The report concludes that, at present, there are no equivalent designs to the double hull tanker for the prevention of oil outflow due to groundings, which are the most prevalent type of serious vessel accident in U.S. waters. The report does not recommend any changes to the Oil Pollution Act of 1990 to allow alternatives to double hull design, but does recommend that the Coast Guard continue to evaluate novel tanker designs and associated technologies.

    The double-shell tanks (DSTs) were constructed between 1968 and 1986. They will have exceeded their design life before the waste can be removed and trasferred to the Waste Treatment and Immobilization Plant for vitrification. The Double-Shell Tank Integrity Project has been established to evaluate tank aging, and ensure that each tank is structurally sound for continued use. This is the first issue of the Double-Shell Tank Inspection Annual Report. The purpose of this issue is to summarize the results of DST inspections conducted from the beginnng of the inspection program through the end of CY2012. Hereafter, the report will be updated annually with summaries of the past year's DST inspection activities.

  6. Test report of evaluation of primary exhaust ventilation flowmeters for double shell hydrogen watch list tanks

    This document reports the results of testing four different flowmeters for use in the primary exhaust ventilation ducts of Double Shell Tanks on the hydrogen watch list that do not already have this capability. This currently includes tanks 241-AW-101,241-AN- 103, 241-AN-104, 241-AN-105 and 241-SY-103. The anticipated airflow velocity in these tanks range from 0.25 m/s(50 ft/min) to 1/78 m/s (350 ft/min). Past experiences at Hanford have forced the evaluation and selection of instruments to be used at the low flow and relatively high humidity conditions found in these tanks. Based on the results of this test, a flow meter has been chosen for installation in the primary exhaust ventilation ducts of the above mentioned waste tanks.

    The risk of environmental damage from tankers has been the subject of considerable research and debate. Quantitative methods are important because the Oil Pollution Act of 1990 (OPA `90) regulations mandate that a study be carried out to determine whether other structural or operational tank vessel requirements would provide protection to the environment equal to, or greater than, double hull tanker designs. To evaluate alternative designs a rationally developed methodology based on expected oil outflow should be used. Herbert Engineering Corp. (HEC) was tasked to use this methodology to study five design variations of three tanker sizes utilizing damage statistics for tankers. A total of fifteen design configurations were studied.

    The UN Secretary General established the Sustainable Energy for All initiative in order to guide and support efforts to achieve universal access to modern energy, rapidly increase energy efficiency, and expand the use of renewable energies. Task forces were formed involving prominent energy leaders and experts from business, government, academia and civil society worldwide. The goal of the Task Forces is to inform the implementation of the initiative by identifying challenges and opportunities for achieving its objectives. This report contains the findings of Task Force Two which is dedicated energy efficiency and renewable energy objectives. The report shows that doubling the rate of energy efficiency improvements and doubling the share of energy from renewable sources by 2030 is challenging but feasible if sufficient actions are implemented. Strong and well-informed government policies as well as extensive private investment should focus on the high impact areas identified by the task force.

    Major environmental issues that are likely to affect the implementation of energy technologies between now and the year 2000 are identified and assessed. The energy technologies specifically addressed are: oil recovery and processing; gas recovery and processing; coal liquefaction; coal gasification (surface); in situ coal gasification; direct coal combustion; advanced power systems; magnetohydrodynamics; surface oil shale retorting; true and modified in situ oil shale retorting; geothermal energy; biomass energy conversion; and nuclear power (fission). Environmental analyses of these technologies included, in addition to the main processing steps, the complete fuel cycle from resource extraction to end use. A comprehensive survey of the environmental community (including environmental groups, researchers, and regulatory agencies) was carried out in parallel with an analysis of the technologies to identify important future environmental issues. Each of the final 20 issues selected by the project staff has the following common attributes: consensus of the environmental community that the issue is important; it is a likely candidate for future regulatory action; it deals with a major environmental aspect of energy development. The analyses of the 20 major issues address their environmental problem areas, current regulatory status, and the impact of future regulations. These analyses are followed by a quantitative assessment of the impact on energy costs and nationwide pollutant emissions of possible future regulations. This is accomplished by employing the Strategic Environmental Assessment System (SEAS) for a subset of the 20 major issues. The report concludes with a more general discussion of the impact of environmental regulatory action on energy development.

  12. Report on follow-up inspection of the double funding of security for special nuclear material at the Richland Operations Office

    In a June 3, 1993, Office of Inspections Letter Report, the Office of Inspector General notified the Department`s Acting Chief Financial Officer that the Department had requested and received $60 million, double the funds needed, for the safeguard and security of special nuclear material at the Department`s Richland Operations Office in Fiscal Year 1993. In response to the Letter Report, in a June 28, 1993, memorandum, the Acting Chief Financial Officer advised the Office of Inspector General that the extra $30 million received by the Office of Environmental Management would either be: (1) applied to unanticipated requirements in Fiscal Year 1993; (2) applied to the anticipated Congressional reduction to the Department`s Fiscal Year 1994 budget request; or (3) used as an offset to the Fiscal Year 1995 budget request. The purpose of this follow-up inspection was to review the circumstances surrounding the Fiscal Year 1993 double funding for the security of special nuclear material at Richland. The principal objectives of this inspection were to: (1) identify contributing factors to the double funding and corrective actions needed to prevent the double funding from reoccurring; and (2) review Departmental Managers` response to the double funding issue.

    Evaporator candidate feed from tank 241-AP-105 (hereafter referred to as AP-105) was characterized for physical, inorganic, organic and radiochemical parameters by the 222-S Laboratory as directed by the Tank Sample and Analysis Plan (TSAP), References 1 through 4, and Engineering Change Notice, number 635332, Reference 5. This data package satisfies the requirement for a format IV, final report as described in Reference 1. This data package is also a follow-up to the 45-Day safety screen results for tank AP-105, Reference 8, which was issued on November 5, 1996, and is attached as Section II to this report. Preliminary data in the form of summary analytical tables were provided to the project in advance of this final report to enable early estimation of evaporator operational parameters, using the Predict modeling program. Analyses were performed at the 222-S Laboratory as defined and specified in the TSAP and the Laboratory's Quality Assurance P1an, References 6 and 7. Any deviations from the instructions documented in the TSAP are discussed in this narrative and are supported with additional documentation.

    Various mass filter concepts based on rotating plasmas have been suggested with the specific purpose of nuclear waste remediation. We report on a new rotating mass filter combining radial separation with axial extraction. Lastly, the radial separation of the masses is the result of a “double-well” in effective radial potential in rotating plasma with a sheared rotation profile.

    The DDFUNIDSFUN software permits a new or existing Fortran-90 program to utilize double-double precision (approx. 31 digits) or double-single precision (approx. 14 digits) arithmetic. Double-double precision is required by a rapidly expandirtg body of scientific computations in physics and mathematics, for which the conventional 64-bit IEEE computer arithmetic (about 16 decimal digit accuracy) is not sufficient. Double-single precision permits users of systems that do not have hardware 64-bit IEEE arithmetic (such as some game systems)more » to perform arithmetic at a precision nearly as high as that of systems that do. Both packages run significantly faster Than using multiple precision or arbitrary precision software for this purpose. The package includes an extensive set of low-level routines to perform high-precision arithmetic, including routines to calculate various algebraic and transcendental functions, such as square roots, sin, ccc, exp, log and others. In addition, the package includes high-level translation facilities, so that Fortran programs can utilize these facilities by making only a few changes to conventional Fortran programs. In most cases, the only changes that are required are to change the type statements of variables that one wishes to be treated as multiple precision, plus a few other minor changes. The DDFUN package is similar in functionality to the double-double part of the GD package, which was previously written at LBNL. However, the DDFUN package is written exclusively in Fortran-90, thus avoidIng difficulties that some users experience when using GD, which includes both Fortran-90 and C++ code.« less

  17. Chromosome doubling method

    The invention provides methods for chromosome doubling in plants. The technique overcomes the low yields of doubled progeny associated with the use of prior techniques for doubling chromosomes in plants such as grasses. The technique can be used in large scale applications and has been demonstrated to be highly effective in maize. Following treatment in accordance with the invention, plants remain amenable to self fertilization, thereby allowing the efficient isolation of doubled progeny plants.

  18. DOE-EMSP Final Report: Characterization of Changes in Colloid and DNAPL Affecting Surface Chemistry and Remediation

    The waste disposal to the M-area basin and A-14 outfall at the Savannah River Department of Energy facility in Aiken SC (USA) included a wide variety of inorganic aqueous flows and organic solvents in the form of dense non-aqueous phase liquids (DNAPL). The DNAPL has migrated through the subsurface resulting in widespread groundwater contamination. The goal of this research was to identify and quantify processes that could have affected the migration and remediation of the DNAPL in the subsurface. It was hypothesized that the variety of waste disposed at this site could have altered the mineral, microbial and DNAPL properties at this site relative to other DNAPL sites. The DNAPL was determined to have a very low interfacial tension and is suspected to be distributed in fine grained media, thereby reducing the effectiveness of soil vapor extraction remediation efforts. Although the DNAPL is primarily comprised of tetrachloroethene and trichloroethane, it also contains organic acids and several heavy metals. Experimental results suggest that iron from the aqueous and DNAPL phases undergoes precipitation and dechlorination reactions at the DNAPL-water interface, contributing to the low interfacial tension and acidity of the DNAPL. Biological activity in the contaminated region can also contribute to the low interfacial tension. PCE degrading bacteria produce biosurfactants and adhere to the DNAPL-water interface when stressed by high tetrachloroethene or low dissolved oxygen concentrations. The presence of iron can reduce the interfacial tension by nearly an order of magnitude, while the PCE degraders reduced the interfacial tension by nearly 50%. Abiotic changes in the mineral characteristics were not found to be substantially different between contaminated and background samples. The research completed here begins to shed some insight into the complexities of DNAPL fate and migration at sites where co-disposal of many different waste products occurred. Quantifying

    The Multimedia Database Management System (MDMS) has been developed in the commercial software package Toolbook. Design and implementation, which was carried out by C. Asiala, is now essentially complete. Regional location maps of southern San Joaquin Valley oil fields, structure contour maps of the Pioneer area, core photos, core data, thin-section and SEM photomicrographs of core materials, structural cross sections through Pioneer Anticline, an atlas of photomicrographs; illustrating typical diagenetic features observed in San Joaquin Valley petroleum reservoirs, elemental and spectral data collected on Fourier Transform Infrared Spectroscopy (FTIR) standards, and all quarterly and annual reports submitted to DOE for this project were scanned into the MDMS. All data and information are accessible through dropdown menus and hotlinks in a Table of Contents. A tutorial is presented up front to guide users through the MDMS and instruct them on the various ways in which data can be viewed and retrieved. Version 1.0 of the MDMS was written to CD ROM and distributed to participants in a Technology Transfer Workshop in Bakersfield, CA, in September, 1996. Version 1.1, which contains additional information and has been reorganized for easier use, is nearing completion. All measured and computed log curves (computed curves represent parameters such as porosity, water saturation, and clay content, which were calculated from the measured log traces using specially developed algorithms) for the 45+ project wells on Pioneer Anticline are now in the MDMS in LAS (log ASCII) format, and can be exported to any commercial log evaluation program for manipulation and analysis. All log curves were written to the CD ROM in digital format.

    The Bonneville Power Administration (BPA) is developing conservation planning documentation to support the National Marine Fisheries Service`s (NMFS) recovery plan for Columbia Basin salmonid stocks that are currently listed under the Endangered Species Act (ESA). Information from the conservation planning documentation will be used as a partial scientific basis for identifying alternative conservation strategies and to make recommendations toward conserving, rebuilding, and ultimately removing these salmon stocks from the list of endangered species. This report describes the adult upstream survival study, a synthesis of biological analyses related to conditions affecting the survival of adult upstream migrant salmonids in the Columbia River system. The objective of the adult upstream survival study was to analyze existing data related to increasing the survival of adult migrant salmonids returning to the Snake River system. The fate and accountability of each stock during its upstream migration period and the uncertainties associated with measurements of escapement and survival were evaluated. Operational measures that affected the survival of adult salmon were evaluated including existing conditions, augmented flows from upstream storage release, and drawdown of mainstem reservoirs. The potential impacts and benefits of these measures to each ESA stock were, also described based on considerations of species behavior and run timing.

    A process for removing aluminum from tank waste simulants by adding lithium and precipitating Li-Al-dihydroxide (Lithiumhydrotalcite, [LiAl{sub 2}(OH){sub 6}]{sup +}X{sup -}) has been verified. The tests involved a double-shell tank (DST) simulant and a single-shell tank (SST) simulant. In the case of the DST simulant, the product was the anticipated Li-hydrotalcite. For the SST simulant, the product formed was primarily Li-phosphate. However, adding excess Li to the solution did result in the formation of traces of Li-hydrotalcite. The Li-hydrotalcite from the DST supernate was an easily filterable solid. After four water washes the filter cake was a fluffy white material made of < 100 {micro}m particles made of smaller spheres. These spheres are agglomerates of {approx} 5 {micro}m diameter platelets with < 1 {micro}m thickness. Chemical and mineralogical analyses of the filtrate, filter cake, and wash waters indicate a removal of 90+ wt% of the dissolved Al for the DST simulant. For the SST simulant, the main competing reaction to the formation of lithium hydrotalcite appears to be the formation of lithium phosphate. In case of the DST simulant, phosphorus co-precipitated with the hydrotalcite. This would imply the added benefit of the removal of phosphorus along with aluminum in the pre-treatment part of the waste treatment and immobilization plant (WTP). For this endeavor to be successful, a serious effort toward process parameter optimization is necessary. Among the major issues to be addressed are the dependency of the reaction yield on the solution chemistry, as well as residence times, temperatures, and an understanding of particle growth.

    This report is a summary of a series of preliminary reports describing the laws and regulatory programs of the United states and each of the 50 states affecting the siting and operation of energy generating facilities likely to be used in Integrated Community Energy Systems (ICES). A brief summary of public utility regulatory programs, energy facility siting programs, and municipal franchising authority is presented in this report to identify how such programs and authority may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES. Subsequent reports will (1) describe public utility rate regulatory procedures and practices as they might affect an ICES, (2) analyze each of the aforementioned regulatory programs to identify impediments to the development of ICES, and (3) recommend potential changes in legislation and regulatory practices and procedures to overcome such impediments.

    At present, neutrinoless double beta decay is perhaps the only experiment that can tell us whether the neutrino is a Dirac or a Majorana particle. Given the significance of the 0{nu}{beta}{beta}, there is a widespread interest for these rare event studies employing a variety of novel techniques. This paper describes the current status of DBD experiments. The Indian effort for an underground NDBD experiment at the upcoming INO laboratory is also presented.

    In the last few years the public and governments of many nations have become increasingly aware of the need for improving oil tanker safety. The requirements for double hull tankers are an attempt to address this need through legislation. Even though a number of investigations on the mechanics of collisions have been done in the past, until recently very little research supported the development of structural improvements to reduce oil tanker damage during grounding and stranding accidents. An aggressive evaluation of double hull tanker crashworthiness in stranding and grounding accidents is underway at CD/NSWC (formerly the David Taylor Research Center). The ability to predict damage from grounding accidents accurately is not currently available. The objective of this paper is to present qualitatively the structural failure mechanisms associated with stranding and grounding events for candidate double hull tanker structures and to present some simple methods for comparing damage scenarios. A comparison of the structural performance of key features in several very different designs will provide useful information toward this understanding.

  14. A rationale for maintaining the double containment requirement for plutonium shipments

    Current U.S. Nuclear Regulatory Commission (NRC) transportation regulations (10 CFR 71.63 (b)) require that all shipments containing more than 20 curies of plutonium must be transported in packages that provide double containment. On April 30, 2002 the NRC issued a proposed rule that would eliminate 71.63(b) and the double containment requirement. NRCs reasons for proposing elimination of 71.63(b) are: (1) compatibility with International Atomic Energy Agency Transportation Safety Standards (which do not have the requirement); (2) the current rule is inconsistent with the A1/A2 system since it applies only to plutonium; (3) double containment causes a heavier package and results in higher transportation costs; (4) the separate inner containment results in additional radiation exposure; and (5) while there would be additional protection from a separate inner container in an accident; this type of approach is not risk informed nor performance based. The Environmental Evaluation Group (EEG) has been a proponent of the double containment requirement for the Waste Isolation Pilot Plant (WIPP) shipments for twenty years. This requirement affects shipments to WIPP much more than any other current or planned shipping campaign because reactor fuel elements, metal or metal alloy, and vitrified high-level waste are exempt from 71.63(b). EEG submitted comments on the Proposed Rule on July 26, 2002 (Appendix C). This report is an update and expansion of the July 26, 2002 comments. Actual WIPP experience with shipments in the double contained TRUPACT-II package is used to respond to NRC arguments for deletion of 71.63(b) and offers a rationale for maintaining the current requirement.

    A 500 MHz β0=1 double spoke cavity has been designed and optimized for a high velocity application such as a compact electron accelerator at the Center for Accelerator Science at Old Dominion University [1] and the fabrication was recently completed at Jefferson Lab. The geometry specific to the double spoke cavity required a variety of tooling and fixtures. Also a number of asymmetric weld joints were expected to make it difficult to maintain minimal geometric deviation from the design. This paper will report the fabrication procedure, resulting tolerance from the design, initial test results and the lessons learned from the first β0=1 double spoke cavity fabrication.

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    We investigate theoretically the energy levels of the coupled double triangular graphene quantum dots (GQDs) based on the tight-binding Hamiltonian model. The double GQDs including the ZZ-type, ZA-type, and AA-type GQDs with the two GQDs having the zigzag or armchair boundaries can be coupled together via different interdot connections, such as the direct coupling, the chains of benzene rings, and those of carbon atoms. It is shown that the energy spectrum of the coupled double GQDs is the amalgamation of those spectra of the corresponding two isolated GQDs with the modification triggered by the interdot connections. The interdot connection is inclined to lift up the degeneracies of the energy levels in different degree, and as the connection changes from the direct coupling to the long chains, the removal of energy degeneracies is suppressed in ZZ-type and AA-type double GQDs, which indicates that the two coupled GQDs are inclined to become decoupled. Then we consider the influences on the spectra of the coupled double GQDs induced by the electric fields applied on the GQDs or the connection, which manifests as the global spectrum redistribution or the local energy level shift. Finally, we study the symmetrical and asymmetrical energy spectra of the double GQDs caused by the substrates supporting the two GQDs, clearly demonstrating how the substrates affect the double GQDs' spectrum. This research elucidates the energy spectra of the coupled double GQDs, as well as the mechanics of manipulating them by the electric field and the substrates, which would be a significant reference for designing GQD-based devices.

    With Naval Reactors (NR) approval of the Naval Reactors Prime Contractor Team (NRPCT) recommendation to develop a gas cooled reactor directly coupled to a Brayton power conversion system as the Space Nuclear Power Plant (SNPP) for Project Prometheus (References a and b) there was a need to investigate compatibility between the various materials to be used throughout the SNPP. Of particular interest was the transport of interstitial impurities from the nickel-base superalloys, which were leading candidates for most of the piping and turbine components to the refractory metal alloys planned for use in the reactor core. This kind of contamination has the potential to affect the lifetime of the core materials. This letter provides technical information regarding the assembly and operation of a double retort materials compatibility testing system and initial experimental results. The use of a double retort system to test materials compatibility through the transfer of impurities from a source to a sink material is described here. The system has independent temperature control for both materials and is far less complex than closed loops. The system is described in detail and the results of three experiments are presented.

    Double field theory proposes a generalized spacetime action possessing manifest T-duality on the level of component fields. We calculate the cosmological solutions of double field theory with vanishing Kalb-Ramond field. It turns out that double field theory provides a more consistent way to construct cosmological solutions than the standard string cosmology. We construct solutions for vanishing and non-vanishing symmetry preserving dilaton potentials. The solutions assemble the pre- and post-big bang evolutions in one single line element. Our results show a smooth evolution from an anisotropic early stage to an isotropic phase without any special initial conditions in contrast to previous models. In addition, we demonstrate that the contraction of the dual space automatically leads to both an inflation phase and a decelerated expansion of the ordinary space during different evolution stages.

    A new scheme for a double-slit experiment in the time domain is presented. Phase-stabilized few-cycle laser pulses open one to two windows (slits) of attosecond duration for photoionization. Fringes in the angle-resolved energy spectrum of varying visibility depending on the degree of which-way information are measured. A situation in which one and the same electron encounters a single and a double slit at the same time is observed. The investigation of the fringes makes possible interferometry on the attosecond time scale. From the number of visible fringes, for example, one derives that the slits are extended over about 500 as.

    The installation of a double-hulled structure or equivalent alteration for oil tankers was adopted by IMO (International Maritime Organization) in 1992. There is, however, few practical information on what is the minimum size of a double hull to prevent an oil leak or how the size of a double hull affects the collision strength. To give such information, the effects on the dimensions of the double-hulled structure on the collision strength were investigated quantitatively by means of an analytical method developed by the authors. The effects of the side shell plate thickness, transverse webs thickness, the size of longitudinal stiffeners, the size of transverse web stiffener and the depth of a double-hulled tanker were examined.

  13. Minimal Doubling and Point Splitting

    Minimally-doubled chiral fermions have the unusual property of a single local field creating two fermionic species. Spreading the field over hypercubes allows construction of combinations that isolate specific modes. Combining these fields into bilinears produces meson fields of specific quantum numbers. Minimally-doubled fermion actions present the possibility of fast simulations while maintaining one exact chiral symmetry. They do, however, introduce some peculiar aspects. An explicit breaking of hyper-cubic symmetry allows additional counter-terms to appear in the renormalization. While a single field creates two different species, spreading this field over nearby sites allows isolation of specific states and the construction of physical meson operators. Finally, lattice artifacts break isospin and give two of the three pseudoscalar mesons an additional contribution to their mass. Depending on the sign of this mass splitting, one can either have a traditional Goldstone pseudoscalar meson or a parity breaking Aoki-like phase.

    The accurate and efficient description of strongly correlated systems remains an important challenge for computational methods. Doubly occupied configuration interaction (DOCI), in which all electrons are paired and no correlations which break these pairs are permitted, can in many cases provide an accurate account of strong correlations, albeit at combinatorial computational cost. Recently, there has been significant interest in a method we refer to as pair coupled cluster doubles (pCCD), a variant of coupled cluster doubles in which the electrons are paired. This is simply because pCCD provides energies nearly identical to those of DOCI, but at mean-field computational cost (disregarding the cost of the two-electron integral transformation). Here, we introduce the more complete pair extended coupled cluster doubles (pECCD) approach which, like pCCD, has mean-field cost and reproduces DOCI energetically. We show that unlike pCCD, pECCD also reproduces the DOCI wave function with high accuracy. Moreover, pECCD yields sensible albeit inexact results even for attractive interactions where pCCD breaks down.

    The motivation behind implementing a booster double harmonic include the reduced transverse space charge force from a reduced peak beam current and reduced momentum spread of the beam, both of which can be achieved from flattening the RF bucket. RF capture and acceleration of polarized protons (PP) is first set up in the single harmonic mode with RF harmonic h=1. Once capture and acceleration have been set up in the single harmonic mode, the second harmonic system is brought on and programmed to operate in concert with the single harmonic system.

    Applications of perturbative QCD to deeply virtual Compton scattering and hard exclusive meson electroproduction processes require a generalization of usual parton distributions for the case when long-distance information is accumulated in nonforward matrix elements < p{prime} {vert_bar}O(0,z){vert_bar}p > of quark and gluon light-cone operators. In their previous papers the authors used two types of nonperturbative functions parameterizing such matrix elements: double distributions F(x,y;t) and nonforward distribution functions F{sub {zeta}}(X;t). Here they discuss in more detail the double distributions (DD's) and evolution equations which they satisfy. They propose simple models for F(x,y;t=0) DD's with correct spectral and symmetry properties which also satisfy the reduction relations connecting them to the usual parton densities f(x). In this way, they obtain self-consistent models for the {zeta}-dependence of nonforward distributions. They show that, for small {zeta}, one can easily obtain nonforward distributions (in the X > {zeta} region) from the parton densities: F{sub {zeta}} (X;t=0) {approx} f(X{minus}{zeta}/2).

    In this study, an improvement in energy conversion efficiency has been reported, which is realized by using a double-clamped piezoelectric beam, based on uniaxial stretching strain. The buckling mechanism is applied to maximize axial stress in the double-clamped beam. The voltage generated by using the double-clamped piezoelectric beam is higher than that generated by using other conventional structures, such as bending cantilevers coated/sandwiched with piezoelectric film, which is proven both theoretically and experimentally. The power generation efficiency is enhanced by further optimizing the double-clamped structure. The optimized high-efficiency energy harvester utilizing double-clamped piezoelectric beams generates a peak output power of 80 μW, under an acceleration of 0.1g.

  1. Inner-shell and double ionization potentials of aminophenol isomers.

    A comprehensive study of single and double core ionization potentials of the aminophenol molecule is reported. The role of relaxation, correlation, relativistic, and basis set effects in these potentials is clarified. Special attention is paid to the isomer dependence of the single and double core ionization potentials. Some of them are also compared with the respective values of the phenol and aniline molecules. It is shown that the core level single ionization potentials of the para-, meta-, and ortho-aminophenol molecules differ only slightly from each other, rendering these structural isomers challenging to distinguish for conventional x-ray photoelectron spectroscopy. In contrast, the energy needed to remove two core electrons from different atoms depends noticeably on the mutual arrangement and even on the relative orientations of the hydroxyl and amine groups. Together with the electrostatic repulsion between the two core holes, relaxation effects accompanying double core ionization play a crucial role here. The pronounced sensitivity of the double ionization potentials, therefore, enables a spectroscopic characterization of the electronic structure of aminophenol isomers by means of x-ray two-photon photoelectron spectroscopy.

    Single electron localization and tunneling in double quantum dots (DQD) and rings (DQR) and in particular the localized-delocalized states and their spectral distributions are considered in dependence on the geometry of the DQDs (DQRs). The effect of violation of symmetry of DQDs geometry on the tunneling is studied in details. The cases of regular and chaotic geometries are considered. It will be shown that a small violation of symmetry drastically affects localization of electron and that anti-crossing of the levels is the mechanism of tunneling between the localized and delocalized states in DQRs.

    Jet mixer pumps are currently the baseline technology for sludge mobilization and mixing in one-million gallon double-shell tanks at the Hanford and Savannah River Sites. Improvements to the baseline jet mixer pump technology are sought because jet mixer pumps have moving parts that may fail or require maintenance. Moreover, jet mixers are relatively expensive, they heat the waste, and, in some cases, may not mobilize enough of the sludge. This report documents a thorough literature search for commercially available applicable mixing technologies that could be used for double-shell tank sludge mobilization and mixing. Textbooks, research articles, conference proceedings, mixing experts, and the Thomas Register were consulted to identify applicable technologies. While there are many commercial methods that could be used to mobilize sludge or mix the contents of a one-million gallon tank, few will work given the geometrical constraints (e.g., the mixer must fit through a 1.07-m-diameter riser) or the tank waste properties (e.g., the sludge has such a high yield stress that it generally does not flow under its own weight). Pulsed fluid jets and submersible Flygt mixers have already been identified at Hanford and Savannah River Sites for double-shell tank mixing applications. While these mixing technologies may not be applicable for double-shell tanks that have a thick sludge layer at the bottom (since too many of these mixers would need to be installed to mobilize most of the sludge), they may have applications in tanks that do not have a settled solids layer. Retrieval projects at Hanford and other U.S. Department of Energy sites are currently evaluating the effectiveness of these mixing techniques for tank waste applications. The literature search did not reveal any previously unknown technologies that should be considered for sludge mobilization and mixing in one-million gallon double-shell tanks.

    Double walled or double containment piping is considered for use in the ITER international project and other next-generation fusion device designs to provide an extra barrier for tritium gas and other radioactive materials. The extra barrier improves confinement of these materials and enhances safety of the facility. This paper describes some of the design challenges in designing double containment piping systems. There is also a brief review of a few operating experiences of double walled piping used with hazardous chemicals in different industries. This paper recommends approaches for the reliability analyst to use to quantify leakage from a double containment piping system in conceptual and more advanced designs. The paper also cites quantitative data that can be used to support such reliability analyses.

    We present time-resolved measurements that demonstrate that large amplitude electrostatic instabilities appear in pulsed, expanding helicon plasmas at the same time as particularly strong double layers appear in the expansion region. A significant cross-correlation between the electrostatic fluctuations and fluctuations in the number of ions accelerated by the double layer electric field is observed. No correlation is observed between the electrostatic fluctuations and ions that have not passed through the double layer. These measurements confirm that the simultaneous appearance of the electrostatic fluctuations and the double layer is not simple coincidence. In fact, the accelerated ion population is responsible for the growth of the instability. The double layer strength, and therefore, the velocity of the accelerated ions, is limited by the appearance of the electrostatic instability.

    We have investigated the origin of superstructure peaks as observed by X-ray diffraction of multiferroic Bi(Fe{sub 0.5}Cr{sub 0.5})O{sub 3} thin films grown by pulsed laser deposition on single crystal SrTiO{sub 3} substrates. The photon energy dependence of the contrast between the atomic scattering factors of Fe and Cr is used to rule out a chemically ordered double perovskite Bi{sub 2}FeCrO{sub 6} (BFCO). Structural calculations suggest that the experimentally observed superstructure occurs due to unequal cation displacements along the pseudo-cubic [111] direction that mimic the unit cell of the chemically ordered compound. This result helps to clarify discrepancies in the correlations of structural and magnetic order reported for Bi{sub 2}FeCrO{sub 6}. The observation of a superstructure in itself is not a sufficient proof of chemical order in double perovskites.

    This invention relates to an improvement in a conventional double-disc gate valve having a vertically movable gate assembly including a wedge, spreaders slidably engaged therewtih, a valve disc carried by the spreaders. When the gate assembly is lowered to a selected point in the valve casing, the valve discs are moved transversely outward to close inlet and outlet ports in the casing. The valve includes hold-down means for guiding the disc-and-spreader assemblies as they are moved transversely outward and inward. If such valves are operated at relatively high differential pressures, they sometimes jam during opening. Such jamming has been a problem for many years in gate valves used in gaseous diffusion plants for the separtion of uranium isotopes. The invention is based on the finding that the above-mentioned jamming results when the outlet disc tilts about its horizontal axis in a certain way during opening of the valve. In accordance with the invention, tilting of the outlet disc is maintained at a tolerable value by providing the disc with a rigid downwardly extending member and by providing the casing with a stop for limiting inward arcuate movement of the member to a preselected value during opening of the valve.

  16. Combustion characteristics of pulverized coal and air/gas premixed flame in a double swirl combustor

    An experimental work was performed to investigate the co-firing of pulverized coal and premixed gas/air streams in a double swirl combustor. The results showed that the NOx emissions are affected by the relative rates of thermal NOx formation and destruction via the pyrolysis of the fuel-N species in high temperature fuel-rich zones. Various burner designs were tested in order to vary the temperature history and the residence time across both coal and gas flames inside the furnace. It was found that by injecting the coal with a gas/air mixture as a combined central jet surrounded by a swirled air stream, a double flame envelope develops with high temperature fuel-rich conditions in between the two reaction zones such that the pyrolysis reactions to N{sub 2} are accelerated. A further reduction in the minimum NOx emissions, as well as in the minimum CO concentrations, was reported for the case where the coal particles are fed with the gas/air mixture in the region between the two swirled air streams. On the other hand, allocating the gas/air mixture around the swirled air-coal combustion zone provides an earlier contact with air and retards the NOx reduction mechanism in such a way that the elevated temperatures around the coal particles allow higher overall NOx emissions. The downstream impingement of opposing air jets was found more efficient than the impinging of particle non-laden premixed flames for effective NOx reduction. In both cases, there is an upstream flow from the stagnation region to the coal primary combustion region, but with the case of air impingement, the hot fuel-rich zone develops earlier. The optimum configuration was found by impinging all jets of air and coal-gas/air mixtures that pronounced minimum NOx and CO concentrations of 310 and 480ppm, respectively.

    Sensitivity analyses were performed for fall-back positions (i.e., management actions) to accommodate potential off-normal and programmatic change events overlaid on the waste volume projections and their uncertainties. These sensitivity analyses allowed determining and ranking tank system high-risk parameters and fall- back positions that will accommodate the respective impacts. This quantification of tank system impacts shows periods where tank capacity is sensitive to certain variables that must be carefully managed and/or evaluated. Identifying these sensitive variables and quantifying their impact will allow decision makers to prepare fall-back positions and focus available resources on the highest impact parameters where technical data are needed to reduce waste projection uncertainties. For noncomplexed waste, the period of capacity vulnerability occurs during the years of single-shell tank (SST) retrieval (after approximately 2009) due to the sensitivity to several variables. Ranked by importance these variables include the pretreatment rate and 200-East SST solids transfer volume. For complexed waste, the period of capacity vulnerability occurs during the period after approximately 2005 due to the sensitivity to several variables. Ranked by importance these variables include the pretreatment rate. 200-East SST solids transfer volume. complexed waste reduction factor using evaporation, and 200-west saltwell liquid porosity.

    Double-decker pulse radiolysis (DDPR), which utilizes double-decker electron beams, was investigated to develop a new pulse radiolysis with a high time resolution. The double-decker electron beams were generated by injecting two UV pulses into a photocathode radio-frequency gun. In the pulse radiolysis, one electron beam was used as a pump beam, and the other was converted to a probe pulse. Finally, as its first application, the DDPR was successfully used for observing solvated electrons in water, with a 10%-90% rise time of 8.6 ps.

    We report the discovery of a pair of megaparsec size radio lobes of extremely steep spectrum straddling the well-known classical double radio source 3C452. The existence of such fossil lobes was unexpected since for the past several decades this powerful radio galaxy has been regarded as a textbook example of an edge-brightened double radio source of Fanaroff-Riley type II (FR II), which we now show to be a bona fide ''double-double'' radio galaxy (DDRG). Thus, 3C452 presents a uniquely robust example of recurrent nuclear activity in which the restarted jets are expanding non-relativistically within the relic synchrotron plasma from an earlier active phase and hence the inner double fed by them has evolved into a perfectly normal FR II radio source. This situation contrasts markedly with the strikingly narrow inner doubles observed in a few other DDRGs that have been interpreted in terms of compression of the synchrotron plasma of the relic outer lobes at the relativistic bow-shocks driven by the near ballistic propagation of the two inner jets through the relic plasma. A key ramification of this finding is that it cautions against the currently widespread use of FR II classical double radio sources for testing cosmological models and unification schemes for active galactic nuclei.

    Under the Public Utilities Act of 1965, utilities in North Carolina are regulated by the State's Utility Commission. The Commission consists of seven members who are appointed by the governor, subject to confirmation by the General Assembly sitting in joint session. The Commissioners serve eight year terms and the governor designates one of the commissioners as chairman. The Commission has an office of the executive director, who is appointed to a six year term by the governor subject to confirmaion by the General Assembly. The executive director heads the Commission's public staff. The public staff's duties include reviewing, investigating, and making recommendations on utility rates and services and intervention on behalf of the public in proceedings affecting consumer rates and generating plant certification. The Commission has the same power to regulate the operation of privately-owned public utilities within municipalities as it has to control those ouside. The only power over privately-owned utilities reserved to the municipalities is the power to grant franchises. A municipality may maintain its own utility systems, and such systems are not subject to the control and jurisdiction of the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    We report conductance and supercurrent measurements for InAs single and parallel double quantum dot Josephson junctions contacted with Nb or NbTiN superconducting electrodes. Large superconducting gap energy, high critical field, and large switching current are observed, all reflecting the features of Nb-based electrodes. For the parallel double dots, we observe an enhanced supercurrent when both dots are on resonance, which may reflect split Cooper pair tunneling.

    The structure and properties of the electrical double layer in ionic liquids is of interest in a wide range of areas including energy storage, catalysis, lubrication, and many more. Theories describing the electrical double layer for ionic liquids have been proposed, however a full molecular level description of the double layer is lacking. To date, studies have been predominantly focused on ion distributions normal to the surface, however the 3D nature of the electrical double layer in ionic liquids requires a full picture of the double layer structure not only normal to the surface, but also in plane. Here we utilize 3D force mapping to probe the in plane structure of an ionic liquid at a graphite interface and report the direct observation of the structure and properties of topological defects. The observation of ion layering at structural defects such as step-edges, reinforced by molecular dynamics simulations, defines the spatial resolution of the method. Observation of defects allows for the establishment of the universality of ionic liquid behavior vs. separation from the carbon surface and to map internal defect structure. In conclusion, these studies offer a universal pathway for probing the internal structure of topological defects in soft condensed matter on the nanometer level in three dimensions.

    The ability to make rapid and accurate predictions on bandgaps of double perovskites is of much practical interest for a range of applications. While quantum mechanical computations for high-fidelity bandgaps are enormously computation-time intensive and thus impractical in high throughput studies, informatics-based statistical learning approaches can be a promising alternative. Here we demonstrate a systematic feature-engineering approach and a robust learning framework for efficient and accurate predictions of electronic bandgaps of double perovskites. After evaluating a set of more than 1.2 million features, we identify lowest occupied Kohn-Sham levels and elemental electronegativities of the constituent atomic species as the mostmore » crucial and relevant predictors. As a result, the developed models are validated and tested using the best practices of data science and further analyzed to rationalize their prediction performance.« less

    Analysis of synthetic data was performed to determine the most cost-effective tomographic monitoring system for a geologic carbon sequestration injection site. Double-difference tomographic inversion was performed on 125 synthetic data sets: five stages of CO2 plume growth, five seismic event regions, and five geophone arrays. Each resulting velocity model was compared quantitatively to its respective synthetic velocity model to determine an accuracy value. The results were examined to determine a relationship between cost and accuracy in monitoring, verification, and accounting applications using double-difference tomography. The geophone arrays with widely-varying geophone locations, both laterally and vertically, performed best. Additionally, double difference seismic tomography was performed using travel time data from a carbon sequestration site at the Aneth oil field in southeast Utah as part of a Department of Energy initiative on monitoring, verification, and accounting (MVA) of sequestered CO2. A total of 1,211 seismic events were recorded from a borehole array consisting of 22 geophones. Artificial velocity models were created to determine the ease with which different CO2 plume locations and sizes can be detected. Most likely because of the poor geophone arrangement, a low velocity zone in the Desert Creek reservoir can only be detected when regions of test site containing the highest ray path coverage are considered. MVA accuracy and precision may be improved through the use of a receiver array that provides more comprehensive ray path coverage.

    We report on the numerical simulation of the double-slit experiment, where the initial wave packet is bounded inside a billiard domain with perfectly reflecting walls. If the shape of the billiard is such that the classical ray dynamics is regular, we obtain interference fringes whose visibility can be controlled by changing the parameters of the initial state. However, if we modify the shape of the billiard thus rendering classical (ray) dynamics fully chaotic, the interference fringes disappear and the intensity on the screen becomes the (classical) sum of intensities for the two corresponding one-slit experiments. Thus we show a clear and fundamental example in which transition to chaotic motion in a deterministic classical system, in absence of any external noise, leads to a profound modification in the quantum behavior.

    We present new radial velocities and photometry of the short-period Algol TT Herculis. Previous attempts to model the light curves of the system have met with limited success, primarily because of the lack of a reliable mass ratio. Our spectroscopic observations are the first to result in radial velocities for the secondary star, and thus provide a spectroscopic mass ratio. Simultaneous analysis of the radial velocities and new photometry shows that the system is a double contact binary, with a rapidly rotating primary that fills its limiting lobe.

There is a deep connection between this decay and the phenomenon of neutrino masses. In particular, we will discuss the relation between 0{nu}{beta}{beta} and Majorana neutrino masses provided by the so-called Schechter-Valle theorem in a quantitative way.     The NEMO 3 experiment searches for neutrinoless double beta decay and makes precision measurements of two-neutrino double beta decay in seven isotopes. The latest two-neutrino half-life results are presented, together with the limits on neutrinoless half-lives and the corresponding effective Majorana neutrino masses. Also given are the limits obtained on neutrinoless double beta decay mediated by R{sub p}-violating SUSY, right-hand currents and different Majoron emission modes.

    A numerical investigation of the double-arcing phenomenon in a cutting arc torch is reported. The dynamics of the double-arcing were simulated by using a two-dimensional model of the gas breakdown development in the space-charge layer contiguous to the nozzle of a cutting arc torch operated with oxygen. The kinetic scheme includes ionization of heavy particles by electron impact, electron attachment, electron detachment, electronion recombination, and ionion recombination. Complementary measurements during double-arcing phenomena were also conducted. A marked rise of the nozzle voltage was found. The numerical results showed that the dynamics of a cathode spot at the exit of the nozzle inner surface play a key role in the raising of the nozzle voltage, which in turn allows more electrons to return to the wall at the nozzle inlet. The return flow of electrons thus closes the current loop of the double-arcing. The increase in the (floating) nozzle voltage is due to the fact that the increased electron emission at the spot is mainly compensated by the displacement current (the ions do not play a relevant role due to its low-mobility) until that the stationary state is achieved and the electron return flow fully-compensates the electron emission at the spot. A fairly good agreement was found between the model and the experiment for a spot emission current growth rate of the order of 7??10{sup 4}?A/s.

    We explore the influence of the deformation on the nuclear matrix elements of the neutrinoless double beta decay (NME), concluding that the difference in deformation -or more generally on the amount of quadrupole correlations- between parent and grand daughter nuclei quenchs strongly the decay. We discuss how varies the nuclear matrix element of {sup 76}Ge decay when the wave functions of the two nuclei involved in the transition are constrained to reproduce the experimental occupancies. In the Interacting Shell Model description the value of the NME is enhanced about 15% compared to previous calculations, whereas in the QRPA the NME's are reduced by 20%-30%, thus, the discrepancies between both approaches diminish.

  13. Chemical Species in the Vapor Phase of Hanford Double-Shell Tanks: Potential Impacts on Waste Tank Corrosion Processes

    The presence of corrosive and inhibiting chemicals on the tank walls in the vapor space, arising from the waste supernatant, dictate the type and degree of corrosion that occurs there. An understanding of how waste chemicals are transported to the walls and the affect on vapor species from changing supernatant chemistry (e.g., pH, etc.), are basic to the evaluation of risks and impacts of waste changes on vapor space corrosion (VSC). In order to address these issues the expert panel workshop on double-shell tank (DST) vapor space corrosion testing (RPP-RPT-31129) participants made several recommendations on the future data and modeling needs in the area of DST corrosion. In particular, the drying of vapor phase condensates or supernatants can form salt or other deposits at the carbon steel interface resulting in a chemical composition at the near surface substantially different from that observed directly in the condensates or the supernatants. As a result, over the past three years chemical modeling and experimental studies have been performed on DST supernatants and condensates to predict the changes in chemical composition that might occur as condensates or supernatants equilibrate with the vapor space species and dry at the carbon steel surface. The experimental studies included research on both the chemical changes that occurred as the supernatants dried as well as research on how these chemical changes impact the corrosion of tank steels. The chemical modeling and associated experimental studies were performed at the Pacific Northwest National Laboratory (PNNL) and the research on tank steel corrosion at the Savannah River National Laboratory (SRNL). This report presents a summary of the research conducted at PNNL with special emphasis on the most recent studies conducted in FY10. An overall summary of the project results as well as their broader implications for vapor space corrosion of the DSTs is given at the end of this report.

    For many years, oil tankers had been designed and constructed based on the single hull concept. However, new regulations which require ``Double Hulls`` in new oil tankers was enacted by the International Maritime Organization (IMO) in 1993. Conventional double hull tankers are designed to have the double hull spaces at the sides and bottoms which are normally used as ballast water tanks in order to reduce oil leakage in case of collision or grounding. Some critics, however, have pointed out various problems with the conventional double hull VLCC, such as difficulties in inspection and coating maintenance of the double hull spaces, higher hull girder still water bending moment, etc. In order to eliminate these potential problems, the authors have proposed a new design concept for double hull tankers. In this concept, the double hull spaces are designed as dry void spaces and the ballast water tanks are arranged in the same style as the single hull design. This paper presents a more detailed study and evaluation of this new concept, concerning the hull structural design, oil outflow probability and economic evaluation in comparison with conventional double hull tanker designs. The authors also show the advantages of this new concept which are beneficial to owners and operators.

    Since this report was originally issued in 2001, several options proposed for increasing double-shell tank (DST) storage space were implemented or are in the process of implementation. Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). This report reevaluates options from Rev. 0 and includes evaluations of new options for alleviating projected restrictions on SST waste retrieval beginning in 2018 because of the lack of DST storage space.

  1. Interstellar scintillation of the double pulsar J0737–3039

    We report a series of observations of the interstellar scintillation (ISS) of the double pulsar J0737–3039 over the course of 18 months. As in earlier work, the basic phenomenon is the variation in the ISS caused by the changing transverse velocities of each pulsar, the ionized interstellar medium (IISM), and the Earth. The transverse velocity of the binary system can be determined both by very long baseline interferometry and timing observations. The orbital velocity and inclination is almost completely determined from timing observations, but the direction of the orbital angular momentum is not known. Since the Earth's velocity is known, and can be compared with the orbital velocity by its effect on the timescale of the ISS, we can determine the orientation Ω of the pulsar orbit with respect to equatorial coordinates (Ω = 65 ± 2°). We also resolve the ambiguity (i = 88.°7 or 91.°3) in the inclination of the orbit deduced from the measured Shapiro delay by our estimate i = 88.°1 ± 0.°5. This relies on the analysis of the ISS over both frequency and time, and provides a model for the location, anisotropy, turbulence level, and transverse phase gradient of the IISM. We find that the IISM can be well-modeled during each observation, typically of a few orbital periods, but its turbulence level and mean velocity vary significantly over the 18 months.

  2. Restoration of Secondary Containment in Double Shell Tank (DST) Pits

    Cracks found in many of the double-shell tank (DST) pump and valve pits bring into question the ability of the pits to provide secondary containment and remain in compliance with State and Federal regulations. This study was commissioned to identify viable options for maintain/restoring secondary containment capability in these pits. The basis for this study is the decision analysis process which identifies the requirements to be met and the desired goals (decision criteria) that each option will be weighed against. A facilitated workshop was convened with individuals knowledgeable of Tank Farms Operations, engineering practices, and safety/environmental requirements. The outcome of this workshop was the validation or identification of the critical requirements, definition of the current problem, identification and weighting of the desired goals, baselining of the current repair methods, and identification of potential alternate solutions. The workshop was followed up with further investigations into the potential solutions that were identified in the workshop and through other efforts. These solutions are identified in the body of this report. Each of the potential solutions were screened against the list of requirements and only those meeting the requirements were considered viable options. To expand the field of viable options, hybrid concepts that combine the strongest features of different individual approaches were also examined. Several were identified. The decision analysis process then ranked each of the viable options against the weighted decision criteria, which resulted in a recommended solution. The recommended approach is based upon installing a sprayed on coating system.

  3. MAJORANA Neutrinoless Double-Beta Decay DUSEL R&D

    The Majorana research and development is addressing key issues and risks related to the collaboration's goal of undertaking a search for neutrinoless double-beta decay (0{nu}{beta}{beta}) in {sup 76}Ge using an array of hyper-pure Ge-diodes (HPGe). The observation of this decay would provide critical insight into our understanding of neutrinos, yielding definitive evidence that neutrinos are Majorana particles and providing information on the absolute mass of neutrinos. Achieving sensitivities to 0{nu}{beta}{beta} decay half-lives on the order of 10{sup 26} years requires ultra-low backgrounds in the 2039 keV region where a 0{nu}{beta}{beta} decay peak would be observed. The goal of our R&D program has been to demonstrate the feasibility of all components of Majorana and to provide an integrated evaluation framework, allowing for optimization of these components in terms of background, background suppression, and signal detection efficiency and acceptance. This report covers work carried out by Majorana collaboration members at the University of Washington as part of the overall Majorana collaboration activities. Specifically the Majorana group at the University of Washington was involved in moving forward on demonstrating technology for clean large-scale cryostats and mounting the HPGe crystals in low-mass holders. The UW activities included assistance in the procurement and assembly of an electroforming system for large size cryostats, and design and fabrication of prototype crystal mounting hardware.

  4. Bias-dependent molecular-level structure of electrical double layer in ionic liquid on graphite

    Bias-dependent structure of electrochemical double layers at liquid-solid interfaces underpin a multitude of phenomena in virtually all areas of scientific enquiry ranging from energy storage and conversion systems, biology, to geophysics and geochemistry. Here we report the bias-evolution of the electric double layer structure of an ionic liquid on highly ordered pyrolytic graphite as a model system for carbon-based electrodes for electrochemical supercapacitors measured by atomic force microscopy. Matching the observed structures to molecular dynamics simulations allows us to resolve steric effects due to cation and anion layers. We observe reconfiguration under applied bias and the orientational transitions in the Stern layer. The synergy between molecular dynamics simulation and experiment provides a comprehensive picture of structural phenomena and long- and short range interactions. This insight will improve understanding of the mechanism of charge storage in electrochemical capacitors on a molecular level which can be used to enhance their electrochemical performance.

    We report the observation of Raman-Ramsey fringes using a double lambda scheme creating coherent population trapping in an atomic ensemble combined with pulsed optical radiations. The observation was made in a Cs vapor mixed with N{sub 2} buffer gas in a closed cell. The double lambda scheme is created with lin perpendicular lin polarized laser beams leading to higher contrast than the usual simple lambda scheme. The pulsed trapping technique leads to narrow fringe widths scaling as 1/(2T) with high contrasts which are no longer limited by the saturation effect. This technique operates in a different way from the classical Ramsey sequence: the signal is done by applying a long trapping pulse to prepare the atomic state superposition, and fringe detection is accomplished by optical transmission during a short second trapping pulse without any perturbation of the dark state.

  6. Six Thousand Electrochemical Cycles of Double-Walled Silicon Nanotube Anodes for Lithium Ion Batteries

    Despite remarkable progress, lithium ion batteries still need higher energy density and better cycle life for consumer electronics, electric drive vehicles and large-scale renewable energy storage applications. Silicon has recently been explored as a promising anode material for high energy batteries; however, attaining long cycle life remains a significant challenge due to materials pulverization during cycling and an unstable solid-electrolyte interphase. Here, we report double-walled silicon nanotube electrodes that can cycle over 6000 times while retaining more than 85% of the initial capacity. This excellent performance is due to the unique double-walled structure in which the outer silicon oxide wall confines the inner silicon wall to expand only inward during lithiation, resulting in a stable solid-electrolyte interphase. This structural concept is general and could be extended to other battery materials that undergo large volume changes.

    We investigate the creation of double K-shell holes in N{sub 2} molecules via sequential absorption of two photons on a time scale shorter than the core-hole lifetime by using intense x-ray pulses from the Linac Coherent Light Source free electron laser. The production and decay of these states is characterized by photoelectron spectroscopy and Auger electron spectroscopy. In molecules, two types of double core holes are expected, the first with two core holes on the same N atom, and the second with one core hole on each N atom. We report the first direct observations of the former type of core hole in a molecule, in good agreement with theory, and provide an experimental upper bound for the relative contribution of the latter type.

    This invention provides an A.C., cyclic, current-controlled, phase retardation plate that uses a magnetic clamp to produce stress birefringence. It was developed for an Isotope-Zeeman Atomic Absorption Spectrometer that uses polarization modulation to effect automatic background correction in atomic absorption trace-element measurements. To this end, the phase retardation plate of the invention is a variable thickness, photoelastic, double-refracting plate that is alternately stressed and released by the magnetic clamp selectively to modulate specific components selected from the group consisting of circularly and plane polarized Zeeman components that are produced in a dc magnetic field so that they correspond respectively to Zeeman reference and transmission-probe absorption components. The polarization modulation changes the phase of these polarized Zeeman components, designated as .sigma. reference and .pi. absorption components, so that every half cycle the components change from a transmission mode to a mode in which the .pi. component is blocked and the .sigma. components are transmitted. Thus, the Zeeman absorption component, which corresponds in amplitude to the amount of the trace element to be measured in a sample, is alternately transmitted and blocked by a linear polarizer, while the circularly polarized reference components are continuously transmitted thereby. The result is a sinusoidally varying output light amplitude whose average corresponds to the amount of the trace element present in the sample.

  10. Coronal electron confinement by double layers

    In observations of flare-heated electrons in the solar corona, a longstanding problem is the unexplained prolonged lifetime of the electrons compared to their transit time across the source. This suggests confinement. Recent particle-in-cell (PIC) simulations, which explored the transport of pre-accelerated hot electrons through ambient cold plasma, showed that the formation of a highly localized electrostatic potential drop, in the form of a double layer (DL), significantly inhibited the transport of hot electrons. The effectiveness of confinement by a DL is linked to the strength of the DL as defined by its potential drop. In this work, we investigate the scaling of the DL strength with the hot electron temperature by PIC simulations and find a linear scaling. We demonstrate that the strength is limited by the formation of parallel shocks. Based on this, we analytically determine the maximum DL strength, and also find a linear scaling with the hot electron temperature. The DL strength obtained from the analytic calculation is comparable to that from the simulations. At the maximum strength, the DL is capable of confining a significant fraction of hot electrons in the source.

  11. Double-duct liquid metal magnetohydrodynamic engine

    An internal combustion, liquid metal (LM) magnetohydrodynamic (MHD) engine and an alternating current (AC) magnetohydrodynamic generator, are used in combination to provide useful AC electric energy output. The engine design has four pistons and a double duct configuration, with each duct containing sodium potassium liquid metal confined between free pistons located at either end of the duct. The liquid metal is forced to flow back and forth in the duct by the movement of the pistons, which are alternatively driven by an internal combustion process. In the MHD generator, the two LM-MHD ducts pass in close proximity through a Hartmann duct with output transformer. AC power is produced by operating the engine with the liquid metal in the two generator ducts always flowing in counter directions. The amount of liquid metal maintained in the ducts may be varied. This provides a variable stroke length for the pistons. The engine/generator provides variable AC power at variable frequencies that correspond to the power demands of the vehicular propulsion. Also the engine should maintain nearly constant efficiency throughout the range of power usage. Automobiles and trucks could be powered by the invention, with no transmission or power converter devices being required.

The engine design has-four pistons and a double duct configuration, with each duct containing sodium potassium liquid metal confined between free pistons located at either end of the duct. The liquid metal is forced to flow back and forth in the duct by the movement of the pistons, which are alternatively driven by an internal combustion process. In the MHD generator, the two LM-MHD ducts pass in close proximity through a Hartmann duct with output transformer. AC power is produced by operating the engine with the liquid metal in the two generator ducts always flowing in counter directions. The amount of liquid metal maintained in the ducts may be varied. This provides a variable stroke length for the pistons. The engine/generator provides variable AC power at variable frequencies that correspond to the power demands of the vehicular propulsion. Also the engine should maintain nearly constant efficiency throughout the range of power usage. Automobiles and trucks could be powered by the invention, with no transmission or power converter devices being required.

    It is well known that neutrinoless double decay is going to play a crucial role in settling the neutrino properties, which cannot be extracted from the neutrino oscillation data. It is, in particular, expected to settle the absolute scale of neutrino mass and determine whether the neutrinos are Majorana particles, i.e. they coincide with their own antiparticles. In order to extract the average neutrino mass from the data, one must be able to estimate the contribution of all possible high mass intermediate particles. The latter, which occur in practically all extensions of the standard model, can, in principle, be differentiated from the usual mass term, if data from various targets are available. One, however, must first be able to reliably calculate the corresponding nuclear matrix elements. Such calculations are extremely difficult since the effective transition operators are very short ranged. For such operators processes like pionic contributions, which are usually negligible, turn out to be dominant. We study such an effect in a nonrelativistic quark model for the pion and the nucleon.

    Double pass counter flow solar air collector with porous material in the second air passage is one of the important and attractive design improvement that has been proposed to improve the thermal performance. This paper presents theoretical and experimental analysis of double pass solar air collector with and without porous material. A mathematical model has been developed based on volumetric heat transfer coefficient. Effects of various parameters on the thermal performance and pressure drop characteristics have been discussed. Comparison of results reveals that the thermal efficiency of double pass solar air collector with porous absorbing material is 20-25% and 30-35% higher than that of double pass solar air collector without porous absorbing material and single pass collector respectively.     The newly completed Fourth USNO CCD Astrographic Catalog (UCAC4) has proven to be a rich source of double star astrometry and photometry. Following initial comparisons of UCAC4 results against those obtained by speckle interferometry, the UCAC4 catalog was matched against known double stars in the Washington Double Star Catalog in order to provide additional differential astrometry and photometry for these pairs. Matches to 58,131 pairs yielded 61,895 astrometric and 68,935 photometric measurements. Finally, a search for possible new common proper motion (CPM) pairs was made using new UCAC4 proper motion data; this resulted in 4755 new potential CPM doubles (and an additional 27,718 astrometric and photometric measures from UCAC and other sources)

    Uniformly distributed single- and double-sided zinc oxide (ZnO) nanocomb structures have been prepared by a vapor-liquid-solid technique from a mixture of ZnO nanoparticles and graphene nanoplatelets. The ZnO seed nanoparticles were synthesized via a simple precipitation method. The structure of the ZnO nanocombs could easily be controlled by tuning the carrier-gas flow rate during growth. Higher flow rate resulted in the formation of uniformly-distributed single-sided comb structures with nanonail-shaped teeth, as a result of the self-catalysis effect of the catalytically active Zn-terminated polar (0001) surface. Lower gas flow rate was favorable for production of double-sided comb structures with the two sets of teeth at an angle of similar to 110 degrees to each other along the comb ribbon, which was attributed to the formation of a bicrystal nanocomb ribbon. The formation of such a double-sided structure with nanonail-shaped teeth has not previously been reported.

    Experimental cross sections and cross-section ratios reported in the literature for direct double ionization of the outer shells of helium, neon, and argon atoms resulting from bare ions ranging from protons to uranium and for antiprotons are analyzed in terms of a first- and second-order interference model originally proposed by McGuire [J. H. McGuire, Phys. Rev. Lett. 49, 1153 (1982)]. Empirical formulas for the various contributions to double ionization plus information about the phase difference between the first- and second-order mechanisms are extracted from the data. Projectile and target scalings are also extracted. Total cross sections and their ratios determinedmore » using these formulas and scalings are shown to be in very good agreement with experimental data for lower-Z projectiles and impact velocities larger than 1 a.u. For very-high-Z projectiles, the amount of double ionization is overestimated, probably due to saturation of probabilities that is not accounted for in scaling formulas.« less

    Interference effects between light and heavy Majorana neutrinos in the amplitude for no-neutrino double beta decay are discussed. The effects include an upper bound on the heavy neutrino mass, and an A dependence for the effective mass extracted from double beta decay. Thus the search for the no-neutrino decay mode should be pursued in several nuclei, and particularly in Ca/sup 48/, where the effective mass may be quite large.

    The enhancement of double Higgs boson production in the extensions of the Standard Model with extra isotriplets is studied. It is found that in see-saw type II model decays of new heavy Higgs can contribute to the double Higgs production cross section as much as Standard Model channels. In Georgi–Machacek model the cross section can be much larger since the custodial symmetry is preserved and the strongest limitation on triplet parameters is removed.

    The existing ways of accounting for deformation in recent calculations of neutrinoless double beta decay matrix elements are discussed. From an analysis of relevant experimental data it is argued that only {sup 150}Nd reveals convincing evidences of strong static deformation, which should eventually be taken into account in QRPA calculations. A proposal which allows in principle to measure the neutrino less double beta decay Fermi matrix element is briefly described.

    Here, we investigate the electronic structure, energetics of cation ordering, and effect of biaxial strain on double perovskite CsRbCaZnCl6 using first-principles calculations based on density functional theory. The two constituents (i.e., CsCaCl3 and RbZnCl3) forming the double perovskite exhibit a stark contrast. While CsCaCl3 is known to exist in a cubic perovskite structure and does not show any epitaxial strain induced phase transitions within an experimentally accessible range of compressive strains, RbZnCl3 is thermodynamically unstable in the perovskite phase and exhibits ultra-sensitive response at small epitaxial strains if constrained in the perovskite phase. We show that combining the two compositionsmore » in a double perovskite structure not only improves overall stability but also the strain-polarization coupling of the material. Our calculations predict a ground state with P4/nmm space group for the double perovskite, where A-site cations (i.e., Cs and Rb) are layer-ordered and B-site cations (i.e., Ca and Zn) prefer a rocksalt type ordering. The electronic structure and bandgap in this system are shown to be quite sensitive to the B-site cation ordering and is minimally affected by the ordering of A-site cations. We find that at experimentally accessible compressive strains CsRbCaZnCl6 can be phase transformed from its paraelectric ground state to an antiferroelectric state, where Zn atoms contribute predominantly to the polarization. Furthermore, both energy difference and activation barrier for a transformation between this antiferroelectric state and the corresponding ferroelectric configuration are predicted to be small. As a result, the computational approach presented here opens a new pathway towards a rational design of novel double perovskites with improved strain response and functionalities.« less

    An evacuated double wall tubing is shown together with a method for the manufacture of such tubing which includes providing a first pipe of predetermined larger diameter and a second pipe having an O.D. substantially smaller than the I.D. of the first pipe. An evacuation opening is then in the first pipe. The second pipe is inserted inside the first pipe with an annular space therebetween. The pipes are welded together at one end. A stretching tool is secured to the other end of the second pipe after welding. The second pipe is then prestressed mechanically with the stretching tool an amount sufficient to prevent substantial buckling of the second pipe under normal operating conditions of the double wall pipe. The other ends of the first pipe and the prestressed second pipe are welded together, preferably by explosion welding, without the introduction of mechanical spacers between the pipes. The annulus between the pipes is evacuated through the evacuation opening, and the evacuation opening is finally sealed. The first pipe is preferably of steel and the second pipe is preferably of titanium. The pipes may be of a size and wall thickness sufficient for the double wall pipe to be structurally load bearing or may be of a size and wall thickness insufficient for the double wall pipe to be structurally load bearing, and the double wall pipe positioned with a sliding fit inside a third pipe of a load-bearing size.

    Characteristics of an erbium-doped fiber amplifier pumped at 532 nm with a frequency doubled diode-pumped Nd:YAG laser are presented. A system gain of 31 dB and saturation power level of greater than 10 mW have been obtained, the highest reported so far using this pump source. The performance of the amplifier as an in-line repeater in a communication system has been evaluated over 260 km of step index single mode fiber.

    M&D Professional Services, Inc. (M&D) is under subcontract to Pacific Northwest National Laboratory (PNNL) to perform seismic analysis of the Hanford Site double-shell tanks (DSTs) in support of a project entitled ''Double-Shell Tank (DSV Integrity Project--DST Thermal and Seismic Analyses)''. The overall scope of the project is to complete an up-to-date comprehensive analysis of record of the DST system at Hanford in support of Tri-Party Agreement Milestone M-48-14, The work described herein was performed in support of the seismic analysis of the DSTs. The thermal and operating loads analysis of the DSTs is documented in Rinker et al. (2004). The work statement provided to M&D (PNNL 2003) required that the seismic analysis of the DSTs assess the impacts of potentially non-conservative assumptions in previous analyses and account for the additional soil mass due to the as-found soil density increase, the effects of material degradation, additional thermal profiles applied to the full structure including the soil-structure response with the footings, the non-rigid (low frequency) response of the tank roof, the asymmetric seismic-induced soil loading, the structural discontinuity between the concrete tank wall and the support footing and the sloshing of the tank waste. The seismic analysis considers the interaction of the tank with the surrounding soil and the effects of the primary tank contents. The DSTs and the surrounding soil are modeled as a system of finite elements. The depth and width of the soil incorporated into the analysis model are sufficient to obtain appropriately accurate analytical results. The analyses required to support the work statement differ from previous analysis of the DSTs in that the soil-structure interaction (SSI) model includes several (nonlinear) contact surfaces in the tank structure, and the contained waste must be modeled explicitly in order to capture the fluid-structure interaction behavior between the primary tank and contained

    The synthesis of Mg{sub 2}AlNO{sub 3} layered double hydroxide (LDH) nanosheets by coprecipitation using a T-type microchannel reactor is reported. Aqueous LDH nanosheet dispersions were obtained. The LDH nanosheets were characterized by X-ray diffraction, transmission electron microscopy, atomic force microscopy and particle size analysis, and the transmittance and viscosity of LDH nanosheet dispersions were examined. The two-dimensional LDH nanosheets consisted of 12 brucite-like layers and were stable for ca. 16 h at room temperature. In addition, the co-assembly between LDH nanosheets and dodecyl sulfate (DS) anions was carried out, and a DS intercalated LDH nanohybrid was obtained. To the best of our knowledge, this is the first report of LDH nanosheets being directly prepared in bulk aqueous solution.     The paper proposes a new model of ion confinement in ECRIS, which can be easily generalized to any magnetic configuration characterized by closed magnetic surfaces. Traditionally, ion confinement in B-min configurations is ascribed to a negative potential dip due to superhot electrons, adiabatically confined by the magneto-static field. However, kinetic simulations including RF heating affected by cavity modes structures indicate that high energy electrons populate just a thin slab overlapping the ECR layer, while their density drops down of more than one order of magnitude outside. Ions, instead, diffuse across the electron layer due to their high collisionality. This is the proper physical condition to establish a double-layer (DL) configuration which self-consistently originates a potential barrier; this barrier confines the ions inside the plasma core surrounded by the ECR surface. The paper will describe a simplified ion confinement model based on plasma density non-homogeneity and DL formation.

    The double-hull design for large vessels engaged in the transportation of oil at sea is not a new concept. The requirement for the future exclusive use of a double-hull configuration for all oil-carrying tank vessels trading in U.S. territorial waters is a result of the Oil Pollution Act of 1990. By design, the structural area of the double-hull tanker exposed to ballast water will be considerably increased compared to the single-hull tanker. The choice of protective coatings and their application methods are of vital importance of the integrity of the structure. Of equal importance will be provision for thorough inspection and a well-planned maintenance program throughout the vessel's service life. To assist in meeting these demands, certain physical features can be incorporated during construction to provide access to all parts of the hull structure.

    Use of a uranium double spike in analysis of environmental samples showed that a {sup 235}U enrichment of 1% ({sup 235}U/{sup 238}U = 0.00732) can be distinguished from natural ({sup 235}U/{sup 238}U = 0.00725). Experiments performed jointly at Los Alamos National Laboratory (LANL) and Oak Ridge National Laboratory (ORNL) used a carefully calibrated double spike of {sup 233}U and {sup 236}U to obtain much better precision than is possible using conventional analytical techniques. A variety of different sampling media (vegetation and swipes) showed that, provided sufficient care is exercised in choice of sample type, relative standard deviations of less than {+-} 0.5% can be routinely obtained. This ability, unavailable without use of the double spike, has enormous potential significance in the detection of undeclared nuclear facilities.

    A spin projected double-hybrid density functional theory is presented that accounts for different scaling of opposite and same spin terms in the second order correction. This method is applied to three dissociation reactions which in the unprojected formalism exhibit significant spin contamination with higher spin states. This gives rise to a distorted potential surface and can lead to poor geometries and energies. The projected method presented is shown to improve the description of the potential over unprojected double hybrid density functional theory. Comparison is made with the reference states of the two double hybrid functionals considered here (B2PLYP and mPW2PLYP) in which the projected potential surface is degraded by an imbalance in the description of dynamic and static correlation.

    We present a unique design and fabrication process for a lateral, gate-confined double quantum dot in an accumulation mode metal-oxide-semiconductor (MOS) structure coupled to an integrated microwave resonator. All electrostatic gates for the double quantum dot are contained in a single metal layer, and use of the MOS structure allows for control of the location of the two-dimensional electron gas via the location of the accumulation gates. Numerical simulations of the electrostatic confinement potential are performed along with an estimate of the coupling of the double quantum dot to the microwave resonator. Prototype devices are fabricated and characterized by transport measurements of electron confinement and reflectometry measurements of the microwave resonator.

    An apparatus and method to enhance the overall performance of mechanical seals in one of the following ways: by reducing seal face wear, by reducing the contact surface temperature, or by increasing the life span of mechanical seals. The apparatus is a mechanical seal (e.g., single mechanical seals, double mechanical seals, tandem mechanical seals, bellows, pusher mechanical seals, and all types of rotating and reciprocating machines) comprising a rotating ring and a double-tier mating ring. In a preferred embodiment, the double-tier mating ring comprises a first and a second stationary ring that together form an agitation-inducing, guided flow channel to allow for the removal of heat generated at the seal face of the mating ring by channeling a coolant entering the mating ring to a position adjacent to and in close proximity with the interior surface area of the seal face of the mating ring.

    Slides present the material under the following topics: Introduction (What is a double layer (DL)? Why is it important? Key unsolved problems); Theory -- time-independent solutions of 1D Vlasov--Poisson system; Particle-in-cell simulations (Current-driven DLs); and Electron acceleration by DL (Betatron acceleration). Key problems include the generation mechanism, stability, and electron acceleration. In summary, recent observations by Van Allen Probes show large number of DLs in the outer radiation belt, associated with enhanced flux of relativistic electrons. Simulations show that ion acoustic double layers can be generated by field-aligned currents. Thermal electrons can gain energy via betatron acceleration in a dipole magnetic field.

    The SPEAR3 accelerator upgrade opened up two 7.6m racetrack straights in the magnet lattice. In one of these straights, we recently added a magnetic chicane to separate two insertion device (ID) beam lines by 10mrad. A quadrupole triplet in the center creates a ''double focus'' optics with {beta}y = 1.6m at the middle of each ID, hence the term ''double-waist chicane''. The new optics also reduced {beta}y in the four matching straights adjacent to the racetrack straights to 2.5m. In this paper, we outline design features of the optics and physical implementation of the lattice.

    The double-{beta} decay Q value of {sup 150}Nd was determined by using the JYFLTRAP Penning trap mass spectrometer. The measured mass difference between {sup 150}Nd and {sup 150}Sm is 3371.38(20) keV. This new value deviates by 3.7 keV from the previously adopted value of 3367.7(22) keV and is a factor of 10 more precise. Accurate knowledge of this Q value is important because {sup 150}Nd is a primary candidate to be used in the search for neutrinoless double-{beta} decay modes in several experiments.

    We discuss a consistency test which makes it possible to discriminate unknown nuclear background lines from neutrinoless double beta decay with only one isotope. By considering both the transition to the ground state and to the first excited 0{sup +} state, a sufficiently large detector can reveal if neutrinoless double beta decay or some other nuclear physics process is at work. Such a detector could therefore simultaneously provide a consistency test for a certain range of Majorana masses and be sensitive to lower values of the effective Majorana mass .

These compounds exhibit layered crystal structures whose symmetry properties depend on the relative sizes of the rare-earth and alkali-metal cations. Single-crystal X-ray and powder neutron diffraction methods were used here to refine the structures of the series of rare-earth double phosphate compounds: K3RE(PO4)2 with RE = Lu, Er, Ho, Dy, Gd, Nd, Ce, plus Ymore » and Sc - as well as the compounds: A3Lu(PO4)2, with A = Rb, and Cs. The double phosphate K3Lu(PO4)2 was reported and structurally refined previously. This material had a hexagonal unit cell at room temperature with the Lu ion six-fold coordinated with oxygen atoms of the surrounding phosphate groups. Additionally two lower-temperature phases were observed for K3Lu(PO4)2. The first phase transition to a monoclinic P21/m phase occurred at ~230 K, and the Lu ion retained its six-fold coordination. The second K3Lu(PO4)2 phase transition occurred at ~130 K. The P21/m space group symmetry was retained, however, one of the phosphate groups rotated to increase the oxygen coordination number of Lu from six to seven. This structure then became isostructural with the room-temperature form of the compound K3Yb(PO4)2 reported here that also exhibits an additional high-temperature phase which occurs at T = 120 °C with a transformation to hexagonal P-3 space group symmetry and a Yb-ion coordination number reduction from seven to six. This latter result was confirmed using EXAFS.     Atomic-scale understanding and control of dislocation cores is of great technological importance, because they act as recombination centers for charge carriers in optoelectronic devices. Using hybrid density-functional calculations, we present period-doubling reconstructions of a 90° partial dislocation in GaAs, for which the periodicity of like-atom dimers along the dislocation line varies from one to two, to four dimers. The electronic properties of a dislocation change drastically with each period doubling. The dimers in the single-period dislocation are able to interact, to form a dispersive one-dimensional band with deep-gap states. However, the inter-dimer interaction for the double-period dislocation becomes significantly reduced; hence, it is free of mid-gap states. The Ga core undergoes a further period-doubling transition to a quadruple-period reconstruction induced by the formation of small hole polarons. Lastly, the competition between these dislocation phases suggests a new passivation strategy via population manipulation of the detrimental single-period phase.

    Neutrinoless double-beta decay is forbidden in the Standard Model of electroweak and strong interaction but allowed in most Grand Unified Theories (GUTs). Only if the neutrino is a Majorana particle (identical with its antiparticle) and if it has a mass is neutrinoless double-beta decay allowed. Apart from one claim that the neutrinoless double-beta decay in {sup 76}Ge is measured, one has only upper limits for this transition probability. But even the upper limits allow one to give upper limits for the electron Majorana neutrino mass and upper limits for parameters of GUTs and the minimal R-parity-violating supersymmetric model. One further can give lower limits for the vector boson mediating mainly the right-handed weak interaction and the heavy mainly right-handed Majorana neutrino in left-right symmetric GUTs. For that, one has to assume that the specific mechanism is the leading one for neutrinoless double-beta decay and one has to be able to calculate reliably the corresponding nuclear matrix elements. In the present work, one discusses the accuracy of the present status of calculating of the nuclear matrix elements and the corresponding limits of GUTs and supersymmetric parameters.

    Recently, human papilloma virus has been implicated to cause several throat and oral cancers and hpv is established to cause most cervical cancers. A human papilloma virus vaccine has been proven successful to reduce infection incidence in FDA clinical trials and it is currently available in the United States. Current intervention policy targets adolescent females for vaccination; however, the expansion of suggested guidelines may extend to other age groups and males as well. This research takes a first step towards automatically predicting personal beliefs, regarding health intervention, on the spread of disease. Using linguistic or statistical approaches, sentiment analysis determines a texts affective content. Self-reported HPV vaccination beliefs published in web and social media are analyzed for affect polarity and leveraged as knowledge inputs to epidemic models. With this in mind, we have developed a discrete-time model to facilitate predicting impact on the reduction of HPV prevalence due to arbitrary age and gender targeted vaccination schemes.

    This report addresses the projected shortfall of double-shell tank (DST) space starting in 2018. Using a multi-variant methodology, a total of eight new-term options and 17 long-term options for recovering DST space were evaluated. These include 11 options that were previously evaluated in RPP-7702, Tank Space Options Report (Rev. 1). Based on the results of this evaluation, two near-term and three long-term options have been identified as being sufficient to overcome the shortfall of DST space projected to occur between 2018 and 2025.

    The magnetic susceptibility, crystal and magnetic structures, and electronic structure of double perovskite Sr2ScOsO6 are reported. Using both neutron and x-ray powder diffraction we find that the crystal structure is monoclinic P21/n from 3.5 to 300 K. Magnetization measurements indicate an antiferromagnetic transition at TN=92 K, one of the highest transition temperatures of any double perovskite hosting only one magnetic ion. Type I antiferromagnetic order is determined by neutron powder diffraction, with an Os moment of only 1.6(1) muB, close to half the spin-only value for a crystal field split 5d electron state with t2g^3 ground state. Density functional calculations show that this reduction is largely the result of strong Os-O hybridization, with spin-orbit coupling responsible for only a ~0.1 muB reduction in the moment.

    Recently, a paper entitled 'The IGEX {sup 76}Ge neutrinoless double-beta decay experiment: Prospects for next generation experiments' has been published [Phys. Rev. D 65, 092007 (2002)]. In view of the recently reported evidence for neutrinoless double-beta decay [Mod. Phys. Lett. A 16, 2409 (2001).; Found. Phys. 31, 1181 (2002); Phys. Lett. B 586, 198 (2004).], it is particularly unfortunate that the IGEX paper is rather incomplete in its presentation. We would like to point out in this Comment that and why it would be highly desirable to make more details about the experimental conditions and the analysis of IGEX available. We list some of the main points, which require further explanation. We also point to an arithmetic mistake in the analysis of the IGEX data, the consequence of which are too high half-life limits given in that paper.

  13. High Strength Stainless Steel Properties that Affect Resistance Welding

    This report discusses results of a study on selected high strength stainless steel alloy properties that affect resistance welding. The austenitic alloys A-286, JBK-75 (Modified A-286), 21-6-9, 22-13-5, 316 and 304L were investigated and compared. The former two are age hardenable, and the latter four obtain their strength through work hardening. Properties investigated include corrosion and its relationship to chemical cleaning, the effects of heat treatment on strength and surface condition, and the effect of mechanical properties on strength and weldability.

    This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

  15. Engineering Basis Document Review Supporting the Double Shell Tank (DST) System Specification Development

    The Double-Shell Tank (DST) System is required to transition from its current storage mission to a storage and retrieval mission supporting the River Protection Project Phase 1 privatization, defined in HNF-SD-WM-MAR-008, Tank Waste Remediation System Mission Analysis Report. Requirements for the DST subsystems are being developed using the top-down systems engineering process outlined in HNF-SD-WM-SEMP-002, Tank Waste Remediation System Systems Engineering Management Plan. This top-down process considers existing designs to the extent that these designs impose unavoidable constraints on the Phase 1 mission. Existing engineering-basis documents were screened, and the unavoidable constraints were identified. The constraints identified herein will be added to the DST System specification (HNF-SD-WM-TRD-007, System Specification for the Double-Shell Tank System). While the letter revisions of the DST System specification were constructed with a less rigorous review of the existing engineering-basis documents, the Revision 0 release of the specification must incorporate the results of the review documented herein. The purpose of this document is to describe the screening process and criteria used to determine which constraints are unavoidable and to document the screening results.

    During routine visual inspections of Hanford double-shell waste tank 241-AY-102 (AY-102), anomalies were identified on the annulus floor which resulted in further evaluations. Following a formal leak assessment in October 2012, Washington River Protection Solutions, LLC (WRPS) determined that the primary tank of AY-102 was leaking. A formal leak assessment, documented in RPP-ASMT-53793, Tank 241-AY-102 Leak Assessment Report, identified first-of-a-kind construction difficulties and trial-and-error repairs as major contributing factors to tank failure.1 To determine if improvements in double-shell tank (DST) construction occurred after construction of tank AY-102, a detailed review and evaluation of historical construction records was performed for Hanford’s remaining twenty-seven DSTs. Review involved research of 241 boxes of historical project documentation to better understand the condition of the Hanford DST farms, noting similarities in construction difficulties/issues to tank AY-102. Information gathered provides valuable insight regarding construction difficulties, future tank operations decisions, and guidance of the current tank inspection program. Should new waste storage tanks be constructed in the future, these reviews also provide valuable lessons-learned.

The characteristic detector energy resolution and background level in the region of interest are 5:1± 0:3 keV FWHM and 0:058 ± 0:004 (stat) ± 0:002 (syst) counts / (keV kg yr), respectively. The median 90% C.L. lower-limit half-life sensitivity of the experiment is 2:9x1024 yr and surpasses the sensitivity of previous searches. We find no evidence for neutrinoless double-beta decay of 130Te and place a Bayesian lower bound on the decay half-life, T0ν1/2 > 2.7more » x 1024 yr at 90% C.L. Combining CUORE-0 data with the 19.75 kg yr exposure of 130Te from the Cuoricino experiment we obtain T0ν1/2 > 4.0 x 1024 yr at 90% C.L. (Bayesian), the most stringent limit to date on this half-life. Lastly, using a range of nuclear matrix element estimates we interpret this as a limit on the e ective Majorana neutrino mass, mββ < 270 -760 meV.« less

The review for these six tanks involved research and review of dozens of boxes of historical project documentation. These reviews form a basis to better understand the current condition of the three oldest Hanford DST farms. They provide a basis for changes to the current tank inspection program and also provide valuable insight into future tank use decisions. If new tanks are constructed in the future, these reviews provide valuable "lessons-learned" information about expected difficulties as well as construction practices and techniques that are likely to be successful.

  20. Search for neutrinoless double-beta decay of Mo 100 with the NEMO-3 detector

    We report the results of a search for the neutrinoless double- decay (0? ) of Mo 100 , using the NEMO-3 detector to reconstruct the full topology of the final state events. With an exposure of 34.7??kgy , no evidence for the 0? signal has been found, yielding a limit for the light Majorana neutrino mass mechanism of T 1/2 (0?)>1.110 24 years (90% C.L.) once both statistical and systematic uncertainties are taken into account. Depending on the nuclear matrix elements this corresponds to an upper limit on the Majorana effective neutrino mass of ?m ? ?<0.30.9??eV (90% C.L.). Constraints on other lepton number violating mechanisms of 0? decays are also given. Searching for high-energy double electron events in all suitable sources of the detector, no event in the energy region [3.210] MeV is observed for an exposure of 47??kgy .

    SDSS J150243.09+111557.3 is a merging system at z = 0.39 that hosts two confirmed active galactic nuclei (AGNs), one unobscured and one dust-obscured, offset by several kiloparsecs. Deane et al. recently reported evidence from the European VLBI Network (EVN) that the dust-obscured AGN exhibits two flat-spectrum radio sources, J1502SE/SW, offset by 26 mas (140 pc), with each source being energized by its own supermassive black hole (BH). This intriguing interpretation of a close binary BH was reached after ruling out a double-hotspot scenario, wherein both hotspots are energized by a single, central BH, a configuration occurring in the well-studied compact symmetric objects. When observed with sufficient sensitivity and resolution, an object with double hotspots should have an edge-brightened structure. We report evidence from the Very Long Baseline Array (VLBA) for just such a structure in an image of the obscured AGN with higher sensitivity and resolution than the EVN images. We thus conclude that a double-hotspot scenario should be reconsidered as a viable interpretation for J1502SE/SW, and suggest further VLBA tests of that scenario. A double-hotspot scenario could have broad implications for feedback in obscured AGNs. We also report a VLBA detection of high-brightness-temperature emission from the unobscured AGN that is offset several kiloparsecs from J1502SE/SW.
