Over the years the Group has gained recognition as an authoritative source of China energy statistics through the publication of its China Energy Databook (CED). In 2008 the Group published the Seventh Edition of the CED (http://china.lbl.gov/research/chinaenergy-databook). This handbook summarizes key statistics from the CED and is expressly modeled on the International Energy Agency’s “Key World Energy Statistics” series of publications. The handbook contains timely, clearly-presented data on the supply, transformation, and consumption of all major energy sources.

    This report responds to an August 2011 request from the Department of Energy's Office of Fossil Energy (DOE\\/FE) for an analysis of "the impact of increased domestic natural gas demand, as exports." Appendix A provides a copy of the DOE\\/FE request letter.     The trend of increasing application of distributed generation with solar photovoltaics (PV-DG) suggests that a widespread integration in existing low-voltage (LV) grids is possible in the future. With massive integration in LV grids, a major concern is the possible negative impacts of excess power injection from on-site generation. For power-flow simulations of such grid impacts, an important consideration is the time resolution of demand and generation data. This paper investigates the impact of time averaging on high-resolution data series of domestic electricity demand and PV-DG output and on voltages in a simulated LV grid. Effects of 10-minutely and hourly averaging on descriptive statistics and duration curves were determined. Although time averaging has a considerable impact on statistical properties of the demand in individual households, the impact is smaller on aggregate demand, already smoothed from random coincidence, and on PV-DG output. Consequently, the statistical distribution of simulated grid voltages was also robust against time averaging. The overall judgement is that statistical investigation of voltage variations in the presence of PV-DG does not require higher resolution than hourly. (author)

    An analysis of the best ways of meeting the space heating and domestic hot water (DHW) needs of new energy-efficient houses with very low requirements for space heat is provided. The DHW load is about equal to the space heating load in such houses in northern climates. The equipment options which should be considered are discussed, including new equipment recently introduced in the market. It is concluded that the first consideration in selecting systems for energy-efficient houses should be identification of the air moving needs of the house for heat distribution, heat storage, ventilation, and ventilative cooling. This is followed, in order, by selection of the most appropriate distribution system, the heating appliances and controls, and the preferred energy source, gas, oil, or electricity.

    Energy modeling and analysis often relies on data collected for other purposes such as census counts, atmospheric and air quality observations, economic trends, and other primarily non-energy related uses. Systematic collection of empirical data solely for regional, national, and global energy modeling has not been established as in the abovementioned fields. Empirical and modeled data relevant to energy modeling is reported and available at various spatial and temporal scales that might or might not be those needed and used by the energy modeling community. The incorrect representation of spatial and temporal components of these data sets can result in energy models producing misleading conclusions, especially in cases of newly evolving technologies with spatial and temporal operating characteristics different from the dominant fossil and nuclear technologies that powered the energy economy over the last two hundred years. Increased private and government research and development and public interest in alternative technologies that have a benign effect on the climate and the environment have spurred interest in wind, solar, hydrogen, and other alternative energy sources and energy carriers. Many of these technologies require much finer spatial and temporal detail to determine optimal engineering designs, resource availability, and market potential. This paper presents exploratory and modeling techniques in spatial statistics that can improve the usefulness of empirical and modeled data sets that do not initially meet the spatial and/or temporal requirements of energy models. In particular, we focus on (1) aggregation and disaggregation of spatial data, (2) predicting missing data, and (3) merging spatial data sets. In addition, we introduce relevant statistical software models commonly used in the field for various sizes and types of data sets.

    This report summarizes the significant findings from the Clean and Secure Energy from Domestic Oil Shale and Oil Sands Resources program sponsored by the Department of Energy through the National Energy Technology Laboratory. There were four principle areas of research; Environmental, legal, and policy issues related to development of oil shale and oil sands resources; Economic and environmental assessment of domestic unconventional fuels industry; Basin-scale assessment of conventional and unconventional fuel development impacts; and Liquid fuel production by in situ thermal processing of oil shale Multiple research projects were conducted in each area and the results have been communicated via sponsored conferences, conference presentations, invited talks, interviews with the media, numerous topical reports, journal publications, and a book that summarizes much of the oil shale research relating to Utah’s Uinta Basin. In addition, a repository of materials related to oil shale and oil sands has been created within the University of Utah’s Institutional Repository, including the materials generated during this research program. These goals take into account new Federal policies that reflect economic needs, including economic growth, deficit reduction, job creation and security, and global competitiveness, as well as the need to preserve the environment, improve energy efficiency, and provide for national security. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

    During the period 1947 through 1970, the Atomic Energy Commission (AEC) fostered the rapid development and expansion of the domestic uranium mining and milling industry by providing a market for uranium. Some thirty-two mills were constructed during that period to produce U/sub 3/O/sub 8/ concentrates for sale to the AEC. In addition, there were various pilot plants, concentrators, upgraders, heap leach, and solution mining facilities that operated during the period. The purpose of this report is to compile a short narrative history of the AEC's uranium concentrate procurement program and to describe briefly each of the operations that produced uranium for sale to the AEC. Contractual arrangements are described and data are given on quantities of U/sub 3/O/sub 8/ purchased and prices paid. Similar data are included for V/sub 2/O/sub 5/, where applicable. Mill and other plant operating data were also compiled from old AEC records. These latter data were provided by the companies, as a contractual requirement, during the period of operation under AEC contracts. Additionally, an effort was made to determine the present status of each facility by reference to other recently published reports. No sites were visited nor were the individual reports reviewed by the companies, many of which no longer exist. The authors relied almost entirely on published information for descriptions of facilities and milling processes utilized.

    World War II not only brought the United States rapidly into the nuclear age, but it also brought a new term, {open_quotes}safeguards.{close_quotes} By that time, physical security was an already established activity that dealt with the protection of possessions such as property, vehicles, and other valuables. A secret nuclear project under a stadium at the University of Chicago would add a new dimension to physical security. Similarly, a community known only by its post office box at a location 27 miles from Santa Fe, New Mexico (PO Box 1663) would initiate new programs to protect information and technology while their programs changed the science and warfare around the world. The Manhattan Project and what was to become the Los Alamos Scientific Laboratory (now Los Alamos National Laboratory) would extend the applications of physical security and, soon to be implemented, safeguards to produce important technical advances for the protection, accounting, control, and nonproliferation of fissile nuclear materials. Security for nuclear materials and weapons information began as a foremost consideration with the start of the nuclear programs in the early 1940s. In the 1960s, the Atoms for Peace Program promoted the peaceful use of nuclear energy and made the US a supplier of nuclear materials and peaceful-use nuclear technology to other states. This program also changed the focus on nuclear materials from that of worldwide control to inspection by an independent agency, the proposed International Atomic Energy Agency. At this same time the nuclear weapons states increased from three to five. Other nations worked to obtain a nuclear weapons capability, resulting in increasing concerns about nuclear proliferation.

    We consider the statistics of time-integrated energy fluctuations of a driven bosonic single-mode resonator, as measured by a quantum nondemolition (QND) detector, using the standard Keldysh prescription to define higher moments. We find that, due to an effective cascading of fluctuations, these statistics are surprisingly nonclassical: the low-temperature, quantum probability distribution is not equivalent to the high-temperature classical distribution evaluated at some effective temperature. Moreover, for a sufficiently large drive detuning and low temperatures, the Keldysh-ordered quasiprobability distribution characterizing these fluctuations fails to be positive-definite; this is similar to the full counting statistics of charge in superconducting systems. We argue that this indicates a kind of nonclassical behavior akin to that tested by Leggett-Garg inequalities.

    This analysis identifies the economic impacts associated with OTEC development and quantifies them at the national, regional, and industry levels. It focuses on the effects on the United States' economy of the domestic development and utilization of twenty-five and fifty 400 MWe OTEC power plants by the year 2000. The methodology employed was characteristic of economic impact analysis. After conducting a literature review, a likely future OTEC scenario was developed on the basis of technological, siting, and materials requirements parameters. These parameters were used to identify the industries affected by OTEC development; an economic profile was constructed for each of these industries. These profiles established an industrial baseline from which the direct, indirect, and induced economic impacts of OTEC implementation could be estimated. Each stage of this analysis is summarized; and the economic impacts are addressed. The methodology employed in estimating the impacts is described.

The house is operated under simulated occupancy conditions in which the hot water use protocol is based on the Building America Research Benchmark Definition (Hendron 2008; Hendron and Engebrecht 2010) which captures the water consumption lifestyles of the average family in the United States. The 5.275 (1.5-ton) water-to-water ground source heat pump (WW-GSHP) shared the same vertical bore with a 7.56 KW water-to-air ground source heat pump for space conditioning the same house. Energy and exergy analysis of data collected continuously over a twelve month period provide performance metrics and sources of inherent systemic inefficiencies. Data and analyses are vital to better understand how WW-GSHPs may be further improved to enable the ground to be used as a renewable energy resource.

    This paper presents detailed analysis of a water to water ground source heat pump (WW-GSHP) to provide all the hot water needs in a 345 m2 house located in DOE climate zone 4 (mixed-humid). The protocol for hot water use is based on the Building America Research Benchmark Definition (Hendron 2008; Hendron and Engebrecht 2010) which aims to capture the living habits of the average American household and its impact on energy consumption. The entire house was operated under simulated occupancy conditions. Detailed energy and exergy analysis provides a complete set of information on system efficiency and sources of irreversibility, the main cause of wasted energy. The WW-GSHP was sized at 5.275 kW (1.5-ton) for this house and supplied hot water to a 303 L (80 gal) water storage tank. The WW-GSHP shared the same ground loop with a 7.56 kW (2.1-ton) water to air ground source heat pump (WA-GSHP) which provided space conditioning needs to the entire house. Data, analyses, and measures of performance for the WW-GSHP in this paper complements the results of the WA-GSHP published in this journal (Ally, Munk et al. 2012). Understanding the performance of GSHPs is vital if the ground is to be used as a viable renewable energy resource.

    The statistical analysis of energy levels, a powerful tool in the study of quantum systems, is applicable to discrete spectra. Here we propose an approach to carry level statistics over to continuous energy spectra, paradoxical as this may sound at first. The approach proceeds in three steps, first a discretization of the spectrum by cutoffs, then a statistical analysis of the resulting discrete spectra, and finally a determination of the limit distributions as the cutoffs are removed. In this way the notions of Wigner and Poisson distributions for nearest-neighbor spacing (NNS), usually associated with quantum chaos and regularity, can be carried over to systems with a purely continuous energy spectrum. The approach is demonstrated for the hydrogen atom in perpendicular electric and magnetic fields. This system has a purely continuous energy spectrum from [minus][infinity] to [infinity]. Depending on the field parameters, we find for the NNS a Poisson or a Wigner distribution, or a transitional behavior. We also outline how to determine physically relevant resonances in our approach by a stabilization method.

    This theoretical treatment of low-energy compound nucleus reactions begins with the Bohr hypothesis, with corrections, and various statistical theories. The author investigates the statistical properties of the scattering matrix containing a Gaussian Orthogonal Ensemble (GOE) Hamiltonian in the propagator. The following conclusions are reached: For all parameter values studied, the numerical average of MC-generated cross sections coincides with the result of the Verbaarschot, Weidenmueller, Zirnbauer triple-integral formula. Energy average and ensemble average agree reasonably well when the width I is one or two orders of magnitude larger than the average resonance spacing d. In the strong-absorption limit, the channel degree-of-freedom ν a is 2. The direct reaction increases the inelastic cross sections while the elastic cross section is reduced.

    We extend the physics case for a new high-energy, ultra-high statistics neutrino scattering experiment, NuSOnG (Neutrino Scattering On Glass) to address a variety of issues including precision QCD measurements, extraction of structure functions, and the derived Parton Distribution Functions (PDFs). This experiment uses a Tevatron-based neutrino beam to obtain a sample of Deep Inelastic Scattering (DIS) events which is over two orders of magnitude larger than past samples. We outline an innovative method for fitting the structure functions using a parameterized energy shift which yields reduced systematic uncertainties. High statistics measurements, in combination with improved systematics, will enable NuSOnG to perform discerning tests of fundamental Standard Model parameters as we search for deviations which may hint of 'Beyond the Standard Model' physics.

    Econoimc profiles of the industries most affected by the construction, deployment, and operation of Ocean Thermal Energy Conversion (OTEC) powerplants are presented. Six industries which will contribute materials and/or components to the construction of OTEC plants have been identified and are profiled here. These industries are: steel industry, concrete industry, titanium metal industry, fabricated structural metals industry, fiber glass-reinforced plastics industry, and electrical transmission cable industry. The economic profiles for these industries detail the industry's history, its financial and economic characteristics, its technological and production traits, resource constraints that might impede its operation, and its relation to OTEC. Some of the historical data collected and described in the profile include output, value of shipments, number of firms, prices, employment, imports and exports, and supply-demand forecasts. For most of the profiled industries, data from 1958 through 1980 were examined. In addition, profiles are included on the sectors of the economy which will actualy construct, deploy, and supply the OTEC platforms.

    The below overview is designed to give the reader a limited understanding of Bayesian and Maximum Likelihood (MLE) estimation; a basic understanding of some of the mathematical tools to evaluate the quality of an estimation; an introduction to energy methods and a limited discussion of damage potential. This discussion then goes on to presented a limited presentation as to how energy methods and Bayesian estimation are used together to qualify components. Example problems with solutions have been supplied as a learning aid. Bold letters are used to represent random variables. Un-bolded letter represent deterministic values. A concluding section presents a discussion of attributes and concerns.

    With funding from the U.S. Department of Energy’s Vehicle Technologies Office, the National Renewable Energy Laboratory (NREL) conducts real-world performance evaluations of advanced medium- and heavy-duty fleet vehicles. Evaluation results can help vehicle manufacturers fine-tune their designs and assist fleet managers in selecting fuel-efficient, low-emission vehicles that meet their economic and operational goals. In 2011, NREL launched a large-scale performance evaluation of medium-duty electric vehicles. With support from vehicle manufacturers Smith and Navistar, NREL research focused on characterizing vehicle operation and drive cycles for electric delivery vehicles operating in commercial service across the nation.

    Photospheric vector magnetograms from the Helioseismic and Magnetic Imager on board the Solar Dynamic Observatory are utilized as the boundary conditions to extrapolate both nonlinear force-free and potential magnetic fields in solar corona. Based on the extrapolations, we are able to determine the free magnetic energy (FME) stored in active regions (ARs). Over 3000 vector magnetograms in 61 ARs were analyzed. We compare FME with the ARs' flare index (FI) and find that there is a weak correlation (<60%) between FME and FI. FME shows slightly improved flare predictability relative to the total unsigned magnetic flux of ARs in the following two aspects: (1) the flare productivity predicted by FME is higher than that predicted by magnetic flux and (2) the correlation between FI and FME is higher than that between FI and magnetic flux. However, this improvement is not significant enough to make a substantial difference in time-accumulated FI, rather than individual flare, predictions.

    This paper documents the development and application of a general statistical methodology to assess the accuracy of baseline energy models, focusing on its application to Measurement and Verification (M&V) of whole-­building energy savings. The methodology complements the principles addressed in resources such as ASHRAE Guideline 14 and the International Performance Measurement and Verification Protocol. It requires fitting a baseline model to data from a ``training period’’ and using the model to predict total electricity consumption during a subsequent ``prediction period.’’ We illustrate the methodology by evaluating five baseline models using data from 29 buildings. The training period and prediction period were varied, and model predictions of daily, weekly, and monthly energy consumption were compared to meter data to determine model accuracy. Several metrics were used to characterize the accuracy of the predictions, and in some cases the best-­performing model as judged by one metric was not the best performer when judged by another metric.

    Transverse spectra of both jets and hadrons obtained in high-energy $pp$ and $p\\bar p $ collisions at central rapidity exhibit power-law behavior of $1/p_T^n$ at high $p_T$. The power index $n$ is 4-5 for jet production and is slightly greater for hadron production. Furthermore, the hadron spectra spanning over 14 orders of magnitude down to the lowest $p_T$ region in $pp$ collisions at LHC can be adequately described by a single nonextensive statistical mechanical distribution that is widely used in other branches of science. This suggests indirectly the dominance of the hard-scattering process over essentially the whole $p_T$ region at central rapidity in $pp$ collisions at LHC. We show here direct evidences of such a dominance of the hard-scattering process by investigating the power index of UA1 jet spectra over an extended $p_T$ region and the two-particle correlation data of the STAR and PHENIX Collaborations in high-energy $pp$ and $p \\bar p$ collisions at central rapidity. We then study how the showering of the hard-scattering product partons alters the power index of the hadron spectra and leads to a hadron distribution that can be cast into a single-particle non-extensive statistical mechanical distribution. Because of such a connection, the non-extensive statistical mechanical distribution can be considered as a lowest-order approximation of the hard-scattering of partons followed by the subsequent process of parton showering that turns the jets into hadrons, in high energy $pp$ and $p\\bar p$ collisions.

  1. Statistical and Spectral Analysis of Wind Characteristics Relevant to Wind Energy Assessment Using Tower Measurements in Complex Terrain

    The main objective of the study was to investigate spatial and temporal characteristics of the wind speed and direction in complex terrain that are relevant to wind energy assessment and development, as well as to wind energy system operation, management, and grid integration. Wind data from five tall meteorological towers located in Western Nevada, USA, operated from August 2003 to March 2008, used in the analysis. The multiannual average wind speeds did not show significant increased trend with increasing elevation, while the turbulence intensity slowly decreased with an increase were the average wind speed. The wind speed and direction weremore » modeled using the Weibull and the von Mises distribution functions. The correlations show a strong coherence between the wind speed and direction with slowly decreasing amplitude of the multiday periodicity with increasing lag periods. The spectral analysis shows significant annual periodicity with similar characteristics at all locations. The relatively high correlations between the towers and small range of the computed turbulence intensity indicate that wind variability is dominated by the regional synoptic processes. Knowledge and information about daily, seasonal, and annual wind periodicities are very important for wind energy resource assessment, wind power plant operation, management, and grid integration.« less

    When designing a wind energy converison system (WECS), it may be necessary to take into account the distribution of wind across the disc of rotation. The specific engineering applications include structural strength, fatigue, and control. This wind distribution consists of two parts, namely that associated with the mean wind profile and that associated with the turbulence velocity fluctuation field. The work reported herein is aimed at the latter, namely the distribution of turbulence velocity fluctuations across the WECS disk of rotation. A theory is developed for the two-time covariance matrix for turbulence velocity vector components for wind energy conversion system (WECS) design. The theory is developed for homogeneous and iotropic turbulance with the assumption that Taylor's hypothesis is valid. The Eulerian turbulence velocity vector field is expanded about the hub of the WECS. Formulae are developed for the turbulence velocity vector component covariance matrix following the WECS blade elements. It is shown that upon specification of the turbulence energy spectrum function and the WECS rotation rate, the two-point, two-time covariance matrix of the turbulent flow relative to the WECS bladed elements is determined. This covariance matrix is represented as the sum of nonstationary and stationary contributions. Generalized power spectral methods are used to obtain two-point, double frequency power spectral density functions for the turbulent flow following the blade elements. The Dryden turbulence model is used to demonstrate the theory. A discussion of linear system response analysis is provided to show how the double frequency turbulence spectra might be used to calculate response spectra of a WECS to turbulent flow. Finally the spectrum of the component of turbulence normal to the WECS disc of rotation, following the blade elements, is compared with experimental results.

    A thermal model was developed to estimate the energy losses from prototypical domestic hot water (DHW) distribution systems for homes. The developed model, using the TRNSYS simulation software, allows researchers and designers to better evaluate the performance of hot water distribution systems in homes. Modeling results were compared with past experimental study results and showed good agreement.

    This document presents statistics on energy useage for 1995. A reviving domestic economy, generally low energy prices, a heat wave in July and August, and unusually cold weather in November and December all contributed to the fourth consecutive year of growth in U.S. total energy consumption, which rose to an all-time high of almost 91 quadrillion Btu in 1995 (1.3). The increase came as a result of increases in the consumption of natural gas, coal, nuclear electric power, and renewable energy. Petroleum was the primary exception, and its use declined by only 0.3 percent. (Integrating the amount of renewable energy consumed outside the electric utility sector into U.S. total energy consumption boosted the total by about 3.4 quadrillion Btu, but even without that integration, U.S. total energy consumption would have reached a record level in 1995.)

This program provides fresh, unirradiated nuclear fuel to Domestic University Research Reactor Facilities and is responsible for the return of the DOE-owned, irradiated nuclear fuel over the life of the program. This presentation will introduce the program management team, the universities supported by the program, the status of the program and focus on the return process of irradiated nuclear fuel for long term storage at DOE managed receipt facilities.     The International Petroleum Statistics Report is a monthly publication that provides current international oil data. This report is published for the use of Members of Congress, Federal agencies, State agencies, industry, and the general public. Publication of this report is in keeping with responsibilities given the Energy Information Administration in Public Law 95-91. The International Petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries.     This document is a compilation of historical facts and figures through 1979. These statistics are based primarily on information provided voluntarily by the uranium exploration, mining, and milling companies. The production, reserves, drilling, and production capability information has been reported in a manner which avoids disclosure of proprietary information. Only the totals for the $1.5 reserves are reported. Because of increased interest in higher cost resources for long range planning purposes, a section covering the distribution of $100 per pound reserves statistics has been newly included. A table of mill recovery ranges for the January 1, 1980 reserves has also been added to this year's edition. The section on domestic uranium production capability has been deleted this year but will be included next year. The January 1, 1980 potential resource estimates are unchanged from the January 1, 1979 estimates.

    The average {sup 235}U neutron total cross sections were obtained in the energy range 2 keV to 330 keV from high-resolution transmission measurements of a 0.033 atom/b sample.1 The experimental data were corrected for the contribution of isotope impurities and for resonance self-shielding effects in the sample. The results are in very good agreement with the experimental data of Poenitz et al.4 in the energy range 40 keV to 330 keV and are the only available accurate experimental data in the energy range 2 keV to 40 keV. ENDF/B-VI evaluated data are 1.7% larger. The SAMMY/FITACS code 2 was used for a statistical model analysis of the total cross section, selected fission cross sections and data in the energy range 2 keV to 200 keV. SAMMY/FITACS is an extended version of SAMMY which allows consistent analysis of the experimental data in the resolved and unresolved resonance region. The Reich-Moore resonance parameters were obtained 3 from a SAMMY Bayesian fits of high resolution experimental neutron transmission and partial cross section data below 2.25 keV, and the corresponding average parameters and covariance data were used in the present work as input for the statistical model analysis of the high energy range of the experimental data. The result of the analysis shows that the average resonance parameters obtained from the analysis of the unresolved resonance region are consistent with those obtained in the resolved energy region. Another important result is that ENDF/B-VI capture cross section could be too small by more than 10% in the energy range 10 keV to 200 keV.

    Fitting potential energy surfaces to analytic forms is an important first step for efficient molecular dynamics simulations. Here, we present an improved version of the local interpolating moving least squares method (L-IMLS) for such fitting. Our method has three key improvements. First, pairwise interactions are modeled separately from many-body interactions. Second, permutational invariance is incorporated in the basis functions, using permutationally invariant polynomials in Morse variables, and in the weight functions. Third, computational cost is reduced by statistical localization, in which we statistically correlate the cutoff radius with data point density. We motivate our discussion in this paper with a review of global and local least-squares-based fitting methods in one dimension. Then, we develop our method in six dimensions, and we note that it allows the analytic evaluation of gradients, a feature that is important for molecular dynamics. The approach, which we call statistically localized, permutationally invariant, local interpolating moving least squares fitting of the many-body potential (SL-PI-L-IMLS-MP, or, more simply, L-IMLS-G2), is used to fit a potential energy surface to an electronic structure dataset for N{sub 4}. We discuss its performance on the dataset and give directions for further research, including applications to trajectory calculations.

    The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

    We describe synthesis and characterization of a derivative of aza-m-xylylene, diradical 2, that is persistent in solution at room temperature with the half-life measured in minutes (~80250 s) and in which the triplet ground state is below the lowest singlet state by >10 kcal mol?. The triplet ground states and ?EST of 2 in glassy solvent matrix are determined by a new approach based on statistical analyses of their EPR spectra. Characterization and analysis of the analogous diradical 1 are carried out for comparison. Statistical analyses of their EPR spectra reliably provide improved lower bounds for ?EST (from >0.4 to >0.6 kcal mol?) and are compatible with a wide range of relative contents of diradical vs monoradical, including samples in which the diradical and monoradical are minor and major components, respectively. This demonstrates a new powerful method for the determination of the triplet ground states and ?EST applicable to moderately pure diradicals in matrices.

    Safeguards by Design (SBD) is receiving significant interest with respect to international safeguards objectives. However, less attention has been focused on the equally important topic of domestic Safeguards and Security by Design (SSBD), which addresses requirements such as those of the Nuclear Regulatory Commission (NRC) in the United States. While international safeguards are concerned with detecting State diversion of nuclear material from peaceful to nuclear explosives purposes, domestic Material Protection, Control and Accounting measures (MPC&A) are focused on non-State theft and sabotage. The International Atomic Energy Agency (IAEA) has described the Safeguards by Design (SBD) concept as an approach in which 'international safeguards are fully integrated into the design process of a new nuclear facility from the initial planning through design, construction, operation, and decommissioning.' This same concept is equally applicable to SSBD for domestic requirements. The United States Department of Energy (DOE) has initiated a project through its Office of Nuclear Energy (NE) and more specifically its Fuel Cycle Research and Development (FCRD) program, to develop a domestic SSBD discipline and methodology in parallel with similar efforts sponsored by the DOE Next Generation Safeguards Initiative (NGSI) and the IAEA for international safeguards. This activity includes the participation of industry (through DOE-sponsored contracts) and DOE National Laboratories. This paper will identify the key domestic safeguards and security requirements (i.e. MC&A and physical protection) and explain how and why Safeguards and Security by Design (SSBD) is important and beneficial for the design of future US nuclear energy systems.

    The Savannah River Site (SRS) receives aluminum clad spent Material Test Reactor (MTR) fuel from all over the world for storage and eventual reprocessing. There are hundreds of different kinds of MTR fuels and these fuels will continue to be received at SRS for approximately ten more years. SRS''s current criticality evaluation methodology requires the modeling of all MTR fuels utilizing Monte Carlo codes, which is extremely time consuming and resource intensive.     Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.

  9. Statistical Characterization of School Bus Drive Cycles Collected via Onboard Logging Systems

    In an effort to characterize the dynamics typical of school bus operation, National Renewable Energy Laboratory (NREL) researchers set out to gather in-use duty cycle data from school bus fleets operating across the country. Employing a combination of Isaac Instruments GPS/CAN data loggers in conjunction with existing onboard telemetric systems resulted in the capture of operating information for more than 200 individual vehicles in three geographically unique domestic locations. In total, over 1,500 individual operational route shifts from Washington, New York, and Colorado were collected. Upon completing the collection of in-use field data using either NREL-installed data acquisition devices or existing onboard telemetry systems, large-scale duty-cycle statistical analyses were performed to examine underlying vehicle dynamics trends within the data and to explore vehicle operation variations between fleet locations. Based on the results of these analyses, high, low, and average vehicle dynamics requirements were determined, resulting in the selection of representative standard chassis dynamometer test cycles for each condition. In this paper, the methodology and accompanying results of the large-scale duty-cycle statistical analysis are presented, including graphical and tabular representations of a number of relationships between key duty-cycle metrics observed within the larger data set. In addition to presenting the results of this analysis, conclusions are drawn and presented regarding potential applications of advanced vehicle technology as it relates specifically to school buses.

    This report is a compendium of information relating to US uranium reserves and potential resources and to exploration, mining, milling, and other activities of the uranium industry through 1982. The statistics are based primarily on data provided voluntarily by the uranium exploration, mining and milling companies. The compendium has been published annually since 1968 and reflects the basic programs of the Grand Junction Area Office of the US Department of Energy. Statistical data obtained from surveys conducted by the Energy Information Administration are included in Section IX. The production, reserves, and drilling data are reported in a manner which avoids disclosure of proprietary information.

    The Annual Energy Review (AER) is a historical data report that tells many stories. It describes, in numbers, the changes that have occurred in US energy markets since the midpoint of the 20th century. In many cases, those markets differ vastly from those of a half-century ago. By studying the graphs and data tables presented in this report, readers can learn about past energy supply and usage in the United States and gain an understanding of the issues in energy and the environment now before use. While most of this year`s report content is similar to last year`s, there are some noteworthy developments. Table 1.1 has been restructured into more summarized groupings -- fossil fuels, nuclear electric power, and renewable energy -- to aid analysts in their examination of the basic trends in those broad categories. Readers` attention is also directed to the electricity section, where considerable reformatting of the tables and graphs has been carried out to help clarify past and recent trends in the electric power industry as it enters a period of radical restructuring. Table 9.1, which summarizes US nuclear generating units, has been redeveloped to cover the entire history of the industry in this country and to provide categories relevant in assessing the future of the industry, such as the numbers of ordered generating units that have been canceled and those that were built and later shut down. In general, the AER emphasizes domestic energy statistics. Sections 1 through 10 and Section 12 are devoted mostly to US data; Section 11 reports on international statistics and world totals. 140 figs., 141 tabs.
