Ben Dotson Ben Dotson About Us Ben Dotson - Project Coordinator for Digital Reform, Office of Public Affairs Ben Dotson A Tennessean by way of Michigan, Ben Dotson joined the Office of Digital Strategy and Communications in October 2011. As the Project Coordinator for Digital Reform, Ben serves as the project manager for the Energy.gov Renewal Project, the Department's effort to centralize and improve its digital communications infrastructure. Prior to joining the Energy Department, Ben worked and volunteered for a variety of political campaigns and advocacy organizations in Michigan. He is an alumnus of the New Organizing Institute's New Media Bootcamp, an intensive training program for tech savvy engagement organizers, and Central Michigan University, where he studied political science and music.

Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

Thank you Chairman Frank, Ranking Member Bachus, and other members of the House Committee on Financial Services for inviting me to testify on “Unwinding Emergency Federal Reserve Liquidity Programs and Implications for Economic Recovery ” As you requested I will give my assessment of whether these extraordinary measures have worked and then consider an appropriate policy for unwinding them. Assessment of the Extraordinary Measures Table 1 summarizes the Fed’s extraordinary measures—mostly special loan and securities purchase programs—going back to 2007 when the financial crisis first flared up in the money markets. Figures 1 through 5 show how these programs have changed the size and the composition of the Fed’s balance sheet during this period. Review of Recent Developments The Fed has financed these programs mostly by creating money—crediting banks with reserve balances at the Fed—or by selling other items in its portfolio. From December 2007 until September 2008 it sold other items in its portfolio. Since September 2008 it has added significantly to reserve balances, as shown in Figure 1. The Queensland Catholic Education Commission (QCEC) welcomes the opportunity to make this submission to the House of Representatives Inquiry into school libraries and teacher librarians in Australian Schools, which will inquire into and report on the role, adequacy and resourcing of school libraries and teacher librarians in Australia’s public and private schools. This submission is made on behalf of the 22 Catholic school employing authorities and the 288 Catholic schools in Queensland. Some of the individual schooling authorities and teacher librarians may choose to make separate submissions. Background Teaching and learning in schools is achieved through the complex interaction of people and physical structures. School libraries are included in this. As there is the tendency to variously term school libraries as ‘resource centre’, ‘information service centre ’ a statement of what is meant by a ‘school library ’ in this submission becomes necessary.

My name is Marc Rotenberg, and I am the President of the Electronic Privacy Information Center. EPIC was established to focus public attention on emerging privacy and civil liberties issue. I also teach Information Privacy Law at Georgetown University Law Center. I want to thank you for holding this hearing today and also thank Chairman Conyers for his May letter to Facebook. EPIC has a particular interest in privacy and social networking services. We filed two complaints at the Federal Trade Commission in the last year following decisions by Facebook to change its privacy policies and the privacy settings of its users. We also filed a complaint when Google introduced Buzz, its social network service, because the company essentially opted in all of its Gmail users. We believe it is vitally important to protect the privacy of users of these services, and many users agree. To be clear, we do not object to social network services—they are enormously valuable—but we do believe that there are serious privacy risks to

Witnesses were asked to focus on the CRBR's status and costs rather than its merits, and to address administration proposals to accelerate licensing and the possible expense of health and safety considerations. The committee also asked for comments on bid cancellations and the loss of certain records. The witnesses included DOE officials and CRBR program managers. Thompson, Senior Naturalist SOD HOUSES In the 1860's and 70's, when pioneer settlers came to homestead free land on the vast lonely prairies of Kansas and Nebraska, they found a country that, except for fringes of cottonwoods and willows along the streams, was treeless. There was no rock and mighty little timber for building houses and barns. Lumber was very expensive and scarce. So was money. However, the prairies were thickly covered with short, drought- enduring buffalo and blue grama grasses. Some of the Indian tribes which not only hunted buffalo but also grew corn -- notably the Pawnee, Osage and Hidatsa -- had large earthlodges. They used sod in the walls and the conical or dome-like roofs had pole rafters covered with willow brush, slough hay, sod, and finally clay. So the homesteaders were inspired to build their homes with slabs of the remarkably thick and tough prairie sod: "Nebraska marble".

A panel of experts, including Carl Sagan, Jay Gould, and Edward Teller, testified along with climate and atmospheric science experts from the Soviet Union on the long-term effects of a nuclear war. The scientists warned that such an event could repeat the biological and climatic disruption that ended the age of dinosaurs 65 million years ago. The purpose of the hearing was to inform committee members about the nature and outcome of a nuclear winter. The scientists also described international research programs designed to ascertain these long-term effects. They pointed out that, while the effects of a single explosion are well known, little is known of overlapping effects from multiple explosions. Two appendices with additional material submitted for the record and additional questions and answers follows the testimony.

This volume contains justification material submitted in support of the portions of the FY 1983 budget of the Department of Energy under the jurisdiction of the Energy and Water Development Subcommittee. The Administration has proposed a reorganization of Federal energy programs which would abolish the Department of Energy and distribute its activities to the Departments of Commerce, Interior and Justice. The Administration's budget for energy activities was transmitted as part of the budgets of those agencies and separate justification material was provided in the new format. Because no legislative action on the reorganization proposal had occurred at the time the budget was considered by the Appropriations Committee, the revised budget format was not reviewed. Therefore, only the justification material reflecting the programs and organization of the Department of Energy under current law are included in this volume. A summary of the Administration's reorganization proposal is contained in the Budget Highlights section at the beginning of the justification material.

With a cloth on the end of her broom, or a vacuum cleaner, she wages continual war on spiders. The spider itself frequently escapes by darting into a hide-away or dropping by a thread of silk to the floor where it may play "possum" until things have quieted down. But in basements, in unused rooms, in attics, between windows and screens, beneath porches, and in garages or other out buildings, many small spiders live their interesting lives.

This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

The Rare Isotope Science Assessment Committee (RISAC) was convened by the National Research Council in response to an informal request from the DOE’s Office of Nuclear Physics and the White House Office of Management and Budget. The charge to the committee is to examine and assess the broader scientific and international contexts of a U.S.-based rare-isotope facility. The committee met for the first time on December 16-17, 2005, in Washington, DC, and held three subsequent meetings. The committee’s final report was publicly released in unedited, prepublication form on Friday, December 8, 2006. The report was published in full-color by the National Academies Press in April 2007. Copies of the report were distributed to key decision makers and stakeholders around the world.

Document clustering is useful in many information retrieval tasks: document browsing, organization and viewing of retrieval results, generation of Yahoo-like hierarchies of documents, etc. The general goal of clustering is to group data elements such that the intra-group similarities are high and the inter-group similarities are low. We present a clustering algorithm called CBC (Clustering By Committee) that is shown to produce higher quality clusters in document clustering tasks as compared to several well known clustering algorithms. It initially discovers a set of tight clusters (high intra-group similarity), called committees, that are well scattered in the similarity space (low inter-group similarity). The union of the committees is but a subset of all elements. The algorithm proceeds by assigning elements to their most similar committee. Evaluating cluster quality has always been a difficult task. We present a new evaluation methodology that is based on the editing distance between output clusters and manually constructed classes (the answer key). This evaluation measure is more intuitive and easier to interpret than previous evaluation measures.

This Sparrow is a female and is about 5 months old and very tame. We are keeping this bird as a pet. We are interested in possibly breeding this bird and was wondering if you can mix breed the House Sparrow with a Finch or type of Sparrow that you could purchase at a pet store? What is the life expectancy of the House Sparrow? Replies: In the wild most small birds only live a year or two; well cared for in captivity they might be able to make it twice that long, but don't count on it. There are some records of exceptional life lengths for some species of small birds, 8 or 10 years, but I haven't heard of any for house sparrows. I don't think you would be able to cross breed house sparrows with any of the others, but I couldn't say for sure. Hybridization normally occurs only between very closely related species; I don't know enough about genetics.

Topical Committee Topical Committee Office of Nuclear Safety Internet Linkage for TSP Topical Committees In the interest of optimum technology transfer, the DOE Technical Standards Program (TSP) has set up a network of topical committees. These committees provide a forum for communication across the DOE complex on technical standards related activities. If you would like information about a specific topical committee, or wish to join one of the groups, we've provided a roster of TSP Topical Committees and corresponding Topical Committee Chairpersons. Expectations of DOE Topical Committees The March 9, 1998 memorandum (provided here in web page format) from Rick Serbu, Technical Standards Program (TSP) Manager, EH-31, to J. Robert Wayland, Metrology Topical Committee Secretary, Sandia National Laboratories, discusses general TSP expectations of DOE topical standards committees. This memorandum should be reviewed by all DOE/contractor personnel involved in topical committee activities.

Hood River Passive House  

Science Conference Proceedings (OSTI)

The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

sixth Standing Committee Meeting sixth Standing Committee Meeting between DOE's Office of Environmental Management (EM) and the UK's Nuclear Decommissioning Authority (NDA) was held on March 10, 2010, on the margins of the Waste Management 2010 Conference in Phoenix, Arizona. The Committee monitors collaboration activities between the two organizations and was pleased to hear of the progress being made by the respective expert groups in the current five topic areas: Fuel Drying, Glass Chemistry, Hot Isostatic Pressing, D&D, and Tank Corrosion & Structural Integrity. The Committee agreed that these topic area discussions had lead to enhanced collaboration and identification of joint projects in a number of areas. Efficiently Clustering Documents with Committees

Abstract. The general goal of clustering is to group data elements such that the intragroup similarities are high and the inter-group similarities are low. We present a clustering algorithm called CBC (Clustering By Committee) that is shown to produce higher quality clusters in document clustering tasks as compared to several well known clustering algorithms. It initially discovers a set of tight clusters (high intra-group similarity), called committees, that are well scattered in the similarity space (low inter-group similarity). The union of the committees is but a subset of all elements. The algorithm proceeds by assigning elements to their most similar committee. Evaluating cluster quality has always been a difficult task. We present a new evaluation methodology based on the editing distance between output clusters and manually constructed classes (the answer key). This evaluation measure is more intuitive and easier to interpret than previous evaluation measures. 1

Eisenbeis, Supt. of Conservation SOD HOUSE FURNISHINGS Last year, after we issued Bulletin No. 620-A about the sod houses built by early settlers on the Great Plains, there were numerous requests for this one about the furnishings in those unique dwellings. If they seem meager and inadequate, bear in mind that, with rare exceptions, the pioneers were so poor that some had nothing but iron determination and courage. After the Civil War, ex-soldiers from both armies "pulled up stakes and lit out" for Nebraska, Kansas, or Texas. Under the Homestead Act of 1862, anyone who had not been a Rebel could "file" on and obtain, free, a quarter-section (160 acres) of "government land" -- public domain -- and, by paying $200, claim and pre-empt another. There were no restrictions on purchases from land companies, nor from the railroads that had been granted millions of acres.

Four panels and three individuals presented the views of mining states, environmental groups, and the coal industry at a hearing on the abandoned-mine reclamation budget for fiscal year 1984. Committee members, while disappointed over the slow pace since the 1977 strip mine law was enacted, noted that reclamation programs are becoming active in most of the affected states. The increased request for $194 million for state land programs and $11.6 million for federal grants reflects the upturn in administration support. Job creation for unemployed miners and construction workers, the use of now idle machinery, and improved environmental quality will be among the benefits. These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. There is blown in insulation so we cannot see to the end of the house where we hear them, nor can a person crawl in to see anything. We have used d-con bars, mouse traps and have-a-heart traps in the crawl spaces we can reach, but have caught nothing. Replies: Place a statue of an owl near the entrance the squirrels are using. Owls are their motal enemies and this technique works for birds as well. Steve Sample You will not be able to solve this problem until you find the way they go in and out. Usually the easiest way is to look for light coming in from outside while in the dark attic, but if you can't see it that way do a thorough search of the outside. A flying squirrel does not need a very big hole, maybe 2" or less diameter. They go out at night so once you find the hole close it up at night while they are out. Good luck.

This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan.

Since 1989, the U.S. Department of Energy has sponsored the Energy Efficient Industrialized Housing research program (EEIH) to improve the energy efficiency of industrialized housing. Two research centers share responsibility for this program: The Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. Additional funding is provided through the participation of private industry, state governments and utilities. The program is guided by a steering committee comprised of industry and government representatives. This report summarizes Fiscal Year (FY) 1990 activities and progress, and proposed activities for FY 1991 in Task 2.1 Design for Energy Efficiency. This task establishes a vision of energy conservation opportunities in critical regions, market segments, climate zones and manufacturing strategies significant to industrialized housing in the 21st Century. In early FY 1990, four problem statements were developed to define future housing demand scenarios inclusive of issues of energy efficiency, housing design and manufacturing. Literature surveys were completed to assess seven areas of influence for industrialized housing and energy conservation in the future. Fifty-five future trends were identified in computing and design process; manufacturing process; construction materials, components and systems; energy and environment; demographic context; economic context; and planning policy and regulatory context.

This crisis demanded a quick and forceful response, and Congress acted by passing the Recovery Act. The full committee had three meetings during this reporting period. The first meeting was devoted to hearing views from other agencies on sharing health data and using social security records in epidemiology. Preliminary plans for the design of the Comprehensive Epidemiological Data Resource (CEDR) were discussed at a subcommittee meeting. Drafts of the first scientific report to DOE were discussed at the second committee meeting. This report was published on December 28, 1990, and about 200 copies have been distributed. Four new committee members were added on January 9, 1991, and a listing of the current committee membership is provided. The first committee meeting to be held after transfer of epidemiological studies from DOE to DHHS was held on February 15, 1991. In the next funding period, the committee will address problems of public access to CEDR while maintaining data security. The committee will also advise DOE on research priorities for the epidemiological studies transferred to DHHS.

The Committee on DoE Radiation Epidemiological Research Programs was originally established in response to the needs of the Office of Health and Envirorunental Research, Office of Energy Research in the Department of Energy (DoE). Following a reorganization of DoE health related programs in 1990, the committee now advises the Office of Epidemiology and Health Surveillance which is under the Assistant Secretary for Environment, Safety and Health. These administrative changes have not altered the committee concerns but have served to focus the committee's attention on helping DoE plan for an effective system of worker health surveillance as well as an epidemiologic research program.
