    Approximately 100 million gallons ({approx}400,000 m{sup 3}) of existing U.S. Department of Energy (DOE) owned radioactive waste stored in underground tanks can not be disposed of as low-level waste (LLW). The current plan for disposal of UST waste which can not be disposed of as LLW is immobilization as glass and permanent storage in an underground repository. Disposal of LLW generally can be done sub-surface at the point of origin. Consequently, LLW is significantly less expensive to dispose of than that requiring an underground repository. Due to the lower cost for LLW disposal, it is advantageous to separate the 100 million gallons of waste into a small volume of high-level waste (HLW) and a large volume of LLW.

    This report examines the economics of wetland creation, restoration, and enhancement projects, especially as they are used within the context of mitigation for unavoidable wetland losses. Complete engineering-cost-accounting profiles of over 90 wetland projects were developed in collaboration with leading wetland restoration and creation practitioners around the country to develop a primary source database. Data on the costs of over 1,000 wetland projects were gathered from published sources and other available databases to develop a secondary source database. Cases in both databases were carefully analyzed and a set of baseline cost per acre estimates were developed for wetland creation, restoration, and enhancement. Observations of costs varied widely, ranging from $5 per acre to $1.5 million per acre. Differences in cost were related to the target wetland type, and to site-specific and project-specific factors that affected the preconstruction, construction, and post-construction tasks necessary to carry out each particular project. Project-specific and site-specific factors had a much larger effect on project costs than wetland type for non-agricultural projects. Costs of wetland creation and restoration were also shown to differ by region, but not by as much as expected, and in response to the regulatory context. The costs of wetland creation, restoration, and enhancement were also analyzed in a broader economic context through examination of the market for wetland mitigation services, and through the development of a framework for estimating compensation ratios-the number of acres of created, restored, or enhanced wetland required to compensate for an acre of lost natural wetland. The combination of per acre creation, restoration, and enhancement costs and the compensation ratio determine the overall mitigation costs associated with alternative mitigation strategies.

    By predicting the total life-cycle cost of owning and operating production equipment, it becomes possible for processors to make accurate and intelligent decisions regarding major capitol equipment investments as well as determining the most cost effective manufacturing processes and environments. Cost of Ownership (COO) is a decision making technique based on inputting the total costs of acquiring, operating and maintaining production equipment. All quantitative economic and production data can be modeled and processed using COO software programs such as the Cost of Ownership Luminator program TWO COOL{trademark}. This report investigated the Cost of Ownership differences between the current state-of-the-art solder ball attachment process and a prototype solder jetting process developed by Sandia National Laboratories. The prototype jetting process is a novel and unique approach to address the anticipated high rate ball grid array (BGA) production requirements currently forecasted for the next decade. The jetting process, which is both economically and environmentally attractive eliminates the solder sphere fabrication step, the solder flux application step as well as the furnace reflow and post cleaning operations.

    NREL's Solar Advisor Model (SAM) is employed to estimate the current and future costs for parabolic trough and molten salt power towers in the US market. Future troughs are assumed to achieve higher field temperatures via the successful deployment of low melting-point, molten-salt heat transfer fluids by 2015-2020. Similarly, it is assumed that molten salt power towers are successfully deployed at 100MW scale over the same time period, increasing to 200MW by 2025. The levelized cost of electricity for both technologies is predicted to drop below 11 cents/kWh (assuming a 10% investment tax credit and other financial inputs outlined in the paper), making the technologies competitive in the marketplace as benchmarked by the California MPR. Both technologies can be deployed with large amounts of thermal energy storage, yielding capacity factors as high as 65% while maintaining an optimum LCOE.

    Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

    DNV Renewables (USA) Inc. (DNV) used an Operations and Maintenance (O&M) Cost Model to evaluate ten distinct cost scenarios encountered under variations in wind turbine component failure rates. The analysis considers: (1) a Reference Scenario using the default part failure rates within the O&M Cost Model, (2) High Failure Rate Scenarios that increase the failure rates of three major components (blades, gearboxes, and generators) individually, (3) 100% Replacement Scenarios that model full replacement of these components over a 20 year operating life, and (4) Serial Failure Scenarios that model full replacement of blades, gearboxes, and generators in years 4 to 6 of the wind project. DNV selected these scenarios to represent a broad range of possible operational experiences. Also in this report, DNV summarizes the predominant financing arrangements used to develop wind energy projects over the past several years and provides summary data on various financial metrics describing those arrangements.

    Site Treatment Plans (STP) are required for facilities at which the DOE generates or stores mixed waste. This Draft Site Treatment Plan (DSTP) the second step in a three-phase process, identifies the currently preferred options for treating mixed waste at the Savannah River Site (SRS) or for developing treatment technologies where technologies do not exist or need modification. The DSTP reflects site-specific preferred options, developed with the state`s input and based on existing available information. To the extent possible, the DSTP identifies specific treatment facilities for treating the mixed waste and proposes schedules. Where the selection of specific treatment facilities is not possible, schedules for alternative activities such as waste characterization and technology assessment are provided. All schedule and cost information presented is preliminary and is subject to change. The DSTP is comprised of two volumes: this Compliance Plan Volume and the Background Volume. This Compliance Plan Volume proposes overall schedules with target dates for achieving compliance with the land disposal restrictions (LDR) of RCRA and procedures for converting the target dates into milestones to be enforced under the Order. The more detailed discussion of the options contained in the Background Volume is provided for informational purposes only.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. However, system cost reductions are not necessarily realized or realized in a timely manner by many customers. Many reasons exist for the apparent disconnects between installation costs, component prices, and system prices; most notable is the impact of fair market value considerations on system prices. To guide policy and research and development strategy decisions, it is necessary to develop a granular perspective on the factors that underlie PV system prices and to eliminate subjective pricing parameters. This report's analysis of the overnight capital costs (cash purchase) paid for PV systems attempts to establish an objective methodology that most closely approximates the book value of PV system assets.

    This report describes a life-cycle assessment conducted by the National Renewable Energy Laboratory (NREL) of 10 hydrogen production, delivery, dispensing, and use pathways that were evaluated for cost, energy use, and greenhouse gas (GHG) emissions. This evaluation updates and expands on a previous assessment of seven pathways conducted in 2009. This study summarizes key results, parameters, and sensitivities to those parameters for the 10 hydrogen pathways, reporting on the levelized cost of hydrogen in 2007 U.S. dollars as well as life-cycle well-to-wheels energy use and GHG emissions associated with the pathways.

    Buildings are an integral part of our nation’s energy economy. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

  3. DRAFT FINAL REPORT-COMMISSION TO REVIEW THE EFFECTIVENESS OF THE NATIONAL ENERGY LABORATORIES

    The Commission has reviewed comments received during the public comment period and revised its draft Final Report Volumes 1 and 2 for final consideration and approval. The revised version of the draft Final Report is available for download below. A public conference call has been set for 1:00 pm, Oct 23rd to discuss the comments received, to receive additional public comment, and to approve the final report. Further details regarding the conference call can be found here and in the Federal Register. Section 319 of the Consolidated Appropriations Act, 2014 (Public Law No. 113-76) directed the Secretary of Energy to establish the Commission to Review the Effectiveness of the National Energy Laboratories. The Commission was charged with reviewing the 17 Department of Energy (DOE) National Laboratories. It was established in May 2014 and held monthly meetings from July 2014 to July 2015. Congress directed the Commission to evaluate the laboratories in terms of their alignment with the Departments strategic priorities, duplication, ability to meet current and future energy and national security challenges, size, and support of other Federal agencies. The Commission was also to review the efficiency and effectiveness of the laboratories, including assessing overhead costs and the impact of DOEs oversight and management approach. Lastly, Congress had several specific questions related to the use of laboratory directed research and development (LDRD) such as the effectiveness of the Departments oversight approach and the extent to which LDRD funding supports recruiting and retention of qualified staff. The Commission separated its charge into two phases. Phase 1 focused on the mission and strategic planning of the laboratories and Phase 2 targets the operation and oversight of the laboratory system. LDRD as it relates to the issues outlined above was considered in both phases of the Commissions task. The Commission issued an Interim Report in February 2015 with its preliminary observations and recommendations.

    The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy (DOE) project designed to demonstrate the safe disposal of Transuranic (TRU) waste in deep, geologic, bedded salt. The WIPP site is located in southeastern New Mexico. By law the WIPP site has been withdrawn from public use and has been set aside for use in the safe disposal of TRU waste. Also by law, disposal of TRU waste must comply with rules and regulations promulgated by the U.S. Environmental Protection Agency (EPA). The disposal system design consists of multiple barriers, both natural and man-made, located in a geologic salt deposit, 2,150 feet (655.3 meters) below ground. These barriers were selected because of their ability to permanently isolate the waste from the accessible environment as required to comply with subparts B and C of Title 40 Code of Federal Regulations Part 191 (40 CFR 191). As a part of the assurance requirements, 40 CFR {section}191.14 requires that barriers of different types shall be used to isolate the waste. The WIPP design uses both a geologic (natural) and engineered barriers for waste isolation as specified by these regulations. However, to provide additional confidence in containment prediction calculations used to demonstrate compliance with the containment requirements, Engineered Alternatives (EA) could be used as additional assurance measures beyond those used to meet the containment requirements. This report uses the term EA to represent engineered barriers that are technically feasible processes, technologies, methods, repository designs, or waste from modifications which make a significant positive impact on the disposal system in terms of reducing uncertainty in performance calculations or improving long-term performance. These EAs, if used, function as barriers to the release of radioactive material.

    This thesis has not focused on the myriad of environmental laws generating costs for government contractors. Compliance with such laws is not beyond the experience of government cost-reimbursement contracting. This thesis has not detailed the alternative to cost reimbursement; i.e., a contribution action against the United States for cleanup costs. Potential contribution action remains an issue when the contamination is related to the performance of a government contract. At the center of this analysis is the efficacy of the draft environmental cost principle. The draft cost principle forced the consideration of the many prickly issues that must someday be resolved. The draft cost principle is unlikely to return in present form. It may be gone, but it should not be forgotten. The environmental cost issues will resurface. Future attempts to address these issues will benefit from the careful consideration of the latest draft environmental cost principle. The core questions to be answered are what would be the impact of the cost principle on the treatment of various environmental costs, and whether such impact is for the good.

    ITER Task No. 8, Vacuum Vessel Fabrication Plan and Cost Study (D68), was initiated to assess ITER vacuum vessel fabrication, assembly, and cost. The industrial team of Raytheon Engineers & Constructors and Chicago Bridge & Iron (Raytheon/CB&I) reviewed the current vessel basis and prepared a manufacturing plan, assembly plan, and cost estimate commensurate with the present design. The guidance for the Raytheon/CB&I assessment activities was prepared by the ITER Garching Work Site. This guidance provided in the form of work descriptions, sketches, drawings, and costing guidelines for each of the presently identified vacuum vessel Work Breakdown Structure (WBS) elements was compiled in ITER Garching Joint Work Site Memo (Draft No. 9 - G 15 MD 01 94-17-05 W 1). A copy of this document is provided as Appendix 1 to this report. Additional information and clarifications required for the Raytheon/CB&I assessments were coordinated through the US Home Team (USHT) and its technical representative. Design details considered essential to the Task 8 assessments but not available from the ITER Joint Central Team (JCT) were generated by Raytheon/CB&I and documented accordingly.

    DOE is evaluating the potential conveyance (lease, easement, and/or title transfer) of real property that may be determined to be excessed, underutilized or unneeded at the Paducah Gaseous Diffusion Plant (PGDP). After appropriate agency reviews, DOE could transfer PGDP real property to one or more entities for a range of economic development and/or recreational uses.     The information and data contained in this Appendix was extracted from numerous sources. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

    On June 27, 1988, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register (53 FR 24018) the final rule for the General Requirements for Decommissioning Nuclear Facilities. With the issuance of the final rule, owners and operators of licensed nuclear power plants are required to prepare, and submit to the NRC for review, decommissioning plans and cost estimates. The NRC staff is in need of updated bases documentation that will assist them in assessing the adequacy of the licensee submittals, from the viewpoint of both the planned actions, including occupational radiation exposure, and the probable costs. The purpose of this reevaluation study is to update the needed bases documentation. This report presents the results of a review and reevaluation of the PNL 1980 decommissioning study of the Washington Public Power Supply System`s WNP-2, including all identifiable factors and cost assumptions which contribute significantly to the total cost of decommissioning the plant for the DECON, SAFSTOR, and ENTOMB decommissioning alternatives, which now include an initial 5-7 year period during which time the spent fuel is stored in the spent fuel pool prior to beginning major disassembly or extended safe storage of the plant. This report also includes consideration of the NRC requirement that decontamination and decommissioning activities leading to termination of the nuclear license be completed within 60 years of final reactor shutdown, consideration of packaging and disposal requirements for materials whose radionuclide concentrations exceed the limits for Class C low-level waste. Costs for labor, materials, transport, and disposal activities are given in 1993 dollars. Sensitivities of the total license termination cost to the disposal costs at different low-level radioactive waste disposal sites, to different depths of contaminated concrete surface removal within the facilities, and to different transport distances are also examined.

    A current sensor is described that uses a plurality of magnetic field sensors positioned around a current carrying conductor. The sensor can be hinged to allow clamping to a conductor. The current sensor provides high measurement accuracy for both DC and AC currents, and is substantially immune to the effects of temperature, conductor position, nearby current carrying conductors and aging.
