    Approximately 100 million gallons ({approx}400,000 m{sup 3}) of existing U.S. Department of Energy (DOE) owned radioactive waste stored in underground tanks can not be disposed of as low-level waste (LLW). The current plan for disposal of UST waste which can not be disposed of as LLW is immobilization as glass and permanent storage in an underground repository. Disposal of LLW generally can be done sub-surface at the point of origin. Consequently, LLW is significantly less expensive to dispose of than that requiring an underground repository. Due to the lower cost for LLW disposal, it is advantageous to separate the 100 million gallons of waste into a small volume of high-level waste (HLW) and a large volume of LLW.

    An inexpensive but highly stable and accurate transducer has been developed for the measurement of large currents associated with the operation of the DIII-D tokamak at General Atomics. The inherent problems with integrator circuits required by Rogowski loops and the excessive cost of secondary compensation current'' devices have led to this development. The transducer requires several inexpensive Hall effect devices and a simple, stable, and linear interface circuit. Analysis of the initial performance characteristics is very encouraging and has led to several useful applications of the transducer to date, with plans for the installation of additional devices in the future. The low cost and reasonable accuracy of the transducer make it an attractive alternative to commercially available devices.

    This report examines the economics of wetland creation, restoration, and enhancement projects, especially as they are used within the context of mitigation for unavoidable wetland losses. Complete engineering-cost-accounting profiles of over 90 wetland projects were developed in collaboration with leading wetland restoration and creation practitioners around the country to develop a primary source database. Data on the costs of over 1,000 wetland projects were gathered from published sources and other available databases to develop a secondary source database. Cases in both databases were carefully analyzed and a set of baseline cost per acre estimates were developed for wetland creation, restoration, and enhancement. Observations of costs varied widely, ranging from $5 per acre to $1.5 million per acre. Differences in cost were related to the target wetland type, and to site-specific and project-specific factors that affected the preconstruction, construction, and post-construction tasks necessary to carry out each particular project. Project-specific and site-specific factors had a much larger effect on project costs than wetland type for non-agricultural projects. Costs of wetland creation and restoration were also shown to differ by region, but not by as much as expected, and in response to the regulatory context. The costs of wetland creation, restoration, and enhancement were also analyzed in a broader economic context through examination of the market for wetland mitigation services, and through the development of a framework for estimating compensation ratios-the number of acres of created, restored, or enhanced wetland required to compensate for an acre of lost natural wetland. The combination of per acre creation, restoration, and enhancement costs and the compensation ratio determine the overall mitigation costs associated with alternative mitigation strategies.

    PACCOM is a computerized, parametric model used to estimate the capital, operating, and decommissioning costs of a variety of nuclear waste packaging facility configurations. The model is based upon a modular waste packaging facility concept from which functional components of the overall facility have been identified and their design and costs related to various parameters such as waste type, waste throughput, and the number of operational shifts employed. The model may be used to either estimate the cost of a particular waste packaging facility configuration or to explore the cost tradeoff between plant capital and labor. That is, one may use the model to search for the particular facility sizes and associated cost which when coupled with a particular number of shifts, and thus staffing level, leads to the lowest overall total cost. The functional components which the model considers include hot cells and their supporting facilities, transportation, cask handling facilities, transuranic waste handling facilities, and administrative facilities such as warehouses, security buildings, maintenance buildings, etc. The cost of each of these functional components is related either directly or indirectly to the various independent design parameters. Staffing by shift is reported into direct and indirect support labor. These staffing levels are in turn related to the waste type, waste throughput, etc. 2 refs., 11 figs., 3 tabs.

    By predicting the total life-cycle cost of owning and operating production equipment, it becomes possible for processors to make accurate and intelligent decisions regarding major capitol equipment investments as well as determining the most cost effective manufacturing processes and environments. Cost of Ownership (COO) is a decision making technique based on inputting the total costs of acquiring, operating and maintaining production equipment. All quantitative economic and production data can be modeled and processed using COO software programs such as the Cost of Ownership Luminator program TWO COOL{trademark}. This report investigated the Cost of Ownership differences between the current state-of-the-art solder ball attachment process and a prototype solder jetting process developed by Sandia National Laboratories. The prototype jetting process is a novel and unique approach to address the anticipated high rate ball grid array (BGA) production requirements currently forecasted for the next decade. The jetting process, which is both economically and environmentally attractive eliminates the solder sphere fabrication step, the solder flux application step as well as the furnace reflow and post cleaning operations.

    NREL's Solar Advisor Model (SAM) is employed to estimate the current and future costs for parabolic trough and molten salt power towers in the US market. Future troughs are assumed to achieve higher field temperatures via the successful deployment of low melting-point, molten-salt heat transfer fluids by 2015-2020. Similarly, it is assumed that molten salt power towers are successfully deployed at 100MW scale over the same time period, increasing to 200MW by 2025. The levelized cost of electricity for both technologies is predicted to drop below 11 cents/kWh (assuming a 10% investment tax credit and other financial inputs outlined in the paper), making the technologies competitive in the marketplace as benchmarked by the California MPR. Both technologies can be deployed with large amounts of thermal energy storage, yielding capacity factors as high as 65% while maintaining an optimum LCOE.

    Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

The activities include investment cost studies prepared by an architect-engineer, including trends, effects of environmental and safety requirements, and construction schedules. A computer code used to prepare capital investment cost estimates under varying economic conditions is described, and application of this code is demonstrated by sensitivity studies.

    Heliostat costs have long been recognized as a major factor in the cost of solar central receiver plants. Research on stretched membrane heliostats has been emphasized because of their potential as a cost-effective alternative to current glass/metal designs. However, the cost and performance potential of stretched membrane heliostats from a system perspective has not been studied until this time. The optical performance of individual heliostats is predicted here using results established in previous structural studies. These performance predictions are used to compare both focused and unfocused stretched membrane heliostats with state-of-the-art glass/metal heliostats from a systems perspective. We investigated the sensitivity of the relative cost and performance of fields of heliostats to a large number of parameter variations, including system size, delivery temperature, heliostat module size, surface specularity, hemispherical reflectance, and macroscopic surface quality. The results indicate that focused stretched membrane systems should have comparable performance levels to those of current glass/metal heliostat systems. Further, because of their relatively lower cost, stretched membrane heliostats should provide an economically attractive alternative to current glass/metal heliostats over essentially the entire range of design parameters studied. Unfocused stretched membrane heliostats may also be attractive for a somewhat more limited range of applications, including the larger plant sizes and lower delivery temperatures.

    The Warren-Alquist Act of 1974 requires the California Energy Commission to adopt and periodically update energy-conservation standards for new residential buildings. The Act also requires the CEC to adopt performance standards for new buildings. With increased energy costs, the CEC staff proposed to update the current energy-conservation standards and they are a hybrid of performance and prescriptive requirements. The proposed standards do not cover hotels, motels, or buildings over 3 stories high. The purpose of an environmental impact report (EIR) is to provide public agencies and the public in general with detailed information about the effects a proposed project is likely to have on the environment, to list ways in which the significant effects of such a project might be minimized, and to indicate alternatives to the project. The contents of this Draft EIR includes: a project description; a description of the environmental setting, impacts, and mitigation measures; a discussion of alternatives; and an indication of growth-inducing impacts. The Draft EIR discusses both environmental and socio-economic impacts of the proposed standards compared to both the current standards and the pre-1975 practices. (MCW)

    DNV Renewables (USA) Inc. (DNV) used an Operations and Maintenance (O&M) Cost Model to evaluate ten distinct cost scenarios encountered under variations in wind turbine component failure rates. The analysis considers: (1) a Reference Scenario using the default part failure rates within the O&M Cost Model, (2) High Failure Rate Scenarios that increase the failure rates of three major components (blades, gearboxes, and generators) individually, (3) 100% Replacement Scenarios that model full replacement of these components over a 20 year operating life, and (4) Serial Failure Scenarios that model full replacement of blades, gearboxes, and generators in years 4 to 6 of the wind project. DNV selected these scenarios to represent a broad range of possible operational experiences. Also in this report, DNV summarizes the predominant financing arrangements used to develop wind energy projects over the past several years and provides summary data on various financial metrics describing those arrangements.

    Site Treatment Plans (STP) are required for facilities at which the DOE generates or stores mixed waste. This Draft Site Treatment Plan (DSTP) the second step in a three-phase process, identifies the currently preferred options for treating mixed waste at the Savannah River Site (SRS) or for developing treatment technologies where technologies do not exist or need modification. The DSTP reflects site-specific preferred options, developed with the state`s input and based on existing available information. To the extent possible, the DSTP identifies specific treatment facilities for treating the mixed waste and proposes schedules. Where the selection of specific treatment facilities is not possible, schedules for alternative activities such as waste characterization and technology assessment are provided. All schedule and cost information presented is preliminary and is subject to change. The DSTP is comprised of two volumes: this Compliance Plan Volume and the Background Volume. This Compliance Plan Volume proposes overall schedules with target dates for achieving compliance with the land disposal restrictions (LDR) of RCRA and procedures for converting the target dates into milestones to be enforced under the Order. The more detailed discussion of the options contained in the Background Volume is provided for informational purposes only.

    The 1992 Resource Program will propose actions to meet future loads placed on the Bonneville Power Administration (BPA). It will also discuss and attempt to resolve resource-related policy issues. The Resource Program assesses resource availability and costs, and analyzes resource requirements and alternative ways of meeting those requirements through both conservation and generation resources. These general resource conclusions are then translated to actions for both conservation and generation. The Resource Program recommends budgets for the Office of Energy Resources for Fiscal Years (FY) 1994 and 1995. BPA`s Resource Program bears directly on an important BPA responsibility: the obligation under the Northwest Power Act{sup 3} to meet the power requirements of public and private utility and direct service industrial (DSI) customers according to their contractual agreements. BPA`s Draft 1992 Resource Program is contained in four documents: (1) 1992 Resource Program Summary; (2) Technical Report; (3) Technical Assumptions Appendix; and, (4) Conservation Implementation Plan.     Buildings are an integral part of our nation’s energy economy. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. However, system cost reductions are not necessarily realized or realized in a timely manner by many customers. Many reasons exist for the apparent disconnects between installation costs, component prices, and system prices; most notable is the impact of fair market value considerations on system prices. To guide policy and research and development strategy decisions, it is necessary to develop a granular perspective on the factors that underlie PV system prices and to eliminate subjective pricing parameters. This report's analysis of the overnight capital costs (cash purchase) paid for PV systems attempts to establish an objective methodology that most closely approximates the book value of PV system assets.

    The Commission has reviewed comments received during the public comment period and revised its draft Final Report Volumes 1 and 2 for final consideration and approval. The revised version of the draft Final Report is available for download below. A public conference call has been set for 1:00 pm, Oct 23rd to discuss the comments received, to receive additional public comment, and to approve the final report. Section 319 of the Consolidated Appropriations Act, 2014 (Public Law No. 113-76) directed the Secretary of Energy to establish the Commission to Review the Effectiveness of the National Energy Laboratories. The Commission was charged with reviewing the 17 Department of Energy (DOE) National Laboratories. It was established in May 2014 and held monthly meetings from July 2014 to July 2015. Congress directed the Commission to evaluate the laboratories in terms of their alignment with the Departments strategic priorities, duplication, ability to meet current and future energy and national security challenges, size, and support of other Federal agencies. The Commission was also to review the efficiency and effectiveness of the laboratories, including assessing overhead costs and the impact of DOEs oversight and management approach. Lastly, Congress had several specific questions related to the use of laboratory directed research and development (LDRD) such as the effectiveness of the Departments oversight approach and the extent to which LDRD funding supports recruiting and retention of qualified staff. The Commission separated its charge into two phases. Phase 1 focused on the mission and strategic planning of the laboratories and Phase 2 targets the operation and oversight of the laboratory system.     The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy (DOE) project designed to demonstrate the safe disposal of Transuranic (TRU) waste in deep, geologic, bedded salt. The WIPP site is located in southeastern New Mexico. By law the WIPP site has been withdrawn from public use and has been set aside for use in the safe disposal of TRU waste. Also by law, disposal of TRU waste must comply with rules and regulations promulgated by the U.S. Environmental Protection Agency (EPA). The disposal system design consists of multiple barriers, both natural and man-made, located in a geologic salt deposit, 2,150 feet (655.3 meters) below ground. These barriers were selected because of their ability to permanently isolate the waste from the accessible environment as required to comply with subparts B and C of Title 40 Code of Federal Regulations Part 191 (40 CFR 191). As a part of the assurance requirements, 40 CFR {section}191.14 requires that barriers of different types shall be used to isolate the waste. The WIPP design uses both a geologic (natural) and engineered barriers for waste isolation as specified by these regulations. However, to provide additional confidence in containment prediction calculations used to demonstrate compliance with the containment requirements, Engineered Alternatives (EA) could be used as additional assurance measures beyond those used to meet the containment requirements. This report uses the term EA to represent engineered barriers that are technically feasible processes, technologies, methods, repository designs, or waste from modifications which make a significant positive impact on the disposal system in terms of reducing uncertainty in performance calculations or improving long-term performance. These EAs, if used, function as barriers to the release of radioactive material.

    Columbia Estuary Ecosystem Restoration Program Bonneville Power Administration, with the U.S. Army Corps of Engineers as a cooperating agency, issued a draft programmatic EA for actions recommended by the Northwest Power and Conservation Council to help restore ecological structure, function, and biodiversity within the Columbia River estuary. Activities under this program could include full reconnection of tidal influence through breaching dikes and levees; partial reconnection of tidal influence through culverts, bridges, and tidegates; enhancement of the quantity and quality of tidal channels; removal of invasive species; and restoration of riparian habitat conditions, such as planting native vegetation.

    This report describes a life-cycle assessment conducted by the National Renewable Energy Laboratory (NREL) of 10 hydrogen production, delivery, dispensing, and use pathways that were evaluated for cost, energy use, and greenhouse gas (GHG) emissions. This evaluation updates and expands on a previous assessment of seven pathways conducted in 2009. This study summarizes key results, parameters, and sensitivities to those parameters for the 10 hydrogen pathways, reporting on the levelized cost of hydrogen in 2007 U.S. dollars as well as life-cycle well-to-wheels energy use and GHG emissions associated with the pathways.
