    The U.S. government has {approx}500,000 metric tons (MT) of surplus depleted uranium (DU) in various chemical forms stored at U.S. Department of Energy (DOE) sites across the United States. This DU, most of which is DU hexafluoride (DUF{sub 6}) resulting from uranium enrichment operations, is the largest amount of nuclear material in DOE's inventory. On July 6, 1999, DOE issued the ''Final Plan for the Conversion of Depleted Uranium Hexafluoride as required by Public Law 105-204'', in which DOE committed to develop a ''Depleted Uranium Hexafluoride Materials Use Roadmap'' in order to establish a strategy for the products resulting from conversion of DUF{sub 6} to a stable form. This report meets the commitment in the Final Plan by providing a comprehensive roadmap that DOE will use to guide any future research and development activities for the materials associated with its DUF{sub 6} inventory. The Roadmap supports the decision presented in the ''Record of Decision for Long-Term Management and Use of Depleted Uranium Hexafluoride'', namely to begin conversion of the DUF{sub 6} inventory as soon as possible, either to uranium oxide, uranium metal, or a combination of both, while allowing for future uses of as much of this inventory as possible. In particular, the Roadmap is intended to explore potential uses for the DUF{sub 6} conversion products and to identify areas where further development work is needed. It focuses on potential governmental uses of DUF{sub 6} conversion products but also incorporates limited analysis of using the products in the private sector. The Roadmap builds on the analyses summarized in the recent ''Programmatic Environmental Impact Statement for Alternative Strategies for the Long-Term Management and Use of Depleted Uranium Hexafluoride''. It also addresses other surplus DU, primarily in the form of DU trioxide and DU tetrafluoride. The DU-related inventory considered here includes the following: (1) Components directly associated with the DUF{sub 6} presently being stored at gaseous diffusion plant sites in Paducah, Kentucky; Portsmouth, Ohio; and Oak Ridge, Tennessee--470,500 MT of DU, 225,000 MT of fluorine chemically combined with the DU, and 74,000 MT of carbon steel comprising the storage cylinders; (2) Approximately 27,860 MT of DU in the form of uranium trioxide, tetrafluoride, and various other forms containing varying amounts of radioactive and chemical impurities, presently stored primarily at DOE's Savannah River Site. This Roadmap characterizes and analyzes alternative paths for eventual disposition of these materials, identifies the barriers that exist to implementing the paths, and makes recommendations concerning the activities that should be undertaken to overcome the barriers. The disposition paths considered in this roadmap and shown in Fig. ES.1 are (a) implementation of cost-effective and institutionally feasible beneficial uses of DU using the products of DUF{sub 6} conversion and other forms of DU in DOE's inventory, (b) processing the fluorine product resulting from DUF{sub 6} conversion to yield an optimal mix of valuable fluorine compounds [e.g., hydrogen fluoride (hydrofluoric acid), boron trifluoride] for industrial use, and (c) processing emptied cylinders to yield intact cylinders that are suitable for reuse, while maintaining an assured and cost-effective direct disposal path for all of the DU-related materials. Most paths consider the potential beneficial use of the DU and other DUF{sub 6} conversion products for the purpose of achieving overall benefits, including cost savings to the federal government, compared with simply disposing of the materials. However, the paths provide for assured direct disposal of these products if cost-effective and institutionally feasible beneficial uses are not found.

    One of the more important legacies left with the Department of Energy (DOE) after the privatization of the United States Enrichment Corporation is the large inventory of depleted uranium hexafluoride (DUF6). The DOE Office of Nuclear Energy, Science and Technology (NE) is responsible for the long-term management of some 700,000 metric tons of DUF6 stored at the sites of the two gaseous diffusion plants located at Paducah, Kentucky and Portsmouth, Ohio, and at the East Tennessee Technology Park in Oak Ridge, Tennessee. The DUF6 management program resides in NE's Office of Depleted Uranium Hexafluoride Management. The current DUF6 program has largely focused on the ongoing maintenance of the cylinders containing DUF6. However, the long-term management and eventual disposition of DUF6 is the subject of a Programmatic Environmental Impact Statement (PEIS) and Public Law 105-204. The first step for future use or disposition is to convert the material, which requires construction and long-term operation of one or more conversion plants. To help inform the DUF6 program's planning activities, it was necessary to perform design and cost studies of likely DUF6 conversion plants at the preconceptual level, beyond the PEIS considerations but not as detailed as required for conceptual designs of actual plants. This report contains the final results from such a preconceptual design study project. In this fast track, three month effort, Lawrence Livermore National Laboratory and Bechtel National Incorporated developed and evaluated seven different preconceptual design cases for a single plant. The preconceptual design, schedules, costs, and issues associated with specific DUF6 conversion approaches, operating periods, and ownership options were evaluated based on criteria established by DOE. The single-plant conversion options studied were similar to the dry-conversion process alternatives from the PEIS. For each of the seven cases considered, this report contains information on the conversion process, preconceptual plant description, rough capital and operating costs, and preliminary project schedule.

    The U.S. Department of Energy (DOE) Depleted Uranium Hexafluoride (DUF{sub 6}) Management Program evaluated alternatives for managing its inventory of DUF{sub 6} and issued the ''Programmatic Environmental Impact Statement for Alternative Strategies for the Long-Term Management and Use of Depleted Uranium Hexafluoride'' (DUF{sub 6} PEIS) in April 1999 (DOE 1999). The DUF{sub 6} inventory is stored in cylinders at three DOE sites: Paducah, Kentucky; Portsmouth, Ohio; and East Tennessee Technology Park (ETTP), near Oak Ridge, Tennessee. In the Record of Decision for the DUF{sub 6} PEIS, DOE stated its decision to promptly convert the DUF6 inventory to a more stable chemical form. Subsequently, the U.S. Congress passed, and the President signed, the ''2002 Supplemental Appropriations Act for Further Recovery from and Response to Terrorist Attacks on the United States'' (Public Law No. 107-206). This law stipulated in part that, within 30 days of enactment, DOE must award a contract for the design, construction, and operation of a DUF{sub 6} conversion plant at the Department's Paducah, Kentucky, and Portsmouth, Ohio, sites, and for the shipment of DUF{sub 6} cylinders stored at ETTP to the Portsmouth site for conversion. This biological assessment (BA) has been prepared by DOE, pursuant to the National Environmental Policy Act of 1969 (NEPA) and the Endangered Species Act of 1974, to evaluate potential impacts to federally listed species from the construction and operation of a conversion facility at the DOE Paducah site.

    The proposed Keystone XL project consists of a 1,700-mile crude oil pipeline and related facilities that would primarily be used to transport Western Canadian Sedimentary Basin crude oil from an oil supply hub in Alberta, Canada to delivery points in Oklahoma and Texas. This EIS, prepared by the Department of State, evaluates the environmental impacts of the proposed Keystone XL project. DOE’s Western Area Power Administration, a cooperating agency, has jurisdiction over certain proposed transmission facilities (construction and operation of a short 230-kv transmission line and construction of a new substation).     Clusters of galaxies are important targets in observationally cosmology, as they can be used both to study the evolution of the galaxies themselves and to constrain cosmological parameters. Here we report on the first results of a major effort to build up a sample of distant galaxy clusters to form the basis for further studies within those fields. We search for simultaneous overdensities in color and space to obtain supporting evidence for the reality of the clusters. We find a confirmation rate for EIS clusters of 66%, suggesting that a total of about 80 clusters with z>=0.6 are within reach using the EIS cluster candidates.

In a Notice of Intent (NOI) published in the Federal Register on September 18, 2001 (Federal Register, Volume 66, page 48123 [66 FR 48123]), DOE announced its intention to prepare a single EIS for a proposal to construct, operate, maintain, and decontaminate and decommission two DUF{sub 6} conversion facilities at Portsmouth, Ohio, and Paducah, Kentucky, in accordance with the National Environmental Policy Act of 1969 (NEPA) (United States Code, Title 42, Section 4321 et seq. [42 USC 4321 et seq.]) and DOE's NEPA implementing procedures (Code of Federal Regulations, Title 10, Part 1021 [10 CFR Part 1021]). Subsequent to award of a contract to Uranium Disposition Services, LLC (hereafter referred to as UDS), Oak Ridge, Tennessee, on August 29, 2002, for design, construction, and operation of DUF{sub 6} conversion facilities at Portsmouth and Paducah, DOE reevaluated its approach to the NEPA process and decided to prepare separate site-specific EISs.     Using EFOSC2 at the 3.6m ESO telescope, we obtained redshifts for 68 galaxies in the field of six cluster candidates from the ESO Imaging Survey (EIS). The cluster candidates were selected in the EIS patches C and D and have estimated mean redshifts between z=0.5 and z=0.7. In the six candidate cluster fields, we identify possible systems of galaxies in the redshift space. The likelihoods of these systems are established by comparison with random resamplings of the Canada-France Redshift Surveys, and using the redshift distribution expected from Postman et al.'s luminosity function, with Poggianti's K- and evolutionary-corrections. Four of the six candidate EIS clusters are found to correspond to a real system in the redshift space, with > 95 % probability. Two of them have a mean redshift in agreement with the estimate from the matched filter algorithm, while the other two have a significantly smaller redshift. The independent analysis of the V-I vs. I color-magnitude diagrams for five of our six cluster fields, supports our conclusions based on the spectroscopic data.

The 14 projects that make up ARPA-E’s ADEPT Project, short for “Agile Delivery of Electrical Power Technology,” are paving the way for more energy efficient power conversion and advancing the basic building blocks of power conversion: circuits, transistors, inductors, transformers, and capacitors.

    The thermal conversion process of solar energy is based on well-known phenomena of heat transfer (Kreith 1976). In all thermal conversion processes, solar radiation is absorbed at the surface of a receiver, which contains or is in contact with flow passages through which a working fluid passes. As the receiver heats up, heat is transferred to the working fluid which may be air, water, oil, or a molten salt. The upper temperature that can be achieved in solar thermal conversion depends on the insolation, the degree to which the sunlight is concentrated, and the measures taken to reduce heat losses from the working fluid.

    The Western Area Power Administration (WAPA) served as a cooperating agency for this Federal Highway Administration Environmental Impact Statement (EIS) due to WAPA’s role in the relocation of several transmission lines. The Federal Highway Administration (FHWA) prepared an Environmental Impact Statement (EIS) for construction of a new segment of U.S. Highway 93 for the purpose of improving congestion and hazardous vehicle/pedestrian conflicts where the highway crosses the Colorado River over Hoover Dam. As a cooperating agency for the EIS, WAPA proposed modifications to its transmission system and facilities to accommodate the construction of the new highway and bridge spanning the Colorado River.

The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load.     During the survey, respondents are asked to provide qualitative answers (well, adequate, needs improvement) on how well material control and accountability (MC&A) functions are being performed. These responses can be used to develop failure probabilities for basic events performed during routine operation of the MC&A systems. The failure frequencies for individual events may be used to estimate total system effectiveness using a fault tree in a probabilistic risk analysis (PRA). Numeric risk values are required for the PRA fault tree calculations that are performed to evaluate system effectiveness. So, the performance ratings in the questionnaire must be converted to relative risk values for all of the basic MC&A tasks performed in the facility. If a specific material protection, control, and accountability (MPC&A) task is being performed at the 'perfect' level, the task is considered to have a near zero risk of failure. If the task is performed at a less than perfect level, the deficiency in performance represents some risk of failure for the event. As the degree of deficiency in performance increases, the risk of failure increases. If a task that should be performed is not being performed, that task is in a state of failure. The failure probabilities of all basic events contribute to the total system risk. Conversion of questionnaire MPC&A system performance data to numeric values is a separate function from the process of completing the questionnaire. When specific questions in the questionnaire are answered, the focus is on correctly assessing and reporting, in an adjectival manner, the actual performance of the related MC&A function. Prior to conversion, consideration should not be given to the numeric value that will be assigned during the conversion process. In the conversion process, adjectival responses to questions on system performance are quantified based on a log normal scale typically used in human error analysis (see A.D. Swain and H.E. Guttmann, 'Handbook of Human Reliability Analysis with Emphasis on Nuclear Power Plant Applications,' NUREG/CR-1278). This conversion produces the basic event risk of failure values required for the fault tree calculations. The fault tree is a deductive logic structure that corresponds to the operational nuclear MC&A system at a nuclear facility. The conventional Delphi process is a time-honored approach commonly used in the risk assessment field to extract numerical values for the failure rates of actions or activities when statistically significant data is absent.

    The performance of commercially available oilfield corrosion inhibitors has been evaluated by electrochemical impedance spectroscopy (EIS) in CO{sub 2} saturated 5% sodium chloride solution. The results demonstrate that EIS is a feasible method for ranking oilfield corrosion inhibitor performance, and the inhibitors exhibit inhibition through different mechanisms. EIS can provide information on the inhibited film growth, and generate the parameters which are specific to a particular corrosion inhibition system. It is found that the high breakpoint frequency at 45{degree} phase angle has excellent correlation with the corrosion rate in the inhibited system. The identification of this correlation is significant because there are advantages associated with measuring this parameter. A patent application has been filed for this discovery.

    We present the results of carrying out multi-object spectroscopy in 10 EIS cluster fields. Based on the list of 345 galaxy redshifts we identify significant 3D-density enhancements. For 9 of the EIS clusters we identify significant 3D-concentrations corresponding to the originally detected cluster candidate. We find redshifts in the range 0.097<=z<=0.257 which is in good agreement with the matched filter estimate of z_MF=0.2. We estimate velocity dispersions in the range 219-1160 km/s for the confirmed clusters.

    Open Energy Information (OpenEI) is an open source web platform?similar to the one used by Wikipedia?developed by the US Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) to make the large amounts of energy-related data and information more easily searched, accessed, and used both by people and automated machine processes. Built utilizing the standards and practices of the Linked Open Data community, the OpenEI platform is much more robust and powerful than typical web sites and databases. As an open platform, all users can search, edit, add, and access data in OpenEI for free. The user community contributes the content and ensures its accuracy and relevance; as the community expands, so does the content's comprehensiveness and quality. The data are structured and tagged with descriptors to enable cross-linking among related data sets, advanced search functionality, and consistent, usable formatting. Data input protocols and quality standards help ensure the content is structured and described properly and derived from a credible source. Although DOE/NREL is developing OpenEI and seeding it with initial data, it is designed to become a true community model with millions of users, a large core of active contributors, and numerous sponsors.

    The compliance checklist for this project was originally completed by the Burns Paiute Tribe in 2000, and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD), as well as the Watershed Management Program Environmental Impact Statement (EIS) and Record of Decision (ROD). The Logan Valley Wildlife Mitigation Plan, now being implemented, continues to be consistent with the above mentioned EISs and RODs. Pursuant to its obligations under the Endangered Species Act, BPA has made a determination of whether its proposed project will have any effects on any listed species under the jurisdiction of the United States Fish and Wildlife Service (USFWS). A species list was obtained from USFWS on June 12, 2003, identifying bald eagles, Canada lynx, and bull trout as potentially occurring in the project area. A site assessment was conducted on July 15, 2003 to determine if these species were present and the potential effects of project activities. A ''No Effect'' determination was made for all ESA-listed species. There were no listed species under the jurisdiction of NOAA Fisheries present in the project area. As management activities proceed in the future, BPA will annually re-assess potential effects of planned activities on listed species. The Burns-Paiute Tribe conducted a literature search for historic and archaeological sites on the property on January 11, 1999. No known sites were identified. Further site-specific surveys will be conducted for individual ground disturbing activities. The results of these surveys will be sent to the Oregon State Historic Preservation Office and BPA. BPA will annually summarize and submit a report to the State Historic Preservation Office. On December 29, 1999, Fred Walasavage of BPA completed a Phase I Site Assessment and concluded that the site did not reveal any environmental factors that would pose a significant liability for remedial action or cleanup under the Comprehensive Recovery, Compensation and Liability Act. A public meeting was held when the property was initially acquired where the property acquisition and proposed activities were discussed. Subsequent public involvement was conducted on July 23, 2002 for commenting on the proposed Logan Valley Wildlife Mitigation Plan.

    The publicly available EIS-DEEP optical-NIR data for the AXAF (Chandra) Deep Field have been used to construct samples of Extremely Red Objects (EROs) using various single-band and multi-band color criteria. In this work we define as EROs objects with colors consistent with passively evolving elliptical galaxies at z $\\geq$ 1. The EROs surface densities we derive are intermediate between previous published values, emphasizing again the need for larger survey areas to constrain the effects of possible large-scale structure. Although various single-color selected samples can be derived, the EROs sample selected using R-Ks > 5, I-Ks > 4, J-Ks > 1.8 jointly is likely to contain the highest fraction of passively evolving luminous field elliptical galaxies at z >= 1, or conversely, the lowest fraction of lower redshift interlopers. The surface density of this multi-band selected EROs sample is consistent with the conclusion that little or no field elliptical volume density evolution has occurred in the redshift range 0 > z > 1.5. However, extensive spectroscopic followup is necessary to confirm this conclusion.

    We present a detailed determination of the astrophysical parameters of the chromospherically active binary star EI Eridani. Our new radial velocities allow to improve the set of orbital elements and reveal long-term variations of the barycentric velocity. A possible third-body orbit with a period of approximately 19 years is presented. Absolute parameters are determined in combination with the Hipparcos parallax. EI Eri's inclination angle of the rotational axis is confined to 56.0 plus/minus 4.5 degrees, its luminosity class IV is confirmed by its radius of 2.37 plus/minus 0.12 R_Sun. A comparison to theoretical stellar evolutionary tracks suggests a mass of 1.09 plus/minus 0.05 M_Sun and an age of approximately 6.15 Gyr. The present investigation is the basis of our long-term Doppler imaging study of its stellar surface.

    The Federal Energy Regulatory Commission (FERC) prepared an EIS for a proposal to expand the existing Cameron Pipeline by 21 miles (from Calcasieu to Beauregard Parishes, Louisiana, with modifications in Cameron Parish), and expand an existing liquefied natural gas (LNG) import terminal in Cameron Parish, Louisiana, to enable the terminal to liquefy and export LNG. DOE, a cooperating agency, adopted the EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.     This environmental review was prepared by DOE’s Western Area Power Administration with the Department of the Interior’s Bureau of Land Management (BLM) as a cooperating agency. This EIS evaluates the environmental impacts of the Rice Solar Energy Project, a 150-megawatt solar concentrating electric powerplant proposed to be constructed on private land in the Sonoran Desert. DOE’s Western Area Power Administration actions under this proposal include building and operating a new substation to interconnect the solar project to Western’s transmission system. DOE may also use this EIS as part of its decision whether to issue a Federal loan guarantee to support the proposal. BLM’s actions under this proposal includes amending California Desert Conservation Area Plan to designate a new corridor for a 161-kV transmission line, which would facilitate the development of solar energy on private lands.

    We investigate the outflows associated with two halo coronal mass ejections (CMEs) that occurred on 2006 December 13 and 14 in NOAA 10930, using the Hinode/EIS observations. Each CME was accompanied by an EIT wave and coronal dimmings. Dopplergrams in the dimming regions are obtained from the spectra of seven EIS lines. The results show that strong outflows are visible in the dimming regions during the CME eruption at different heights from the lower transition region to the corona. It is found that the velocity is positively correlated with the photospheric magnetic field, as well as the magnitude of the dimming. We estimate the mass loss based on height-dependent EUV dimmings and find it to be smaller than the CME mass derived from white-light observations. The mass difference is attributed partly to the uncertain atmospheric model, and partly to the transition region outflows, which refill the coronal dimmings.
