    An instrumentation strategy has been identified for eventually achieving the reliable and quantitative detection of trace halocarbons in groundwater samples. The instrumentation approach relies upon the initial photoelectrochemical (PEC) degradation of the halocarbon to be detected, immediately followed by its potentiometric electrochemical detection as chloride species. Initial PEC degradation of trace halocarbons was achieved using illuminated n-TiO2 (anatase). Two illumination sources (365 and 254nm) were simultaneously used to promote electron excitation from the anatase valence to conduction band to obtain comparative halocarbon degradation rates. PEC degradation rates for the halocarbons trichloroethylene (TCE) and vinyl chloride (VC) were found to progressively decrease with time. The observation suggested that the initial halocarbon concentration, prior to the inception of PEC degradation, might be determined from the measured degradation rate after a defined photolysis time. The expectation was confirmed by comparing halocarbon degradation rates for simulated contaminated groundwater containing known amounts of halocarbons. As might be expected, PEC degradation rates for halocarbons occurred more rapidly at shorter wavelengths. Such differences in photodegradation rates suggested a means of differentiating between these two halocarbons.

    The 2007 Intergovernmental Panel for Climate Change indicates there is strong evidence that the atmospheric concentration of carbon dioxide far exceeds the natural range over the last 650,000 years, and this recent warming of the climate system is unequivocal, resulting in more frequent extreme precipitation events, earlier snowmelt runoff, increased winter flood likelihoods, increased and widespread melting of snow and ice, longer and more widespread droughts, and rising sea level. The effects of recent warming has been well documented and climate model projections indicate a range of hydrological impacts with likely to very likely probabilities (67 to 99 percent) of occurring with significant to severe consequences in response to a warmer lower atmosphere with an accelerating hydrologic cycle.

    A workshop reviewed the results of hydrologic and geochemical monitoring in the Long Valley caldera. Such monitoring is being done to detect changes in the hydrothermal system induced by ongoing magmatic and tectonic processes. Workshop participants discussed the need to instrument sites for continuous measurements of several parameters and to obtain additional hydrologic and chemical information from intermediate and deep drill holes. In addition to seismic and deformation monitoring, programs are currently in progress to monitor changes in the discharge characteristics of hot springs, fumaroles, and soil gases, as well as pressures and temperatures in wells. Some hydrochemical parameters are measured continuously, others are measured monthly or at longer intervals. This report summarizes the information presented at the hydrologic monitoring workshop, following the workshop agenda which was divided into four sessions: (1) overview of the hydrothermal system; (2) monitoring springs, fumaroles, and wells; (3) monitoring gas emissions; and (4) conclusions and recommendations.

    The objective of this project was to develop and coordinate nuclear instrumentation standards with resulting economies for the nuclear and radiation fields. There was particular emphasis on coordination and management of the Nuclear Instrument Module (NIM) System, U.S. activity involving the CAMAC international standard dataway system, the FASTBUS modular high-speed data acquisition and control system and processing and management of national nuclear instrumentation and detector standards, as well as a modest amount of assistance and consultation services to the Pollutant Characterization and Safety Research Division of the Office of Health and Environmental Research. The principal accomplishments were the development and maintenance of the NIM instrumentation system that is the predominant instrumentation system in the nuclear and radiation fields worldwide, the CAMAC digital interface system in coordination with the ESONE Committee of European Laboratories, the FASTBUS high-speed system and numerous national and international nuclear instrumentation standards.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    Westinghouse Hanford Company Project W-211 is responsible for providing the system capabilities to remove radioactive waste from ten double-shell tanks used to store radioactive wastes on the Hanford Site in Richland, Washington. The project is also responsible for measuring tank waste slurry properties prior to injection into pipeline systems, including the Replacement of Cross-Site Transfer System. This report summarizes studies of the appropriateness of the instrumentation specified for use in Project W-211. The instruments were evaluated in a test loop with simulated slurries that covered the range of properties specified in the functional design criteria. The results of the study indicate that the compact nature of the baseline Project W-211 loop does not result in reduced instrumental accuracy resulting from poor flow profile development. Of the baseline instrumentation, the Micromotion densimeter, the Moore Industries thermocouple, the Fischer and Porter magnetic flow meter, and the Red Valve Pressure transducer meet the desired instrumental accuracy. An alternate magnetic flow meter (Yokagawa) gave nearly identical results as the baseline fischer and Porter. The Micromotion flow meter did not meet the desired instrument accuracy but could potentially be calibrated so that it would meet the criteria. The Nametre on-line viscometer did not meet the desired instrumental accuracy and is not recommended as a quantitative instrument although it does provide qualitative information. The recommended minimum set of instrumentation necessary to ensure the slurry meets the Project W-058 acceptance criteria is the Micromotion mass flow meter and delta pressure cells.

    This draft Shaft Study Plan describes a program of testing and monitoring in the Exploratory Shafts of a candidate high-level nuclear waste repository site in Deaf Smith County, Texas. The purpose of the programs to assist with site characterization in support of a determination of site suitability for development as a repository design and performance assessment evaluations. The program includes a variety of geological, geophysical, geomechanical, thermomechanical, and geohydrological testing and monitoring. The program is presented as a series of separate studies concerned with geological, geomechanical, and geohydrological site characterization, and with evaluating the mechanical and hydrological response of the site to construction of the shafts. The various studies, and associated test or monitoring methods are shown. The procedure used in developing the test program has been to initially identify the information necessary to satisfy (1) federal, state, and local requirements, and (2) repository program requirements. These information requirements have then been assessed to determine which requirements can be addressed wholly or in significant part by monitoring and testing from within the shafts.     This analysis report describes the methods used to determine hydrologic properties based on the available field data from the unsaturated zone (UZ) at Yucca Mountain, Nevada. The technical scope, content, and management of this analysis report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Sections 2, 4, and 8). Fracture and matrix properties are developed by analyzing available survey data from the Exploratory Studies Facility (ESF), the Enhanced Characterization of Repository Block (ECRB) Cross-Drift, and/or boreholes; air-injection testing data from surface boreholes and from boreholes in the ESF; and data from laboratory testing of core samples. In addition, the report ''Geologic Framework Model'' (GFM2000) (BSC 2004 [DIRS 170029]) also serves as a source report by providing the geological framework model of the site. This report is a revision of the model report under the same title (BSC 2003 [DIRS 161773]), which in turn superceded the analysis report under the same title. The principal purpose of this work is to provide representative uncalibrated estimates of fracture and matrix properties for use in the model report Calibrated Properties Model. The term ''uncalibrated'' is used to distinguish the properties or parameters estimated in this report from those obtained from the inversion modeling used in ''Calibrated Properties Model''. The present work also provides fracture geometry properties for generating dual-permeability grids as documented in the scientific analyses report, ''Development of Numerical Grids for UZ Flow and Transport Modeling''.

    The demand for clinical use of accelerated heavy charged-particle (proton and light-ion) beams for cancer treatment is now burgeoning worldwide. Clinical trials are underway at more than a dozen accelerators. Several hospital-based accelerator facilities dedicated to radiation treatment of human cancer have been constructed, and their number is growing. Many instruments in medical systems have been developed for modifying extracted particle beams for clinical application, monitoring the delivery of the treatment beams, and controlling the treatment processes to ensure patient safety. These in turn demand new developments of instruments in controlling beam extraction, beam tuning, and beam transportation at the medical systems.

    Weather and climate forecasts are critical inputs to hydrologic forecasting systems. The National Center for Environmental Prediction (NCEP) issues 8-15 days outlook daily for the U.S. based on the Medium Range Forecast (MRF) model, which is a global model applied at about 2? spatial resolution. Because of the relatively coarse spatial resolution, weather forecasts produced by the MRF model cannot be applied directly to hydrologic forecasting models that require high spatial resolution to represent land surface hydrology. A mesoscale atmospheric model was used to dynamically downscale the 1-8 day extended global weather forecasts to test the feasibility of hydrologic forecasting through this model nesting approach. Atmospheric conditions of each 8-day forecast during the period 1990-2000 were used to provide initial and boundary conditions for the mesoscale model to produce an 8-day atmospheric forecast for the western U.S. at 30 km spatial resolution. To examine the impact of initialization of the land surface state on forecast skill, two sets of simulations were performed with the land surface state initialized based on the global forecasts versus land surface conditions from a continuous mesoscale simulation driven by the NCEP reanalysis. Comparison of the skill of the global and downscaled precipitation forecasts in the western U.S. showed higher skill for the downscaled forecasts at all precipitation thresholds and increasingly larger differences at the larger thresholds. Analyses of the surface temperature forecasts show that the mesoscale forecasts generally reduced the root-mean-square error by about 1.5 C compared to the global forecasts, because of the much better resolved topography at 30 km spatial resolution. In addition, initialization of the land surface states has large impacts on the temperature forecasts, but not the precipitation forecasts. The improvements in forecast skill using downscaling could be potentially significant for improving hydrologic forecasts for managing river basins.

    This report contains the results of a Direct Assistance Project performed by Lockheed Martin Energy Systems, Inc., for Dr. K. O. Jobson. The purpose of the project was to perform preliminary analysis of the data acquisition instruments used in the field of psychiatry, with the goal of identifying commonalities of data and strategies for handling and using the data in the most advantageous fashion. Data acquisition instruments from 12 sources were provided by Dr. Jobson. Several commonalities were identified and a potentially useful data strategy is reported here. Analysis of the information collected for utility in performing diagnoses is recommended. In addition, further work is recommended to refine the commonalities into a directly useful computer systems structure.

    This Technology Status Report describes research and accomplishments for the Instrumentation and Diagnostics (I D) Projects within the Advanced Research and Technology Development (AR TD) Program of the United States Department of Energy (DOE) Office of Fossil Energy (FE). Process understanding and control can be improved through the development of advanced instrumentation and diagnostics. The thrust of the I D Projects is to further develop existing measurement and control techniques for application to advanced coal-based technologies. Project highlights are: an inductively coupled plasma (ICP) instrument has been developed to analyze trace elements in gasification and combustion process streams. An in situ two-color Mie scattering technique with LSS can simultaneously measure the size, velocity, and elemental composition of coal particles during combustion. A high-temperature, fluorescence thermometry technique has accurately measured gas temperatures during field testing in combustion and gasification environments. Expert systems have been developed to improve the control of advanced coal-based processes. Capacitance flowmeters were developed to determine the mass flowrate, solid volume fraction, and particle velocities of coal slurries. 32 refs., 9 figs.

    Hydrological properties vary within a given geological formation and even more so among different soil and rock media. The variance of the saturated permeability is shown to be related to the variance of the pore-size distribution index of a given medium by a simple equation. This relationship is deduced by comparison of the data from Yucca Mountain, Nevada (Peters et al., 1984), Las Cruces, New Mexico (Wierenga et al., 1989), and Apache Leap, Arizona (Rasmussen et al., 1990). These and other studies in different soils and rocks also support the Poiseuille-Carmen relationship between the mean value of saturated permeability and the mean value of capillary radius. Correlations of the mean values and variances between permeability and pore-geometry parameters can lead us to better quantification of heterogeneous flow fields and better understanding of the scaling laws of hydrological properties.

    Fluoride salt-cooled High temperature Reactors (FHRs) are entering into early phase engineering development. Initial candidate technologies have been identified to measure all of the required process variables. The purpose of this paper is to describe the proposed measurement techniques in sufficient detail to enable assessment of the proposed instrumentation suite and to support development of the component technologies. This paper builds upon the instrumentation chapter of the recently published FHR technology development roadmap. Locating instruments outside of the intense core radiation and high-temperature fluoride salt environment significantly decreases their environmental tolerance requirements. Under operating conditions, FHR primary coolant salt is a transparent, low-vapor-pressure liquid. Consequently, FHRs can employ standoff optical measurements from above the salt pool to assess in-vessel conditions. For example, the core outlet temperature can be measured by observing the fuel s blackbody emission. Similarly, the intensity of the core s Cerenkov glow indicates the fission power level. Short-lived activation of the primary coolant provides another means for standoff measurements of process variables. The primary coolant flow and neutron flux can be measured using gamma spectroscopy along the primary coolant piping. FHR operation entails a number of process measurements. Reactor thermal power and core reactivity are the most significant variables for process control. Thermal power can be determined by measuring the primary coolant mass flow rate and temperature rise across the core. The leading candidate technologies for primary coolant temperature measurement are Au-Pt thermocouples and Johnson noise thermometry. Clamp-on ultrasonic flow measurement, that includes high-temperature tolerant standoffs, is a potential coolant flow measurement technique. Also, the salt redox condition will be monitored as an indicator of its corrosiveness. Both electrochemical techniques and optical spectroscopy are candidate fluoride salt redox measurement methods. Coolant level measurement can be performed using radar-level gauges located in standpipes above the reactor vessel. While substantial technical development remains for most of the instruments, industrially compatible instruments based upon proven technology can be reasonably extrapolated from the current state of the art.

    To meet the scientific goals of the Thirty Meter Telescope Project, full diffraction-limited performance is required from the outset and hence the entire observatory is being designed, as a system, to achieve this. The preliminary design phases of the telescope and the first light adaptive optic facility are now approaching completion so that much better predictions of the system performance are possible. The telescope design and instrumentation are summarized in this presentation, with a brief description of some of the scientific programs that are foreseen.

    The Q/U Imaging ExperimenT (QUIET) is designed to measure polarization in the Cosmic Microwave Background, targeting the imprint of inflationary gravitational waves at large angular scales ({approx}1{sup o}). Between 2008 October and 2010 December, two independent receiver arrays were deployed sequentially on a 1.4m side-fed Dragonian telescope. The polarimeters which form the focal planes use a highly compact design based on High Electron Mobility Transistors (HEMTs) that provides simultaneous measurements of the Stokes parameters Q, U, and I in a single module. The 17-element Q-band polarimeter array, with a central frequency of 43.1 GHz, has the best sensitivity (69 {mu}Ks{sup 1/2}) and the lowest instrumental systematic errors ever achieved in this band, contributing to the tensor-to-scalar ratio at r < 0:1. The 84-element W-band polarimeter array has a sensitivity of 87 {mu}Ks{sup 1/2} at a central frequency of 94.5 GHz. It has the lowest systematic errors to date, contributing at r < 0:01. The two arrays together cover multipoles in the range {ell} {approx} 25 -- 975. These are the largest HEMT-based arrays deployed to date. This article describes the design, calibration, performance of, and sources of systematic error for the instrument.

The Instrumented Pipeline Initiative (IPI) achieved the objective by researching technologies for the monitoring of pipeline delivery integrity, through a ubiquitous network of sensors and controllers to detect and diagnose incipient defects, leaks, and failures.     The present invention relates to a musical instrument amplifier which is particularly useful for electric guitars. The amplifier has a rigid body for housing both the electronic system for amplifying and processing signals from the guitar and the system's power supply. An input plug connected to and projecting from the body is electrically coupled to the signal amplifying and processing system. When the plug is inserted into an output jack for an electric guitar, the body is rigidly carried by the guitar, and the guitar is operatively connected to the electrical amplifying and signal processing system without use of a loose interconnection cable. The amplifier is provided with an output jack, into which headphones are plugged to receive amplified signals from the guitar. By eliminating the conventional interconnection cable, the amplifier of the present invention can be used by musicians with increased flexibility and greater freedom of movement.

    This first status report on the Hydrologic Studies Task of the Oak Ridge Reservation Hydrology and Geology Study (ORRHAGS) revises earlier concepts of subsurface hydrology and hydrogeochemistry of the ORR. A new classification of hydrogeologic units is given, as well as new interpretations of the gydrogeologic properties and processes that influence contaminant migration. The conceptual hydrologic framework introduced in this report is based primarily on reinterpretations of data acquired during earlier hydrologic investigations of waste areas at and near the three US Department of Energy Oak Ridge (DOE-OR) plant facilities. In addition to describing and interpreting the properties and processes of the groundwater systems as they are presently understood, this report describes surface water-subsurface water relations, influences on contaminant migration,and implications to environmental restoration, environmental monitoring, and waste management.

    This executive summary addresses the activities associated with the National Transuranic (TRU) Program managed by the Carlsbad Area Office (CAO). The CAO programmatically reports to the Assistant Secretary for Environmental Management and receives administrative support through the Albuquerque Operations Office. The mission of the Carlsbad Area Office (CAO) is to protect human health and the environment by opening and operating the Waste Isolation Pilot Plant for site disposal of TRU waste and by establishing an effective system for management of TRU waste from generation to disposal. It includes personnel assigned to the CAO, the Waste Isolation Pilot Plant (WIPP) site operations, and other activities associated with the National TRU Program. The CAO develops and directs implementation of the program, while the DOE Headquarters establishes policy and guidelines. The CAO assesses compliance with the program guidance, as well as the commonality of activities and assumptions among all the sites. Since the development of the February 28, 1997, database used to develop this Discussion Draft, the opening of the WIPP facility for receipt of Contact Handled waste has been delayed from November 1997 to May 1998. This slippage is significant enough to require a change in the milestones and volumes included in the documents to be reviewed by our stakeholders. Changes have been incorporated into this Discussion Draft and its supporting Project Baseline Summaries (PBSs).

    The design and construction of the Statfjord ''C'' drilling/production platform in the North Sea is a good example of the demands a megaproject like this can put on instrumentation activities. The huge platform is in production in the Norwegian sector of the North Sea. It is a result of modern construction techniques. Such techniques emphasize the fabrication of large modular subassemblies limited in size only by the ability to transport or lift them into position. These modules are constructed as complete as possible before being assembled and interconnected to become an integrated whole. The instrumentation distributed throughout the modules must eventually be operated and maintained as systems. Therefore, these systems should have the same types of hardware and be installed in a uniform way. This article describes the coordination of instrumentation activities required to achieve this objective in an offshore platform project that consisted of some 30 modules built at 11 construction sites in 4 countries.

This has led to well established technologies (autoguide, active optics, thermal control, tip/tilt correction), as well as observing methods based on the use of controlled motion (scanning, micro scanning, shift and add, chopping and nodding). Formation flying disturbs this practice. It is neither possible to reduce the relative motion to very small amplitudes, nor to control it at will. Some impacts on Simbol-X instrument design, and operation are presented.

    Thermography (infrared imaging, or IR scanning) is not only the most versatile predictive maintenance technology available today; it is, in general, the most cost-effective. Plant engineering can apply a virtually unlimited variety of predictive maintenance instruments, but all are restricted regarding the types of existing and incipient problems they can detect. Inplant applications of thermography, however, are truly limited only by the extent of the plant engineer's imagination.     The primary objective of the experimental effort described here is to aid in understanding the complex nature of liquid, vapor, and solid transport occurring around heated nuclear waste in bedded salt. In order to gain confidence in the predictive capability of numerical models, experimental validation must be performed to ensure that (a) hydrological and physiochemical parameters and (b) processes are correctly simulated. The experiments proposed here are designed to study aspects of the system that have not been satisfactorily quantified in prior work. In addition to exploring the complex coupled physical processes in support of numerical model validation, lessons learned from these experiments will facilitate preparations for larger-scale experiments that may utilize similar instrumentation techniques.

    The objective of the EMMP is to document compliance with the NWPA. To do so, a summary description of site characterization activites is provided, based on the consultation draft of the SCP. Subsequent chpaters identify those technical areas having the potential to be impacted by site characterization activities and the monitoring plans proposed to identify whether those impacts acutally occur. Should monitoring confirm the potential for significant adverse impact, mitigative measures will be developed. In the context of site characterization, mitigation is defined as those changes in site characterization activities that serve to avoid or minimize, to the maximum extent practicle, any significant adverse environmental impacts. Although site characterization activies involve both surface and subsurface activities, it is the surface-based aspect of site characterization that is addressed in detailed by the EMMP. The schedule and duration of these activities is given in the consultation draft of the SCP. A breif summary of all proposed activities is given in the EMMP. 10 refs., 8 figs.

    Developments occurring in electronics and instrumentation promise to lower the cost and improve the reliability of electronic systems to monitor geotechnical instrumentation. The miniaturization of electronics, reduction of power consumption, reduced component cost, and improved component reliability all help to make new instruments possible and geotechnical instrumentation more cost effective. This paper describes the application of some of these developments to three problems and summarizes the potential benefits to the engineer from their use. The increased capabilities of instrumentation and data acquisition equipment combined with their improved reliability and lower cost will make future applications of geotechnical instrumentation more cost effective.     The instrumental line background of the Compton telescope COMPTEL onboard the Compton Gamma-Ray Observatory is due to the activation and/or decay of many isotopes. The major components of this background can be attributed to eight individual isotopes, namely 2D, 22Na, 24Na, 28Al, 40K, 52Mn, 57Ni, and 208Tl. The identification of instrumental lines with specific isotopes is based on the line energies as well as on the variation of the event rate with time, cosmic-ray intensity, and deposited radiation dose during passages through the South-Atlantic Anomaly. The characteristic variation of the event rate due to a specific isotope depends on its life-time, orbital parameters such as the altitude of the satellite above Earth, and the solar cycle. A detailed understanding of the background contributions from instrumental lines is crucial at MeV energies for measuring the cosmic diffuse gamma-ray background and for observing gamma-ray line emission in the interstellar medium or from supernovae and their remnants. Procedures to determine the event rate from each background isotope are described, and their average activity in spacecraft materials over the first seven years of the mission is estimated.

    Energy required for water heating accounts for approximately 40percent of national residential natural gas consumption in California. With water heating contributing such a substantial portion of natural gas consumption, it is important to pay attention to water heater efficiencies. This paper reports on an investigation of a patented, buoyancy-operated flue damper. It is an add-on design to a standard atmospherically vented natural-draft gas-fired storage water heater. The flue damper was expected to reduce off-cycle standby losses, which would lead to improvements in the efficiency of the water heater. The test results showed that the Energy Factor of the baseline water heater was 0.576. The recovery efficiency was 0.768. The standby heat loss coefficient was 10.619 (BTU/hr-oF). After the damper was installed, the test results show an Energy Factor for the baseline water heater of 0.605. The recovery efficiency was 0.786. The standby heat loss coefficient was 9.135 (BTU/hr-oF). The recovery efficiency increased 2.3percent and the standby heat loss coefficient decreased 14percent. When the burner was on, the baseline water heater caused 28.0 CFM of air to flow from the room. During standby, the flow was 12.4 CFM. The addition of the damper reduced the flow when the burner was on to 23.5 CFM. During standby, flow with the damper was reduced to 11.1 CFM. The flue damper reduced off-cycle standby losses, and improved the efficiency of the water heater. The flue damper also improved the recovery efficiency of the water heater by restricting on-cycle air flows through the flue.With or without the flue damper, off-cycle air flow upthe stack is nearly half the air flow rate as when the burner is firing.

    The rapidly rising CO{sub 2} level in the atmosphere has led to proposals of climate stabilization via 'Geoengineering' schemes that would mitigate climate change by intentionally reducing the solar radiation incident on earth's surface. In this paper, we address the impact of these climate stabilization schemes on the global hydrological cycle, using equilibrium simulations from an atmospheric general circulation model coupled to a slab ocean model. We show that insolation reductions sufficient to offset global-scale temperature increases lead to a decrease in the intensity of the global hydrologic cycle. This occurs because solar forcing is more effective in driving changes in global mean evaporation than is CO{sub 2} forcing of a similar magnitude. In the model used here, the hydrologic sensitivity, defined as the percentage change in global mean precipitation per degree warming, is 2.4% for solar forcing, but only 1.5% for CO{sub 2} forcing. Although other models and the climate system itself may differ quantitatively from this result, the conclusion can be understood based on simple considerations of the surface energy budget and thus is likely to be robust. Compared to changing temperature by altering greenhouse gas concentrations, changing temperature by varying insolation results in larger changes in net radiative fluxes at the surface; these are compensated by larger changes in latent and sensible heat fluxes. Hence the hydrological cycle is more sensitive to temperature adjustment via changes in insolation than changes in greenhouse gases. This implies that an alteration in solar forcing might offset temperature changes or hydrological changes from greenhouse warming, but could not cancel both at once.

    A study is described on the hydrological and geotechnical behavior of an oil shale solid waste. The objective was to obtain information which can be used to assess the environmental impacts of oil shale solid waste disposal in the Green River Basin. The spent shale used in this study was combusted by the Lurgi-Ruhrgas process by Rio Blanco Oil Shale Company, Inc. Laboratory bench-scale testing included index properties, such as grain size distribution and Atterberg limits, and tests for engineering properties including hydraulic conductivity and shear strength. Large-scale tests were conducted on model spent shale waste embankments to evaluate hydrological response, including infiltration, runoff, and seepage. Large-scale tests were conducted at a field site in western Colorado and in the Environmental Simulation Laboratory (ESL)at the University of Wyoming. The ESL tests allowed the investigators to control rainfall and temperature, providing information on the hydrological response of spent shale under simulated severe climatic conditions. All experimental methods, materials, facilities, and instrumentation are described in detail, and results are given and discussed. 34 refs.

    Man`s impact on the environment is increasing with time. To be able to evaluate anthropogenic impacts on an ecosystems, it is necessary first to understand all facets of how the ecosystems works: what the main processes (physical, biological, chemical) are, at what rates they proceed, and how they can be manipulated. Arctic ecosystems are dominated by physical processes of energy exchange. This project has concentrated on a strong program of hydrologic and meteorologic data collection, to better understand dominant physical processes. Field research focused on determining the natural annual and diurnal variability of meteorologic and hydrologic variables, especially those which may indicate trends in climatic change. Comprehensive compute models are being developed to simulate physical processes occurring under the present conditions and to simulate processes under the influence of climatic change.

    Atmospheric water vapor causes significant undesired phase fluctuations for the Submillimeter Array (SMA) interferometer, particularly in its highest frequency observing band of 690 GHz. One proposed solution to this atmospheric effect is to observe simultaneously at two separate frequency bands of 230 and 690 GHz. Although the phase fluctuations have a smaller magnitude at the lower frequency, they can be measured more accurately and on shorter timescales due to the greater sensitivity of the array to celestial point source calibrators at this frequency. In theory, we can measure the atmospheric phase fluctuations in the 230 GHz band, scale them appropriately with frequency, and apply them to the data in 690 band during the post-observation calibration process. The ultimate limit to this atmospheric phase calibration scheme will be set by the instrumental phase stability of the IF and LO systems. We describe the methodology and initial results of the phase stability characterization of the IF and LO systems.

    In 1981 and 1985, two editions of a catalog of non-destructive nuclear measurement instrumentation, and material control and surveillance equipment, were published by Brookhaven National Laboratory (BNL). The last edition of the catalog included one hundred and twenty-five entries covering a wide range of devices developed in the US and abroad. More than ten years have elapsed since the publication of the more recent Catalog. Devices described in it have undergone significant modifications, and new devices have been developed. Therefore, in order to assist specialists in the field of Material Control and Accounting (MC and A), a new catalog has been created. Work on this instrumentation catalog started in 1997 as a cooperative effort of Brookhaven National Laboratory (BNL), operated by Brookhaven Science Associates under contract to the US Department of Energy, and the All-Russian Research Institute of Automatics (VNIIA), subordinate institute of the Atomic Energy Ministry of the Russian Federation, within the collaborative US-Russia Material Protection, Control, and Accounting (MPC and A) Program. Most of the equipment included in the Catalog are non-destructive assay (NDA) measurement devices employed for purposes of accounting, confirmation, and verification of nuclear materials. Other devices also included in the Catalog are employed in the detection and deterrence of unauthorized access to or removal of nuclear materials (material control: containment and surveillance). Equipment found in the Catalog comprises either: (1) complete devices or systems that can be used for MC and A applications; or (2) parts or components of complete systems, such as multi-channel analyzers, detectors, neutron generators, and software. All devices are categorized by their status of development--from prototype to serial production.
