    Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    This is the Closeout Report for the research grant in experimental elementary particle physics, carried out by the Duke University High Energy Physics (HEP) group. We re- port on physics results and detector development carried out under this grant, focussing on the recent three-year grant period (2010 to 2013). The Duke HEP group consisted of seven faculty members, two senior scientists, #12;ve postdocs and eight graduate students. There were three thrusts of the research program. Measurements at the energy frontier at CDF and ATLAS were used to test aspects of elementary particle theory described by the Stan- dard Model (SM) and to search for new forces and particles beyond those contained within the SM. The neutrino sector was explored using data obtained from a large neutrino detector located in Japan, and R & D was conducted on new experiments to be built in the US. The measurements provided information about neutrino masses and the manner in which neutri- nos change species in particle beams. Two years ago we have started a new research program in rare processes based on the Mu2E experiment at Fermilab. This research is motivated by the search for the #22; ! e transition with unprecedented sensitivity, a transition forbidden in the standard model but allowed in supersymmetric and other models of new physics. The high energy research program used proton and antiproton colliding beams. The experiments were done at the Fermilab Tevatron (proton-antiproton collisions at a center of mass energy of 1.96 TeV) and at the CERN Large Hadron Collider (proton-proton collisions at 7-8 TeV). The neutrino program used data obtained from the Super-Kamiokande detec- tor. This water-#12;lled Cherenkov counter was used to detect and measure the properties of neutrinos produced in cosmic ray showers, and from neutrino beams produced from acceler- ators in Japan. The Mu2E experiment will use a special stopped muon beam to be built at Fermilab.

    The growing deployment of distributed, variable generation and evolving end-user load profiles presents a unique set of challenges to grid operators responsible for providing reliable and high quality electrical service. Mass deployment of distributed energy storage systems (DESS) has the potential to solve many of the associated integration issues while offering reliability and energy security benefits other solutions cannot. However, tools to develop, optimize, and validate DESS control strategies and hardware are in short supply. To fill this gap, NREL has constructed a power hardware-in-the-loop (PHIL) test facility that connects DESS, grid simulator, and load bank hardware to a distribution feeder simulation.

    In 1946 Philip (Phil) Russell Wallace joined the Mathematics Department of McGill University as an Associate Professor of Applied Mathematics, apparently because A. H. S. Gillson, Dean of Arts and Science, wanted theoretical physicists to be in the Mathematics Department. He came with the dream of creating a theoretical physics group at McGill. Toronto, who joined in September 1949, and me, who came in January 1950. The group had begun. Phil Wallace was born in Toronto in 1915 and grew up there. He entered the University of Toronto in 1933, earned a B.A. in mathematics in 1937, a M.A. in 1938, and a Ph.D. in applied mathematics in 1940 under Leopold Infeld. His Ph.D. thesis in general relativity was entitled 'On the relativistic equations of motion in electromagnetic theory.' In 1940 World War II had engulfed Europe and was having its effect on Canada, but the US was still at peace. L. J. Synge, Head of the Applied Mathematics Department at Toronto, told Wallace that people such as he would be needed in war work, but things were not ready quite yet. Hold yourself ready. Phil took a two-year position as lecturer in mathematics at the University of Cincinnati (1940-42); in the fall of 1942 he became a lecturer in mathematics at M.I.T. It was from there that he was recruited by Synge to join the war effort from 1943 to 1946 at N.R.C.'s Montreal Laboratory, the genesis of the Canadian Atomic Energy Project. Phil has described those heady wartime years in these pages. Much of the effort of the theoretical physicists was on nuclear reactor theory and the properties of relevant materials, such as graphite, under long and intense neutron bombardment. In late 1945 Phil was sent for four months to Bristol to learn about the properties of graphite from the esteemed N. F. Mott. This exposure led Phil to a life-long interest in graphite and in condensed matter physics in general. After the war, the group of Montreal Lab theorists dissolved - some had already left for Los Alamos; some went to Chalk River; Volkoff returned to UBC to foster theoretical physics as part of physics in the West; Wallace to do the same in the East. But the path at McGill was not smooth. As a singular anomaly in a pure math department, Phil was tucked away in the corner of some engineering building, remote from the bulk of the mathematicians. And there was no welcoming mat from Physics. As Wallace remarks, 'I took a post at McGill, not surprisingly in the department of Mathematics. Certain complications of academic politics followed, such as jurisdictional disputes over course assignments. Theoretical physicists were treated more or less as foreigners or rivals by at least a segment of the physics department.' 'Why was that?' McGill's attitude about theoretical physics was colored for fifty years by the lingering influence of Ernest Rutherford, who was a faculty member from 1898 to 1907. In his essay about the beginnings of theoretical physics in Canada, Wallace quotes examples of Rutherford's views about theoretical physics. In short, theoretical physics is applied mathematics and has no place in a department devoted to the study of natural phenomena. Because of his eminence and connection to McGill, numerous physics graduates went to the 'Mecca' of Manchester then Cambridge to do a Ph.D. with the great man. Some then returned to the McGill Physics faculty to teach and perpetuate the Rutherfordian view of theory. Although the theoretical physics group at McGill in the 1950s had no official standing and no statutory leader, Phil Wallace was that leader and builder of the group. An inspiration to students and junior colleagues alike, he protected and nurtured us in the sometimes difficult circumstances of citizens without a country.

  18. Free Air CO2 Enrichment (FACE) Data from the Duke Forest FACE Facility

    DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOEÆs Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment. To increase statistical power, four additional ambient plots were established in January, 2005, halved, and one half of each fertilized.     The Duke storage ring is a dedicated driver for the storage ring based oscillator free-electron lasers (FELs), and the High Intensity Gamma-ray Source (HIGS). It is operated with a beam current ranging from about 1 mA to 100 mA per bunch for various operations and accelerator physics studies. High performance operations of the FEL and gamma-ray source require a stable electron beam orbit, which has been realized by the global orbit feedback system. As a critical part of the orbit feedback system, the electron beam position monitors (BPMs) are required to be able to precisely measure the electron beam orbit in a wide range of the single-bunch current. However, the high peak voltage of the BPM pickups associated with high single-bunch current degrades the performance of the BPM electronics, and can potentially damage the BPM electronics.     The long time behavior of the reduced time evolution operator for unstable multilevel systems is studied based on the N-level Friedrichs model in the presence of a zero energy resonance.The latter means the divergence of the resolvent at zero energy. Resorting to the technique developed by Jensen and Kato [Duke Math. J. 46, 583 (1979)], the zero energy resonance of this model is characterized by the zero energy eigenstate that does not belong to the Hilbert space. It is then shown that for some kinds of the rational form factors the logarithmically slow decay of the reduced time evolution operator can be realized.

    This report describes power hardware-in-the-loop simulation testing of a 500 kW Satcon photovoltaic inverter, conducted at the Center for Advanced Power Systems at Florida State University from March 12th through March 16th, 2012. Testing was led by a team from the National Renewable Energy Laboratory. The report reviews the results of data captured during the course of testing. The tests were used to demonstrate operation of and gather data from the inverter in a simulated operational environment.     Rising energy prices and climate change are central issues in the debate about our nation's energy policy. Many are demanding increased energy efficiency as a way to help reduce greenhouse gas emissions and lower the total cost of electricity and energy services for consumers and businesses. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit-motivation, or even a financial disincentive, when compared to supply-side investments. With the recent introduction of Duke Energy's Save-a-Watt incentive mechanism and ongoing discussions about decoupling, regulators and policymakers are now faced with an expanded and diverse landscape of financial incentive mechanisms, Determining the 'right' way forward to promote deep and sustainable demand side resource programs is challenging. Due to the renaissance that energy efficiency is currently experiencing, many want to better understand the tradeoffs in stakeholder benefits between these alternative incentive structures before aggressively embarking on a path for which course corrections can be time-consuming and costly. Using a prototypical Southwest utility and a publicly available financial model, we show how various stakeholders (e.g. shareholders, ratepayers, etc.) are affected by these different types of shareholder incentive mechanisms under varying assumptions about program portfolios.     The High Energy Physics program at the University of Oklahoma, Pat Skubic, Principal Investigator, is attempting to understand nature at the deepest level using the most advanced experimental and theoretical tools. The four experimental faculty, Brad Abbott, Phil Gutierrez, Pat Skubic, and Mike Strauss, together with post-doctoral associates and graduate students, are finishing their work as part of the D0 collaboration at Fermilab, and increasingly focusing their investigations at the Large Hadron Collidor (LHC) as part of the ATLAS Collaboration. Work at the LHC has become even more exciting with the recent discovery by ATLAS and the other collaboration, CMS, of the long-sought Higgs boson, which plays a key role in generating masses for the elementary constituents of matter. Work of the OUHEP group has been in the three areas of hardware, software, and analysis. Now that the Higgs boson has been discovered, completing the Standard Model of fundamental physics, new efforts will focus on finding hints of physics beyond the standard model, such as supersymmetry. The OUHEP theory group (Kim Milton, PI) also consists of four faculty members, Howie Baer, Chung Kao, Kim Milton, and Yun Wang, and associated students and postdocs. They are involved in understanding fundamental issues in formulating theories of the microworld, and in proposing models that carry us past the Standard Model, which is an incomplete description of nature. They therefore work in close concert with their experimental colleagues. One also can study fundamental physics by looking at the large scale structure of the universe; in particular the ``dark energy'' that seems to be causing the universe to expand at an accelerating rate, effectively makes up about 3/4 of the energy in the universe, and yet is totally unidentified. Dark energy and dark matter, which together account for nearly all of the energy in the universe, are an important probe of fundamental physics at the very shortest distances, or at the very highest energies. The outcomes of the group's combined experimental and theoretical research will be an improved understanding of nature, at the highest energies reachable, from which applications to technological innovation will surely result, as they always have from such studies in the past.

    It is proved that the Newton-Sabatier (NS) procedure does not solve the inverse scattering problem with fixed-energy data and is not a valid inversion method, in the following sense: 1) the basic integral equation, introduced by R. Newton without derivation, in general, may be not solvable for some $r>0$, and in this case NS procedure breaks down: it produces a potential which is not locally integrable. 2) the ansatz $(\\ast)$ $K(r,s) = \\sum^\\infty_{l=0} c_l \\phi_l (r) u_l (s)$, used by R. Newton, is incorrect: the transformation operator $I-K$, corresponding to a generic does not have $K$ of the form $(\\ast),$ and 3) the set of potentials $q \\in L_{1,1},$ that can possibly be obtained by NS procedure, is not dense in the set of all $L_{1,1}$ potentials in the norm of $L_{1,1}$. Therefore one cannot justify NS procedure even for approximate solution of the inverse scattering problem with fixed-energy phase shifts as data. Thus, the NS procedure, if considered as a method for solving the inverse scattering problem, is based on an incorrect ansatz, the basic integral equation of NS procedure is, in general, not solvable for some $r>0$, and in this case this procedure breaks down, and NS procedure is not an inversion theory: it cannot recover generic potentials $q \\in L_{1,1}$ from their fixed-energy phase shifts. Suppose now that one considers another problem: given fixed-energy phase shifts, corresponding to some potential, find a potential which generates the same phase shifts. Then NS procedure does not solve this problem either: the basic integral equation, in general, may be not solvable for some $r>0$, and then NS procedure breaks down.

    Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

    Observers at rest in a stationary spacetime flat at infinity can measure small amounts of rest-mass+internal energies+kinetic energies+pressure energy in a small volume of fluid attached to a local inertial frame. The sum of these small amounts is the total "matter energy" for those observers. The total mass-energy minus the matter energy is the binding gravitational energy. Misner, Thorne and Wheeler evaluated the gravitational energy of a spherically symmetric static spacetime. Here we show how to calculate gravitational energy in any static and stationary spacetime for isolated sources with a set of observers at rest. The result of MTW is recovered and we find that electromagnetic and gravitational 3-covariant energy densities in conformastatic spacetimes are of opposite signs. Various examples suggest that gravitational energy is negative in spacetimes with special symmetries or when the energy-momentum tensor satisfies usual energy conditions.

    Light received from a cosmological source is redshifted with an apparent loss of energy, a problem first pointed out by Edwin Hubble in 1936. A new type of energy called Hubble Energy is introduced to restore the principle of energy conservation. The energy has no inertial or gravitational effect but retards radial motion in a manner consistent with the anomalous acceleration experienced by the Pioneer probes leaving the solar system. The energy is predicted to have important effects on the scale of galaxies, and some of these effects are qualitatively examined: for example, with Hubble Energy, flat rotation curves are found to be an inevitable consequence of spiral galaxy formation. The Hubble Energy is incorporated into the Friedmann Equation and shown to add a term similar to the cosmological term, with a magnitude of order 10^-35 s^-2.

    This Transportation Energy Project is comprised of four unique tasks which work within the railroad industry to provide solutions in various areas of energy conservation. These tasks addressed: energy reducing yard related decision issues; alternate fuels; energy education, and energy storage for railroad applications. The NIU Engineering and Technology research team examined these areas and provided current solutions which can be used to both provide important reduction in energy usage and system efficiency in the given industry. This project also sought a mode in which rural and long-distance education could be provided. The information developed in each of the project tasks can be applied to all of the rail companies to assist in developing efficiencies.

    The thermal energy contained in magmatic systems represents a huge potential resource. In the US, useful energy contained in molten and partially-molten magma within the upper 10 km of the crust has been estimated at 5 to 50 x 10/sup 22/ J (50,000 to 500,000 Quads). The objective of the Magma Energy Extraction Program is to determine the engineering feasibility of locating, accessing, and utilizing magma as a viable energy resource. This program follows the DOE/OBES-funded Magma Energy Research Project that concluded scientific feasibility of the magma energy concept. A primary long-range goal of this program is to conduct an energy extraction experiment directly in a molten, crustal magma body. Critical to determining engineering feasibility are several key technology tasks: (1) Geophysics - to obtain detailed definition of potential magma targets, (2) Geochemistry/Materials - to characterize the magma environment and select compatible engineering materials, (3) Drilling - to develop drilling and completion techniques for entry into a magma body, and (4) Energy Extraction - to develop heat extraction technology.
