    This report responds to an August 2011 request from the Department of Energy's Office of Fossil Energy (DOE\\/FE) for an analysis of "the impact of increased domestic natural gas demand, as exports." Appendix A provides a copy of the DOE\\/FE request letter. Specifically, DOE\\/FE asked the U.S. Energy Information Administration (EIA) to assess how specified scenarios of increased natural gas exports could affect domestic energy markets, focusing on consumption, production, and prices.

    During 1978 the federal government passed legislation allowing a major increase in natural gas prices and offering hope that some portion of the supply will be allowed to reach free market levels. The mechanism for decontrol of crude oil was also put into effect. This favorable government action and higher world oil prices have led to a major resurgence in domestic exploration. In addition to the supply effects, there appears to have been a substantial demand response to the latest round of world oil price increases. The purpose of this paper is to discuss how these events have affected domestic LPG markets and pricing.

  5. Evaluating Energy Efficiency Policies with Energy-Economy Models

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    This report examines the domestic and international markets for biopower. Domestic and foreign markets present fundamentally different challenges to private power developers. Volume I focuses on the domestic market for biopower. The domestic challenge lies in finding economically viable opportunities for biopower. Vol. I outlines the current state of the U.S. biomass industry, discusses policies affecting biomass development, describes some demonstration projects currently underway, and discusses the future direction of the industry. Volume II focuses on the international market for biopower. Recent literature states that the electricity investment and policy climate in foreign markets are the key elements in successful private project development. Vol. II discusses the financing issues, policy climate, and business incentives and barriers to biopower development. As India and China are the largest future markets for biopower, they are the focus of this volume. Three other top markets- -Brazil, Indonesia, and the Philippines--are also discussed.     In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    MARKAL-MACRO is an experiment in model linkage for energy and economy analysis. This new tool is intended as an improvement over existing methods for energy strategy assessment. It is designed specifically for estimating the costs and analyzing the technologies proposed for reducing environmental risks such as global climate change or regional air pollution. The greenhouse gas debate illustrates the usefulness of linked energy-economy models. A central issue is the coupling between economic growth, the level of energy demands, and the development of an energy system to supply these demands. The debate is often connected with alternative modeling approaches. The competing philosophies may be labeled ``top-down macroeconomic`` and ``bottom-up engineering`` perspectives. MARKAL is a systems engineering (physical process) analysis built on the concept of a Reference Energy System (RES). MARKAL is solved by means of dynamic linear programming. In most applications, the end use demands are fixed, and an economically efficient solution is obtained by minimizing the present value of energy system`s costs throughout the planning horizon. MACRO is a macroeconomic model with an aggregated view of long-term economic growth. The basis input factors of production are capital, labor and individual forms of energy. MACRO is solved by nonlinear optimization.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

    This study considers the relationship between market power and multinational involvement through use of a market-valuation approach. Estimation results for a sample of large US multinationals reveal superior valuation effects due to returns from foreign as opposed to domestic operations. This finding is consistent with the hypothesis that returns from the US market tend to be less secure, and therefore less valued, than are returns from foreign markets due to both real (market size, entry barriers, etc.) and institutional (antitrust policies, etc.) differences in competitive environments. Such findings are also consistent with previous suggestions that firms develop markets abroad in order to exploit economic-rent opportunities. These findings remain tentative, however, and await verification in future studies of data from both the United States and abroad. 13 references, 1 table.

    This report summarizes and comments on relevant solar energy market surveys and related studies to provide a basis for determining areas requiring additional research and possible policies and actions to aid in rapid adoption of solar technologies. Thirty-two studies are discussed. The first 19 studies directly assess the market for residential use of solar domestic hot water, space, and pool heating. Studies 20 and 21 inspect energy conservation surveys. Studies 22 and 23 examine the financial incentives and financial institutions in the expanding solar market. Study 24 considers energy and low-income people. Studies 25 and 26 assess market sizes for photovoltaic systems and wind machines. Studies 27 to 30 are not surveys per se, but represent secondary source and modeling efforts to gain understanding of the solar marketplace. Studies 31 and 32 present the Canadian perspective on the market feasibility of solar energy systems. Many of the studies contained flaws of concept and/or method to a degree that would bring into question the credibility of individual findings but, taken as an aggregrate, they provide a useful compendium of opinion about present and potential solar energy users.

    Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.

    This perspective provides an overview of wood pellet markets in a number of countries of high significance, together with an inventory of market factors and relevant past or existing policies. In 2010, the estimated global wood pellet production and consumption were close to 14.3 Mt (million metric tonnes) and 13.5 Mt, respectively, while the global installed production capacity had reached over 28 Mt. Two types of pellets are mainly traded (i) for residential heating and (ii) for large-scale district heating or co-fi ring installations. The EU was the primary market, responsible for nearly 61% and 85% of global production and consumption, respectively in 2010. EU markets were divided according to end use: (i) residential and district heating, (ii) power plants driven market, (iii) mixed market, and (iv) export-driven countries. North America basically serves as an exporter, but also with signifi cant domestic consumption in USA. East Asia is predicted to become the second-largest consumer after the EU in the near future. The development perspective in Latin America remains unclear. Five factors that determine the market characteristics are: (i) the existence of coal-based power plants, (ii) the development of heating systems, (iii) feedstock availability, (iv) interactions with wood industry, and (v) logistics factor. Furthermore, intervention policies play a pivotal role in market development. The perspective of wood pellets industry was also analyzed from four major aspects: (i) supply potential, (ii) logistics issues, (iii) sustainability considerations, and (iv) technology development.

    Demand for affordable, reliable, domestically sourced, and low-carbon electricity is on the rise. This growing demand is driven in part by evolving public policy priorities, especially reducing the health and environmental impacts of electricity service and expanding energy access to under-served customers. Consequently, variable renewable energy resources comprise an increasing share ofelectricity generation globally. At the same time, new opportunities for addressing the variability of renewables are being strengthened through advances in smart grids, communications, and technologies that enable dispatchable demand response and distributed generation to extend to the mass market. A key challenge of merging these opportunities is market design -- determining how to createincentives and compensate providers justly for attributes and performance that ensure a reliable and secure grid -- in a context that fully realizes the potential of a broad array of sources of flexibility in both the wholesale power and retail markets. This report reviews the suite of wholesale power market designs in use and under consideration to ensure adequacy, security, and flexibilityin a landscape of significant variable renewable energy. It also examines considerations needed to ensure that wholesale market designs are inclusive of emerging technologies, such as demand response, distributed generation, and storage.

    This paper examines the evolution of the Spanish gasoline market from the abolition of the state oil monopoly (January 1993) to complete liberalization (October 1998). With the restructuring of the Spanish oil sector during the 1980s and early 1990s, a highly concentrated oligopoly emerged in the automotive fuels market. A system of price ceilings replaced the state administered prices in July 1990. Since then, new domestic and foreign operators have entered the market, particularly along the coast, near import terminals. Prices went up and then declined. These developments can be explained by an interplay of factors such as: the gradual decline in co-operation among the Spanish firms; the loss of market share of the largest of these, Repsol; the entry of independent operators and supermarkets; and the impact of the ceiling price system. By mid-1998 this system was abolished as the government considered it an impediment to further market liberalization. However, some crucial barriers to the entry of new suppliers remain.

This report is intended as a reference document for model analysts, users, and the public. The PMM models petroleum refining activities, the marketing of petroleum products to consumption regions, the production of natural gas liquids in gas processing plants, and domestic methanol production. The PMM projects petroleum product prices and sources of supply for meeting petroleum product demand. The sources of supply include crude oil, both domestic and imported; other inputs including alcohols and ethers; natural gas plant liquids production; petroleum product imports; and refinery processing gain. In addition, the PMM estimates domestic refinery capacity expansion and fuel consumption. In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    An analysis of the best ways of meeting the space heating and domestic hot water (DHW) needs of new energy-efficient houses with very low requirements for space heat is provided. The DHW load is about equal to the space heating load in such houses in northern climates. The equipment options which should be considered are discussed, including new equipment recently introduced in the market. It is concluded that the first consideration in selecting systems for energy-efficient houses should be identification of the air moving needs of the house for heat distribution, heat storage, ventilation, and ventilative cooling. This is followed, in order, by selection of the most appropriate distribution system, the heating appliances and controls, and the preferred energy source, gas, oil, or electricity.

    The purpose of this report is to define the objectives of the Petroleum Market Model (PMM), describe its basic approach, and provide detail on how it works. This report is intended as a reference document for model analysts, users, and the public. The PMM models petroleum refining activities, the marketing of petroleum products to consumption regions. The production of natural gas liquids in gas processing plants, and domestic methanol production. The PMM projects petroleum product prices and sources of supply for meeting petroleum product demand. The sources of supply include crude oil, both domestic and imported; other inputs including alcohols and ethers; natural gas plant liquids production; petroleum product imports; and refinery processing gain. In addition, the PMM estimates domestic refinery capacity expansion and fuel consumption. Product prices are estimated at the Census division level and much of the refining activity information is at the Petroleum Administration for Defense (PAD) District level.     The Japanese electricity industry is shackled by more regulations than other domestic industries. Electricity liberalization, however, is one of the few areas in which discussion of deregulation has been making steady progress although the outcome of deregulation has become uncertain due to the turbulence of politics and bureaucratic resistance. This study examines the liberalization of the Japanese electricity market focusing on the characteristics of (1) entering the electricity generation business, (2) access to power companies` transmission facilities, (3) beginning an electricity retail business, and (4) reforming the electricity rating system. The article follows three themes. First, the background of the Japanese electricity liberalization can be explained from economic, political, and bureaucratic points of view. Second, international electricity price comparison should not only depend on exchange rates but should also take other factors into account. Finally, liberalization will increase fossil fuel consumption, which could have unwelcome consequences.

    This paper discusses (1) the market and technology outlook for flue gas desulfurization ({open_quotes}FGD{close_quotes}) systems, with particular emphasis on wet systems in North America and the implications of retail wheeling of electricity and emission allowances for the utility industry, and (2) implications for the utility industry of architect/engineering ({open_quotes}A/E{close_quotes}) firm tendencies to reduce greatly the FGD vendor`s scope of award. The paper concludes that (1) the FGD market will be modest domestically and robust offshore over the forecast period (5-10 years), although the utility industry`s response to federal and state air toxics rules and retail wheeling may eventually grow the FGD market domestically beyond that created by compliance with Phase II of the Clean Air Act`s Title IV acid rain program alone, (2) new designs are likely to follow trends established in the past few years, but will likely include advanced processes that use higher velocity and smaller space, and possibly multi-pollutant control to remain competitive, and (3) shrinking of the FGD vendor`s scope may have adverse implications for the utility end-user, while retail wheeling may increase third-party ownership of FGD technology

    The U.S. biomass resource can be used several ways that provide domestic, renewable energy to users. Understanding the capacity of the biomass resource, its potential in energy markets, and the most economic utilization of biomass is important in policy development and project selection. This study analyzed the potential for biomass within markets and the competition between them. The study found that biomass has the potential to compete well in the jet fuel and gasoline markets, penetration of biomass in markets is likely to be limited by the size of the resource, and that biomass is most cost effectively used for fuels instead of power in mature markets unless carbon capture and sequestration is available and the cost of carbon is around $80/metric ton CO2e.

    This issue of Light-Duty Vehicle MPG and Market Shares Report: Model Year 1988 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of automobiles and light trucks. The estimates are made on a make and model basis, from model year 1976 to model year 1988. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on the fuel economy changes to determine the factors which caused the changes. The sales-weighted fuel economy for the new car fleet in model year 1988 showed an improvement of 0.1 mpg from model year 1987, while light trucks showed a 0.2 mpg loss. The 0.2 mpg loss by the light trucks can be attributed to the fact that every light truck size class experienced either losses or no change in their fuel economies from the previous model year, except for the large van size class. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks combined) has remained relatively stable since model year 1986. Domestic light-duty vehicles began to gain popularity over their import counterparts; and light trucks increased their market shares relative to automobiles. Domestic cars regained 0.3% of the automobile market, reversing the previous trend. Similar to the automobile market, domestic light trucks continued to gain popularity over their import counterparts, partly due to the increasing popularity of domestic small vans. 3 refs., 35 figs., 48 tabs.

    There is growing interest in the United States and abroad to increase the use of biomass as an energy source due to environmental and energy security benefits. In the United States, the biofuel and biopower industries are regulated by different policies and different agencies and have different drivers, which impact the maximum price the industries are willing to pay for biomass. This article describes a dynamic computer simulation model that analyzes future behavior of bioenergy feedstock markets based on varying policy and technical options. The model simulates the long-term dynamics of these markets by treating advanced biomass feedstocks as a commodity and projecting the total demand of each industry, as well as the market price over time. The model is used for an analysis of the United States bioenergy feedstock market that projects supply, demand, and market price given three independent buyers: domestic biopower, domestic biofuels, and foreign exports. With base-case assumptions, the biofuels industry is able to dominate the market and meet the federal Renewable Fuel Standard (RFS) targets for advanced biofuels. Further analyses suggest that United States bioenergy studies should include estimates of export demand for biomass in their projections, and that GHG-limiting policy would partially shield both industries from export dominance.
