    DOE is proposing to transport, in two separate truck shipments, small quantities of commercial power spent nuclear fuel (SNF) to the Idaho National Laboratory (INL) Site for research purposes consistent with the mission of the DOE Office of Nuclear Energy.     On May 22, 1997, DOE published a Notice of Intent in the Federal Register (62 Federal Register 28009) announcing its decision to prepare an environmental impact statement (EIS) that would tier from the analysis and decisions reached in connection with the ''Storage and Disposition of Weapons-Usable Fissile Materials Final Programmatic EIS (Storage and Disposition PEIS)''. ''The Surplus Plutonium Disposition Draft Environmental Impact Statement'' (SPD Draft EIS) (DOWEIS-0283-D) was prepared in accordance with NEPA and issued in July 1998. It identified the potential environmental impacts of reasonable alternatives for the proposed siting, construction, and operation of three facilities for plutonium disposition. These three facilities would accomplish pit disassembly and conversion, immobilization, and MOX fuel fabrication. For the alternatives that included MOX fuel fabrication, the draft also described the potential environmental impacts of using from three to eight commercial nuclear reactors to irradiate MOX fuel. The potential impacts were based on a generic reactor analysis that used actual reactor data and a range of potential site conditions. In May 1998, DCE initiated a procurement process to obtain MOX fuel fabrication and reactor irradiation services. The request for proposals defined limited activities that may be performed prior to issuance of the SPD EIS Record of Decision (ROD) including non-site-specific work associated with the development of the initial design for the MOX fuel fabrication facility, and plans (paper studies) for outreach, long lead-time procurements, regulatory management, facility quality assurance, safeguards, security, fuel qualification, and deactivation. No construction on the proposed MOX facility would begin before an SPD EIS ROD is issued. In March 1999, DOE awarded a contract to Duke Engineering & Services; COGEMA, Inc.; and Stone & Webster (known as DCS) to provide the requested services. The procurement process included

    A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents. Calculations were performed to support conclusions where necessary.

    The Assistant Secretary for Environmental Restoration and Waste Management and the director of the Washington State Department of Ecology agreed to the need to re-evaluate treatment and disposal plans for Hanford Site tank waste. Re-evaluation of the tank waste treatment and disposal plans (referred to as rebaselining) was necessary to (1) provide an integrated system approach for achieving safe storage, (2) resolve tank safety issues, and (3) treat and dispose of all Hanford Site tank waste. Rebaselining evaluated new approaches to remediate Hanford Site tank waste and, thus, reaffirm existing plans or recommend a new technical strategy. To facilitate this integrated system approach for managing the program elements, the US Department of Energy formed the Tank Waste Remediation System (TWRS). While conducting this re-evaluation, the US Department of Energy agreed to continue supporting the existing plan for treatment and disposal of Hanford Site tank waste. The selection of a proposed new technical strategy for the TWRS Program is a complex task involving the evaluation of a large body of data. The data that is available to support the selection of a proposed new technical strategy is based on engineering estimates and preliminary technology development. To accommodate this complex, dynamic situation, a systems engineering approach is being applied to structure and analyze technical strategies and to manage the TWRS Program. Systems engineering is a generalized and systematic methodology for defining problems, evaluating solutions, and implementing the solutions. This report describes the development of the TWRS Program systems engineering analysis, the analytical methodologies that support it, and the results of the analyses that were used to define the proposed new technical strategy.

    The US Department of Energy (DOE), prepared a draft Supplement Analysis (SA) for Continued Operation of Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNL-L), in accordance with DOE`s requirements for implementation of the National Environmental Policy Act of 1969 (NEPA) (10 Code of Federal Regulations [CFR] Part 1021.314). It considers whether the Final Environmental Impact Statement and Environmental Impact Report for Continued Operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore (1992 EIS/EIR) should be supplement3ed, whether a new environmental impact statement (EIS) should be prepared, or no further NEPA documentation is required. The SA examines the current project and program plans and proposals for LLNL and SNL-L, operations to identify new or modified projects or operations or new information for the period from 1998 to 2002 that was not considered in the 1992 EIS/EIR. When such changes, modifications, and information are identified, they are examined to determine whether they could be considered substantial or significant in reference to the 1992 proposed action and the 1993 Record of Decision (ROD). DOE released the draft SA to the public to obtain stakeholder comments and to consider those comments in the preparation of the final SA. DOE distributed copies of the draft SA to those who were known to have an interest in LLNL or SNL-L activities in addition to those who requested a copy. In response to comments received, DOE prepared this Comment Response Document.

    The purpose of this economic impact analysis (EIA) is to evaluate the effect of the control costs associated with the Petroleum Refining National Emission Standard for Hazardous Air Pollutants (NESHAP) on the behavior of the regulated petroleum refiners. The EIA was conducted based on the cost estimates for one hybrid regulatory option above the maximum achievable control technology (MACT) 'floor' (or minimum standard). This analysis compares the quantitative economic impacts of regulation to baseline industry conditions which would occur in the absence of regulation. The economic impacts of regulation are estimated for the industry, using costs which were supplied on both a national and a refinery level.

    Supplementation or planting salmon and steelhead into various locations in the Columbia River drainage has occurred for over 100 years. All life stages, from eggs to adults, have been used by fishery managers in attempts to establish, rebuild, or maintain anadromous runs. This report summarizes and evaluates results of past and current supplementation of salmon and steelhead. Conclusions and recommendations are made concerning supplementation. Hatchery rearing conditions and stocking methods can affect post released survival of hatchery fish. Stress was considered by many biologists to be a key factor in survival of stocked anadromous fish. Smolts were the most common life stage released and size of smolts correlated positively with survival. Success of hatchery stockings of eggs and presmolts was found to be better if they are put into productive, underseeded habitats. Stocking time, method, species stocked, and environmental conditions of the receiving waters, including other fish species present, are factors to consider in supplementation programs. The unpublished supplementation literature was reviewed primarily by the authors of this report. Direct contact was made in person or by telephone and data compiled on a computer database. Areas covered included Oregon, Washington, Idaho, Alaska, California, British Columbia, and the New England states working with Atlantic salmon. Over 300 projects were reviewed and entered into a computer database. The database information is contained in Appendix A of this report. 6 refs., 9 figs., 21 tabs.

    This ''Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement'' (LLNL SW/SPEIS) describes the purpose and need for agency action for the continued operation of LLNL and analyzes the environmental impacts of these operations. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions. LLNL, located about 40 miles east of San Francisco, California, is also needed to support other U.S. Department of Energy (DOE) programs and Federal agencies such as the U.S. Department of Defense, Nuclear Regulatory Commission, U.S. Environmental Protection Agency (EPA), and the newly established U.S. Department of Homeland Security. This LLNL SW/SPEIS analyzes the environmental impacts of reasonable alternatives for ongoing and foreseeable future operations, facilities, and activities at LLNL. The reasonable alternatives include the No Action Alternative, Proposed Action, and the Reduced Operation Alternative. The major decision to be made by DOE/NNSA is to select one of the alternatives for the continued operation of the LLNL. As part of the Proposed Action, DOE/NNSA is considering: using additional materials including plutonium on the National Ignition Facility (NIF); increasing the administrative limit for plutonium in the Superblock, which includes the Plutonium Facility, the Tritium Facility, and the Hardened Engineering Test Building; conducting the Integrated Technology Project, using laser isotope separation to provide material for Stockpile Stewardship experiments, in the Plutonium Facility; increasing the material-at-risk limit for the Plutonium Facility; and increasing the Tritium Facility material-at-risk.     The Bonneville Power Administration prepared an Environmental Assessment (DOE/EA-0307) for the Colville Resident Hatchery Project (Project) and published a Finding of No Significant Impact (FONSI) in the Federal Register on September 8, 1986 (Vol. 51, No.173). The Project involved the design, site selection, construction, operation and maintenance of a resident trout hatchery on the Colville Indian Reservation to partially mitigate for anadromours and other fish losses resulting from the construction and operation of the Chief Joseph Dam and Grand Coulee Dam hydroelectric projects. Since the hatchery was constructed, ongoing Operation and Maintenance (O&M) and Monitoring and Evaluation (M&E) activities have been funded by BPA. The O&M and M&E activities examined in the EA were very general in nature due to the fact the project was in the conceptual stage. Since that time the hatchery has refined the need for specific O&M and M&E activities, proposed for fiscal year 2004, (funding for projects runs from October 2003 to September 2004). The purpose of this Supplement Analysis (SA) is to determine if a supplemental EA is needed to analyze the environmental impacts that would result from the specific O&M and M&E activities proposed for fiscal year 2004.

    Section 1.3 of the Operational Procedures for Enforcement, published in June 1998, provides the opportunity for the Office of Price-Anderson Enforcement (OE) to periodically issue clarifying guidance regarding the processes used in its enforcement activities. Such guidance is typically issued in the form of an Enforcement Guidance Supplement (EGS). As part of the investigation of potential nuclear safety noncompliances, OE routinely reviews the contractor's investigation of the noncompliance, the associated causal analysis, and the corrective actions developed by the contractor to resolve the noncompliance and prevent recurrence. A high percentage of enforcement actions undertaken by OE feature recurrent events or deficiencies, indicating weaknesses associated with contractor processes to develop and implement effective corrective actions. In response, OE has developed this EGS to disseminate information regarding observed deficiencies as a potential lessons -learned for the DOE contractor community. Attachment A provides enforcement case examples highlighting performance deficiencies specific to this subject area.

    The Council on Environmental Quality (CEQ) regulations for implementing the NEPA, 40 CFR 1502.9 (c), directs federal agencies to prepare a supplement to an environmental impact statement when an agency makes substantial changes in the Proposed Action that are relevant to environmental concerns, or there are significant new circumstances or information relevant to environmental concerns and bearing on the Proposed Action or impacts. When it is unclear whether a supplemental environmental impact statement is required, DOE regulations (10 CFR 1021.314) direct the preparation of a supplement analysis to assist in making that determination. This supplement analysis evaluates the impacts of employing dual-purpose canisters (DPCs) to prepare DOE SNF located at the INEEL for interim onsite storage and transport outside the State of Idaho. Impacts associated with DPC manufacturing, loading and storage of DOE-ID SNF into DPCs, transport of loaded DPCs outside Idaho, and the cumulative impacts are compared with the impacts previously analyzed in the SNF and INEL EIS and the Navy Container System EIS. This SA provides information to determine whether: (1) an existing EIS should be supplemented; (2) a new EIS should be prepared; or (3) no further NEPA documentation is required.

    The Oak Ridge Research Reactor (ORR) was constructed in the mid 1950s. Since it is an older facility, the issue of life-limiting conditions or material deterioration resulting from prolonged exposure to the normal operating environment is an item that should be addressed in the safety analysis for the ORR. Life-limiting conditions were considered in the original design of ORR; but due to the limited data that were available at that time on material performance in research reactors, various studies were completed during the first 10 years of operation at ORR to verify the applicable life-limiting parameters. Based on today's knowledge of life limiting conditions and the previous 30 years of operating experience at the ORR facility, the three specific areas of concern are addressed in this supplement: (1) embrittlement of the structures due to radiation damage, which is described in Section 2; (2) fatigue due to the effects of both thermal cycling and vibration, which is addressed in Section 3; and (3) the effects of corrosion on the integrity of the primary system, which is described in Section 4. The purpose of this document is to provide a review of the applicable safety studies which have been performed, and to state the status of the ORR with regard to embrittlement, fatigue (due to thermal cycling and vibration), and corrosion.

    This Supplement Analysis (SA) has been prepared to determine if the ''Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory'' (SWEIS) adequately addresses the environmental effects of a proposal for modifying current methods utilized to receive and manage certain offsite unwanted radioactive sealed sources at Los Alamos National Laboratory or if additional documentation under the National Environmental Policy Act (NEPA) is needed. The need for a SA to an existing environmental impact statement (EIS) is initiated by subsequent changes in the basis upon which the original EIS was prepared and the need to evaluate whether or not the EIS is adequate in light of those changes. It is submitted according to the requirements for determining the need for supplemental environmental impact statements (10 CFR 1021.314) in the Department of Energy's regulation for implementing NEPA. This SA specifically compares key impact assessment parameters of a program evaluated in the SWEIS with those of a proposal that would change the approach of this management. It also provides an explanation of any differences between the proposed action and activities described in earlier NEPA analysis.

    The U.S. Department of Energy (DOE) is considering the possible recommendation of a site at Yucca Mountain, Nevada, for development as a geologic repository for the disposal of high-level radioactive waste and spent nuclear fuel. To facilitate public review and comment, in May 2001 the DOE released the Yucca Mountain Science and Engineering Report (S&ER) (DOE 2001 [DIRS 153849]), which presents technical information supporting the consideration of the possible site recommendation. The report summarizes the results of more than 20 years of scientific and engineering studies. A decision to recommend the site has not been made: the DOE has provided the S&ER and its supporting documents as an aid to the public in formulating comments on the possible recommendation. When the S&ER (DOE 2001 [DIRS 153849]) was released, the DOE acknowledged that technical and scientific analyses of the site were ongoing. Therefore, the DOE noted in the Federal Register Notice accompanying the report (66 FR 23013 [DIRS 155009], p. 2) that additional technical information would be released before the dates, locations, and times for public hearings on the possible recommendation were announced.     These calculations supplement previous the reactor physics work evaluating the Enhanced Low Enriched Uranium (LEU) Fuel (ELF) Mk 1A element. This includes various additional comparisons between the current Highly Enriched Uranium (HEU) and LEU along with further characterization of the performance of the ELF fuel. The excess reactivity to be held down at BOC for ELF Mk 1A fuel is estimated to be approximately $2.75 greater than with HEU for a typical cycle. This is a combined effect of the absence of burnable poison in the ELF fuel and the reduced neck shim worth in LEU fuel compared to HEU. Burnable poison rods were conceptualized for use in the small B positions containing Gd2O3 absorber. These were shown to provide $2.37 of negative reactivity at BOC and to burn out in less than half of a cycle. The worth of OSCCs is approximately the same between HEU and ELF Mk 1A (LEU) fuels in the representative loading evaluated. This was evaluated by rotating all banks simultaneously. The safety rod worth is relatively unchanged between HEU and ELF Mk 1A (LEU) fuels in the representative loading evaluated. However, this should be reevaluated with different loadings. Neutron flux, both total and fast (>1 MeV), is either the same or reduced upon changing from HEU to ELF Mk 1A (LEU) fuels in the representative loading evaluated. This is consistent with the well-established trend of lower neutron fluxes for a given power in LEU than HEU.The IPT loop void reactivity is approximately the same or less positive with ELF Mk 1A (LEU) fuel than HEU in the representative loading evaluated.

    The F-Canyon facility is located in the 200 Separations Area and uses the Purex process to recover plutonium from reactor-irradiated uranium. The irradiated uranium is normally in the form of solid or hollow cylinders called slugs. These slugs are encased in aluminum cladding and are sent to the F-Canyon from the Savannah River Plant (SRP) reactor areas or from the Receiving Basin for Offsite Fuels (RBOF). This Safety Analysis Report (SAR) documents an analysis of the F-Canyon operations and is an update to a section of a previous SAR. The previous SAR documented an analysis of the entire 200 Separations Area operations. This SAR documents an analysis of the F-Canyon and is one of a series of documents for the Separations Area as specified in the Savannah River Implementation Plans. A substantial amount of the information supporting the conclusions of this SAR is found in the Systems Analysis. Some F-Canyon equipment has been updated during the time between the Systems Analysis and this SAR and a complete description of this equipment is included in this report. The primary purpose of the analysis was to demonstrate that the F-Canyon can be operated without undue risk to onsite or offsite populations and to the environment. In this report, risk is defined as the expected frequency of an accident, multiplied by the resulting radiological consequence in person-rem. The units of risk for radiological dose are person-rem/year. Maximum individual exposure values have also been calculated and reported.

    The purpose of this Study is to provide an economic review of current and proposed changes to the Select Area Fishery Evaluation Project (SAFE or Project). The Study results are the information requested in comments made on the Project by a joint review dated March 2005 by the Northwest Power and Conservation Council (NPCC) Independent Scientific Review Panel (ISRP) and Independent Economic Analysis Board (IEAB). North et al. (2006) addressed technical questions about operations and plans, and this report contains the response information for comments concerning Project economics. This report can be considered an economic feasibility review meeting guidelines for cost-effective analysis developed by the IEAB (2003). It also contains other economic measurement descriptions to illustrate the economic effects of SAFE. The SAFE is an expansion of a hatchery project (locally called the Clatsop Economic Development Council Fisheries Project or CEDC) started in 1977 that released an early run coho (COH) stock into the Youngs River. The Youngs River entrance to the Columbia River at River Mile 12 is called Youngs Bay, which is located near Astoria, Oregon. The purpose of the hatchery project was to provide increased fishing opportunities for the in-river commercial fishing gillnet fleet. Instead of just releasing fish at the hatchery, a small scale net pen acclimation project in Youngs Bay was tried in 1987. Hirose et al. (1998) found that 1991-1992 COH broodstock over-wintered at the net pens had double the smolt-to-adult return rate (SAR) of traditional hatchery release, less than one percent stray rates, and 99 percent fishery harvests. It was surmised that smolts from other Columbia River hatcheries could be hauled to the net pens for acclimation and release to take advantage of the SAR's and fishing rates. Proposals were tendered to Bonneville Power Administration (BPA) and other agencies to fund the expansion for using other hatcheries smolts and other off

  1. Supplement analysis for the proposed upgrades to the tank farm ventilation, instrumentation, and electrical systems under Project W-314 in support of tank farm restoration and safe operations

    The mission of the TWRS program is to store, treat, and immobilize highly radioactive tank waste in an environmentally sound, safe, and cost-effective manner. Within this program, Project W-314, Tank Farm Restoration and Safe Operations, has been established to provide upgrades in the areas of instrumentation and control, tank ventilation, waste transfer, and electrical distribution for existing tank farm facilities. Requirements for tank farm infrastructure upgrades to support safe storage were being developed under Project W-314 at the same time that the TWRS EIS alternative analysis was being performed. Project W-314 provides essential tank farm infrastructure upgrades to support continued safe storage of existing tank wastes until the wastes can be retrieved and disposed of through follow-on TWRS program efforts. Section4.0 provides a description of actions associated with Project W-314. The TWRS EIS analyzes the environmental consequences form the entire TWRS program, including actions similar to those described for Project W-314 as a part of continued tank farm operations. The TWRS EIS preferred alternative was developed to a conceptual level of detail to assess bounding impact areas. For this Supplement Analysis, in each of the potential impact areas for Project W-314, the proposed action was evaluated and compared to the TWRS EIS evaluation of the preferred alternative (Section 5.0). Qualitative and/or quantitative comparisons are then provided in this Supplement Analysis to support a determination on the need for additional National Environmental Policy Act (NEPA) analysis. Based on this Supplement Analysis, the potential impacts for Project W-314 would be small in comparison to and are bounded by the impacts assessed for the TWRS EIS preferred alternative, and therefore no additional NEPA analysis is required (Section 7.0).

    This Supplement Analysis (SA) has been prepared to determine if the Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory (SWEIS) (DOE/EIS-0238) (DOE 1999a) adequately addresses the environmental effects of introducing a proposed project for the clean-out and decontamination (DECON) of certain large containment vessels into the Chemistry and Metallurgy Research (CMR) Building located at Los Alamos National Laboratory (LANL) Technical Area (TA) 3, or if the SWEIS needs to be supplemented. After undergoing the clean-out and DECON steps, the subject containment vessels would be disposed of at LANL's TA-54 low-level waste (LLW) disposal site or, as appropriate, at a DOE or commercial offsite permitted LLW-regulated landfill; after actinides were recovered from the DECON solution within the CMR Building, they would be moved to LANL's TA-55 Plutonium Facility and undergo subsequent processing at that facility for reuse. Council on Environmental Quality regulations at Title 40, Section 1502.9(c) of the Code of Federal Regulations (40 CFR 1502.9[c]) require federal agencies to prepare a supplement to an environmental impact statement (EIS) when an agency makes substantial changes in the proposed action that are relevant to environmental concerns, or there are changed circumstances or new or changed information relevant to concerns and bearing on the proposed action or its impacts. This SA is prepared in accordance with Section 10 CFR 10211.314(c) of the DOE's regulations for National Environmental Policy Act (NEPA) implementation that states: ''When it is unclear whether or not an EIS supplement is required, DOE shall prepare a Supplement Analysis''.     BPA proposes to fund several fishery-related activities in the Yakima River Basin. The Yakima Fisheries Project (YFP), included in the Northwest Power Planning Council`s fish and wildlife program, would be jointly managed by the State of Washington and the Yakima Indian Nation. Fisheries resources in the Yakima River are severely reduced from historical levels and there is a significant potential for enhancement of these resources. BPA`s proposed action is to fund (1) information gathering on the implementation of supplementation techniques and on feasibility of reintroducing coho salmon in an environment where native populations have become extinct; (2) research activities based on continuous assessment, feedback and improvement of research design and activities ({open_quotes}adaptive management{close_quotes}); and (3) the construction, operation, and maintenance of facilities for supplementing populations of upper Yakima spring chinook salmon. The project has been considerably revised from the original proposal described in the first draft EIS. Examined in addition to No Action (which would leave present anadromous fisheries resources unchanged in the, Basin) are two alternatives for action: (1) supplementation of depressed natural populations of upper Yakima spring chinook and (2) that same supplementation plus a study to determine the feasibility of re-establishing (via stock imported from another basin) naturally spawning population and a significant fall fishery for coho in the Yakima Basin. Alternative 2 has been identified as the preferred action. Major issues examined in the Revised Draft EIS include potential impacts of the project on genetic and ecological resources of existing fish populations, on water quality and quantity, on threatened and endangered species listed under the Endangered Species Act, and on the recreational fishery.

    We analyze three cloud-resolving model simulations of a strong convective event observed during the TWP-ICE campaign, differing in dynamical core, microphysical scheme or both. Based on simulated and observed radar reflectivity, simulations roughly reproduce observed convective and stratiform precipitating areas. To identify the characteristics of convective and stratiform drafts that are difficult to observe but relevant to climate model parameterization, independent vertical wind speed thresholds are calculated to capture 90% of total convective and stratiform updraft and downdraft mass fluxes. Convective updrafts are fairly consistent across simulations (likely owing to fixed large-scale forcings and surface conditions), except that hydrometeor loadings differ substantially. Convective downdraft and stratiform updraft and downdraft mass fluxes vary notably below the melting level, but share similar vertically uniform draft velocities despite differing hydrometeor loadings. All identified convective and stratiform downdrafts contain precipitation below ~10 km and nearly all updrafts are cloudy above the melting level. Cold pool properties diverge substantially in a manner that is consistent with convective downdraft mass flux differences below the melting level. Despite differences in hydrometeor loadings and cold pool properties, convective updraft and downdraft mass fluxes are linearly correlated with convective area, the ratio of ice in downdrafts to that in updrafts is ~0.5 independent of species, and the ratio of downdraft to updraft mass flux is ~0.5-0.6, which may represent a minimum evaporation efficiency under moist conditions. Hydrometeor loading in stratiform regions is found to be a fraction of hydrometeor loading in convective regions that ranges from ~10% (graupel) to ~90% (cloud ice). These findings may lead to improved convection parameterizations.

    The H-Area Outside Facilities are located in the 200-H Separations Area and are comprised of a number of processes, utilities, and services that support the separations function. Included are enriched uranium loadout, bulk chemical storage, water handling, acid recovery, general purpose evaporation, and segregated solvent facilities. In addition, services for water, electricity, and steam are provided. This Safety Analysis Report (SAR) documents an analysis of the H-Area Outside Facilities and is one of a series of documents for the Separations Area as specified in the SR Implementation Plan for DOE order 5481.1A. The primary purpose of the analysis was to demonstrate that the facility can be operated without undue risk to onsite or offsite populations, to the environment, and to operating personnel. In this report, risks are defined as the expected frequencies of accidents, multiplied by the resulting radiological consequences in person-rem. Following the summary description of facility and operations is the site evaluation including the unique features of the H-Area Outside Facilities. The facility and process design are described in Chapter 3.0 and a description of operations and their impact is given in Chapter 4.0. The accident analysis in Chapter 5.0 is followed by a list of safety related structures and systems (Chapter 6.0) and a description of the Quality Assurance program (Chapter 7.0). The accident analysis in this report focuses on estimating the risk from accidents as a result of operation of the facilities. The operations were evaluated on the basis of three considerations: potential radiological hazards, potential chemical toxicity hazards, and potential conditions uniquely different from normal industrial practice.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    This Supplement Analysis (SA) has been prepared to determine if the Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory (SWEIS) (DOE/EIS-0238) adequately addresses the environmental effects of modifying the horizontal restricted airspace boundaries at the Los Alamos National Laboratory (LANL), to include LANL's Technical Areas (TA)-33 and TA-54, or if the SWEIS needs to be supplemented. Council on Environmental Quality regulations at Title 40, Section 1502.9(c) of the Code of Federal Regulations (40 CFR 1502.9[c]) require federal agencies to prepare a supplement to an EIS when an agency makes substantial changes in the Proposed Action that are relevant to Environmental concerns or when there are new circumstances or information relevant to environmental concerns and bearing on the Proposed Action or its impacts. This SA specifically compares key impact assessment parameters of this proposal to the SWEIS impact analysis, and considers LANL operational accident analyses. The Sa concludes with a finding of fact regarding whether the environmental effects of the Proposed Action are adequately bounded by the analyses of impacts projected by the 1999 Site-Wide Environmental Impact Statement for Continued Operation of the Los Alamos National Laboratory, or whether a Supplemental EIS is required.

    The Western Area Power Administration's Central Valley Project transmission system forms an integral part of the interconnected Sacramento area transmission grid. Western is contractually responsible to oversee that the system is operated in accordance with strict reliability standards. Growth in the greater Sacramento, California area and power imported from generation outside the region, have increased the demand on the interconnected electric transmission system, leading to transmission system overloads and reducing the reliability and security of the area power system. Western has prepared this Sacramento Area Voltage Support (SVS) Draft Environmental Impact Statement (EIS) in compliance with Federal laws, regulations and guidelines, principally the ''National Environmental Policy Act'' (NEPA). This Draft EIS evaluates the potential environmental effects of physical improvements to the area's power system. Enhancements are needed to improve system reliability and provide voltage support for the Sacramento area. The results of public scoping meetings, workshops, meetings with agencies, and earlier studies by Western and area utilities helped to develop a range of alternatives for analysis. The Proposed Action involves: Constructing a new double-circuit, 230-kV transmission line paralleling the existing double-circuit, 230-kV line from the O'Banion Substation to the Elverta Substation; Realigning a portion of the existing Cottonwood-Roseville single-circuit, 230-kV transmission line north of Elverta Substation; and Reconductoring the existing double-circuit, 230-kV transmission line from the Elverta Substation to the Tracy Substation. Public Hearings on the Draft EIS will be held between December 9-12, 2002. Comments on this Draft EIS are encouraged and should be sent to Ms. Loreen McMahon (above). Comments must be received by December 30, 2002.

    Recently this Office received a reply to a Preliminary Notice of Violation (PNOV), although not denying any facts or conclusions in the PNOV and agreeing to pay the full imposed Civil Penalty, included arguments that some of the equipment cited in the PNOV was not, in their view, subject to the requirements of Part 830. The contractor argued that only equipment referenced in the Safety Analysis Report (SAR), Technical Safety Requirements (TSR) or Technical Specifications should come under the requirements of Part 830. The attached is DOE’s response to denying that argument.

    An inter-laboratory testing program was conducted to isolate and measure the primary components of variability in the American Society for Testing and Materials' (ASTM) and Environmental Protection Agency's (EPA) extraction procedures for testing the leaching potential of solid wastes. The program is a continuation of the Collaborative Test Programs undertaken jointly by ASTM Subcommittee D19.12 and the US Department of Energy (DOE). The National Bureau of Standards was retained by DOE to design the program and analyze the results. Engineering-Science provided initial program coordination, and Webster and Associates coodinated the data analysis and preparation of the report, both under contract to DOE. Thirteen laboratories participated in the program, all on a voluntary basis. In carrying out the program, specially prepared samples of a Reference Fly Ash were utilized in order to minimize sample heterogeneity. Each laboratory preformed both the ASTM and EPA extraction procedures on the Reference Fly Ash in duplicate, split the extract into two equal portions, completed duplicate analytical determinations on one portion, and shipped the other portion to a central laboratory. The central laboratory performed duplicate analytical determinations on all extracts. The main observations and conclusions from the test program are: (1) sampling may be a large variable in field situations; however, with the use of the Reference Fly Ash, sample heterogeneity was controlled, allowing analysis of effects other than sampling variability; (2) the cooperating laboratories demonstrated acceptable analytical reproducibility based on analytical quality control data; (3) poor reproducibility of the trace metal results on the extracts from the Reference Fly Ash was shown to be primarily due to variability in the leaching process rather than analytical technique.

    This report summarizes the methods and conclusions of an economic analysis of the distributional effects of alternative actions that Sierra Nevada could take with its new marketing plan. These alternatives are summarized in the agency`s Environmental Impact Statement (EIS), and this study directly supports the findings in the EIS. The study evaluates the potential economic impacts projected to occur across the northern and central California area currently serviced by Sierra Nevada`s customers. A standard input-output estimation approach was used to calculate impacts on regional output, labor income, and employment. The IMPLAN regional economic modeling system was used to develop regional models for the analysis. Individual regional models were developed for the overall area, the San Francisco Consolidated Metropolitan Statistical Area, the Sacramento Consolidated Metropolitan Statistical Area, the Redding Metropolitan Statistical Area, and the Bakersfield Metropolitan Statistical Area. The analysis relies on information about the effect of Sierra Nevada`s alternative actions on overall system power costs for the year 2005 developed by RW Beck and Associates (Beck-1996). This information is used as input to the 2005 benchmarked IMPLAN regional economic models. The resulting economic impact estimates are inextricably linked to this input information about changes in system power costs, and the estimates reported here are of similar relative magnitude to those estimates. The potential economic effects of Sierra Nevada`s actions are extremely small in relation to the size of the economies potentially affected, and, although they are calculable, they are not significant and often difficult to separate from random error present in the models.
