    This is the Closeout Report for the research grant in experimental elementary particle physics, carried out by the Duke University High Energy Physics (HEP) group. We re- port on physics results and detector development carried out under this grant, focussing on the recent three-year grant period (2010 to 2013). The Duke HEP group consisted of seven faculty members, two senior scientists, #12;ve postdocs and eight graduate students. There were three thrusts of the research program. Measurements at the energy frontier at CDF and ATLAS were used to test aspects of elementary particle theory described by the Stan- dard Model (SM) and to search for new forces and particles beyond those contained within the SM. The neutrino sector was explored using data obtained from a large neutrino detector located in Japan, and R & D was conducted on new experiments to be built in the US. The measurements provided information about neutrino masses and the manner in which neutri- nos change species in particle beams. Two years ago we have started a new research program in rare processes based on the Mu2E experiment at Fermilab. This research is motivated by the search for the #22; ! e transition with unprecedented sensitivity, a transition forbidden in the standard model but allowed in supersymmetric and other models of new physics. The high energy research program used proton and antiproton colliding beams. The experiments were done at the Fermilab Tevatron (proton-antiproton collisions at a center of mass energy of 1.96 TeV) and at the CERN Large Hadron Collider (proton-proton collisions at 7-8 TeV). The neutrino program used data obtained from the Super-Kamiokande detec- tor. This water-#12;lled Cherenkov counter was used to detect and measure the properties of neutrinos produced in cosmic ray showers, and from neutrino beams produced from acceler- ators in Japan. The Mu2E experiment will use a special stopped muon beam to be built at Fermilab.

    Systemic targeted radiation therapy and radioimmunotherapy continue to be important tools in the treatment of certain cancers. Because of their high energy and short path length, alpha particle emitters such as 211At are more effective than either external beam x- ray or in vivo beta radiation in delivering potentially curative doses of radiation. The limited clinical trials that have been conducted to date have yielded encouraging responses in some patients, e.g., malignant brain tumors. In order to escalate the additional necessary research and development in radiochemistry, radiobiology and efficacy evaluation of alpha particle radiotherapeutics, it is universally agreed that access to an affordable, reliable supply of 211At is warranted. In conjunction with the Department of Energy's intent to enhance stable and radioactive isotope availability for research applications, it is the primary objective of this project to improve 211At production and purification capabilities at Duke so that this radionuclide can be supplied to researchers at other institutions throughout the US.The most widely used 211At production method involves the α,2n reaction on Bismuth using a cyclotron with beams ≤ 28 MeV. Yields can be enhanced with use of an internal target that allows for a higher alpha fluence plus efficient heat dissipation in the target. Both of these items are in place at Duke; however, in order to support production for multi-institutional use, irradiation campaigns in excess of 50 µAp and four hours duration will be needed. Further, post-irradiation processing equipment is lacking that will enable the distribution process. Financial support is sought for i) a shielded, ventilated processing/containment hood; ii) development of a post-irradiation target retrieval system; iii) fabrication of a 211At distillation and recovery module and iv) a performance review and, where needed, an enhancement of seven major subsystems that comprise the CS-30 Cyclotron. With these modifications in place, routine production of ≥200 mCi of At-211 should be readily achievable, given our methodological development of At-211 target preparation, internal target irradiation and dry distillation to recover the radionuclide.

    The research in the Adams Laboratory focuses on the physiology of hyperthermophilic organisms with an emphasis on metal-containing enzymes in the hyperthermophilic marine archaeon Pyrococcus furiosus. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment.     Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

    The case study examines the means by which energy conservation can be achieved at an aggregate community level by using proper planning and analytical techniques for a new town, Shenandoah, Georgia, located twenty-five miles southwest of Atlanta's Hartsfield International Airport. A potentially implementable energy conservation community plan is achieved by a study team examining the land use options, siting characteristics of each building type, alternate infrastructure plans, possible decentralized energy options, and central utility schemes to determine how community energy conservation can be achieved by use of pre-construction planning. The concept for the development of mixed land uses as a passively sited, energy conserving community is based on a plan (Level 1 Plan) that uses the natural site characteristics, maximizes on passive energy siting requirement, and allows flexibility for the changing needs of the developers. The Level 2 Plan is identical with Level 1 plan plus a series of decentraized systems that have been added to the residential units: the single-family detached, the apartments, and the townhouses. Level 3 Plan is similar to the Level 1 Plan except that higher density dwellings have been moved to areas adjacent to central site. The total energy savings for each plan relative to the conventional plan are indicated. (MCW)

    Zone 1, Robins Air Force Base, Georgia, has been designated a National Priorities List Site by the US Environmental Protection Agency. The Remedial Investigation for Zone 1 recommended a quantitative analysis of ecological risk. To accomplish this task a characterization of the bottomland hardwood forest ecosystem present on the base was required. This ecological characterization included the study of hydrology, aquatic and wildlife biology, and wetlands ecology where potential impacts were in question. In addition, a suitable reference area was studied. The hydrologic investigation consisted primarily of the installation of water level recorders and staff gauges, collection of surface water data, installation of piezometers and collection of groundwater data, and the collection of rainfall data. The aquatic biology investigation centered around the sampling of benthic macroinvertebrate communities, bioassay toxicity tests for surface water and sediment, fish sampling, aquatic macrophyte collection, macrophyte collection, and emergent and free-floating plant collection. The wildlife biology investigation focused on a breeding bird survey. The wetlands ecology investigation comprised the collection of soil and vegetation samples and using the Wetland Evaluation Technique (WET) to assess the functions and values of the wetlands present.

    Landfill No. 4 and the sludge lagoon at Robins Air Force Base, Warner Robins, Georgia, were added to the United States Environmental Protection Agency (EPA) National Priorities List in 1987 because of highpotential for contaminant migration. Warner Robins is located approximately 90 miles southeast of Atlanta. In 1990 CH2M HILL conducted a Remedial Investigation at the base that recommended that further ecological assessment investigations be conducted (CH2M HILL 1990). The subject paper is the result of this recommendation. The ecological study was carried out by the Hazardous Waste Remedial Actions Program (HAZWRAP)Division of Martin Marietta Energy Systems, Inc., working jointly with its subcontractor CDM (CDM 1992a). The primary area of investigation (Zone 1) included the sludge lagoon, Landfill No. 4, the wetland area east of the landfill and west of Hannah Road (including two sewage treatment ponds), and the area between Hannah Road and Horse Creek (Fig. 1). The bottomland forest wetlands of Zone 1 extend from the landfill east to Horse Creek. Surface water and groundwater flow across Zone 1 is generally in an easterly direction toward Horse Creek. Horse Creek is a south-flowing tributary of the Ocmulgee River Floodplain. The objective of the study was to perform a quantitative analysis of ecological risk associated with the ecosystems present in Zone 1. This investigation was unique because the assessment was to be based upon many measurement endpoints resulting in both location-specific data and data that would assess the condition of the overall ecosystem. The study was segregated into five distinct field investigations: hydrology, surface water and sediment, aquatic biology, wetlands ecology, and wildlife biology.

    Pine Mountain Builders began working with Building America research partners IBACOS and Southface Energy Institute in 2005 to design energy-efficient homes for a green community of 140 homes in western Georgia. Their designs have yielded homes with HERS scores as low as 59, electric bills as low as $50 a month (or half the state average), and 30% energy savings compared to homes built to the Georgia state energy code. The thermal envelopes of Pine Mountain's homes are built to be airtight.

    After a year of operation, the penthouse was inspected and found to be {open_quotes}lightly dusted{close_quotes} with barely sufficient accumulation to show footprints. This is contrasted with previous five foot deep ash dunes. The savings in maintenance repairs are estimated at $65,000 for vacuuming that was not required, and $80,000 in maintenance personnel weld repairs. The history of repairs was such that vacuuming and weld repair costs were predictable, and before the IOSMEMBRANE{reg_sign} installation, always expected as recurring maintenance costs. The heat rate improvement of reducing air in-leakage is well known, and significant. The principal quantified savings are in reduced maintenance costs, more expedient repairs (reduced cool down time for repairs in the penthouse), and safety. The heat rate improvements, though not quantified yet, are expected to be significant. The success of the ISOMEMBRANE{reg_sign} on Unit No. 4 has resulted in similar plans for Unit No. 3 and other units in the Duke Power system.

    The US Environmental Protection Agency (EPA) encountered much more than a municipal landfill at the Powersville site in Peach County, Georgia. Contamination from improperly dumped hazardous wastes and pesticides tainted an old quarry used for household garbage. Chemicals migrating into area ground water threatened local drinking water supplies. To address these issues, EPA's Superfund program designed a cleanup strategy that included: negotiating with the county and chemical companies to contain the hazardous wastes on site underneath a protective cover; investigating reports of drinking water contamination and extending municipal water lines to affected residents; and conducting a tailored community relations program to inform and educate residents about the site.

    2 Project Summary: The Multi-University Southeast INIE Consortium (MUSIC) was established in response to the US Department of Energys (DOE) Innovations in Nuclear Infrastructure and Education (INIE) program. MUSIC was established as a consortium composed of academic members and national laboratory partners. The members of MUSIC are the nuclear engineering programs and research reactors of Georgia Institute of Technology (GIT), North Carolina State University (NCSU), University of Maryland (UMD), University of South Carolina (USC), and University of Tennessee (UTK). The University of Florida (UF), and South Carolina State University (SCSU) were added to the MUSIC membership in the second year. In addition, to ensure proper coordination between the academic community and the nations premier research and development centers in the fields of nuclear science and engineering, MUSIC created strategic partnerships with Oak Ridge National Laboratory (ORNL) including the Spallation Neutron Source (SNS) project and the Joint Institute for Neutron Scattering (JINS), and the National Institute of Standards and Technology (NIST). A partnership was also created with the Armed Forces Radiobiology Research Institute (AFRRI) with the aim of utilizing their reactor in research if funding becomes available. Consequently, there are three university research reactors (URRs) within MUSIC, which are located at NCSU (1-MW PULSTAR), UMD (0.25-MW TRIGA) and UF (0.10-MW Argonaut), and the AFRRI reactor (1-MW TRIGA MARK F). The overall objectives of MUSIC are: a) Demonstrate that University Research Reactors (URR) can be used as modern and innovative instruments of research in the basic and applied sciences, which include applications in fundamental physics, materials science and engineering, nondestructive examination, elemental analysis, and contributions to research in the health and medical sciences, b) Establish a strong technical collaboration between the nuclear engineering faculty and the MUSIC URRs. This will be achieved by involving the faculty in the development of state-of-the-art research facilities at the URRs and subsequently, in the utilization of these facilities, c) Facilitate the use of the URRs by the science and engineering faculty within the individual institutions and by the general community of science and engineering, d) Develop a far-reaching educational component that is capable of addressing the needs of the nuclear science and engineering community. Specifically, the aim of this component will be to perform public outreach activities, contribute to the active recruitment of the next generation of nuclear professionals, strengthen the education of nuclear engineering students, and promote nuclear engineering education for minority students.

    This OIT BestPractices Case Study describes the methods and results used in a plant-wide assessment at a Georgia-Pacific paper mill in Palatka, FL. Assessment personnel recommended several projects, which, if implemented, have the potential to save the plant more than 729,000 MMBtu per year and $2.9 million per year.     The Triangle Universities Nuclear Laboratory (TUNL)--a collaboration of Duke University, North Carolina State University, and the University of North Carolina at Chapel Hill--has had a very productive year. This report covers parts of the second and third year of a three-year grant between the US Department of Energy and the three collaborating universities. The TUNL research program focuses on the following areas: precision test of parity-invariance violation in resonance neutron scattering at LANSCE/LANL; parity violation measurements using charged-particle resonances in A = 20--40 targets and the A = 4 system at TUNL; chaotic behavior in the nuclei {sup 30}P and {sup 34}Cl from studies of eigenvalue fluctuations in nuclear level schemes; search for anomalies in the level density (pairing phase transition) in 1f-2p shell nuclei using GEANIE at LANSCE/LANL; parity-conserving time-reversal noninvariance tests using {sup 166}Ho resonances at Geel, ORELA, or LANSCE/LANL; nuclear astrophysics; few-body nuclear systems; Nuclear Data evaluation for A = 3--20 for which TUNL is now the international center. Developments in technology and instrumentation are vital to the research and training program. Innovative work was continued in: polarized beam development; polarized target development; designing new cryogenic systems; designing new detectors; improving high-resolution beams for the KN and FN accelerators; development of an unpolarized Low-Energy Beam Facility for radiative capture studies of astrophysical interest.     In response to a request from OSHA, a possible cancer cluster was investigated at the James River Corporation (SIC-2657), Newnan, Georgia. The paperboard packaging facility had been in operation for over 30 years. A retrospective cohort mortality study of 2050 workers employed at the facility between 1957 and 1988 was conducted. As of the study date, 141 workers were deceased, 1705 were alive, and 204 had been lost to follow-up. Overall mortality was similar to that expected as was mortality from diseases of the heart, accidents, and violence. The Standardized Mortality Ratios for all cancers was less than expected. Three workers with bladder cancer and six with kidney cancer were identified. No increased risk of bladder cancer was determined. The risk of kidney cancer was increased. The excess risk was associated with overall duration of employment but was not limited to any single department or work process. The author concludes that workers at the facility had an increased rate of kidney cancer. The author recommends measures to reduce exposures to inks containing pigments made from aromatic amines. Personal protective equipment should not be considered a substitute for adequate engineering controls. Follow-up on the cohort should continue.

  13. Structural Model of the Basement in the Central Savannah River Area, South Carolina and Georgia

    Interpretation of several generations of seismic reflection data and potential field data suggests the presence of several crustal blocks within the basement beneath the Coastal Plain in the Central Savannah River Area (CSRA). The seismic reflection and refraction data include a grid of profiles that capture shallow and deep reflection events and traverse the Savannah River Site and vicinity. Potential field data includes aeromagnetic, ground magnetic surveys, reconnaissance and detailed gravity surveys. Subsurface data from recovered core are used to constrain the model.Interpretation of these data characteristically indicate a southeast dipping basement surface with some minor highs and lows suggesting an erosional pre-Cretaceous unconformity. This surface is interrupted by several basement faults, most of which offset only early Cretaceous sedimentary horizons overlying the erosional surface. The oldest fault is perhaps late Paleozoic because it is truncated at the basement/Coastal Plain interface. This fault is related in timing and mechanism to the underlying Augusta fault. The youngest faults deform Coastal Plain sediments of at least Priabonian age (40-36.6 Ma). One of these young faults is the Pen Branch faults, identified as the southeast dipping master fault for the Triassic Dunbarton basin. All the Cenozoic faults are probably related in time and mechanism to the nearby, well studied Belair fault.The study area thus contains a set of structures evolved from the Alleghanian orogeny through Mesozoic extension to Cenozoic readjustment of the crust. There is a metamorphosed crystalline terrane with several reflector/fault packages, a reactivated Triassic basin, a mafic terrane separating the Dunbarton basin from the large South Georgia basin to the southeast, and an overprint of reverse faults, some reactivated, and some newly formed.

    The U.S. Department of Energy's Wind Powering America Program is committed to educating state-level policy makers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in Georgia. We forecast the cumulative economic benefits from 1000 MW of development in Georgia to be $2.1 billion, annual CO2 reductions are estimated at 3.0 million tons, and annual water savings are 1,628 million gallons.

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

    This study focuses on evaluating the feasibility and suitability of using the Jurassic/Triassic (J/TR) sediments of the South Georgia Rift basin (SGR) for CO2 storage in southern South Carolina and southern Georgia The SGR basin in South Carolina (SC), prior to this project, was one of the least understood rift basin along the east coast of the U.S. In the SC part of the basin there was only one well (Norris Lightsey #1) the penetrated into J/TR. Because of the scarcity of data, a scaled approach used to evaluate the feasibility of storing CO2 in the SGR basin. In the SGR basin, 240 km (~149 mi) of 2-D seismic and 2.6 km2 3-D (1 mi2) seismic data was collected, process, and interpreted in SC. In southern Georgia 81.3 km (~50.5 mi) consisting of two 2-D seismic lines were acquired, process, and interpreted. Seismic analysis revealed that the SGR basin in SC has had a very complex structural history resulting the J/TR section being highly faulted. The seismic data is southern Georgia suggest SGR basin has not gone through a complex structural history as the study area in SC. The project drilled one characterization borehole (Rizer # 1) in SC. The Rizer #1 was drilled but due to geologic problems, the project team was only able to drill to 1890 meters (6200 feet) instead of the proposed final depth 2744 meters (9002 feet). The drilling goals outlined in the original scope of work were not met. The project was only able to obtain 18 meters (59 feet) of conventional core and 106 rotary sidewall cores. All the conventional core and sidewall cores were in sandstone. We were unable to core any potential igneous caprock. Petrographic analysis of the conventional core and sidewall cores determined that the average porosity of the sedimentary material was 3.4% and the average permeability was 0.065 millidarcy. Compaction and diagenetic studies of the samples determined there would not be any porosity or permeability at depth in SC. In Georgia there appears to be porosity in the J/TR section based on neutron log porosity values. The only zones in Rizer #1 that appear to be porous were fractured diabase units where saline formation water was flowing into the borehole. Two geocellular models were created for the SC and GA study area. Flow simulation modeling was performed on the SC data set. The injection simulation used the newly acquired basin data as well as the Petrel 3-D geologic model that included geologic structure. Due to the new basin findings as a result of the newly acquired data, during phase two of the modeling the diabase unit was used as reservoir and the sandstone units were used as caprock. Conclusion are: 1) the SGR basin is composed of numerous sub-basins, 2) this study only looked at portions of two sub-basins, 3) in SC, 30 million tonnes of CO2 can be injected into the diabase units if the fracture network is continuous through the units, 4) due to the severity of the faulting there is no way of assuring the injected CO2 will not migrate upward into the overlying Coastal Plain aquifers, 5) in Georgia there appears to porous zones in the J/TR sandstones, 6) as in SC there is faulting in the sub-basin and the seismic suggest the faulting extends upward into the Coastal Plain making that area not suitable for CO2 sequestration, 7) the complex faulting observed at both study areas appear to be associated with transfer fault zones (Heffner 2013), if sub-basins in the Georgia portion of the SGR basin can be located that are far away from the transfer fault zones there is a strong possibility of sequestering CO2 in these areas, and 9) the SGR basin covers area in three states and this project only studied two small areas so there is enormous potential for CO2 sequestration in other portions the basin and further research needs to be done to find these areas.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Scientists are quite familiar with what a supernova looks like when these stars are destroyed in the most massive explosions in the universe, they leave their mark as one of the brightest objects in space, at least for several weeks. While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     The Cedartown Industries, Inc. site has been proposed for the National Priorities List (NPL) by the U.S. Environmental Protection Agency (EPA). The 7-acre site is located in Cedartown, Polk County, Georgia, in the northwest part of the State. In 1986, one sediment sample from an on-site impoundment and two soil samples (one background) were collected on-site and analyzed by EPD. Only Extraction Procedure (EP) Toxicity testing was performed on these samples. The test which measures the concentration of leachate generated from the soil showed leachate with lead concentrations up to 720 parts per million (ppm) and cadmium concentrations up to 1.4 ppm. Based on the information reviewed, ATSDR has concluded that the site is of potential public health concern because humans may be exposed to hazardous substances at concentrations that may result in adverse health effects. As noted in the Human Exposure Pathways Section above, human exposure to lead may occur via ingestion of, inhalation of, and dermal contact with surface water, sediments, soils, ground water, air, and food-chain entities.

    We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications.     There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    A reconnaissance assessment of the carbon dioxide (CO{sub 2}) sequestration potential within the Triassic age rift trend sediments of South Carolina, Georgia and the northern Florida Rift trend was performed for the Office of Fossil Energy, National Energy Technology Laboratory (NETL). This rift trend also extends into eastern Alabama, and has been termed the South Georgia Rift by previous authors, but is termed the South Carolina, Georgia, northern Florida, and eastern Alabama Rift (SGFAR) trend in this report to better describe the extent of the trend. The objectives of the study were to: (1) integrate all pertinent geologic information (literature reviews, drilling logs, seismic data, etc.) to create an understanding of the structural aspects of the basin trend (basin trend location and configuration, and the thickness of the sedimentary rock fill), (2) estimate the rough CO{sub 2} storage capacity (using conservative inputs), and (3) assess the general viability of the basins as sites of large-scale CO{sub 2} sequestration (determine if additional studies are appropriate). The CO{sub 2} estimates for the trend include South Carolina, Georgia, and northern Florida only. The study determined that the basins within the SGFAR trend have sufficient sedimentary fill to have a large potential storage capacity for CO{sub 2}. The deeper basins appear to have sedimentary fill of over 15,000 feet. Much of this fill is likely to be alluvial and fluvial sedimentary rock with higher porosity and permeability. This report estimates an order of magnitude potential capacity of approximately 137 billion metric tons for supercritical CO{sub 2}. The pore space within the basins represent hundreds of years of potential storage for supercritical CO{sub 2} and CO{sub 2} stored in aqueous form. There are many sources of CO{sub 2} within the region that could use the trend for geologic storage. Thirty one coal fired power plants are located within 100 miles of the deepest portions of these basins. There are also several cement and ammonia plants near the basins. Sixteen coal fired power plants are present on or adjacent to the basins which could support a low pipeline transportation cost. The current geological information is not sufficient to quantify specific storage reservoirs, seals, or traps. There is insufficient hydrogeologic information to quantify the saline nature of the water present within all of the basins. Water data in the Dunbarton Basin of the Savannah River Site indicates dissolved solids concentrations of greater than 10,000 parts per million (not potential drinking water). Additional reservoir characterization is needed to take advantage of the SGFAR trend for anthropogenic CO{sub 2} storage. The authors of this report believe it would be appropriate to study the reservoir potential in the deeper basins that are in close proximity to the current larger coal fired power plants (Albany-Arabi, Camilla-Ocilla, Alamo-Ehrhardt, and Jedburg basin).

    In this final report, we discuss both theoretical and applied research resulting from our DOE project, ICEKAP 2004: A Collaborative Joint Geophysical Imaging Project at Krafla and IDDP. The abstract below begins with a general discussion of the problem we addressed: the location and characterization of blind geothermal resources using microearthquake and magnetotelluric measurements. The abstract then describes the scientific results and their application to the Krafla geothermal area in Iceland. The text following this abstract presents the full discussion of this work, in the form of the PhD thesis of Stephen A. Onacha. The work presented here was awarded the Best Geophysics Paper at the 2005 Geothermal Resources Council meeting, Reno. This study presents the modeling of buried fault zones using microearthquake and electrical resistivity data based on the assumptions that fluid-filled fractures cause electrical and seismic anisotropy and polarization. In this study, joint imaging of electrical and seismic data is used to characterize the fracture porosity of the fracture zones. P-wave velocity models are generated from resistivity data and used in locating microearthquakes. Fracture porosity controls fluid circulation in the hydrothermal systems and the intersections of fracture zones close to the heat source form important upwelling zones for hydrothermal fluids. High fracture porosity sites occur along fault terminations, fault-intersection areas and fault traces. Hydrothermal fault zone imaging using resistivity and microearthquake data combines high-resolution multi-station seismic and electromagnetic data to locate rock fractures and the likely presence fluids in high temperature hydrothermal systems. The depths and locations of structural features and fracture porosity common in both the MT and MEQ data is incorporated into a joint imaging scheme to constrain resistivity, seismic velocities, and locations of fracture systems. The imaging of the fault zones is constrained by geological, drilling, and geothermal production data. The objective is to determine interpretation techniques for evaluating structural controls of fluid circulation in hydrothermal systems. The conclusions are: directions of MT polarization and anisotropy and MEQ S-splitting correlate. Polarization and anisotropy are caused by fluid filled fractures at the base of the clay cap. Microearthquakes occur mainly on the boundary of low resistivity within the fracture zone and high resistivity in the host rock. Resistivity is lowest within the core of the fracture zone and increases towards the margins of the fracture zone. The heat source and the clay cap for the hydrothermal have very low resistivity of less than 5?m. Fracture porosity imaged by resistivity indicates that it varies between 45-5% with most between 10-20%, comparable to values from core samples in volcanic areas in Kenya and Iceland. For resistivity values above 60?m, the porosity reduces drastically and therefore this might be used as the upper limit for modeling fracture porosity from resistivity. When resistivity is lower than 5?m, the modeled fracture porosity increases drastically indicating that this is the low resistivity limit. This is because at very low resistivity in the heat source and the clay cap, the resistivity is dominated by ionic conduction rather than fracture porosity. Microearthquakes occur mainly above the heat source which is defined by low resistivity at a depth of 3-4.5 km at the Krafla hydrothermal system and 4-7 km in the Longonot hydrothermal system. Conversions of S to P waves occur for microearthquakes located above the heat source within the hydrothermal system. Shallow microearthquakes occur mainly in areas that show both MT and S-wave anisotropy. S-wave splitting and MT anisotropy occurs at the base of the clay cap and therefore reflects the variations in fracture porosity on top of the hydrothermal system.     Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    An Aerial Radiological Survey was conducted during the period of August 24 to September 14, 1988 over an area of approximately 310 square kilometers (120 square miles) surrounding the Alvin W. Vogtle Nuclear Plant. The Vogtle Nuclear Plant is located near Augusta, Georgia, along the Savannah River and adjacent to the Savannah River Site (SRS). Several anomalous areas were identified in the portion of the survey extending into the SRS perimeter. The dominant isotopes found in these areas were cesium-137 and cobalt-60. All of these man-made anomalies identified by the aerial measurements were attributed to SRS processing. For the remainder of the survey area, the inferred radiation exposure rates generally varied from 6 to 10 microroentgens per hour ({mu}R/h), which was found to be due to naturally occurring uranium, thorium, and radioactive potassium gamma emitters. The reported exposure rate values included an estimated cosmic ray contribution of 3.6 {mu}R/h. Soils samples and pressurized ion chamber measurements were obtained at three locations within the survey boundaries to support the aerial data. The exposure rate values obtained from these groundbased measurements were in agreement with the corresponding inferred aerial values. 6 refs., 13 figs., 4 tabs.

    An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr. The currently favored values for the Hubble constant, when converted to ages using a cosmological model with zero cosmological constant, are shown {ital not} to be in conflict with statistical and systematic uncertainties at the present time when one takes both into account, even for critical density universes. 25 refs. , 3 figs., 1 tab.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.
