Energy policy in Iran: domestic choices and international implications

This book assesses energy-demand patterns, evaluates major energy supply sources, and recommends policy guidelines intended to comprise an integrated national energy plan for Iran. The book also provides some insights for other developing countries facing similar energy options and serves as a reminder that Iran, in addition to the strategic importance of its geography, remains a potential force in international energy markets. The general policy guidelines the author proposes are: (1) to expand domestic natural gas consumption; (2) promote the use of liquefied-petroleum gas where natural gas is unavailable; (3) cancel the nuclear power program; (4) develop hydropower resources; (5) prepare an inventory of oil and gas resources; (6) hold natural gas until world prices justify exporting surpluses; (7) encourage conservation; (8) expand electric power systems; (9) coordinate national planning; (10) monitor advanced energy-technology development; (11) expand manpower training; and (12) limit petrochemical programs until they are fully assessed. 41 tables.

For over two years, The Keystone Center facilitated a dialogue on State and Federal Regulation of the Electricity Industry. The intent of this report is to assist policy-makers faced with decisions about changes to traditional utility regulation and planning and provide an overview of a diverse group`s deliberations on regulatory jurisdictional conflicts. This report is not a consensus document, rather it is a staff written summary of two years of discussion on the issues. The participants in the Keystone Dialogue believed that all affected interests could benefit from, if nothing else, a summary of their discussions of state/federal issues. The electric utility industry is one of the last remaining, heavily regulated industries in the United States. Rate and corporate regulation is split between state and federal governments and there is distinct regulatory authority at each level. For example, retail rate regulation occurs at the state level, the Federal Energy Regulatory Commission is responsible for wholesale rate regulation under the Federal Power Act, and the Securities and Exchange Commission oversees registered utility holding companies as defined under the Public Utility Holding Company Act of 1935. This jurisdictional split between state and federal regulation has evolved over many years through legislation and litigation on such matters. The creation of this allocation of regulatory responsibility was initiated in 1935 with the passage of the Public Utility Holding Company Act and the Federal Power Act when the economic and technological changes that are now occurring in the industry simply could not have been envisioned.

Policy Analysis of Water Availability and Use Issues for Domestic Oil Shale and Oil Sands Development

Oil shale and oil sands resources located within the intermountain west represent a vast, and as of yet, commercially untapped source of energy. Development will require water, and demand for scarce water resources stands at the front of a long list of barriers to commercialization. Water requirements and the consequences of commercial development will depend on the number, size, and location of facilities, as well as the technologies employed to develop these unconventional fuels. While the details remain unclear, the implication is not unconventional fuel development will increase demand for water in an arid region where demand for water often exceeds supply. Water demands in excess of supplies have long been the norm in the west, and for more than a century water has been apportioned on a first-come, first-served basis. Unconventional fuel developers who have not already secured water rights stand at the back of a long line and will need to obtain water from willing water purveyors. However, uncertainty regarding the nature and extent of some senior water claims combine with indeterminate interstate river management to cast a cloud over water resource allocation and management. Quantitative and qualitative water requirements associated with Endangered Species protection also stand as barriers to significant water development, and complex water quality regulations will apply to unconventional fuel development. Legal and political decisions can give shape to an indeterminate landscape. Settlement of Northern Ute reserved rights claims would help clarify the worth of existing water rights and viability of alternative sources of supply. Interstate apportionment of the White River would go a long way towards resolving water availability in downstream Utah. And energy policy clarification will help determine the role oil shale and oil sands will play in our nations future.

For over two years, The Keystone Center facilitated a two-phase dialogue on Utility Planning Using Least-Cost Principles and, in the second phase, on the role of Externalities. The intent of this report is to assist policy-makers faced with decisions about changes to traditional utility regulation and planning. This report is not a consensus document, rather it is staff written summary of two years of discussion on the issues. As a concept, least-cost planning has been discussed since the 1970`s and many states have implemented such programs since the mid-1980`s. Yet, the actual goals and objectives of least-cost planning remain a source of controversy between affected interest groups. Some industry observers believe that least-cost planning can help reconcile the often conflicting demands between increased capacity requirements and concerns about the external costs of power production. In traditional utility regulation practices, capital investments are rewarded and revenue is a direct function of sales. However, a number state public utility commissions have altered their practices to allow for returns on investments in more efficient end-use equipment (also known as ratebasing conservation) and adjusting revenues to account for sales lost due to utility conservation programs. Other states are planning these types of changes. Still others are observing the impacts of the changes before they commit.

This project was developed in response to a cooperative agreement offering by the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) under the State Support of Domestic Production DE-FC26-04NT15456. The Interstate Oil and Gas Compact Commission (IOGCC) performed efforts in support of State programs related to the security, reliability and growth if our nation's domestic production of oil and natural gas. The project objectives were to improve the States ability to monitor the security of oil and gas operations; to maximize the production of domestic oil and natural gas thereby minimizing the threat to national security posed by interruptions in energy imports; to assist States in developing and maintaining high standards of environmental protection; to assist in addressing issues that limit the capacity of the industry; to promote the deployment of the appropriate application of technology for regulatory efficiency; and to inform the public about emerging energy issues.

Policy Overview and Options for Maximizing the Role of Policy in Geothermal Electricity Development  

SciTech Connect (OSTI)

Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

This Site Characterization Analysis (SCA) documents the NRC staff`s concerns resulting from its review of the US Department of Energy`s (DOE`s) Site Characterization Plan (SCP) for the Yucca Mountain site in southern Nevada, which is the candidate site selected for characterization as the nation`s first geologic repository for high-level radioactive waste. DOE`s SCP explains how DOE plans to obtain the information necessary to determine the suitability of the Yucca Mountain site for a repository. NRC`s specific objections related to the SCP, and major comments and recommendations on the various parts of DOE`s program, are presented in SCA Section 2, Director`s Comments and Recommendations. Section 3 contains summaries of the NRC staff`s concerns for each specific program, and Section 4 contains NRC staff point papers which set forth in greater detail particular staff concerns regarding DOE`s program. Appendix A presents NRC staff evaluations of those NRC staff Consultation Draft SCP concerns that NRC considers resolved on the basis of the SCP. This SCA fulfills NRC`s responsibilities with respect to DOE`s SCP as specified by the Nuclear Waste Policy Act (NWPA) and 10 CFR 60.18. 192 refs., 2 tabs.

To develop state-of-the-art instrumentation required for experimental research programs at BNL, and to maintain the expertise and facilities in specialized high technology areas essential for this work. Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. Energy use of icemaking in domestic refrigerators

This study was designed to develop and test a procedure to measure the electrical consumption of ice making in domestic refrigerators. The Department of Energy (DOE) test procedure was modified to include the energy used for icemaking in conventional refrigerators and those equipped with automatic icemakers. The procedure assumed that 500 grams of ice would be produced daily. Using the new test procedure and the existing DOE test (as a benchmark), four refrigerators equipped with automatic icemakers were tested for ice-making energy use. With the revised test, gross electricity consumption increased about 10% (100 kWh/yr) due to automatic icemaking but about 5% (55 kWh/yr) could be attributed to the special features of the automatic icemaker. The test also confirmed the feasibility of establishing procedures for measuring energy use of specific loads and other activities related to domestic refrigerators. Field testing and subsequent retesting revealed a 14% increase in energy use.

A review of NRC staff uses of probabilistic risk assessment

The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

Staff Draft Report. Comparative Cost of California Central Station Electricity Generation Technologies.

This Energy Commission staff draft report presents preliminary levelized cost estimates for several generic central-station electricity generation technologies. California has traditionally adopted energy policies that balance the goals of supporting economic development, improving environmental quality and promoting resource diversity. In order to be effective, such policies must be based on comprehensive and timely gathering of information. With this goal in mind, the purpose of the report is to provide comparative levelized cost estimates for a set of renewable (e.g., solar) and nonrenewable (e.g., natural gas-fired) central-station electricity generation resources, based on each technology's operation and capital cost. Decision-makers and others can use this information to compare the generic cost to build specific technology. These costs are not site specific. If a developer builds a specific power plant at a specific location, the cost of siting that plant at that specific location must be considered. The Energy Commission staff also identifies the type of fuel used by each technology and a description of the manner in which the technology operates in the generation system. The target audiences of this report are both policy-makers and anyone wishing to understand some of the fundamental attributes that are generally considered when evaluating the cost of building and operating different electricity generation technology resources. These costs do not reflect the total cost to consumers of adding these technologies to a resources portfolio. These technology characterizations do not capture all of the system, environmental or other relevant attributes that would typically be needed by a portfolio manager to conduct a comprehensive ''comparative value analysis''. A portfolio analysis will vary depending on the particular criteria and measurement goals of each study. For example, some form of firm capacity is typically needed with wind generation to support system reliability. [DJE-2005

American politics and policies in the regulation of Mexican natural gas imports

Regulation of natural gas imports from Mexico has been dominated by the industry's domestic regulatory-issue agenda throughout the 30-year trade history. Three distinct phases are identified. In the 1950's, Mexican imports were assessed in terms of their effect on a domestic industry experiencing rapid growth and inter-fuel competition. In the 1960's and thereafter, preservation of domestic price regulation was the overriding criterion for determination of the public interest in Mexican import applications. In the most recent phase, national security considerations activated by the energy crisis have increased the salience of foreign economic policy in the regulation of Mexican natural gas imports. Notwithstanding, domestic issues have continued to predominate. The increasing importance of foreign economic policy in determination of the public interest in Mexican imports is apparent in the transformation of regulatory practice. An administrative process in which the Federal Power Commission interpreted a vague Congressional mandate for the public interest in adversarial public hearings was transformed in the Carter Administration. Explicit policy guidelines were enunciated and interpreted in the Department of Energy under the jurisdiction of its Secretary. Policy consistency and containment of pluralist participatory politics were explicit objectives of a new Congressional mandate that greatly modified regulatory procedures initiated by the Natural Gas Act in 1938.

This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

The domestic natural gas and oil initiative. Energy leadership in the world economy

Two key overarching goals of this Initiative are enhancing the efficiency and competitiveness of U.S. industry and reducing the trends toward higher imports. These goals take into account new Federal policies that reflect economic needs, including economic growth, deficit reduction, job creation and security, and global competitiveness, as well as the need to preserve the environment, improve energy efficiency, and provide for national security. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

The importance of domestic law to international arms control

Studies of arms control and disarmament tend to focus on political, military, and diplomatic processes. Recently, in the context of the conversion of defense activities to civilian use, the economic aspects of arms control have also received renewed interest. The legal dimension, however, is in need of fresh examination. Both international and domestic law are sailing increasingly in uncharted waters. Recent arms control agreements and related developments in international peacekeeping have expanded the scope of international law and altered how one perceives certain fundamentals, including the principle of national sovereignty. Still, the nation state is largely unchallenged as the primary actor in international affairs. National governments retain near absolute sovereign rights and responsibilities even in an age of trans-national economic integration and codified international norms for human rights, freedom of the press, and the peaceful resolution of disputes. Indeed, the role of domestic law in arms control and disarmament may be more significant now than ever before. A brief review of relationships between arms control and domestic law should illustrate ways in which ones thinking has been underestimating the importance of domestic law. Hopefully, this survey will set the stage properly for the excellent, more detailed case studies by Elinor Hammarskjold and Alan Crawford. Toward that end, this paper will highlight a number of more general, and sometimes provocative, themes. These themes should be kept in mind when those two complementary presentations are considered.

Dynamic analysis of policy drivers for bioenergy commodity markets

Biomass is increasingly being considered as a feedstock to provide a clean and renewable source of energy in the form of both liquid fuels and electric power. In the United States, the biofuels and biopower industries are regulated by different policies and have different drivers which impact the maximum price the industries are willing to pay for biomass. This article describes a dynamic computer simulation model that analyzes future behavior of bioenergy feedstock markets given policy and technical options. The model simulates the long-term dynamics of these markets by treating advanced biomass feedstocks as a commodity and projecting the total demand of each industry as well as the market price over time. The model is used for an analysis of the United States bioenergy feedstock market that projects supply, demand, and market price given three independent buyers: domestic biopower, domestic biofuels, and foreign exports. With base-case assumptions, the biofuels industry is able to dominate the market and meet the federal Renewable Fuel Standard (RFS) targets for advanced biofuels. Further analyses suggest that United States bioenergy studies should include estimates of export demand in their projections, and that GHG-limiting policy would partially shield both industries from exporter dominance.

The United State Domestic Research Reactor Infrastructure Program at the Idaho National Laboratory manages and provides project management, technical, quality engineering, quality inspection and nuclear material support for the United States Department of Energy sponsored University Reactor Fuels Program. This program provides fresh, unirradiated nuclear fuel to Domestic University Research Reactor Facilities and is responsible for the return of the DOE-owned, irradiated nuclear fuel over the life of the program. This presentation will introduce the program management team, the universities supported by the program, the status of the program and focus on the return process of irradiated nuclear fuel for long term storage at DOE managed receipt facilities. It will include lessons learned from research reactor facilities that have successfully shipped spent fuel elements to DOE receipt facilities.

Potential of vegetable oils as a domestic heating fuel

The dependence on imported oil for domestic heating has led to the examination of other potential fuel substitutes. One potential fuel is some form of vegetable oil, which could be a yearly-renewable fuel. In Western Canada, canola has become a major oilseed crop; in Eastern Canada, sunflowers increasingly are becoming a source for a similar oil; for this reason, the Canadian Combustion Research Laboratory (CCRL) has chosen these oils for experimentation. Trials have been conducted in a conventional warm air oil furnace, fitted with a flame retention head burner. Performance has been measured with pure vegetable oils as well as a series of blends with conventional No. 2 oil. The effects of increased fuel pressure and fuel preheating are established. Emissions of carbon monoxide, nitrogen oxides, unburned hydrocarbons and particulates are given for both steady state and cyclic operation. Canola oil cannot be fired in cyclic operation above 50:50 blends with No. 2 oil. At any level above a 10% blend, canola is difficult to burn, even with significant increased pressure and temperature. Sunflower oil is much easier to burn and can be fired as a pure fuel, but with high emissions of incomplete combustion products. An optimum blend of 50:50 sunflower in No. 2 oil yields emissions and performance similar to No. 2 oil. This blend offers potential as a means of reducing demand of imported crude oil for domestic heating systems.
