    A law restructuring the electric utility industry in Massachusetts became effective on November 25, 1997. The law will break up the existing utility monopolies into separate generation, distribution and transmission entities, and it will allow non-utility generators access to the retail end user market. The law contains many compromises aimed at protecting consumers, ensuring savings, protecting employees and protecting the environment. While it appears that the legislation recognizes the sanctity of independent power producer contracts with utilities, it attempts to provide both carrots and sticks to the utilities and the IPP generators to encourage renegotiations and buy-down of the contracts. Waste-to-energy contracts are technically exempted from some of the obligations to remediate. Waste-to-energy facilities are classified as renewable energy sources which may have positive effects on the value to waste-to-energy derived power.     Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions. Most recommended response actions consist of environmental sampling and monitoring and other characterization studies. 74 refs., 63 figs., 50 tabs.

    The conversion of an older Massachusetts building into condominiums illustrates a safe, durable, and cost-effective solution for heating and ventilation systems that can potentially benefit millions of multifamily buildings. Merrimack Valley Habitat for Humanity (MVHfH) partnered with U.S. Department of Energy Building America team Building Science Corporation (BSC) to provide high performance affordable housing for 10 families in the retrofit of an existing mass masonry building (a former convent). The original ventilation design for the project was provided by a local engineer and consisted of a single large heat recovery ventilator (HRV) located in a mechanical room in the basement with a centralized duct system providing supply air to the main living space and exhausting stale air from the single bathroom in each apartment. This design was deemed to be far too costly to install and operate for several reasons: the large central HRV was oversized and the specified flows to each apartment were much higher than the ASHRAE 62.2 rate; an extensive system of ductwork, smoke and fire dampers, and duct chases were specified; ductwork required a significant area of dropped ceilings; and the system lacked individual ventilation control in the apartments

    Project Objective: The Massachusetts Clean Energy Center (CEC) will design, construct, and ultimately have responsibility for the operation of the Large Wind Turbine Blade Test Facility, which is an advanced blade testing facility capable of testing wind turbine blades up to at least 90 meters in length on three test stands. Background: Wind turbine blade testing is required to meet international design standards, and is a critical factor in maintaining high levels of reliability and mitigating the technical and financial risk of deploying massproduced wind turbine models. Testing is also needed to identify specific blade design issues that may contribute to reduced wind turbine reliability and performance. Testing is also required to optimize aerodynamics, structural performance, encourage new technologies and materials development making wind even more competitive. The objective of this project is to accelerate the design and construction of a large wind blade testing facility capable of testing blades with minimum queue times at a reasonable cost. This testing facility will encourage and provide the opportunity for the U.S wind industry to conduct more rigorous testing of blades to improve wind turbine reliability.

    In this progress report we summarize the activities of the University of Massachusetts- Amherst group for the three years of this research project. We are fully engaged in research at the energy frontier with the ATLAS experiment at the CERN Large Hadron Collider. We have made leading contributions in software development and performance studies for the ATLAS Muon Spectrometer, as well as on physics analysis with an emphasis on Standard Model measurements and searches for physics beyond the Standard Model. In addition, we have increased our contributions to the Muon Spectrometer New Small Wheel upgrade project.

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

The report contains a profile of low-level radioactive waste generators in Massachusetts. The profile is the result of a survey of NRC licensees in Massachusetts. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Massachusetts.

    Power Supply checkout is a necessary, pre-beam, time-critical function. At odds are the desire to decrease the amount of time to perform the checkout while at the same time maximizing the number and types of checks that can be performed and analyzing the results quickly (in case any problems exist that must be addressed). Controls and Power Supply Group personnel have worked together to develop tools to accomplish these goals. Power Supply checkouts are now accomplished in a time-frame of hours rather than days, reducing the number of person-hours needed to accomplish the checkout and making the system available more quickly for beam development. The goal of the Collider-Accelerator Department (CAD) at Brookhaven National Laboratory is to provide experimenters with collisions of heavy-ions and polarized protons. The Relativistic Heavy-Ion Collider (RHIC) magnets are controlled by 100's of varying types of power supplies. There is a concentrated effort to perform routine maintenance on the supplies during shutdown periods. There is an effort at RHIC to streamline the time needed for system checkout in order to quickly arrive at a period of beam operations for RHIC. This time-critical period is when the checkout of the power supplies is performed as the RHIC ring becomes cold and the supplies are connected to their physical magnets. The checkout process is used to identify problems in voltage and current regulation by examining data signals related to each for problems in settling and regulation (ripple).

    The U.S. Department of Energy (DOE) aims to displace 30% of the 2004 gasoline use (60 billion gal/yr) with biofuels by 2030 as outlined in the Energy Independence and Security Act of 2007, which will require 700 million tons of biomass to be sustainably delivered to biorefineries annually. Lignocellulosic biomass will make an important contribution towards meeting DOEs ethanol production goals. For the biofuels industry to be an economically viable enterprise, the feedstock supply system (i.e., moving the biomass from the field to the refinery) cannot contribute more that 30% of the total cost of the biofuel production. The Idaho National Laboratory in collaboration with Oak Ridge National Laboratory, University of California, Davis and Kansas State University are developing a set of tools for identifying economical, sustainable feedstocks on a regional basis based on biorefinery siting.

    The invention is a repratable capacitor charging, switching power supply. A ferrite transformer steps up a dc input. The transformer primary is in a full bridge configuration utilizing power MOSFETs as the bridge switches. The transformer secondary is fed into a high voltage, full wave rectifier whose output is connected directly to the energy storage capacitor. The transformer is designed to provide adequate leakage inductance to limit capacitor current. The MOSFETs are switched to the variable frequency from 20 to 50 kHz to charge a capacitor from 0.6 kV. The peak current in a transformer primary and secondary is controlled by increasing the pulse width as the capacitor charges. A digital ripple counter counts pulses and after a preselected desired number is reached an up-counter is clocked.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects at very attractive interest rates and long terms. While small allocation sizes have deterred some local governments from pursuing issuances, state agencies in Massachusetts have partnered with local governments to aggregate QECBs to support a range of public and private projects. In most states, QECBs have been utilized primarily to fund energy conservation projects for public entities, but Massachusetts has facilitated over $10 million of private activity QECB issuances to support three privately-owned renewable energy projects—with more projects in the pipeline.

    Failure rates for large power supplies at a fusion facility are critical knowledge needed to estimate availability of the facility or to set priorties for repairs and spare components. A study of the "failure to operate on demand" and "failure to continue to operate" failure rates has been performed for the large power supplies at DIII-D, which provide power to the magnet coils, the neutral beam injectors, the electron cyclotron heating systems, and the fast wave systems. When one of the power supplies fails to operate, the research program has to be either temporarily changed or halted. If one of the power supplies for the toroidal or ohmic heating coils fails, the operations have to be suspended or the research is continued at de-rated parameters until a repair is completed. If one of the power supplies used in the auxiliary plasma heating systems fails the research is often temporarily changed until a repair is completed. The power supplies are operated remotely and repairs are only performed when the power supplies are off line, so that failure of a power supply does not cause any risk to personnel. The DIII-D Trouble Report database was used to determine the number of power supply faults (over 1,700 reports), and tokamak annual operations data supplied the number of shots, operating times, and power supply usage for the DIII-D operating campaigns between mid-1987 and 2004. Where possible, these power supply failure rates from DIII-D will be compared to similar work that has been performed for the Joint European Torus equipment. These independent data sets support validation of the fusion-specific failure rate values.

    This report was prepared for the Commonwealth of Massachusetts by the Idaho National Engineering Laboratory, National Low-Level Waste Management Program. It presents planning life-cycle cost (PLCC) estimates for four sizes of in-state low-level radioactive waste (LLRW) disposal facilities. These PLCC estimates include preoperational and operational expenditures, all support facilities, materials, labor, closure costs, and long-term institutional care and monitoring costs. It is intended that this report bc used as a broad decision making tool for evaluating one of the several complex factors that must be examined when deciding between various LLRW management options -- relative costs. Because the underlying assumptions of these analyses will change as the Board decides how it will manage Massachusett`s waste and the specific characteristics any disposal facility will have, the results of this study are not absolute and should only be used to compare the relative costs of the options presented. The disposal technology selected for this analysis is aboveground earth-mounded vaults. These vaults are reinforced concrete structures where low-level waste is emplaced and later covered with a multi-layered earthen cap. The ``base case`` PLCC estimate was derived from a preliminary feasibility design developed for the Illinois Low-Level Radioactive Waste Disposal Facility. This PLCC report describes facility operations and details the procedure used to develop the base case PLCC estimate for each facility component and size. Sensitivity analyses were performed on the base case PLCC estimate by varying several factors to determine their influences upon the unit disposal costs. The report presents the results of the sensitivity analyses for the five most significant cost factors.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    Between December, 2009 and December, 2012, 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average.

Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Massachusetts homeowners will save $10,848 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $621 for the 2012 IECC.

    This is a report on the results of an evaluation of a home-energy-rating concept based on a Massachusetts pilot project. The focus of the evaluation was on: (1) the compatibility of the Massachusetts rating with the RCS program, (2) who would use the rating and how, (3) qualitative estimates of benefits and costs, and (4) recommendations for further use and testing of the rating. In addition the evaluation of the rating concept also attempted to determine what if any effect the home energy rating has on the demand for energy audits, on the propensity of customers who received ratings to undertake recommended energy-efficiency home improvements, and on changes in mortgage-lending procedures for energy-efficient homes. The evaluation consisted of telephone and in-person discussions with the project developers, the various professional user groups, the recipients of the energy ratings, and control groups of audit customers that did not receive the energy rating. The evaluation was designed to determine the results of the pilot project, assess the project's effectiveness, and analyze the potential for transferring the rating procedure to other geographic locations.

    The Massachusetts Institute of Technology (MIT) reactor (MITR-II), based in Cambridge, Massachusetts, is a research reactor designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on a mixture of uranium and molybdenum (UMo) is expected to allow the conversion of compact high performance reactors like the MITR-II. This report presents the results of steady state neutronic safety analyses for conversion of MITR-II from the use of HEU fuel to the use of U-Mo LEU fuel. The objective of this work was to demonstrate that the safety analyses meet current requirements for an LEU core replacement of MITR-II.

    The seventh annual EPRI Fuel Supply Seminar was held in Baltimore, Maryland, from October 6 to 8, 1987. The major emphasis of the meeting was on identifying fuel market risks and planning concerns in order to cope with inherent uncertainties and make informed fuel supply decisions. Sessions dealt with the natural gas markets including the prospects for continued availability of gas as a boiler fuel, the relationship of gas and oil prices and the relevance of different regulatory issues. Other sessions addressed the political dimensions of world oil supply and the role of oil inventories in price dynamics, the interaction of world trade cycles, interest rates and currency fluctuations on utility fuel planning, and the role of strategic fuel planning in various utilities. The changing coal transportation market was the subject of several presentations, concluding with a review of utility experiences in integrating coal transportation and coal supply procurement. Presentations were made by various specialists including EPRI research contractors reporting on the results of ongoing research, speakers drawn from the utility, coal and natural gas industries, and independent consultants. The principal purpose of the seminar continues to be to provide utility fuel planners and fuel procurement managers with data and insights into the structure, operations and uncertainties of the fuel markets, thereby supporting their development of flexible fuel strategies and contributing to integrated utility decision making. Selected papers have been processed separately for inclusion in the energy data base.

    Transformations, Inc. is a residential development and building company that has partnered with Building Science Corporation to build new construction net-zero energy houses in Massachusetts under the Building America program. There are three communities that will be constructed through this partnership: Devens Sustainable Housing ("Devens"), The Homes at Easthampton Meadow ("Easthampton") and Phase II of the Coppersmith Way Development ("Townsend"). This report intends to cover all of the single-family new construction homes that have been completed to date. The houses built in these developments are net zero energy homes built in a cold climate. They will contribute to finding answers to specific research questions for homes with high R double stud walls and high efficiency ductless air source heat pump systems ("mini-splits"); allow to explore topics related to the financing of photovoltaic systems and basements vs. slab-on-grade construction; and provide feedback related to the performance of ductless mini-split air source heat pumps.

    Highlights: • This study examines the relationship between recycling rate of solid waste and air pollution. • Fixed effects Stochastic Frontier Analysis model with panel data are employed. • The case study is a waste municipality survey in the state of Massachusetts during 2009–2012. • The findings support that a negative relationship between air pollution and recycling. - Abstract: This study examines the relationship between recycling rate of solid waste and air pollution using data from a waste municipality survey in the state of Massachusetts during the period 2009–2012. Two econometric approaches are applied. The first approach is a fixed effects model, while the second is a Stochastic Frontier Analysis (SFA) with fixed effects model. The advantage of the first approach is the ability of controlling for stable time invariant characteristics of the municipalities, thereby eliminating potentially large sources of bias. The second approach is applied in order to estimate the technical efficiency and rank of each municipality accordingly. The regressions control for various demographic, economic and recycling services, such as income per capita, population density, unemployment, trash services, Pay-as-you-throw (PAYT) program and meteorological data. The findings support that a negative relationship between particulate particles in the air 2.5 μm or less in size (PM{sub 2.5}) and recycling rate is presented.     In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

    The objectives of the seminars were to provide an up-to-date assessment of critical issues affecting fuel-supply and utility-fuel planning. The chief topics were coal, oil and gas, uranium, and utility coal conversion. Presentations were made by EPRI research contractors on the results of ongoing research within the Energy Resources Program and by speakers from the utility and coal industries, government, academia, and the consulting and legal professions. A supplementary paper compiling recent oil and gas supply-and-demand forecast is included in these proceedings. The message emerging from the seminars, and illustrated in numerous ways, is of continuing uncertainty in fuel markets and the necessity for utilities to pursue flexible fuel strategies. A separate abstract was prepared for each of the 19 presentations.

    The sixth annual EPRI Fuel Supply Seminar was held in San Diego, California, from December 3 to 5, 1986. The theme was the impact of lower prices on utility decisions, encompassing heightened competition with electricity and among sources of generation, shifts in new capacity choices, and risks and developments in domestic gas supply and pricing. In addition, key considerations behind world oil and economic projections were discussed. A panel session on bulk power transfers explored emerging trends, case studies, and pivotal fuel considerations. Recent findings on impacts of acid rain legislation on coal markets were discussed. Presentations were made by EPRI research contractors on the results of ongoing research and by speakers from the utility, coal and natural gas industries, as well as independent consultants. The principal purpose of the seminar, as in past years, was to provide utility fuel planners and corporate planners with information and insights into the uncertainties in current fuel markets, and to aid utilities in pursuing flexible fuel strategies.

    This case study describes a plant-wide energy assessment conducted at the Solutia Inc. chemical production facility in Springfield, Massachusetts. The assessment focused on finding ways to reduce the plant's use of steam, electricity, compressed air, and water. Assessment recommendations had a potential total annual energy savings of about 9.6 million kWh for electricity and more than 338,000 MBtu for natural gas, with potential annual cost savings amounting to nearly $3.3 million.
