    Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: Development and Pilot of a New Advanced Welding Curriculum, Program Enhancement of Non-Destructive Examination (NDE) Technology, Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: Increased capacity to serve and train students in emerging energy industry careers; Developed new courses and curricula to support emerging energy industry careers; Established new training/laboratory resources; Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

    This is the Closeout Report for the research grant in experimental elementary particle physics, carried out by the Duke University High Energy Physics (HEP) group. We re- port on physics results and detector development carried out under this grant, focussing on the recent three-year grant period (2010 to 2013). The Duke HEP group consisted of seven faculty members, two senior scientists, #12;ve postdocs and eight graduate students. There were three thrusts of the research program. Measurements at the energy frontier at CDF and ATLAS were used to test aspects of elementary particle theory described by the Stan- dard Model (SM) and to search for new forces and particles beyond those contained within the SM. The neutrino sector was explored using data obtained from a large neutrino detector located in Japan, and R & D was conducted on new experiments to be built in the US. The measurements provided information about neutrino masses and the manner in which neutri- nos change species in particle beams. Two years ago we have started a new research program in rare processes based on the Mu2E experiment at Fermilab. This research is motivated by the search for the #22; ! e transition with unprecedented sensitivity, a transition forbidden in the standard model but allowed in supersymmetric and other models of new physics. The high energy research program used proton and antiproton colliding beams. The experiments were done at the Fermilab Tevatron (proton-antiproton collisions at a center of mass energy of 1.96 TeV) and at the CERN Large Hadron Collider (proton-proton collisions at 7-8 TeV). The neutrino program used data obtained from the Super-Kamiokande detec- tor. This water-#12;lled Cherenkov counter was used to detect and measure the properties of neutrinos produced in cosmic ray showers, and from neutrino beams produced from acceler- ators in Japan. The Mu2E experiment will use a special stopped muon beam to be built at Fermilab.

    As many states have restructured their electric power industry, they have established a ''systems benefit charge'' to help fund those activities that will no longer be funded by utilities in the new structure. Examples include weatherization of low-income housing, efficiency programs, and renewable energy development. Varying amounts have been collected and allocated depending on state needs and abilities. One question that arises is what are the potential results of funding the different types of programs. What is the potential for energy efficiency or for renewable power, and what would be accomplished given the amount of funding that the system benefit charge may provide? The purpose of this project is to provide an initial estimate of the potential for energy efficiency and renewable energy in North Carolina. This potential could be funded by a public benefits fund resulting from a green power program being considered in the state. It concentrates on electric energy savings and production. Savings in buildings can include improvements to space conditioning as well as improvements to lighting or other appliances. Distributed power potential, through use of combined heat and power and renewables such as photovoltaic, wind, and biomass were examined. The goal is to provide information to decision makers who are developing a green power program in North Carolina. It will not be a complete and detailed study of all efficiency potentials but is more of a scoping exercise to determine the relative impacts and begin the process for a more definitive study at a later date. Statewide energy savings potential cannot be directly measured but must be calculated. First, the word ''potential'' means that the savings have not occurred yet. Second, the savings are often only indirectly measured by estimating what energy use there would have been without the changes in technology or behavior. Calculations through sampling and statistical analysis or by simulation are a necessary part of any mechanism to determine energy savings potential. There are currently several methods for calculating savings. Extrapolation of savings achieved from specific programs, surveys of existing building stock or energy-using activities, computer calculations of representative building types, and economic simulations all provide insight into the amount of energy that could be saved.

    The Wormser Solar Energy System located in a four unit townhouse apartment (5400 square feet) in Columbia, South Carolina was designed to provide 50% of the hot water and 70% of the space heating by the Wormser Scientific Corporation, Stamford, Connecticut. The Solar Energy System consists of 266 ft/sup 2/ of pyramidal optics, flat-plate liquid collectors, a solar window area of 1152 ft/sup 2/, a 2500 gallon thermal water storage tank, an energy transport system (water), heat exchangers, pumps, controls and four domestic hot water (DHW) tanks. Electrical elements in each domestic hot water tank provide necessary auxiliary energy for hot water. Four multifunctional heat pumps, supplied with solar heated water provide space heating energy to the apartments, collector freeze protection is provided through the location of the collectors inside the attic. The system with six modes of operation became oprational in February 1978.     The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina`s current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68{degrees}F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina's current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68 F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups. Average, weather-normalized heating and cooling energy savings were 33 and 18%, respectively, for weatherizations where the new technique was used, and 23 and 3% for Retro-Tech-based weatherizations. Weatherizations using the new technique achieved 43% more heating energy savings and substantially more cooling energy savings; they cost around 10% less at two agencies and considerably more at the third; and they were nearly equivalent in labor requirements. The following major conclusions were drawn from the study: (1) The advanced audit significantly increased heating energy savings. (2) Heating energy savings of around 33% were achieved using the advanced audit with blower-door-directed air sealing. (3) The advanced audit appeared to increase cooling energy savings, although wide variances occurred. (4) As tested in North Carolina, the advanced audit overpredicted heating energy consumption and savings for houses with high heating loads. (5) The advanced audit did not increase weatherization costs and actually lowered costs for two of three weatherization agencies. (6) The advanced audit recommended some measures in near identical quantities to Retro-Tech-based weatherizations and others in dramatically different quantities. (7) Blower-door-directed air sealing more than doubled the air leakage reductions achieved from standard air sealing techniques. (8) Low-income houses in North Carolina had much higher average leakage rates than similar New York houses but were sealed as well or better.

    Systemic targeted radiation therapy and radioimmunotherapy continue to be important tools in the treatment of certain cancers. Because of their high energy and short path length, alpha particle emitters such as 211At are more effective than either external beam x- ray or in vivo beta radiation in delivering potentially curative doses of radiation. The limited clinical trials that have been conducted to date have yielded encouraging responses in some patients, e.g., malignant brain tumors. In order to escalate the additional necessary research and development in radiochemistry, radiobiology and efficacy evaluation of alpha particle radiotherapeutics, it is universally agreed that access to an affordable, reliable supply of 211At is warranted. In conjunction with the Department of Energy's intent to enhance stable and radioactive isotope availability for research applications, it is the primary objective of this project to improve 211At production and purification capabilities at Duke so that this radionuclide can be supplied to researchers at other institutions throughout the US.The most widely used 211At production method involves the α,2n reaction on Bismuth using a cyclotron with beams ≤ 28 MeV. Yields can be enhanced with use of an internal target that allows for a higher alpha fluence plus efficient heat dissipation in the target. Both of these items are in place at Duke; however, in order to support production for multi-institutional use, irradiation campaigns in excess of 50 µAp and four hours duration will be needed. Further, post-irradiation processing equipment is lacking that will enable the distribution process. Financial support is sought for i) a shielded, ventilated processing/containment hood; ii) development of a post-irradiation target retrieval system; iii) fabrication of a 211At distillation and recovery module and iv) a performance review and, where needed, an enhancement of seven major subsystems that comprise the CS-30 Cyclotron. With these modifications in place, routine production of ≥200 mCi of At-211 should be readily achievable, given our methodological development of At-211 target preparation, internal target irradiation and dry distillation to recover the radionuclide.

    The goal of this project is to apply the WPA’s proactive outreach strategy to the problem of educating the public about the likely transmission infrastructure developments concomitant to the significant development of wind energy resources in North Carolina. Given the lead time to develop significant new transmission infrastructure (5-10 years), it is critical to begin this outreach work today, so that wind resources can be developed to adequately meet the 20% by 2030 goal in the mid- to long-term (10-20 years). The project team planned to develop a transmission infrastructure outreach campaign for North Carolina by: (1) convening a utility interest group (UIG) of the North Carolina Wind Working Group (NC WWG) consisting of electric utilities in the state and the Southeast; and (2) expanding outreach to local and state government officials in North Carolina.

    Under the Public Utilities Act of 1965, utilities in North Carolina are regulated by the State's Utility Commission. The Commission consists of seven members who are appointed by the governor, subject to confirmation by the General Assembly sitting in joint session. The Commissioners serve eight year terms and the governor designates one of the commissioners as chairman. The Commission has an office of the executive director, who is appointed to a six year term by the governor subject to confirmaion by the General Assembly. The executive director heads the Commission's public staff. The public staff's duties include reviewing, investigating, and making recommendations on utility rates and services and intervention on behalf of the public in proceedings affecting consumer rates and generating plant certification. The Commission has the same power to regulate the operation of privately-owned public utilities within municipalities as it has to control those ouside. The only power over privately-owned utilities reserved to the municipalities is the power to grant franchises. A municipality may maintain its own utility systems, and such systems are not subject to the control and jurisdiction of the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

The Duke University FACE website actually presents information on several FACE experiments. The Forest-Atmosphere Carbon Transfer and Storage (FACTS-I) facility is located in the Blackwood Division of the Duke Forest. It consists of four free-air CO2 enrichment (FACE) plots that provide elevated atmospheric CO2 concentration and four plots that provide ambient CO2 control. The system has been in operation since June, 1994 in the prototype plot, and since August, 1996 in the three additional plots. The prototype plot and its reference were halved with a barrier inserted in the soil in 1998 to conduct, together with five additional plot pairs, CO2 X soil nutrient enrichment experiments.     The South Carolina Bio-Energy Research Collaborative is working together on the development and demonstration of technology options for the production of bio-fuels using renewable non-food crops and biomass resources that are available or could be made available in abundance in the southeastern United States. This collaboration consists of Arborgen LLC, Clemson University, Savannah River National Laboratory, and South Carolina State University, with support from Dyadic, Fagen Engineering, Renewed World Energies, and Spinx. Thus far, most work has centered on development of a fermentation-based process to convert switchgrass into ethanol, with the concomitant generation of a purified lignin stream. The process is not feed-specific, and the work scope has recently expanded to include sweet sorghum and wood. In parallel, the Collaborative is also working on developing an economical path to produce oils and fuels from algae. The Collaborative envisions an integrated bio-fuels process that can accept multiple feedstocks, shares common equipment, and that produces multiple product streams. The Collaborative is not the only group working on bio-energy in South Carolina, and other companies are involved in producing biomass derived energy products at an industrial scale.

    This is the AmeriFlux version of the carbon flux data for the site US-Dk3 Duke Forest - loblolly pine. Site Description - The site was established in 1983 following a clear cut and a burn. Pinus taeda L. (loblolly pine) seedlings were planted at 2.4m by 2.4m spacing and ecosystem development has not been managed after planting. Canopy height increased from 16m in 2001 to 18m in 2004. The canopy is comprised primarily of P. taeda with some emergent Liquidambar styraciflua L. and a diverse and growing understory with 26 different woody species of diameter breast height 42.5 cm. The flux tower lies upwind of the CO2-enriched components of the free atmosphere carbon enrichment (FACE) facility located in the same pine forest. EC instrumentation is at 20.2m on a 22m tower.

    The Department of Energy (DOE) has prepared this report to provide an inventory of its mixed wastes and treatment capacities and technologies in response to Section 105(a) of the Federal Facility Compliance Act (FFCAct) of 1992 (Pub. L. No. 102-386). As required by the FFCAct-1992, this report provides site-specific information on DOE`s mixed waste streams and a general review of available and planned treatment facilities for mixed wastes at the following five Ohio facilities: Battelle Columbus Laboratories; Fernald Environmental Management Project; Mound Plant; Portsmouth Gaseous Diffusion Plant; and RMI, Titanium Company.

    The Department of Energy (DOE) has prepared an Environmental Assessment (EA) evaluating the proposed construction and operation of the Strom Thurmond Biomedical Research Center (Center) at the Medical University of South Carolina (MUSC), Charleston, SC. The DOE is evaluating a grant proposal to authorize the MUSC to construct, equip and operate the lower two floors of the proposed nine-story Center as an expansion of on-going clinical research and out-patient diagnostic activities of the Cardiology Division of the existing Gazes Cardiac Research Institute. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required.
