition, soil health, and carbon cycling. The symbiosis evolved repeatedly and independently as multiple morphotypes [e.g., arbuscular mycorrhizae (AM), ectomycorrhizal (ECM)] in multiple fungal clades (e.g., phyla Glomeromycota, Ascomycota, Basidiomycota). The accessibility and cultivability of many mycorrhizal partners make them ideal models for symbiosis studies. Alongside molecular, physiological, and ecological investigations, sequencing led to the first three mycorrhizal fungal genomes, representing two morphotypes and three phyla. The genome of the ECM basidiomycete Laccaria bicolor showed that the mycorrhizal lifestyle can evolvemore » through loss of plant cell wall-degrading enzymes (PCWDEs) and expansion of lineage-specific gene families such as short secreted protein (SSP) effectors. The genome of the ECM ascomycete Tuber melanosporum showed that the ECM type can evolve without expansion of families as in Laccaria, and thus a different set of symbiosis genes. The genome of the AM glomeromycete Rhizophagus irregularis showed that despite enormous phylogenetic distance and morphological difference from the other two fungi, symbiosis can involve similar solutions as symbiosis-induced SSPs and loss of PCWDEs. The three genomes provide a solid base for addressing fundamental questions about the nature and role of a vital mutualism.« less

    SciTech Connect (OSTI)

Brown, Jeffrey; Ganor, Ori J.; Helfgott, Craig

    2004-01-09

Eleven dimensional supergravity compactified on $T^10$ admits classical solutions describing what is known as billiard cosmology - a dynamics expressible as an abstract (billiard) ball moving in the 10-dimensional root space of the infinite dimensional Lie algebra E10, occasionally bouncing off walls in that space. Unlike finite dimensional Lie algebras, E10 has negative and zero norm roots, in addition to the positive norm roots. The walls above are related to physical fluxes that, in turn, are related to positive norm roots (called real roots) of E10. We propose that zero and negative norm roots, called imaginary roots, are related to physical branes. Adding 'matter' to the billiard cosmology corresponds to adding potential terms associated to imaginary roots. The, as yet, mysterious relation between E10 and M-theory on $T^10$ can now be expanded as follows: real roots correspond to fluxes or instantons, and imaginary roots correspond to particles and branes (in the cases we checked). Interactions between fluxes and branes and between branes and branes are classified according to the inner product of the corresponding roots (again in the cases we checked). We conclude with a discussion of an effective Hamiltonian description that captures some features of M-theory on $T^10.$

The Smith Electric Vehicle Demonstration Project (SDP) was integral to the Smith business plan to establish a manufacturing base in the United States (US) and produce a portfolio of All Electric Vehicles (AEV’s) for the medium duty commercial truck market. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements. The SDP accelerated the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption, reduce vehicular emissions of greenhouse gases (GHG), and increase US jobs.

The main objective of this project is to develop, analyze and validate data, methodologies and tools that support widespread applications of automotive lightweighting technologies. Two underlying principles are guiding the research efforts towards this objective: • Seamless integration between the lightweight materials selected for certain vehicle systems, cost-effective methods for their design and manufacturing, and practical means to enhance their durability while reducing their Life-Cycle-Costs (LCC). • Smooth migration of the experience and findings accumulated so far at WVU in the areas of designing with lightweight materials, innovative joining concepts and durability predictions, from applications to the area of weight savings for heavy vehicle systems and hydrogen storage tanks, to lightweighting applications of selected systems or assemblies in light–duty vehicles.

  13. Design of a continuous duty cryopump

    SciTech Connect (OSTI)

    Sedgley, D.W.

    1985-05-01

A continuous duty cryopump system was designed and developed that comprises a self-contained cryopump for installation into a vacuum chamber, and a microprocessor controller for automatic operation. This deuterium pump has two units in a single housing, arranged so that one is pumping while the other is being regenerated. Liquid helium-cooled, finned sections in each unit pump deuterium by condensation, and a third pump integral within the cryopump housing collects the regenerated gas. A microprocessor unit controls distribution of liquid and gaseous helium, used for conditioning the pumping units, and operates remote actuators for the regeneration. Software provides fully automatic, timed sequencing of the repetitive cryopump events which include: cooldown of the pumping units, opening of the louvers isolating the unit from the vacuum chamber, closing of the louvers, and warming up of the unit for regeneration. Default values in the software can be reprogrammed by the operator through the keyboard in response to prompts displayed on the computer. An override allows the operator to control the cryopump manually by activating switches on a control panel. Interlocks to prevent cryogen lockup are included in the software.

  15. Hybrid options for light-duty vehicles.

    SciTech Connect (OSTI)

    An, F., Stodolsky, F.; Santini, D.

    1999-07-19

Hybrid electric vehicles (HEVs) offer great promise in improving fuel economy. In this paper, we analyze why, how, and by how much vehicle hybridization can reduce energy consumption and improve fuel economy. Our analysis focuses on efficiency gains associated solely with vehicle hybridization. We do not consider such other measures as vehicle weight reduction or air- and tire-resistance reduction, because such measures would also benefit conventional technology vehicles. The analysis starts with understanding the energy inefficiencies of light-duty vehicles associated with different operation modes in US and Japanese urban and highway driving cycles, with the corresponding energy-saving potentials. The potential for fuel economy gains due to vehicle hybridization can be estimated almost exclusively on the basis of three elements: the reducibility of engine idling operation, the recoverability of braking energy losses, and the capability of improving engine load profiles to gain efficiency associated with specific HEV configurations and control strategies. Specifically, we evaluate the energy efficiencies and fuel economies of a baseline MY97 Corolla-like conventional vehicle (CV), a hypothetical Corolla-based minimal hybrid vehicle (MHV), and a MY98 Prius-like full hybrid vehicle (FHV). We then estimate energy benefits of both MHVs and FHVs over CVs on a performance-equivalent basis. We conclude that the energy benefits of hybridization vary not only with test cycles, but also with performance requirements. The hybrid benefits are greater for ''Corolla (high) performance-equivalent'' vehicles than for ''Prius (low) performance-equivalent'' vehicles. An increasing acceleration requirement would result in larger fuel economy benefits from vehicle hybridization.

  16. Light duty utility arm walkdown report

    SciTech Connect (OSTI)

    Smalley, J.L.

    1998-09-25

This document is a report of the Light Duty Utility Arm (LDUA) drawing walkdown. The purpose of this walkdown was to validate the essential configuration of the LDUA in preparation of deploying the equipment in a Hanford waste tank. The LDUA system has, over the course of its development, caused the generation of a considerable number of design drawings. The number of drawings is estimated to be well over 1,000. A large number consist of vendor type drawings, furnished by both Pacific Northwest National Laboratory (PNNL) and SPAR Aerospace Limited (SPAR). A smaller number, approximately 200, are H-6 type drawing sheets in the Project Hanford Management Contract (PHMC) document control system. A preliminary inspection of the drawings showed that the physical configuration of the LDUA did not match the documented configuration. As a result of these findings, a scoping walkdown of 20 critical drawing sheets was performed to determine if a problem existed in configuration management of the LDUA system. The results of this activity showed that 18 of the 20 drawing sheets were found to contain errors or omissions of varying concern. Given this, Characterization Engineering determined that a walkdown of the drawings necessary and sufficient to enable safe operation and maintenance of the LDUA should be performed. A review team was assembled to perform a review of all of the drawings and determine the set which would need to be verified through an engineering walkdown. The team determined that approximately 150 H-6 type drawing sheets would need to be verified, 12 SPAR/PNNL drawing sheets would need to be verified and converted to H-6 drawings, and three to six new drawings would be created (see Appendix A). This report documents the results of that walkdown.

Recent studies have shown that fluctuations of various types play important roles in the evolution of the fireball created in relativistic heavy ion collisions and bear many phenomenological consequences for experimental observables. The bulk dynamics of the fireball is well described by relativistic hydrodynamic expansion and the fluctuations on top of such expanding background can be studied within the linearized hydrodynamic framework. In this paper we present complete and analytic sound wave solutions on top of both Bjorken flow and Hubble flow backgrounds.

  2. Expandable Metal Liner For Downhole Components

    DOE Patents [OSTI]

Hall, David R.; Fox, Joe R.

    2004-10-05

A liner for an annular downhole component is comprised of an expandable metal tube having indentations along its surface. The indentations are formed in the wall of the tube either by drawing the tube through a die, by hydroforming, by stamping, or roll forming and may extend axially, radially, or spirally along its wall. The indentations accommodate radial and axial expansion of the tube within the downhole component. The tube is inserted into the annular component and deformed to match an inside surface of the component. The tube may be expanded using a hydroforming process or by drawing a mandrel through the tube. The tube may be expanded in such a manner so as to place it in compression against the inside wall of the component. The tube is useful for improving component hydraulics, shielding components from contamination, inhibiting corrosion, and preventing wear to the downhole component during use. It may also be useful for positioning conduit and insulated conductors within the component. An insulating material may be disposed between the tube and the component in order to prevent galvanic corrosion of the downhole component.

This presentation discusses field evaluations of medium- and heavy-duty vehicles performed by NREL. The project provides medium-duty (MD) and heavy-duty (HD) test results, aggregated data, and detailed analysis, including 3rd party unbiased data (data that would not normally be shared by industry in an aggregated and detailed manner). Over 5.6 million miles of advanced technology MD and HD truck data have been collected, documented, and analyzed on over 240 different vehicles since 2002. Data, analysis, and reports are shared within DOE, national laboratory partners, and industry for R&D planning and strategy. The results help guide R&D for new technology development, help define intelligent usage of newly developed technology, and help fleets/users understand all aspects of advanced technology.

In an effort to help commercialize technologies for electric vehicles (EVs) through deployment and demonstration projects, the U.S. Department of Energy's (DOE's) American Recovery and Reinvestment Act (ARRA) provided funding to participating U.S. companies to cover part of the cost of purchasing new EVs. Within the medium- and heavy-duty commercial vehicle segment, both Smith Electric Newton and and Navistar eStar vehicles qualified for such funding opportunities. In an effort to evaluate the performance characteristics of the new technologies deployed in these vehicles operating under real world conditions, data from Smith Electric and Navistar medium-duty EVs were collected, compiled, and analyzed by the National Renewable Energy Laboratory's (NREL) Fleet Test and Evaluation team over a period of 3 years. More than 430 Smith Newton EVs have provided data representing more than 150,000 days of operation. Similarly, data have been collected from more than 100 Navistar eStar EVs, resulting in a comparative total of more than 16,000 operating days. Combined, NREL has analyzed more than 6 million kilometers of driving and 4 million hours of charging data collected from commercially operating medium-duty electric vehicles in various configurations. In this paper, extensive duty-cycle statistical analyses are performed to examine and characterize common vehicle dynamics trends and relationships based on in-use field data. The results of these analyses statistically define the vehicle dynamic and kinematic requirements for each vehicle, aiding in the selection of representative chassis dynamometer test cycles and the development of custom drive cycles that emulate daily operation. In this paper, the methodology and accompanying results of the duty-cycle statistical analysis are presented and discussed. Results are presented in both graphical and tabular formats illustrating a number of key relationships between parameters observed within the data set that relate to

Impartiality in Performing Official Duties Ethics - Impartiality in Performing Official Duties What is meant by "improper appearances" and "a lack of impartiality?" Think of it as a question of fairness. Suppose you went to a baseball game and you found out that the umpire was the uncle of a player on one of the teams. Most people would say that the umpire should not work that game, because there would be a strong appearance that he might not make the calls fairly and

Heavy-duty vehicles (HDVs) account for a significant portion of the U.S. transportation sector’s fuel consumption, greenhouse gas (GHG) emissions, and air pollutant emissions. In our most recent efforts, we expanded the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREETTM) model to include life-cycle analysis of HDVs. In particular, the GREET expansion includes the fuel consumption, GHG emissions, and air pollutant emissions of a variety of conventional (i.e., diesel and/or gasoline) HDV types, including Class 8b combination long-haul freight trucks, Class 8b combination short-haul freight trucks, Class 8b dump trucks, Class 8a refuse trucks, Class 8a transit buses, Class 8a intercity buses, Class 6 school buses, Class 6 single-unit delivery trucks, Class 4 single-unit delivery trucks, and Class 2b heavy-duty pickup trucks and vans. These vehicle types were selected to represent the diversity in the U.S. HDV market, and specific weight classes and body types were chosen on the basis of their fuel consumption using the 2002 Vehicle Inventory and Use Survey (VIUS) database. VIUS was also used to estimate the fuel consumption and payload carried for most of the HDV types. In addition, fuel economy projections from the U.S. Energy Information Administration, transit databases, and the literature were examined. The U.S. Environmental Protection Agency’s latest Motor Vehicle Emission Simulator was employed to generate tailpipe air pollutant emissions of diesel and gasoline HDV types.

We report here on a project that expands the applicability of dynamic climate modeling to very long time scales. The Fast Ocean Atmosphere Model (FOAM) is a coupled ocean atmosphere model that incorporates physics of interest in understanding decade to century time scale variability. It addresses the high computational cost of this endeavor with a combination of improved ocean model formulation, low atmosphere resolution, and efficient coupling. It also uses message passing parallel processing techniques, allowing for the use of cost effective distributed memory platforms. The resulting model runs over 6000 times faster than real time with good fidelity, and has yielded significant results.

An expandable tubular includes a plurality of leaves formed from sheet material that have curved surfaces. The leaves extend around a portion or fully around the diameter of the tubular structure. Some of the adjacent leaves of the tubular are coupled together. The tubular is compressed to a smaller diameter so that it can be inserted through previously deployed tubular assemblies. Once the tubular is properly positioned, it is deployed and coupled or not coupled to a previously deployed tubular assembly. The tubular is useful for all types of wells and boreholes.

    1982-03-01

A functional 1-MW geothermal electric power plant that featured a helical screw expander was produced and then tested in Utah in 1978 to 1979 with a demonstrated average performance of approximately 45% machine efficiency over a wide range of test conditions in noncondensing operation on two-phase geothermal fluids. The Project also produced a computer-equipped data system, an instrumentation and control van, and a 1000-kW variable load bank, all integrated into a test array designed for operation at a variety of remote test sites. Additional testing was performed in Mexico in 1980 under a cooperative test program using the same test array, and machine efficiency was measured at 62% maximum with the rotors partially coated with scale, compared with approximately 54% maximum in Utah with uncoated rotors, confirming the importance of scale deposits within the machine on performance. Data are presented for the Utah testing and for the noncondensing phases of the testing in Mexico. Test time logged was 437 hours during the Utah tests and 1101 hours during the Mexico tests.

    1994-06-01

The coiled tubing (CT) resurgence, which began in late 1989 shows little sign of moderating in spite of lower oil and gas prices. In fact, this so-called revolution continues to expand into major new services and applications. CT units are replacing workover rigs and snubbing units in some areas and have recently started to replace drilling rigs even outside Alaska's North Slope Prudhoe Bay field. Activity is reaching record levels in many areas. Although drilling, completions and flowlines generate a lot of interest, these are currently only a small part of total CT business. About 75% of activity is split evenly between nitrogen, acidizing and cleanouts. The other 25% includes newer services like cementing, fishing, sliding sleeves, logging, underreaming to remove scale or cement and drilling. CT is used to drill slimholes and reentry drainholes up to 6 1/8-in. CT has been used as casing and more casing applications are planned. CT ODs to 3 1/2-in. are produced and 4 1/2-in. OD CT production is scheduled later this year. Larger ODs make CT feasible for replacing conventional jointed tubing and welded flowlines.

In many gamma-ray bursts a distinct blackbody spectral component is present, which is attributed to the emission from the photosphere of a relativistically expanding plasma. The properties of this component (temperature and flux) can be linked to the properties of the outflow and have been presented in the case where there is no sub-photospheric dissipation and the photosphere is in coasting phase. First, we present the derivation of the properties of the outflow for finite winds, including when the photosphere is in the accelerating phase. Second, we study the effect of localized sub-photospheric dissipation on the estimation of the parameters. Finally, we apply our results to GRB 090902B. We find that during the first epoch of this burst the photosphere is most likely to be in the accelerating phase, leading to smaller values of the Lorentz factor than the ones previously estimated. For the second epoch, we find that the photosphere is likely to be in the coasting phase.
