    Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    This is the Closeout Report for the research grant in experimental elementary particle physics, carried out by the Duke University High Energy Physics (HEP) group. We re- port on physics results and detector development carried out under this grant, focussing on the recent three-year grant period (2010 to 2013). The Duke HEP group consisted of seven faculty members, two senior scientists, #12;ve postdocs and eight graduate students. There were three thrusts of the research program. Measurements at the energy frontier at CDF and ATLAS were used to test aspects of elementary particle theory described by the Stan- dard Model (SM) and to search for new forces and particles beyond those contained within the SM. The neutrino sector was explored using data obtained from a large neutrino detector located in Japan, and R & D was conducted on new experiments to be built in the US. The measurements provided information about neutrino masses and the manner in which neutri- nos change species in particle beams. Two years ago we have started a new research program in rare processes based on the Mu2E experiment at Fermilab. This research is motivated by the search for the #22; ! e transition with unprecedented sensitivity, a transition forbidden in the standard model but allowed in supersymmetric and other models of new physics. The high energy research program used proton and antiproton colliding beams. The experiments were done at the Fermilab Tevatron (proton-antiproton collisions at a center of mass energy of 1.96 TeV) and at the CERN Large Hadron Collider (proton-proton collisions at 7-8 TeV). The neutrino program used data obtained from the Super-Kamiokande detec- tor. This water-#12;lled Cherenkov counter was used to detect and measure the properties of neutrinos produced in cosmic ray showers, and from neutrino beams produced from acceler- ators in Japan. The Mu2E experiment will use a special stopped muon beam to be built at Fermilab.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry health. To aid the overall advanced energy industry, EWI developed and launched an Ohio chapter of the non-profit Advanced Energy Economy. In this venture, Ohio joins with six other states including Colorado, Connecticut, Illinois, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont to help promote technologies that deliver energy that is affordable, abundant and secure. In a more specific arena, EWI's advanced energy group collaborated with the EWI-run Nuclear Fabrication Consortium to promote the nuclear supply chain. Through this project EWI has helped bring the supply chain up to date for the upcoming period of construction, and assisted them in understanding the demands for the next generation of facilities now being designed. In a more targeted manner, EWI worked with 115 individual advanced energy companies that are attempting to bring new technology to market. First, these interactions helped EWI develop an awareness of issues common to companies in different advanced energy sectors. By identifying and addressing common issues, EWI helps companies bring technology to market sooner and at a lower cost. These visits also helped EWI develop a picture of industry capability. This helped EWI provide companies with contacts that can supply commercial solutions to their new product development challenges. By providing assistance in developing supply chain partnerships, EWI helped companies bring their technology to market faster and at a lower cost than they might have been able to do by themselves. Finally, at the most granular level EWI performed dedicated research and development on new manufacturing processes for advanced energy. During discussions with companies participating in advanced energy markets, several technology issues that cut across market segments were identified. To address some of these issues, three crosscutting technology development projects were initiated and completed with Center support. This included reversible welds for batteries and high temperature heat exchangers. It also included a novel advanced weld trainer that EWI has recently commercialized.

    The report was prepared as part of the Ohio River Basin Energy Study (ORBES), a multidisciplinary policy research program. It describes projected socioeconomic impacts of the ORBES energy futures, defined as scenarios, on the region. The region consists of all of Kentucky, most of West Virginia, and substantial portions of Illinois, Indiana, Ohio, and Pennsylvania. The major impact areas considered are employment impacts of coal-fired power plants and of coal mining; population impacts of coal-fired power plants and coal mining; and public service impacts (e.g., water and sewer systems). The analyses of power plant impacts was aided by use of the ORBES Labor Impact Model (OLIM), which projects total county employment over time by scenario. For coal-mining employment impacts, a set of employment multipliers was developed using existing data to enable county- and regional-level employment changes. The mining employment data also are used in conjunction with other forecasts to look at general migration trends within the study region.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Ohio homeowners. Moving to the 2012 IECC from the 2009 IECC is cost-effective over a 30-year life cycle. On average, Ohio homeowners will save $5,151 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $330 for the 2012 IECC.

    A detailed description is presented of the laws and programs of the State of Ohio governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES).     EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings. As was stated in the DOE Award Summary, the undertaking was focused as a commercial program delving into Alternative Energy Utility Districts; what are referred to in Ohio Statute as Energy Special Improvement Districts or ESIDs and what is nationally known as Property Assessed Clean Energy or PACE districts and PACE financing. The project methodology followed the identify, develop, implement, monitor and measure format. These districts began in Toledo and adjoining areas and are expanding to TLCPA’s 28 county financing agency geographic footprint. What began as the Toledo Ohio Advanced Energy Improvement Corporation is now doing business as the Northwest Ohio Advanced Energy Improvement District recognizing it expansion into creating and financing other districts in NW Ohio. The program has been sought out as an advisor by major communities and states in the process of developing similar legislation and programs and has become one of the largest most successful PACE energy improvement and financing districts in the US. The program and the energy district focused on transforming energy use, delivery, conservation and renewable energy as “options of first choice”. The significant energy savings paid for many of the improvements and created a financially viable program well beyond the grant period. The program has become a model within the State of Ohio and Nationally on how to implement and finance projects in broad energy districts including how to evolve and integrate several financing methodologies. It is a unique utilization of revolving loan funds and energy bond pooling with revenue backing primarily from energy improvement special assessments on commercial properties along with some power purchase agreement (PPA) and loan agreement revenue. The program has also incorporated Qualified Energy Conservation Bonds, State of Ohio Energy Loans (SEP), utility rebates, solar and renewable energy certificates, renewable tax incentives and grants, and owner funded equity as additional program leverage and funding. Other keys to this success have been a continual simplification and refinement of the application and documentation process to make funding available easily and quickly to building owners when they are prepared to commit to the project as well as act as a trusted facilitator and advisor to both building owners and other stakeholders. Taking a flexible and pragmatic approach to project evaluation and implementation that matches time and expense to the complexity of the project has been another key learning. To date the program has closed 3 energy bond issues through the TLCPA sponsored and managed NW Ohio Bond Fund totaling $16.54 million (of which $3.34 million were QECB qualified). The program has turned over its $3.0 million revolving loan fund twice as construction financing in advance of bond issuance and currently has issued $1.25 million in revolving term loans. The program has $1.66 million of remaining capacity for QECB qualified bonds. The program can issue an additional $13.46 million in energy bonds continuing to utilize its DOE EECBG loan loss reserves. In addition, the program has available $3.6 million of loan loss reserves from the State of Ohio, as an eligible Port Authority, that can back the issuance of an additional $7.2 to $14.4 million of energy bonds. This does not include additional bond capacity is available from the NW Ohio Bond Fund. The program is the master escrow agent for $18 million of loan loss reserves from the State of Ohio for eligible Port Authorities that can be utilized to assist the formation of energy districts and financing programs in major metropolitan areas and regions around the State of Ohio. Other leveraged funds now total $10 million; placing the total project value completed and financed at over $30 million. In addition that program has generated an active pipeline of projects in various stages that total $25 – $30 million.

    The Coastal Ohio Wind Project was created to establish the viability of wind turbines on the coastal and offshore regions of Northern Ohio. The project’s main goal was to improve operational unit strategies used for environmental impact assessment of offshore turbines on lake wildlife by optimizing and fusing data from the multi-instrument surveillance system and providing an engineering analysis of potential design/operational alternatives for offshore wind turbines. The project also developed a general economic model for offshore WTG deployment to quantify potential revenue losses due to wind turbine shutdown related to ice and avian issues. In a previous phase of this project (Award Number: DE-FG36-06GO86096), we developed a surveillance system that was used to collect different parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species, movements of birds and bats, and bird calls for assessing patterns and peak passage rates during migration. To derive such parameters we used thermal IR imaging cameras, acoustic recorders, and marine radar Furuno (XANK250), which was coupled with a XIR3000B digitizing card from Russell Technologies and open source radR processing software. The integration yielded a development of different computational techniques and methods, which we further developed and optimized as a combined surveillance system. To accomplish this task we implemented marine radar calibration, optimization of processing parameters, and fusion of the multi-sensor data in order to make inferences about the potential avian targets. The main goal of the data fusion from the multi-sensor environment was aimed at reduction of uncertainties while providing acceptable confidence levels with detailed information about the migration patterns. Another component comprised of an assessment of wind resources in a near lake environment and an investigation of the effectiveness of ice coating materials to mitigate adverse effects of ice formation on wind turbine structures. Firstly, a Zephir LiDAR system was acquired and installed at Woodlands School in Huron, Ohio, which is located near Lake Erie. Wind resource data were obtained at ten measurement heights, 200m, 150m, 100m, 80m, 60m, 40m, 38m, 30m, 20m, and 10m. The Woodlands School’s wind turbine anemometer also measured the wind speed at the hub height. These data were collected for approximately one year. The hub anemometer data correlated well with the LiDAR wind speed measurements at the same height. The data also showed that on several days different power levels were recorded by the turbine at the same wind speed as indicated by the hub anemometer. The corresponding LiDAR data showed that this difference can be attributed to variability in the wind over the turbine rotor swept area, which the hub anemometer could not detect. The observation suggests that single point hub wind velocity measurements are inadequate to accurately estimate the power generated by a turbine at all times since the hub wind speed is not a good indicator of the wind speed over the turbine rotor swept area when winds are changing rapidly. To assess the effectiveness of ice coatings to mitigate the impact of ice on turbine structures, a closed-loop icing research tunnel (IRT) was designed and constructed. By controlling the temperature, air speed, water content and liquid droplet size, the tunnel enabled consistent and repeatable ice accretion under a variety of conditions with temperatures between approximately 0°C and -20°C and wind speeds up to 40 miles per hour in the tunnel’s test section. The tunnel’s cooling unit maintained the tunnel temperature within ±0.2°C. The coatings evaluated in the study were Boyd Coatings Research Company’s CRC6040R3, MicroPhase Coatings Inc.’s PhaseBreak TP, ESL and Flex coatings. Similar overall performance was observed in all coatings tested in that water droplets form on the test articles beginning at the stagnation region and spreading in the downstream direction in time. When comparing ice accumulation characteristics for the four coatings tested, for ice thickness during accumulation the CRC6040R3 had the least, followed by the ESL, Flex, and TP. However, when comparing the coatings’ ability to reduce ice adhesion, the Flex showed the highest adhesion reduction, followed by the ESL, TP and CRC 6040R3 coatings. The ice accumulated on the Flex coated surface shed under gravity when rotated 90 degrees following the tests while the other coatings required application of varying degrees of force to remove the ice. In conclusion, the ice coatings tested were not sufficient in preventing ice accumulation on all surfaces. However, Flex coating shows promise in mitigating ice on the rotor blades under the gravitational and centrifugal forces. Only the effect of gravity in shedding the ice was considered in this study. Further research will be needed to evaluate this coating on rotating blades in the icing tunnel to characterize its effectiveness. Lastly, the development of economic feasibility models used existing approaches adapted for offshore deployment in marine settings to one more suitable for Lake Erie deployment. Two different wind turbine models were tested and dynamic return on investment (ROI) model scenarios were generated. For the purpose of estimating power generation three bladed wind turbines of 3 MW capacity were selected including Model1- Leitwind LTW101-3.000-kW and Model2-Vostro V90-3.0 MW. The analysis were based on the revenue aspect of decision making of deploying wind turbines in the Ohio coastal region. The installation cost, maintenance and operational aspects were disregarded due to unavailability of data. The adjusted varying price (residential and industrial sector) and projected future price of electricity in different years suggested that the Leitwind model could generate $32.4 million of revenue in 25 years if the supply electricity is in the residential sector, while it would be $14.7million if the supply is in the industrial sector. For the Vostro model these figures are $28.6 million for residential sector and $12.9 million for industrial sector for 25 years.

    The Public Utilities Commission (PUCO) is a body created by the Ohio State legislature to administer the provisions of the Ohio Public Utilities Act. It is composed of three commissioners appointed by the governor with the advice and consent of the senate. Once appointed, a commissioner serves for a six-year period. The PUCO is vested with the power and jurisdiction to supervise and regulate public utilities and railroads... . The term public utility includes every corporation, company, co-partnership, person or association, their lessees, trustees, or receivers, as defined in the Ohio Code. Among the various services enumerated in the Code under the definition of public utility are an electric light company; a gas company; a pipeline company transporting gas, oil or coal; a waterworks company; a heating or cooling company. The power to regulate public utilities is shared by the PUCO and municipal governments. The municipal regulatory authority is derived from the Ohio Constitution, statutory provisions, and municipal franchising authority. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack reduced the wake size and enhanced the vortices in the flow downstream of the turbine-tower compared with the tower alone case. Mean and rms velocity distributions from hot wire anemometer data confirmed that in a downwind configuration, the wake of the tower dominates the flow, thus the flow fields of a tower alone and tower-turbine combinations are nearly the same. For the upwind configuration, the mean velocity shows a narrowing of the wake compared with the tower alone case. The downwind configuration wake persisted longer than that of an upwind configuration; however, it was not possible to quantify this difference because of the size limitation of the wind tunnel downstream of the test section. The water tunnel studies demonstrated that the scale model studies could be used to adequately produce accurate motions to model the motions of a wind turbine platform subject to large waves. It was found that the important factors that affect the platform is whether the platform is submerged or surface piercing. In the former, the loads on the platform will be relatively reduced whereas in the latter case, the structure pierces the wave free surface and gains stiffness and stability. The other important element that affects the movement of the platform is depth of the sea in which the wind turbine will be installed. Furthermore, the wildlife biology component evaluated migratory patterns by different monitoring systems consisting of marine radar, thermal IR camera and acoustic recorders. The types of radar used in the project are weather surveillance radar and marine radar. The weather surveillance radar (1988 Doppler), also known as Next Generation Radar (NEXRAD), provides a network of weather stations in the US. Data generated from this network were used to understand general migratory patterns, migratory stopover habitats, and other patterns caused by the effects of weather conditions. At a local scale our marine radar was used to complement the datasets from NEXRAD and to collect additional monitoring parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species. Our work focused on the design and development of custom built marine radar that used t-bar and parabolic dish antennas. The marine radar used in the project was Furuno (XANK250) which was coupled with a XIR3000B digitizing card from Russell Technologies for collection of the radar data. The radar data was processed by open source radR processing software using different computational techniques and methods. Additional data from thermal IR imaging cameras were collected to detect heat emitted from objects and provide information on movements of birds and bats, data which we used for different animal flight behavior analysis. Lastly, the data from the acoustic recorders were used to provide the number of bird calls for assessing patterns and peak passage rates during migration. The development of the geospatial database included collection of different data sources that are used to support offshore wind turbine development. Many different data sets were collected and organized using initial version of web-based repository software tools that can accommodate distribution of rectified pertinent data sets such as the lake depth, lake bottom engineering parameters, extent of ice, navigation pathways, wind speed, important bird habitats, fish efforts and other layers that are relevant for supporting robust offshore wind turbine developments. Additional geospatial products developed during the project included few different prototypes for offshore wind farm suitability which can involve different stakeholders and participants for solving complex planning problems and building consensus. Some of the prototypes include spatial decision support system (SDSS) for collaborative decision making, a web-based Participatory Geographic Information System (PGIS) framework for evaluating importance of different decision alternatives using different evaluation criteria, and an Android application for collection of field data using mobile and tablet devices . In summary, the simulations of two- and three-blade wind turbines suggested that two-bladed machines could produce comparable annual energy as the three-blade wind turbines but have a lighter tower top weight, which leads to lower cost of energy. In addition, the two-blade rotor configuration potentially costs 20% less than a three blade configuration that produces the same power at the same site. The cost model analysis predicted a potential cost savings of approximately 15% for offshore two-blade wind turbines. The foundation design for a wind turbine in Lake Erie is likely to be driven by ice loads based on the currently available ice data and ice mechanics models. Hence, for Lake Eire, the cost savings will be somewhat smaller than the other lakes in the Great Lakes. Considering the size of cranes and vessels currently available in the Great Lakes, the cost optimal wind turbine size should be 3 MW, not larger. The surveillance data from different monitoring systems suggested that bird and bat passage rates per hour were comparable during heavy migrations in both spring and fall seasons while passage rates were significantly correlated to wind directions and wind speeds. The altitude of migration was higher during heavy migrations and higher over water relative to over land. Notable portions of migration on some spring nights occurred parallel the shoreline, often moving perpendicular to southern winds. The birds approaching the Western basin have a higher propensity to cross than birds approaching the Central basin of Lake Erie and as such offshore turbine development might be a better option further east towards Cleveland than in the Western basin. The high stopover density was more strongly associated with migration volume the following night rather than the preceding night. The processed mean scalar wind speeds with temporal resolutions as fine as 10-minute intervals near turbine height showed that August is the month with the weakest winds while December is the month, which typically has the strongest winds. The ice data suggests that shallow western basin of Lake Erie has higher ice cover duration many times exceeding 90 days during some winters.

    Systemic targeted radiation therapy and radioimmunotherapy continue to be important tools in the treatment of certain cancers. Because of their high energy and short path length, alpha particle emitters such as 211At are more effective than either external beam x- ray or in vivo beta radiation in delivering potentially curative doses of radiation. The limited clinical trials that have been conducted to date have yielded encouraging responses in some patients, e.g., malignant brain tumors. In order to escalate the additional necessary research and development in radiochemistry, radiobiology and efficacy evaluation of alpha particle radiotherapeutics, it is universally agreed that access to an affordable, reliable supply of 211At is warranted. In conjunction with the Department of Energy's intent to enhance stable and radioactive isotope availability for research applications, it is the primary objective of this project to improve 211At production and purification capabilities at Duke so that this radionuclide can be supplied to researchers at other institutions throughout the US.The most widely used 211At production method involves the α,2n reaction on Bismuth using a cyclotron with beams ≤ 28 MeV. Yields can be enhanced with use of an internal target that allows for a higher alpha fluence plus efficient heat dissipation in the target. Both of these items are in place at Duke; however, in order to support production for multi-institutional use, irradiation campaigns in excess of 50 µAp and four hours duration will be needed. Further, post-irradiation processing equipment is lacking that will enable the distribution process. Financial support is sought for i) a shielded, ventilated processing/containment hood; ii) development of a post-irradiation target retrieval system; iii) fabrication of a 211At distillation and recovery module and iv) a performance review and, where needed, an enhancement of seven major subsystems that comprise the CS-30 Cyclotron. With these modifications in place, routine production of ≥200 mCi of At-211 should be readily achievable, given our methodological development of At-211 target preparation, internal target irradiation and dry distillation to recover the radionuclide.

  19. Capturing the emerging market for climate-friendly technologies: opportunities for Ohio

    This paper briefly describes the factors driving the growing demand for climate-friendly technologies, some of the key existing companies, organizations, and resources in Ohio, and the potential for Ohio to become a leading supplier of climate solutions. These solutions include a new generation of lower-emitting coal technologies, components for wind turbines, and the feedstocks and facilities to produce biofuels. Several public-private partnerships and initiatives have been established in Ohio. These efforts have encouraged the development of numerous federal- and state-funded projects and attracted major private investments in two increasingly strategic sectors of the Ohio economy: clean-coal technology and alternative energy technology, with a focus on fuel cells. Several major clean-coal projects have been recently initiated in Ohio. In April 2006, the Public Utilities Commission of Ohio approved American Electric Power's (AEP) plan to build a 600 MW clean-coal plant along the Ohio River in Meigs County. The plant will use Integrated Gasification Combined Cycle (IGCC) technology which makes it easier to capture carbon dioxide for sequestration. Three other potential coal gasification facilities are being considered in Ohio: a combination IGCC and synthetic natural gas plant in Allen County by Global Energy/Lima Energy; a coal-to-fuels facility in Lawrence County by Baard Energy, and a coal-to-fuels facility in Scioto County by CME North American Merchant Energy. The paper concludes with recommendations for how Ohio can capitalize on these emerging opportunities. These recommendations include focusing and coordinating state funding of climate technology programs, promoting the development of climate-related industry clusters, and exploring export opportunities to states and countries with existing carbon constraints.

While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments. The rest of the plots were partitioned in early 2005 and incorporated into the CO2 X nutrient experiment. To increase statistical power, four additional ambient plots were established in January, 2005, halved, and one half of each fertilized.     The U.S. Environmental Protection Agency (EPA), Region 5, in accordance with the RE-Powering America's Land initiative, selected the Kolthoff Landfill site in Cleveland, Ohio, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.
